Report on the monitoring nitoring of electronic public procurement at local level May – June 2014 In the framework of the project “Increased Transparency and Accountability of Public Procurement in Local Level” since January 2014 Partners Albania is working on monitoring the public procurement procedures in the municipalities of Berati, Fieri, Himara dhe Saranda, part of this initiative. In order to prepare this report, there were used mainly qualitative metho methods. The data were provided through the research of the announcements published in the the public procurement bulletins, research of the Public Procurement Agency website and the information published on the websites of the pilot municipalities. 1. Some of the findings by the municipalities, for the given period are: • • •

For the period May--June June 2014 Fieri Municipality has the lowest number of open procedures with the e-procurement procurement system (only 2 procedures). Himara and Fierii Municipality are the ones with the lowest number of procedures announced for the period January – June 2014, respectively ely 10 and 11 procedures. procedures Again, these two municipalities are the ones to have the lowest number of awarded contracts. Himara Municipality has awarded only 6 contracts and Fieri Municipality has awarded 9 contracts. Based on the data of the e-procurement e system, ystem, the highest number of awarded contracts is met in Saranda Municipality with 51 awarded contracts and Berati Municipality with 26 awarded ones. In the e-procurement procurement platform there are no longer available the data for the Berati Berat Municipality, meanwhile before those data have been accessible in the system. Also in Saranda Municipality, there are discrepancies in the number of procedures reported in the system with those monitored for the 6 months time period. period In Saranda Municipality Municipal 72% of open procedures are “Small value purchases”, meanwhile in Berati Municipality these th purchases count up to 65% of the open procedures. In the Public Procurement Portal there are missing the announcement for signing the awarded contracts. For Saranda Saranda Municipality these announcement are available till April 2014, whereas for Fieri Municipality there is no data file on this related. During the monitoring there was seen that in some cases there is no publication of the announcement of the winner of the awarded contract in the e-procurement procurement platform. Saranda Municipality has announced the highest number of Open Procedures (75 procedures) in the e-procurement procurement platform for the period January – June. Meanwhile a considerable number of procedures were open even from Berati Municipality (40 open procedures).

Fierii Municipality was awarded no contacts for the period May May-June June 2014 and the overal overall number of contract awarded from this municipality for this six month of 2014 is 7. Low developments are manifested in the e-procurement e procurement process of Himara Municipality also. The competition on the procedures of “Request Request for Proposal Proposal” and “Small value purchases” remains low. In Saranda and Berati Municipalities, that have the highest number of opened procedures, there are reported cases when contracts for goods and services have been awarded to the same company. Nevertheless the indicator of competition will be calculated and given at the he end of the monitoring process. process Berati Municipality manifests the highest percentage of terminated procedures (52 %), while in Saranda Municipality this indicator measures only 16 %.
