Monitoring through the ee- procurement platform has encountered difficulties while gathering information, as all procurement procedures of Berat, Fier dhe Himara Municipalities get archived right after their completion and public access is denied to the platform’s archive. Public Procurement Bulletin has been used as alternative source of information while gathering data on procedures’ awarded winners. Though this bulletins lack information related to the Small Purchases awarded winners. M Meanwhile eanwhile in three out of four municipalities enrolled (Fier, Berat dhe Himara) have offered to the expert, access in their databases of completed procedures. procedures Berat Municipality has opened the bigger number of procedures in the e-procurement e platform (32) for or the period October – December 2014. At the same period Fieri Municipality has opened a considerable number of procedures (13 procedures). Again, during this quarter, quarter “Small value purchases” procedures result to be outstand high in Berat Municipality. There is founded that for the same good or service there were opened more than one procedure, fragmenting the found to match the requirements for small value purchases. Competiveness in the procedures of “Small value purchases” remains low even during this th quarter of 2014. In all municipalities monitored, still there are found cases where the contracts for goods and services are awarded to the same companies. In the final report, there will be presented aggregated data on the number of tender procedures aawarded to the same company. On the contracts for Work, the number of companies applying the procurement procedures hardly reaches 3 and in some cases there are only 2 qualified companies. The competiveness’ indicator will be published at the end of the monitoring monitoring process, not to influence the process. Percentage ercentage of saving from the limit fund is one ne of the indicators that measures appropriate fund’s management and planning in the municipalities. The size of this indicator is affected (among other factors) from the volume of procurement realized in each of these municipalities. The annual report will give the percentage percentage of saving from the limit fund for all procedures in all municipalities, and related to the type of contract awarded. Again during this quarter, rter, reasons of disqualification of Economic Operators were given in all announcements published in the electronic procurement bulletin. In the Public Procurement Agency portal there can’t be found announcements for all contracts awarded from the Contrac Contracting Authority.
