ohn and Mary Reinhardt have lived in numerous American cities. But when it was time to settle down and retire, they chose Monroe Park. “This is a country-like atmosphere,� John said of the South Palo Alto area bound by Adobe Creek, El Camino Real, Del Medio and Silva avenues. “Not much going on. Not much happening. And we like it that way.�

Other than Monroe Park’s quiet feel, the couple decided to buy a house in 1961 for a number of reasons, such as the lack of traffic, a convenient Caltrain station located off San Antonio Road, the Milk Pail Market on California Street in Mountain View and the rural, farmlike community. And though the Reinhardts are suckers for the peaceful neighborhood, they are also pleased when the silence is broken, like when dog

walkers gather at 6 p.m. every evening in the park that gives the neighborhood its name. “It’s like a convocation of dog owners,� Mary chuckles. “I suppose that’s how you get the neighborhood gossip.� Along with the dog-walkers convocation, the couple has noticed an upsurge in walkers and runners around the Monroe Drive loop in recent years. She said her kids ran into several problems because of this dichotomous setup — especially when they wanted to play city sports with their Los Altos school friends. “That is probably one of the biggest challenges,� Simonides said of living in Monroe Park. “That’s one of the things we didn’t fully appreciate when we moved. ... You have to thread a little bit more in your life than you would otherwise.� That being said, Simonides said she has also noticed that the disconnect pushes more Monroe Park parents to volunteer in Los Altos schools to bridge the

“At night, people must come from all over just to walk around this circle,� John said. “It’s loaded with little kids with their little helmets and bicycles.� Resident Donna Simonides has also noticed the whole new crop of families with young children. But when her family moved to the area in 1992 from the East Coast, they immediately discovered Monroe Park’s most distinguishing feature: the neighborhood’s split personality, with literal and personal lines drawn between three different cities. Simonides’ address may read Palo Alto, but she spends her free time in downtown Los Altos and her children go to Los Altos schools. Monroe Park also sits on the Mountain View border, which shifts the neighborhood away from the Palo Alto community. “When we reached the age where my oldest child started kindergarten, we got our indoctrina-

gap, citing multiple PTA presidents who have hailed from Monroe Park. Resident Randy Berner also noticed the neighborhood’s strange geographical location when he moved in with his two kids six months ago. “When you look at the town borders, it does look a little strange,� Berner said. “It doesn’t seem like this section of Palo Alto should be in Palo Alto. It seems like it should be in Mountain View. But who knows why it is?� He said that he hasn’t felt any impact because his oldest child has not started kindergarten yet. The issue for Berner’s family, however, has been construction associated with the Palo Alto Bowl renovation, which will replace the bowling alley with 26 new homes and a hotel and has caused traffic and parking issues. Never t heless, Berner praises the kindness of his neighbors. When he lost his dog for a couple of days, many eagerly got on their bikes and

Do rising rates mean falling prices? by Michael Dreyfus

N

ewsflash. Mortgage rates are on the rise, hitting above 4 percent last week for the first time in more than a year. Gone for now are the all-time-low 30-year, fixed, 3-percent rates that had us all running to our brokers to refinance in 2012. How are these rising interest rates going to affect the housing market? The short answer is: not the way you might think. Logic seems to dictate that rising mortgage rates would bring the cost of real estate down in price because sellers would need to make their home prices affordable to buyers paying higher mortgage rates. Historically, however, this has not been the case. According to Yale economist and S&P/Case-Shiller Home Price Index guru Robert Shiller, “There is not a tight fit at all between the two: High mortgage rates do not translate automatically into low home prices.� The reasons for this seeming illogic are actually pretty logical, especially when you apply them to real estate in the boom town of Silicon

Valley. Rising mortgage rates typically signal an improving economy, resulting in higher wages and rising inflation. People are earning more, so they can afford to spend more on their homes. Another reason home prices don’t necessarily come down with rising interest rates is that sellers are simply not always prepared to bring the cost of their home down. Whether they can’t afford to or are unwilling to take a loss, most homeowners are going to buy another home after selling theirs. When they do, they’re going to be stuck with higher interest rates just like you, and we can assume they don’t want to buy a lesser home than the one you’re hoping to buy. With this in mind, if you find a home that’s right for you, I would suggest that you refrain from refraining. Don’t wait around for rising interest rates to bring housing prices down. It’s not going to happen. Since 2009, besides one brief three-month blip, average monthly 30-year fixed mortgage interest rates have been at or below 5 percent. This is completely unprecedented: average rates never even hit 5 percent prior to 2009. So what we consider “rising interest rates� are still pretty darn low. And

Atherton historically, once interest rates are on the upswing, they swing up quickly. If I haven’t put a spring in your step yet, here’s another newsflash. The Case-Schiller index reported this month that house prices have returned to 2003 levels across the country. This combined with a robust local job market and a bullish stock market mean we are even less likely to see local housing prices go anywhere but up. I absolutely stick to my golden rule that you should let the house, not the market, decide for you when making a home purchase — in other words, don’t buy a home you have serious reservations about because you feel like you just have to buy something. But if you do find a home that is right for you, act now. By waiting for a downtick in the local real-estate market, you might just wait yourself into a market with higher housing prices, higher interest rates, and possibly even lower inventory as rising interest rates create a flurry of buying activity.
