Letters

On May 13th, the St Pete Beach Community Club celebrated it’s 75th Anniversary with a luncheon at Silas Dent’s. The club has been in continuous operation since 1939 and has contributed to local charities but its chief endeavor has been the Library because the club started the first library here in 1951. It was totally funded by the club and run by club volunteers until 1955 when volunteers were no longer enough. The City of St. Petersburg Beach agreed to take over and the club donated to the city the land the current library is built on. We continue to help support other programs – SPB Fire Dept. stuffed animal program; the Pass-a-Grille Museum (Gulf Beaches Historical Museum); Support Our Troops; etc… But first & foremost we will support the library, Phyllis Ruscella and her staff and the memory of Roberta Whipple. Tampa Bay Beaches Chamber of Commerce hosted its Annual Tourism Lunch on Thursday, May 8, 2014 at the Loews Don CeSar Hotel. This year the TBBCoC aptly renamed the tourism award presented annually to the “Frank T. Hurley Tourism Person of the Year” award in honor of the late Frank T. Hurley. He was a beloved and much respected business owner and former commissioner of St. Pete Beach, where he resided for the majority of his life.(photo Nominations flooded the chamber offices once again

this year and the final nod went to a gentleman whom owns and operates several businesses throughout our Tampa Bay Beaches communities. It was organized the year the city was incorporated in 1955 to promote civic, social and community assistance. Since its inception, the Islettes have donated approximately $955,615. Contributions breakdown: Scholarships, $402, 065; City of TI, $178, 857; TI Fire Dept, $96,650; TI Police Dept, $52,922; Beautification, $93,055; Youth & Recreation, $56,156; Community Service & Charities, $75,910. One of their continuous fundraising events include Bingo games, open to public, are held year round, every Thursday evening. All members of Treasure Islettes are volunteers. Other events include an annual luncheon/fashion show in March and Holly Fest in November,

all at the Treasure Island Community Center. Funds raised from these games benefit local scholarships. PINELLAS COUNTY A public meeting to provide information about the upcoming beach nourishment project in Treasure Island and St. Pete Beach is Tuesday, June 10, 6-8pm at Treasure Island City Hall. The beach nourishment project is set to place sand July - September, on Sunshine Beach, Sunset Beach, Upham Beach and Pass-a-Grille Beach. An estimated total of 555,000 cubic yards of sand will be used for the project at a cost of $16 million.

Too often we no longer have the energy or ability to see these wishes through and we become discouraged that we missed so much in our lives. Here is an early example in my life that comes to mind. I was born and raised through elementary school in a small town on the north shore of the St. Lawrence River. Winter was often brutal. There was lots of snow to shovel. Summer sunshine was highly valued. In high school, in Ottawa, I found out there were places it did not snow. I told my parents I wanted to move there as soon as it was practical. Six months after I graduated from high school I enrolled in St. Petersburg Junior College. My whole family had gotten permanent resident visas and we had moved here. A year later we had opened a campground on Lake Tarpon and I transferred to the school’s Clearwater campus. That year I met the woman to whom I am still married, in Government class, the only place our paths crossed. Had I not told my parents about my strong desire to live in a sunnier climate, had I not prayed about it myself, my life could have turned out entirely different than it has. I thank “my lucky stars” frequently for thelife I am living, for the ability to contribute to my community, to enjoythe place we call paradise and to help spread the Paradise NEWS! I thank heaven for the love my wife of 43 years has shared with me, and for putting up with me in work and in play. You can count me as a member of the “growing group” mentioned in the second paragraph, a believer that our thoughts help attract the future we ask for.

“Pathway to the Future” Continuing

STORY by STEVE TRAIMAN After a walkabout and initial workshop for the Pass-a-Grille “Pathway to the Future” Project, the Community Development department and city staff believe there are other opportunities to gather more information from the community. The intent of the project is to come up with a plan for the Pass-a-Grille Historic District that protects its architectural and historic integrity while shaping its future. A large part of the discussion will be Design Standards. A second workshop scheduled for May 21 was postponed in favor of a Community Design Fair that was held in the City Commission Chambers May 29 and 30, with a kickoff introduction at 9:00am both days. Poster boards were set up for residents to walk through and leave comments on for city staff to review until 4:00pm. Chelsey Welden, City of St. Pete Beach Urban Planner who is overseeing the project, told Paradise News, “We hope to have our next workshop in late June or early July, which should be very interesting as it will take all of these ideas gathered from the walkabout, the May 7 workshop, and the Community Design Fair and refine them. We are planning on using polling equipment for people to vote on issues. “The May 7 workshop started with a brief introduction by Commissioner Melinda Pletcher and a presentation by the project team at Tindale-Oliver and Associates.

Mayor Maria Lowe talked to the group about the importance of remembering that although an idea may sound good—such as planting more trees--it is always a question of money and whether or not the City Commission wants to spend it. “The rest of the evening centered on an exercise to gather information on what issues in Pass-a-Grille matter most to people and how they would prioritize those issues. The room was set up with three stations for residents to rotate between, each with a different planning topic: Architecture & Land Use, Access & Circulation, and Streetscapes & Hardscapes. Pictures relating to each topic were displayed to help provoke participants’ opinions. “Residents were asked to write on poster boards to express what it is that they would like to keep, and confirm what they would like to get rid of. The poster boards had sections ranging from lot style, size, and scale—to street furniture, signage and way-finding. Residents mingled while analyzing the pictures, and staff helped answer any questions. Finally, a Vision Board was mounted, asking residents to write one sentence or one word that describes how they would like to see Pass-a-Grille in the future.” Long-time resident Jay Anderson, who attended the first workshop, noted it was disappointing that only about six residents showed up, along with five board members, four consultants and three people from the city. He was also hopeful that more residents would attend the Community Design Fair and the final workshop. PN

Five Florida locations made the top 10 in the Take Me Fishing List of 100 Family-Friendly Places to Boat & Fish, four of which are Florida State Parks.

The four parks and their corresponding rankings are… Bahia Honda State Park in Big Pine Key (2), Skyway Fishing Pier State Park in St. Petersburg (3), Lake Kissimmee State Park in Lake Wales (5) and Blue Spring State Park in Orange City (8). Also listed, Lake Talquin State Park in Tallahassee at (21) Everglades National Park in Homestead ranked number 4. “Boating and fishing are favorite activities at many of our state parks,” said Donald Forgione, director of the Florida Park Service. “I am very proud that five of Florida’s state parks are recognized by Take Me Fishing. Many family memories are made baiting hooks and fishing together.”

The list, published by the Recreational Boating and Fishing Foundation, is based on the following criteria. • Family-friendly location, defined as within an hour’s drive of a major city or town, so they are easily accessible. • Have a public body of water that is known for having plenty of common fish species such as bass, crappie, bluegill and trout. Often times these public places are stocked with fish for all. • Part of a park that also offers amenities families need like parking, restrooms, playgrounds, picnic areas or campgrounds. • Has plenty of places to cast a line, like a fishing pier or has boat ramps to allow you to reach other areas on your boat. • Is recommended by other anglers! Anglers from around the U.S. cast their vote and thought these parks offered some of the best fishing spots.

Fishing Day at Alfred B. Maclay Gardens State Park in Tallahassee. This program is designed to introduce children of all ages to fishing through family interaction. Participants will rotate through a number of educational stations and after learning different aspects of freshwater fishing, children will compete for prizes sponsored by local merchants. Florida’s state parks and state trails offer many opportunities for outdoor recreation. In Florida, visitors and residents will find beaches, freshwater springs, lakes and rivers where swimming, canoeing, kayaking and fishing are very popular. Trails offer the opportunity for hiking, bicycling and horseback riding. Most state parks offer playgrounds where children can play and parents can sit in the shade to keep a watchful eye. Most parks also offer picnicking facilities with tables, barbecue grills and shelters. Last year, the Florida Park Service received its third National Gold Medal for Excellence in Park & Recreation Management, making Florida America’s first three-time Gold Medal winner. In fact, no other system has ever won two Gold Medal awards and systems are not allowed to apply for the award within five years of receiving a Gold Medal. Considerations for this award were based on the agency’s ability to address needs of those it serves through collective energies of citizens, staff and elected officials. The awards were received in 1999, 2005 and 2013 from the American Academy for Park and Recreation Administration and the National Recreation and Park Association. PN

SEA TURTLE ORGANIZATION HONORS FWC BIOLOGIST Florida Fish & Wildlife Conservation Commission’s (FWC) Fish & Wildlife Research Institute biologist Anne Meylan accepted a Lifetime Achievement Award at the International Sea Turtle Society’s 34th annual symposium in New Orleans last month for her international contributions to sea turtle research, management and conservation. Meylan’s research at FWRI in St. Petersburg examines the biology, ecology and migration of immature sea turtles as well as the feeding ecology and international status of hawksbill turtle populations. In 1999, Meylan wrote the paper that justified the Critically Endangered status of hawksbill turtles for the International Union for Conservation of Nature, the international organization that maintains the Red List of Threatened and Endangered Species. “I was honored to receive this award,”said Meylan, a St. Petersburg resident, noting that the International Sea Turtle Society’s annual symposium draws sea turtle researchers from all over the world.. Meylan first became enamored with sea turtles on a research expedition to Costa Rica. She recalled,“I was an undergraduate in zoology at the University of Florida when I got permission from faculty member Archie Carr to help conduct nesting surveys in Costa Rica. Sea Life Exhibit Debuts Loews Don CeSar Hotel has partnered with Tampa Bay Watch, the Pinellas Education Foundation, and Campbell Park Elementary School students, to create a series of permanent education stations, and a sea life mural to inform visitors about the area’s natural environment, its array of sea life and Tampa Bay’s feathered, finned and leafy neighbors! The self-guided experience was created as a result of the many inquiries the hotel’s staff was receiving from guests about everything from sea turtle nesting and the importance of sea oats to the famous “Stingray Shuffle.” The hotel reached out to Tampa Bay Watch, which is dedicated to the protection and restoration of the Tampa Bay estuary through scientific and educational programs to help develop a solution – Sea Life Education Stations. The Sea Life “Education Stations” include eight stops around the hotels pools, gardens and beachfront. Areas of focus include: Beach Birds – Florida beaches are home to millions of birds – migratory and permanent. Oyster Domes – Oyster Domes are placed around the bay to restore lost habitat and promote water health. Guests can see two real domes and how they work! Under the Sea – Discover some of Tampa Bay’s marine species, many of whom have grown up in our nutrientrich waters of Tampa Bay before graduating to the Gulf of Mexico. Stingrays – Gulf is home to several species of rays.Beach Plants – Guests learn to identify some of the most prevalent beach plant species on local beaches. Sea Turtles – Beaches are critical nesting sites for endangered sea turtles. Loggerhead turtles often make their nests right behind Loews Don CeSar. See a replica of a turtle nest, complete with hatchlings! Manatees – Learn about these gentle giants, affectionately called Sea Cows. Meet our own replica Ms. Maisie and her baby calf Maddie. “If you’re too busy to go fishing, You’re just too busy!” - Salty Sol Fleishman New season opened: Red snapper season has opened, at least for a bit! However, they close Amberjack June & July. We would love to discuss the ridiculousness of the fishing regulations and how they come about through an un-checked system through a totally out-dated data collection, but we don’t have enough space on the page! We strongly recommend getting involved in organizations like the Fishing Rights Alliance or Recreational Fishing Association. We have to get united and stand up for our fishing rights! If we continue to be complacent as recreational anglers they will take away our fishing rights out from under us! Inshore- The Snook cruise the beaches in the summer months looking for large white bait like green backs and Shad. We recommend hitting them early around the passes with 20-30lb fluorocarbon leader with a 3-4ot hook free-lined with live white bait or large shrimp. Tarpon should also be patrolling the beaches and passes as well. You can target these guys with large spinning rods with adequate drag systems to slow down these monster fish. Our favorite thing to do is to keep a rod ready-to-go rigged with a large Rapala magnum A jerk bait or a large Crystal minnow by Yo-Zuri. Then when you see pods moving by you can easily sight fish them! Both these species leave the passes early to cruise down the beaches then head back into the passes before mid-day with the incoming tides. Trout should be

active on the flats with the warmer water, but you have to avoid the grass beds that are being covered up by algae blooms. We prefer deeper grass beds in 3-4 feet of water; this helps prevent algae taking over the turtle grass that is the predominant type of sea grass in our area. We prefer using D.O.A. lures to target these fish to help you cover more area more quickly, but live bait also works well. Live shrimp on a bobber works well. You have to be careful to set your bobber at the right length. You want your shrimp to hang just above the top of the grass, but not long enough to let the shrimp hide in the grass.

Near Shore- During the hotter summer months the Kingfish and Mackerel tend to spread out into the deeper, cooler water chasing the bait. We catch them all year on our longer trips, but the near shore waters are tough since they thin out so much. The main kingfish run is spring and fall, but we have them in the area all summer. Hogfish also tend to slow down biting in the summer months when the water warms. This may have to do with more natural bait being present, or the fact that they get a bit more leader shy as the water warms because they get lethargic. The Grey Snapper bite well all year however, and the Red Grouper get aggressive during the summer. The best way to target these red grouper is to drift large areas of hard bottom. This allows you to show your bait to more fish, and you can cover more area. We love to use long strips of cont’d on pg 34

It’s always nice to get to know a little bit about the writer behind the book. A short conversation can glean a wealth of information that may provide an understanding of where the author is coming from. This proves to be true for the author of Another Man’s Treasure, as well. The Hall family, consisting of Charlie Sr., Mary and sister, Dianne, moved to Florida from their home state of New York in 1971. Hall graduated from USF in Communications, and in 1990, married and moved to Orlando with his wife, Lisa, an elementary teacher for 26 years now. They have two sons, C.J. and Nick, students at the University of Florida and Florida State, respectively. Hall originally wanted to use his Communications degree to be in front of the camera. His parents believed in him and invested both monetarily and spiritually in that dream. This investment allowed Hall to buy equipment and open his own TV production facility, Seahall Productions. With family

support and Hall’s ambitions to be true to his ‘calling’, he works with celebrities all over the world. And, in his ongoing partnership with Disney, he gives so many people a glimpse into the magical world we all want to escape to occasionally. Even with so many accomplishments, Hall felt something was missing; that gnawing feeling that persists. That feeling came to the surface in the shape of a book and he found himself writing bits and pieces of it over a span of 13 years. Many of the characters in Another Man’s Treasure are composites of locals and tourists who passed through the motel his parents owned for four years on St. Pete Beach. For those who have been around a long time, you might recognize some of them in one fashion or another. With so much time, research, and tireless writing, perhaps, one could say that the book title has become Hall’s own treasure, as well. A good read is one that compels the reader’s curiosity. What happens next; where will it lead? There are many moments like this to ponder in Another Man’s Treasure. Vivid descriptions of the St. Pete Beach area provide a sense of recognition, of nostalgia, for locales, who may be able to pick out the old haunts, even though the names have been changed. Challenge yourself to try and figure out which local bar or hangout is being referenced. And, if you are new to the area, there is a place for you too, in its story. From sunrise

Gulf Beaches’ VISITORS

Pinellas County tourism posted new records in 2013, and the first quarter of 2014 looks encouraging for another banner year for Gulf Beaches‘ hotels, resorts, motels, restaurants and services. STORY by STEVE TRAIMAN Giving an added boost is a trio of hospitality sites, including the recently opened Hotel Zamora in St. Pete Beach, the Courtyard by Marriott debuting in Q4 in Madeira Beach, and the Bilmar Beach Resort in Treasure Island, slated for upgrades by new owner Clearview Hotel Capital, LLC, in Newport Beach, CA. DT Minich, Director of Visit St. Pete/Clearwater, tells Paradise News, “March was the biggest bed tax month ever for Pinellas County since we started collecting this fee, with a new record of $5.293 million, up 7.32% over 2013. This was without the big Easter holiday in March last year, but in April this year. Total January-March net bed tax was $11.098 million, an 8.8% increase. “Another surprising figure for 2013 was a decrease of only a half percentage point for August compared to 2012 when we hosted over 40% of the RNC rooms in Pinellas County with all those room nights. Total bed tax revenue was up 8.1% up for the year. In contrast, Tampa was way off in August 2013, not making up those RNC room nights. “Last year we hit the 1 million-plus mark in European visitors, and Latin American visitation was up 34%, with very good load numbers for the first four months of Copa Airlines a big factor in this increase. With hurricane season upon us, it is time to prepare yourselves and your families for any potential storms that could hit the area. Having an emergency preparedness kit and plan is essential in keeping your loved ones safe. While citizens are making their safety plans, deputies with the Pinellas County Sheriff’s Office are also preparing themselves to assist those in need in case of an emergency. A select group of deputies are a part of the Hurricane Deployment Team and are trained in specific areas to ensure your safety in the event of a storm here in Pinellas County or in other areas of the country. There are 90 deputies that make up the Hurricane Deployment Team. There are three teams of 30 deputies that are deployed out to areas in need after a major storm. Each team is trained to be self-sufficient in areas with no food, water or electricity. They set up on site and are prepared to be deployed for10 to 14 days before being relieved by the next team and returning home. During the month of May, deputies assigned to the Hurricane Deployment Team were given eight hours of hands-on training to get a feel for some of the equipment they have available to them. The training was held outside in a heavily wooded area in North Pinellas County. During the training, the teams were broken up into smaller groups and were given a specific training area to begin. The training areas included ATV/Mule training, tent set up/break down and Humvee training. Throughout the day, groups rotated to every training area to ensure they were cross-trained in each. There have been many times when heavy rains hit Pinellas County and the streets have flooded, leaving residents stuck inside their homes or stranded on the side of the road with their

vehicles. Deputies trained to drive Humvees through high standing water, over high and low hills, through heavy mud and thick grass. They learned ways to rescue those in need who are unable to be reached by car. Deputies were taught the ins and outs of the Humvees and how they can be used to assist during a deployment or here in Pinellas County after a large storm. Sheriff’s deputies are usually seen driving ATV’s and Mules on the beautiful beaches of Pinellas County. What you may not know is that they can also be of great assistance to our deputies after a storm. These off road vehicles are very helpful to use when driving through wooded areas with downed trees or in heavy mud and water. During their training, deputies were taught how to properly handle the ATV while turning and riding up and down hills or on uneven terrain. Lastly, deputies had the opportunity to assemble a 20 foot by 40 foot tent. Deputies started from scratch with all parts in a large box and put the tent together as a team. During deployment, the team is able to use the tent for safety briefings, sleeping quarters, eating meals and other functions as needed. After each piece was in place, the team was instructed to unassemble the tent and place it back into the box so it would be ready for the next group. The Pinellas County Sheriff’s Office Hurricane Deployment Team is ready to be deployed to various areas of the country, as needed, should a major storm hit and our help is requested. Our deputies have the proper training to assist in a variety of ways. Deputies have been instructed to have their deployment kits ready to go in the event they get a call to leave on short notice. These types of hands on training and the equipment available to our deputies allow them to lead the way to a safer Pinellas.

The atmosphere is a very large & complicated place. Sometimes, events half a world away can have a tremendous effect on the weather we experience locally. This statement couldn’t possibly be any more true when it comes to a phenomenon known as El Niño.

An El Niño event happens when the waters in the tropical Pacific Ocean are warmer than normal. While this may not seem like that big of a deal, it has an enormous worldwide impact. For some areas of the world such as eastern Australia, it can plunge those areas into crippling drought. For other areas such as Florida, it can lead to far more frequent rainstorms. The Atlantic hurricane season is also profoundly impacted by an El Niño event. Because the warmer water introduces more energy into the atmosphere, the trade winds that blow in the tropics tend to be stronger. This interferes with hurricane formation, typically leading to fewer and less powerful storms. Remember, this isn’t a guarantee. The 1998 Atlantic hurricane season featured Hurricane Mitch, a deadly Category 5 storm that devastated Central America. While El Niño can make for less active hurricane seasons, it can make the winter and spring storms we get in Florida much more destructive. The deadliest tornado outbreak in the state’s history – the 1998 Kissimmee storm that killed 42 Central Florida residents in the early morning hours – occurred during a particularly strong El Niño event. small boy tightly grips his dad’s hand, as his brown eyes take in the scene unfolding before them. A strong “northeaster”, with winds of up to 40 miles per hour, is whipping the Atlantic, causing abnormally high tides and pounding waves. Father and son watch, spellbound, as the furious action of wind and wave cause unparalleled destruction. First to be undermined and collapse is a popular beach hotel, complete with dining facilities, a huge ballroom and an Olympicsized swimming pool. Next to go into the raging surf are three stucco two-story residences. Over the next several days, paved streets, sidewalks, sewer and water pipes are reduced to rubble, and slide into the ocean. An impressive “boom time” development is gone forever.

The beach nourishment project is tentatively set to place sand on select beaches July through September, starting with Sunshine Beach, and followed by Sunset Beach, Upham Beach and Pass-a-Grille Beach. An estimated total of 555,000 cubic yards of sand will be used for the project. The active beach construction areas will extend about 500 to 800 feet in length and will be closed to the public. Sand ramps over pipes will provide safe access for visitors to the shoreline north and south of active work areas. Beach nourishment helps to preserve Pinellas County beaches, which are important for storm protection, tourism and nesting sea turtles and shorebirds. After his election as Treasure Island’s youngest Mayor, he and fellow Commission members were glad to learn of a proposed new “beach renourishment” program, which would involve Federal, State, County and City funding. Trips to Washington, Tallahassee and Clearwater were all successful.... with the backing of Congressmen William Cramer, Bill Young, and, now Congressman David Jolly, this pilot program, begun in 1968, continues to this day, and those same brown eyes, now somewhat dimmer, can gaze on dunes and vegetation, rather than on destructive waves! FISHING R EPORT Cont’d from page 21 squid (8-12 inch strips cut from large squid wings) while drifting for this species. This imitates octopus tentacles, which is a red grouper’s favorite bait! When you have a few people using this bait then from a grouper’s perspective it looks like a traveling school of octopus and they can’t help but get excited! Offshore- Snapper bite well during the summer, June & July are our favorite months for Mangrove snapper and most other snapper species! Amberjack are closed, but there are plenty around - good luck avoiding them. We stay away from large wrecks to help with this issue. The red snapper are intermingled with the Jacks on the wrecks, but there are better areas to target that species specifically. In recent years, we have found the shell covered bottom to be best for the red snapper. This area holds lots of shrimp and bait on the littered sea fans, and this is what the large schools of American reds are hunting for. During the summer the calmer weather will allow for drifting even when you’re way offshore. On a few 39-hour trips, when possible, we drift the large areas of rock bottom in 120-170 feet of water, which produces large amounts of fat red grouper. However, during the hot summer months sometimes these fat fish get lazy. They tend to “lay” on the baits and you have to slowly lift your rod tip to entice them to bite the fleeing bait. It takes some getting used to in order to perfect this skill, but it is very effective when the grouper get lazy. PN

A remind for beachgoers to keep a few things in mind to make the experience safe and fun for themselves and the wildlife along the Gulf of Mexico. Stingrays are common in the shallow waters of the coastline, sometimes partially covered by sand. While not aggressive, stingrays sting with their tail when stepped on. To avoid a sting, do the “Stingray Shuffle”, simply shuffling feet & kicking up sand when wading into coastal waters, rather than taking full steps. Another animal is the sea turtle. Sea turtles typically nest along the coastline - May to October. When nesting, adult female sea turtles come ashore, digs a hole in the sand and lays about 100 to 150 eggs, covering them before returning to water. Over the next couple of months, when eggs hatch, these tiny hatchlings make their way across the beach into the sea, being directed by moon light. Sea turtle nests are marked by trained monitors with wooden stakes & yellow ribbon. Disturbing the nests or the sea turtles themselves is against the law. If beachgoers come across a nesting sea turtle, hatchlings or a nest, keep a safe distance - avoid getting between

turtles and the water as this may prevent them from reaching the Gulf. Other obstacles include chairs, umbrellas and other debris left along the beach. Beachgoers should remove these items after each visit to keep the path clear for nesting sea turtles and hatchlings. Pinellas County Coastal Management prevents or mitigates impacts to sea turtles during beach nourishment projects. Artificial light can also disrupt the nesting process, disorienting hatchlings and leading them away from the water. Give hatchlings a better chance at survival. Nesting animals of the winged variety can also be found in some parks and preserves, and they too are best viewed from a distance. According to the Florida Fish & Wildlife Conservation Commission, people should avoid entering areas with posted shorebird /seabird signs, keep dogs on a leash and away from nesting areas, properly dispose of trash to keep predators away and avoid flying kites near nesting areas. When birds become aggravated, people are too close. JUNE/JULY 2014
