LETTERS TI Causeway Bridge Situation I read your story on Treasure Island's Future and was dismayed by the omission of several facts. You got your information from Reid Silverboard, so I understand the confusion. He is responsible for several lawsuits leading to the terrible financial situation that Treasure Island is in now. First, Treasure Island traded a piece of beach that the city of St. Petersburg now owns for the access on Central Ave. from Park St. to the bridge so they could build a toll booth in 1937. None of the toll money was saved to eventually replace the bridge. When the bridge had to be replaced (former Mayor) Mary Maloof asked Congressman Bill Young (Head of the House Appropriations Committee) for money to replace the bridge. He said he would get the money for the bridge on the condition that the tolls be abolished. Reid Silverboard says this was a gentlemen's agreement and since nothing is in writing and Bill Young is dead we now need a toll booth. The city leaders of Treasure Island realized they had an expensive access (Central Ave. from Park St). to maintain. They tried to get the City of St. Petersburg to trade back the Beach property. The City wisely said no way. The people that read your magazine need to know the facts. If you talk to any long time residents or Mary Maloof you will get the same story. Sincerely – Sam Scifres I found of interest your April article on the Causeway Bridge. It seems that City Manager Silverboard had failed to share what I consider to be the most important aspect of this matter, namely that the contract between TI and the Feds prevents the reinstatement of bridge tolls. I have concluded that legally such an agreement remains effective to date. To enter into a contract one side makes a promise and acts on it while the other side makes a promise and action in response, which is considered to be the

legal consideration to create a binding contract. Here the Feds promised a very substantial grant of $50 million to build a new bridge with the stipulation that there would be no future tolls. The City acknowledged and agreed to the stipulation by formally adopting City Ordinance 07-12, which is pertinent, says: “WHEREAS, pursuant to the Federal grant the city promised to forego the collection of any future tolls….”. Accordingly no further tolls were collected and the Feds supplied the $50 million. The City is no more in a position to act in violation of this contractual obligation than is the Federal Governmen likely to demand repayment of the $50 million. The City understood these conditions on September 24, 2014, when it wrote to the Federal Government informing it of their proposal to reinstate tolls, and requesting the Feds to grant approval and permission for this substantial change in contract terms. In order to obtain the right and authority to reinstate tolls, I am of the opinion that the City would need to obtain the specific approval and permission from the Feds, which is unlikely to occur. The City does NOT currently have the authority to reinstate tolls nor revoke its ordinance entered into pursuant to its contractual obligations with the Federal Government. - Frank N.Yurasko, Esq Past President Yacht Club Estates Civic Association Thank you so much for including so many events at the Museum of Fine Arts in the new issue. PUBLISHER’S LETTER What a difference a year makes. Time seems to be moving faster than ever, however, when one looks back, even a year can seem like a long time ago. The May 2015 issue of Paradise NEWS included a 1-page-story about Carl beginning to perform at Chill, and a TidBit item about Fortunato’s soon to be stocked Italian Market. Our cover subject retired Disney Legend, artist Al Konetzni was turning 100. Sadly he didn’t make it to 101. Maudie Gurak was luckier. There was a paragraph about a bar called Greenbacks planning to open. A third venue since then is now in that location. Last May we were welcoming Joyce LaFray as our new food editor. In January, we eliminated our black and white section. This month we converted another 16 pages to glossy paper. In February we added Margaret Fuesy, a new marketing and public relations representative. This month we added a second marketing representative, Eileen Brock, to help us grow into downtown St. Petersburg and elsewhere. We have already expanded our rack and stack distribution in downtown to include restaurants like Ricky P’s, Hofbrau Haus, the Locale Market and Fergs, shops like Happy Feet and Florida Jean Company, hotels like the Hilton, Vinoy and others, salons, Drs. Offices, museums like the Fine Arts, History, Morean, Craftsmen, the Holocaust and many others. We are beginning to mail more often into 33701 - 33704 carrier routes as well, aiming at the highest socio-economic addresses in each zip code. If you do business with anyone you feel could benefit from exposure in this incredible 20+-year-old community News Magazine let them know about us. Send them our web address www.paradisenewsfl.com or send us theirs, or both. Last May the Sheriff advertised their Emergency Access Permit that most of our readers will need to return home after an evacuation. Throughout this issue you will find reminders to be prepared. Hopefully we will have a quiet storm season, but we do live in flood prone areas and it makes good sense to have a plan. Water safety is serious business here in an area where more accidents and deaths occur on the water than anywhere else in the world. Our feature writer, Steve Traiman has summarized the story about safety on the water in his own way, and we have paired with a number of our service providers in the area to help us all understand the need for water safety. SeaTow is doing more than their part by providing loaner life preservers. It is up to you to know you have enough to make everyone on your vessel safe. Speaking of safe, if you are a boater, a SeaTow membership is worth the investment for peace of mind alone. In this issue you will find a special offer for Paradise NEWS readers to save $20 on your first annual membership. As always, we thank you for reading Paradise NEWS. We do all this work just for you. Let the businesses you deal with know you are a Paradise NEWS reader. Bring one of them this copy when you are done with it, and suggest they look into advertising in it. If they already advertise in it, please thank them for bringing you so much entertainment each issue. Enjoy your May issue while you prepare yourself for hurricane season. Peter, Renee and the growing group that strives to bring you a new improved issue of Paradise NEWS every time, in print and online.

Celebrating

10th

Anniversary in August!

“From the Middle Grounds of the Gulf of Mexico just 100 miles offshore from Treasure Island, they bring their catch straight in daily, the best fresh fish you can get close to…. Their steaks are wet aged and superb as well, definitely a local spot not to be missed.” The Coover family transformed their business from a pancake house to the best seafood and steakhouse in the area. That was nearly 10 years ago. They will be celebrating their 10th Anniversary in August! In season they have a 2 hour wait for a table, even tourists know from word of mouth it’s the place you can’t miss when in town. With high season winding down we now have our community back for a little while and Middle Grounds Grill is the place to venture out and get re-familiar with

some of the local gems in our community. Same amazing menu, no 2-hour wait and the best seafood available from the Middle Grounds of Florida. It’s where the name comes from and the actual Middle Grounds is an ancient reef system in the Gulf of Mexico. Daily catches include fresh local Black Grouper, Red Snapper and Wahoo for example. The fish is fresh daily, the service is impeccable and the décor is inviting and sophisticated. Yes, a local find with amazing food and ambiance that you will want to visit over and over again. It’s a local family doing it right. * Early Dinner Menu $12.95 * Full Liquor Bar * Daily Happy Hour 10925 Gulf Blvd, Treasure Island, 33706 727-360-4253 www.middlegroundsgrill.com

RUMFISH FOR DINNER AND A SHOW …AND MORE.

his humble, easy going personality. In his early 60s, he's as nice a guy as you can meet. Menus are backlit which makes selections easy to read since lighting is subdued to highlight the fish, but there's also an extra light on each table. No doubt, seafood is the focus here. It's an ideal venue to set sail on an expedition to sample a pleasing variety of culinary delights. Start your meal with one of their famous cocktails. "Fish Tanked" is a great choice with its Sailor Rum and fresh tropical fruit flavors. A few sips and before you know it, you will hear the waves lapping on the sand and the sound of a steel drum band. You have the idea... We began our meal with blue crab bisque, freshly prepared with cream, thyme, and seafood herbs and spices, laced with a touch of Sherry. Warmed rolls spread with their hand-rolled fresh butter are perfect for dunking into the rich bisque.

In the mood for more crab, we order the blue crab cake. Truly, this is one of the best on the beach. It's real crab, made Maryland style with little filler, served with a light remoulade and tender pea tendrils. A gustatory delight to be had. Firecracker Shrimp is a spinoff on the Bonefish Grill version, but the breaded shrimp were quite small. I feel large (21-30 to the pound) would enhance the dish along with some originality on the presentation, though the chili-garlicky sauce on the crunchy crustaceans could not have been tastier. Other appetizers offered include oysters, mussels and a bevy of seafood choices. There's a fine selection of entrees, including lobster Mac with lots of lobster according to our waitress, fresh local grouper, a lovely seafood brochette with a unique presentation, NY strip steak and chicken. But for us, the hands-down winner is the Gulf Shrimp with Stone Ground grits, known to many simply as "Shrimp & Grits. If you haven't ever had a version of authentic southern shrimp and grits (I tried seven versions alone in Charleston!), Rumfish's is tops! Large shrimp laced with luscious Tasso ham, caramelized onion, a touch of pickled veggies placed over perfectly prepared grits. It's obvious that the chef and kitchen staff have a desire to make the food special. 14

The Bouillabaisse (“BOOL-yuh-BAYZ”), a special seafood stew that originated in Provence (ah, I can smell the Lavender whenever I say "Provence"!) is not as large as one might expect, but is nicely presented with lobster, scallops, four tiny tender Pei mussels (often the smallest are the sweetest!) and other seafood in a saffron-tomato white wine sauce. Nothing quite as savory as a saffron sauce, that luscious orange-yellow flavoring made from a small flavor popping crocus. Though we are thoroughly satisfied with our choices, and very full, the dessert menu was beyond tempting, so we order the molten chocolate lava cake with a delicious scoop of salted caramel icing. Piercing the cake with a fork brings forth a waterfall of warm chocolate sauce. Our other choice is a carrot cake bread pudding, warm and moist, just perfect with a cup of fresh-brewed cappuccino. There's a tempting wine list and a few dozen by the glass, but tropical drinks (especially those infused with overproof rum) are the focus and the handiwork of a true cocktail aficionado. A drink titled "Fish Tanked" is prepared with Sailor Jerry rum and a great way to sail off to serenity or to celebrate the night. Rumfish, for certain, is a Dinner with a Show, one you won't forget. One of our least pretentious beach eateries, a relaxed, fun place to dine near the beach. PN

St. Petersburg Golf Club Celebrates NINETY YEARS OF OUTSTANDING GOLF by Peter A. Roos There is an amazing 90-year-old private golf club in our area, tucked away, just north of 54th Ave. S. (the Pinellas Bayway) near Boyd Hill Nature Preserve, offering a peaceful, shady round of golf. St. Petersburg Country Club opened as Lakewood Country Club in 1924, widely recognized for having 18 exceptional holes of golf, where golf legends, such as Sam Snead and Ben Hogan, have left their footsteps. The golf course architect, Herbert Strong, was a former professional golfer of the Royal St. George’s Golf Club in Kent, England. Golf enthusiasts will truly enjoy this championship course, which is absent of parallel fairways, allowing for fast play and the pleasure of solitude; where members may also walk anytime. The club features full practice facilities, including a driving range, an 18-hole putting course and a practice chipping green. The course’s golf professionals organize games daily and offer private lessons. Tennis is also popular at SPCC. Six of their eleven Har-Tru coated courts are lit for night play. You are invited to join their tennis team at St. Petersburg Country Club! Summer is especially fun for the whole family with their Junior Olympic Size swimming pool recently renovated and Summer Camps for Golf, Tennis and an All Day Fun Camp. They also sponsor their own kid’s competitive swim team. According to Christy Dollins, club member and events sales representative, “We are in the midst of our summer membership drive. Treasure Island Across from Treasure Island City Hall at 127 108th Ave., there is a new healthy juice bar called Organic Gardens offering coffees, teas, and healthy shots. Jason Jansson says his new place is a not-for-profit 501C3 offering Herbal Teas, herbal pain relief, garden supplies, healthy snacks and natural remedies, with all profits going to homeless veterans of Pinellas County. One block south there is a new management team at what used to be known as the Treasure Island Tap House and a few other names over the past few years. The new name is “Captain Bill’s Beach Kitchen” and the elderly gentleman we’ve seen hanging around bares a strong resemblance to “Crabby” Bill, John Louder & Debi Faust (whose family owns the Undertow) have teamed up in an effort to make the place due south of the clock tower a culinary and financial success for the first time in years. Next door, ReMax Metro Real Estate had a good year. Agents like Shawn Byrne and Jimmy Brylinke, (pictured below with broker Lou Gotto), who won a ReMax Chairman’s Award for doubling their team’s sales volume between 2014 and 2015, contributed to the firm’s success.

by Peter Roos St. Pete Beach St. Pete Beach City Commission voted in April to withdraw their CRA application and address some of the county’s issues before reapplying in October. Admittedly, Mayor Lowe was asking for a lot, including funding for the city’s new library, but county commissioners objected to the very idea of a CRA on a ‘flood prone’ barrier island, and suggested Mayor Lowe solve her city’s problems by raising fees and taxes, (which they feel are too low compared to millage rates paid in other parts of the county) amongst other recommendations. The County has already approved using CRA funds for flood prone areas of Gulfport and for the St. Petersburg Pier. How about the needy older beach communities, the proverbial goose that continues to lay golden eggs in spite of the condition of its nest? The county does not seem to understand that the taxes paid based on the beach’s land values and insurance costs in the high risk zones already makes living here almost cost prohibitive. Think of the families who bought their homes 20-30 years ago and retirees who have been here even longer. Some of our beach communities are old and tired. Many of the structures built at grade will have to be raised and rebuilt to FEMA minimum flood elevation specs in coming years. That is what the county wants to have happen, so to encourage newcomer prospects to see the area as alive and progressive, it seems to make sense for the county to share incremental tax revenue for infrastructure improvements that

will improve the tourism experience as well as life on the islands. Examples are a sewer system that works and keeps rainwater out, wider sidewalks, safer bike lanes and elimination of overhead wires. The residents have sacrificed for ten years to defend the city’s right to have its major resorts redevelop their older structures a bit taller in recognition of increased land values. The taxpayers were charged $2 million for legal fees, fighting for a comprehensive plan that included a CRA. They expected the CRA would help them replace some of the funds the city used on lawyers instead of infrastructure. The residents will also be the ones who are most inconvenienced with the noise and congestion during construction of new hotels and their parking structures. TradeWinds Island Resorts, the Official Beach Resort of the Tampa Bay Rays, are inviting baseball fans to head out to the Guy Harvey Outpost in St. Pete Beach for fun-filled, family-friendly ‘away’ game watching parties. Beginning at noon, $10 parking will be available at the Guy Harvey Outpost and at the neighboring Island Grand (while available - disc. from $20) Sundays: June 5 – 2:10 pm – vs. Minnesota Twins July 10 – 1:35 pm – vs. Boston Red Sox August 14 – 1:05 pm – vs. New York Yankees September 9 – 7:05 pm – vs. New York Yankees October 2 – 3:05 pm – vs. Texas Rangers ParadiseNewsFL.com | MAY 2016

St. Petersburg On May 3, 2016, Sketch and Sip opened its doors at 1010 Central in the EDGE District. Offering step-bystep instructional painting classes, Sketch and Sip has been in business near Brandon for 7 years. Owner Patty Sisco says. "Our mission is to spread art throughout the community, so we are excited to join an already vibrant art community and contribute to the district and area, as a whole." Sketch and Sip's Brandon area studio accommodates 40 people per class and frequently sells out. Its new space in the EDGE fits twice that number of guests. With Pinots Palette at 1572 Central Ave., Painting with a Twist at 2527 Central Ave., and Grand Central Stained Glass, 2401 Central Ave., there are quite a few after work art classes being offered just west of downtown.

The Thrillist recently acclaimed St. Petersburg as one of the Best US Cities to Spend a Weekend. The group examined 300+ American cities, with populations over 90,000, in terms of food, culture, museums, outdoor activities, transportation, and many other indicators, to develop a list of the top 25 must-visit destinations. "St. Petersburg is quickly becoming the East Coast's answer to San Diego: a place once known for its impeccable beaches that's now the cool, smaller city with great beer, innovative food, and far fewer people to share it with than its larger neighbors," writes Matt Meltzer. Other major cities include New York City, San Francisco, Seattle, Portland, Philadelphia and Chicago.

The Coliseum ballroom opens its oak dance floor for everything from ballroom dancing to corporate functions. Built in 1924 & purchased by the city in 1989, the historic Coliseum has undergone extensive renovations, making it one of the Tampa Bay area's most unique multi-use facilities. The Coliseum is located in downtown St. Petersburg in the local historic district. Over 800 parking spaces are within convenient walking distance. The architecture and ambiance the Coliseum provides makes the facility flexible and an exciting place to host your next event. Groups up to 1,800 can be accommodated. 2016

Cownose Rays

Have Arrived! Cownose rays prefer shallow, brackish water like Tampa Bay, but tend to swim at the surface, reducing the risk of humans stepping on them. They are known to school in large groups to migrate great distances, as seen in above picture taken last weekend near Venetian Isles in St. Petersburg. Their tile-like teeth are ideal for crushing crustaceans and mollusks, as well as small invertebrates and bony fish. Source: flmnh.ufl.edu, Photo credit: Tim Flanagan 20

A tropical falcon version of a vulture, the Crested Caracara reaches the United States only in Arizona, Texas and Florida. The bird is classified as "threatened" in Florida. A common subject of folklore and legends throughout Central and South America, the Crested Caracara is sometimes referred to as the "Mexican Eagle." Although it looks like a long-legged hawk and associates with vultures, the Crested Caracara is actually in the same family as falcons. Source: allaboutbirds.org

Hurricane Season

FROM THE DESK OF SHERIFF BOB GUALTIERI

Begins June First

Be Prepared

Hurricane season begins June first which means it’s time to dust off our preparation plans. Every year thousands of Floridians are affected or threatened by tropical cyclone activity. This year is no exception. Experts are predicting a more active season this year compared to last year with the waning of El Nino. This change in the Earth’s climate is due to changes in ocean currents that occur in the Pacific. These changes create weather patterns that draw tropical cyclone activity to the Atlantic basin where we are in Florida. Pinellas County is particularly vulnerable because we are a peninsula on a peninsula. Being completely surrounded by water creates unique hazards for us where we need to run from the water and hide from the wind when a tropical event threatens us. Being prepared is the key to being safe. In preparation, the City of Seminole community leaders are taking a proactive stance to help keep you educated and informed of what options you have in case of an emergency. This stance involves several community informational seminars that will be engaging and informative. The first seminar was hosted by Patrons Insurance of Seminole in April. The Featured Seminar will occur on Saturday May 21st at 9:00 am at the Seminole Community Library located at 9200 113 Street. Julie Philips, Grand daughter of Seminole’s Dottie Philips and Meteorologist with WFLA StormTeam8, will present an informative and expert look at Hurricanes and Tropical Storms. Julie is a highly respected local authority in her field that has already covered several very significant weather events in our area. In addition will be Brad Dykens who will share life saving and property saving tips that will help protect your household in an emergency. In addition to gathering necessary supplies like water, nonperishable foods, a flashlight, extra batteries, a first aid kit and medications, we remind beach community residents, this month, to make sure they obtain their Barrier Island Re-Entry Program Emergency Access Permits. As many of you may remember, early last year our office created and launched the program in an effort to prevent looting and burglaries, and to keep residential & business properties as safe as possible following a large scale mandatory evacuation. The Barrier Island Re-Entry Program is a partnership between the Sheriff’s Office and 12 Cities/ Communities which seeks to provide FREE Emergency Access Permits (hang tags for rearview mirrors) to all businesses and residents of the barrier islands. Once evacuation orders are lifted the permits will be required to enter an evacuated area. There are nine points of entry into the barrier islands. After an evacuation, access will be limited based on the closest active entry point to your residence, business or as directed by law enforcement. When an order is lifted, law enforcement posted at the various

Cities/Communities that require Emergency Access Permits: Belleair Beach, Belleair Shore, Clearwater, Indian Rocks Beach, Indian Shores, Madeira Beach, North Redington Beach, Redington Beach, Redington Shores, St. Pete Beach, Tierra Verde & Treasure Island. If you are a resident or business owner in one of the listed cities/ communities and have not yet obtained your free permit, contact your local government office today. Proof of ownership is required and registration must be done in person. A total of two permits will be issued per household; businesses may require additional permits and will be handled on a case by case basis by the issuing cities. Home and business owners are encouraged to provide their tenants with the permits for their use in the event of an emergency evacuation. By obtaining your permits and being prepared in the event of an evacuation you will be assisting us in “Leading the way to a safer Pinellas.” To stay connected with news and information about the Pinellas County Sheriff’s Office, like us on Facebook; follow us on Twitter; or to receive our bi-weekly electronic newsletter Inside the Star sign up on our website at www.pcsoweb.com.

Safe Boating in Paradise! STORY by STEVE TRAIMAN

With more boat owners registered in Florida and Tampa Bay than ever before, and the big season ahead for recreational boating and sailing, safety on the water is most important. Fortunately for area boaters, there are many opportunities available for safety instruction. Included are the St. Petersburg Sail and Power Squadron, U.S. Coast Guard Auxiliary Flotilla #78, Hubbard’s Marina, Freedom Boat Club, LottoBoat and Sea Tow, among others. According to the State Dept. of Highway Safety & Motor Vehicles, registered power and sailing vessel owners in Florida was 915,713 in 2015, up 4% from 880,077 in 2000. Total for Pinellas and Hillsborough Counties was 89,073.

Boat Clubs & Towing This sampling of local Tampa Bay boat clubs also includes a “boating AAA” service. The Freedom Boat Club of Tampa Bay, based in Tarpon Springs, was started by Glenn Bergoffen 10 years ago and as of May 1 will open its 12th location at Rick’s on the River in Tampa, just north of downtown on the Hillsborough River. The membership-only club has a fleet of fishing boats and larger vessels available to all members, with an online reservation system up to six months in advance. “Members can not only use our boats,” he said, “but also the boats at 98 other Freedom Boat Clubs across the U.S. and Canada, with up to four annual rentals at these locations.” One of the newest local fleet additions is a 23-foot Sea Fox fishing boat. Alex Atteberry launched LottoBoat five years ago at the Harborage Marina High & Dry at 100 14th Ave. South in St. Petersburg, and Boat Club members have steadily increased every year. Availabilities include 19-24-foot power boats and Wave Runners, from $799 sign-up and $109 per month for 40 hours per year, with an additional $27/hour flat rate; Large 30-40-foot Cabin Cruisers, with a share from $5,999 sign-up and $279 per month, with added use from $399/day. Fuel and taxes are not included, with other packages and pricing available on request. Also offered are stand-up paddleboards, jet skis and kayaks. Boat Club information at www.lottoboat.net Sea Tow was launched in Southold, NY, more than 20 years ago when the Coast Guard stopped towing recreational boats. ”It’s been at least 15 years in St. Petersburg,” says Cile Morena, who bought the local franchise last May. “As May is Safe Boating Month, we’ve just been given a Coast Guard grant to put free life jackets around the Tampa Bay Area. We’re working with the county, and the City of St. Petersburg is very interested. We hope to start our free loaner program soon – with 10 adult and 10 kid’s jackets - at the busiest boat ramps and marinas. We’re also talking to the City of Tampa. With another Coast Guard grant we have our Silver Skippers program, which reminds all boaters to have a ‘designated skipper’ on each boat with a special wristband that will be recognized at bars and restaurants. As a special offer, you can mention Paradise News to get $20.00 off $159.99 for a 12-month membership or 2 Extra Months Free for price of 12 at $179.00.” For more information, Cile Moreno, 727-560-4300 or cmoreno@seatow.com

Repeat Safety Courses “The St. Petersburg Sail and Power Squadron (SPSPS) was established in 1937,” according to Education Officer Bob Cox. “We are a member of the US Power Squadron, formed in 1914 and one of the premier non-profit, boating educational and social organizations dedicated to making boating safer and more enjoyable. SPSPS is a volunteer fraternal organization serving the Tampa Bay area. Over 300 members promote nautical safety by participating in a variety of enjoyable activities - individuals from all walks of life and backgrounds who share a love for boating. Members participate and volunteer on a variety of committees and programs, and teach educational courses 26

to help promote boating safety.” “We offer a variety of courses including the American Boating Course focused on safe boating and many two-hour seminars including Hurricanes and Boats, How to Read a Chart, Anchoring and several others. Most recent event was a Hurricanes and Boats seminar, which drew a nice crowd April 20 at the St. Petersburg Sailing Center, 250 2nd Ave. SE, near Demens Landing in downtown St. Pete.” Complete schedule of courses and information about the Power Squadron is online at http://www.boating-stpete.org

“The U.S. Coast Guard Auxiliary Flotilla #78 Pass-a-Grille has been providing boating safety education to the public since 1964,” Zelda Troiano, Staff Officer - Public Affairs, told Paradise News. “Our Flotilla offers a 12-week repeating cycle of classes, which allows students to start at any point in the cycle. Next cycle begins on May 24 with Chapter 1, Which Boat is for You. This is followed by Equipment for Your Boat, Waterway Watch/Trailering Your Boat, Handling Your Boat, Your “Highway” Signs, Rules of the Nautical Road, Boating Safety, Introduction to Navigation, Powering Your Boat, Lines and Knots, Weather and Your Boat’s Radio.” “With the exception of holidays and election days, classes meet every Tuesday at 7:00 pm. at the Warren Webster Building, 1500 Pass-a-Grille Way, St. Pete Beach.” Zelda is also an instructor, along with Tally Abruzzo, Mike Berkowitz, Phil Creter, Dave Corner, Roger Gilmore, Brad Marchant, Tony

Hubbard’s Marina Tips Captain Mark Hubbard and vice-president Dylan Hubbard of Hubbard’s Marina at John’s Pass provide the monthly Paradise News Fishing Report. They have operated a charter fishing service for many years and offer these safe boating tips; • If you plan to charter a boat, make sure you have an experienced, licensed captain and we highly recommend a USCG inspected vessel • If you plan to rent a boat, make sure the person you allow to drive it does not plan to drink and is also at least somewhat experienced. • Take a quick boaters safety course if you’re in-experienced in operating a vessel-- it’s only a short weekend class and not expensive. • You can also go online & go over the basics available on most any website about boater safety tips. • DO NOT operate any vessel under the influence as many feel that boats are different from cars. If you’re over the limit, you can get a big fine, a ticket and even jail time if you’re way over the posted limit. • Lifejackets are a must for everyone on board along with a First Aid kit that includes peroxide for cleaning wounds and a coagulant to stop heavy bleeding. • Ensure the boat has a fire extinguisher and proper safety gear that includes a throw ring and some emergency floatation items. • A waterproof or heavy, water-resistant “Ditch Bag” is vital, especially offshore. This holds life saving equipment such as flares, satellite phone, whistle and extra VHF. • The sun is no joke - stay hydrated with water, especially if people on board are drinking. • Most important, you must have a Float Plan on file. This means letting someone know when you plan to leave, approximately when you plan to return and approximately where you plan to go (your heading). ______________ Hubbard’s Marina offers a very wide variety of private charters along with several party boat options. Included are four smaller fishing vessels for charter that can take 1-6, 7-14 or 14-24, plus two large party boats that can handle 17-110. In addition to 12-hour day trips, there are longer 39, 44 and 63-hour overnight trips. More information on all charters: http://hubbardsmarina.com

EVIDENCE-BASED INVESTING

by Brian Puckett, JD, CPA, PFS, CFP® AlignMyWealth.com

Evidence-Based Investment Insights: You, the Market and the Prices You Pay Welcome to the 2nd installment of Evidence-Based Investment Insights: When it comes to investing (or anything in life worth doing well) it helps to know what you’re facing. In this case, that’s “the market.” How do you achieve every investor’s dream of buying low and selling high in a crowd of highly resourceful and competitive players? The answer is to play with rather than against the crowd, by understanding how market pricing occurs. The Market: A Working Definition Technically, “the market” is a plural, not a singular place. There are markets for trading stocks, bonds, sectors, commodities, real estate and more, in the U.S. and around the globe. For now, you can think of these markets as a single place, where opposing players are competing against one another to buy low and sell high. Granted, this “single place” is huge, representing an enormous crowd of participants who are individually AND collectively helping to set fair prices every day. That’s where things get interesting. Group Intelligence: (Together) We Know More Than You and I (Alone) Before the academic evidence showed us otherwise, it was assumed that the best way to make money in what seemed like an ungoverned market was by outwitting others at forecasting future prices and trading accordingly. Unfortunately for those who are still trying to operate by this outdated strategy, a simple jar of jelly beans illustrates why it’s an inherently flawed approach. Academia has revealed that the market is not so ungoverned after all. Yes, it’s chaotic, messy and unpredictable when viewed up close, but it’s also subject to a number of important forces over the long run. One of these forces is group intelligence. The term refers to the notion that, at least on questions of fact, groups are better at consistently arriving at accurate answers than even 30

MAY 2016 |

ParadiseNewsFL.com

the smartest individuals in that same group … with a caveat: each participant must be free to think independently, as is the case in our free markets. (Otherwise peer pressure can taint the results.)

Writing the Book on Group Intelligence In his landmark book “The Wisdom of Crowds,” James Surowiecki presented and popularized the enormous body of academic insights on group intelligence. Take those jelly beans, for example. In one experiment, 56 students guessed how many jelly beans were in a jar that held 1,670 beans. The group’s guess – i.e., the aggregated average of the students’ individual guesses – came relatively close at 1,653. Only one student in the class did better than that. Similarly

structured experiments have been repeated under various conditions; time and again the group consensus was among the most reliable counts. Now apply group wisdom to the market’s multitude of daily trades. Each trade may be spot on or wildly off from a “fair” price, but the aggregate average incorporates all known information contributed by the intelligent, the ignorant, the lucky and the lackluster. Thus the current prices set by the market are expected to yield the closest estimate for guiding one’s next trades. It’s not perfect mind you, but it’s assumed to represent the most reliable estimate in an imperfect world. Your Take-Home Understanding group intelligence and how it governs efficient market pricing is a first step in more consistently buying low and selling high in free capital markets. Instead of believing the discredited notion that you can regularly outguess the market’s collective wisdom, you are better off concluding that the market is doing a better job than you can at forecasting prices. Your job then becomes efficiently capturing returns that are there for the taking. But that’s a subject for a future Evidence Based Investment Insights. Next up, we’ll explore what causes prices to change. Chances are, it’s not what you think.

Markets Integrate the Combined Knowledge of All Participants The market effectively enables competition among many market participants who voluntarily agree to transact.

Gathering & Transmitting Knowledge My Tuesday “INFORMED CONFUSION” discussions are creating interesting opinions about the future of our barrier island’s properties. To me, opinions are neither right or wrong, just informed or uninformed. There are many outside influences to consider before you buy, sell, rent or invest. I have an obligation to give you as many ideas as I can to help you make the best decisions for your personal situation. Consider property flood elevation, land value, correct pricing according to motivation, remodel or not, buy new or old, type of property, water or non-water, beach or bay, return on investment, competition, for sale by owner or brokered sale, staged or as-is sale, buy rent or lease option, bank or owner financing, buy old or build new, energy costs, timing of sale or purchase, your age, investment strategy, retirement, demographics, safety, county, state, nation or world economic outlook, and a bunch of other considerations. My April article titled “SELL NOW, BUY LATER” caused a flurry of comments, both positive and negative. One client cancelled a listing because I suggested that most buyers should wait to buy.

Most brokers say that it’s always a great time to sell or buy regardless of personal circumstances. It can’t be both. Maybe this is why agents generate such a low level of trust from clients. The main value of a real estate professional is their ability to “gather and transmit knowledge” to clients. My comments are based upon 45 years of experienced through 4 recessions (soon to be 5) as a Florida real estate broker. I’ve bought and sold my own properties at the top and the bottom of these recessions, sometimes not too wisely. I’m confident that I can help you decide the best course to steer when navigating the sometimes choppy waters of Pinellas barrier island real estate. Join me any Tuesday from 5:30-6:30 at 5050 Gulf Blvd. 33706 for an interactive discussion on any real estate topic you choose. We share ideas with buyers, sellers, renters, investors and agents to unconfuse the facts to your advantage. RSVP to attend or contact me to chat. An informed client is the best client to work for. In summary, before you sell or buy, investigate. I have a contract with an analytics provider to show the current

value of most addresses. It allows you to correct any misinformation that you discover about your home. Go to propertywizardteam.smarthomeprice. com and we’ll email your value…it’s free with no obligation. I also suggest that you check values on other sites. Just google an address and other analytics sites will come up. Be careful, because the prices they give are often too high or low compared to reality. By way of example; Zillow discloses that their Tampa Bay prices vary by 8.7% on average. On a $500K Zestimate that’s overpaying by $43,500 or leaving $43,500 on the table. All the best, Jim “property wizard” Beggins By Jim “Property Wizard” Beggins, broker, CENTURY 21Beggins Enterprises. Since most opinions about real estate can be supported with facts, I will inform you to the best of my ability so you can unconfuse the facts to your personal advantage. I think I can use my “hands on” experience in Florida real estate since 1970 to achieve your desired outcome. Please let me know how I’m doing. CONSTRUCTION

by Tom Smith, Contractor - GHD Construction Services, Inc.

Baby Boomers….. It’s Time In The Pinellas County Beaches! Pinellas County has the most beautiful beaches in the state, the #1 ranked world class international airport, professional sports teams, multiple performing arts centers, and….. the lowest cost of beach properties in the state! In the 1950’s we witnessed the growth of Miami and the Gold Coast, in part due to the emergence of television and the Jackie Gleason show. Real estate prices skyrocketed. Then across the state in Naples, real estate prices seemingly doubled overnight. Sarasota’s Gulf Coast residential costs quickly followed, and along with the high real estate pricing, so did unbearable traffic. Then the Emerald Coast of Florida in the panhandle sprouted towns like Destin, Seaside and Watercolor, with extremely high housing costs. All of this is great for the 1% folks, but what about the upper middle income retirees that prudently saved money as well as spendable income in 401K’s, that want a great place to retire that they can afford?

That leaves us with Pinellas County! I suggest that the City of St. Petersburg is the absolute best urban area in Florida. What has emerged in downtown St. Petersburg with the Dali Museum, Sundial Center and the transformation of Beach Drive restaurants and waterfront is a tribute to our area. Living along the beach communities just minutes away from there is an ideal location. Prices here are the most attractive in the state in the beach communities of St. Pete Beach, Madeira Beach, Indian Rocks Beach and all of the other beach communities in Pinellas. Buyers don’t have to pay $1,000,000 - $3,000,000 for a waterfront lot as is the case in other coastal areas of the state. Beautiful waterfront lots (or older home teardowns) are priced about $400,000 on the intercoastal, and water view lots about a third of that. Add a brand new energy efficient home constructed above the flood plain, 2016 designs and amenities, with all hurricane standards with home prices starting

around $250,000, and you have a great investment as well as the best location in Florida to live. These prices will greatly escalate as the Baby Boomers find this hidden treasure in west central Florida. An opportunity awaits, but how long will these fair market prices last in the last area of Florida that has all the amenities, and still affordable prices? “Buy Low, Sell High” is the motto that successfully created wealth for many families along the other Florida coast communities, and no doubt the Pinellas Coast will also prove that motto to be true here in our area. BOOK UPDATE New Audiobook for MacDowell’s

Not Just Another War Story STORY by STEVE TRAIMAN

“Not Just Another War Story,” award-winning best-seller World War II novel by St. Pete Beach author Wayne G. MacDowell, recently launched an audiobook version to join print and Kindle versions on Amazon. The book is a true to life account of that special time in USA history, and MacDowell is available to speak to groups interested in this topic. With Memorial Day approaching, in his way of honoring our veterans, Wayne answered these questions on his novel. What inspired you to write this book? “As a member of the 305th Bomb Group Memorial Association, I outlined a storyline that had to be historically accurate. Nine years of research and writing was needed to ‘get it right!’ B-17 Flying Fortress serial numbers and bombing missions had to be authentic and the same was true when on leave in wartorn London.”

Are the characters based on real people? “The characters are based on composites of those who battled at 25,000 feet. Those who were shot down were either killed, captured by the Germans or through the help of the Underground’, try to remain free. Two ‘Underground’ men in the book, Horst, a huge rugged Dutchman and Henri, a sophisticated Belgium businessman, were equally important. I worked to capture the spirit of those brave people.” What makes this war story unique? “Each war story is unique to itself. ‘Not Just Another War Story’ gives the reader an inside view of the World War II air war. You can almost hear the roar of B-17 Flying Fortress engines while flying with Steve Carmichael and his crew as they battle in the dangerous sky over occupied Europe, but ... this is not just a war story. There is the brotherly friendship within the crew and the beautiful nurse Steve meets at a USO Dance, Margaret Steele. A meaningful love story develops with ‘Maggie’!”

What would you like your readers and individuals in the military to know about those who fought in World War II? “Many will learn from ‘Not Just Another War Story’ what their father or grandfather went through as they fought against terrible odds. To me, all who have or are serving are heroes. As we commemorate Memorial Day, let us never forget the young men who never had the chance to live a full life. In addition to Arlington Cemetery in Washington, D.C., there are 15 overseas WW II cemeteries with 86,728 Known, 6,514 Unknown, plus Memorial Walls within them with 55,859 names who are still missing in action. The average age, 22 years old. Have you authored other novels? “Yes. ‘Not Just Another Love Story’, is about college students and a summer job as a forest ranger. It is a delightful love story that also includes the final football season of the main character, Kirk Daniels. It also recently became an Amazon Kindle edition Wayne’s website, waynemacdowell.com, has information on both books, plus a YouTube video

REAL PROPERTY Travels Through Real Estate Law BY THOMAS A. BRODERSEN, ESQ.

ENTITLEMENTS? I don’t know about you, but I’ve lived my entire adult life with money being taken out of each and every paycheck for federal income tax (sometimes state income taxes, too), Social Security (FICA), and Medicare / Medicaid. It stung, from that very first paycheck, right through today. So when someone tells me that Social Security is not going to be there when you need it, or you shouldn’t use Medicare or Medicaid, it’s like waving a red flag in front of this bull’s nose. Fixing the system so it will be solvent forever is as simple as slightly increasing the income subject to withholding for these benefits. Instead, it is cleverly used, election

after election, as a wedge issue, to turn one American against another, which I believe is fundamentally un-American. Pessimism about these programs has been programmed into us for many years. Even calling these benefits “entitlements” is misleading, as it’s part of a campaign to manipulate you. Mostly, though, it is not true. When you retire, your Social Security pension is owed to you. So is Medicare and Medicaid (if you need it). You paid for it, in advance. If you or your spouse or other family member need nursing home care (skilled nursing), you have earned

that benefit, too. There is a lot of confusion about how that all works, and who is eligible. You can read all night on the internet and still not understand it, especially as the rules vary so much from state to state.

(without destroying your finances) is using a Medicaid-friendly Trust.

Relying on self-help, people will change the title on their real estate, transfer assets, and do other damage to their family and / or their financial future, with no idea that they’re doing so, or that their goals may be met without any of that “collateral damage.”

What about giving gifts to family members? Is it OK if it’s within the IRS guidelines? NO! It can well disqualify you from Medicaid eligibility, no matter how the IRS treats it.

A perfectly legal and proper way to qualify a loved one for Medicaid to cover nursing home care

You should not do this yourself, as making any one of many common mistakes can make the plan fail, to your long-term regret.

There are qualified attorneys that help people with these issues every day. You’ve worked long and hard for many years. You owe it to yourself to get this right.

Is there enough time in the day? I want to see Chris Isaak at the Capital Theater May 1 after a day in Coachman Park for country fest. If I can unlock my computer leash, I’m not going to miss Spamalot alfresco in Demens Landing with a picnic and friends before May 8th and Mr. Burns: A Post Electric Play runs through May 22 at Freefall Theater. Hungry? Clearwater Beach’s much anticipated Restaurant Week kicks off May 9th. Need a road trip? Try the Ringling Estate in Sarasota from 9 am – 4 pm. I’ve always wanted to see the Museum of Art, the majestic Banyan trees, the Dwarf Garden, and cooling breezes that blow along the Bayfront Promenade and Millennium Tree Trail, the Circus Museum and tour the home of the circus king and his wife, Ca’ d’Zan, a monument to the Roaring Twenties. 941.359.5700 https://www.ringling.org - Nanette ONGOING St. Petersburg Second Saturday Artwalk (5-9 pm) Five arts districts, one fun day: Ride the Trolley and enjoy 40 galleries, studios, warehouses and yummy brews and chews along the way downtown. www.StPeteArtsAlliance.org Shipwreck: Treasures of the Deep (thru May 31) St. Petersburg Museum of History www.spmoh.org 727-894-1052 Museum of Fine Arts: Classical Guitars, Photography Exhibits Museum of Fine Arts, 255 Beach Dr. NE www.fine-arts.org 727-896-2667 • The Art of the Classical Guitar (thru May 19) • Harold “Doc” Edgerton: What the Eye Can’t See (May 7-July 31) • May 8: Gallery Talk with exhibit curator Robin O’Dell 3 pm. Showcasing some of the Museum’s most compelling photographs by Harold “Doc” Edgerton (American, 1903 – 1990). Many are now recognized as his most important. They range from rarely seen gelatin silver prints from as early as 1932 to his colorful dye transfer photographs. The highspeed stroboscopic short film about Edgerton, Quicker’n a Wink, which won an Oscar in 1940, will also play in the gallery. Known affectionately as “Papa Flash,” Edgerton used photography to extend the capabilities of the human eye and in the process created some of the most memorable photographs ever made. In 1931, he designed a high-speed stroboscope and began experimenting with strobe-flash technology. That device allowed him to overcome the restrictions of a normal camera's fastest shutter-speed and to capture phenomena previously invisible to the naked eye. He worked with his friend, famous marine explorer Jacques Cousteau, who nicknamed him “Doc.”

Sunken Gardens Welcomes 20 NEW Flamingos George and Lucy have been empty nesters in recent years at Sunken Gardens, a historic botanical attraction in the beautiful city of St. Petersburg. The two flamingos were once part of 17 flamingos who made their home at the Gardens, one of Florida's original roadside attractions. The two now anxiously await some new feathered friends. "It has been quite the journey to get our new flamingos, and we couldn't have done it without the commitment and enthusiasm of the community," said Gardens Supervisor Bill O'Grady. He traveled to meet the birds prior to their journey to St. Petersburg and will monitor them closely the first few weeks in their new home. Raising funds was only the first step in getting the precious pink birds to their new home in one of Florida's most beautiful botanical gardens. In late 2015, the city funded a new night time enclosure to house the anticipated birds, and then in 2016, it finally received a commitment to purchase the birds from their breeder. The city underwent a rigorous adoption process, which included several required letters of recommendation and documentation of adequate living conditions. The Gardens welcomed them home with the community at a celebratory Flamingo Festival on May 1. EVENTS May 12 - Radio (2003) Cuba Gooding Jr., Ed Harris & Debra Winger. The touching & true story of a high school football coach and the developmentally challenged man he takes under his wing. A film to renew your faith in human nature. Evening's music, Green Light District (jam ad).

May 19 - Searching for Sugarman (2012) Academy Award winning film about a little-known Detroit musician whose haunting voice & poetic lyrics made some believe he would be the next Dylan. Instead, he became a South African folk hero while being virtually unknown in the USA. You will leave wanting the sound track! Evening's music, Acho Brother (Latin fusion).

May 26 - Labyrinth (1986) Our tribute to David Bowie! Labyrinth packs enough surprises to captivate an audience of children and provides enough wisecracking to keep adults laughing. Evening's music, The Dukes of Rockingham ('70's with Bowie influence). __________________________

Don’t Hate Mondays! Tomkats Big Band’s Vintage Tunes Swing at the Blue Parrot By Nanette Wiser Hip cats stroll into The Blue Parrot Mondays from 7- 9:30 p.m. for Tomkats Big Band vintage tunes. A Blue Parrot fixture since 2009, this popular group serves up Benny Goodman, Count Basie, Burt Bacharach and Louis Armstrong songs, mixed up with a little Rolling Stones and Pat Metheny just to keep it fresh. Rain or shine, the fans show up. Tomkats Big Band’s newest CD “Live at the Hideaway,” is available in vinyl as well and sold at the weekly jazz aficionado gathering for just $10. Friends often stop in to jam (Liz Anthony, Mark Moultrup, David Winterhalter were on hand in early April), and unique arrangements of classic songs by band members (including musical director Greg Dunn) is what make Tomkats Big Band a huge draw. The band grew out of a love of vintage tunes. In 1984 two American Legion buddies, Frankie Richards and Tom Robertson lamented the lack of old music on the jukebox and decided they would form a band that played what they liked. Both were musicians in another life. Frankie had played C Melody sax (an extinct instrument) in the 1930’s and Tom had played drums back during his youth. In the fall of 1985 they held their first rehearsals at the St. Petersburg American Legion Hall. By the third week the current co-leaders of the Tomkats were present, trumpeters Alan Stegeman & Greg Dunn.

The band found a ready audience at the 4th Street American Legion Hall, B.B. Joes, which was the original jazz nightclub in downtown St. Petersburg and Tiki Gardens on Redington Beach. By 1990 the band landed at the Bilmar Beach Resort on Treasure Island. The Bilmar was home to the Suncoast Dixielanders and enjoyed a long and rich history as a home for jazz. Louis Armstrong and Harry James had both vacationed there. The Tomkats conducted a weekly big band session at the Bilmar until 2005, moving to Delilah’s Martini Bar for several years. After a brief sabbatical to write new music and arrangements, the band became a Monday night fixture at The Blue Parrot. The Tomkats also play local festivals and events including New Year’s Eve 2015 Swingin’ the New Year at the St. Petersburg Coliseum, Treasure Island Blues Festival, the Sanding Ovations Sand Castle Festival and the Clearwater Jazz Festival. The band also plays a wide variety of other private and public functions. AST RO LO GY

by Sarah Lyons - Sirius Systems Astrological Services Office: 727-347-4737 www.sarahlyonsastrologer.com www.facebook.com/sarahlyonsastrologer "Get Sirius about your future!" May 2016 Astrology The New Moon in Taurus occurs on the 6th, starting the second lunar cycle of spring! It is making aspects to benefict Jupiter and powerful Pluto which are both retrograde; but don’t worry, take on those unfinished projects with a new attitude. This is the time to get all of the undone in order! On the 9th, lucky planet Jupiter finally stations direct, promoting health and growth for all! Virgo’s take note! You only have Jupiter’s blessings about 4 more months so don’t waste a moment; you won’t get another visit for about 12 years! The same day a transit of retrograde Mercury occurs across the Taurus Sun, highlighting activity for this sign and the areas of finance globally. Watch for transformations to occur during the next several weeks. The Sun lights up clever, versatile Gemini on the 20th as we become quick and restless for the next few weeks. The Full Flower Moon in Sagittarius on the 21st adds to the travel and learning vibrations going on, and with aspect to Mars, all of the energy you need to go in way too many directions! Also, this illumination can be a fiery one as we take action on desires and become competitive or combative! The cosmos stay very active for the next several days! Mercury stations direct on the 22nd and we get the “go ahead” to move forward with practical ideas. Lovely Venus visits sparkling Gemini on the 24th and we can become detached and fickle in love and spending. Energy and temperament planet Mars has been retrograde for weeks and returns to Scorpio on the 27th to unearth and reclaim unfinished issues. Take heed.

Treasured Tales by Julian Fant A MISSED FLIGHT.....INTO ETERNITY. Editor’s note - As hurricane season approaches, we repeat a story of our intrepid reporter’s first life-saving experience. Recent press reports regarding the upgrading of two aging "Hurricane Hunter" aircraft which were used in flights some 38 years ago, brings back memories of a far-earlier flight, using a far-earlier aircraft, equipped with only two piston engines. In 1955, (60 years ago), a young news reporter for the CBS affiliated radio station in St. Augustine, WFOY, received a news release about a newly-formed weather squadron which would be flying into storms from Naval Air Station, Jacksonville. Inasmuch as the young reporter was also program chairman for the local Kiwanis Club, he made contact with the squadron and arranged a special luncheon program at the historic Ponce de Leon Hotel, then still in operation. During the spellbinding program, showing films of early storm penetrations,

the reporter was asked if he would like to go on a flight, using a tape recorder to document the event, to which he agreed. A few days before takeoff of the aging PV2 Mariner aircraft, he was asked to postpone his trip, due to the arrival of three Canadian newscasters, who had to make a return trip to Canada upon the flight's return. Since his trip to JaxNavAir would take only 45 minutes, he agreed. The plane took off with a crew of 10, plus the 3 news- casters, re-fueled in Puerto Rico, and flew into Hurricane Janet in the Caribbean. There was a single transmission, then silence. Who was the young reporter who missed the one and only flight lost by the valiant "Hurricane Hunters", who continue their far more safe and more informative flights to the present day? It was Julian Fant, the writer of the column, which you have just read.
