It’s a fact long bemoaned by Palm Coast city leaders: The city cannot run its own ambulance service, but finds itself using fire trucks — which are costlier than ambulances to run and maintain — on emergency medical services calls alongside county ambulances, duplicating the county service at cost to city residents. To change that, Palm Coast would need to get a “certificate of public convenience and necessity” from the county to run its own ambulance service, and that’s something Flagler County has been unwilling to grant. Now, state legislation proposed by Sen. Travis Hutson may change the rules, making it harder for counties within the state to deny cities the paperwork that would let cities run their own EMS services. “We are seeing, across the state, a lot of municipalities that want to provide what they think could be better and cheaper services for their constituency, and counties are just flat denying them,” Hutson said at a legislative delegation meeting at the county Government Services Building Nov. 13. “And it’s not this county per se, but it’s across the state. So what this bill would do would require counties to come up with a regulatory standard ... and if a local municipality can do better than that standard by providing cheaper services and better service, and faster service from a health care basis, that they would be able to do so if they SEE COUNTY PAGE 4

Palm Coast considers restricting bottle clubs There aren’t any in Palm Coast, and the Sheriff’s Office wants it to stay that way.

Palm Coast and the city’s Flagler County neighbors don’t have any bottle clubs. And the city may ensure it doesn’t get any. The clubs — establishments where patrons bring alcoholic beverages that are then served to them, often after traditional bars are legally required to stop serving alcohol or before they’re permitted to start — can bring nuisances and crime, Palm Coast City Manager Jim Landon told City Council members Nov. 17. “They provide the mixers and the environment, but they don’t have to follow the same rules and regulations as someone with a liquor license,” Landon said. “It’s kind of a loophole.” So the city is starting a threepart legal review of the issue, a decision that leads to a 120-day moratorium on the permitting of any proposals for a bottle club. The city received a series of emails from concerned business owners and residents over the past week after a couple proposed opening a bottle club in City Marketplace. Among the opponents were the owners or representatives of Dominic’s Deli, Cue Notes Billiards, Carmella’s Pizza and Pasta, and Cut Up and Sew. Coldwell Bankers Premier Properties Broker/Manager Thomas Heiser sent the city the first of the current barrage of anti-bottle club emails Nov. 10, writing that a couple had contacted his company hoping to rent its space to open one. “After doing some research

about Bottle Clubs and the type of clientele they typically attract, we did not want this type of business in the shopping plaza,” Heiser wrote. Sheriff’s Office Palm Coast Precinct Cmdr. Mark Carman told the council that the Sheriff’s Office “has a serious concern regarding bottle clubs.” “We are all for businesses and job opportunities in Palm Coast and the surrounding areas,” he said. “But this isn’t the kind of establishment we want in the city of Palm Coast.” Bottle clubs, he said, are “really taxing on law enforcement.” He gave an example: In Volusia County, he said, law enforcement officers received 453 calls for service from a single bottle club from January 2013 to November 2015. There were two incidents related to homicides — a fatal shooting in a parking lot, and a fight that escalated to a fatal shooting on a nearby bridge during morning rush hour — plus numerous assaults. Palm Coast has already changed its codes so that even bottle clubs wouldn’t be able to serve after 2 a.m., Landon said, but that wouldn’t necessarily solve other problems. “The culture that these establishments try to bring into the shopping areas is still a gathering place,” and one that causes conflict, Landon said. Palm Coast Mayor Jon Netts said he’d told mayors of nearby cities that Palm Coast planned to take action on bottle clubs, suggesting they consider the issue as well. For now, the fact that city staff has formally requested the City Council’s decision on the issue of bottle clubs prevents staff from being obligated to approve any bottle club proposals, City Attorney Bill Reischmann said. Netts noted that when someone brings an alcoholic beverage to a bottle club, their options are to either finish the entire thing there, take it into the parking lot when the club closes or get into the car and drive home with the open container, which is illegal. “There are so many loopholes, if you will, so many opportunities to behave in a less-than-appropriate fashion, we need to put a hold on this until we can establish appropriate regulations,” Netts said. The council voted 4-0 (Heidi Shipley was absent) to approve a moratorium on the issuance of permits to bottle clubs.

Make-It Take-It Bus may soon be back on the road School Board workshop includes ideas on ways to update the bus for community outreach. JACQUE ESTES STAFF WRITER
Jacque Estes
Dr. Jim Guines and his wife, Laverne, have lived in Palm Coast since 1988.
THE TRAILBLAZER:
THE LEGACY OF JIM GUINES IN FLAGLER SCHOOLS The former educator was ahead of his time, seeing the need for every child to have access to computers. JACQUE ESTES STAFF WRITER
“O
h, the Places He Has Gone!” could be a sequel to the Dr. Seuss book, “Oh, the Places You’ll Go” for Dr. Jim Guines. On Sunday, the Flagler Palm Coast High School cafeteria will be filled with people whose lives he has touched, telling stories and raising money for the scholarship fund that bears his and his wife’s names — the Jim and LaVerne Guines Scholarship Fund. Guines has been synonymous with education in Flagler County for almost three decades, on the dais at School Board meetings, and behind the barbecue grill at countless fundraisers. Smokin’ Jim was everywhere — and always thinking about the children.
COMPUTERS FOR STUDENTS
Guines was a front runner in making sure each student had access to a computer with the Make It — Take It program. “Of all of the good things I got into in Flagler County, the concept about computers and working with Veronica Maggs was the best,” he said. “I started something to make poor children computer-equitable.” Florida Hospital Flagler had barely opened its doors, and the third floor was unfinished, when Guines asked for a place to house the Make It — Take It program. “It was the only school system in the country where a hospital — Florida Hospital Flagler —
started a computer program,” he said. “What we didn’t know was, that laboratory would be the start of the premier of Flagler County Schools. It’s one of the best school systems in the country because the kids can get computers.” The program changed the lives of most who were involved, including Veronica Maggs, who was asked to volunteer her time to run the program, and even drive the Make It — Take It bus. “He is a true example of how one person’s actions can literally change thousands of lives” Maggs said. “He changed my life. I had never volunteered for anything until I met Jim, and then I realized the benefit of helping others.” ‘WE TRANSFORM KIDS’
Guines’ body may be confined to a wheelchair, but his mind is still active. Using voice recognition software, Guines is authoring a book based on a curriculum program he introduced when he was assistant superintendent in the District of Columbia School system: “The Competency Based Curriculum.” It isn’t the first book he has written. In 1968, he wrote and published, “The Great Transformer,” a book for children. “That’s what I think we do in education: We transform kids,” he said. “The great transformers happen to be us.” School Board Chairwoman Colleen Conklin has one of those books from when she sat on the School Board with Guines. It was a time when, she admits, they didn’t always see eye to eye.

Jim Guines meets President Ronald Reagan.
“We butted heads, but we also collaborated on many things,” Conklin said. “Jim taught me a lot. He took it upon himself to ‘school me,’ you might say. I’ve definitely learned how to be a Johnny Appleseed and plant ideas and hope they grow — no matter who gets the credit.” STILL MORE TO DO
In his office, Guines has photos of himself with President Ronald Reagan, “Roots” author Alex Haley and other people he met during his travels for education. “He is truly a trailblazer,” Conklin said. “He’s also truly a champion of the children in my mind, and he’s not done yet. He is still blazing trails and making education better.”

AFRICAN-AMERICAN MENTORING In 2005, Dr. Jim Guines founded the African-American Mentoring program with Bill Delbrugge and John Winston, who is the chairman and president of the program. Winston said: “LaVerne and Jim are like my family. These are two phenomenal people who God has touched in a special way.”
Just days before a fundraising scholarship dinner honoring Jim Guines, the man who brought the Make-It Take-It program to Flagler Schools, the School Board heard a proposal to revamp the bus used by the program for community outreach. Many of the people in the room weren’t around when the Make-It Take-It program was in its heyday and the bus was used to provide computers to students who otherwise would not have had access. “Since we are honoring Dr. Guines this weekend, I thought this was a good time,” Director of Student and Community Engagement Lynette Shott said. “Dr. Guines and everyone involved really had a long term vision back then.” THE NEXT PHASE
The bus has been garaged for several years and still has much of the original equipment inside. The bus was initially designed for students to build and rebuild computers, but Shott presented ideas on how the bus could be transformed for the next generation of students. “It was such a great service to the community when it originally started,” Shott said. “We are excited that we can continue to use it.” The proposal was to redesign the bus interior for training and presentations, and to be showcased at events like movies in the park and other events that attract families. “Families can walk through and sign up for Skyward and learn what is available to them,” she said. Superintendent Jacob Oliva said he would like to include a school counselor on the bus at these events to answer questions. An exterior change that would need to be addressed is the outside wrap with the Make-It TakeIt logo, though Shott said part of the wrap might still be usable. “The name has changed, but the concept is still there,” she said. The bus would also need to be checked mechanically by the school transportation department. Shott said the bus update expenses were considered when preparing the Title 1 grant this year. LEGACY CONTINUES
Chairwoman Colleen Conklin and Board member Sue Dickinson were on the School Board, and involved in the original program. “It’s great seeing the next phase of this,” Conklin said. “Now it’s about going out and continuing that outreach.”

can prove it in front of a judge. So it kind of gives the county a metric of putting a baseline in place, and they can certainly make it as stringent as they want or however they want to with that ordinance, and then if somebody can do better than them and provide a better service, then they certainly have that option there to try to make it cheaper for the taxpayer.” Flagler County Commissioner Frank Meeker said at the meeting that he didn’t see the need for the legislation. “My current belief is that this is going to force municipal and county governments to compete for funding between each other and reduce quality of service, and based on past experiences, we’ve seen increased cost to residents,” he said. The legislation, which lets cities appeal the county’s denial of a certificate to a judge, “seems to be encouraging local governments to do some empire building while at the same time encouraging local governments to start suing each other on who’s going to be doing what,” Meeker continued. “I think the taxpayers lose on that one, all the way across.” And, he said, EMS services are not money-makers for municipalities. “I can’t find a local government that is providing this service that is not losing money

on providing this service,” he said. “It’s very tough to make money on something like this.” He suggested Hutson and Renner read a statement on the issue by the Florida Association of Counties, which opposes the bill. The FAC statement says the current rules were enacted “to prevent multiple ambulances racing to an emergency scene and fighting over who will transport the victim.” If municipalities compete with counties to provide services, according to the FAC statement, “Emergency calls may be routed to different 9-1-1 centers and rescue vehicles may be dispatched from the wrong jurisdiction, delaying care. In a countywide coordinated system, everyone gets equal, high quality care while keeping costs down.” Palm Coast Mayor Jon Netts noted that the legislation wouldn’t automatically create a municipal EMS system. “What happens now is we have a unilateral system where the county has absolute authority to affirm or deny,” he said. “What

Readers are in agreement: City Council should not get a raise Staff needs to be free from interference Dear Editor: I am more than alarmed when I read what Mr. Steven Nobile would like to see as a result of a unneeded Charter review. He has proposed increasing the number of council members to seven, and sharply increasing their salaries besides. His rationale: We will attract better candidates, and they will then be able to do the dangerous part of his proposal, “getting hands-on involvement with city staff.” The City Council could, if it were unhappy with the city manager, fire him. Staff has to be free from council member interference in their jobs. I am a registered Republican, and I am most frightened by the takeover attempts by the small group known as Ronald Reagan Republicans. They are of the same ilk as the 35 or 40 obstructionists now residing in the U.S. House. We don’t need or want that kind of nothingbut-no representatives at the city level. Beware, one of these is our current U.S. rep, and running for Marco Rubio’s seat in the senate. Be assured Mr. Nobile, when you are up for re-election, you will not get my vote. CHARLES PILIGIAN Palm Coast
Council should not be there to profit Dear Editor: Steve Nobile is quite the con artist, isn’t he! Positions on the City Council are meant for those who respect public service, not profit. This is a part-time position, not full-time. I don’t really care if Nobile “worked” 30 hours; that’s his problem. Shipley’s and Nobile’s suggestion that higher salaries “would entice a more diverse pool of candidates” would accomplish the opposite. Candidates for City Council positions do it out of a need to do public service, regardless of salary. I regret voters were short-sighted when they voted those two people into office. I agree with Bill McGuire, a realization that government is not a place to profit. Say no to pay raises. JAMES M. MEJUTO Palm Coast
Why is Nobile getting so much press? Dear Editor: Is there any particular reason why, with a city full of management executives, this many departments, let alone staff, the Palm Coast Observer has chosen to continually give our newest Ronald Reagan Republican Assembly-Tea Party extremist-NRA member-gun selling Palm Coast City Councilman Steven Nobile an excessive amount of front page/top location print space week after week?
A MODEST PROPOSAL? Palm Coast City Councilman Steven Nobile proposed at the Nov. 10 workshop of the Palm Coast City Council that the council should get a raise — after the next election — from $9,600 per year up to $37,500 per year. That would make the city’s elected officials’ salaries about 75% of what the Flagler County commissioners make annually.
This time because he wants a pay raise for himself? After having been on the job, about 27 minutes (OK, maybe slightly longer). Perhaps it might have been a better idea to be as thorough about his background prior to election: He runs a gun shop. Does Palm Coast need assault weapons? He said, “In fact, I was elected to office with a great amount of support.” In reality, he only received 302 more votes than then-incumbent Bill Lewis, who did not even campaign due to severe illness. Nobile’s claim is absurd. Only 302 votes out of 71,835 registered voters! Why, Palm Coast Observer? And by the way, why is he allowed to wear a shirt promoting gun sales with his company logo while he is at a city of Palm Coast workshop? We are not the Wild West. BONNIE BELLIN Palm Coast
Try decreasing our taxes, not increasing Dear Editor: I, like many of my neighbors, am growing weary of the incessant complaints about our government by Councilman Steven Nobile. Mr. Nobile, you were elected to “public service” to conduct the business of your constituents, rather than conducting your personal agenda. In the short time that you have been in office, you have decided that the City Council should run the day-to-day business of Palm Coast, although you are not qualified. You have tried in vain to change the City Charter, and you are now trying to increase your salary and benefits because you think public service costs too much. All of these self-aggrandizing ideas have cost the taxpayer and city
staff time and treasure. We are tired of you spending our money on your personal agenda. If you cannot afford to be a public servant, then step aside and save us from all of your ill-advised ideology. Spend your time on trying to decrease our taxes, rather than raising our taxes. Bring jobs and economic development like you were elected to do. Further, if you cannot afford to be a Palm Coast councilman, then please let someone else do the job. After all, it is a public service. ROB PRUITT Palm Coast
High pay encourages career politicians Dear Editor: Should the City Council get a raise or benefits? Many valid points were brought up in favor of raising pay for council members. It is a time-consuming and difficult job and definitely should not be a financial burden on elected officials. On the other hand, raising salaries of public officials enough to allow them to “live on them” would not only be costly, but would encourage “career politicians.” The Founding Fathers did not envision full-time government, nor serving in public office as a career. At that time, the pay was low, and the power of government was minimal, so the only reason someone would go through the trouble was to ultimately serve the nation, and it was thought that few would be willing to do it for long. A living wage and health benefits will only encourage people to make a career out of what is supposed to be “public service.” Today, the government is so powerful, with so many opportunities for influence, financial opportunities, and corruption that it often attracts the very worst sorts of people.
Along with these “living wages” and health benefits come higher taxes, which will be a burden for many. While cost-of-living increases for council members may be in order, I believe a “living wage” would be a terrible mistake. Elected officials should serve for short periods of time, which would keep opportunities for influence and financial gain to a minimum, and only those who truly want to serve the public good would seek to hold office. Again, no elected officials should incur financial burdens in conjunction with their service, and steps can and should be taken to assure that this does not happen. However, encouraging career politicians by offering “living wages” and health benefits, would be a huge mistake. ALICE LOSASSO

Service to your community is the goal Dear Editor: While I would not object to a modest pay increase for City Council members, the idea of raising the pay to nearly $37,000 a year is ludicrous. Freshmen council members Heidi Shipley and Steven Nobile are suggesting that doing so would attract more diversified candidates. My answer to them is this: If you were not satisfied with the opportunity to serve your city and still collect a small stipend to cover expenses, why did you run in the first place? Apparently your opponents were willing to take on the job! Once we start paying large salaries to councilmen, what will actually happen is that we will attract career politicians who will give us the same poor representation that we are getting from our career state and federal senators and representatives. Most of them spend more than half their terms feathering their own nests, and then running for re-election instead of creating and passing meaningful legislation. Where but in the American Congress can you serve one term in office and receive a pension for life? I am one man who is fed up with career politicians. The Founding Fathers of this great nation never intended for career politicians to be in office for multiple terms, all the while putting themselves in special categories above ordinary citizens. We don’t need people like that on our City Council. As members of the Kiwanis Club, my fellow members and I put in thousands of volunteer hours each year without a single cent in compensation. We are no different than the dozens of other great volunteer organizations here in Flagler County. We all do this because we want to make a difference in our community, and we have great diversity in our membership.

When Hurricane Joaquin made landfall in the Bahamas, so did many memories for Bianca Major and her family. Ten years ago, Major’s family lived in New Orleans when Hurricane Katrina formed in the Bahamas, moving into the Gulf of Mexico as a Category 5 and coming ashore east of New Orleans. “All of my family comes from Long Island in the Bahamas, and now reside here in Palm Coast,” Major said. “Having experienced Hurricane Katrina, that ultimately was the reason or our relocation to Florida; we know all too well what devastation and loss a hurricane can bring.” When Hurricane Joaquin blew through the Bahamas, Major still had family and friends there, and no way to find out if they were OK. “It was nerve wracking, hearing re p o r ts about people missing and not knowing,” Major Bianca Major said. Now Major is doing what she can to help those who, like her parents 10 years ago, are having to rebuild their lives. Major is using her online paper, The Long Island Runner; her Facebook page; and crowdrise.com to try to raise awareness and funds for disaster relief. To date, crowdrise.com has received 10% of Major’s goal of $100,000. (Since her relief effort is not a registered 501(c)3, big box stores like Lowe’s and The Home Depot cannot help with building supplies.) Major’s first shipment of needed supplies, including food, clothing, school supplies, and household items is en route. But she’s planning to do more. “I am personally going back as soon as the container ship gets there,” she said. Major hopes the next ship will have construction supplies to allow the residents to start rebuilding their homes. “We can not express enough our thanks for the outpouring of gratitude from people helping our islands,” Major said.

The Government Finance Officers Association of the United States and Canada has given an Award for Outstanding Achievement in Popular Annual Financial Reporting to the City of Palm Coast for its Popular Annual Financial Report for the fiscal year ending Sept. 30, 2014.
An 18-year-old Matanzas High School student tried to slug another student in a fight Nov. 13, but instead hit the school’s dean. The young woman, Charmia Mone Jackson, is now charged with battery on school personnel, a felony. A school resource deputy saw Jackson cursing at another girl, the deputy wrote in a report, and the deputy stopped the argument and had Jackson walk away with him. Jackson was “highly upset,” the deputy noted in the report, and told the deputy that the
other girl, a 17-year-old, had been talking about her, and she was upset about it. The deputy took Jackson to the dean’s office. The dean, Jodi Mulvihill, told the deputy that she’d tried to break up the fight earlier, and that Jackson swung for the 17-year-old but hit the Mulvihill in the back of the head with a closed fist. A surveillance video showed Jackson walk up to the other girl and start arguing with her, then throw a punch toward the other teen that struck Mulvihill as Mulvihill tried to intervene. The deputy took Jackson to the county jail.
Revels chosen as BOCC chairwoman The following is a news release from the Flagler County communications office: The Flagler County Commission selected Commissioner Barbara Revels to be the new chair and Commissioner Nate McLaughlin to be vice-chair. While it is usual for the current vice-chairman to be named successor, Commissioner Charlie Ericksen nominated Revels. He assured the commission and residents that it was not for health reasons, but because he felt the county would be better served by someone with more experience at the helm. He nominated Revels, and she accepted.

Flagler Beach considers proposal for new monument at Veterans Park Plans for a similar monument in Palm Coast are also underway. JONATHAN SIMMONS NEWS EDITOR
Flagler Beach’s Veterans Park may get a new veterans monument. Cathy Heighter, president of the local chapter of American Gold Star Mothers, an organization for mothers of service members who have died in service, proposed the new monument at a Flagler Beach City Commission meeting Nov. 13. Heighter told the commission at the meeting that the organization would like to install it on Memorial Day of 2017. The organization plans to install a similar monument at Heroes Park in Palm Coast on Memorial Day 2016, she said. “The long-term goal of this project for American Gold Star Mothers is to place this memorial in each county in the state of Florida,” Heighter said. “The memorial has been inspired by other gold star mothers whose sons and daughters suffer from PTSD.” The monument, which would be of black granite and dedicated to veterans with post-traumatic stress disorder and traumatic brain injuries, would be about 4 feet tall including its base, and 5 feet long, she said. The emblems of each branch of service would be etched into the granite.

Cathy Heighter at the Palm Coast military memorial.
Commissioners expressed support for the idea of the memorial, but wariness about the specifics: They did not yet have detailed information on what the memorial would look like. “I think it’s a beautiful thing that you want to do,” Commissioner Jane Mealy said. “I know this is a raging problem that we have.” She asked Heighter where she wanted to place the memorial in the park, and Heighter said she’d accept the city’s recommendation. Commissioner Steve Settle questioned the wisdom of adding a memorial dedicated to some veterans at a park that’s dedicated to all of them. “I think the cause is great; I have no problems with that,” he said. But, he said, “We dedicated this park many years ago to all veterans. ... If someone
came in and wanted a women’s veterans memorial, I’d probably say no. If someone came and wanted an amputated veterans’ memorial, I’d say no, because it belongs to all veterans, and it’s for everyone. You know, if you were suggesting putting the monument somewhere else in Flagler Beach I’d probably accept that without a blink. However, to put it in a park that’s dedicated to all veterans, I’m not sure it’s appropriate.” “That’s actually the first time I’ve heard that,” Heighter replied. Settle said the issue of PTSD and TBI “has always been controversial.” “Some of the people that think it’s controversial are veterans,” he said. “So the appropriateness of us consecrating a piece of land that’s for all veterans and then singling out others, I’m afraid — I just question it.” “Not to dispute what you’re saying,” Heighter said, “but I have yet to hear a veteran say they would not support a memorial dedicate to their brother fellow veterans who suffer with PTSD or TBI.” Commissioner Joy McGrew said she didn’t have a problem with the proposed memorial. Commissioner Marshall Shupe asked Heighter to provide more information on what the monument will look like, suggesting she send photos of the Palm Coast memorial once that one is installed.

Humanitarians of the Year: Peter and Sue Freytag JACQUE ESTES STAFF WRITER
The clubhouse at Halifax Plantation was filled on Monday, Nov. 17, for the Florida Hospital Flagler Foundation’s 2015 Humanitarian of the Year award dinner. This year’s recipients, Peter and Sue Freytag, were honored for their contributions to the Foundation, from being founding members of the 20/20 Society to the creation of the Freytag Children’s Rehabilitation Center on Cypress Edge in Palm Coast. Peter Freytag also is a member of the Foundation board. Other community involvements include the Flagler County Public Library, Washington Oaks Gardens State Park and “Take Stock
in Children.” The couple was praised by a parade of people, including Linda Liston, whose son was a patient at the Children’s Rehabilitation clinic. “Mr. and Mrs. Freytag, our family has been blessed and equally touched by your vision,” she said. “Even though Peter and Sue may not be engaged in providing direct hands-on health care, I believe their contribution for the care that we provide is as important a fulfillment of our mission and our purpose to honor God as any work that I do, or my team,” Ken Mattison, CEO of Florida Hospital Flagler, said. “These people have chosen to make a difference for the institution that they depend on to look out for them.”

Lauren Perrotta will march in the Macy’s Great American Marching Band on Thanksgiving Day. JACQUE ESTES STAFF WRITER
Lauren Perrotta began playing the trumpet in sixth grade, at Indian Trails Middle School, and her talent will now take her to New York City, as she was selected to participate in the 89th-annual Macy’s Parade. “We were watching the Macy’s Thanksgiving Parade last year and we saw the Great American Marching Band, and I said, ‘That looks cool,’” she remembered. Her mom encouraged her to apply right then and there, and soon she was filling out the application. Her next step was to make an audition tape. “I already had a solo picked out because we already had a solo and ensemble with the band,” she said. “I played ‘Concerto in E Flat,’ by Joseph Haydn, recorded it and loaded it on Youtube.com.” FPC band director John Seth wasn’t surprised Lauren, one of his drum majors, was selected for
“Lauren is an outstanding musician, a good person and a hard worker.”
The parade schedule isn’t for those who enjoy sleeping in on Thanksgiving. The band will be rising at 1 a.m. so they are in position at the parade route by 4 a.m. The parade begins at 77th and Central Park West at 9 a.m.

the marching band. “Lauren is an outstanding musician, a good person and a hard worker,” he said. “This is the first time that we have had somebody in the parade,” Seth said. “It’s a pretty awesome opportunity for her to be able to represent Flagler County. “ Seth’s advice for Lauren was to be prepared to march a long way in unpredictable weather. somebody that knows somebody in Tallahassee. And maybe that sounds wrong to some people ... but I think at the same time, we’re looking for grants, were looking for political clout. And I know that that maybe sounds like you’re trying to use somebody; I’m not, I’m trying to use somebody’s expertise.” Just two residents spoke during the meeting’s public comment period. “I think maybe we need a little freshening up around here,” resident Rick Belhumeur said. “I have a concern that maybe somebody from a smaller town might just come in and just kind of go with the flow and ask, “Well, how do you do things around here?’, whereas the other one might come in with his own ideas and say, ‘This is how we’re going to do it.’ ... I like Mr. Newsom.” Another resident, Paul Eik, said he like both men’s qualifications, but preferred Gerrity. The commission had debated what to do about the seat for months, repeatedly enticing Campbell to stay on after he said he wanted to resign. But at the Nov. 12 meeting, commissioners spoke for less than 12 minutes before Settle motioned to select Newsom, and each commissioner voted in his favor. About 30 people had applied for the position. The pay range for the position has been advertised at $70,000$90,000, but Newsom’s salary won’t be determined until the city finishes contract negotiations. If all goes well, he will start Jan. 1.
MARSHALL SHUPE, Flagler Beach city commissioner
Flagler Beach has selected Larry Newsom, an interim county administrator in Escambia County, to replace Bruce Campbell as Flagler Beach city manager. The City Commission selected Newsom in a unanimous vote in a special meeting after its regular meeting Nov. 12. Before the vote, commissioners praised both Newsom and the other shortlisted candidate, former Fernandina Beach city manager Joseph Gerrity. “We’re going to be blessed with whichever one we take,” City Commissioner Joy McGrew said. “It’s going to be win-win.” Commissioner Steve Settle added: “They both are more than I ever expected that we would get.” Commissioner Joy McGrew said she would like to bring both men back for a second interview. But commissioners Marshall Shupe and Kim Carney indicated they were leaning toward Newsom, and Shupe said he didn’t see the need for another interview. “I personally think that it doesn’t hurt to have someone with a traffic background and a parking background,” like Newsom, Shupe said. “And I just believe that at this point in time, it wouldn’t hurt us at all to have

own 2-0, with less than 10 minutes remaining in the match, and their best scoring opportunity blocked by Steven Ferguson, Matanzas could’ve given up and tried next time. Instead, the Pirates scored back-to back goals to tie the game with eight minutes remaining, and scored the game winner with 11 seconds left to shock crosstown rivals, Flagler Palm Coast, 3-2 Saturday, Nov. 14, at FPC. “It feels good to be county champs again,” coach Rich Weber said. “A lot of these guys were on the team last year, which was the best season I had, and the adversity was like nothing we’d ever seen, but these kids clearly learned from it.” After the teams traded chances in the first half that came up empty, FPC took the lead, when Nield Joseph launched a power shot from near midfield that knuckle balled in the back of the net to give the Bulldogs a 1-0 lead. Holding on to a small lead, the Bulldogs got more breathing room from Buchanan Mercius, who received a pass and scored from inside the goalie box to put FPC up 2-0 with 15 minutes left in the game. “2-0 is the worst score to have because you get complacent,” coach Reg Monsanto said. “I think the guys thought that was the end because it looked like Matanzas ran out of gas. I told them they play in spurts, and their last spurt came, and we couldn’t match it.” The match turned on its head, after Matanzas sophomore Tarik Konar dribbled through the entire defense and past the goal keeper to put the ball in the net, bringing the Pirates within a goal with eight minutes remaining. Just a minute later, Nathan Hubbs tied the game and gave Matanzas the remaining of the game’s momentum. Going under 30 seconds, the Pirates stole the ball and took it down to FPC’s side, and, when Dakotah Casale received it, he knocked it past Ferguson for the go-ahead score. “We really showed a lot of heart,” Weber said. “My biggest concern was that we lost 12 seniors, but, when you get in a big SEE CLÁSICO PAGE 18

o know the wrestling tree Flagler Palm Coast’s Michael DeAugustino was chopped from makes me wonder if he came out of the womb with his umbilical cord in a submission lock. Only a year into his high school wrestling career, DeAugustino, who placed fourth last year at the state meet, is going into his sophomore season ranked No. 1 in his division. “It just means I have an even bigger target on my back this year,” he said. “It'll make me work harder, so I can make a dream come true.” DeAugustino is not one who lacks for confidence, and rightly so. He grew up in a house with FPC Athletics Director and father Stephen DeAugustino, who was a wrestling champion and coach for multiple team and individual champions, and Stephen Jr. as a brother, who owns the record for most wins (151) at FPC. Michael has hoarded some of the best training one could possibly receive, beginning in diapers. “He was probably 4 years old when he wrestled in his first tournament,” Stephen DeAugustino said. “When Stephen was still in school, he’d go to practice with us and just roll around and wrestle; you couldn’t keep him off the map.” Knowing the wrestling pedigree that was set before him, DeAugustino embraces the challenge to follow in his family’s footsteps and accomplish even more. “From a young age, Stephen always preached to me that I was the future, and, once he had graduated in 2007, he told me that I had to keep the tradition going,” Michael DeAugustino said. “He always told me to shoot to beat his record, and that's what I'm doing. The accomplishments they have always make me push harder every day to break that record and get some state titles of my own.” For Michael, his family tree extends beyond those who bear the Augustino name. When he takes the floor, shakes his opponent’s hand reaches for position, his motivation to succeed goes back decades. “The thousands of wrestlers who have busted their tails before me on the exact mat and my grandfather, a four-time state finalist in Pennsylvania, would want me to wrestle to my full abilities,” he said. So, that drives me.”

Lady Dawgs rout rival Matanzas There was no Pirate Nation magic in this contest. JEFF DAWSEY STAFF WRITER
183733
Flagler Palm Coast Lady Bulldogs made it clear from the beginning of the game that Pirate Nation was not about to celebrate another historic rivalry win. They pulled away from the Lady Pirates in the third quarter to win 52-16 Monday, Nov. 16, at FPC. “It was tough to get the girls going, but we just tried to keep ’em focused,” FPC coach Javier Bevacqua said. “Sometimes, we play up or down to our competition, and, when I try to play everyone in and out, they never get a rhythm.” The Bulldogs shut out the Pirstes 10-0 in the first quarter, but Matanzas put together a competitive second to go into the half only down 21-10 at the break. “We knew we had an advantage down there (on the block), so we wanted to run some of our jumpshooting sets,” Bevacqua added. “We could’ve easily just put Tamera (Henshaw) down there and scored, but we didn’t want to do that.” Beginning in the third quarter, FPC turned on its pressure and forced numerous turnovers, which led to frequent fast breaks. The Lady Dawgs only allowed six points in the second half.
Ronika Garner gets two points on a fast break.
GAME STATS
Ivana Boyd led the Bulldogs with 13 points, five steals and four rebounds, and Tamara Henshaw, Aryelle Wagner and Jimaya Baker each poured in seven. For the Pirates, Sarai Sheppard had seven, and Hannah Mattaliano four. Pirates’ Taliyah Nowlin also had 11 rebounds.

It’s not a rivalry until both teams win. Until recently, Matanzas and FPC girls soccer had only been a rivalry in the sense of two county teams, but with a 4-0 decisive victory over the Lady Bulldogs, the Pirates became the latest Matanzas sports program to beat its crosstown adversary for the
first time in its history. After a scoreless first half, junior star Miracle Porter found the back of the net twice, and Tanagna Payne and Leanna Ballschmieder added the other two. Both teams are coming off division championships and Elite Eight appearances, and will look to have similar success. They will meet again Wednesday, Jan. 6, at FPC.

ourteen of Matanzas High School’s Drama Club students performed two short plays in front of a live audience Thursday, Nov. 12, at the Pirates Theater. The first act, called “A Game,” was written by Dennis Noble. The production examines human nature and simplifies the psychology behind the cause of many wars throughout history. Three people Edward Bazzell plays the character Baker in the short play, “A Game,” written by Dennis Noble.

were given equal shares of a divided room, yet each tries to possess more than what was originally given. Eventually the individuals resent one another and the scene turns ugly. Doctor Henning, played by Collin Sloan, realizes his experiment went haywire too late. The second act was written by Peter Tarsi: “Tracks.” The scene opens with a group of strangers together on a subway platform. They all believe they are in different cities, until socializing. After attempting to make a few calls, they realize all electronics have stopped working. There is no way out of the station. Now they must wait together and ponder the reason for their predicament. It eventually dawns on them: They have all died, and the station represents limbo. “Helping put on this production was a great experience. I always meet new people and create so many good memories,” Lighting Director and student at MHS Alexandra Wells said. “It is wonderful how the stagecraft crew and actors work together to make this night happen. It is so rewarding to see the end performance.” The drama club puts on two main productions every year, along with two Coffee House productions. “The Coffee House productions are meant to involve students outside of the drama club, and to get them interested in acting,” said drama teacher Micah Laird, who was previously the Production Manager at Limelight Theatre in St. Augustine. The students look forward to competing in the Florida State Thespian, District 3, One-Act Festival Friday, Nov. 20, at Lyman High School in Longwood. — ANASTASIA PAGELLO

Dogs don’t have thumbs ... but you do! So, whose job is it to pick up the poop? Sadly, it’s your job. Please be considerate and clean up.
It’s a physiological fact. They have four paws, but not a thumb among them. Why, you might ask, is this important? Without thumbs dogs are unable to hitchhike, throw a ball, pick up a lucky penny off

take Kodi with us when we travel, and there are parks and rest areas that encourage dogs. Some even provide cleanup bags, and still … Well, I don’t have to finish that statement, do I? When we drove to Texas last year, I discovered that Florida rest areas had discontinued providing cleanup bags. I guess they decided no one was using them. Thankfully, we always carry a roll of bags with us. Cleaning up is more than aesthetics. It should be done for health reasons for your pet. Parvo, a fatal virus that attacks the lining of the intestines, is spread by feces. Even if you have had your dog vaccinated, I strongly suggest you do not allow him to sniff other dogs’ droppings. Oh, and it’s disgusting.
Perhaps someone can explain it to me, because I am at a loss for this behavior. The people who are the problem have dogs, dogs they walk, even the same route. Don’t they want a clean area to walk their dog? The best suggestion I can offer is to tamper that rage that will rise up, smile, stretch out your hand and offer a bag to the next person you see not cleaning up after their dog. Sweetly shame them into it. If that doesn’t work, you can quietly do their job for them and toss it in the trash can — just to clarify where I want you to toss it: the trashcan. Enjoy your pup, your walks and believe in Karma. These folks are going to step into it one day.

the ground, or — pick up their poop. Dogs are anxious to please, if they had thumbs I am certain they could be trained to pick up after themselves. But they don’t, so they can’t. Our dogs rely on us for many things, food, shelter, veterinary care, love and good citizenship. How many times have you heard, “That dog messed in my yard”? It isn’t his fault. After all, that is one of the reasons he is outside — to do his business. I live beachside and take advantage of being able to walk to the beach as often as possible. On a recent morning walk, I had to walk around dog doo doo — on the sidewalk! Really folks? Once, after offering a cleanup bag to someone on the beach, I was informed the tide would wash it out. People appreciate it when you pick up after your pup, and, sadly, many are amazed. During one walk with my dog, he pooped one time more than the number of bags I had with me. Hmm what to do? I walked the dog home, got into the car and returned to the spot with a bag. It was on someone’s nice front lawn, and, as I was cleaning up, the owner came out looking a bit upset until he realized what I was doing. Then he thanked me. Chalk one up for Pooch P.R. THIS THIS WEEKS WEEKS EXCEPTIONAL EXCEPTIONAL LISTINGS! LISTING!
Flagler Playhouse’s ‘Greetings’ continues through Nov. 22.
Appropriately, at the start of the holiday season, Tom Dudzick’s “Greetings, onstage through Nov. 22 at the Flagler Playhouse, is a neat, contemporary play with its heart in the right places — a worthy annual alternative to “A Christmas Carol” and “It’s A Wonderful Life.” Director John Pope has staged it well — the set is exceptional — with a cast of five whose performances work beautifully together. Thirtyish Andy (Bruce Popielarski, in his 19th Flagler Playhouse appearance), has brought his Jewish atheist fiancée, Randi (Raquel Schenone), home on Christmas eve to meet his very Catholic working class family: sweet mother Emily (Robin Davis); “Archie Bunker” father Phil (Everett Clark); and younger sibling with intellectually disabilities Mickey (Jenica “Hen” Frederickson), in the play’s most challenging role.

As expected, there are the surprised, not-altogether-friendly, suspicious reactions and probing questions (some silly), particularly by father Phil, who’s driven to such desperation that he leaves at one point to seek out his priest for guidance. But bursts of an out-ofnowhere miracle start occurring toward the end of Act 1, continuing throughout the balance of the play, when Mickey, who heretofore could barely utter a single coherent word, becomes an ancient, wise and witty spirit, whose sagely observations steer the family to an all-loving, coherent, forward-looking relationship. The acting challenges posed by this dual role are awesome, and Frederickson has mastered them flawlessly. Some critics have described “Greetings” as a comedy. Yes, it does have its moments, but my take is that this is a warm, message play with worthy, homespun values — a welcome presence, especially at this time of year.

The numbers add up for new Math Academy in Palm Coast Students from kindergarten to college don’t have to struggle with math, or physics, they can get help from trained tutors in English and Russian. JACQUE ESTES STAFF WRITER
Marina Jarova knew what she wanted to do when she moved to Palm Coast nine years ago — she wanted to teach, and she wanted to have her own business. The road to her opening the Integral Math Academy this past August wasn’t a linear journey; there were lots of twists and turns. In the end, she SINGAPORE MATH realized her dream, and her CURRICULUM company had its The method is designed to ribbon cutting focus on conceptual underceremony and standing and problem solvgrand opening ing. Roman Berenblit, and three children, she thought she would be teaching for Flagler Schools, but there were no positions available. Instead she began a parttime job as a math teacher at Daytona State College. “We looked at A+ tutoring in Ormond Beach, but it was too expensive to buy,” she said. “So
we bought a restaurant in St. Augustine.” The restaurant was her introduction to running a business, and for three years, Jarova said, “We got tons of experience and learned about running a business with that restaurant.” She never gave up her dreams to teach younger children, or to run her own tutoring business. She was hired as the math coach for Bunnell Elementary, helping the teachers learn the best ways to teach math, and as the curriculum specialist for kindergarten through eighth grade for Flagler Schools. But she missed interacting with the children. “I started tutoring after work, beginning with a friend’s child. Then she gave my name to someone, and it grew,” she said. “Before I knew it, I had 10 kids I was tutoring in the library after work.” A full-time job, a family of her own, and a part-time job that was taking up her free time started to become too much. Something had to give. During this time, she met Galina Stingelk, who would join her new venture. The two had an open house on Aug. 1 to introduce new parents and show the former tutoring

introduced to the concept. “By the time they are in fifth and sixth grade, we want them to be able to organize their thoughts,” she said. Only 3 months old, the school recently added a new instructor to teach physics. Call 264-7784 or go online, integralmathacademy.com.

Marineland: ‘A small town with a big sense of place’
T
he small town of Marineland, nestled just between Crescent and Flagler beaches, celebrated its 75th anniversary the weekend of Nov. 13-15. The first day commemorated the towns past with the films that were produced at Marineland such as “Tarzan” in 1938 and “Revenge of the Creature from the Black Lagoon” in 1955. On the second day, Saturday, Nov. 14, the town celebrated the present with a full day of local bands, vendors and activities. Meanwhile across the street Marineland Dolphin Adventure held a family fun day event to help celebrate the occasion. They featured live music, face painting, bounce houses and animal interactions. The day was ended with a spectacular firework show.
“This celebration turned out to be so much more than we had originally expected,” Mayor of Marineland Leslie Babonis said. “We are so excited to share this milestone with the community and are grateful for all the support we have received.” For the third day, the town of Marineland pulled together to create a timecapsule to commemorate this chapter in the town’s history. The day will start off with a surf exhibition, beach cleanup and a Renewable Energy show. Marineland and its residents look forward to a bright future ahead. Visit gomarineland.com or call 770-3109123. — ANASTASIA PAGELLO
