Message from the Chair Leadership makes the difference—25 years of leadership. This past September, 565 regional business and community leaders, including Gov. Rick Scott, helped Pasco Economic Development Council celebrate an extraordinary year and an extraordinary quarter century of progress. Pasco EDC and Pasco County have been on a special journey together since 2008 when they jointly funded a panel from the Urban Land Institute (ULI). This year saw the beginning of the pay-off to that initiative. Through the hard work of county officials and Pasco EDC staff and investors, major writes of the land development code and mobility fees were implemented, and a new era LEAP(ed) into County government. This annual report memorializes that tremendous effort. However, there is little time to rest on laurels. Around the globe, an intense jobs competition is underway. Daily the gap grows between the knowledge content of jobs being created and the skill set of those seeking to fill them. The community that delivers the workforce required by industry—the talent supply chain—will emerge from this competition as a leading economic development region. The Pasco EDC is committed to being a catalyst in the education efforts for Pasco County. Colaborative efforts between Pasco County School District, our higher education institutions and the business community are vital to the success of our community. I am excited about the year ahead. Pasco EDC initiatives, education, ULI, and small business development will have strong and lasting impact on our community. Strong foundations have been laid; many initiatives are ahead to implement and we will be involved in leading those efforts. Someone has to be first—why not us? Leadership makes the difference.

Policy Council Provides a forum for Pasco’s business leaders to craft the market’s business development priorities and to create strategies for impacting the County’s economic development competitiveness and advancement.
Board of Directors Provides fiduciary, governance, and oversight for Pasco EDC. The Board of Directors is charged with developing programs and initiatives.
Economic Competitiveness Task Force Tackles two key areas: implementation of Urban Land Institute recommendations regarding Pasco County permitting and development processes; and development of quality real estate product in Pasco County. Its core activities are focused on factors that impede real estate development in Pasco County. In fiscal year 2010-2011, the Task Force focused its efforts on the County’s multi-year effort to streamline and improve the development approval process and land development code rewrites.
Economic Growth Task Force Develops programs that help local businesses grow and create jobs. Its activities have focused on creating tools like microloan funds and supplier databases that help local businesses. The supplier database (www.floridasuppliersource.com) was launched during the summer and the microloan fund is anticipated to make its first loan in February 2012.
Marketing Task Force Develops a comprehensive marketing program for the Pasco EDC, including attraction of new businesses, encouragement of local business creation and expansion, and cultivation of stakeholders and resources. Its work dovetails with the Tampa Bay Partnership and Pasco County.
Fundraising Task Force Increases ongoing private sector financial support for the Council. As a 501 (c) 3 charitable organization, the Pasco Economic Development Council provides a tax advantage to supporters of its mission.

The planning and roll out of a more systematic marketing push took place over the summer and fall. The plan elaborates the theme of “Room to Grow in Tampa Bay.” It utilizes children as a design element to make the point that Pasco is family friendly, has a bright future, and is the natural expansion area of the Tampa Bay region. Message from the President I am the most surprised person in the room. At the beginning of fiscal year 2011, the Pasco Economic Development Council had produced some momentum, but the economy was still in the doldrums. We had been working with Pasco County to change the local regulatory climate, but now we were headed for the hard part, simplifying the land development code, reducing permit times, and cutting fees. It seemed all but impossible that anything significant would happen. I couldn’t have been more wrong. Pasco EDC helped create more jobs in FY 2011 than in any other year on record—1,268 jobs to be exact. Raymond James represented a significant portion of those jobs, plus a $50 million investment, the start on several phases yet to come. This was our best year on record for job creation and private sector investment. And on date, when Commissioners approved the new mobility fees that cut office and industrial transportation fees in key areas to zero--the first Florida county to do so-I knew we were making history. Join us, the work is just beginning. Let’s resolve to write another chapter in the Pasco County history book in 2012.

We’ve traveled the USA sharing Pasco’s story! Raymond James Financial commits to bring 750 new jobs to Pasco County Raymond James Financial selected Pasco County for a 200,000 square foot expansion of its Tampa Bay operations. The initial phase of the project is expected to create 750 new jobs. The Pasco County Board of County Commissioners approved an aggressive package of incentives to make the Wiregrass location the obvious choice in Tampa Bay. In addition to the initial 200,000 square feet of office space, Raymond James Financial secured enough property to complete a future buildout that could total 1,000,000 square feet.
Camelot Brings 46 New Jobs to Pasco County The Camelot Technologies Group, Inc. expanded its Pasco County operations with two subsidiary operations; CTG Power Solutions, LLC and CTG Power Systems, LLC. CTG Power Solutions, LLC is a new business to Florida that manufactures reciprocating engine power generators. The company purchased a 22,000 square foot manufacturing facility and created 20 new jobs. CTG Power Systems, LLC is a leader in global engineering, procurement, construction, and maintenance services for power generation facilities. The expansion created 26 new jobs. Both companies received approval for the State of Florida Qualified Target Industry Incentive and Pasco County’s Job Creation incentive.
Over the past year Pasco EDC has embarked on an aggressive mission to promote Pasco County as the best location in Tampa Bay for corporate investment. Pasco EDC reached out to national site location consultants in Chicago, New York, Atlanta and Dallas and promoted the benefits of a Pasco location to over 50 new contacts. By attending industry trade shows, Pasco EDC was able to create new relationships with industry leaders in Supply Chain Management, Aerospace and Defense Manufacturing, Renewable Energy and Plastics. Pasco EDC reported 16 expansion, relocation, and start-up business projects completing 600,000 square feet of new construction and absorpting of 77,052 square feet of vacant space. Capital investment, including land, construction, machinery and equipment totaled approximately $598 million. These companies are expected to create 1,268 new jobs and to retain 174 current Pasco employees. Pasco EDC focuses its activities on business attraction, retention and expansion of Primary Target Industries. These 16 companies qualified because of high average annual wages and generation of sales primarily from outside Pasco County, bringing new wealth to our community. New technologies, new products, expanded markets, and increased market share were cited as reasons for growth. Current economic conditions are reflected in this year’s results which show an increase in capital investment, new construction, new job creation and retained jobs.

Local CEOs Collaborate
Economic Gardening Together!
The CEO Roundtable is a group of local CEOs that comes together for collaborative problem-solving sessions that address issues important to the respective businesses. The sessions are held once a month at the Pasco EDC office and led by a trained facilitator. These ongoing discussion groups are structured to provide CEOs with timely advice to problems they are currently experiencing. The group meets in a “closed-door” confidential setting and participants discuss ways to overcome their company’s obstacles to grow in areas such as finance, employee relations, legal compliance and marketing. Unlike a traditional networking group, the CEOs in the roundtable don’t sell to each other; but instead provide each other with insight and new perspectives on management techniques. However, the CEO’s often become excellent referral sources to each other and many have created profitable business relationships through this program.
Pasco EDC held its 2nd Annual Economic Gardening Conference on November 4 at the Residence Inn at NorthPointe. With over 65 in attendance, the group received information on the GrowFL programs, the Pasco Enterprise Network, various business loan programs, the newly created Pasco Microloan Fund, and a lively Stage II panel discussion. Jerry Ross, Executive Director of the Disney Entrepreneur Center, gave the keynote address entitled, “Main Street Gardening to Economic Gardening” which explained creative perspectives on small growth and the economic impact for local regions. Connecting Manufacturers with Innovative Suppliers in Florida Florida Supplier Source is a new website we‘ve launched in an effort to help match local and regional manufacturers to suppliers. This year we completed the database architecture and will begin marketing it to manufacturers and suppliers around Florida in 2012. Everyone needs more sales, especially in this economy, and FloridaSupplierSource.com provides the manufacturing community with a quality tool to locate local suppliers and reduce the cost of doing business in Florida. Leveraging our local and
state resources in this manner will provide opportunities to grow manufacturing jobs and will be the cornerstone of success in our local community and all over Florida. The hope is to foster more business opportunities and promote business-to-business relationships among Florida’s and Pasco’s manufacturers. Our Partnership with GrowFL Pasco Economic Development Council partnered with GrowFL, a program that supports the growth of Florida businesses by providing a free suite of support services, as well as unique access to market research and technology. The following Pasco companies received approval this year for technical assistance from GrowFL: AJ’s Powersource DG Morrison, Inc. Evolutions Healthcare Systems, Inc. PharmaWorks, Inc. Web Direct Brands, Inc.
With these services, companies can discover and expand sales opportunities, create supply chain efficiencies and better understand the competition. It’s about giving businesses what they need to grow and all at no charge. The Technical Assistance program supplies businesses with relevant and actionable information about markets and their competitors. Information is mined from high-powered databases, geographic information systems, Search Engine Optimization (SEO), and social media tools to increase competitiveness.
Companies can apply to this free program through an online application. Once accepted, CEOs are paired with an Economic Gardening Team that operates as an extension of the CEO’s staff for the duration of the engagement. The Economic Gardening Team offers in-depth technical assistance on anything from expanding a customer base to improving leadership structure.
Pasco Enterprise Network Connects Businesses & Entrepreneurs Pasco Enterprise Network (PEN) offers a “no wrong door” resource to finding guidance and assistance for new businesses or small businesses trying to expand. No matter what challenges they may be facing, PEN connects small businesses and entrepreneurs to the help they need to grow. Pasco Enterprise Network is an open-source collaborative of not-for profit agencies committed to ensuring the success of small businesses in
Pasco County. PEN Partners provide consulting, counseling, education, and technical assistance in a variety of areas and subjects. PEN, which was launched this year, includes the six chambers of commerce in Pasco County, the Pasco Hernando Workforce Board, Pasco County Library Systen, SCORE, USF Small Business Development Center, Pasco Hernando Community College, Saint Leo University, and Pasco Economic Development Council.

25th Annual Industry Awards Pasco EDC held its Annual Industry Appreciation Banquet at Saddlebrook Golf and Tennis Resort on September 7th. With over 550 in attendance, Pasco EDC announced industry award winners and reported on accomplishments for the past year. Governor Rick Scott joined in the celebration as he shared his views on Pasco’s bright future.
NetFest Chili Cook-Off Was A Hit! More than 260 community and business leaders, elected officials, and county staff attended the 9th Annual NetFest event held by Pasco Economic Development Council on April 7, 2011, at Starkey Ranch in Odessa, Florida. The NetFest is an opportunity for the business community to network and mingle in an informal, western style while enjoying a Bar-B-Que buffet and country music. Twenty-six companies sponsored the event. For the first time, a “sponsor-only” Chili Cook-Off took place with three companies participating against Pasco EDC President John Hagen. Judging was performed by the NetFest attendees by placing their business card in a bucket with their favorite chili identified. Commercial Asset Partners Realty received the most votes and took 1st Place – Very Excellent Chili.
A trade show was held prior to the dinner which featured 37 displays from previous award winners, current award nominees, and presenting, gold and silver sponsors. A total of 47 companies participated as sponsors. The trade show and banquet are excellent opportunities for companies to promote their business as well as to network with community business leaders.
