In the 1930s, the reach of the Great Depression extended far beyond the big cities into small communities everywhere, including our very own St. Pete Beach. The Sunshine School, which had opened in Pass-A-Grille in 1915, was facing closure, as there was not enough money to pay the teachers’ salaries. The locals knew how vital it was to their community for those school doors to remain open and took it upon themselves to ensure that they would. Capt. and Mrs. Kenneth B. Merry knew just what to do. They threw a party. A lifelong fisherman, Capt. Merry knew he could use his talent to help the community. He brought in loads of fish, cut down trees for firewood, dug a pit and laid some bedsprings on top. He cooked up the delicious fish dinners on the spot, while his wife and children sold tickets, prepared sides and helped serve. That was the birth of the first Fish Broil and Mullet Festival. The event was a huge success. The Sunshine School remained open and a new community tradition was born. This year marks the 85th Anniversary of that first Broil. Because of the great

growth of both the Fish Broil and the St Pete Beach school community, The Historic Fish Broil & Mullet Festival is now incorporated as a 501c3, governed by an all-volunteer Board of Directors comprised of members from the community, and with one simple mission: to support local schools and to bring the community together in a spirit of solidarity and fun while doing so. The move was done to ensure that the communal nature of this great event is preserved, that all schools that have a history with the Broil can benefit from its success, and ultimately, that all schools in St. Pete Beach can be involved with and benefit from the Fish Broil. The event’s inception and purpose truly are a tribute to the character of this city and its inhabitants. True to form, local residents and businesses make this event happen each year, whether it’s through countless volunteer hours organizing the festival, the generous donations and sponsorships from the community or those who show up the day of. Every year, Madeira Beach Seafood Company donates the fish, Silas Dent’s Steak House donates the delicious fish marinade, the Hurricane donates their delicious cole slaw, and the Mullet Men (a group of volunteers) spend 2 days

cleaning and prepping the fish. Last year, they prepped 880 pounds of mullet, which sold out by 6 pm! And those are just a few examples of the generosity of the community. This year’s event will take place on Sunday, November 8th from 1-6 pm in Horan Park. There will be live music, beer and wine, local food vendors, a silent auction, a fishing tournament for the kids, a corn hole tournament for the adults, inflatable games and activities galore. And, of course, delicious fish dinners cooked on bedsprings over hot coals. All proceeds go to area schools involved in organizing the event, and to community organizations such as the St Pete Beach Library, the Gulf Beaches Historical Museum, and Support Our Troops. Johns Pass Seafood Festival October 22-25, 2015

by Sonny Flynn Mark your calendar now! October 22-25, John’s Pass Merchants host their 34th John’s Pass Seafood Festival. The premier and longest running seafood festival in Pinellas County is held annually at John’s Pass Village and Boardwalk, an historic fishing village. The village, located where John’s Pass opens up to the Gulf of Mexico, just north of Treasure Island, offers an idyllic setting to savor seafood, whether you like it steamed, sautéed, grilled, fried, peel-and-eat or as ceviche. The Seafood Festival celebrates the abundant fish and seafood of John’s Pass and to honor the fishermen who work those waters. “This event is so much more than a festival to us - it is a tribute to the rich history of John’s Pass Village and the fishing community,” said Matt Powers, president of the Association. The Festival is not only a fun way to honor the fishing industry, it also benefits great causes too. The Association donates a portion of the proceeds from the weekend events to Pinellas County schools and other local charities. This year’s Festival promises to be even more exciting, with the addition of new events. The weekend kicks off with a Seafood Showdown on Thursday, October, 22. Beginning at 7pm at the Mad Beach Brewing Company, the Showdown is a competition between up to 20 restaurants with a panel of local celebrity judges deciding who serves the Best Seafood in Pinellas County. Adult Halloween Costume Contest on Friday evening, October 23 is always popular. Hosted by Infinite Skillz, the winner will take home a grand prize of $1,000. Even if you don’t want to come in costume yourself, you won’t want to miss seeing those haunting the Pass that night. 10

Another new event this year is the Big Fish Celebrity Challenge. Local sports and public celebrities will be competing in contests including casting a fishing line, tossing a mackerel, and racing fiddler crabs. The competition starts at 2 pm on Saturday, October 24. The winning celebrity will receive a donation of $5,000 to their favorite charity. Come see which local celebrities have the courage to step up to the challenge for their favorite charity! The final new event may be the biggest - Sunday brunch sponsored by Bubba Gump Shrimp Company, highlighted by The World’s Biggest Bloody Mary Toast. The Toast, sponsored by Tito’s Vodka, will take place at noon on the roof top of Bubba Gump’s. A great way to start a Sunday afternoon—sipping on a Bloody Mary, setting a world record, all while enjoying the gorgeous view of John’s Pass and the Gulf of Mexico. Of course, the star of the Festival is the same as every year—Seafood! Beginning at noon on Friday, Oct. 23 and 10 am Saturday, Oct, 24, seafood restaurants, food trucks, and related vendors from all over Florida and the Southeast US will be selling their best

seafood dishes throughout John’s Pass Village. The Festival concludes Sunday afternoon at 4pm with a competition among the vendors for the awards of “Best Grouper”, “Best Seafood Dish”. There is plenty to do in addition to indulging in seafood delicacies. More than 100 arts and crafts vendors will be displaying and selling their wares. There will be a children’s area with activities available throughout Saturday and Sunday. In addition, the main stage will host live music all weekend. Saturday will feature country music bands and Sunday will feature rockreggae, headlined by well-known local band Resinated. For those who like to catch fish, the second annual Battle in the Gulf fishing tournament will kick-off Saturday morning at sunrise. Visit www.anglerarmory.com for more. Letters I was at the Fort De Soto dog park this morning and I see there is still no water fountain. We have used and relied on that fountain for many years. The cooling station is great, but most dogs will not drink out of a hose with a sprayer. The park is used by a lot of people, and many of them go to the dog park and we pay for that service. It’s important for the health and safety of our dogs that they have access to fresh drinking water when there. Personally, I am there with my three dogs on Saturdays and Sundays. Tampa Bay Whippet group meets monthly and people drive from all over the county to attend. I know there are other social groups that gather regularly as well.

Chris, The Trades crew were able to repair the people fountain, however the pet portion was not repairable. I have ordered the replacement fountains pictured below. These commercial fountains should serve our four legged friends a very long time. In 2006 Fort de Soto Pay Playground was honored as one of the Top 10 US Dog Parks. I don’t think that distinction would have been given without access to water for dogs. How Do We Measure Success?

It is interesting where we get our inspiration these days. Our lives are so inundated with stimuli and sources of communication, that it is hard to know what to pay attention to. On September 8th, for example, at 11:01:21 we received an emailed newsletter from Sam Fellenbaum of Alliance Capital. In it we were asked the following question. How does the world, your contemporaries, your competitors or others define success in life or in business? Is it fame, notoriety, wealth, popularity, power? Is it a certain amount of profit, income, or market share? Who cares? Success, true success, should be defined on your own terms and in the context of what you can influence and control in your own life and business. Sam shared that his measure of success only compares the present to his own past performance. “Success is being better at what's most important to me than I've been before. Success, like love, beauty, happiness, and all things grand and glorious is a subjective, abstract criterion that has only the meaning we give it.” An hour earlier Renee had shared my astrology for the day from “The Daily OM” which she does rarely. It said in part “With a warm heart and a desire to reach out to loved ones, you are likely to find yourself expressing your affection today. It is a wonderful chance to show someone that you appreciate all they have done to make your life better, even if it is just by being there with you. Sometimes a person’s mere presence can be comforting. Listen to your intuitive sense, because it is telling you that the time has come to focus on what is truly important in your life, and there is nothing more important than love.

Commercial Development Company (CDC), based in St. Louis, purchased the 29-acre Raytheon site in the Tyrone area at the end of July. The company calls the site a "pure opportunity" for mixeduse development and has been meeting with nearby residents to discuss potential projects. CDC specializes in brownfield properties, with more than 175 sites across the US.

New residential construction continues downtown with ONE St. Petersburg, The Salvador, and Bliss moving forward, as well as the announcement of The Brownstones and Regent Lane projects: ONE St. Petersburg, at Central Ave., west of 1st St. includes; 13-story, 174-room hotel, a 41-story condo building with 253 units, and 17,129 sf of retail space. The Cuban Sandwich Crisis by Joyce LaFray

On a daily basis we’re besieged with numerous recipes for the “best burger,” inundated with unique versions of Mac and cheese, and bombarded with the latest salad combinations. Most all of us are happy to accommodate, sampling one new guilty pleasure after another. But merely mention the idea of re-inventing, or adding anything new to an “authentic “ Cuban Sandwich and you’re in for a “biting” debate! Not only is there disagreement about what ingredients an authentic Cuban Sandwich should contain, but an avid, “I’m mad as hell...” Cuban Sandwich fanatic will argue it’s origin, even which order the meats and

cheese should be placed on the bread. There are those who come to Cuban restaurants for many specialties, but most often for the ubiquitous Cuban Sandwich, which has a number of cousins, but always contains ham, roasted pork, cheese, and skinny pickles on Cuban bread, crusty yard-long loaves which are lighter and crispier than others. For breakfast the unique bread is toasted and dipped into espresso which has been lightened with milk. I’ve done considerable research on this topic here in Tampa Bay, in Miami, even Cuba, and I’ve discovered that the Cuban Sandwich is a marvelous

DI NING O UT invention — but like most inventions there are variations. Tasting is believing, and if you haven’t sampled a Cuban Sandwich, put it on your necessary list. Like Mark Twain said “the secret of success (in life), is to eat what you like and let the food fight it out inside”. You may or may not agree with his assessment, but to a diehard Cuban aficionado there is little if any compromise on what a Cuban sandwich is and shall forever be. Those adding tomato and lettuce are often called “fools” by these grass root activists. If sliced onion is added the sandwich is simply destroyed followed by an often piercing “Are you kidding me?”.

Most “authentic” sandwiches contain yellow mustard and/or mayo which are generously slathered on the inside of both slices of bread. Some “experts” believe that only yellow mustard is permitted, while others claim the law to be strictly “only mayo.” A few say one should combine both the mayo and yellow mustard into a “special sauce.”

To make a truly “authentic” sandwich, special care must be taken to place the meats and cheese exactly in a special order, with cheese and/or salami ending up as the last ingredient on top. That way, when the sandwich is “pressed” those top ingredients are the first (and most important) to be melted.

Keynote is that the sandwich must be pressed. This is usually done with the use of a heavy metal press or plancha as it is called. If a press is not available the sandwich can be pressed with a warmed brick or heated in a frying pan and pressed with a weight.

Some foodies say the Cuban Sandwich craze began in small ma-pa cafes, where a sandwich was considered the entire meal. It has since been elevated in recent years in places like South Beach where trendy neighborhoods, rife with art deco elegance and designer chic made it a hip thing.

And lastly, but never least, is the issue of the origin of the Cuban Sandwich. A few will tell you it was invented in Cuba, as you might assume, but others swear it was Miami, and then there are the Tampanians who say there is no question but that it was invented in Tampa, Ybor City in particular. They will add that Genoa salami must be included as testament to their shared Ybor heritage with neighboring Italian immigrants. I’m not sure this debate will ever cease. In spite of the ongoing crisis, after you’ve sunk those pearly whites into that mighty monster of a sandwich and eaten every last crumb — should it really concern us that such a debate exists? In the final assessment you, the customer, are the judge. You loved that beauty and that’s all that mattered!

Chill Finds Its New Home

e have been following the growth of Steam and Chill since the very beginning, in late 2010 when I met Ruthie Buxbaum. Steam opened on a shoestring budget where several others had failed. In 4 ½ short years it had grown and popular 7-day-a-week, 3-meal-a-day, 150-seat, full-service restaurant, espresso & liquor bar and live music venue. And, they did it in a retail space – with no kitchen. Part of the enchanting small business story of Steam & Chill was the unlikely success of a restaurant in a facility not intended for food service. “It’s hard to tell which was the greatest challenge in our old space…they were so numerous,” said Ruthie. “Clearly the lack of a kitchen made it nearly impossible to operate a restaurant, but we had to make do with what we had.” Each year brought more and more guests and the growth brought so many new challenges – yet no matter how many times Ruthie upgraded the space, there was never a real solution to the“unkitchen”problem. Ruthie was a bit of a trailblazer with the introduction of casual upscale dining in a market that had been largely known for fried fish & chips. Chill launched as an upscale tapas/small plate eatery, which was the first lasting restaurant start-up in St. Pete Beach in over 5 years. It was truly family owned and operated, with Ruthie, sometimes Paul and often up to 5 of their 6 off-spring working at any given time. Chill brought a healthier way of cooking whole foods into full view, and taught us all about spaghetti squash, Brussels sprouts, zucchini noodles and even rutabaga fries. Ruthie indulged us with Bananas Foster French toast & muffins and bread puddings too…they even made a go at a bakery for a year. With all the hurdles the Buxbaum family has overcome, it truly warms our hearts to introduce you to the new home of Chill. When Madeleina's Cottage announced they were vacating the space several months ago, a few of the Corey Avenue business owners and myself were musing about how wonderful it would be to have Chill take the space. We felt it would be good for Chill and good for the downtown area to add another successful independent restaurant to the mix. We encouraged Ruthie to look at the opportunity, the kitchen and infrastructure was significant and only a block away. They were at the end of their lease and the timing was perfect. After an amazing 6 weeks, the new space had been "Ruthie-ized" - creative, upscale, elegant, a touch eclectic, warm, inviting and of course, always delicious. The surrounding neighborhood is the perfect backdrop for Chill.

The inviting exterior, new signage, landscaping... the physical approach to the new Chill is impressive. My first impression was, WOW! The transformation was rather shocking. I could hardly believe it had been the old Madeleina Cottage. Somehow, Ruthie brought the "chill vibe" we’d all come to love into the heart of Corey Avenue. Ruthie and husband Paul made a permanent and significant investment into the renovations and outfitted an impressive kitchen. They have committed up to 20 years to be an anchor to a growing Corey Avenue shopping district. Wells Fargo has agreed to allow restaurant parking in their lot after 6 pm, a tremendous gesture of support from the property owner. Still serving breakfast, lunch & dinner daily, the coffee bar is intact. For simplicity sake, they dropped the "Steam and" part of their name and are now just "Chill." The sofas and lounge seating is comfortable and the bar is gorgeous. Carl's Piano Bar found a home at Chill several months ago plays 7 pm til closing Friday & Saturday nights. They have a beautiful private dining room, easily seating 50. The indoor / outdoor Al Fresco seating is spectacular and available for smaller parties up to about 40. It is also pet friendly. Ruthie's new labradoodle puppy, Rocky, is a regular at Chill and even has a burger named after him. Chill just hired Chef Keith Richardson, formerly of Cafe’ Luna and Fetishes. After Cafe Luna closed, owner Allen Butler strongly recommended him. Ruthie and Chef Keith are creating a a "best of Chill" menu. They sorted through a dozen old menus and have assembled the favorites from each era. Look for a return to a“small plate style”dinner menu. They are also preparing a very affordable Early Bird & Happy Hour menu from 3-6 and a hospitality industry special on Tuesdays. She also told me that she will be offering a "relocation discount" to breakfast patrons... through the month of October. She is offering 20% discount off the entire check for breakfast from 8-11 am, including weekends. She was working on a full-service catering menu when I last saw her... the woman's energy is endless. We are thrilled for St. Pete Beach to have Chill in the heart of downtown. Roos • Photos by Bob Schlesinger (not inc. postcard) It seemed to be a long shot in May 2013, when news broke that several smaller, privately owned Treasure Island hotels had sued the City of Treasure Island and the Florida Department of Environmental Protection over what they said were too many cars and too much disruption on the beach. The Thunderbird, Windjammer and Page Terrace hotels hired local St. Petersburg law firm Englander Fischer to represent them in this case. It wasn’t long before settlement offers were circulating. Founding partner and the head of the firm’s business litigation department, Leonard S. ‘Lenny’ Englander says, “I believe in mediating early and often, and I have settled more complaints over a 22

coffee or lunch than in any courtroom. That is a philosophy I share with new professionals on our staff. New attorneys can get blinded by the procedures needed to start a case, and seldom look ahead to ask what the greatest desired outcome would be for the client … which is not to spend time in other lawyers’ offices or courtrooms.” But Englander Fischer has earned a reputation of aggressively pursuing client goals even when negotiations fail. After numerous settlement discussions and mediations with the City of Treasure Island became unavailing, the firm pressed the legal action and ultimately secured an injunction against the City from the Circuit Court.

I remembered the Englander Fischer firm name from their involvement in the ownership consolidation of the Tierra Verde Resort, known in better times as Guy Lombardo’s Port O’Call Resort. The ensuing suit for ownership control of the property became one of Pinellas County’s largest cases, with well over 3,000 defendants spread throughout more than 40 countries. THE MORE THINGS CHANGE… I’ve been writing this column for nearly six years now. How time flies! I started out explaining to terrified homeowners how the incompetence of the too-big-to-fail Wall Street banks (along with their stunning arrogance and refusal to do the basics of their own business) rendered the paperwork in most “securitized” mortgages (which is about 95% of all residential mortgages) largely unenforceable, because of defects which deprive the banks and their servicers of standing, that is, the legal right to sue you for foreclosure. In some cases, the paperwork is falsified or forged, amounting to actual fraud. In the intervening time, there have been hundreds of thousands of foreclosures dismissed, with the Courts forcing the banks to pay hundreds of millions of dollars of homeowners’ attorneys’ fees.

So, have the banks learned their lesson yet? In a word, “NO.” Today, we still see foreclosure cases all the time, where the paperwork is so fundamentally bollixed up that the cases end up getting dismissed. There is one difference, though. Before, there wasn’t much legal

precedent for dismissing foreclosures, because the Courts had never seen such chaos before, it was just us explaining to dubious judges how the paperwork in front of them was so very flawed that those cases HAD to be dismissed. Now, though, there are many reported cases where such dismissals have been affirmed by the appellate courts, right up to the Florida Supreme Court, that the judges all understand the requirements of standing (and other legal niceties, such as honest, accurate mortgage papers). The bottom line: today, the same as (or even more than) at the start of the foreclosure crisis, if you’re a homeowner struggling to stay in your home, you need to talk to a foreclosure defense lawyer about your loan. I’m not saying the bank will be any more reasonable in dealing with you than before (because they’re still the arrogant %@$tards they’ve always been), but we all know now that the Emperor has no clothes. The Next Recession is on the Horizon I’ve been a broker in Florida through 4 recessions. In my opinion, the fifth is imminent. During my first recession, in the early 70’s, there were three-hourlong gas lines in Miami and tens of thousands of unsold condos. Small Biz Needs Outsource IT Today More Than Ever! Information Technology (IT) application in small business today is much different than it was a few years ago. Back then small business owners didn’t have much more to worry about with their computer systems beyond the basics.

Can we share data? Can we reach the Internet? Does email work? Can we print? All that has changed. So You Think YOU Can Dance? Jan e Putzel SETS THE BARRE HIGH AT 90 By Nanette Wiser In October 23, St. Pete Beach resident Jane Putzel celebrates her 90th birthday. Not with a whimper, but with a pirouette and on pointe. Ever since she moved to Tampa Bay in 1977, she’s been teaching dance classes four times each week. Her business card says Exercise in Motion. It’s not dance routines, like Jazzercise, or dance steps. “I want people to relax, enjoy and express themselves through movement. Get lost with the music and work your body,” says the merry former ballerina, a self-proclaimed “stickler for detail” in the classroom. Putzel’s minion of 60+ dancing ladies are legendary and faithful. Some have taken her classes for 20 years. “I teach at the Don Vista (SunTan Art) Center just south of the Don CeSar Resort at 3300 Gulf Blvd. St. Pete Beach, Monday & Thursday afternoons from 3:30 - 4:30 pm. I taught at the YWCA in St. Petersburg until it closed two years ago,” says the cheery octogenarian. “Then I sought out and found another location, the Sunshine Center, 330 5th St. N., in St. Petersburg moved my downtown classes there on Tuesday & Thursday mornings from 10-11 am.” Born and raised in New Jersey, Putzel started her career in NYC as a bilingual secretary after attending business school where she learned shorthand and Spanish. With a passion for ballet and modern dance, she became a member of the Munt-Brooks modern dance company until she moved to Baltimore in 1952. “The dance company was run by Hanya Holm, a talented contemporary of Martha Graham, who came from Germany in 1945 and brought modern dance to the U.S.,” recalls Putzel. “She became well known both for the dance company and later as a choreographer for Kiss Me Kate and One Touch of Venus. She lived to be 88 years old and taught until she passed away. Putzel continued to work in Baltimore in an office but moonlighted teaching ballet in the schools for two years. Fate intervened and a blind date with a gent named John turned into a life together. They married and started a family (she has five children, 15 grandchildren and 7

great-grandchildren). When John retired in 1977, they moved to the St. Pete Beach home in which she still lives. A widow for 13 years, Putzel’s life is pure joy through music and movement, interspersed with two mornings of tennis (Monday and Wednesday), dance classes Monday, Tuesday and Thursday. Friday? “Just a plain old housewife,” she says coyly, albeit one who enjoys watching Dancing With The Stars and attending the theater at age 89+. Putzel’s anti-aging philosophy is simple. Before 1977, there was just the gym and hardly any fitness programs for older people. Aerobics was just starting to emerge as an exercise option, but Putzel was ahead of the curve. “I wanted to teach an exercise class based on my ballet and dance training,” she recalls. “I wanted it to incorporate flexibility, grace and balance.”“The music aspect is what I like to emphasize in my classes. I want to make my students aware of the music so they are expressing themselves through movement and not just doing it as exercise. The combination of dance and music fulfills them and changes their lives.” Putzel enjoys changing-up her classes depending on the students’ mood. “I try to sense what’s up with them. If it’s Monday after a long hard weekend, I start with something slow and classical instead of jazz. You have to warm the body up, start slow and develop into a crescendo,” she explains. “The first 20 to 25 minutes are all stretches, then we move on to weights for 15 minutes, followed by floor mat arm, legs and hip exercises.” Slackers beware, there is no chattering in her classes. Ever the ballet student, Putzel insists on the same discipline she learned long ago. Focus on the music and motion, embrace sixty minutes of concentrated exercising…or else! How will Putzel celebrate her Big Day? “I have no plans, my wish is that it be overlooked,” she laughs. “But I have five children so that’s not going to happen. They’re up to something.”

Permanent T-Groins to Protect Upham Beach

Since the first temporary T-groins were installed at Upham Beach at the north end of St. Pete Beach in 2006 to slow sand erosion, and repaired in 2011, the community has looked toward a more permanent solution. Andy Squires, Pinellas County Coastal and Freshwater Resources Section Manager, told Paradise News, “Construction of permanent improvements are expected to begin early next year. Estimated to cost about $11 million, it will be paid for by Pinellas County and state of Florida funds. Estimated cost for construction is $8.8 million, and the cost for nourishment is estimated at $2.2 million. “Pinellas County was appropriated $3 million from the state during the 2015 legislative session to share in the cost of the project, and the county will seek additional state matching funds next year. Total project costs will be shared between the state and the county’s bed tax allocation dedicated to beach stabilization and nourishment. . “Four permanent T-groin rock structures will replace five sand-filled temporary T-groins that have been in place since 2005-6, and repaired in 2011, to stem erosion at Upham, which is among the highest eroding beaches in the state. (See Paradise News, June/July 2011 issue.)

“We are working with CB&I, our coastal engineering consultants since the project began, to complete construction bid criteria for the T-groins. We expect to advertise for bids and award the contract by year-end. Construction would start early next year, with completion hoped for later in 2016. “As with the permanent T-groins installed at Honeymoon Island State Park, the rock structures are expected to perform better in slowing erosion and holding sand on the beach than the temporary sand-filled geotubes. Once the rock structures are installed, the beach is then planned to be renourished with approximately 150,000 cubic yards of sand.” Commenting on the approval of the project, Pinellas County Commission Chairman John Morroni told Paradise News,“These permanent T-groins will have a very positive impact against erosion in the area. This project will also save the taxpayers money in the long run since we will no longer have to replace the current structures due to vandalism.” State Rep. Kathleen Peters, whose district includes St. Pete Beach, said, “I’m glad to see that this project is moving forward and certainly happy to see such great strides to ensuring our beautiful beaches are maintained.” OCTOBER 2015

Phase one in 2007 included one prototype T-groin to assess performance. Based on successful erosion containment, three more were designed, permitted and are currently under construction with completion soon.” “The HM T-groins are designed as permeable structures to protect the beach in their vicinity while allowing adequate sand to bypass to adjacent beaches. Our first temporary installation was placed on Hideaway Beach in 1997 at the north end of Marco Island, with the first permanent T-groin constructed in 2005, followed by others in 2010 and 2012-13. Other installations in southwest Florida include projects in north Captiva Island (Lee County) in1998, north of Gordon Pass in Naples where two were built in 2000 and Keewaydin Island (Collier County) with the initial permanent T-groin in 2003 and phase two in 2013.”

Recent Beach Funding Action At the June 23 meeting of the Barrier Islands Government Council (BIG-C), Indian Shores Vice Mayor Bill Smith reported, “The Florida Legislature appropriated $32 million statewide for beach projects, about $18 million less than we hoped for. The main point is that of the $32 million, the Amendment 1 trust fund provided $25 million.” Smith is the BIG-C’s beach nourishment expert and its representative to the Florida Shore and Beach Preservation Association (FSBPA). Smith continued, “Of the $32 million, $3 million was allocated toward reconstruction of permanent T-groins at Upham Beach. The state can fund up to 50% of the cost. The total amount requested this budget cycle was 50 percent of $9.1 million, or $4.55 million.” He asked State Rep. Kathleen Peters, R-South Pasadena, if county officials should wait another year to receive additional funding and then start the project. Peters said, “I do not recommend waiting. That project should have been funded last year. It went from the top of the list to the bottom and then back up to the top of the list. So I recommend they (county officials) take it because there’s no promise (of what will be available next year).”


This led to the County green-lighting the Upham Beach permanent T-groins project and going after additional funding in the 2016 State Legislative session. As noted in an earlier Beach Beacon article, on the federal funding front, County Commission Chairman John Morroni, BIG-C president, Treasure Island Mayor Bob Minning and Clearwater Mayor George Cretekos recently sent letters to Congressman David Jolly, U.S. Sen. Marco Rubio and U.S. Sen. Bill Nelson requesting their continued support of funding for shore projects with the Army Corps of Engineers. “As you know, our beaches are vital to the economic health of Pinellas County and we strongly support adequate additional funding for beach nourishment activities,” Morroni wrote. “Please continue to support adequate funding for shore protection projects within the final version of the FY2016 Energy and Water Development Appropriations bill.” The House version of the bill includes $45 million in additional funding for shore protection, but the Senate version has eliminated funding for beach projects. “We understand roughly $40 million remains unallocated from the Corps’ FY2015 work plan, ” Morroni wrote.“However, we are extremely concerned about the precedent the Senate mark may set for shore protection funding in the future and its impact of the allocation of funds at the state level.” Brief History of Upham T-groins As noted in the June/July 2011 issue, the original $1.5 million project completed in 2005 (Paradise News, April 2005 issue) was a huge cooperative effort involving the U.S. Army Corps of Engineers, the State of Florida, Pinellas County and the City of St. Pete Beach. Upham Beach, one of the local beaches most susceptible to erosion, had been renourished with new sand since 1975 along with other local beaches, at a cost to that point of almost $10 million from the Federal government and the State. Designed to slow down sand erosion, making renourishment necessary over a longer and cost-saving period of years, the original T-groins installed by Hydraulitall are made of a geotextile material woven with strong tensile strength, and then filled with sand. Each of the groins, running from in front of the Starlight Towers and Envoy

Point condos at the north to the Silver Sands complex at the south, has up to six tubes that are pyramided in the shape of a T-head in the water. They are varying lengths, from 75 to 200 feet perpendicular, with T-heads from 100 to 190 feet, dependent on the waterline, sandbars and currents. Once more permanent structures are put in place, estimates on total cost-saving in renourishment run as high as $31 million by 2033, according to Coastal Planning & Consulting (now CB&I), the firm hired by the County to supervise the project. The repair project by Gator Dredging Company of Pinellas Park, which cost about $804,000, ran into problems early-on that caused extensive delays, with final completion later in 2011. Responding to some objections to the project from local groups, Andy Squires, County Coastal Manager noted: “The USF monitoring work has shown that 38% more sand was held at Upham Beach two years following nourishment with the geotube structures installed, compared to two years following nourishment without structures installed (USF Report to Pinellas County, May 2009).“ “Aside from this monitoring data, the geotubes have clearly helped maintain a wider beach with the exception of the area where the tubes have been damaged, which is why they need to be repaired. Furthermore, no negative downdrift impacts have been observed by the installation of the temporary groin field. The groin field has successfully held some sand while still releasing sand to downdrift beaches, thereby preventing negative downdrift impacts. The bottom line for Upham Beach today is a longer, wider beach needing less sand renourishment at a considerable cost-savings.” Summing up the overall results of the new project, St. Pete Beach Mayor Maria Lowe told Paradise News, “The City has been supportive of the T-groins at Upham Beach from the start, and we all recognize that these permanent structures are critical to beach stabilization and the protection of other properties along our shoreline. John Kretzer, our Interim Public Facilities Director, is our point person on the project, and will be working with Andy Squires, the County Coastal Manager, and Tom Pierro at CB&I, the project’s coastal engineering consultant since it began in 2005.”

Help Build an Oyster Shell Bar Maximo Park • October 8, 9 & 10 • 9am - noon each day Tampa Bay Watch is recruiting volunteers to build an oyster shell bar to restore the shoreline of Maximo Park. The City of St. Petersburg is concerned with shoreline erosion along the southwestern shoreline of Maximo Park. It is located along a busy boating channel that serves the park’s boat ramp, an adjacent marina, and is a connection to Middle Boca Ciega Bay and Gulfport. Tampa Bay Watch will install oyster habitats to help with erosion of the shoreline and to promote oyster habitats to improve water quality to this part of the bay. Oyster shell projects involve shoveling fossilized shell into mesh bags, transporting the bags to the project site and placing oyster shell bags on the shoreline to create a series of oyster bars. It is pretty physical labor with oyster shell bags weighing around 30 pounds each. The minimum age to participate is 15 years old. Treasure Islettes Volunteers Who Make a Difference!

W

hen I first arrived in Treasure Island 54 years ago, it was to accept the position of Executive Director of the fledgling Treasure Island Chamber of Commerce on 108th Avenue. The Selection Committee had chosen me for the position due to my experience as Tourism Director of the Chamber in my native St. Augustine. On arrival, I was met by the Chamber of Commerce president, the late Richard Slezak. After a tour of the growing resort city, Mr. Slezak stated, "I want you to meet a special individual." We drove to a residence on Paradise Island, and I was introduced to Ida Ortt, who was then President of the Treasure Islettes, a dynamic women's club, founded by Mrs. Ruth Dowling in 1955. Little did I know at the time that this group had played such an amazing role in so many community projects since their founding, or that they would become an organization in which

both my wife and I would become involved, and remain involved to this day! After I was elected as Mayor in 1965, I realized just how many wonderful projects, equipment, scholarships, life-saving telemetry, police and fire innovations, beautification, and hundreds of other items too numerous to mention had been provided by the Islettes! The Islettes will soon arrive at the unheard of total of ONE MILLION dollars in such contributions to the community. As I learned during 25 years in public office, we are the envy of many other cities in the State, due to this wonderful organization.
