Home Front RENTS ARE UP ... If you’ve been home-hunting lately, it’s not your imagination that rents have been edging up. Average asking price for a two-bedroom, two-bath apartment in Palo Alto rose to $3,349 through June 30, up 17 percent over last year; for a one-bedroom, one-bath place, asking rent is $2,402, up 9 percent, according to RealFacts, which gathers data on apartment buildings with at least 50 units. It’s still less pricey in Mountain View: A two-bedroom, two-bath place goes for $2,679 (up 18 percent), and a one-bedroom, one-bath apartment for $1,894 (up 16 percent). The best deal in town is still East Palo Alto, with a onebedroom, one-bath unit going for $1,063 (up 9 percent), or $1,300 for two bedrooms. (RealFacts calls both East Palo Alto and Menlo Park “outliers,” because there are so few apartment buildings with 50 or more units.)

O
ne of Joe Villareal’s favorite places to eat is Palo Alto Baking Company on California Avenue because it is individually owned and run. “The person who owns it usually works here,” he said. “You’ll find a lot of businesses like that on California Avenue.” Despite containing one of the biggest commercial districts in Palo Alto, the Mayfield neighborhood is often forgotten or grouped together with one of the surrounding neighborhoods, said Villareal, a resident for 32 years. It’s left off of neighborhood maps and many of its own residents are not aware of its historical significance. “It has a very distinct history,” he said. Mayfield, Calif., was its own town founded in 1855, even before Palo Alto’s beginnings in 1894, said Palo Alto Historical Association’s historian Steven Staiger. Though Leland Stanford originally wanted to build his university in Mayfield, the town refused his one request: that the town, which was known for its 13 bars, go “dry.” Eventually, Palo Alto outgrew Mayfield and in 1925, the two cities became one, with Palo Alto annexing Mayfield. Camino Real, Park Boulevard, Cambridge Avenue and Oregon Expressway house one of Palo Alto’s most popular shopping districts and a slew of residents. One of the biggest differences between Mayfield and the surrounding neighborhoods is the kind of housing it provides. While Evergreen is filled with single-family homes, flowering front yards and picket fences, the majority of housing in Mayfield is multifamily residences, such as apartments and condos. “There are two types of people here,� Villareal said. “There are people who rent and are here for a few years and people who have condos and are more active in the community.� Though there is not an official neighborhood association, several Mayfield residents, including Villareal, are part of Palo Alto Neighborhoods, an independent organization that aims to help
each neighborhood in the area communicate its needs to the city. “It’s sort of loose,� Villareal said of Mayfield’s version of a neighborhood association. “It’s more like a confederacy.� Mayfield’s inclusion of California Avenue is both a selling point for the neighborhood and one of its banes. Joe Belion, who has lived in Mayfield for 13 years, said one of the main reasons he enjoys his home there is that there are a myriad restaurants within walking distance from his apartment. “I like that I’m by a lot of places I can eat,� he said. While living near Palo Alto’s second downtown is certainly a plus for many Mayfield residents, it’s also clear that parking near home is a challenge. Sarah Li moved to the Mayfield neighborhood just a few months ago because of Palo Alto’s renowned school district, but she is already experiencing parking anxiety. “We only have one parking garage for our community,� she said. “If we

have friends over there’s not enough space for them to park.� Villareal said a lot of the parking problems have come with the overdevelopment of California and Cambridge avenues. Because much of the business zoning in Mayfield is pedestrian and transit zoning, many businesses have had to sacrifice parking spaces, he said. Though there is a Caltrain station within the neighborhood, Villareal said most people still drive to and from work and to shop, causing even more parking problems. And, while the neighborhood does not have the 13 boisterous bars it once did, Mayfield still has several cafes and bars, such as Antonio’s Nut House and Cafe Riace, and Sarah Wallis Park in the center of its residential zone. “(Sarah Wallis Park) is one of my favorite places to go and read and meet and talk to people,� Villareal said. Because Mayfield is zoned primarily for multi-family residents, Villareal said the community boasts a lot of diversity. “This area has a big mixture of population, from age, ethnicity, income levels,� he said. Real Estate Matters How foreign investment impacts Palo Alto’s market by Michael Repka he confluence of a vibrant economy, ideal climate and intellectual capital draw people to Silicon Valley from around the world. This melding of cultures, ideas and approaches only serves to intensify the appeal of this area. As the demographic profile of the area changes, so does the real estate market. These changes can be seen in the increase in construction, allcash offers, shrinking inventory and resultant appreciation, especially in areas with great schools. In order to understand the shift in the local real estate market, it is helpful to consider the places from which the buyers are immigrating. By and large, foreign buyers come from large cosmopolitan cities with strong high-tech industries and education; places like Beijing and Shanghai, China; Taiwan; Bangalore and New Delhi, India, and other emerging economies. Generally these areas share a few similarities. First, nice is often synonymous with new. The most affluent and desirable areas tend to have a lot of new construction. As a result of this engrained belief, many of the

people that relocate to the States favor new or newer construction in very good condition. Thus, the grand old dame in Old Palo Alto that would appeal to so many Europeans and New Yorkers may be passed over in favor of a newly constructed home with an in-law suite in Midtown. Also, the smaller lots in many parts of Palo Alto and the surrounding areas may not deter buyers from areas where land is very limited and housing is quite dense. Therefore, not surprisingly, the convenience of Palo Alto may hold more appeal than the rural charm of places like Woodside and Portola Valley. Once a foreign buyer has found the perfect house, he or she needs to submit an offer that will be considered competitive in this hot sellers’ market. Fortunately, foreign buyers tend to favor all-cash purchases for a combination of cultural and practical reasons. On the cultural side, many countries do not share the American
acceptance of debt, especially longterm debt. On the practical side, it is simply harder for buyers to obtain credit when the majority of their income and credit history is outside of the United States. While some banks, most notably HSBC and Citi, have begun to lend based on international credit history and foreign income, the approval process takes considerably longer. Although all-cash offers may be both more convenient and competitive for the well-heeled foreign buyer, this may not be possible for many foreign buyers. Therefore, sellers evaluating multiple offers should consider the reasons for a longer requested escrow period and weigh the offer’s strength in light of the totality of the circumstances. In addition to the impact on the offer process, the shift in demographics over the past 20 years has reduced housing inventory. Typically the “American Dream” of home ownership has involved a consistent upgrading of homes throughout one’s life cycle. Generally, someone graduated from college, saved money for a down payment, bought a condo or small house and lived there until their family size made them desire a larger home. Most often, they would sell the first property and use the proceeds as a down payment on the next property. Many foreign buyers utilize a buy
and retain strategy. When it is time to upgrade, many foreign buyers retain the old property as an investment. Thus, there are fewer and fewer properties coming on the market each year. Naturally, this reduced inventory contributes to the strength of the local real estate prices. While it is inappropriate, and, in fact illegal, for a seller or real estate agent to steer people of a certain ethnic group towards one area or house, it is wise to remain cognizant of cultural factors that may impact the potential buyer pool. This can range from advertising in foreignlanguage papers, staging the home to appeal to foreign buyers (e.g., consider Feng Shui elements) and weighing offer strength in light of all circumstances. Without question, the quintessential American melting pot is alive and well in Silicon Valley. Whether a buyer or seller, an understanding of the various factors that impact foreign buyers will help you best structure the transaction to achieve the best possible result. The Silicon Valley Association of REALTORS® (SILVAR), the local trade association representing over 4,000 REALTORS® and affiliate members engaged in the real estate business on the Peninsula and in the South Bay, has received reports from members of a scam by individuals fraudulently posing as landlords and misrepresenting vacant properties for lease. Using various websites, the scam artists advertise a home for rent, when the property is actually for sale. Prospective tenants who call the phone number provided in the false rental advertisement are then directed to provide an application fee and rental deposit immediately if they wanted to lease the unit. A recent scam was discovered once prospective tenants contacted the actual listing agent to gain access to view the property. Law enforcement authorities have been notified of these attempted scams. “It is tragic that people continue to prey on consumers who are in need of a place to rent. We are asking consumers to always verify the owner of the property you intend to rent and heed guidance issued by the California Department of Real Estate (DRE),” said SILVAR President Suzanne Yost.
The DRE provides the following guidance to protect consumers from “imposter landlords”: s !SK ANYONE OFFERING A HOUSE FOR RENT TO provide you with proof that they own the house, and to show you their government issued picture identification. Then scrutinize the proof of ownership, as well as the identifications since there is also the risk that their identifications can be false. s )F YOU THINK THAT YOU ARE dealing with an owner’s/ landlord’s representative, you should check with the DRE to see if that representative or agent is licensed. Check the license records on the DRE website (www.dre.ca.gov) and make sure you are working with legitimate licensees. s )F YOU ARE AN EXISTING TENANT YOU SHOULD check with the County Recorder’s office to verify the property’s owner of record. If the house has been foreclosed upon, you should contact the new owner and verify with the current owner the person to whom you should be forwarding your rental payments.
