CITY OF ST. PETE BEACH STILL FACES COURT BATTLES & COSTLY DECISIONS by Peter Roos and Steve Traiman

The St. Pete Beach City commission is facing several challenges left for them from prior years. They have been struggling, for example, with decisionmaking regarding a new library. Workshops are being held, one in October, the next is Tuesday, November 3rd at 4:30 pm to look at alternatives for rehab of the existing library or building a new one. One choice was to build on the site of the old police building, but a shortage of parking north of 75th Ave. is a challenge there. Another option is to acquire the rest of the block east of the current library for an expanded building and use the current site for parking. The possibility of moving the library to City Hall has been studied and found feasible, but the cost of building a new city hall was a stumbling block. At the October workshop, a new option was put on the table, the acquisition of the 100 Corey building. Located across Corey from City Hall, the 10-year-old 8,100 s.f. office building is available for lease, purchase or lease with option. Sheyla Shulte, owner of the building since 2009 along with Joe, her husband and business partner in freight forwarder Uni International attended the workshop and expressed her interest in doing whatever is best for the city. The building comes with about 30 parking spaces which could be very valuable in the city’s core shopping and entertainment district. Some could be sacrificed for an expansion of the building if need be. The city has a current year $2 million library relocation budget, plus a $200,000 grant expiring in February.

While the city manager quoted a recent consultant’s report saying City Hall needed 14 - 15,000 square feet, Mayor Maria Lowe and commissioners from districts 3 and 4, Melinda Pletcher and Greg Premer voiced hopes that the new alternative could work. “The other alternatives presented all have price tags that are too high” said Commissioner Pletcher. The city manager made plans to tour the 100 Corey building and a workshop and report his findings November 3rd. The city’s budget concerns are well founded. Courts have recently granted a half million dollars to attorneys Ken Weiss and Tim Weber, the Plaintiff attorneys in a comp plan case brought by St. Pete Beach resident James Anderson. The court also ruled in favor of the estate of Chester and Kathleen Chmielewski who had sued St. Pete Beach in 2009 for the illegal taking of their beach front property behind the Don Vista Center, south of the Lowes Don CeSar Resort. Although appeal is likely, that award could exceed $2 million. These two cases were the first 2 of 15 suits Attorneys Bryant Miller and Olive had briefed city leaders about 4 years ago, so the surprises are not over yet. Back on the subject of the Library, Mayor Maria Lowe told Paradise News "The City Commission is looking forward to the feedback from the City Staff on the questions posed during the last work shop,” The Commission narrowed possible library options down to three

City Manager Wayne Saunders added, “The Commission will continue their discussion of options for the Library at the next workshop on Tuesday, Nov. 3, at 4:30pm, before the regular Commission Meeting. I have not completed my assessment of the 100 Corey building, but I have toured the building and have pulled out the building plans and started looking at those. We have determined that the building was not engineered or constructed to accommodate a third floor as the owner thought it might. I will present my assessment at the workshop.” Gregory Premer, Commissioner – District #3, said, “I am a firm believer that the current half-empty City Hall should be renovated for the new SPB Library. It’s a perfect current and future location for one of our most important community assets. As to the new City Hall, it appears that the under-utilized building at 100 Corey Avenue is an ideal location, although more specifics are needed. It would allow the city to keep the commission chamber in place and share

meeting spaces with the library and general public, all at a very reasonable cost to the city and the taxpayers (myself included). And there may be a ‘lease-toown’ option that could be an even better deal for the city. The fact that we share our library with our neighbors in South Pasadena and Tierra Verde leads me to believe that they should also share in the cost of the new facility, wherever it ends up. Lastly, if we can make the 100 Corey Avenue idea work for City Hall we could use the current library location for more parking, possibly adding public restrooms and relocating the PSTA bus area off 75th Ave. to open up the area for future renovations.” Rick Falkenstein, Commissioner - District 2, said, "The Commission will be making a decision on our City of St. Pete Beach Library in the near future. I am requesting input from our residents on the following locations: remodel or build new at the current site, relocate Library to City Hall with City Hall staff moving to 100 Corey building, or build a new Library Building at the soon to be vacant Police Station site. I am excited to be the Commissioner from District 2 to make this decision that will be part of our city for the next 50+years. Costly Decisions continued expansion was originally brought up, it was going to be paid for with a $700,000 grant, $700,000 from the City and $700,000 via fundraising. The fundraising has only yielded $50,000 to date. We all have a lot of research to do before we move forward and see if any of the three options presented are even achievable. I will be looking at the minimum need studies, touring the new Madeira Beach City Hall complex, and investigating the feasibility of the 100 Corey location. Most importantly, however, is insuring the majority of the residents believe this is where they want their tax dollars being spent. Given the fact that we have been charged with over $2 million to settle lawsuits in the last month alone, I find it difficult to think the residents would support $3 to 7 million towards a new library.” Terri Finnerty, Vice Mayor & Commissioner - District 1, “I’m in favor of building a new library. My reason is three-fold. First, I am not in favor of renovating the existing library since renovations are just that, a remake of an already irreparable existing old

building, which usually results in throwing good money after bad to try to create a new desired vision. Second, moving the library to City Hall and City Hall to 100 Corey Avenue makes no sense since we would have to (again) renovate both buildings to meet our new vision for use of both buildings. City Hall was built to be City Hall and it has served that purpose well over the years. We have 25 employees housed there along with thousands of records and documents. Third, our consultants have informed us, our City Hall, for the size of our city with an eye on future growth, would require a space of 14,000 square feet. The building at 100 Corey Ave is approximately 7,000 square feet with no ability to build higher. That is half the required space needed. My suggestions are, after demolishing the police station we can use that land to build a new library, to function exactly the way we would like. Or, purchase the buildings in the rear of the library, demolish them along with the existing building and build a new library with room for additional parking.” PN

Thanksgiving Means Being Grateful Each & Every Day Traditionally a harvest celebration, Thanksgiving as a national holiday is celebrated in the United States on the last Thursday in November (26th). This is to commemorate a meal shared by Pilgrims and Native Americans to celebrate the corn harvest and the growing relationship between them. We are each the sum total of our experiences. History holds many memories for each of us. While we each have memories we may not be proud of, we only have control over the future. Our memories, good and not so good, can help us shape that future. Somewhere in each of our hearts there is a gratitude button. When we begin to look at our present and our future lives through a screen of thankfulness, it helps to open our hearts. Dictionary meanings include "good will," from the Middle French, gratitude or directly from Medieval Latin, ‘gratitudinem’, "thankfulness," from Latin gratus "thankful, pleasing", (see grace). My cousin, Anita Meyer was one of the greatest examples I could ever have of the power of gratitude to shape our lives. A survivor of years in a concentration camp, Anita later moved to Canada, married and raised two daughters. I was raised with these girls as my closest relatives and celebrated many festive occasions with Anita and her girls. I knew little about her history in those days. I knew her as the life of the party and the best baker in the family. She later wrote a book detailing her experiences during the war (One Who Came Back) and eventually spoke in schools in Canada and at Holocaust Museums including here in St. Petersburg. I learned from Anita that gratitude can overcome some of the worst memories and experiences a human can endure. She told me for years she tried to forget. Eventually she realized the power of her gratitude for her survival, and her ability and her need to share her experiences to help prevent a potential recurrance of the Holocaust. Living here in what we like to think of as Paradise, especially now that the never-ending summer is but a memory itself, deserves a healthy share of gratitude on its own. If you are one of many whose planning and saving has allowed them to split their time between here and a cooler summer home, you may have even more to be grateful for. Still, we yearrounders are for the most part happy to have you all back. Thankfully the FDOT has gotten us used to being stuck in traffic, so we will hardly notice the difference this year. (See how this screen of gratitude works?) Have a terrific holiday season and remember how grateful we are that you are a Paradise News reader. T I DBI T S ST. PETE BEACH Returning seasonal residents will find numerous changes have taken place in downtown St. Pete Beach’s Corey business district. Gone are Kris Kringles Holiday Shop, the ‘Old Shell Store’ (moved - Ulmerton Rd) & Florida Jean Company (now only at Sundial). The Madeleina Cottage reopened as the ‘Sea Turtle’ in the old Dairy Queen spot south of Dolphin Village Shopping Center. Where the Cottage used to be is now ‘Chill’, which moved east a block and a half after struggling for five years to thrive in a space without a kitchen. Dignity Memorial has completed the exterior renovations on the Beach Memorial Chapel and are working on the interior. In between, the last empty spot is being built out for Coastal Properties affiliated with Christie’s International Real Estate, adding a fourth real estate office to the city’s downtown. Across Corey, Chef Jackie has been busy. In July she opened her “Martuni Lounge” offering 75 kinds of infused Vodkas and other ‘top shelf’ spirits along with tunes, featuring live music daily. Her build out crew is hard at work converting the Shell Store space into her latest venture, Tapz & Tapaz, where nomadic Chef Domenica Maccia has found a home (for a while at least). Craft beers & small plates, nothing over $7 is the plan.

Just west next to Cottage Casuals, the law firm of Anderson & Broderson has moved their property law, trust and estate practice from Gulf Blvd. into the Corey Corner’s building on the corner of Blind Pass Road. Caddy-corner, where Florida Jean Company was is the new Paradise Lighting, an expansion from Cheryl West’s Paradise Gifts & Home Décor store. “We desperately needed more room for the furniture, lamps and artwork that locals and visitors love so much. We also keep finding such cute home décor items from local artists, like local topographical maps, charts and lamps by Tierra Verde based Island Laser Designs. Come check out our new collections,”says Cheryl. The expanded Corey Market is back on Sundays, and merchants are planning a “Sidewalk Salebration” on November 13th & 14th. Not for profit groups will be invited to join the festivities with live music and discounts in most shops, even if they do not have goods on the sidewalk. Monday Nights at 7 pm the Tom Kats gather at the Blue Parrot. The Tom Kats are a 16-piece big band, playing audience favorites 7-9 pm. If you like to dance, check it out. ON the MAINLAND – SEMINOLE The historic Screwie Louie’s Porpoise Pub was destroyed by fire early on October 19th despite the valiant efforts of a small army of firefighters. Over 50 firefighters, 4 Ladder trucks, 7 Engines, 3 Squads and 3 District Chiefs were involved in fighting the blaze. No one was injured. The cause of the fire is under investigation by the Sheriff and State of Florida Bureau of Alcohol, Tobacco and Firearms. Famous for keeping a menagerie of wildlife over the years, the wooden structure likely burned due to embers fanned from the barbeque they used to use to serve food from the unofficial unlicensed kitchen behind the bar.

There are countless eateries on the waterfront, but few match the ambience of downtown's popular 400 Beach. Not only does dining alfresco come with a stunning view of Tampa Bay, but it's an exceptional value in the evolving downtown culinary scene. Much of the restaurant's success has to do with female Executive Chef Ana Granucci-Davis, 29, a talented culinarian leading the charge while managing as a single mother with two children under the age of two. It's true that women in our society were always expected to cook. Yet, according to the U.S. Labor Department only about 20 percent of professional chefs are women. Why is this? According to Ana, the work is both mentally and physically hard, including long hours. But her passion is ongoing, and her drive is sustained by the support of Corporate Chef Tyson Grant who oversees the successful gotoSTEVES.com restaurants along with owner Steve Westphal. "It helps," says Ana, "that whenever I have a question — or a problem — he's there for support. I can't believe how Tyson believes in me!" And now, more than ever, that belief extends to those patronizing the busy eatery. Women have long fought discrimination in restaurant kitchens, but Ana has crossed that barrier and is making a name for herself as one of the best in Tampa Bay. For sure, 400 Beach is

not the best location on Beach Drive. In fact, it's situated at the end of a long row of restaurants just adjacent to The Vinoy Renaissance Resort. In my opinion, however, it affords one most picturesque waterfront view besides offering one of the best values on the strip. A funky beach decor makes dining fun and adds to the carefree experience. There's plenty of seating for large parties and special occasions. Service is fast, efficient and friendly. Not in the mood for a full meal? Linger with a Raspberry Cosmomosa, or Sunset Martini, and a few light appetizers like the coconut gingered mussels with lemongrass, the Hoisin glazed ribs or blackened fish tacos. Few of the competition can top Ana's Early Specials, a $28 menu for two which is served weekdays only 3 - 6 pm. The three-course special includes your choice of appetizer, a full sized entree, and mini dessert. It's concurrent with Happy Hour that features half off on all house wines, draft beers and well drinks. NOVEMBER 2015

A wines-by-the-glass list is exceptional, offering everything from an earthy Santa Margherita Alto Adige Pinot Grigio, to a smooth and fruity Domaine Chandon Pinot Noir. Prices are more than reasonable, not the typically ridiculous $10-12 a glass you'll find along most of Beach Drive. An innovative variety of appetizers include mango Ceviche, Lobster Mac and Cheese, coconut ginger mussels with lemongrass, Hoison glazed ribs, even a loaded up "Beach Boat" where you choose a trio of appetizers. There's fresh oysters and six salads, my favorites being the wedge with copious bleu cheese and bacon, and the sumptuous seafood Louis with a chili lemon dressing. The menu is inclusive but not extensive. If there is one and only one dish you must try, it's the Florida Grouper Oscar. Most are aware how the price of this savory fish has escalated over the years, but this Grouper entree is worth every "market price" cent, and it is one of the best versions I've tasted. The presentation is perfect: Jumbo chunks of luscious lump crab cap a generous snow-white portion of fresh grouper. It's presented with tiny cubed potatoes, thin roasted asparagus, a drizzling of tomato coulis, and golden hollandaise. A beaut of a dish! In the "Seafood, Steaks & More" category, there's a non-greasy ale-battered haddock, a three-cheese Lobster Mac & Cheese (my granddaughter Haley tells me she is still dreaming about it), miso-glazed salmon with fresh veggies, an all-natural grilled chicken done with a zesty lemon beurre blanc, sundried tomatoes, sautĂŠed spinach and fresh mashed potatoes. Carnivores should give the 12-ounce Niman Ranch a try with its shallot butter, garlic mashed and crispy onions. On Sundays there's an admirably priced buffet 10 am - 3 pm Get there early! Alaskan king crab and boiled shrimp are piled to the hilt, but there's also a roast beef carve, Benedicts, and $4 Mimosas or Bloody Marys to go with. Indeed, waterfront views and balmy breezes improve every aspect of your meal, but quality ingredients and perfect seasoning help fashion that perfect day in Paradise. ABOUT CHEF ANA Ana Granucci-Davis, the daughter of restaurant owners, may have predicted that she would eventually end up on the culinary edge of life, but instead she decided to pursue a Bachelors degree in Music at the University of South Florida. Somewhere between her schooling, which included a stint at the Art Institute of Tampa, Ana decided to infuse her love of arts into creating artistic cuisine. Her father was Italian, her mom was German and Swedish, and according to Ana there were some mighty good family meals as she was growing up. She credits her mom as her greatest influence, a role model who created quality dishes without all the fuss and fusion of modern day cuisine. Ana has some gravitas behind her young years, having worked at Bella Brava and several other local venues. She paid her dues working behind the scenes and learning from a number of talented chefs. For many females, working the "heat" in the kitchen is not an easy task, both physically and mentally. Perhaps, says Ana, that's why there are not so many female chefs. Yet, she's been able to juggle the tasks of being a single mom while taking care of two youngsters, Audrey, two years and Andrew, just six months. Tragically, her husband Chef Aaron Andrew Davis of the Kitchen, downtown, was struck and killed by an auto before the birth of Andrew. She has handled this misfortune with remarkable composure. Ask her who's her favorite chef and she'll immediately tell you Alice Waters, then add a few others like the famous Thomas Keller and roadster Anthony Bourdain. Her secrets to success? Sourcing as many local ingredients as possible and personally inspecting all incoming orders. Ana's advice to fledgling female chefs, "Never give up. Try to find your niche, and most of all don't settle!"

HISTORY OF THE PINELLAS TRAIL By Bob Griffin Publisher of local Restaurant Guides and community newsletters

Before there was a Pinellas Trail, walkers, runners, bikers and skaters had to take their chances on one of the many streets and avenues crisscrossing Pinellas County. It is a shame that it took the death of a young boy to start the process of creating what we now refer to as the Pinellas Trail. And we have that young man’s father, Bert Valery, to thank for it, too. December is the 25 th Anniversary of the opening of the Pinellas Trail. But development of the trail goes much further back than 1990. It involved a lot of hard work and determination by many local people...some in government and many that were not. Albert Valery, Jr. On April 1, 1983, young Albert Valery Jr. (age 17), was killed on the Belleair Causeway while riding a bicycle coming home from his part-time job on the mainland. This tragic accident was clearly the catalyst in launching the need for and concept of ‘The Pinellas Trail’. Bert and Patti Valery, his parents, began petitioning the County for safe bicycling pathways. They created the Bicycle Advisory Committee (BAC) in the fall of 1983 and started lobbying the Metropolitan Planning Organization (MPO) for safer roads or pathways. They actually had a vision that went from one end of the county to the other...over 30 miles one way. It took five years of relentless petitioning and campaigning; visiting and presenting to dozens of local municipalities; twisting the arms of politicians and county department heads before the concept of a ‘linear park’, a recreational trail, a green ribbon running through the county—took form. In the late 80’s, it was suggested that it be paid for by a new local sales tax known as ‘Penny For Pinellas’, a one-cent sales tax to be used only for capital improvements to our infrastructure and facilities. The first section of the trail opened beginning at Taylor Park in Largo (8th Avenue), signaling the beginning of what would later become over 70 miles of connected roadway, reserved exclusively for locals on foot, bikes and skates. In interviewing people who were involved with the creation of the Pinellas Trail, it became obvious, that this trail was more than a piece of asphalt over an old railroad

bed. It was a passion to create a ‘linear’ park that people could use for pleasure, exercise and even use it to get to work or school. Creating a trail required a vision. Bert Valery says he did not care if a trail was created over railroad tracks, power line corridors or on the edges of major drainage ditches...as long as it was safe for cyclists. The first steps were unknowingly taken even prior to young Albert’s death. In 1980, AMTRACK railroad pulled out of Pinellas County and their tracks went unused. The Seaboard Railroad wanted to abandon many of their lines in the County. Mary Grissle, a state senator and an environmentalist, made a motion for the State of Florida to buy those tracks...for $20-30 million. They did and in 1983 the FDOT became the proud owner of hundreds of miles of railroad tracks, with no plans to use them. Certain people in Tallahassee and Pinellas had a vision of a monorail system running through Pinellas County... much like Disney World has. Then in 1983, with the accident and death of young Albert Valery, Bert started pushing the need for safe places to ride. He and others started the Bicycle Advisory Committee (BAC). They first started a campaign of talking to public groups and many municipalities. Valery went out speaking to groups from one end of the county to the other; big and small; homeowners to City Councils. He was seeking the help of the media in spreading his message. Newspapers and TV stations started to pick up on it.

“By this time, the commissioners knew all about it and the concept was well received,” says Valery.“ Mary Sheen Todd was the commissioner who made the motion and she helped push it through. ”From that meeting, the Commission created the Pinellas Bicycle Advisory Committee and each commissioner then assigned three people from their districts to be on that committee. The first meeting had over two dozen interested citizens & business owners. In 1988, Bert and Scott Daniels, and members of the BAC created Pinellas Trails, Inc., a non-profit activist group and fund raising organization. They worked to expand the idea of a ‘linear’ park and campaign for more public support. “No one wanted to do this, ”Valery recalls. “The head of County Parks was ready to retire and many thought the project was too big. Even Fred Marquis (who the trail was later named) gave little support in the beginning.” He was pursuing a totally different plan for the unused railroad tracks. But there were others in County offices that shared Bert’s vision. Brian Smith, head of the County’s Planning Department, thought it was possible. Mary Sheen Todd, was effective in working with the various County departments. First they needed a plan or blue print. The abandoned railroad beds seemed out of reach. They were not for sale and some of them were still in use by CSX.

He then approached the Metropolitan Planning Organization (MPO) who controlled money for transportation projects.

Then there was the possibility of running the trail down the easements under the power lines owned by then Florida Power. Florida Power did not like this idea for a number of reasons, the foremost was liability. Then there was the idea of the County’s drainage systems and bypass canals. But they were not all linked and had many other problems.

Eventually, Bert was allowed to address the Board of County Commissioners. That was when the County heard the words ‘Pinellas Trail’ for the first time.

The County did not support the concept of using the abandoned train lines because they had another, hidden agenda. The county was attempting to upgrade their NOVEMBER 2015

mass transit plan and wanted to construct an aboveground type monorail system, bullet train system for around $2 billion. Yes, this would be very expensive and require the public’s approval. It was put to the voters in the late 80’s and shot down by a wide margin. Then something else happened. The State got involved. They passed a law that all abandoned railroad easements could be acquired by the nearest landowner if not taken over by a local government. This meant that a person who backs up to a train track could actually extend their property lines to the middle of the track for free. Next came the Federal Government with the desire for more public transportation. They were offering grants to cities and counties who wanted to improve their methods of transportation. Somehow the Pinellas Trail concept qualified under those guidelines.

built an overpass over Pasadena Avenue and sent the trail on towards Downtown. In 2005, the Trail’s 15th Anniversary, the County purchased the now abandoned CSX section of railroad near downtown St. Petersburg. In 2007, they started construction on the part of the trail that later made it to downtown and the waterfront. In 2008, the Board of County Commissioners agreed to plans to form the Pinellas Trail Loop to connect the Pinellas Trail from downtown St. Petersburg to area East of Lake Tarpon. Downtown St. Pete opens three miles of their trail along the waterfront.

Although the original trail was started with money from the Penny For Pinellas 1¢ local option sales tax, County, State and Federal agencies have invested more than $63 million in expanding and improving the trail over the past 25 years.

What is next? The long-term plan of the MPO is to complete the 75-mile Pinellas Loop in the very near future. The loop will serve as a linear park and a multi-modal transportation pathway directly linking eight municipalities and numerous unincorporated communities. The County is seeking federal grant money to complete the loop. The total cost to complete the project is $31 million. It is estimated that an average of 70,000 people use the Pinellas Trail every month. The trail is a priceless haven in a busy, highly urbanized environment. The construction of 10 overpasses and three underpasses allow trail-goers to travel safely above and below traffic at some of Pinellas’ busiest intersections. The existing 47-mile trail offers residents and visitors a unique opportunity to enjoy the outdoors close to their home, school or office.

“Fred got the various cities to get on board with this project,”says Barbara Sheen Todd.“He saw it as a ‘use it or lose it’ proposal.”

On December 1, 1990, five miles of Trail were officially opened from Taylor Park (Largo) south to Seminole City Park near their Seminole City Park. At the same time, two more preview sites were built at Seminole City Park and near US19 at Curlew Road. It would be easy to say ‘and the rest is history’ but this was only the beginning of 25, or now 30 years, of planning and construction. The trail did not immediately connect from Tarpon Springs to Downtown St. Petersburg. There were overpasses to build. CSX was still operating in parts of St Petersburg. In 1994, sections of the Trail opened north to reach Tarpon Springs and moved into the western part of St. Petersburg. By 2002, they 26

And that is not all, folks.

In 1989, Fred Marquis, longtime County Manager, proposed using the newly created Penny For Pinellas money to buy the tracks and start development of a Pinellas Trail. The Penny for Pinellas was already approved by the voters. The County’s role was to earmark it for this never before tried concept of a ‘linear park’.

The County Commission approved the beginning of the project and allocated $1.5 million of county money to build the first 15-mile segment beginning at Taylor Park and running a short distance north and south. County voters went on to approve the Penny for Pinellas sales tax referendum, which lead to further funding of the complete 35-miles of trail.

much of the trail in the northeast part of the County is named Progress Energy Trail (and later changed to Duke Power Trail). In 2010, with the trail’s 20th Anniversary, the 34th Street overpass opens; there is a ground breaking in for the Northeast Trail Extension. Clearwater begins construction for the East Avenue bicycle boulevard running through Clearwater’s downtown area. With that completion in 2011, the trail is now 37 miles long.

The trail is patrolled by the Pinellas County Security Task Force which are not police, but represent law enforcement officers, the County Sheriff, and other law enforcement agencies. Pinellas County Park Rangers also patrol the trail daily, as well as Auxiliary Rangers who are supplied by Pinellas Trails, Inc.

And here it is 2015. Although the ‘loop’ is not fully connected yet, the plan is in place with hopes to connect the loop by 2020.

The Pinellas Trails, Inc., holds fundraisers throughout the year that helps to pay for maps, signage, benches, water fountains and other amenities found along the trail. They even bought the trail’s auxiliary volunteers a few golf carts to travel the trail. They started ‘Trees For The Trail’ program to plant more trees along the corridor. They started the Auxiliary Ranger Program to support police enforcement. Volunteers travel the trail 12 hours per month each. Some walk, bike and others ride a golf cart.

In 2003, the Pinellas Trail was designated as part of a National Recreational Trail within the National Trails System by the United States Department of the Interior and the National Parks Service. In 2008, the Pinellas Trail was inducted into the

Don’t spend too much money renovating old homes that are prone to drastically high flood insurance premiums. 75% of our barrier Island homes are below the flood plane. This makes the remaining 25% worth more.

Promote development of our beach town’s central corridors. People love to live where they love to vacation. Be careful with illegal short term rentals. Some cities are cracking down, so know about their rules and taxes. The next recession will be less painful for the rich. They love the beach and can afford it. Let’s all work together to make our Pinellas barrier islands the best place in Florida to live and vacation. For my family it already is. URBAN ARCHAEOLOGY The first rule of remodeling is that “you never know what you’ll find when you open up a wall.” We have certainly had the opportunity to test that theory, as we remodeled, and recently moved our law office into quarters in the historic building on Corey Avenue and Blind Pass Road known as “Corey Corners.” Most of what we’ve discovered, however, has been impressive steel trusses in the roof, oldschool quality construction, and extensive use of local materials, such as heart pine that far exceeds the ability of any termites to bite into! It has been a fascinating experience. The building was built in 1937. We’ve been learning the history of Corey Avenue as we work, with a lot of help from Roberta Whipple’s book “St. Pete Beach's Corey Avenue,” along with some of our new neighbors. Many readers of Paradise News are probably also familiar with a lot of local history, and we appreciate your sharing. Many people have stopped by during construction, which has been a great pleasure. We’d love to find pictures of the building over the years to help preserve & share the history. Stop in and we’ll talk!

Originally occupied by the Gulf Beach News, the outer shell of the building has hardly changed. There have been many occupants: a real estate office, travel agency, post office, and others. More recently its been an antique shop and Scrapbooking in Paradise. In remodeling the building, we felt we needed to gut much of the interior, and replace all of the wiring, plumbing, partitions, ceilings and floors. For our part, we really just hope to do justice to this lovely building and its history. We’ve tried to preserve as much of the historical look of the building as possible, along with accents inside, such as a nicely refinished wall made of that heart pine, a lovely parquet floor, and the huge US Mail safe in the wall. While the interior work is finished, we’re still working on the landscaping and various design accents to the outside of the building. It would also be lovely to find some good photos of the building over the years, to hang on the walls. We’ll be having open houses from time to time, and hope everyone is able to enjoy the building.

With help from Wannemacher Jensen Architects and several other partners, the City now boasts a 14-acre complex that brings a litany of new opportunities and amenities for the public as well as public servants. Arguably, the most compelling City Hall in Tampa Bay, round council chambers are surrounded entirely with floor-to-ceiling glass walls overlooking the water. Designers sought to create an atmosphere that might inspire new perspectives or ideas, or even encourage new people to take part in municipal meetings and get engaged with the local government of a small forward-thinking city. On October 16 the City of Madeira Beach celebrated a Grand Opening (‘soft opened’ earlier this year). The area also incorporates forward-looking aspects with respect to nature, fitness, outdoor activity and appreciation for our waterfront. Overall, the complex includes several new buildings, several high-quality recreation facilities, and massive green-space, parkland and vistas – all creating new activities from running along the waterfront (where there used to be just crushed shells) to the influx of wedding and special event bookings the City has already seen since ‘the soft opening.

Park, initiated by nonprofit Remember Our Children, features paved walkways, fountains, engraved stones, a “lock Palm Tree” and sitting areas spread throughout. A reflection area looks over the waters of Boca Ciega Bay, and the liveliness of the recreation center and patrons enjoying the grounds foster a positive and familial atmosphere.

New structures include: the City Centre, housing city hall, council chambers, and city offices, a new modern fire station and a recreational facility including a variety of fitness classes, along with childcare during classes. The buildings were designed for maximum efficiency, while taking advantage of the full waterfront exposure for both the City Centre and recreation center. Floor-to-ceiling windows in the multipurpose room and fitness center offer waterfront views, as do city hall offices and council chambers. A covered boardwalk fronts the city hall entrance, then wraps around to create a deck behind the multipurpose building. The special event spaces are all adjacent to the water. New outdoor features include: permanent stage and concert area – which has already attracted such acts as Culture Club, Everclear, and The Wailers. Three baseball /softball fields, two tennis courts,

Beverly McGahan at PJ’s told Paradise News, “Our donations to Ronald MacDonald House (RMH) began eight years ago when my brother Bret Umstead and wife Kelli bought the restaurant. Kelli’s sister and Mom stayed at the downtown RMH before her sister passed away, and it made a lasting impression on the family. Additionally, long-time bartender Billy Reilly’s Mom has worked there for many years. We began donating signed dollar bills pinned on our wall by willing donors to RMH and just delivered about $2,000 for this past year, with a total about $7,300 since we began.” Sandy Lyman took leftover food from a recent Gulf Beaches Historical Museum dinner there and said they were very appreciative. The Museum is among many area groups that regularly support RMHC. Keith Overton, TradeWinds Resorts President and CEO, told Paradise News, “We had 105 registered anglers for our October 15-16 Fishing for Hearts event with a gross $85,000 raised. Net profits will be shared between Ronald McDonald House Charities and Athletes for Hearts. Thanks to Skanska for helping us put together 33 boats for this event, 10 more than last year! They also found a donor for the fishing shirts, All Childrens Hospital Johns Hopkins Medicine. Thanks also to Media sponsors Tampa Bay Times and Clear Channel Outdoors. Fred Johnson Sounds Off Quiet strength, fierce iconic music is Fred Johnson’s signature. And his brand of jazz heals communities in conflict or a body in the throes of a challenging illness.

Through music, Johnson hopes to enhance people’s ability to come together so the world will be a better place.

A legend on the St. Petersburg’s jazz scene for many years (BB Joe’s, Holiday Inn, 11 times at the Clearwater Jazz Holiday), Johnson recently performed at the RCS Grande Gala for Flapper & Fellas October 10th with the Dick Rumore big band, helping to raise $173,000 to provide help and hope for people in need.

“All of humanity has been a desire to know beauty and expressing this in art, music or theater brings the human family closer together,” says Johnson, who is currently the Director of Strategic Initiatives for Social Justice based in NYC. Johnson divides his time between NYC and speaking engagements around the country when he’s not performing or working on his upcoming jazz CD debuting this winter (I Can’t Say Enough About You). He’s just taken up painting, and hopes to return full-time to St. Petersburg to create a jazz performance center and museum, using his previous expertise as Tampa Bay Performing Arts Education Director (now the Straz Center). “We create opportunities for dialogue between people who find themselves in conflict. We worked for two years on a Memphis project working with the police department and the community to find solutions and new ways of communicating,” says Johnson proudly.“ We use the interface between faith and creative expression to resolve conflict.” Johnson’s unique blend of music and conflict resolution is not limited to the U.S. “I’ve helped develop an international arts project for this mission. I’ve been to Israel at least 14 times and worked with Jews and 36

Muslims to engage and find a common place of understanding through literature and music and help create a bond of trust.” A Chopra devotee, Johnson just presented at a holistic conference at The Vinoy as part of his other passion, using music as mindful meditation for healing and health. “A big part of my journey is that I’m a cancer survivor since 1985. My experiences awakened me to healing power of song. Even as a small child I used music not just for entertainment but to calm myself… now I take this to celebrations of life, hospitals and to people in a coma,”says Johnson, his voice soft with sadness and joy. Johnson recalls that during and after his health challenge, he was introduced to amazing teachers from Africa.“These were master musicians, storytellers, singers and natural medicine healers. They gave me the ancient tradition of breath, sound and music to help people

Three Rebecca Penneys piano concerts are coming soon to the St. Pete College Music Center, which is closer to most of us than Tyrone Mall. We are incredibly lucky that celebrated internationally acclaimed Steinway Artist, concert pianist and music educator Rebecca Penneys chose St. Pete Beach as her new home base. We still share her with the Eastman School of Music in New York, where she’s taught for over 30 years, but Rebecca’s heart lives here with us. The “Gibbs” campus of St. Petersburg College was the main campus of St. Petersburg Junior College when I attended in 1969, for my freshman year, having recently moved south from my Canadian birthplace. Holiday Homes Tour

Looking for holiday decorating ideas? The Florida Orchestra Guild, St. Petersburg, has just the ticket. The Guild will host its fourth annual Holiday Tour of Homes on Saturday, December 5, 2015, to benefit The Florida Orchestra. The Tour, from 10 am to 4 pm, will feature five homes, each creatively decorated, from glamourous and elegant to fun-loving and glitzy. Visitors on Saturday can explore the decorated interiors and outdoor areas of the homes and enjoy the water views offered by the Northeast St. Petersburg neighborhood that includes Snell Isle and Brightwaters Boulevard. The Guild plans a holiday boutique at one of the Tour homes at which gift items and decorations will be available. Advance donations for Tour tickets are $20 per person, payable by check to The Florida Orchestra Guild, St. Petersburg, and sent to Holiday Tour of Homes, c/o C.E. Miller, 1440 52nd Avenue North, St. Petersburg, FL 33703. Individual tickets the day of the event, available at all Tour homes, will be $25, payable only by cash or check. That day, signs with arrows pointing toward Tour homes and balloons marking the homes themselves will help guide visitors. At other times, scams may take a more subtle approach. Both are exploitation! “Operation Call of Deceit,” was a 3-year investigation into a large scale racketeering scam by the Pinellas County Sheriff’s Office. The victims were local businesses and the elderly. Pinellas residents 65 to 89 years old were randomly called by the leader of this criminal enterprise. He used high-pressure sales tactics to harass them into giving him their credit card information. At least 19 elderly individuals fell prey to this scheme. The suspect and his accomplices used the credit card numbers to purchase expensive power tools or appliances and later returned the merchandise for cash; 40

Beware of callers who claim to be from the IRS or Department of Revenue, Microsoft, Geek Team or any who makes promises or “sweet talks” you into providing your credit card or other personal information. Some examples of current phone scams that often target the elderly include the caller who claims to be from the IRS and tells the person that they owe money in taxes and if they don’t pay it immediately, law enforcement will be at their door to take them to jail. In another, the caller delivers the “good news” to an unsuspecting victim that he/she has won a lottery or sweepstakes prize, and

all they have to do to claim their prize tis to pay the taxes on their winnings. Sadly and often, victims are out thousands of dollars before they realize they were scammed. The best line of defense against these telephone con artists is to simply hang up the phone and never provide any personal or financial information. We encourage you to reach out to your elderly friends and relatives and remind them that if a call doesn’t sound quite right; or if it sounds too good to be true, it probably is not. This type of intrusion into the privacy of your home should be taken very seriously and reported to law enforcement. A Special Day of Fishing for Special Needs Kids Over 50 boats gathered together on Saturday (Oct 24th, 2015) and took out special needs children and their families fishing. The kids got a hands on, on the water fishing experience from some of the best fisherman in the bay area. Many of these captains give up a day of charters or tournament fishing to make sure these kids got to make a memory of a lifetime. For most of these kids it is their only chance to get on a boat, let alone catch fish. The smiles are priceless! The Old Salts has been running this special day for over 30 years (not exactly sure of the start date) and has turned into one of the best days any fisherman could ask for. Bob Spinabaldi has been helping the Old Salts organize this event for as far back as anyone can remember. Most of the children come from Walsingham Elementary School and we encourage them to bring their entire family for the experience. The day starts out at Ft. Desoto Boat ramp and all the boats meet up around 8am. The kids arrive and get checked in and loaded up. Special thanks to the Fire Department and ECSAR for helping to ensure safety for all these children as they board the boats and fish. The boats fish the bay area for about 3 hours and most of the children catch anything from Spanish Mackerel, grouper, sea trout, redfish and an occasional Cobia. For these children the size of the fish doesn’t matter. The day ends with a cook out and more. An award ceremony follows where every kid wins! Trophies and goody bags for all. The Treasure Island Dune Buggy!

I

n 1978, some 37 years ago, an unexpected event occurred which threatened to cause major problems within the rapidly developing beach community. Regular bus service, rendered into Treasure Island for years by a private bus company, was abruptly cancelled. This unexpected development threatened to create major transportation problems for the many motel, hotel and restaurant employees who had relied on the bus for shopping, banking and many related activities, not to mention those riders who depended on connecting with buses in St. Petersburg, Clearwater and other Pinellas County cities. First Bank of Treasure Island, which had made several generous donations to community projects, formed a group of community leaders in an attempt to remedy the situation. Thanks to the interest shown by these citizens, the Treasure Island Transit Authority was formed, and thanks to contributions from the City, island businesses and the Treasure Islettes, a used 17-passenger

Winnebago bus was purchased, approved by the Public Service Commission, and put into daily service, connecting with regular service at several points. Some detractors shouted, "No one will ride that thing!" Others dubbed it "The Toonerville Trolley of Treasure Island." They were proved wrong, however. Ridership was strong and another Dune Buggy was purchased and placed in service with C.T.I. assistance. After five years of operation, at a cost of about $20,000 per year, regular bus service was restored, and the little buses retired, having transported roughly 1,000 riders per month during its time on the Treasure Island scene. The author of this column, at the time a VP at First Bank, has the unique distinction of having served as the one... and only... president of the Treasure Island Transit Authority.
