KUDOS The Florida Aquarium hosted a coastal cleanup in Tampa to celebrate International Coastal Cleanup Day, Sept 16th. In three hours, three Aquarium team members and 14 volunteers collected 84.6 lbs of trash along 1-4 mile of coastline. They collected 23.4 lbs of recycling, 41.2 lbs of trash and 20 lbs of wood, everything from glass, plastic bottles, aluminum cans and plastic straws to shoes, shirts and cigarette lighters. The 14 volunteers ranged from 10-years-old to teens and adults. One group of teenagers came as a team. Ocean trash affects the health of wildlife, people and local economies. Trash in the water and on the shore can be mistaken as food by wildlife, or entangle animals with lethal

consequences. Plastic also attracts and concentrates other pollutants from surrounding seawater, posing a contamination risk to those species that then eat it. All trash that was collected at Ballast Point Park was reported to Keep Tampa Bay Beautiful and tracked in the Marine Debris Tracker, a mobile application, which is a joint initiative between the NOAA Marine Debris Program and the Southeast Atlantic Marine Debris Initiative, run out of the University of Georgia College of Engineering. The Florida Aquarium is proud to be one of 19 aquariums that belong to the Aquarium Conservation Partnership that has discontinued the use of plastic straws and single-use plastic bags. Letters A testimonial for the accuracy of astrology and the ability to use my knowledge for Electional Astrological purposes (picking the right time to do something). I told my client in order to sell his house quickly, to sign the necessary documents on August 2nd between the hours of 12:30 and 2:30 pm. The realtor had no problem working with my request, but was concerned that she only had one photo of the outside of the house to go with the listing. I assured her that would be fine and to just get it out there the same day. She not only did that but got the sign in the yard as well! I told them it would go fast with the influences of a fire Sun and Moon well aspected in the heavens. Later that afternoon I was told there was 2 showings and one scheduled for the next day. I assured my client that the house would be sold the next day with a spontaneous decision! He called me less than 24 hours later to say the house had been sold ABOVE the asking price! This is why I love what I do! My work is so gratifying and brings so much happiness to others! Thank so much for giving Paradise Readers a view into the cosmos! - Sarah Lyons, Astrologer

Peter and Renee, I appreciated your summary of the Florida Trust’s annual meeting in St. Petersburg. The Florida Trust for Historic Preservation, in its award to the Historic Preservation Challenge Grant program (HPCG, funding heritage tourism projects and historic buildings and sites in Hillsborough County) recognized that the program design may be transferrable to other communities. By setting up an annual matching grant fund, say of $50,000 to $100,000 a significant number of small projects can be initiated. At the conference I received that award as its program administrator and organized a session on Creative Funding Strategies for Commercial and Cultural Facilities. On that panel were two local resources who may be of interest to SPB/Gulfport/ SP communities: Nelson Black of the Florida Community Loan Fund (www.fclf.org) and Ms. Stephanie Ferrell, AIA (www.stephanie@ferrellre development.com) on historic tax credits and her work in preservation. - Marilyn Hett, St. Petersburg

PUBLISHERS MESSAGE

Paradise NEWS

Volume 23 Number 8 • October 2017 _________________________________________

It has been a remarkable summer. We closed the Paradise NEWS office on August 12th to escape the summer heat, mostly in Summit County, Colorado. The trip was PERFECT. We spent most of our anniversary week in Buena Vista, Colorado, where we soaked in natural hot springs, hiked in the mountains, and got massaged daily. What a luxury. We enjoyed a side trip to Kearney, Nebraska where we celebrated Renee’s birthday with friends and watched the sun totally eclipse before our eyes. Denver felt as hot as home after the eclipse, but when we ran into sleet and hail on our return to the mountains, we knew we were headed in the right direction. For the third year in a row, however, we found ourselves in front of weather broadcasts all week wondering if we will make it home. This year we got back Thursday, Sept 7th, just in time to prepare for evacuation.

Irma was an unwelcome addendum to our 46 honeymoon. She stole a week from most of our lives. While we resent that, we feel blessed that we had homes to return to. All the coverage of Harvey’s aftermath before Irma was born, of Irma on her way through the islands, of Jose and Maria had us prepared for the worst and on edge for almost a month. A direct hit, like they were predicting for a while could have been bad, but the meteorologists were definitely not prepared for what actually happened here. They should have been. We have seen it happen before.

Predictions of doom on the coast have generally been about storm surge. The counter-clockwise rotation of tropical storms and hurricanes means that storms coming from the east are not a threat from storm surge. The worst for us would be a storm crossing the Gulf from Mexico, coming ashore near Crystal River.

We are thrilled, after being away three weeks, then without power for 5 days, we are able to pull this October issue together pretty much on our regular publishing schedule. Our advertisers all lost a week too. Stores and restaurants also lost inventory and momentum. Employees were away. Power was out for most. Knowing that so many Americans are still suffering from the impacts of the recent storms, and the earthquakes in Mexico, we encourage you and thank you for doing what you can to help. We also want to thank the linemen from Georgia Power to ConEd that came to help their Florida brethren get power restored.

Our solar power system was no help to us during the outage. It was the first time in years we were without power for days. When the grid goes down, solar systems without big batteries are turned off, so lineworkers do not get electrocuted. We still love our $10.53 power bills and especially love driving on solar power. It makes us feel even better about living year-round in the Sunshine State. If you have questions about solar, contact us with them.

Affirming St. Pete/Clearwater’s growing reputation as an under-the-radar foodie paradise, Garden & Gun named St. Pete as one of The South’s Best Food Towns on the culinary rise—-in the company of Charleston, Nashville and New Orleans, among others. Featured as an emerging food town to visit, St. Pete’s food tour spotlights local hotspots, describing New York-off-shoot Empire Oyster as an example of how “St. Pete has even attracted interest from afar.” It also describes St. Pete/ Clearwater’s craft brewery scene, which is the largest in the state, as a “craze that jumped the bay from Tampa with a vengeance.” Dr. Kiran Patel and his wife, Dr. Pallavi Patel, are giving a $50 million gift to the private, not-for-profit, Fort Lauderdale-based Nova Southeastern to fund startup costs for the new college. Patel also will spend about $150 million to redevelop property he bought last year that was the site of the now-shuttered Clearwater Christian College. The 27-acre site in Clearwater will house a

325,000-square-foot medical education complex, said George Hanbury II, the university’s president & CEO. The Tampa Bay area will join the few communities nationwide with more than one medical school. University of South Florida’s Morsani College of Medicine broke ground earlier this month at Water Street Tampa, part of the $3 billion project being developed by Strategic Property Partners. Nova Southeastern expects to admit the first class of about 150 students in Clearwater in August 2019, with another class of 150 a year later. By year four, there will be 600 medical students, Hanbury said.

3 Daughters Brewing & Locale Market have partnered to bring the Locale Blonde Ale in cans. On sale now in Locale’s craft beer section.

Small Businesses Encouraged to Apply for State, Federal Disaster Loans Emergency Bridge Loan Program, U.S. SBA Disaster Loans Provide Capital for Businesses Physically, Economically Impacted by Hurricane Irma The Florida SBDC, the state’s designated principal provider of small business assistance, encourages small businesses impacted by Hurricane Irma to apply for state and federal disaster loans. Eligible businesses with two to 100 employees may apply for loans for up to 180-day terms. The State of Florida recently increased the maximum loan amount from $25,000 to $50,000. The program provides a source of expedient cash flow to small businesses physically and/or economically impacted by the storm. The bridge loan also serves as a source of working capital for business owners who sustained economic injury from the storm. Tampa-based Debt Relief Legal Group applied for a bridge loan to make up for lost revenue. “Prior to and a week after the hurricane, clients cancelled because they had to evacuate or didn’t have time to come in,” said owner Alan Borden. “A loan like this will help us fill in those gaps until eventually those people who still have the same problems would be able to come back when they’re better on their feet and pay us.” The deadline to apply for the Florida Small Business Emergency Bridge Loan is October 31, 2017, contingent on the availability of funds. While the bridge loan is a source of expedient funds, it is not designed to be the primary source of assistance to affected small businesses. As part of the eligibility, businesses must indicate pursuit of other sources, including insurance claims and loans through the U.S. Small Business Administration (SBA). Following the activation of a presidential disaster declaration, impacted businesses

may apply for low-interest Business Physical and Economic Injury Disaster Loans through the SBA. Businesses and nonprofits may apply for up to $2 million to repair or replace damaged real estate, machinery, equipment, inventory, and other business assets. Economic Injury Disaster Loans are available even if the business did not suffer any physical damage. Interest rates are as low as 3.305 percent for businesses and 2.5 percent for nonprofits with terms up to 30 years. Additionally, several other federal and state loan and loan support programs are available for businesses that may not qualify for the emergency bridge loan or SBA loan programs. As a principal responder in the state’s Emergency Support Function for Business & Industry, the Florida SBDC Network is a key economic development organization that helps small businesses prepare, respond, and recover from disasters through its Business Continuation services. As part of its service offering, Florida SBDC professionally certified consultants and disaster specialists are available to provide confidential, no-cost consulting to help affected businesses prepare disaster loan applications and with other post-disaster challenges. When asked about Wright’s experience with Hurricane Irma and the loan assistance they received from the Florida SBDC at Florida Gulf Coast University (FGCU), he said, “They were extremely reactive to our situation. I do not know how they could have been better.”

Aging in Place By Mary Carol Peterson The Baby Boomer Housing Trend It’s a fact: You are living the dream here in paradise and want to continue to enjoy your lifestyle, beautiful beaches and activities for as long as possible.

The best way to ensure this is to incorporate universal design and “aging in place” elements with any upcoming remodeling you plan to do in your home. This can increase safety, prevent accidents and add value. Let’s face it, no one expects to fall, slip or worse, but it can happen so fastaffecting you and your family physically, mentally and financially. Actually this happened to me in 2009, just like that- I was struck by a van while riding my bicycle at Ft. DeSoto. In a split second my life was changed and I suffered a broken back, a fractured pelvis, a separated shoulder and leg injuries. Suddenly we had to modify our home so that I could be discharged from the hospital. I didn’t want to go to a nursing home for my long recovery and rehabilitation. Not only would this have cost a lot of money, I wanted to be home with my family. After 6 days I was discharged from the hospital wearing a full rigid orthotic back brace, my right arm in a sling a cane while using a rolling walker to ambulate. A bedside commode, hand held shower, shower chair were delivered to my house and I had a script for home health physical and occupational therapy. Thankfully, I recovered and went back to work six months later. What is Aging in Place and Why Plan Ahead? Aging in place means remaining in one’s home safely, independently and comfortably, regardless of age, income or ability level. It means the pleasure of

living in a familiar environment throughout one’s maturing years and the ability to enjoy the familiar daily rituals and the special events that enrich all our lives. It means the reassurance of being able to call a house a “home” for a lifetime. How Long Do You Plan to Live In Your Current Home? If you are like the majority of Americans over the age of 45, you want to continue living in a familiar environment throughout your maturing years. According to the AARP, older home owners overwhelmingly prefer to age-in-place. There are three different scenarios where home modifications can make a huge difference: 1. Those who do not have urgent needs right now but want to plan ahead. 2. Those who have a progressive condition such as Arthritis, Parkinson’s or Multiple Sclerosis whose needs are changing and need to make some home modifications for maximum independence and safety. 3. Those with urgent needs following a traumatic event such as a stroke, fall or car accident. How Should You Modify Your Home To Plan For The Future? To age-in-place safely, you will probably need to modify your house as you get older to increase access and maneuverability. These modifications range from creating barrier free entrances, installing bath and shower grab bars, adjusting countertop heights and making smart choices when replacing kitchen appliances and cabinet hardware all the way to the creating multifunc-

tional first floor master suites and adding private elevators. Investing in your future is smart! Did you know that it can cost about $100,000 per year per person to live in a skilled nursing facility and independent/ assisted living facilities can start anywhere from $36,000 per year and up depending on the facility, space and services provided. How Not to Worry About Death & Taxes By Peter Roos Benjamin Franklin wrote in 1789... “Nothing in this world can be said to be certain, except death and taxes.” Margaret Mitchell said in Gone With the Wind, circa 1936, “Death, taxes and childbirth! There’s never a convenient time for any of them.” Little has changed over the years except now we can be better advised. Paradise NEWS is proud to introduce a local law firm with specializations in areas that most of our readers are either dealing with already, or will deal with in coming years. We are excited to introduce Samantha Chechele as the newest“advice columnist” for Paradise NEWS. In coming issues, Samantha will write with advice about the subjects in which her firm specializes. Many of our readers are of an age where planning involves creating trusts, living wills and more. It just seems to make sense for her firm to be handling filing federal forms for us, to help take away our worries about death and taxes. She is also certified in Veteran’s Aid and Attendance Care, a benefit for senior Veterans, spouses, or surviving spouses of Veterans, over 65, (with qualifying dates of service), who are in need of assistance with some activities of daily living. She has helped veterans or their surviving spouses obtain substantial monthly payments under this benefit. Twenty-six years ago, as a young and idealistic attorney, she decided to leave the large firm where she’d been since graduating from law school to launch her own law firm! The large firm structure had been great for learning and experience but Samantha wanted to be able to provide more personalized service to clients and have a flexible schedule to allow her to spend quality time with her daughter. She also wished to have time and

resources to participate in charitable endeavors and organizations through volunteering and board membership. Chechele Law was launched in January 1991 in a one-room office in the Icot Center in Clearwater, serving a handful of clients with a part-time staff member. Today the firm has evolved in staff and services, and now there are four Chechele daughters. While much has changed in the world and in the practice of law since 1991, Samantha’s original mission and motivations have remained the same. Samantha prepared a living will for us 10 years ago. In the meantime Chechele Law has emerged as one of the most respected transactional law firms in St. Petersburg. They provide services in three main areas, tax, real estate, and estate planning/asset protection. The tax services offered by the firm include tax return preparation of all types, IRS representation, QuickBooks and accounting support, payroll tax return preparation, and tax planning. Chechele Law is an attorney title agent, and through that designation, and affiliation with Attorney’s Title Fund Services and Old Republic National Title Insurance Company, provides closing and title services for all types of real estate transactions. The firm also facilitates 1031 exchanges, purchases through self-directed IRA’s, and purchases and sales by foreign individuals. Chechele Law serves clients who are in need of estate

planning - wills, trusts, power of attorney, and other advanced life planning strategies, as well as clients who feel they may be vulnerable targets for lawsuits and want to protect their assets. It is Samantha’s belief that an appropriate estate and life plan is vital for every individual who is over the age of eighteen. Because of the firm’s commitment to helping individuals complete appropriate advance planning, prospective clients can receive a free initial consultation to review their needs, and discuss their concerns about every aspect of estate planning and asset protection. Chechele Law also handles probate matters, for individuals who did not plan ahead, or whose trusts were not adequately funded. The firm also assists clients in setting up corporations, LLC’s, not-for-profit organizations, and by consulting on when it is appropriate to set up a company for business endeavors or for asset protection purposes.Recently, Samantha became certified as an accredited Veterans Association (V.A.) benefit, attorney. She assists Veterans in obtaining the benefits to which they are entitled because of their service. She specializes in the benefit called Veteran’s Aid and Attendance Care. It is available to Veterans, spouses of Veterans, or surviving spouses of Veterans, over the age of 65, (with qualifying dates of service), who are in need of assistance with some activities of daily living. Individuals who are interested in learning if they qualify for this benefit can contact Chechele Law and receive more information about the benefit and the application process.

reminders, and assists clients to navigate to the appropriate team member to handle their needs. Alicia Chechele is another second-generation Chechele working at the firm. A USF grad, Alicia assists clients with estate planning and asset protection, and is coordinator for the Veteran’s Aid and Attendant Care services for the firm. Samantha’s passion for community service is evident in the many charitable endeavors that she supports. She is a graduate of the St. Petersburg Chamber of Commerce’s Leadership St. Pete Program. She serves on the board of directors of two related organizations, Florida Dream Center and the U.S. Institute Against Human Trafficking, both faith-based organizations which serve individuals who are experiencing life-altering challenges and who need a hand up to become productive members of society. A breast cancer survivor, Samantha is also a committee chair for the Making Strides Against Breast Cancer event taking place on October 14, 2017, in Vinoy Park, St. Petersburg. This event raises money and awareness in support of breast cancer prevention, assistance to those who are on the journey of fighting breast cancer, and supporting research to eradicate this disease. Samantha also serves on the Alumni Board of Governors for her alma mater, Washburn University School of Law. Their comfortable office is located in a repurposed home at 7127 1st Ave. S., one block south of Central Ave. at 72nd St. in St. Petersburg.

Chechele Law has several other team members, who provide services to clients in the various areas of practice. Susan Wendt is the firm’s accounting and tax professional, and assists Samantha with all areas of accounting and tax. Samantha’s daughter, Faith Chechele is an intern, who assists clients with accounting and tax matters, and works for the firm part time while she majors in accounting at USF.

What does the future hold for Chechele Law, we asked Samantha? “Undoubtedly, continuing to provide excellent service to clients all over the State of Florida and beyond, to serve the community with involvement in many charitable organizations and endeavors, and to develop the next generation of the family to take over the firm and continue the legacy”.

Mary Lou Diehl and Deborah Ralph are legal assistants who work in the areas of real estate closings and probate. They help clients work through these complex processes with diligence and tenacity, while each maintains their calm, cool and collected demeanor!

“The team at Chechele Law would welcome the opportunity to meet you and your family when the need arises and you need a law firm that cares deeply about their clients and the community they have served for over a quarter of a century.”

Subrina Driggers is the firm’s office manager, and also assists in the areas of estate planning, trust funding, and new company setup. She is most often the friendly voice on the phone that sets up an appointment, makes friendly

Cryptik – Los Angeles, CA Cryptik creates from a palette of wonder where science, math, and art intersect. His artist practice is about asking questions, and his intricate works spread across mammoth walls or canvases in stylized depictions of spiritual universality. The Southern Californian hypnotically blends Eastern philosophical mantras with black letter bombing, merging the ancient and sacred in a modern quest for awareness. Hueman – Oakland, CA Artist Allison Tinati, known as Hueman, grew up drawing and painting in Northern California, and received her degree in Design and Media Arts from UCLA in 2008. Hueman’s style reveals colorful mash-ups of the abstract & figurative, the beautiful and grotesque. Tightly refined compositions begin with spontaneous paint drips and sprays, creating motion on twodimensional surfaces. Her layered works can be seen on public walls and in galleries worldwide. Joram Roukes – Groningen, Netherlands Netherlands-born Joram Roukes is an internationally working fine artist recognized for collage-like assemblages and perspectives on contemporary culture. His playful compositions build narrative and irony through balanced tension and impressionistic images. We celebrate the completion of 28 sustainable, affordable art studios and over 2,500 square feet of gallery, education and event space including an artist incubator. • Ribbon cutting with St. Petersburg Chamber President, Chris Steinocher and St. Pete Mayor, Rick Kriseman at 7:15pm • Words from our Board President, Mark Aeling • Browse the studios of 24 working artists in disciplines ranging from painting, jewelry making, journalism, sculpture, photography & more! • See a gallery exhibition of the inaugural ArtsX change artists in the main gallery area. • Enjoy wine, beer, water and soda for a donation. • Watch a behind the scenes presentation of the ArtsXchange construction process. • Listen to live music & learn about What’s Next … The ArtsXchange St. Pete was created because of the increasing desirability of space in the Warehouse Arts District. As property values escalated, so did rental rates for studios and galleries, often pushing artists out of the very neighborhoods they have helped to improve. Our non-profit association is working to stop this nationwide trend and have successfully created affordable, sustainable and accessible space for artists in St. Petersburg. Come celebrate with us! This event is free but please register on the Wada event web page so we can have an accurate head count with enough drink for all. Pinellas

Future Story by STEVE TRAIMAN

Everyone living in the Paradise News readership area in Pinellas County has a vital stake in our environmental future. Covering sewer and water infrastructure, renewable energy and environmentally friendly building standards, the quarterly Tampa Bay Beaches Chamber Community Advocacy meeting drew a good audience August 17 at South Pasadena City Hall. With moderator Doug Izzo, TBBC Governmental Affairs Director, the panel included Blake Lyon, Pinellas County Development Review Services Director; Randi M. Kim, Pinellas County Utilities Director; Thomas Lawery, Duke Energy Wholesale Renewable Manager, Distributed Energy Resources; and Rep, Kathleen Peters, District 68. All panel members also highlighted the importance of the Penny for Pinellas renewal vote in November, urging all county voters to learn about the importance of Penny funds to their respective communities over the past nearly 30 years. Paradise News also got comments from several local Mayors on the panel topics and the Penny vote.

Lyon: Land Use Planning “Starting at the national level and working down to our County,” Lyon emphasized, “over the next 32 years with the effects of both natural and ‘built’ environment, only 50% of the needed commercial and residential buildings exist today. Energy use consumption drives land use and transportation, with vehicle miles traveled increasing much faster than population and offsetting fuel savings.

OCTOBER 2017 | ParadiseNewsFL.com

“Pinellas County development patterns over the last century, including valuable waterfront communities, has not left much available land for future greenfield development. Critical areas of concern include aging building stock, older industrial properties, affordable housing production, and infrastructure costs for roadways, bridges and utilities. “We need to balance suburban, urban and rural needs – in Pinellas and elsewhere – to get lower per capita costs for every resource item, and come up with a better fiscal approach going forward. We need a more flexible and adaptable approaches for more middle income housing, one example.

And all the details on the Penny for Pinellas history are available online at www.pinellascounty.org/penny

Kim: Water & Sewer Focus “Our concerns over the past few years,” Kim said, “include our aging sewer infrastructure, reclaimed water usage and potable water delivery. Some cities like St. Petersburg, Clearwater and Tarpon Springs have their own utilities, while others tie in to the overall County system. We update our Master Water Plan every five years to meet anticipated needs over the next 20 years, working with the Tampa Bay Water Regional Authority. “Pinellas County demands are pretty flat with Hillsborough and Pasco counties seeing more growth. Regional per capital use is down to about 69 gallons from 100 to 150

gallons plus over the past five years. Solutions include the use of more reclaimed water, water conservation, and the use of more water-efficient appliances. “Providing capacity at wastewater treatment plants vs managing to reduce stormwater and groundwater inflow and infiltration to the wastewater system pipelines are the real challenge. The combined capacity of all wastewater treatment facilities in Pinellas County is an average 155 million gallons a day, and peak flow is designed for twice that amount or over 300 million gallons. In 2015 during Hermine we had to handle three times the average flow in our wastewater system due to stormwater inflow and infiltration. “As a result, our new Wastewater/Stormwater Task Force is working with our Utilities and Public Works departments to keep more stormwater out of our sanity sewer system to eliminate future overflows. Among proposals are adding more capacity and a public education program focused on both commercial and residential customers to keep many objects out of the system.

Lawery: Duke & Renewables With Duke Energy and former Progress Energy for 28 years, Lawery emphasized the firm’s commitment to an economicdriven energy policy.“Our solar program is kicking into high gear,” he said.“We just announced an agreement that, if approved by the Florida Public Service Commission, will include nearly $6 billion in investments in the communities that we serve. We expect to construct or acquire 700 megawatts (MW) of solar power facilities within the next four years, greatly accelerating the company’s previous 10-year solar installation plan.

“While wind farms have been successful in other areas like Block Island, RI, solar is much cheaper to develop here in Florida. For the first time in Florida, through the optional Shared Solar program, all Duke Energy customers will be eligible to participate in solar even if they don’t own their property or have viable rooftops for solar panel installation. We will also provide more than 500 electric vehicle charging stations throughout our communities, along with the nfrastructure with grid communications as part of a 5-year pilot program. We want to encourage more customers to ‘think renewables.’ “We need to educate our universe about solar advantages here in Pinellas County and elsewhere, and are working with USF St. Petersburg and Perry County Schools, as two examples. While still in development, Duke Energy also plans to design, own, and operate 50 MW of battery storage. In addition, our biomass program using wood waste and pellets is expanding.”

Rep. Peters: Energy & Utilities As chair of the Florida House Committee on Energy & Utilities, Rep. Peters is on top of the various topics in both areas of vital concern to all residents. “I’ve toured many of our power plants,” she said,“seen some of our solar farms, and feel storage is an issue for solar to truly be reliable. Many power companies are investing in Tessa and other research groups working on energy storage, and I see biomass as a future possibility; however, the cost to produce energy this way far exceeds other methods — therefore not much energy is produced. “We’re working with the Federal government on the Gulfstream Project off Lake Worth — with turbines on the bottom of the ocean producing hydroelectricity through a pipeline to the city and surrounding areas. “As Tom Lawery noted, Duke is connecting with schools on solar energy education, including Perry County and Florida Polytechnic, among others. We also need more cities like those here in Tampa Bay to use more reclaimed water to conserve potable water supplies.” ParadiseNewsFL.com | OCTOBER 2017

Pinellas

Future

”Neglected infrastructure was a major cause of last fall’s sewage overflows, with Pinellas County responsible for over 50% of the statewide total. The public is now aware of their town’s sewage inflow problems and are taking necessary remedial steps, including St. Pete Beach, Clearwater, Largo and Tarpon Springs, among others. “In the Legislature, we’ve proposed benefits to cities for sewer and stormwater infrastructure upgrades, and incentives to farmers to better control their nitrogen-producing runoffs that contaminate our fresh water supply. And every homeowner has to know that one of the biggest culprits in letting waste water into our sewer system is the clean-out valve in every lawn. “Working together, we can solve the local problems that will insure more renewable energy in the future, and better sewer and stormwater controls to prevent more overflow disasters.”

Local Officials Comment After thanking the panel for their respective comments, TBBC CEO & President Robin Sollie emphasized, “From utilizing energy-efficient, we need to hold our elected officials responsible in planning for the future, with more renewable energy and funding for infrastructure needs. We can proudly say that Pinellas County is a moving-forward county!” Treasure Island Mayor Robert Minning noted,“The City prepared a Capital Improvement Plan for Fiscal Year 2017 – 2018 that addresses the Stormwater and Sewer Collection Systems. A total of $2.4 million is included for Phase VI – Stormwater Best Management Practices – Sunset Beach; Rehabilitation Parking Lots 2 and 3; Rehabilitation of 3 Sewer Lift Stations; and Stormwater Master Plan.

OCTOBER 2017 | ParadiseNewsFL.com

“Included is our ongoing relining of buried sewer pipe to minimize the infiltration of stormwater to the sewer collection system. This is performed by a process that utilizes trenchless technology called Cured In Place Pipe (CIPP). This is a jointless, seamless, pipe-within-a-pipe with the capability to rehabilitate pipes ranging in diameter from 4 to 110 inches. In addition, manhole covers will be supplied with a Rain-Catcher that will minimize the inflow of rainwater during extended rainfall events.” “For the past few years our city has been on a mission to repair and upgrade our sewer system,” St. Pete Beach Mayor Alan Johnson told Paradise News.“A study completed in 2015 examined our almost 60 miles of pipes and we set out to clean, line and — where necessary — repair them. Spending more than $1.6 million per year on that effort, it will be complete in the ‘17-’18 budget year. Along with that effort we are rebuilding our 800 or so manholes. All of this will work toward eliminating water intrusion into our sewers that causes them to overflow. “We are finishing a major re-build of Pass-a-Grille Way, a large part of which is a huge upgrade to our stormwater drainage system there. This includes baffle boxes through which stormwater drains into the intracoastal waterway. These boxes filter debris out of storm runoff, avoiding that source of pollution. “One of the goals of our Comprehensive Plan is to work toward a ‘green’ city. This involves our designing our buildings around environmentally friendly designs that are energy efficient. Another is creating streets and walkways that are more pedestrian friendly, thus reducing the volume of automobile traffic and the need for more parking.”

Madeira Beach Mayor Maggi Black stated,“Our City policy is directed at conservation of its character and promotion of a sustainable future through establishment of compatiblymixed land uses, improvement of ecological function, preservation of natural resource and the best use of public investment. “Madeira Beach will be extending its stormwater infrastructure in FY2018. Projects include Rex Place with $890,000 budgeted, and stormwater work at the 137th Ave. Circle with $935,000 allocated. The City is also working on a renewable energy plan with outside consultants that will be implemented in FY 2018, and we will continue forward in pursuit of sound environmental sustainability.” From utilizing energy efficient equipment and recycled materials to investing heavily in preventative maintenance of key infrastructure,” South Pasadena Mayor Max V. Elson said,“our city strives to do its part to protect Pinellas County’s environmental future. “Our Comprehensive Plan stresses the importance of preserving our natural environment, increasing greenspace whenever possible, and supporting state and county initiatives. Our gravity sewer system is 100% slip-lined. We utilize environmentally conscious technology like propane mowers, LED streetlights, and solar streetlights. We even updated our development standards to require an additional two feet of freeboard to promote safer construction. “We may be just a small piece of Pinellas County, but the environmental wellbeing of our entire community has been and will continue to be a priority for South Pasadena.” These comments from the panel and local officials re-emphasize the commitment of Pinellas County to a more sustainable environmental future.

Harvey & Irma, Cause to Reflect by Tom Smith

Now that our second grandchild has arrived and lives in Belleair,r, my wife fe Linda has decided that we need to move closer to the kids. Doesn’t sound too democratic, but that’s the decision. Okay, y, I’m game, as I enjoy working with Linda designing a new home fo for us. It’s a fun process, so we’ll begin searc rching for another site closer to the kids. fo In my MLS search, I came across many existing homes with beautifully remodeled expensive interiors rs, but unfo fort rtunately built on gra rade, all just 3’ to 5’ above sea level. That reminded me of my own advice about considering an existing home at grade level or building new. rom Hurricane And, with the historic flooding fro Harvey in Houston, and our own Cat 1 Hurricane Irma (with 8’‐10’ storm surg rge estimates, and could have been a Cat 3 or 4), it was a no‐bra rainer to decide to build to new ronger FEMA standard rds. higher & stro With global warming and sea levels rising, can we expect to not have a major storm for the next 30 ye years? disruption in our lives fo I definitely do not want to be upro rooted fo for a year or two as my home was being re‐built. And, I firmly believe that new energ rgy eff fficient homes built to FEMA standards will command a larg rge investment premium. It’s the old ratio, with only a very “Supply & Demand” ra limited supply of new ra raised homes along our

beautiiful Pinellas beaches. Decision made, either choose an existing vacant lot or buy an older home h for demo and build a new home. fo Linda agre a rees with me on that. Score re, 1 fo for 2! I anticiipate that FEMA will greatly escalate flood insurance rates beginning in January 2018, less than 3 months fro rom now. w. As I understand the conversation in Washington, the 5 million m existing FEMA policies might remain n in eff ffect, yet with larg rge increases in premiums each year… r… but… new policies could not be issued with any subsidized ra rates! FEMA A already owes the U.S. Tr Treasury ry $25 billion (pre‐H Harvey & Irma), and has to pre resently pay $400 million m a ye year in interest. It seems naïv ïve to believe that Congress will again allow subsid dizing additional billions of dollars rs of premiums each year.r. Virt rtually every home on our beeautiful Pinellas barrier islands that is not newly built to FEMA elevation standards, would most likely be much less marke ketable as pro rospeective home buyers become aware of the extremely high flood insura rance ra rates. Sure re, a fe few existing homeowners might find cash buyers b rs that would not be required to have flood insurance. However,r, those homeowners rs have the potential of losing hundreds of thousaands of dollars if their home suff ffers major storm damage. Do Linda and I want to thro row many thousands of dollars rs away each year on flood insurance

Skimmers Nesting Season

Black Skimmer Rynchops niger - Audubon.org One of the most interesting birds we regularly see in our coastal communities is the American Black Skimmer. The strange, uneven bill of the skimmer has a purpose: the bird flies low, with the long lower mandible plowing the water, snapping the bill shut when it contacts a fish. Strictly coastal in most areas of North America, Black Skimmers are often seen resting on sandbars and beaches. Unlike most birds, their eyes have vertical pupils, narrowed to slits to cut the glare of water and white sand. Flocks in flight may turn in unison, with synchronized beats of their long wings. The world’s three species of skimmers are sometimes placed in their own separate family, although they are clearly related to the terns. Feeding Behavior - Well-known for its skimming habit, furrowing the water with lower mandible, the upper mandible snapping down immediately when contact is made with a fish. Finds food by touch, not by sight; often forages in late evening or at night, when waters may be calmer and more fish may be close to surface. Rarely may forage by wading in very shallow water, scooping up fish.

OCTOBER 2017 | ParadiseNewsFL.com

Eggs - 4-5, sometimes 3, rarely 6-7. Variable in color, whitish to buff to blue-green, marked with dark brown. Incubation is by both sexes (male may do more), 21-23 days. Young - Both parents feed young, by regurgitation. Upper and lower mandibles of young are same length at first, so they are able to pick up food dropped on the ground by parents. Young wander in vicinity of nest after a few days; if danger threatens they may attempt to look inconspicuous by lying flat on beach, even kicking up sand to make a hollow to lie in. They are able to fly at about 23-25 days. Skimmers feed mostly on small fish and crustaceans that live just below surface of water. They breed in colonies. With nest sites on open sandy beaches, shell banks, sandbars, and sometimes gravel roofs, their habitats are public. An they are very sensitive to disturbances in nesting colonies. In late 19th century, eggs were harvested commercially, and adults were killed for their feathers, leading to a reduction of Atlantic Coast populations; there has been a good recovery of numbers since.

Locally there is a team of folks from Suncoast Audubon who act as volunteer stewards to monitor colonies of these remarkable birds whose threatened habitat are the beaches we love. A recent report counted 443 adults, 57 downy chicks and 203 feathered chicks at St. Pete Beach along with a few Royal and Sandwich Terns. There were almost an equal number at Sand Key, and another 300 adults at Indian Shores, at that time, and 6 dozen adults with 2 dozen chicks at Clearwater Point. That is a population of more than 1,700 of these incredible birds living on South Pinellas Beaches. For more information or to volunteer, see www.audubon.org or call 727-366-2791

John’s Pass Boardwalk, Madeira Beach HubbardsMarina.com Hurricane Irma is over and the area has been recovering nicely, along with the fishing! This super low tide sucked water and fish out to the beaches providing stellar redfish action along the pass and Madeira Beach & Treasure Island beaches. They are biting live shrimp, DOA lures, and gulp soft baits dragged along the bottom or weighted to bottom. Snook have been biting well along the pass as well, mostly at the top of the incoming or outgoing tidea. The best action for snook continues to be at night, but you can pick a few here and there through the day time as well. Cobia ventured into our passes lately. One lucky local angler landed a 52 inch cobia on edge of the flats inside Johns Pass. This is all great news following the strong storm, showing the waters haven’t been stirred up beyond recovery. Water clarity returned surprisingly fast. We’re seeing 5-8 foot visibility on incoming tide already. Hurricane Irma also had her effect on the near shore waters. The kingfish aren’t quite on the beach yet, but were hoping to see them make their debut with the next full moon. Unfortunately, we didn’t see the grouper bite improve at all near shore it’s been pretty picky as far as the grouper bite in shallower near shore waters lately were seeing most of the grouper action beyond 120 foot lately. However, the storm did group up the hogfish and made it very easy for us to target them on the near shore ledges and rock piles using super light tackle, super light weights, and live shrimp! The offshore bite was much better behind Hurricane Irma, the big lows like strong fronts, tropical storms or hurricanes will cause the gulf to get stirred up and the bait and predators tend to congregate on the largest structure to seek shelter during the storm and after the storm it takes em awhile to spread back looking for food. That is the time we got offshore to capitalize, right as

soon as the waters calm behind the storm you can run deep past the stirred up dirty waters near shore. Early last week we were able to do a scouting for fun trip that slayed the big grouper and plenty of them. However, by this past weekend we saw the fish already spreading back out. We are still able to get a steady bite of fish but it’s definitely not stellar like it was Wednesday through the early weekend last week. As the air and water temps drop this fall this will get the fish excited again and were looking forward to a great fall bite. We did see plenty of pelagic action last week and continuing into this week. The dolphin, tuna, and kingfish have all been steady out in the deeper offshore waters. October 2017 Astrology A Full Harvest Moon in Aries on the 5th lights our pathway into the beautiful Autumn season! This dynamic moon brings transformation with a steady application of energy. Breakthroughs and balance occur in relationships now as the Libra Sun is polarized by this lunation! Libra’s also have enjoyed the blessings and luck of Jupiter for the last twelve months. But, on the 10th, Jupiter will move on to Scorpio; offering gifts of expansion, abundance and prosperity to the sign of resources until November 2018! We all can benefit from a look over our finances during this time; just be careful and not gamble or take unnecessary risks! Venus has been quite practical with love and money but on the 14th it comes home to Libra the sign of beauty and luxury! Time to take a spa day, enjoy romance and your creative hobbies. Mercury visits mysterious Scorpio on the 17th so we can balance our bank accounts and plan our budget for the holidays! A New Moon cycle begins on the 19th in the relationship sign of Libra with an element of impulse and unpredictability! Almost anything can happen now! Sudden changes can occur on many levels as strong unions take chances and weak connections move on to new possibilities. Mars the action planet enters peace loving Libra on the 22nd just two days later. Now our energy goes into fairness, helping others, entertaining and social interests. Just as Mars enters Libra, the Sun leaves and moves on to Scorpio on the 23rd; joining Mercury and Jupiter. Our ways of thinking, understanding and inner world brings focus with intuition and examination. Shrewd and skeptical we watch our finances and our surroundings. Deep insight is likely as we explore our beliefs and set new standards. 60
