Jump Into the Experience Steeplechase Horse Racing — A Local Tradition by Emma Smith Elaborate tailgating, beautiful scenery, good food, excellent people-watching, and thrilling steeplechase races – these are just a few of the elements that make the International Gold Cup races a day for everyone to enjoy. Held annually on the third Saturday in October at Great Meadow, this year’s race day promises to be an exciting time for all especially if its your first steeplechase. The International Gold Cup has been held at Great Meadow since 1984. Its festivities make it a fun day for everyone, even for those of a non-horsy crowd! The days activities include Jack Russell terrier and Pony races, a tailgate competition and seven nationally
sanctioned races with “purses” reaching $100,000.00. Sounds like fun, right? Before you jump in your car and head out to the races, we’ve put together all the information you need to get the most out of your day. First, you have to know where to park. The Great Meadow Race Course can be broken down into 3 main sections- The
North Rail, Members Hill, and the South Rail. Historically the North Rail attracts a younger Washingtonian crowd with a party atmosphere. In this area prepare to be wowed by the boisterous laughter and some seriously intense tailgating complete with crystal, silver, flowers, silk tablecloths, and even the occasional sculpture. The South Rail is more family oriented. Here, you can start a game of Frisbee or set up a picnic. Member’s Hill is more exclusive and requires a special pass. Getting a Members Hill badge is definitely worth the extra effort as this location sports the best views and is the most prestigious of the three areas. There (See Steeplechasing on page 6)

VA Company and also online at the Virginia Gold Cup website. What to wear is a common dilemma among Gold Cup attendees. The International Gold Cup website suggests “afternoon dress”. This means, NO jeans. If you’re going to be hanging out on Member’s Hill think dressy casual. Women normally wear dresses and elaborate hats. Though not required, fancy hats are a big part of Gold Cup. Be sure to check them all out! The men on Member’s Hill wear sport coats and ties. Absolutely no shorts, unless you are prepared to attract some unwanted attention. Attire on the
rails is generally more relaxed. Khaki’s, skirts, cropped pants, and dresses are all safe bets. For the truly fashion conscious among you, a Fall Fashion show is being held on October 9 at Great Meadow. Christine Fox, Horse Country Saddlery and LouLou will be answering questions and presenting men and women’s fall fashions for Gold Cup. The show is part of “Steeplechase 101” held on October 9th from 2:00 -4:00 pm in the Summer House at the Great Meadow racecourse. Explore trends in food and wine preparation including fresh tailgating
and how steeplechase racing differs from flat racing. There is no charge to attend, just kindly RSVP to Cathy at Great Meadow or call 540-253-5000. Now that you have an outfit, prepared your tailgate and know where you are parking, you need the final general information. The gates open to the public at 10:00 am and exhibitions start at 11:00. The pre-race festivities include pony races, Washington Redskins Marching Band performing the National Anthem, and a parade of carriages. The first race is scheduled to start at 1:00 pm. Gettin’ Ready For Old Man Winter It is with great sorrow that I inform you that... ...Summer is over. Yes, my favorite time of year has flown by like bad drivers on Broadview Avenue! Pools are closing, the weather is getting ready to break, and off we go into Autumn. How in the world did it go by so fast? And what can we do next year to make it stick around longer? Fact is, my dear Warrentonians, there is nothing we can do. It will always go by this fast and the wisdom of those older and wiser than I insists it only goes by quicker and quicker as the years press on. Ready for the good news? We are among the most blessed in the world when it comes to Autumn. Our fall seasons here are envied by many. We have the leaves, the festivals, the pumpkins - we are going to have a blast. Mark my words though, “Autumn will soon be winter.” Is your house ready for it? Do you know what should be done? What exactly must one do to be “ready” for winter? And is it
really necessary to prepare? You bet it is! Does anyone like to spend money fixing things or something you broke? Or how about the tire you ruined because you did not stop and get air? We have all done it, put things off due to time or money only to realize later it would have been time or money well spent. In my 16+ years as a home service professional, I have seen many instances of homes not ready and the proper steps not completed, and people throwing good money to bad places. I have taken a little time to write a short list of those things that always seem to stick out the most to me when assisting my clients with their unfortunate repairs. See how many you need to do, and see how many remind you of a past winter! 1. On homes with crawl spaces, close your crawlspace vents. These are here to allow your crawl to breath during the summer months. They help
to get rid of excess humidity - but close them up for the winter to keep in all the heat you can. 2. Check your pipes. If you have any pipes in your crawl space, make sure they are insulated. We never know just how cold our winters are going to be here and though they may have been fine in the past - a couple of winters ago froze pipes in places that had never been a problem before. 3. Get that blasted heater checked out! I don’t care if it is new or old, big or small, gas, oil, or heat pump - get her checked out. It doesn’t just have to do with odd noises, lack of heat or funny smells, your system may have problems that are costing you right now and you do not even know it. Mortgage Moments The Cash Flow Mortgage by Andreas A. Keller Mortgages with interest rates as low as 1 percent and very low monthly minimum payments beg the questions: How do these mortgages work, and what should you know before you sign on the dotted line? These mortgages are offered under different names, such as Cash-flow ARM, Option ARM, Pick-a-Payment Loan, Personally Tailored Mortgage, and similar variations. The main attraction of all of these loans is their low monthly minimum payment, which frees up hundreds of dollars of cash for other purposes that normally would not be free under a 30-year fixed rate mortgage payment. All of these cash-flow loans feature variable interest rates and therefore belong in the category of Adjustable Rate Mortgages, or “ARMs.” With variable rates, the interest rate risk shifts from the lender to the borrower: Fluctuating interest rates benefit borrowers during a declining interest rate environment, but they have the opposite effect in a rising rate environment.
The minimum monthly payment feature is what draws attention to this loan. A regular monthly payment for a 30-year $300,000 mortgage at a fixed 6 percent interest rate amounts to about $1,800 for principal and interest. On the other hand, a minimum payment at a 1.5 percent rate for a cash-flow loan amounts to about $1,000, which represents a monthly cash-flow savings of $800. Lenders and mortgage brokers emphasize how budget-friendly these low payments are, noting that these savings can be used to improve financial retirement strategies and to maximize the employer contribution in a 401K. Another feature that turns this loan into a cash-flow management tool is the availability of three or four different payment options providing the borrower with the flexibility to choose a different payment plan each month according to budgetary needs: • A Minimum Payment Due • An Interest Only Payment • A 30-Year Principal and Interest Payment • A15-Year Principal and Interest Payment It is important to understand that
the Minimum Payment Due option does not cover the full monthly interest payment due for the loan and gives rise to “deferred interest,” which is added to the loan balance, a process otherwise known as “negative amortization.” Choosing to pay the Minimum Payment Due increases the outstanding loan balance by the amount of deferred interest, which in the above example amounts to about $400. Since all payment options are recalculated every month based on the new loan balance and the prevailing interest rate, the new monthly payment options by definition are going to increase in a rising rate environment. Deferred interest, or negative amortization, accrues only through the usage of the Minimum Payment Due. The other payment options do not give rise to deferred interest. The basic principle of the cash flow loan is that the borrower has the option of paying a substantially reduced monthly mortgage payment compared to a regular 30-year fixed rate mortgage payment. Rady Park Arboretum
R
ady Park has many attractions and the arboretum stands tall along with the rest. The arboretum showcases alternative choices for the home landscape. In 1999, Master Gardener Volunteer Janie Ericsson spearheaded the project of planning and planting the first trees and shrubs of the arboretum with the help of Chuck Hoysa, the former agent and other Master Gardeners. Master Gardeners (MGs) are volunteers of Virginia Cooperative Extension who educate the general public on environmentally-sound horticulture practices. The arboretum is the ideal place for Master Gardeners to educate the public on what native and underused trees and shrubs work well in Fauquier County. Over the past six years MGs have taken on the responsibility of maintaining

the arboretum under the auspices of the County Parks and Recreation Department. To accomplish this, volunteers agree to adopt a bed or tree for the growing season. Work includes mulching, pruning, weeding, and caring for the herbaceous plants that surround many of the trees and shrubs. Sharon Holmes, the Rady Park MG Volunteer Coordinator, schedules the work days with the other volunteers and the Parks and Recreation Department. She has been involved with Rady Park for three years. She states, “I enjoy the volunteers and the conversations that take place. The volunteers take a lot of pride in their beds.” The arboretum can be found along the fence line behind the commemorative gardens. The plantings follow the fence and cross the red bridge to the low lying area. All of the trees and shrubs have plant tags for identification and the Master Gardeners are currently working on an informative brochure. There are over 35 types of trees and shrubs showcased in the arboretum. When asked what Sharon’s favorite was, “I like the Baldcypress because it has a beautiful shape and is majestic. You expect it to be an evergreen but it fools you because it drops its needles in the fall.” The Baldcypress (Taxodium distichum) can grow to 70’ and does well in wet areas. If a Baldcypress is planted in or near water, it develops knobby “knees” that stick up from the water. The Baldcypress is one of a few deciduous conifer trees. Other trees and shrubs you can find include beautyberries, Carolina silverbells, clethra, pawpaws, red buckeye, and a sourwood. In the fall, many specimens display beautiful leaf colors. Some of the standouts include the sweetgum, sourwood, blackgum, and leatherwood. The majority of chosen plants have shown resistance to many of the insects and diseases that can be problematic for some commonly planted landscape trees. Many local nurseries carry the trees and shrubs found in the arboretum and fall is a great time to add new material to the landscape. Take a walk through the arboretum in October to enjoy the fall colors and get some ideas for your home. (Seasonal Continued from page 9) higher cost. Several customers that could have fixed their system 2 to 3 times for the amount of money they spent in a month or two on their electric bill. Making sure your system is operating correctly AND efficiently is a real money saver, especially with the current energy hikes. 4. Disconnect your garden hoses. Your outdoor water faucet (hose bib) will freeze. There are many different varieties and designs to keep them from doing this but the fine print almost always says to “Disconnect your hose”. What a mess it brings when it thaws out and you come home to water flowing inside or outside your home. Can you say high water bill?! 5. Check those windows and doors. These are quite possibly the most expensive mistakes we can make. It does not take much of a heat loss from a bad window sill, single pane windows, or a bad door weather strip to strip you of your hard earned dollars, not to mention make your house drafty and uncomfortable. Look into fixing these things up before it gets too cold.
6. Close fire-place dampers when not in use. Not only will this create a draft and cool down your house, this will also suck the humidity right out. That’s right, if you are trying to get humidity into your house with a humidifier, and you have an open area (bad window, open fireplace damper) the humidity you just paid for is rapidly making a run for it. 7. Install a humidifier. Doesn’t your house get dry in the winter? Do your sinuses and hardwood floors cry for relief come December? There are many humidifiers out there and you must choose the right one for your house. Money saving, you ask? Believe it or not, yes! The more humid your air is in your house, the more comfortable you are with a lower temperature. So, as you introduce humidity, you can lower your thermostat setting and save some money. 8. Check your gutters during and after the leaves fall. Blocked gutters can hold water that freezes back up into your eaves and leaks into your house. 9. Don’t forget to buy a snow shovel early, along with some rock salt and kitty
litter, and of course a sled or two. These items are sometimes in high demand to the point where there are none left. You don’t want Aunt Edna slipping at your house, you know you’ll never hear the end of it! 10. Be ready for power outages. By now you’re familiar with the ice storms we get. The ones that take out the power lines and not even 4x4 vehicles get around in. An ounce of prevention goes a long way when you consider running out of little Johnny’s favorite juice cereal. Now don’t you dare ignore these! I promise they will save you money and heartache! I truly hope you all have a wonderful Autumn. Slow down, relax, and enjoy your friends and family. In essence, the borrower is shifting a substantial part of the monthly interest payment onto the loan principal and begins to pay interest on interest. To state it in a different way: The borrower borrows the unpaid interest in addition to the principal loan amount! Three stopgap features serve to contain the unchecked growth of the negative amortization component of these Cash-flow ARMs: • An Interest Rate Limit prevents the fluctuating interest rate from exceeding ten to twelve percent at any time during the life of the loan. • A Payment Cap is a limit that caps yearly increases of the monthly mortgage payments at 7.5 percent. Therefore, the Minimum Payment Due of $1,000 during the first 12 months of the loan will only increase to $1075 for months 13 to 24 and to $1,150 for months 25 to 36, and so on. The Payment Cap acts as a
shock absorber and guarantees stable monthly payments. • Recasting monthly mortgage payments is required by most lenders after five years, or any time that the deferred interest plus outstanding principal exceeds anywhere from 110 to 125 percent of the original loan amount. Different lenders have different recast periods and different trigger points, all of which, however, serve the same objective: To reset monthly mortgage payments without regard to any payment cap in order to assure the full repayment of the mortgage loan over the remaining term. Such recasting could cause monthly payments to increase up to 50 percent per month leading to “payment shock.” In today’s inflated housing market, cash-flow loans combined with a second mortgage are frequently used to purchase homes with little or no down payment. They are also used to extract equity, which increases the risk to the borrower in the event that property prices begin to stagnate or decline. The borrower of a cash-flow loan may have
to confront the confluence of variable interest rates, negative amortization, and little or declining equity, which may have adverse consequences if the home needs to be sold or refinanced. The cash-flow loan is a sophisticated and welcome financial tool to create additional wealth. Prudence, however, dictates that any borrower obtain the help of a mortgage professional with the experience to structure the decision-making process in a way that emphasizes solutions commensurate with the inherent risks and rewards of the cash-flow loan. Guidance may also be needed in selecting the best fitting product, as not all Cash-flow ARMs are created equal. Andreas A.
