The traditional “height of season” is arriving in mid-February, as this issue of Paradise NEWS shows up in your mailbox. While all year-round residents might not agree, we say “Welcome Back.” We know we only have about 6 weeks when there are lines outside our favorite dining establishments, then the “snowbirds” will start migrating home as Easter and income tax deadlines near. (Easter Sunday is April Fools Day in 2018). Spring break arrives soon after with a different set of challenges. Strategies to keep from starving during the “height of season” include: 1: Eating dinner closer to lunch time. Places that serve both lunch and dinner and are mobbed for dinner often are quieter for lunch. 2: Trying out that new place. After the first curiosity seekers have satisfied their need to be the first, it is your turn. You could also: 3: Stay home and order in. With more and more places using ride share delivery services, the options are wider than they have ever been. Here too, planning ahead can help. Dining an hour before or two hours after traditional mid-western mealtimes opens opportunities for less crowded options. If you order in enough food for leftovers, you can avoid the same challenge at the next meal. In 2007, the Gulfport Chamber of Commerce recognized Paradise NEWS as “2007 Gulfport Business of the Year” after we put their 2nd annual Pink Flamingo Home Tour on our cover and attendance ballooned. In the past 10 years their committee of dedicated volunteers has perfected the formula. Along with the freshly renovated Peninsula Inn on the cover this month, and an introduction to the March 3rd home tour, amongst other things, this edition is likely to be remembered as our “Gulfport” edition. Ten years ago we called Gulfport “Tampa Bay’s answer to Greenwich Village.” It has evolved into a lot more, but the label still fits.

100 Women Who Care of Pinellas County presented Caregivers Support Network with a donation of $11,400 on Thursday, January 11th. The mission of Caregivers Support Network is to bring the community together to recognize youth caregivers as heroes, as well as to provide scholarship funding for youth who sacrifice their educational advancement to care for a loved one. 100 Women Who Care of Pinellas County is a philanthropic group that provides an avenue for women to join together to bring financial support to local, charitable organizations that have a 501(c)(3) status. Since February of 2013, they have given $159,300 to local charities. The next meeting is 7 - 8 pm. on Tuesday, February 20th at Cove Cay Golf Club at 2612 Cove Cay Drive in Clearwater. There is a social time from 6 - 7 p.m. at the Cove Cay restaurant, where drinks and snacks can be purchased. We just wanted to say thank you so much for printing the letter sent to you by Chris Sierra our attorney. It was like a breathe of fresh air reading it after seeing so many negative things written about us. The Legion has hired Pat Anderson as their attorney to defend them in our lawsuit filed against the Legion (11 counts). On another note. St. Alban’s has asked Support Our Troops to move out of our location there. We had a Boy Scout troop come in before Christmas and help us pack boxes so we would not have to move all the product we had to possibly another location. We sent 525 boxes out for Christmas! In any case, we have until Wednesday to be fully moved out and I am leaving for Tallahassee for 3 days to lobby with our legislators. We have put the word out for the last two - three weeks that we are looking for another location, however, nothing has come up yet. I was hoping you

could keep your ears open since we will be closing the program if we do not find something soon. After 12 years I cannot go into the room without crying. It has been such a labor of love for us all these years. Our needs are minimal: a room 24x24 feet, a bathroom, heat and ac and full access since we all come and go at different times of the day and different days of the week. We are a 501(c)(3)and therefore we are a total tax write off. Also, we would like it to remain in SPB if at all possible. If there is anything you can help us find we would really appreciate it. Thanks for running the informative article about the benefits of medical Canabis in your January issue. A large majority of Floridians voted for it and too little has been said about the benefits it offers. Michael Welch

Paradise News was reckless in publishing this pseudo-scientific article on marijuana, touting its benefits, minimizing risks and even recommending that others obtain this drug. No mention is made of the increase in hypertensive deaths & cardiovascular mortality with marijuana use, (European J Preventive Cardiology, 2017), or increase occurrence of Metabolic Syndrome (hypertension, hyperglycemia, hyperlipidemia) with each year of marijuana use (Diabetes Metabolic Syndrome, 2016) or the functional alterations in the brains of marijuana users, weakening taskrelated brain activity and attention (J Psychopharmacology, 2018), or the dangers accompanying the current dramatic increase in marijuana use by pregnant women, marijuana interferes with cell replication in cancer patients and in babies) (JAMA, 2017). Just search pubmed.gov, and see for yourself what damage marijuana does to your body. We request Paradise News print an apology for irresponsible publication of an ill-informed op-ed. This month, we celebrate Valentine’s Day, and love is in the air. Love can be difficult. Love can be stressful. Love can be heartbreaking. But love is NEVER destructive.

In 2016, 6,829 domestic violence offenses were reported in Pinellas County, averaging 18.7 per day.

Sadly, these reports likely reflect only a fraction of the number of domestic violence instances that actually took place.

About 19% of reported domestic violence offenses in Florida were between spouses, and another 29% were between co-habitants.

These previously formed, seemingly positive relationships between victims and abusers make it easy for victims to justify the abuse as an accident or a one-time occurrence and to accept promises of love and pledges that “it will never happen again”. But remember: Love is NEVER destructive.

Intimate relationships – be they spousal, parental, sibling, child, etc. – will experience their ups and downs. However, it is important to know the difference between healthy occasional discord and the physical and emotional volatility that characterizes abuse.

Domestic violence is defined as a pattern of abusive behaviors, such as intimidation, physical violence, emotional degradation, or economic manipulation, to establish power and control over an intimate partner. Its effects on victims extend beyond the obvious physical bruising and emotional scarring.

In the United States alone, intimate partner violence costs exceed $8.3 billion per year, including $5.8 billion in direct health care expenses and $2.5 billion in lost productivity, according to Forbes. This likely relates to that fact that among homeless mothers with children, more than 80% had previously experienced domestic violence, and between 22-57% of all homeless women reported that domestic violence was a leading cause of their homelessness, according to a Family and Youth Services Bureau report. Medically, women who have been physically abused are 80% more likely to experience a stroke and 70% more likely to have heart disease, according to a Centers for Disease Control report.

While the list of domestic violence’s negative effects goes on, any abusive relationship you know about does not need to.

Pinellas County offers various free and confidential services for domestic violence victims, including victim advocate services, like those provided by the Pinellas County Sheriff’s Office, a statewide domestic violence hotline (800-500-1119), and two local domestic violence shelters: Community Action Stops Abuse (CASA) and The Haven of RCS. CASA services southern Pinellas County, offering a 133-bed emergency shelter, support groups, courtroom advocacy, 24-hour hotline: 727-895-4912. From my first sale in Miami for $28,000 in 1972 to franchising 320 CENTURY21 offices, with over 4000 agents in 22 Florida counties, to developing a waterfront subdivision in Apollo Beach, to starting our “Exquisite Property Auction” division, to building “cookie cutter” houses on our barrier islands, to helping to grow my present company to 10 offices in 4 Florida counties and now to helping current sellers and buyers make tough decisions.

Here’s what I’ve learned: Migrations from Miami to Naples, then to Sarasota, Tampa and St. Pete have increased prices with each migration, making our Pinellas barrier islands the best investments in the state and possibly, our nation. The next probable migration is to the Florida panhandle, which has a totally dif‐ ferent climate, a five‐hour drive from Pinellas and no beaches along the way.

Flood insurance increases for 1000s of old houses are about to create a new construction

boom and a renovation of our 17 little beachfront towns. Land cost increases in Florida are in direct proportion to the size of the body of water on which they are located. Lots on the Atlantic are costlier than those on our Gulf.

Don’t sell Florida properties unless you have a better use for the money. If you own a property located in a legal short term rental area, consider renting rather than selling.

If you want to sell, pick an agent you can trust, who has the most local knowledge. Don’t sell by owner unless you possess market knowledge and negotiating skills.

Don’t trust the internet to value your property. Has Zillow previewed your home? Find out what it costs to build new to FEMA standards before spending money on upgrades or remodeling. Since inventory is very low, consider selling now and renting for a while, rather than waiting for the next downturn.

Construction Residential Real Estate Advice by Tom Smith For the past 18 months with these news articles, I’ve attempted to provide the most accurate information for reconstruction options for residential properties along the beach communities. Most homes in the 13 municipalities of the Pinellas beaches were constructed 50 ‐ 60 years ago. You may look at your present property simply as a home, but in reality, it is the biggest investment for most families. I’ll continue to state my opinion based upon folks coming into our model home and discussing their situations. No matter which builder you choose to upgrade your home, I highly recommend that you consider my thoughts and not throw away the hard earned dollars that you have worked hard for in your careers.

This week alone I had 2 retired couples that own homes, come into our model very frustrated about their decision (mistake) that they made. One couple listened to poor advice from a neighbor and began remodeling using the FEMA 50% rule. Now $65,000 later, they realize their mistake and are going to demo the home and build new. The second couple already upgraded their existing home. I went to their home with them, and it was very nicely done, new cabinetry, etc. However, after 4 hurricanes this past year and knowing that the flood insurance rates will skyrocket when FEMA

announces their new insurance rate program this year, they understand that their home built only 4’ above sea level rather than the now required 11’, means that their property value is very limited in the future, even if the big storm doesn’t flood the home before they decide to sell. GHD is working closely with this couple to design their new home to use their new cabinetry and items that they just paid for in the new home.

Trusts & Taxes What is ‘Asset Protection’ and who needs it? Google the term “asset protection” and a dazzling array of articles pop up, most unrelated to the actual topic itself, and most actually the front for a sales pitch. Most people have heard of “asset protection,” but don’t really know what it means, and if they need it. Others are sure that they need it, but don’t really know what it means. In this article, we will review the meaning of asset protection, list the most common strategies for creating asset protection, and suggest who should take a hard look at implementing them.

Asset protection is the process of arranging one’s affairs so that creditors and predators have minimal or no access to obtaining one’s assets in the event of a lawsuit, divorce, incapacity, or some other unexpected negative event. Without asset protection planning, a lifetime of accumulated wealth can be wiped out with one disaster.

The unexpected first step in asset protection planning is a step that does not require an attorney. We advise all of our clients to have a thorough review of all insurance coverages – business and personal. Insurance is the first line of defense in asset protection. Auto insurance will pay costs, including the cost of legal defense, due to an auto accident. Do not skimp on auto coverage, or decline uninsured motorist coverage!

Homeowner’s insurance also has a component that pays for a legal defense in the event of a lawsuit against your home, as well as damages. Umbrella policies are a wise purchase for most people - these policies cover gaps in other insurances and issues over which insurance is generally not purchased or

unavailable. Life insurance is essential, especially when liquid assets are insufficient to pay debts, mortgage balances, and maintaining of lifestyle in the event of a death. The next step in asset protection planning is to have a thorough and up-to-date estate plan. Most people do not realize that estate planning covers issues that are not just end-of-life. Florida law provides that your “next-of-kin” does NOT automatically have the right to handle your affairs if you are sick, injured, or incapacitated. Naming a trusted individual to handle your financial affairs, or to make health care decisions for you if you are not able to do so yourself, is critical to make sure that your interests are protected. The only way to ensure that your chosen person has these rights is to have the legal documents prepared correctly. This is part of estate planning, as well as the arranging of your affairs to minimize probate and outside interference by individuals and agencies who do not have your best interest at heart.

Titling of assets is also important, and having a review of how assets are titled is the next step in addressing asset protection. Many people do not realize that the Florida Constitution protects the “homestead” property of an individual who lives in the home that they own from all creditor claims and liens (except for your mortgage). This homestead protection should be guarded religiously, and many people create situations where their homestead protection is compromised because they take actions

such as adding a person to their deed who does not live in the home.

Many other mechanisms exist to protect other property and financial assets. These mostly involve the establishment of legal entities (such as LLC’s or limited partnerships and certain types of trusts) to own assets. Asset protection is achieved when assets are re-titled in the name of these separate entities. With these types of mechanisms, it is usually possible to maintain control of the asset, but keep it outside the reach of creditors and predators. Protection of assets in the marital realm is also a hot topic. Pre and post-nuptial agreements can define property rights in the event of divorce or even as a part of a plan for the death of a spouse. We very much recommend a review in this area PRIOR to a second marriage, or in the midst of a troubled marriage. We assist clients in thoughtfully preparing these documents, realizing it is a sensitive area.

Following the extensive power loss during and after Hurricane Irma, many Pinellas County and Gulf Beaches communities are debating the benefits of underground lines vs. overhead lines, notes Ann Marie Varga, Duke Energy Communications Manager. She told Paradise News, “Our system includes both overhead and underground facilities, and we are in favor of underground where it makes sense.” “However, it’s important to remember that there are tradeoffs. “Undergrounding does not eliminate outages ... Restoration times are typically higher because damage is more difficult to locate and takes longer to repair … Underground facilities may experience dig-ins, are not invulnerable to lightning strikes and are susceptible to flooding. There are other variables to be considered, including existing rights of way and underground infrastructure as well as replacing streets and sidewalks. It is also expensive — industry estimates range from $500,000/mile for tap lines to $2.5 million/mile for main distribution lines.” “We will invest $3.4 billion in a grid modernization plan over the next 10 years to strengthen the state’s energy grid, making it more resilient and secure. These enhancements will improve power quality and reliability while enabling more options for our customers.

“An important part of our plan is the start this year of a targeted underground program to move the most outage-prone overhead power lines underground. This reliability-focused program will reduce outages and momentary interruptions on these circuits and quicken overall restoration times after major events. Over a 10-year period, approximately 1,250 miles of overhead distribution lines will be placed underground.” “Today, most new construction is underground and paid for by the requesting party. We also work with municipalities to convert existing overhead lines to underground, at their cost, in accordance with the terms of our tariff. Recent Gulf Beaches projects include Gulf Blvd. in Treasure Island and Madeira Beach, and Pass-a-Grille Way in St. Pete Beach.” “Further discussion on undergrounding beyond the targeted program is warranted. Duke Energy plans to be an active part of this discussion as the communities that we serve look at potential changes following Hurricane Irma. Get Real About Property! It’s The Formalities! by Tom Brodersen, Esq. By “formali'es,” we mean those legal requirements that make the diﬀerence between what a Court will consider a valid document (which the Court will honor and enforce), and so much confe) before it’s shredded.

That probably sounds simple enough, but there is more, and it is very strictly enforced. The two witnesses must sign the will in the presence of the maker, and in each other’s presence. And the will must state that it happened that way.

These would include witnesses, notariza'on, and such things as actual signatures. Proper names of people, suﬃcient legal descrip'ons of property, and suppor'ng details of transac'ons could also be considered formali'es.

There are a number of documents that require two witnesses in Florida. In addi'on to Wills, Deeds do too. Also leases, both residen'al and commercial, if the term is for more than a year. In fact, many contracts which, by their terms, can’t be performed within a year require two witnesses.

Some states don’t require a lot of formali'es. States other than Florida, that is. Speaking ﬁrst about Wills, it is important to understand that the law of the state where the maker of the will resides controls its validity. Some states allow what they call “holographic” wills, that is, handwri(en by the maker of the will. In those states, the maker’s hand is a subs'tute for witnesses. Where wills are concerned, though, Florida demands two witnesses, who each sign the will. A holographic will isn’t forbidden – it will be enforced if (and only if) it has two witnesses.

Surprisingly, notarizing isn’t strictly required as much as one would expect, but most Clerks of Court require deeds to be notarized before they will record them. As a prac'cal ma(er, many people who dra documents almost automa'cally insert a notary block (also known as a “Jurat”), and if you don’t get it notarized, they won’t accept it. It seems that the common experience of business is that notarizing is an excellent way of making sure you’re dealing with whom you think you’re dealing with. Many legal rules grow out of such societal experience.

of very basic rules to keep your eye on, along with

other whole layers of legal, ethical and prac'cal

considera'ons to keep in mind, as you navigate

these waters. The 'me and money saved by doing

these things yourself can easily lead to very

expensive mistakes that will cost you 'me, money and anguish later.

Another wrinkle with wills: Lawyers typically add a

“self‐proving aﬃdavit” to wills, which require the

maker and the two witnesses to sign a second 'me,

but it makes it possible to probate the will without going to the trouble of ﬁnding the witnesses and

producing them in the probate court. Being years

later typically, those witnesses may be far away, or long departed, and ge)ng the will admi(ed to

probate without them may be diﬃcult

and expensive.

Pinellas County has an interlocal agreement with the municipalities along Gulf Blvd. for roadway Improvements, according to Jackie Trainer, Office of Management and Budget. Included are Belleair Beach, Belleair Shore, Clearwater, Indian Rocks Beach, Indian Shores, Madeira Beach, North Redington Beach, Redington Beach, Redington Shores, St. Pete Beach, and Treasure Island. She told Paradise News, “The agreement signed in July 2012 provides the allocation each year since 2013 thru 2019 for each municipality based upon the lineal road frontage of Gulf Blvd. in each municipality. Total agreement is $35 million and is funded by the Infrastructure Sales Tax (Penny for Pinellas) on a reimbursement basis. Many of the municipalities have used their allocation to help fund the undergrounding of their utilities. Each city manages their respective projects and could provide further detail on their Gulf Blvd. Improvements projects.” With figures on the accompanying Project Chart through Fiscal 2017 ended last Sept. 30, total allocation of $35 million through 2019 is topped by Clearwater with $6.08 million. This is followed by St. Pete Beach, $5.746 million; Indian Rocks Beach, $4.98 million; Indian Rocks, $4.008 million; and Redington Shores,

Redington Beach and North Redington Beach, total $4.446 million.

Blake Lyon, County Development Review Services Director, added, added,“From my perspective on the Development Review side of the world, our efforts focus more on the regulations for unincorporated portions of Pinellas County. Where my staff may get involved is if Duke Energy or one of the local municipalities wishes to work within the County’s right-of-way. In those instances, we would help facilitate the review and issuance of Right-of-Way Utilization Permits to support the undergrounding efforts. As an example, the County Utility Department’s Gene Crosson notes,“Several years back a project was done on a portion of Gulf Blvd. to relocate all aerial utilities underground. The project started south near Park Blvd. in Indian Shores to Walsingham Road to the north. The project reconstructed the travel lanes of Gulf Blvd. and re-installed the facilities from the air to underground. The County Utility Department worked with the Florida Dept. of Transportation (FDOT) to complete the project. The Utility Department had many utility lines that needed relocation and replacement. Somehow it became a Utility Department project funded by the FDOT.”

Local Undergrounding Updates

In January, FDOT officials told the Indian Rocks Beach Commission it would commit about $3.2 million to improve drainage issues along Gulf Blvd from Park Blvd. to Walsingham Road as a continuation of the project to underground utility wiring. FDOT design consultant John Novak told the Commission that studies showed problem areas along this route where water was

not properly draining after heavy rains and storms. Mayor R.B. Johnson had raised the issue related to the pending overall utilities undergrounding project that will include a complete repaving job. Contract award is expected in May with work to start in July and completion in about a year.

Redington Shores Mayor Bert Adams, retiring this year after 12 years on the job, told Paradise News, “We did some utility undergrounding about seven years ago and now are working with Redington Beach and North Redington Beach on a major Gulf Blvd. project to underground wiring on the East side and crosswires, which is what we can jointly afford. We have a contract with CRC, and are currently getting required easements from local property owners, and hope to start work before I leave office in March.“

Mike Helfrich, Treasure Island Public Works Director, told Paradise News ,“Our city to date has been reimbursed $2,194,413 from the County for projects associated with the Gulf Boulevard Improvement Program, from our total program share of $3,777,236. Work accomplished for Utility Relocation consisted of undergrounding utility facilities for Duke Energy, Verizon and Brighthouse from 108th Ave to 127th Ave on Gulf Blvd. The relocation underground of the existing overhead utilities is the most significant proposed improvement of this project and the largest cost item, estimated at $1,945,832. “Roadway Lighting consisted of removal of approximately 80 street lights along Gulf Blvd from 104th Ave to 129th Ave

and installation of 118 new LED street lights and poles at an approximately cost of $248,581. The City is reviewing and requesting cost estimates from Duke Energy, Frontier and Spectrum for utility relocation for Gulf Blvd south of 107th Ave to the base of Blind Pass Bridge. We also will be investigating the possibility of using the funds to install irrigation and lighting for median landscaping.” Wayne Saunders, St. Pete Beach City Manager, told Paradise News, “The undergrounding of utilities from Maritana south to 19th Ave. was completed with Phase I of the Pass-a-Grille Way Road Project, with Phase II from 19th Ave. south to 1st. Ave. now underway. The Gulf Blvd. undergrounding project, funded through the County Gulf Blvd. Beautification Grant, is now under design with construction expected to commence this fall.” PN

eronica Champion is an adventurer. The New England native spent much of her adult life as an ex-pat, working in hospitality and food service in the Virgin Islands, Africa and the tiny Indian Ocean territory of Diego Garcia. But when she tired of friends and family complaining that they never saw her, she considered her options back in the USA. One of them was to use her training and expertise to run an inn of her own. Two sets of friends mentioned that a hotel in Gulfport, Florida was on the market.

Champion visited in 2015 and fell in love with the town and the Historic Peninsula Inn. She then embarked on her next adventure – putting her stamp on the pale yellow, three-story grand old edifice at the corner of Beach Blvd. and 30th St. in Gulfport’s Historic District. The owners,

Alexandra and Jim Kingzett, had several interested parties, “but wanted to sell to the right person who would fit the town and property,” Champion said. They liked what they saw in Champion, and by January 2016 the world traveler was the proud new owner of the Inn.

Energy efficient upgrades, new chef, revitalize Gulfport’s favorite

“staycation”

One reason the match clicked was that both the Kingzetts and Champion recognized the 100-plus year-old property needed work, and both sides thought it should be accomplished in a sustainable, energy-efficient manner. Jim Kingzett mentioned the upgrades might be eligible for a financing program called PACE (Property Assessed Clean Energy).

“Jim was instrumental in getting the Commercial PACE program imple mented in the city of Gulfport. It was always understood that work was needed, and Commercial PACE would be an ideal financing method for that type of work,” Champion continued.

Picking up the PACE PACE is a national program that provides low-cost, long-term funding for energy efficiency, renewable energy and water conservation projects. It’s not a typical bank loan; PACE financing is paid back through property taxes. “The difference is I pay it back through my tax assessment,” Champion said. “If I sell the property in 5 or 7 or 10 years the tax goes with the building, so I don’t have to worry about settling a second mortgage.” After an energy audit of the building and multiple bids, Champion chose St. Pete ParadiseNewsFL.com | FEBRUARY 2018

“We considered a metal roof, but it proved impossible given the roof design, plus, it only came with a 40-year guarantee.” On the flat parts of the roof, WWEC used a “cool roof,” a material that reflects sunlight, keeping the interior cooler.

Since the upgrades required much carpentry, Champion decided it was a good time to complete the unfinished paint job, which had left the hotel two shades of yellow. “We got such good feedback on the bright yellow ground floor we painted the other stories the same color,” she said. As is traditional in the south, she used “haint blue” – which is said to deter wasps, and, according to folklore, ghosts — under the eaves.

Moving the AC compressors to the second floor not only got them out of the way of potential flooding, it made it possible to rearrange space behind the restaurant to install a new walk-in cooler. The old cooler was not well-insulated and had leaked, rotting the floor. WWEC put in a high-efficiency cooler with a door separating the refrigerator from the freezer. “You walk in the front and close the door behind you before opening the door to the freezer. It acts like an airlock to keep the coldest air from escaping.”

Beach’s Wind, Water & Energy Conservation (WWEC), which prioritized the projects into those that would provide the most bang for the buck.

First up, the 26 window air conditioners, which were not insulated and poorly installed, according to WWEC’s, energy engineer who managed the inn project. “It took a lot of design and thought on our part. Other AC contractors came out and nobody wanted to touch it,” he said. WWEC replaced each 9-SEER window unit with a 22-SEER mini-split, a wall-mounted combination AC/heat pump/air handler. Before, each unit was plugged into a 110-volt circuit, and with the new system four or five units can share one circuit, providing both more efficient heating and cooling and more efficiency on the electrical system, he said.

In public areas, Champion can monitor the AC via Wi-Fi on her phone. “I can control common area thermostats at anytime from anywhere,” she said. “If the upstairs is cold or hot, I can start looking for a reason, like an open door.” Guest room mini-splits are equipped with in-room remotes so guests can control the temperature themselves.

Brunch at Isabelle's There’s more to the Historic Peninsula Inn’s “reawakening” than energy efficiency. The hotel’s flagship restaurant, Isabelle’s, is now headed up by Chef Thierry Reverse, a Belgium native who brings 20 years of experience cooking in restaurants and hotels along the Gulf Coast in Mississippi and Florida. While he directs the kitchen, his wife, Naomi, manages the front of the house. “They are doing a great job creating a welcoming atmosphere,” Champion said. Using the new walk-in, Reverse is launching a new menu, keeping favorites while adding some vegetarian and gluten-free options. The bar and restaurant are more comfortable because of the improved air conditioning, Champion added. Champion enjoys knowing locals as well as out-of-towners stay

at her inn for a “true getaway” in walkable Gulfport. Gulfport is one of the few communities where people feel the “Old Florida” charm from the moment they first arrive. Whether people come to Gulfport for the great dining, Art Walks, numerous festivals, fun shops, aquatic activities at the Marina, fishing from Williams Pier or a great night of dancing at the Gulfport Casino guests never need to worry about getting around. Everything is a comfortable walking distance from the Inn and once you take away need to drive the entire experience becomes remarkably relaxing.”

Champion said those who don’t or can’t walk can always catch the GetGO, a free jitney ride anywhere within Gulfport city limits. The all-volunteer service is operated by the Gulfport Multipurpose Senior Center Foundation and sponsored by local businesses through ads on the vehicles. “The GetGO is helping a lot,” Champion said. In fact, Champion's brother, Tom, who also works at the inn, is a volunteer driver. Locals can look forward to “Isabelle’s Pajama Party and Sleepover” in July, Champion said. The party is an evening of appetizers and games followed by a

sleepover at a discounted rate, then breakfast. “The Pajama Party is a fun evening and the sleepover is an affordable way for people to experience the rooms and what staying at the Inn is all about. It always surprises me that so many people from the immediate area have never been inside of the Inn” said Champion, “the sleepover is a great way for them to see what it is really like.” Veronica opens vacant rooms in the off-season so visitors and locals can see how cute and comfortable they are. “Even if you don’t want to stay today, we have found that most people who have visited want to come back for a stay,” she said.

When Champion purchased the property in 2016, it was known as the Historical Peninsula Inn and Spa. She closed the spa immediately, turning the space into a suite. “It took up space, plus it required licensing and fees,” she said. Instead, depending on what services they are requesting, she recommends Maddy Spa, a 10-minute walk or 5-minute GetGO ride away. Although they are just a 10-minute ride away, the Gulf Beach communities of St. Pete Beach and Treasure Island are really

resort towns that are often inundated with tourists, cars, kids, and a lot of noise. The Peninsula Inn offers a refuge, an alternative for those looking for something else on their vacation or “staycation.” As it turns out, there is almost no bad time to visit Gulfport’s Historic Peninsula Inn. Gulfport - An Arts and Entertainment Community Champion may reopen the spa in a few years, but contends it’s not a priority. “I find that one of the benefits of owning an inn in Gulfport is that I am able to help my guests visit the other Gulfport businesses when they are here. The Inn is in the heart of the community and our guests really enjoy getting out and visiting and supporting the other establishments,” Champion said. “If they stay more than one night they will eat at other restaurants and do other things. And hopefully our guests will experience all that Gulfport has to offer.” Gulfport has a lot to offer. There’s an

The Historic Gulfport Casino has a great dance floor that hosts one form of dancing or another most weeknights and often a musical event on weekends too. Then there are annual events, like Gulfport’s Get Rescued from 10-6 on Saturday, Feb. 24, the Pink Flamingo Home Tour on March 3, weekend festivals like Springfest Garden Art and Faerie Festival on April 7 and 8. Gulfport - Pinellas County PACEmaker Pinellas County recently approved PACE financing for commercial entities. To date, Gulfport is the only municipality in Pinellas County that has embraced PACE, and only for commercial properties. Hillsborough only allows PACE in unincorporated areas, while Pasco County has approved both commercial and residential PACE projects. It is a shame, really, as the unavailability of affordable financing is keeping a lot of energy-saving projects from getting implemented. One would think that supposedly “green cities” like St. Petersburg would embrace the concept. The Historic Peninsula Inn is Pinellas County and Gulfport’s first PACE project, and it is working out very well for the quarter-million dollars’ worth of upgrades and repairs the Inn desperately needed, according to Veronica Champion. Hillsborough only allows PACE in unincorporated areas, while Pasco County has approved both commercial and residential PACE projects. Ygrene Energy – Florida’s largest PACE Funder PACE financing for the Peninsula Inn renovations were facilitated by Amy Elliott of the Ygrene Energy fund. Ygrene (Energy spelled backwards) is a nationwide company offering project financing based on the equity in homes and business structures, currently in Florida, California and Missouri for: • Energy Efficiency • Renewable Energy • Water Conservation, and • Wind Protection

PACE investments are secured by the equity in homes or businesses, and are repaid over a long period of time at affordable interest rates with payments payable through real estate taxing authorities. The funding for the payments typically comes from savings on utility bills and reduced insurance premiums, due to the improvements. However, the borrower’s ability to make the payments is critical, as PACE lenders generally come before even mortgage lenders in payment priority, and unpaid payments can quickly lead to a loss of the property. It is 100% financing, with no money down and no payments for up to 12 months. There is no minimum credit score needed to qualify, just verifiable equity.

Safety Harbor Art and Music Center (SHAMc) is a not-for-profit organization whose mission is to promote knowledge of and education in the fine arts, the visual arts, and the performing arts. We first met Todd Ramquist & Kiaralinda at a friend’s house party in north St. Pete Beach. In that venue they seemed like an artistically-dressed, middle-aged couple with more than a passing love for the arts. Recently, however, we saw Kiaralinda being interviewed by Bay News 9 at SHAMc a venue that has become best known as “Whimseyland”.

They have been nick-named the "Whimsey Twins" and fellow artist and SHAMc board member Heather Richardson is cut from the same remarkable cloth. Thanks to a $50,000 Pepsi Refresh Grant, the support of their community and people around the world, they have been able to start the transformation of the Rigsby House into the center of Safety Harbor’s artistic universe.

Since acquiring the property years ago, they have transformed it into their dream center - a place where children and the young-at-heart can gather to celebrate art. The gator trout are starting to show up on the Flats and along the mangroves of the back bay waters. Eric Whitted, from Pinellas Park, has been getting some monster gator trout using a Florida Fishing Products Osprey 3000 reel on a Bull Bay Rods 7’6” Sniper and for bait he likes the Glad Snooker Jigs 1/8oz weedless hook with a Zoom Superfluke. The Sheepshead continue to be biting well along Johns Pass docks, jetty and bridge. This is a great time of year to pluck a few and they are great table fare, just a little challenging to clean due to their large bony ribcage. Lately the outgoing tide has been the best for the sheeps inside the pass. Silver trout still being caught from the beaches as well, Tom Green from Michigan caught a half dozen using a rental rod and squid casting into the surf of Madeira beach just north of the jetty. Offshore - Capt Anthony Belmonte reports that the scamp grouper are big and ready to chew small live baits. The red grouper are fat and we’ve been seeing quite a few but both of these reports are coming from fishing south of us and 150-200 foot of water. This past weekend the 39 hour came in with a monster pile of amberjack and one, caught by Roger Poulin, was over 100lbs weighing in at 100.7lbs!

They also had some fat red grouper, scamp grouper, mangroves, yellowtail, mutton snapper, tuna, porgies, vermillions, and even a dog snapper! The mangrove bite was a little slower than we would’ve liked but the many other species filled the gaps and that monster 100lb amberjack was such an epic fish the whole boat had a great time.
