PUBLISHERS MESSAGE Dear Readers; Time flies this time of year, with so many ‘Events’ going on throughout our readership area. As we predicted last month some warmer weather was headed our way with spring temperatures swelling crowds at Seafood and Art Festivals, Fresh Markets and more throughout February. Being the only warm spot in the nation helped propel some local businesses to record high sales. Renee and I took my cousin Myra from Montreal to deliver copies of our February issue to Safety Harbor Arts and Music Center, (SHAMc) which was featured in the center spread, and had our photos taken with their pink elephant on our way to the Sponge Docks of Tarpon Springs. Height of season continues through the month of March and is generally stretched by spring break into the middle of April. Then folks come in for our terrific spring “shoulder season” which usually features the kind of weather we enjoyed for most of February.

Gulf Beaches Historical Museum (GBHM) continues to be an important draw for local tourists and receives favorable reviews on TripAdvisor and other travel websites. The Midwest continues as the largest source of out of state guests - followed closely by the Northeast. The states with the most visitors are Indiana (203), Ohio (197), Illinois (166), New York (166), Pennsylvania (142) and Michigan (129). Overall attendance remains lower than 2014 and 2015 due to prolonged road construction in Pass-a-Grille. Visitor, volunteer & contribution levels were up slightly in 2017 from last year. Built in 1917, this church now houses a museum with exhibits on local history, plus a gift shop. 115 10th Ave, St Pete Beach, FL 33706 (727) 552-1610 gulfbeachesmuseum.com
The latest project of the Treasure Island Historical Society is the refurbishing of our Buccaneer Pirate “Bucky,” located in the park at the Treasure Island Community Center. Board members Johnna Patterson and Ginger Goepper led the effort with help from DJ Sheppard Painting Contractor and the Public Works Dept. of the City of Treasure Island. Scrubbing with soap, water and finally pressure washing, our Pirate will soon look “handsome” again. The final coat of clear gloss varnish will be applied in early March.

Spring Break Safety Tips Sheriff Bob Gualtieri
The cold is clearing – here, in Florida, at least – and soon, the annual influx of spring-breakers will fill the beautiful beaches of Pinellas. Whether you are fleeing the area for a vacation of your own or prepping your family for the busy beaches and congested roadways, take note of our top five tips for a safe Spring Break. Whether you are visiting somewhere new or checking out a local, familiar favorite, expect larger-than-usual crowds at family-friendly attractions like beaches, parks, and museums. Keep small children close, and make a plan with your family about what to do if you get separated for any reason. Agree on a place and time that you will regroup. If you’re spring-breaking with a swim, NEVER swim alone, and instruct children to stay within sight of a responsible adult or lifeguard. Whether you’re at the beach, on the boat, or in the backyard, your Spring Break plans likely include outdoor activity, so don’t forget the sunscreen! The Centers for Disease Control recommends using broad spectrum sunscreen with at least SPF 15, even if it’s slightly cloudy. Make sure to apply it 15-30 minutes before you head outdoors to allow your skin sufficient time to absorb it. If you’re hitting the road, secure your home. Lock your doors and windows, and put valuables in a safe place. Tell a friend or neighbor that you will be out of town, and ask him/her to pick up your mail and newspapers, because a packed mailbox or a stack of newspapers at your front door signals would-be burglars that you are not there. If you would like someone to check on your home while you are away, contact your local law enforcement agency. If you live in the Pinellas County Sheriff’s Office’s jurisdiction, call us at 727-582-6200, and a deputy or Volunteer Patrol member will be glad to conduct a vacation home check. Whether you are taking a long trip out of town or driving the pedestrian-packed beach streets, be extra vigilant behind the wheel. Drive defensively. Make sure everyone is properly buckled up and using the appropriate child safety restraints. Allot extra time to get where you’re going to prevent rushing and making careless, dangerous mistakes. Conversely, if you are the pedestrian, be on the lookout for distracted drivers, use crosswalks, and always be aware of your surroundings. If you are at least 21 years old and choose to drink alcohol, do so responsibly. Be mindful of area laws and ordinances related to the possession of open containers in public, and never accept a drink from a stranger. Know your limits, and remember that time in the sun maximizes the effects of alcohol. Of course, NEVER drink and drive. Instead, designate a sober friend or use taxi services and ride-share apps A little planning along with a dose of common sense and good judgment can go a long way toward making sure your Spring Break is fun, and above all, safe. TIDBITS in April 2018, just a few weeks after the Rowdies’ season opener. The partnership will include player appearances, mascot visits, digital and social support pre and post game promotional opportunities as well as stadium visibility. Walking distance from the iconic Al Lang Stadium, Oak & Stone will serve over 60 rotating varieties of mostly local American craft beers on a selfserve beer wall utilizing RFID technology. The full-service restaurant is gearing up for their opening as a pre and post-game meeting place. The 6,000 square foot, fullservice restaurant serves up to 300 guests indoors and features an expansive 3,000 square foot outdoor patio with tables and chairs for an additional 150 guests. With comfy couches, fire pits, corn hole and billiards, there’s plenty of activities for guests to enjoy.“We’re thrilled about this partnership with the Rowdies. They’re an incredible community-focused organization,” notes Brett Decklever, co-owner of Oak & Stone.
ST PETE BEACH CABA (Corey Area Business Association) scored a base hit with its first Corey Ave. Seafood Festival in early February, which exceded all expectations for attendance. St. Pete Beach Mayor Al Johnson and his city manager said they heard no major complaints about the event, other than traffic and a few parking challenges faced by attendees. There are plans in the works for a repeat next year, and perhaps a stone crab festival sometime in the fall. The city will discuss allowing property owners to rent out parking spaces for such events in the future. The street is being closed for the Ides of March, with a St. Patrick’s Party on the 17th and the Sunday Fresh Market on the 18th. New Pedestrian Crosswalks A contractor working for the FDOT is installing new pedestrian crosswalks on Gulf Blvd at 38th Ave and 70th Ave. The road is narrowed to one lane in each direction from 7 am - 4:30 pm. Expect delays.
Sanitary Sewer Pipe System Smoke Testing Program February 20th a company called USSI began to smoke test St. Pete Beach’s sanitary sewer pipe system. Testing the entire City system is expected to take until March 30th. A door hanger with additional information and the schedule will be distributed in each neighborhood two to three days in advance of the test in that area. USSI uses a motorized smoke machine to force non-toxic smoke, manufactured specifically for this purpose, into the pipes. Any breaks or defects in the pipe will be identified by smoke rising through the ground. The smoke should not enter a building however; if there is a dry P-Trap, defective wax seal under a toilet or vents, clean-outs or sump pumps connected to the sewer system smoke will be seen at the defective location. If you see smoke in any of these areas do not be concerned, the smoke is not harmful to you or your pets and will leave no trace or residue. You should call a
plumber to correct the problem. Please call St. Pete Beach Public Works at 727-363-9243 to address any question you have. Honor Walk at Upham Beach The 2018 Brick Campaign ends March 19, 2018. Installation of the bricks will occur early summer. For more information call 727.363.9232 Senior Excursions The St. Pete Beach Community Center has Senior Excursions on the schedule for March. The excursions are a great way for local seniors to travel with friends. All excursions will depart from St. Pete Beach Community Center, 7701 Boca Ciega Dr. All participants must pre-register by Wednesday prior to the excursion. Each trip is $15. Potter’s Precision Imports = Five Star German Car Repair by Peter Roos We have been sharing with you, our Paradise NEWS readers, our recommendation of Potter’s Precision Imports for repair and maintenance of your German automobiles ever since 2014 when Tom Potter had the courage to go out on his own and open his first repair shop several years ago. He had worked on my older Mercedes years before when he was already a Mercedes technician at Gramley’s Automotive. Tom Potter was an ASE certified Master Technician, Mercedes-Benz Master Technician, Mercedes-Benz Master Service Advisor and one of two AMG Specialist while at Crown Euro-Cars Inc. in St. Petersburg. After reaching Mercedes-Benz Master Service advisor, he went on to represent Crown in "Stars of Service Championships" where he was south region winner in 2009. Your response was sufficient to encourage Potter’s to expand from their initial shop with just two lifts and two mechanics to their new faciity, with room for their growing team to work on a dozen cars at a time. Sometimes quality can suffer when your a young business. Not at Potter’s Precision Imports! Tom Potter has been in the local German auto repair industry his entire career. Tom chose Richard Webb, a highly regarded and very experienced service writer, with whom he had worked at a local Mercedes Dealer as his service writer and right hand man. Well known for their honesty and work ethics, Tom and Richard have
built a team of repair professionals with the same kind of attention to detail as they themselves are known for. When they add to their team, they utilize their network of professionals for their referrals to select the best people available. That is what we strive for at Paradise NEWS! Advertisers that we can recommend on an ongoing basis that will take the best care of our readers. We are very excited to note that Potter’s has apparently been taking superior care of all of you. Whether you talk to your German car-driving neighbor or look online, I challenge you to find an automobile repair shop with a better record of satisfying clients. It is helpful that these days you no longer need just take our word for it. Check out Potter’s Precision Imports reviews on Google, benzshops, Facebook, bimmershops or even Yelp, and you will find rave reviews with five star ratings from satisfied clients, many of whom say they will NEVER take their German automobile any where else for service. Some even drive 100 miles for service at Potter’s Precision. Brian Zmich summed it up nicely on Facebook last summer: “These guys are the absolute best! If there was 10 stars on here I would give them that. If you have a German made car Mercedes, BMW, Volkswagen etc you don't want to take it anywhere else but Potter's. These guys are friendly, courteous and experts in car care!”
HHHHH Karen Hickam wrote a year ago
“Honest, Trustworthy, Experienced, Professional, and Competitively Priced are a few words that come to mind when I think of Potter's Precision Imports! Peace of mind too; I know based upon the morals and values of the owner, Tom Potter, that ONLY what NEEDS to be done will be done and it will be done well and at a fair price.” Lots more reviews echo similar sentiments.
Potter’s Precision Imports shop could not be more centrally located in St. Petersburg, four blocks north of 38th Ave N. off 31st St. Do not be confused by the residential neighborhood you drive through to get there. (Turn north just east of US 19 and left on 42nd Ave.) The exact address for your GPS is 4200 31st. St. N, Bldg. F, Unit D, St. Petersburg, 33714. TIDBITS (additional fee for admission ) Mar 31—Tampa Cuban Sandwich Festival St Pete Beach Denies Extension of Paradise Grille Lease City commissioners unanimously voted not to extend the Paradise Grille lease that terminates May 31. Mayor Al Johnson said the city has no complaints with the Grille or its operators. He feels they have done a great job. The lease had become too cumbersome and complicated to administer and needed to be rewritten. The agreement was simply renewed in 2013. During the last 10 years, the Grille at PassA-Grille and Upham began to serve beers and wines. The city wants a new lease, and in order to do that, they had to open it back up for bid. Commissioners agreed to feel that after 10 years, it was time to re-examine lease terms and to see if the current operators were still the best option. Current operators were invited to submit a bid and their “experience will be considered” they were told. Both Grille locations, at 900 Gulf Way and 6850 Beach Plaza, bill themselves as casual, laid back beachside places, offering American-style eats out on a patio, plus live music, a gift shop and a chance to enjoy Gulf breezes. An amazing show of support (estimated at 250 people) filled the Commission chamber in favor of Paradise Grille operators. Other bids are being sought as well. Commission waives cost-of-living increase for Merry Pier Operators In separate action commissioners unanimously agreed to
forgo a contractual cost of living increase (about $1,000) in the Merry Pier operator’s lease ($40,000/yr) due to the ongoing construction that is disrupting parking and access to the pier.

Far Infra-Red Sauna Treatments Nearby at HELIOS HEALTH by Peter Roos Far Infrared Saunas have been around for years, but only recently have become popular in North America. In a far infrared sauna, a moderately fit person can sweat one pound of sweat in a 30-minute session, which is the equivalent of running 2-3 miles. Unlike conventional saunas, which pull sweat out of the body, far Infrared energy penetrates up to 3 inches into the body and pushes sweat out. The temperature of afar-infrared sauna is typically between 90 - 120 F versus a traditional sauna that operates between 180 -220 F. However, despite operating at a lower temperature, you will typically perspire far more in infrared saunas because the infrared energy penetrates your body at a much deeper level. Fat becomes water soluble at 100 F, when it begins to dissolve, move through the blood and finally is removed from the body, resulting in weight loss. Toxins are also eliminated through your skin using lower, comfortable temperatures, for rapid detoxification. Benefits attributed to far-infrared saunas include:
1. Relieves Stress – leaves you f eeling rejuvenated 2. Detoxify Effect – improve health by ridding your body of toxins 3. Cardiovascular conditioning can decrease heart failure & hypertension 4. Alleviates Muscle & Joint Pain great for arthritis & rheumatism sufferers. 5. Weight Loss along with reduced cellulite , especially beneficial for diabetics 6. Improved Immune Function – increase resistance to disease 7. Improved Skin Tone & Elasticity 8. Helps Skin Problems; helps heal scars, burns, acne, eczema, psoriasis 9. Preserves memory function Amy Chillag reported Feb 21, for CNN in the column ‘Staying Well’ that a 2016 study linked frequent sauna use with decreasing risk of Alzheimers and dementia. Dr. David T. Burke includes saunas in his treatments at Emory University Rehabilitative Hospital where he specializes in brain injuries. Dr. Burke was quoted as saying ‘It’s a quick way — 20 minutes, 4 times / week to preserve a brain that has not been hurt.” Zoe & Scott Schriver
Scott Schriver, a Massage Therapist (MA25421), personal trainer, and Zoe (Zo-ee) Schriver, also a Licensed Massage Therapist (MA31664) and Holistic Health Coach with over 40 years of combined experience, are convinced of the benefits. They have recently outfitted several rooms with saunas and showers, and are rebranding their wellness center on 57th St. at 1st Ave. N. (31 57th St. N. 33710) in St. Petersburg as Helios Health. Sauna sessions are being reserved for $20, $30 with Migun Therapy Table, or $200/mth unlimited, independently and in conjunction with massage, therapy or training. “Wellness centers elsewhere in the nation have found regular use of far infrared therapy a beneficial program and we wanted to offer it in St. Petersburg,” said Scott. “It is particularly helpful for diabetics & weight loss candidates with injuries limiting running, trips to the gym or their favorite form of exercise” added Zoe. Helios Health also offers medical, therapeudic, and many
specialty massages, exercise rehabilitation, personal training, holistic health coaching, gait analysis, plus massage add-ons like cupping, reflexology and sugar scrubs. St. Pete Beach resident Sandy Lyman has been strongly recommending Scott and Zoe. “These two are AMAZING,” she said. “I go to them when I am really hurting and they make the pain go away. They take great care of their clients.” To reserve an infrared sauna or discuss treatment with them, call (727) 322-8883 or visit www.ScottandZoe.com.

Trusts & Taxes It’s Tax Season AGAIN by Samantha Chechele It rolls around every year, as regular as Christmas, birthdays and well, tax time!
If you are close to this amount, it is worth recapping the medical expenses for your tax preparer.
For some, filing tax returns IS a bit like Christmas because it involves a big REFUND check. For others, it is a dreaded event, with stress surrounding the record-gathering process, waiting for the returns to be prepared, and fearing that a balance may be due.
The tax deadlines for 2017 tax returns this year are important to remember – so here they are: Business returns – (1065, 1120 and 1120S) - March 15, 2018
To make the process less stressful, or more joyful (if you are one of those who loves to file tax returns), here are a few helpful hints, along with some information about the new tax law that affects 2017 tax returns.
Be as organized as possible. Most tax preparers charge fees based upon the amount of time involved, so the better the shape of your records, the lower your bill, in most cases.
The first step in having taxes prepared is to gather your tax documents. What tax documents are needed? Here is a list of what you probably will need for an individual tax return:
In 2017, there is opportunity to take some enhanced deductions for repairs, losses and cleanup due to hurricane damage. The cost of being displaced may also be includible in this calculation. This is a change from other years where these types of losses were limited.
• W-2 forms from employment • 1099 forms from investments, bank accounts, contract work • 1098 form from mortgage interest for all properties owned • 1098-T form from educational institution for tuition paid • Receipts from charitable donations • Recap of medical expenses • Property tax paid bills • Invoices for new large purchases in 2017, showing sales tax paid • Recap of rental income and expenses • Information regarding sales of assets, like real estate • Paid receipts for hurricane damage repair and related costs

MARCH 2018 | ParadiseNewsFL.com
Also in 2017, the medical expense deduction “floor” has been decreased to 7.5% from 10% of adjusted gross income. What does that mean?
Individual, Trust and Estate Returns – (1040 & 1041) – April 17, 2018 Not for Profits – (990) – May 15, 2018 EXTENDED Business Returns – September 17, 2018 Individual, Trust & Estate Returns – October 15, 2018 Extended Not for Profits – November 15, 2018 Remember, if a return is extended, there is no corresponding extension of time to pay. If you believe you are going to owe a balance, it is better to have your return prepared early, and pay what you are able with the return, to avoid penalty. Don’t let tax season get you down.
In plain language, you may be able to actually receive a benefit from deducting medical expenses if you itemize deductions and if your medical expenses exceed 7.5% of your total income. This is a change from last year where medical expenses had to exceed 10% of your total income to create a benefit.
Chechele Law is here to help, and make tax filing comfortable, less stressful, and maybe even fun! Remember, the earlier you file, the earlier (and usually quicker) a refund is paid, so don’t procrastinate.

Get Real About Property! Should I Use A Lawyer To Conduct My Closing? by Tom Brodersen, Esq.
I recently got a call from a very concerned home buyer. He and his wife were under contract to purchase a waterfront home on one of our barrier islands, for which they were paying nearly $600,000 cash. The closing was being handled by a local title company. The buyers felt uneasy wiring such a huge amount of cash to them, so they asked if maybe they shouldn’t talk to a lawyer. The company assured them there was no need to do that. Wisely, they ignored their advice. After calling my office, they forwarded to me the scanned documents the title company had sent. I was struck first by the fact that the top 4 inches of each and every document was cut off! The signature lines were missing on many of the documents, including the proposed deed. There was no title insurance commitment included, nor copies of the “chain of title,” i.e., the deeds preceding the current owners title.
I was surprised at the number of misspellings in the documents. It was also strange that affidavits were included which are only required when there is a mortgage. I started examining the title. The sellers had created a family trust a number of years ago, and had executed a deed transferring title to that trust. That deed showed the couple as the trustees (which is typical), but it also included a clause reserving a life estate to that couple (giving them the right to possession until after they both had died!). Strangely, the proposed deed did not address the life estate, but rather transferred title subject to reservations of record. This meant the buyers would not have been entitled to possession. It confirmed that they would have had no legal right to move in to the house they were buying!
Of course, the error would have eventually been discovered (likely after the money had passed), but as the sellers live in South America, it would have been nearly impossible to get the deed corrected if they didn’t cooperate. That might have required a complex and expensive lawsuit to fix. The surprises were not over. The title company included a Power of Attorney, authorizing them to make changes to the documents after the fact! This was “to correct any mistakes in the documents!” Obviously, I cannot advise my client to sign those documents. There are no less than a dozen corrections that I will insist on. It’s way past time to clean up the title business. Florida real estate lawyers will gladly lead the way.

Real Estate Innovation Thru Client-Centric Beach Focus by Jim “Property Wizard” Beggins, Broker, Century 21 Beggins Enterprises From the emergence of branded real estate companies beginning in the 70s, to the possibility of artificial intelligence annihilating the career that I love, let’s see if this original “MOM & POP” industry can be saved...or should it be left to continual demise? Franchises were started to give local agencies a chance to compete outside of their office area. These mega companies grew worldwide but forgot two critical points. The “CUSTOMER OR CLIENT IS FIRST” and that “STAYING LOCAL IS CRITICAL!” Agents take business in areas that they know nothing about. Most say that it’s always a great time to sell and a great time to buy as long as the agent can make a commission. Now it seems that agents have little relevance and are being replaced by 100s of disruptors to our industry. Is this inevitable? Yes…Unless…a new model is created that provides real-time, personalized service at affordable prices. Here’s the model that’s worked for my 45+ year career but lately seems to have been minimized: • Agents and their clients must thoroughly understand the goals of the transaction • Agents must strive to know EVERYTHING about the LOCAL market. • Agents must work a specified schedule and be available for clients when needed. • Agents must be constantly trained, coached towards constant & never-ending improvement. • Agents must have negotiators, analysts,
administrators, coaches & mentors dedicated ONLY to clients. • Agents must provide MORE value than the client pays for. If any of the above are not done, our industry will be replaced by impersonal robots. I’m instituting a system with full disclosure, which you can track to evaluate its success or failure. If it works, we all win. If it doesn’t, we all lose. Why would our agents do what most won’t? Because we offer them area ownership with a career path to owning their own business and we coach them to success by helping their clients win. Here’s the plan: My team of trusted advisors FOCUS on 5 beach areas; Pass-a-Grille, St. Pete Beach, Sunset Beach, Treasure Island, and Causeway/Paradise Islands. They learn about every listing, sale, expired listing, for sale by owner, town restrictions and zoning opportunities and share with interested parties, so they can make informed decisions. Property owners get monthly updates about their area. A personality assessment will be offered free to you to compare with the profile of potential agents to maximize compatibility & common goals. We offer a free real time Strategic Pricing Analysis (SPA), featuring 15 properties most like yours showing what buyers CAN PAY, DID PAY AND REFUSED TO PAY. You should always know what your assets are worth. A precise game plan will be agreed upon before we work
together. If you want to save the commission, we’ll help you get a license or provide the option to market your property utilizing our Exquisite Property Auction. We’ll share negotiating tips to get the best deal for your family and handle every detail of the transaction. You’re invited to our weekly “REAL BEACH TALKS, each Tuesday 4-5PM, in person or online at C21wizard.com, to share area specific news. Success is surviving failure after failure with little loss of enthusiasm (Winston Churchill). After well over 4 decades as a Florida broker and a barrier island resident, I’m returning to the core beliefs which built numerous businesses in closely related fields. Under all is the land and the potential clients who live upon it. Pinellas barrier island land is the best value in Florida no matter what economic cycle we’re in. Watch us grow. All the best, Jim “Property Wizard” Beggins, Broker, CENTURY 21Beggins Enterprises, with 10 offices & 400 agents serving Pinellas, Hillsborough, Manatee and Sarasota counties. Since most opinions about real estate can be supported with facts, I will inform you to the best of my ability so you can unconfuse the facts to your personal advantage. I think I can use my “hands on” experience in Florida real estate since 1972 to achieve your desired outcome. Please let me know how I’m doing. good muffins’ when her young coffee house started serving a full breakfast after opening in 2011 just a block and a half west of its present location.
The Urban Dictionary defines a ‘Chill’ person as “someone who does what they feel like doing, not following crowds. Many have friends in all social groups and don’t care who sees them. They know how to have a good time by being who they are and being with their friends.” 24

That pretty well describes Chill’s proprietor, Ruthie, who morphed ‘Steam’ into Chill pretty quickly after finding success with ‘crazy
Almost 3 years have passed since Chill moved to its downtown Corey location, featuring a huge separate kitchen with stainless steel walls, walk-ins, a terrific bar area, a private party room, plenty of free parking, and alternative performance areas. As of this printing, Chill was #3 on Trip Advisor.
Ruthie says she has recommitted herself to making Chill the very best it can be, and feels like it is working. She is now a resident of St. Pete Beach, so she is never far away.
Toast selections, Grouper Hash, an Acai bowl and some creative and fun tater tot dishes for breakfast, lunch and dinner. We brought in Buddha bowls and really had a lot of fun creating our new Spring menu.” Chill serves breakfast until 3 pm! I was recently there for the Sunday brunch buffet that is very reasonably priced at $16.95 and there is a plentiful Bloody Mary & Mimosa bar.
The thing she says she loves most about Chill is the feeling that friends are always coming to eat, she just does not know which ones. Ruthie says “our staff has really made all the difference. Our service team, led by George Smith has dramatically improved. He has been able to attract and keep some of the best hospitality professionals on the beach! And our daytime staff has improved as well. We promoted long time employee and crowd favorite Joe McCarthy to Assistant Manager during the day. The kitchen staff is once again led by Ruthie and they have embraced a culinary team approach. What a difference!
We noticed table tents touting Early Bird specials too. “Yes, that’s new for Chill,” Ruthie said. “We have 5 entrees for $12.95 including steak, shrimp, pasta, chicken and seafood. We also have great pricing on many of our most popular appetizers, including old favorites like the goat cheese terrine and stuffed dates each for $7. The house wines are $4, well drinks are $3 and domestic draft are $3 too… all from 3:30 - 6 pm.” Prime Rib Mondays have also been a tremendous success. It’s a 12-ounce portion served with loaded mashed potatoes and a salad for $16.95. It is offered from 4 pm til it runs out. Ruthie said one week they made 60 POUNDS of prime rib and ran out at 8:15 pm. The next week they made 75 pounds.“It’s just incredible. Monday has become our 3rd busiest night of the week!”Wine Wednesday still has half price wine on almost all their offerings (including what’s on the new wine list) and an incredibly tender 8 ounce Angus sirloin steak for $14.95 with salad and starch.
“They have been able to produce much more volume than EVER before while still maintaining excellent standards. So many of our employees are deeply invested at Chill. They work with love, passion and a sense of ownership. I am so grateful for this incredible team. I am truly blessed” Ruthie continued. Chill’s dinner menu tends toward creative small plates, but also contains numerous traditional entrees to please everyone in your party. For lunch or dinner their Lobster Bisque or Filet tips with a blue cheese fondue are a great start. As always Chill has a solid commitment to vegetarians, vegans and those who are gluten intolerant. A few small plate vegetables include Kale salad, Spaghetti Squash with ratatouille, and a vegetable and quinoa stuffed Butternut Squash. The menu has been recently revamped with a huge focus on breakfast & lunch. Ruthie said that “while the dinner business had more than tripled after their move from Gulf Blvd, the day business had declined. Moving from the ‘breakfast corner’, we had to really find a way to rebuild that piece of Chill.” So she looked at pricing and
menu offerings.“We lowered many of our prices to be much more competitive and added some extraordinary new menu offerings: like Avocado
As for the bar, Ruthie’s daughter, the talented and beautiful Molly is still front & center most nights. Mark, longtime bartender from Jimmy B’s, joined the bar staff and is doing a fantastic job too. Ruthie also talked a lot about her bar prices. “We took a hard and detailed look at this recently. Over the years, with so many additions it had become complicated and some items were underpriced while other drinks were really just too expensive. So, we have completely revamped our alcohol prices and the feedback from our guests has been awesome.”she said. ParadiseNewsFL.com | MARCH 2018

“We try to always be willing to take an honest look at what we are doing right and what’s wrong. The roadmap to our success is feedback from our guests and hard working staff.” When we think about Chill at night we always wonder what entertainment is happening. Ruthie has been diligent in keeping the web site up to date with the variety of music offerings. The latest changes have been the addition of Tony Castellano, local jazz pianist and vocalist to Sunday Brunches and on Tuesday nights, starting at 7 pm. “We saw Tony with the Tomkats and just fell in love with 26

him. He is truly an entertainer playing many standards and has a wonderful vibe.” Wednesdays feature Chello Hollyday trio on the patio. It’s very smooth Lionel Richie-ish. Act 3 Motown phenoms play at Chill March 18th & 25th and April 1, 8 & 25th (2nd & 4th Sundays thereafter) and Carl, local icon piano man is still holding down the weekends. Even Carl’s “Thursdance” ladies night has been a hit. The Seafood Festival was a huge success and the Corey Avenue Business Association has been really innovative in growing the activities on the street. Of course we all love the Sunday Market and the art and craft shows, but talks are underway for a Stone Crab event and just NOW for St. Patrick’s Day we are having
a street party with live music, a corn hole tournament and lots of green beer and dancing. “St. Patrick would even be excited to come to Corey Ave this year!” Ruthie said. From all of us in St. Pete Beach and beyond, we congratulate Ruthie and her team at Chill for their continued success. PINELLAS FLOOD INSURANCE FEMA & NFIP UPDATES Affecting Businesses, Homes, Condos Story by STEVE TRAIMAN
28
MARCH 2018 | ParadiseNewsFL.com
N
New coastal flood modeling maps by the Federal Emergency Management Agency (FEMA) may affect owners of properties susceptible to flooding from the Gulf, Tampa Bay and inland areas near waterways connected to the Gulf or Bay. FEMA has advised Pinellas County that its Flood Insurance Rate Maps (FIRMS) are being revised. Preliminary maps will be available soon. Flood map development is still in progress and FEMA has not yet made available preliminary maps intended for review. Pinellas County will make those maps available to the public online at Pinellasegis.maps.arcgis.com/ apps/MapSeries/. The new maps will include a new Coastal AE Flood Zone (see sidebar story) At the same time, the White House’s Fiscal Year 2019 budget calls for structural reforms to the National Flood Insurance Program (NFIP), which in recent years has had to borrow more than $40 billion from federal taxpayers to pay its claims. The just-released budget reiterates the administration’s support for a set of reforms first proposed early in October 2017 by Office and Management and Budget Director Mick Mulvaney that “would ensure the continued financial stability of the NFIP while maintaining affordability for low-income policyholders, and expand the private market to get the Federal Government out of the flood insurance business.” Under Mulvaney’s proposal, FEMA would have authority to discontinue NFIP coverage for extreme repetitive loss properties following future losses. Starting in 2021, the program also would phase out coverage for commer-
cial properties altogether, while no policies could be written for new construction inside a special flood hazard area.
Flood Insurance Background Jake Holehouse, Vice President, Business Development, Heritage Property & Casualty Insurance, Clearwater, gave Paradise News some valuable background. He notes, “Prior to 1968, typically flood insurance was included in a standard homeowner ’s insurance policy. However, with massive losses the insurance industry began excluding flood as a coverage. That allowed the formation of the NFIP to begin providing flood insurance coverage. “The flood insurance program did very well in terms of staying solvent from 1968 until 2005 when Hurricane Katrina devastated Louisiana with a significant amount of flood damage, leading to billions of debt for the NFIP. Congress passed the Biggert-Waters Act in 2012 to provide solvency to the program with unforeseen consequences of massive rate increases. You then had Superstorm Sandy load on more debt to the program, creating a need for additional rate increases. “With rates going up and better technology, private markets became more interested in writing private flood insurance. When flood insurance rates were in the $500 to $1,000 range for a standard slab on grade ranch style home in an A zone, there was too much risk for the amount of premium being collected. Now that flood insurance rates are in the $2,000 to $3,000 range, it becomes a very profitable venture to offer private flood insurance.
New FEMA Flood Zone Should Not Affect Rates “When FEMA completes a new Coastal Flood Zone Map Study for Pinellas this spring it will add a new wrinkle to your flood risk analysis with the inclusion of storm surge estimates,” according to Dolores Glass, Senior Communications Manager, Wright Flood. She told Paradise News, “This creates a new Coastal AE flood zone designation to help property owners better understand their risk of flooding.” “At the coastal water line is FEMA Zone VE — at highest risk and subject to the extremely damaging velocity of wave heights greater than 3 feet. Stringent flood mitigation building codes require raised living spaces with unobstructed areas below. Further inland is the traditional AE Zone that is subject to minimal storm surge, but remains a high risk for water damage. Building codes require flood mitigation features like flood vent openings in crawl spaces. The most inland areas are Zone X to indicate where there is a moderate-to low risk for flooding. While the X zone may designate a property as a lower risk, FEMA statistics show that one in five properties may still suffer a flood. “The new Coastal AE zone is the area between the VE and AE zones, as shown in the accompanying image. This new zone is still at high risk as it is subject to significant damaging wave heights of 1.5 to 3 feet. Communities that adopt stronger flood mitigation
and building construction standards in Coastal AE zones may earn a flood insurance premium discount for all residents in that community that build more resilient structures.” Adds Sean Tobe of Brown and Brown Insurance of Pinellas, “Whenever new FEMA flood zone maps are issued, property owners should turn to their insurance agents and re-evaluate protecting their property and financial security. “A low cost Preferred Risk policy is recommended for Florida property owners to be protected. It doesn’t take a hurricane for it to flood on your street in Florida and it also doesn’t take the President to declare an emergency for the (NFIP) flood policy to help you recover. “Most important, no additional premium is currently planned for the new Coastal AE flood zones. In fact, any barrier island community can earn a mitigation discount for every flood policy and make their communities safer— if they enact stronger flood mitigation building codes for the new Coastal AE zone.“ For more information follow this link: Coastal AE Zones Frequently Asked Questions or search the www.FEMA.gov website for Coastal AE Flood zones. Sean Tobe can be reached at 727-450-7123 or Stobe@bbpinellas.com. To find a flood insurance agent near you, contact Wright Flood at 866-373-5663.

From a flood zone standpoint, in Pinellas County we see flood zones A, V or X. A and V have a mandatory purchase requirement from a mortgage company and an X zone is an option purchase but flood insurance is still highly recommended. One of the key elements of flood zones is understanding that the flood zone is different than the evacuation zone. FEMA just announced a remapping of Pinellas County that will include a new AE Flood Zone (see accompanying story).
Challenges Still Ahead Holehouse sums up, “Flood insurance continues to be a challenge at the federal level. Congress continues to just use short-term extensions. The challenge here is that uncertainty is still faced in the marketplace about what the future looks like for the flood insurance program. “However, based on the proposed Senate Bill called ‘The Sustainable, Affordable, Fair & Efficient National Flood Insurance Program (NFIP) Reauthorization Act’, I am optimistic about the future of the flood insurance program. Two highlight points are the continuation of grandfathering flood insurance premium rates for existing structures and providing rate caps at 10% per year.
“From a private market standpoint, these markets in flood insurance continue to grow. It is estimated that approximately 70% of Floridians with flood insurance would receive a rate savings by moving their insurance policy into the private market. “The challenge that we have on the barrier islands is that many of our homes are in the 30% without a savings as we are the most likely to be affected by a floodtype event. However, we are seeing thousands of homeowners in the coastal areas of Pinellas County receiving a private flood rate savings as there are approximately 12 private market flood companies actively writing business today. For more information, Holehouse can be reached at jholehouse@heritagepci.com or (727) 470-5177.

Florida’s Favorite Novelist Visits the Islands
by Tricia Leimbach
Just as Jimmy Buffett put Florida on the pop music map, Tim Dorsey has been writing about his beloved Florida a book a year for 20 years. And not unlike Buffett, he has quite the following. This year’s title “The Pope of Palm Beach,” is similar to his last 19 extremely successful novels; it follows the adventures of his famous partners in crime, Serge and Coleman. Serge’s role is to catch the “bad guys” with some antics that could describe him as a bit insane. Coleman goes along for the ride as a self-proclaimed “stoner.”
The Pope of Palm Beach is a bit more sentimental than his other books in that it focuses on his hometown of Riviera, a small town in Palm Beach County, Florida. There has been talk of movies or television series but it’s not the main goal. Dorsey seems perfectly content to wander the state he loves so dearly while entertaining many along the way. Over 40 fans stood in line to have their book signed in Madeira Beach, each telling him in their own way, how very much they have enjoyed each book and implored him to get started on number 21!
www.timdorsey.com
(or heavy pot smoker if you will).
Dorsey brings in quite the crowd when he comes to town for a book signing as he did last month in Madeira Beach and St. Pete Beach. His stature is as giant as his personality and if he ever decided to give up writing crime novels, he could make it as a comedian. Unlike some authors who decide to just throw in the towel one day and give writing a try, Dorsey plotted his path since his first gig as editor of The Auburn Plainsman. After graduation, he carefully plotted his path as a police reporter in Montgomery, Alabama, and then on to the Tampa Tribune. “I always knew I would be a novelist,” says Dorsey, I just decided working as a news writer would give me good training.”

Paradise NEWS is the only glossy, full color magazine being MAILED to EVERY ACTIVE ADDRESS on the south barrier Islands, so if you were a full time realtor wanting to market your services, odds are you would want to have an ad in the Paradise NEWS 10 times each year. If you have listings, you would have at least the most important ones pictured in your ad. Those photos over time make it pretty easy to identify who has the most current experience marketing a home like yours. Most real estate offices tend to be pretty local in the type of homes they list and sell. If you wished to buy a home somewhere else you could ask for an introduction to a realtor in that area by someone you know here. We are lucky enough to have a number of local realty offices advertising with us.
Baird Realty Group in St. Pete Beach 727-360-4900 comes 1st alphabetically, although their ad has long graced our back cover. Always have a nice selection of homes & condos listed from Inger Baird’s 55+ condos at Five Towns from the low 60’s to waterfront beach homes with heftier price tags.

Jim Beggins, the broker at Century 21Beggins of St. Pete Beach 727-254-8144 writes a monthly real estate column in Paradise NEWS and hosts a Tuesday afternoon real estate info session from 4-5 pm at his office at 5050 Gulf Blvd. in St. Pete Beach. His sales team covers St. Pete Beach while his son Jeff oversees the nine other Beggins Century 21 offices in the Tampa Bay area. Chris Robison is the broker/ owner at Compass Real Estate & Compass Rentals, 27-867-0161 located at 5901 Sun Blvd. #105, next to the Boardwalk Restaurant at Isla Del Sol Shopper’s Village. They are “Isla Del Sol Experts.” It is easy to remember Teresa Kelley Brownell’s email address. The ‘busy blonde’ is everywhere her clients want her to be. She used to be the affordable condo expert at the Sylvette and elsewhere, but these days her listings are a cross section of the places buyers are looking to be. Call 727-692-5931.
Frank Hurley & Associates 2506 Pass-A-Grille Way St. Pete Beach, FL 33706 (727) 367-1949
The Coldwell Banker team that has been steadily active since before Paradise NEWS began is Joy Hyland 727-458-4782 who works with her son James Assenheimer. 727-458-4825 With decades of local experience, they always have interesting listings on the beaches and in neighboring communities like Pasadena Yacht and Country Club, near Stetson & the Bayway. Frank Hurley & Associates Real Estate is the longest serving office on the beaches. Working from their 26th Ave. location on Pass-a-Grille Way, the Hurley’s have long been folks to see for Pass-a-Grille real estate and rentals. While others have been competing for the prized tiny parcels of land, the Hurley folks know St. Pete Beach like the back of their hands. Call Sean 727-367-1949. Introduced on our cover in December, Realean Real Estate founders Lisa and Kevin Cahill are busilly building their lower cost real estate concept. (727) 755-1995 By far the most prolific of our recommended realtors, our ReMax offices own the first advertising spread and often the center spread of the magazine as well. They have been filling at least 3 pages with active listings in every issue. Our inside front cover ad comes from the ReMax Metro’s 153 107th Ave. Treasure Island office, which also spawned the Byrne & Brylinke team that advertised Dolphin Bay as well as other listings with us last year.

Allison and David Estabrooks concentrate on St. Pete Beach, Isla and the Bayway. The Salamone Group from the Remax Metro Bayway office is in its 25th year of helping people buy and sell luxury, waterfront, and investment property from downtown to the beaches. They did a beautiful 2-page year-end review of 2017 in our December issue. If you have any idea of selling your home in the next decade, you should be seriously thinking about doing it now while sales prices are at their peak and interest rates are low. We sincerely appreciate all of the fine realtors in our area, whether we have had room to mention them here or not, and their contributions to the success of our real estate market over the years. We are glad we have also been able to contribute to their success. Here are the ones we know the best and how to reach them. If you want another opinion or an idea of what your house could sell for today, we suggest you contact one of them. PN

Keep America Beautiful’s Great American Cleanup is the nation’s largest community improvement program taking place annually from March 1 through May 31, involving an estimated 2.8 million volunteers across the country. Tampa Bay Watch sees the Coastal Cleanup as an important way to help clean up human-generated trash in the park as well as marine debris that floats onto the shorelines from Tampa Bay and Gulf of Mexico. Mastry’s Brewing Co. on St. Pete Beach will offer a post-event St. Patrick’s Day party for cleanup volunteers! The special of 50% off up to three beers is valid from 12 pm to midnight on Saturday, March 17; located at 7701 Blind Pass Road, St. Pete Beach, FL 33706. Register as a cleanup volunteer at http://www.tampabaywatch.org • Skyway Fishing Piers • Cunningham Key/Tampa Bay Watch • Fort De Soto Park • Coffee Pot Bayou
Successful Mono Cleanup Thank you to our volunteers who worked to prevent entanglement threats Thanks to our 18 volunteers that braved the fog last month to carry out a successful 3rd Annual Skyway Mono Cleanup by boat! Thank to the Audubon Florida for partnering again in this year’s effort. Removed 25 pounds of line & tackle from the South Skyway Fishing Pier, an estimated 4,750 feet of fishing line, 196 pieces of tackle, and 230 hooks. Removing this material helps to decrease entanglement threats for birds at the pier. An entangled pelican was also encountered during the cleanup- it was rescued, line was removed, and it was released! (above) ParadiseNewsFL.com | MARCH 2018

By Captain Mark & Dylan Hubbard 727.393.1947 John’s Pass Boardwalk, Madeira Beach HubbardsMarina.com
Hubbard’s Marina has crabs and the sheepshead are loving it! Fiddler crabs make killer sheepshead candy, plus they work super well offshore for hog fishing too! Also, mackerel are making a comeback to the area. Bait is getting thicker and more common. The spring fishery is around the corner. If the weather continues to stay gorgeous, snook should start heading out of the bayous and rivers into the passes soon. Their spring push to the beaches that makes snook fishing in the passes more likesnook catching and you can hook a monster snook using the right bait or lure. We’re starting to see the bait near shore from 30-50 foot of water and the mackerel are showing up to work the bait. Kings are just now starting to dribble in but the next full moon should bring a pile of macks and kings and the spring run should be starting early in March if this weather pattern holds true. Don’t forget about the deep water grouper closure of the shallow water grouper complex. This means you can’t keep scamp grouper, red grouper, and others caught past 20 fathoms (120 foot). On their 12-hour extreme and 39-hour trips they are fishing past the ‘fence’ (see NOAA NMFS website) for the mangroves and other snapper and then ducking inside the fence to find some red grouper to keep. The tuna bite is still going well out
there, but they are definitely spread out right now. Jig head Ed caught the first huge kingfish in a long time, reeling in his flat line as the boat was pulling anchor on the 39 hour this in mid-February. Want to win a FREE 10-hour all day or FREE 5-hour 1/2 day at Hubbard’s Marina? Join Captain Dylan Hubbard for a great seminar at Bass Pro Shops Tampa Saturday March 24 at 2pm! Hubbard’s Marina Sea Adventures, Tampa Bay Ferry and Taxi, and the Madeira Beach Water Taxi are all now powered by Honda Marine! If you come visit us for a dolphin tour, sunset cruise, Egmont Key island trip, snorkeling, shelling, water taxi ride or any type of ferry or pleasure cruise trip then you will be riding a boat powered by Honda Marine! These new motors look great, are super quiet and are great on fuel economy! Hubbards also offers all types of unique private charter fishing options, plus they are the only ones in the area that can accommodate groups of 7 or more on our private charter fishing trips out of Johns Pass Madeira Beach. They have four custom-built private charter fishing vessels at Hubbard’s Marina that can be privately chartered for you and your group’s fishing adventure. For further information visit www.hubbardsmarina.com or call (727) 393-1947.

by Sarah Lyons - Sirius S Syst ǯ ¢ ǯ ȱȊȱŝŘŝǯřŚŝǯŚŝřŝ “Get Sirius S about Yo Your Futurre”
Astrology - March 2018 The Full Crow Moon in Virgo on March 1st peaks the themes from last month’s lunar cycle that began with the mid February new moon eclipse. Now, the results of that cycle will unfold over the next two weeks. On March 6th, trickster Mercury and lovely Venus move on to dynamic Aries just hours apart. Watch out for seeing things the way you want instead of how they really are. Decisions made hastily may bring regret. Love that is rushed into prematurely may actually have obstacles and setbacks. The same goes for impulse buys; or you may end up returning the purchase. The New Moon in compassionate, psychic Pisces on the 17th alongside Chiron, initiates the next lunar cycle; and brings an element of healing into play. As we begin to sense and understand issues on a deeper level, a new course of action can begin to repair and correct affected areas in our lives. Creativity in most any form is a wonderful medium for this expression as is psychoanalysis. Also on the 17th fiery Mars visits ambitious Capricorn to give us all of the self-control and self discipline to take on any task! The Vernal Equinox, when the Sun enters enthusiastic Aries on the 20th, brings the first day of Spring! This is an action-oriented energy to propel us forward as it does the season! However aspects to practical Saturn can certainly slow things down a bit. And speaking of slowing down, on the 22nd Mercury stations retrograde in impulsive Aries for the next three weeks. It is time to regroup and release, as we review our current positions in all areas. We must try to be patient during the process before we can move forward next month. On the 31st we welcome the Full Pink Moon in relationship sign Libra, which is the second full moon of this month; also a blue moon! This lunation has a dynamic element of action with whatever matters that surface at this time! Fairness and practicality are included in any decisions which will surely transform and bring radical changes! Venus visits steadfast Taurus also on the 31st, bringing stability to emotional and monetary areas as we close the month.
