William A. “Bill” Lewis, a former Palm Coast City Council member who championed the arts and efforts to protect the city’s clean and environmentally friendly image, died Sunday, Dec. 20. He was 84. A funeral service will be held at 1 p.m. Monday, Dec. 28, at the St. Thomas Episcopal Church located at 5400 Belle Terre Parkway, according to city staff. Lewis once served as chairman of the church’s endowment fund. Lewis, who moved to Palm Coast around the time of the city’s 1999 incorporation, was appointed to the City Council District 4 seat in 2008 to take the place of Alan Peterson, who’d been elected to County Commission. Lewis then ran unopposed the following year.

The dog that bit an 8-year-old boy in July, leaving the boy needing 44 stitches, won’t have his designation as a “dangerous dog” removed by the County Commission. The boy’s family and the dog’s owners have disputed whether the boy was invited into the house by a child in the home, or entered alone and uninvited through an unlocked door. The commission voted 4-1 at a Dec. 21 meeting to reject a settlement by the dog’s owners, Jay Sweatt and Dawn Sweatt, to have the designation removed if the family takes certain steps to restrain the chocolate Labrador. Commissioner Frank Meeker was the sole nay vote. The case is not yet over: It will now go before the county court. The commission previously heard the case in September, when it voted the same way in favor of the dangerous dog designation. In doing so, it rejected the finding of a hearing officer who had determined that the dog, named Bacchus, was defending its territory against an intruder. County Attorney Al Hadeed, at the Dec. 21 meeting, summarized for the commission the settlement proposed by the Sweatt family and their attorney, Vince Lyon. Hadeed noted to the commission that the hearing was not an evidentiary hearing, so the commissioners were not tasked with weighing evidence in the case. Instead, they simply had to decide whether to accept the settlement — which would end

Mr. Hans Michael (Mike) Stapperfend, 39, of Sylvania, GA, died Monday, December 14, 2015, in a Savannah, GA hospital. He was born in Westwood, New Jersey June 27, 1976, and was an engineer with Omega Piezo Company in Sylvania. He was a member of the NRA and loved guns and shooting, was fond of animals, and was a fan of NASCAR. He was preceded in death by his mother, LaWanna Gerrard Whitaker. Surviving are: His Life Partner Dennis Neideigh of Sylvania, GA, Step-Father Robert “Oak” Whitaker of Palm Coast FL, Father and Step-Mother Hans Peter and Beverley Davis Stapperfend of El Reno, OK, Step-Sister Kasey Broadway of Spring, TX, Step-Brother Kelly Meads of Sour Lake, TX, Several Aunts, Uncles, Nieces, Nephews and Cousins from all over the country. He is also survived by his animals Fluffy, Blackie, Lordess, Toni, Boo, and Trudy.

he always thought we didn’t do enough for the cultural arts.” Lewis also served on the city’s Planning and Ordinance Committee from 2000 to 2002 and spent eight years on the Palm Coast Planning and Land Development Regulation Board. In the 2014 elections, Lewis, a Democrat, made it to the runoff against Republican candidate Steve Nobile, but lost by a few hundred votes in the tightest local race of the election. His illness — he’d recently been diagnosed with shingles when the race heated up — kept him from doing much campaigning. KEEPING PALM COAST PRETTY

While he served as a councilman, Lewis argued for more arts funding, and in favor of leasing land to the Palm Coast Arts Foundation. “The arts were always important to him,” said City Councilman Jason DeLorenzo, who served with Lewis. “He served in a very lean time, through the recession. And he’d always try to get some cultural arts dollars into the budget, which wasn’t always easy during the times that we were going through.” Lewis backed the code enforcement rules that he felt kept the city beautiful, pressing the council to keep rules restricting commercial vehicles in driveways and barring cottage industries from operating out of homes, and pressing the council to take action to prevent commercial truckers from parking overnight at the local Walmart. During his election campaign, Lewis listed city beautification and economic progress as some of his priorities. “He had a conservative point of view when it came to things like planning and code enforcement,” Netts said. “He was absolutely about maintaining the city as it was founded: as an environmentally friendly, clean, neat, orderly community.”

Netts said that Lewis, a father of two, was also a family-oriented man who could often be seen talking on the phone with one of his grown children before morning City Council meetings. Lewis served on a number of local boards in addition to his involvement with the city of Palm Coast. He began his career in medicine, getting a bachelor’s degree in chemistry from Shaw University in Raleigh, N.C., before returning to school to get a master’s degree in public administration from Pace University in New York. Lewis spent much of his career in New York. He worked in medical research at Cornell University, then as a manager for the Saving Bonds Division at the U.S. Department of the Treasury, then as an accounts manager for an international financial service firm and then as the complaints officer for the City of New York Board of Education, according to his city of Palm Coast bio. Lewis raised two children, Pavalon and Bartlett.

The North Pole is a very long way from Flagler County. Or is it? Up through the holiday break, Old Kings Elementary School students, teachers and staff only had to walk down the hall to visit the North Pole, and they usually brought a book to read. School media specialist Kim Weeks started converting an empty classroom into a winter wonderland — nicknamed the “Polar Express room” — when her son, Avery, was in kindergarten eight years ago. The initial plan was to create the magical place for quiet-time reading for her kindergarten class, but then she saw that it was really working. “I couldn’t just do it for my class,” Weeks said. “It had to be available for the whole school.” The room is softly lit and has a rocking chair for guest readers, who have included members of the Flagler School Board and Superintendent Jacob Oliva, a “roaring” fire, and holiday decorations — lots and lots of winter-

themed decorations. “The first year I sent out letters to parents for donations, and then the teachers began gathering stuff, and it has grown,” Weeks said. “Now it’s, ‘Do you want this for the Polar Express?’ Every year it’s different.” Visitors step out of the brightly lit halls and walk down a black

entryway into a winter wonderland. There are no chalkboards, no science books, no countertops, nothing that remotely resembles a classroom. “It’s a magical holiday place that teachers can reserve, multiple times if they want,” Weeks said. “Some do lessons in the morning and bring their kids back

in the afternoon for hot chocolate. Others come in just for the love of reading.” Parents have done more than donate decorations; they are the ones that put it all together. “I tell them every year what I am looking for. It takes about a month to prepare, so we start in October,” Weeks said. “It opens right after Thanksgiving and stays open up to the holiday break.” Holidays can take a toll on all ages, and Weeks said the staff has also enjoyed the room when a class isn’t using it. “We have had office staff go in, the custodial and cafeteria staff might go in for lunch, just to get away and escape to a peaceful, magical place,” she said. On one day, two pajama-clad girls sat cross-legged by the fireplace reading. They would be back with the rest of their class later in the afternoon. “It really promotes reading. As a reading specialist that’s all I can ask for,” Weeks said.

Lyon, the Sweatt family’s lawyer, noted that the training isn’t required by statute. “They want what you want, which is to make sure that our community is a safe one,” he said. “And in order to reach that, they are willing to agree to conditions that will protect the community.” The family of Rickey Westfall, the boy who was bitten, opposes the proposed settlement. “This agreement is a joke,” Rickey’s mother, Geri Westfall, wrote in a Dec. 17 email to her attorney, Dennis Bayer. “It doesn’t protect anyone from Bacchus chasing them down if they are in the

street or riding their bike or taking a walk — because the Sweatts only have an underground fence that Bacchus has a history of running through.” Westfall was writing about an incident in 2014 in which a 64-year-old neighbor of the Sweatts who was bicycling near the house fired a gun toward Bacchus when he ran toward him — but the dog had not, in that case, actually crossed the fence boundary line, something Meeker noted before the vote. There were other disagreements of fact in the case. The Sweatts had said Rickey let himself into their house uninvited when he was bitten, after he’d showed up once early in the morning to play with the Sweatts’ 8-year-old son, Rage,

but been told to go home and not return until the Sweatts called him to say it was OK to come over. Both families agreed that Rickey returned later — without a phone call from the Sweatts — and walked into the home, where Bacchus bit him once on the face and then retreated. But Rickey said Rage had opened the door for him, while Rage said Rickey had opened the door and entered on his own. Rage’s sister, a 12-year-old, didn’t see who opened the door, but said the entryway was empty when Rickey entered, and that Rage was on the home’s second floor. A hearing officer, Charles Cino, found that the dog was defending its home against an intruder and recommended that Bacchus not be designated as dangerous. But commissioners, in the September decision, noted that the boy had been in the home multiple times in the past, and would have been familiar to the dog. Lyon, at the commission meeting Dec. 21, said that the Sweatts understood the Westfall family’s pain, but called the dangerous dog designation “punitive.” “I do understand (Geri Westfall’s) pain, my clients understand her pain, and they are doing everything reasonable protect anyone in the future in the community,” he said.

If the dog is designated dangerous, the owners could be charged with a third-degree felony if he bites again, Hadeed said. In the proposed settlement, he said, the Sweatt family agreed to abide by the restrictions associated with the dangerous dog designation, except that they did not want to have to build an outdoor enclosure for him: The property is five acres and has an underground electric dog fence. The Sweatts did agree to keep the dog muzzled when he is off the property, Hadeed said, as well as to have Bacchus trained and provide a certificate showing completion of training.

Flagler Beach resident Cesar Rojas was walking across State Road 100 after midnight Saturday, Dec. 19 when a man driving on a suspended license struck him with his car, killing him. Rojas was walking north across S.R. 100 at about 12:30 a.m. while Christopher Joseph Layer, 32, was driving west on S.R. 100 in a 2008 Toyota XD, according to a Florida Highway Patrol report. The left side of the Toyota struck Rojas. Layer stopped the car and called 911 to report a collision, but only later called to turn himself in and tell deputies where the car was — in a parking lot in Daytona Beach Shores. Layer said “that he left the scene because his driver’s license was suspended,” according to the FHP report. Layer had been arrested for driving on a suspended license in April 2013 and had been charged with more than a dozen offenses over more than a decade, including repeatedly driving on an expired registration and without proof of insurance, and with a tag not assigned to the vehicle, according to Flagler County court records. The sole passenger in the car, 31-year-old Sean Edward Bertram, had six prior convictions for driving on a suspended license, as well a conviction for DUI, reckless driving and other traffic offenses — more than a dozen in a criminal record spanning a decade. No one has been arrested, but charges are pending, according to the FHP report.

property, perhaps the agreement could require Bacchus to be tethered when he was let out. “I just want to make sure that Bacchus is protected, that the homeowners are protected and that the neighborhood is protected,” Meeker said. He said he believed a motivated dog could “blast through a wireless fence and take the pain hit if they really want to get at something.” Lyon said the family could agree to such a measure. But there were other sticking points: Geri Westfall had written in the email to Bayer that she believed Bacchus should be muzzled whenever he left the house, that there should be a fenced enclosure in the yard, and that the dog should be added to the Sweatts’ homeowners insurance policy — which Lyon said did not cover the family’s other dog, a Rottweiler, and would probably would not insure a dog with a bite history. “My former neighbors carry Tasers, baseball bats, and golf clubs when they walk and bike and they get no help from anyone with authority,” Westfall wrote in the email to Bayer. Bayer, speaking before the board, said the training proposed by the Sweatts was too vague. “They could have a next-door neighbor coming over and training the dog,” he said. He also proposed that if the dog is tethered, it should be with a material that a dog cannot chew through. And, he said, “We think the muzzle should be on the dog when it’s outside the house, period, not just when it’s off the property.” Commissioner George Hanns was troubled by the severity of the boy’s injuries. “I’m of the belief that if an animal attacks with that viciousness, that they can do it again,” he said. County Commissioner Barbara Revels moved to deny the proposed settlement, and the board voted with her 4-1, with Meeker dissenting.

And if there is such a thing as an extra-special occasion, it’s “Star Wars.” “OK,” I said to my wife, Hailey, and my son Jackson. “If we’re going to spend $8.75 on popcorn, we’re going to have to get our money’s worth on refills.” The plan was, they save me a seat while I buy the popcorn. When I join them in the theater, we eat as fast as we can. Then, I’ll run back out, get a refill, and we can enjoy pop-

corn throughout the movie. But when I got to my seat, Hailey and Jackson both left to go the bathroom. “No!” I said, stuffing my face like the Cookie Monster, popcorn flying everywhere. “Don’t leave me!” They must not have been able to understand me with my mouth full, because they kept on walking. By the time they returned, I knew my plan was ruined. Hailey sat down, took one look at the popcorn bucket and assessed my progress this way, “You guys better get started.” THE SPOILER

My younger son, Grant, wasn’t allowed to come with us to the movie until we had screened it first (he’s 9 years old), but we decided afterward that he could see it. Before he had a chance to do so, however, the unthinkable happened. We were all eating dinner as a family when Jackson said: “At least in the next movie, they won’t have to xxxxxxxxx xxxxx xxxxx xxxxxx xxxxx.” A hush descended on the

room, as if from long ago, from a galaxy far, far away. No one wanted to be the first one to speak after a spoiler of that magnitude. “Jackson,” I whispered. “What have you done?” Then my eyes turned to Grant, offering my condolences. His eyes, wide in shock, were wiser now, but sadder. THE REFILL

On Saturday, I took Grant to see “Star Wars” in 3D. We arrived early. We stood in line for popcorn. “OK, Grant, here’s the plan,” I said. “We eat this bucket before the movie starts. Then, we must get a refill. There is no room for failure. Capiche?” He nodded. We took our seats and dominated the collectible tin full of popcorn. I ran out, got a refill and sat back down in plenty of time to see the previews. We had succeeded! Grant and I exchanged high-fives. I was mostly full at this point and had a bit of saltand-butter headache, so I only nibbled at the popcorn after

Until, in a dramatic twist of fate worthy of “Star Wars” itself, about halfway through the movie, my hand hit the bottom of the tin. “Grant!” I said. “You ate all the popcorn!” He gave me a goofy excuseme grin, his eyes obscured by his 3D glasses. A moment later, he leaned over to me and whispered, “Dad, can you get another refill?” He knew he had me. After all, I had been the one to explain how important it was to finish the popcorn. If I refused, I would be a tremendous hypocrite. The transformation was now complete: The pupil had become the master. As I returned with the refill, I couldn’t decide whether this made me the Dad of the Year, for making the sacrifice of leaving the theater in the middle of “Star Wars”; or possibly the Worst Dad of the Year, for letting my son eat his weight in popcorn. But one thing was clear: Jedi mind tricks do, in fact, work on me.

City is ‘shameful’ in treatment of Little League Dear Editor: Palm Coast should be ashamed of their mayor, city manager and City Council for the way they are treating Little League baseball. Throwing them off their contracted fields so the city can have a paid tournament! Having a contract to play ball and then being told that the city has no regard for this contract is shameful! WHEN YOU REALLY NEED A CIG — OR A FEW THOUSAND 3:13 a.m. 6700 block of State Road 100. Commercial burglary: A deputy arrived at a gas station on U.S. to check into a burglary alarm. The deputy noted that the glass front door was marked with “a stone type material” that the thief had thrown against it, much as in an attempted burglary at a gas station on U.S.1 just half an hour before. That particular door wasn’t broken, but in the S.R. 100 case, the thief made it inside the station some other way, and deputies found another door unlocked. The only things stolen were cartons of cigarettes — about $800 worth, according to the property controller. Deputies believed the cigarette thief was the same man who’d tried to break into the gas station on U.S. 1 earlier that night.

FOILED BY A GLASS DOOR 2:43 a.m. 3400 block of U.S. 1. Attempted burglary: The doors to the gas station were made of glass, but a would-be thief still couldn’t make it inside. The thief, a man, got to the empty, closed gas station at about 2:39 a.m. in a Nissan, surveillance video showed. He got out of the car and put a T-shirt over his head, and grabbed a brick and a duffel bag from the trunk. He tried throwing the brick at the gas station’s glass front door, but it didn’t break. Then the man — who was about 280-300 pounds, according to a deputy’s report — tried kicking it in. Still no luck. He tried body slamming it. It still didn’t’ break. Finally, he gave up and left. A deputy who checked the door noted that the glass had shattered but was still intact. The gas station manager told the deputy that it would cost about $2,400 to repair the door. A THIEF WHO’S HEADING IN THE WRONG DIRECTION 8:04 a.m. First block of Buffalo View Lane. Burglary from a vehicle: Someone broke in to a 60-year-old man’s 2007 Ford Escape and stole a Garmin GPS unit worth about $120. The man told a deputy that he believed he’d left the car locked, according to a Sheriff’s Office report. The thief had riffled through papers in the center console and glove compartment, leaving them spread across the passenger seat. There were other vehicles on the property, but nothing was stolen from those. The victim told the

The following is a news release from the Flagler County Sheriff’s Office: The Flagler County Sheriff’s Office celebrated its annual awards luncheon Dec. 16 at the new Sheriff’s operations center, and recognized those who went above and beyond during 2015. The awards and recipients are:

COMMUNITY SERVICE MEDAL Deputy Jason Williams, Sgt. Dave Williams, Deputy Kenny Goncalves, Deputy Scott Vedder, Deputy Otis Gilyard and Deputy William Lowe

LIFESAVING MEDAL

Awarded to Sgt. Mike Van Buren, CSI Lainie Weibling, and Deputies Joe Barnett, Greg Nunziato and Bret Wood following their collective effort to save the life of a missing 4-year-old boy July 12. Lawton Lapete was found in a hot vehicle and may have been there up to an hour before rescuers arrived. Deputies worked to reduce his core temperature and resuscitated him before he was taken the hospital. Through their united efforts, a tragic situation was averted. Awarded to Lenix Thorne, a resident of Palm Coast, for his actions after he found an unresponsive 16-month-old child, the result of a near-drowning. He saved the child by performing CPR until law enforcement arrived. Awarded to Deputy Jonathan Kuleski for his work in responding to a medical call on Royal Tern Lane. He performed CPR on the male victim until rescue arrived on scene. His quick actions ensured the patient got a chance he may not have otherwise had.

Michael Van Buren and Deputies James Crosbee, Fiona Ebrill and George Hristakopoulos following their efforts Sept. 14 to diffuse a potentially deadly situation in responding to a call advising a Palm Coast woman was armed with a loaded gun. The woman refused to comply with the commands to “drop the weapon,” and directed her weapon toward Deputy Hristakopoulos. Sgt. Michael Van Buren deployed his Dart Firing Stun Gun, subduing the woman. These officers did an excellent job issuing verbal commands and following procedure. CERTIFICATE OF MERIT

Favorite-Biss and Frank Barbagallo for their outstanding work in responding to a domestic violence call. The suspect was intoxicated; he had battered his girlfriend and her friend, took the couple’s 17-month-old child and stole the victim’s mother’s car. The child was listed as missing and endangered. They were able to “ping” the suspect’s phone to find him and the child in their disabled car. DEPUTY OF THE YEAR

Sgt. Michael Van Buren has been a dedicated member of the FCSO since 1987, where he has displayed professional judgment and years of experience. This was again noted when he diffused a potentially deadly situation on Sept. 14. He is truly an asset to the Flagler County Sheriff’s Office and to the community he serves. Van Buren is the

epitome of commitment not only to the agency but to the public. DETENTION DEPUTY OF THE YEAR

Deputy Justin Bailey, an FCSO employee since 2010, was honored for his commitment to insure the safety of inmates, staff and visitors at the Detention Facility. After seven long months, the bathhouses and horse stable at Princess Place Preserve have been fully renovated and restored to their original appearance.

The stable and bathhouses on the property of Princess Place Preserve have long outlived their original grandeur — until now. The county used a grant from the Florida Trust for Historic Preservation to renovate the property. The grant and money raised through the county’s half-cent

Once fully renovated, the building will be available for conferences or private functions. n Three new cottages will be built on Princess Place Preserve. The lodging will be available for public use as an option for an indoor camping experience.

In seven months, the horse stable, built in 1890, was gutted, reinforced and renovated to mirror its original appearance. “We restructured the building from an old black and white photo, while trying to save as much of the original building material as possible” said Kenneth Smith, architect at DiMare Construction. “It was apparent in the photo that the back end of the structure had, at one time, an open porch. We were able to locate the foundation and base the building of the new porch off of that.” The photograph held other important clues such as the coloring for the original building. “The stable seemed to be the same shade of color as the lodge,” said Flagler County General Service Manager Heidi Petito, while gesturing to a neighboring structure. “The lodge is made out of coquina rock, so it gave us an inkling that the stable and bathhouses might have also been a light brown in color.” A ribbon cutting ceremony was held Monday, Dec. 21. “All the time and effort to renovate these buildings go to show that our county cares about preserving our history for future generations,” said Heather Edwards, of the Flagler County Chamber of Commerce.

T

here are a number of reasons I’m thankful to God, but, after watching a video of men experience labor pains, I am most thankful I can’t give birth. Carrying a little one in your womb is no easy task, and that gives me even more respect for Lady Pirates basketball coach, Julie Huesser. Huesser labored (pun intended) through all of last season during the last few months of her pregnancy. Nevertheless, she daily drove from Port Orange to Matanzas for practices and games, coaching her players. “Coaching with a baby in my stomach was awesome,” she said. “Whenever I would yell down the court during a game, he would pound on my stomach, as if to say, ‘Quiet down!’ Sometimes, when my girls did dribbling drills, it was almost like he would start dancing to the beat of the basketballs.” Now that little Luke has been out of her womb for nearly a year, Huesser says the toughest part of coaching is being away from him, especially at a younger age. “Coaching with a baby has been tough emotionally, but fine physically,” she said. “It’s easy enough to teach and coach while sleep deprived, but the game days, when he’s sleeping when I leave for school, and sleeping when I get home, are tough. Since we live in Port Orange, my husband, Josh, is able to bring Luke to away games in east Volusia County, and it’s really special to see them both in the stands. It reminds me that everything I do, I do for them.” In my shameless confession, I have no problems praising her as the tougher of the two of us. If the baby were in my stomach, I would’ve quit at the mere announcement of pregnancy.

n Talking about quickly catching on: Matanzas Lacrosse player Bailee Hurd didn’t pick up the sport until freshman year; however, she has started on varsity ever since. n Hurd received the Most Improved Player award from then-coach Anna Stewart after her first year. n She led the team in scoring in her sophomore and junior seasons with 32 and 52 goals, respectively, picking up Outstanding Offensive Player of the Year award honors from coaches Tony Benvenuto and LeAnn Johnston. n Hurd’s upcoming season goals are to score 72 goals and set the record for most career goals. She currently has 85 goals. She also plays for the LaxManiax 2016 White club lacrosse team.

While these student-athletes await the conclusion of their senior year, they have decided where they’ll be continuing their education and sports careers.

On the basketball court, she has averaged north of 17 points per game in a year, and she’s already surpassed the illustrious 1,000-point mark as a junior. On a stacked FPC team this season, her point totals have gone down, but she has been a key contributor, especially in the Bulldogs’ last game, where they had to come from behind against Spruce Creek to remain undefeated at 14-0.

anta Claus made a grand entrance to the city of Bunnell’s holiday celebration onboard a fire truck on Friday, Dec. 19. After disembarking, he strode through the crowd like a celebrity, as tiny hands reached out and grasped his red winter jacket. Each child was given a turn to sit on the jolly elf’s lap for a quick photo opportunity. The annual event was held at Lake Lucille in Bunnell. The night included free hay and train rides, an icy blizzard, and a living nativity featuring rabbits and Shetland ponies. “Merry Christmas, from the city of Bunnell,” Mayor Catherine Robinson said. “The evening is packed with activities for the kids and a snow blizzard the whole family can enjoy. We will end on a high-note with fireworks over the lake. What a day for the city of Bunnell.” After the Christmas tree lighting, students at First Baptist Christian Academy in Bunnell performed holiday songs, and the Palm Coast Swing Band performed. “We aren’t going to be outdone by Rockefeller Center in New York City,” City Manager Larry Williams said. “We have the live music, the Christmas lights and I checked the weather report; it is forecast to snow here any minute.”

Santa brought along his wife, Mrs. Claus, and a few of his helpers, who first drove through the town in a parade and then made their way to families at Holler & Green. Each family received two gifts for the parents and two gifts per child. Then, the kids made their way to the gently used section for other presents. “We try to keep this a community event, but we often have families that may not be from here, and they are more than welcome to come; everyone who shows up will get gifts from Santa,” Terri Price said. During the Santa Run, Grace Tabernacle set up a Bible study tent for all who were interested to know more about the reason for the season. “We try to promote Jesus as much as possible,” Terri Price added. “It is His birthday, and we try to let them know that.” When asked if he had ever imagined the Santa Run blooming into what it has become, Don Pice said, “ Not really. But, Jesus does great things.”

The Flagler Beach City Commission unanimously approved an $88,000 per year openended contract for its new city manager, Larry Newsom, in a vote at a Dec. 22 City Commission meeting. Newsom will take the place of current City Manager Bruce Campbell, who announced his intention to resign more than a year ago. The contract for Newsom, a former assistant county administrator in Escambia County, is open-ended, something City Commissioner Jane Mealy questioned before the vote. But the city’s attorney said that feature of the contract benefits the city. “Because you can terminate at will, for your purposes, the time limit running out is almost a hindrance on you,” City Attorney Drew Smith replied. “It puts you in these situations where you’re stuck in the middle between somebody who’s outgoing and somebody who may be coming in.” The contract will continue yearly unless the city decides to end it; Newsom will have performance reviews every August. Mealy also questioned a proposed $200-a-month car allowance for Newsom, noting that the city of Flagler Beach is only six miles long. “I know he’s involved in things at the state level ... but he could just get (gas reimbursement) at the IRS rate,” she said. Commissioner Marsall Shupe agreed with Mealy, and the city decided to eliminate the $200 per month rate and instead

School board members left their seats on the dais and settled into the audience to enjoy the FPC thespians’ perfor-

mance of “Voices from the High School.” Jumping up on a table — something not often seen at school board meetings — while discussing Shakespearian speech, the two demonstrated how their high school team was able to earn 12 superior ratings at the district competition a month before. The performance for the board was a glimpse into the talent of the 20 high school thespians, 15 of whom performed a musical number at the competition. Their next stop is Tampa in March 2016 for state competition. The troupe will be performing two one-act plays at 7 p.m.

The cat and I seem to be getting more attention, basically in the repetition of the word “no.” A tree came into the house. I’m a boy dog, trees are for marking your — “No.” Samantha, the cat, climbs and jumps; I do envy her for that ability. But when she climbs up the tree — “No.” Boxes of balls come out of boxes. They don’t bounce, they aren’t for playing. There’s a dog bone hung high out of my reach. The cat would get it for me, but she’s not allowed to climb the tree. People are in the house. People of all sizes. Some I know, and I’m happy to see. Those smaller ones seem fascinated with my nose and ears,

FPC community problem solvers bridge the generation gap Making new friends at local assisted living facilities yields understanding, education, and friendships for teens and senior citizens. JACQUE ESTES STAFF WRITER

T

hey didn’t mean to make her cry, but one of the first times Aaron Carll and Ernest Ardon visited Flagler Pines Nursing Home, they “yelled” at an older woman. At least, that’s what she thought. “We knew she wasn’t able to hear well, but we were talking too loudly,” Ernest said. “She got all teary because she thought we were yelling at her.” Since that visit, the two sophomores, and the other members of their Community Problem Solving team, have learned some tricks. They know this resident has good hearing in her right ear, so that is where their conversations are now directed. “Our first activity was getting to know them,” Ernest said. “We are learning interaction skills.” The CmPS group’s email says it all: goodoldayscmps@gmail. com. The students are learning about the past, while they share the future. “Our main goal is to make the connection between the elderly and the youth stronger,” Ernest

said. “We feel in our community that connection isn’t there, and we feel that it can be improved.” The team, which consists of eight students, tries to visit the residents biweekly. After the New Year, they plan to also start visiting the residents at Las Palmas Assisting Living in Palm Coast. “Flagler Pines is very secluded and they don’t get a lot of visitors, so anytime we can go and visit, and spruce up their day and hang out with them, we do,” Aaron said. The teens have monthly themes for their visits. Recently they checked out iPads from the school media center for the residents to learn how to use. The students showed them FaceTime, and the residents had a chance to have a video chat using the iPads. One woman told them she had lived in Germany during World War II. The students helped her to find her home town on Google Maps. “It’s a new experience for them,” Zach Verdi said. December is a time for parties, and it was no different at Flagler Pines. “We had a Christmas party for them and brought the FPC band,”

Florida Hospital Flagler opens a satellite physical therapy clinic in St. Augustine.

Florida Hospital opens St. Augustine clinic Florida Hospital Flagler recently celebrated the opening of a satellite physical therapy clinic in St. Augustine, in partnership with PT Solutions. The St. Johns County Chamber of Commerce helped celebrate the center’s opening with a ribbon cutting, cut by India Hamilton, the very first patient at the St. Augustine location. Attendees had the opportunity to meet the physical therapists and enjoy refreshments and prizes while touring the new outpatient physical therapy clinic. PT Solutions, a national physical therapist-owned, private practice, will staff Florida Hospital Flagler’s new outpatient physical therapy office, located over the 312 Bridge in the Plantation Island medical complex at 1000 S. Dr. Carbiener, a champion The Stewart-Marchman-Act Foundation nominated Dr. Pamela Carbiener as their Agency Champion for the Association of Fundraising Professionals 2015 National Philanthropy Day Awards. Dr. Carbiener has been a champion for women and children in the surrounding communities for more than 23

years, and she is a dedicated local physician and community partner, not only with the Stewart-Marchman-Act Foundation, but with Volusia and Flagler Counties as a whole. Among her accomplishments, Dr. Carbiener formed the Daytona Blues Festival, Inc., in 2009, a 501(c) nonprofit organization that organizes a three-day Blues music festival in downtown Daytona Beach to raise significant funds each year that goes to charities benefiting women and children in Volusia and Flagler counties. Since its inception, the Daytona Blues Festival has contributed more than $30,000 toward facility upgrades to the StewartMarchman-Act Project WARM in Bunnell. These funds have been used to purchase new furniture and other much-needed upgrades for the women and children housed at the Vince Carter Sanctuary. In 2015, Dr. Carbiener joined the Stewart0001012274 Foundation’s Marchman-Act Board of Directors.

For 14 months, Clemons has been delivering a free Dining Guide publication to specific hospitality locations in greater Flagler that provided 2,300 tourist viewing displays. Flagler County has a yearly cash flow of nearly $300 million from tourists, and Clemons feels “Mainland Local”is strategically positioned for local businesses to tap into this rich market.
