STRUCTURAL PLAN
“A Precinct where people long to be Creative’s in Cumberland” Creatives in Cumberland - Fostering local culture and diversity through the use of public space, the architecture and naturalising waterfront to grow a creative precinct that allows people to be aspirational and entrepreneurial with a strong sense of place. Creative’s in Cumberland is a nucleus of activity with Toohey’s brewery at its heart. The precinct incorporates a range of industry clusters such as Technology, Food, Arts and Entertainment. Each with overlapping territories creative’s in cumberland has a beat that drums through its streets and buildings.

OUR VISION Central River City will celebrate its unique experiences, its stories and cultural vibrancy while accommodating the growing needs of metropolitan Sydney. The City will deliver integrated transport networks to connect people with places, plan complementary and diverse housing opportunities, be the centre for knowledge and innovation and create an accessible web of natural spaces

Transport Comparing Business as usual with the aspirations of this Strategic Plan, it is important to note the following differences: • More jobs are needed and this strategic plan recognises the critical role the Central River City plays in providing commercial uses. The agglomeration of jobs in the east is unsustainable and protecting land for jobs in Parramatta is crucial. • To provide more jobs in the commercial core, less residential development should be permitted, resulting in a loss of projected residential development in the City. Residential development still plays a critical role in the orbiting suburbs that will be better connected to the City. • Open space provision remains the same, however there is a deliberate focus on quality over quantity. The Central River City has many natural assets that should be enhanced and woven together to deliver a better open space outcome. • To support the growth, additional frequency and number of transport services is required and will be provided to service the rising residential and worker populations.
REGIONAL CONNECTIVITY At a regional level, there are a number of missing links that must be prioritised to ensure the Central River City is truly connected. To deliver on the 30-minute city target, a number of missing links must be delivered. This allows people to live close to a range of different jobs. Important connections identified include to the Western Sydney Aerotropolis, to the Hills District and the Carlingford to Epping extension.
NEIGHBOURHOOD CONNECTIVITY • The Neighbourhood connectivity map of Central River City shows the connectivity within the 12km radius. In the Multiple Transport option, the neighbourhoods are connected with the Central river city with at least two mode of transport. • The connectivity between Parramatta CBD to other economic centres will have be mass transport options such as heavy rail and metro. Same way, the connection between Parramatta CBD to other residential neighbourhoods will be options such as Light Rail. This supports the working community to connect frequently between the CBD and other economic centres or employment regions. • This map also shows the potential connection of various modes of transport which is a key design element in the strategic plan. The potential metro line continues to the wester Sydney Airport by connecting Fairfield Hospital. The potential connection of light rail to Carlingford and Epping, as well as another line to Olympic park and Strathfield light is needed. The frequency of heavy rail lines and ferry services will be increased according to the phases of development.

Parramatta North Historic sites is like the Sydney’s the rocks Heritage precinct and Bondi Beach similarities of heritage and historical values from the aboriginal ages to the colonial settlement in Au Park. The Site is surrounded by natural features like Parramatta river and Parramatta Lake. The West by many public spaces like Prince alfred park, Parramatta Stadium, and old Government house. Th Precinct by the year 2023.

“Connecting Heritage of the Past to the Future� With the natural and colonial heritage, the Parramatta North Urban Transformation will be an forefront of well connected precinct by celebrating its heritage and fostering new sustainable community protecting the ecological resources of the site.
KEY ISSUES Undergoing Growth and Development Parramatta North Heritage Precinct is undergoing a massive transformation after the implementation of PNUT CMP. This plan have started their works of restoring the heritage buildings in the precinct. The Parramatta Light rail connection between the Parramatta CBD and Westmead provides a huge impact in developing the site.
Natural and Heritage Assets The Precedent has a rich aborigional and colonial history. This makes the place unique to develop an waterfront which portrays the heritage and ecological quality of flora and fauna.
Flooding The PNHS has listed in the flooding zone in every 20 year flood and 100 year flood.
Large Ownership The Precedent has three large ownership which becomes as a barrier to create equal number new developments with in the precedents by retaining the maximum potential heritage buildings.
Disconnected Urban Structure The Precedent with the area of 30 hectares have just 2 connection from the urban structure. The Alber street in South and Board street in the North are the existing connection to the PNHS. The site looks isolated without the maximum connection to the existing residential communities in the Parramatta North.
DESIGN STRATEGIES
Well connected Urban Structure The Precedent should get connected to the existing street patterns and urban structure by creating maximum entries to the site. All the streets will get connected to the river front to create a oppurtunity to use the river promenade as a public domain. Connected Urban Structure
Maximising Public Domain The Precedent should make use of the open spaces with various activities. By connecting the Colonial Heritage buildings and the openspaces will create a good open space with rich history and heritage of the precedent.
Potential Public Domain Heritage Buildings
CONCEPT PLAN
Activating the Waterfront Waterfront is the most important catalyst of the site. This has a potential to connect the Parramatta CBD to the Norther sub-urbs. The Parramatta River is known for its history and its natural heritage, this makes the river more unique to celebrate. Implementing the Public Domain in the open spaces of the river promenade will activate the water front from internally and externally.
Connected Public Transport The Precedent has a newly approved Parramatta Light rail which connects the site to the Parrmatta CBD. Apart from light rail with 5 min walk we have O’Connell Street Bus Stops which has a high frequency to CBD and to the neighbourhoods.
