UK FINANCIAL BOMBSHELL MAY HIT BRITISH EXPATS
H
undreds of thousands of British non-residents could lose their taxfree allowance on UK earnings under proposals being considered by the British government. The total includes all British nationals in Thailand who fill in a UK tax form, including the many pensioners who are living here on a fixed income. The tax-free allowance is currently 10,000 pounds a year, due to rise to 10,500 pounds next year. If the personal allowance is withdrawn for non-residents

without exception, then all individuals would be 2,000 pounds (100,000 baht) worse off annually, or 4,000 pounds for married couples. They would begin paying tax of 20 percent from the first pound of income, and 40 percent on income of 31,000 pounds or more. Presently, the government has not made a final decision on the proposals put forward by British Chancellor of the Exchequer George Osborne. The consultation document claims that few countries in the world have
as generous an allowance for expats as Britain and that the granting of this privilege should perhaps be restricted to those who spend at least six months a year in the UK. The plan could mean the UK getting more tax from 400,000 non-residents worldwide, including around 25,000 based in Thailand. The total sum which could be saved by the government is in the region of 400 million pounds. Continued on page 6

News American hit with high heel
A ladyboy known as Cherry, 28, was very disappointed when American tourist Shawn Bowsher, 36, refused to go for a drink with her that she hit him over the head with one of her shoes. The injury
required 13 stitches on the man’s forehead. The katoey admitted to police that she had hit the tourist but claimed it was in self-defense as she felt that the foreigner might well be preparing to attack her.
Tourist robbed in hotel Ongoing ladyboy problems
Alisa Osmonalieva, a 31-year-old tourist from Kyrgyz Republic, reported that her room in a South Pattaya serviced apartment had been burglarized. About 200,000 baht worth of jewelries and mobile phone were stolen from the safe. Police checked the CCTV for clues.
An Indian tourist who was accosted by four transvestites, offering a good time for small reward, complained to police after the group managed to steal an expensive gold necklace as they pretended to dally with him. Later on the same day police arrested about 50 ladyboys who were loitering on the beach area, but none of them appeared to have possession of the necklace, although several were charged with possession of illegal drugs.

News UK FINANCIAL BOMBSHELL MAY HIT BRITISH EXPATS Continued from page 1
The biggest group likely to be affected in Thailand is the large number of retired men and women who are in receipt of UK government pensions, occupational and/ or state, including former teachers, health workers, civil servants and council officials. These pensions are taxable in UK, not in the country of residence, so these individuals will bear the brunt of any extra tax without being able to relieve it elsewhere. Those who rely for their income on renting out property in the UK will also be included in the proposals if they are adopted. Jason Porter, who specializes in expat tax affairs, said “The proposals are still out for consultation, so any changes won’t take effect until the start of the 2015 tax year, or more likely 2016.” He added that it appeared to be Treasury policy to enact measures which increase the tax burden for expats. Financial advisers are stressing that the current proposals are very much more serious for expat pensioners than the government’s refusal to increase the old age pension in line with inflation.

“Happiness” comes to Eastern Seaboard
The Ministry of Interior organized a “give happiness back to the people” event at the Indoor Athletics Stadium, Jomtien, in which community leaders and villagers throughout Chonburi were lectured on self-sufficiency models of economic improvement. Great emphasis was laid on spending and saving money in the complex world of today.
Healthy guys flex muscles Garbage removed from canals
As part of the Pattaya Grand Sale project, city authorities are hosting a Mr Pattaya Healthy Guys Challenge in which 40 guys, aged 20-40, are competing for a 200,000 baht windfall and a special trophy from the Pattaya mayor. The final round will take place at Central Festival Pattaya Beach on Sept. 30. The event is being held to promote tourism in the low season.
City officials examined a drain-canal in South Pattaya to check on the progress in removing water weeds and rubbish which are partly responsible for flooding during the rainy season. Aek Amorn, owner of the Camelot Hotel,
said that his own staff would join in the operation to clear the canal which ran near to his premises. Deputy Mayor Weerawut Kharkai and officers of the Sanitation Bureau also visited a canal area in Naklua to check
on the progress of the plan to remove garbage, rocks and waterweed which clogged the drains during the rainy season, thus contributing to flooding at certain times. The work should be finished by the end of October.
Arson suspected at karaoke
Woman driver held as temporary hostage A man told police that he was holding a woman against her will because he wanted somebody to help his wife and infant son who had been kidnapped by a gang selling yaba. Somthanyanat Boontub, 42, told police she was absolutely terrified after a man approached her with a knife and a gun as she stopped her car near Sukhumvit 42. Police tried reasoning with Chaiwat Praeson, 25, but he appeared to be intoxicated and very confused. A former security guard in a Pattaya night club, Chaiwat was eventually persuaded to be reasonable and driven away in a Sawangboriboon rescue vehicle for a medical examination. It was later discovered that the gun was a fake one.
Child injured in drain incident The Sawangboriboon volunteers were called to a distressing event in Huay Yai, Banglamung, after a three-year-old Russian girl was playing in a fountain when her arm became trapped in a drainage pipe. Rescuers managed to cut the pipe after half an hour and transported the girl to the Bangkok Hospital Pattaya as her hand was still stuck in the PVC pipe remnants.
Police and the doughty fire brigade rushed to a karaoke in Soi 17 to take care of a mysterious fire which broke out in the middle of the night. The owner of the karaoke, Jim Watti, said that an argument had broken out earlier in the evening when a drunken customer had made an unwelcome advance to her. On being rebuffed, the inebriated individual then hit her with a motorbike helmet before leaving. The fire was discovered because Jim’s brother chose to sleep on the premises and was awakened by billowing smoke. Police say they are looking for an individual known as Chart as they believe he can shed light on the matter.

Business Association sees fewer tourists The tourism business in Pattaya is expected to fall by 300,000 visitors this year with income falling about 10 percent to 90 billion baht. This is the prediction of Sinchai Wattanasatsaton, president of the Pattaya Business and Tourism Association. He said that the fewer Chinese were holidaying here at the moment in spite of the fee cancellation for their visa on arrival. Other key markets such as Russia, South Korea and Hong Kong had also declined. Sinchai speculated that the main reason for the shortfall was the enforcement of martial
law which made some tourists feel nervous and others to worry that their insurance policies were invalid. Last year the top markets coming to Pattaya were Russia (2.3 million), China (389,000), South Korea (300,000), India (300,000). According to Thai Hotels Association Eastern Chapter, occupancy rates are now running at 45-50 percent which is 20 percent down from 2013. However, many budget travelers choose to stay at nonAssociation hotels. To boost tourism, the local authorities are planning more events and activities including
the promotion of recentlyopened attractions including Cartoon Network Amazone water park and Pipo Pony Club. The resort also plans to
build a new tourism magnet called Ocean Art which will feature a giant floating whale and underwater artworks depicting marine creatures.

Happy 9th Birthday for Sheraton Pattaya With lots of special offers for guests & visitors It’s amazing to think that nine years have passed since the opening of the five-star Sheraton Pattaya Resort in 2005. The venture was an early indication that Pattaya was “changing” and was increasingly catering for an upmarket tourist and business market requiring a luxurious and attractive environment. The rest, as they say, is history. Perched atop a headland called Khao Phra Tamnak, the five-star resort is located on a quiet stretch of coastline with panoramic views overlooking Pattaya bay, neighbouring islands and majestic mountains. Intimate for a Pattaya grand hotel, there are just 156 elegantly-furnished guest units of various sizes with nearby lush foliage and a magnificent botanical garden to welcome guests and visitors.

Dicey Reilly meets Hugo Casanova
by Mick and Di Barker
Dicey Reilly’s Pub was the venue for the latest in their celebratory wine experiences and on this occasion it featured the wines of the Chilean Casanova Estate. This award-winning winery presented six of their most popular vintages to be enjoyed with delicious food pairings from the pub’s executive chef. We’re not sure if Dicey Reilly enjoyed a good glass of wine but we suspect that a tot of Irish would have been more her tipple. However, Saturday night (Aug. 23) saw a whole gaggle of oenophiles gather at her eponymously named pub to experience a flight of Hugo Casanova wines. The first pour of the evening was a lively Villa Cornaro Prosecco which proved the perfect companion to the selected cocktail nibbles and dips followed by a pleasant medium-bodied Linaje Sauvignon Blanc 2012 and a very quaffable Linaje Cabernet Sauvignon. Two Antano Reserves, a Chardonnay 2011 and a Carmenere 2012 followed which were enthusiastically enjoyed with the range of six global cheeses. The last pourings of the evening were a Reserva Sauvignon Blanc 2011 and a soft, silky Reserva Merlot 2010 which made very good friends indeed with the gourmet pizzas from their Forno pizzeria. Open from 11 am Dicey Reilly’s Pub is a great destination to view the best of the world’s sport, lunch, brunch or dine together with friends while supping a glass or two of the amber nectar while escaping from the hurly-burly of downtown Pattaya. Make sure you check the website for their next wine evening – they’re fun, reasonably priced and delicious.

CAFÉ INDOCHINE Price-Friendly, Fresh and Delicious… Enjoy Bowls of Steaming Broth as a Panacea for Life… L’Olivier, the popular Mediterranean restaurant in Jomtien Complex, has recently morphed into the Café Indochine. A journey of some 10,067 km from France to Vietnam switches back to the roots of the former French Indochina which encompassed the three states of Vietnam, Laos and Cambodia; however, Café Indochine mainly shines it’s light on the cuisine of Vietnam. No stranger to Indochine cuisine, patron/restaurateur Khang Do hails from Vietnam and together with his charming wife Amy run two other Vietnamese establishments, Le Saigon Bayview and the Saigon Bistro on the 6th floor of Pattaya’s downtown Central Festival mall. The restaurant itself offers al fresco eating on the large terrace overlooking the colorful goings-on in this part of town or in the elegant air-conditioned restaurant. The menu is an eclectic list of dishes which also nods to western cuisine with some French-inspired dishes and international favorites thrown in for good measure with prices to make your wallet smile. For instance, their fish and chips plate is only B.95. The transition from its former persona only happened recently so
Mick and I were more than happy to visit and sample for ourselves the unique food of Vietnam which is generally considered to be one of the healthiest worldwide with its minimal use of oil and reliance on herbs and vegetables for its unique balance. Appetizers offer fresh and fried spring rolls and a signature Vietnamese sautéed beef salad which quite frankly is a meal in itself for only B.145. We chose to share a portion of fried shrimp rolls which arrived hot and crisp with a sweet dipping sauce. The Western options include goulash or onion soup plus a mozzarella/tomato cheese or tuna salad (B.75). There are few better comfort foods than the national dish of Vietnam – its Pho, pronounced “fir”; so this had to be our next order. Made with fully flavored spiced aromatic beef broth bobbing with sliced beef and beef balls with underlying slippery
noodles waiting to be scooped up with spoon and chopsticks. It is a wondrous interplay of textures, intensity and depth and you just feel the goodness imbuing your system. Flanking the steaming broth comes a plate of greenery, mint, holy basil leaves, Thai parsley, chopped fresh chillies and lime to impart that extra oomph. The general theory is that the word “pho” is a corruption of the French “feu” or “fire” making Pho a
Vietnamese adaptation of the French soup Pot-au-feu or French beef stew. We chose the Pho Hanoi (B.145) but other versions are available such as Pho Thit Nuong (with BBQ pork), Pho Ga (with chicken), Pho Tai and Bo Vien (also beef) and the famous rib sticker Banh Canh containing spare ribs and pork sausages. In fact there are oodles of noodles here at Café Indochine. They are also served sauteed or crisp fried with vegetables with a choice of pork, chicken, seafood or beef with prices from B.95. Although we were feeling fully sated and in a good place after that bowl of fragrant beef broth – in the interests of a full write-up we proceeded on to another course. This we chose from the Rice Sets. Thai influences here in these combination dishes such as spicy stir-fried pork with basil leaves (B.95), chicken or pork green curry, tom yum gung and rice with special cubed quick fried sirloin steak. I hankered for the duck
with red curry and Mick plumped for the fried chicken with cashew nuts and vegetables. All sets come with a heaping of jasmine rice and a mixed salad. Excellent value these combos offering a well-balanced plate at an economical price. We were drinking the quaffable house wine at B.105 per glass; also available are a good selection of global bottles plus small or large carafes at B.165 or B.245 respectively. The menu concludes with a selection of western dishes from those aforementioned fish and chips, through steak au poivre Parisienne, grilled lamb chops, rib eye or sirloin steak, pork chops and even Alaskan king crab legs. Desserts offer crème caramel, crème brulee or a choice of ice cream. The 3-course set menu (which changes every couple of weeks) is a bargain at B.295. The choice of appetizers on the night we visited were a trio of fried spring rolls or cream of broccoli soup followed by a grilled, herbed skewer of beef tenderloin or fish fillet with mustard crème and leek sauce served with rice and spinach. Dessert was crepe and ice cream. I’ll finish where I began – this price-friendly café serves up fresh, delicious and wholesome food from the colorful and much loved country of Vietnam. Track it down – you’ll be glad you did.

News Steaks & Grill
Sssshh…They’re giving away free dinners! As the old adage goes, there’s no such thing as a free lunch. But think again – at News Steaks & Grill in Jomtien they are really giving away free dinners on a Monday night! We are always getting good news about this neighborhood restaurant and when we heard it was “Buy One, Get One Free” night on a Monday we just had to pop down there to see for ourselves – who doesn’t want a free dinner? The popular owner, Anders (Andy) Eliasson, is an inveterate globetrotting restaurateur who is the nerve centre of NS&G and is indefatigable in dreaming up new daily culinary events to keep his regulars coming back for more. Anders hails from Sweden and so naturally the menu leans towards the Scandinavian side of the world but priority is also given to Thai cuisine and western dishes to create a menu of world gastronomy. A huge al fresco terrace positively buzzed with sociability and bonhomie when we visited recently while inside it was cool, comfortable and pleasing with its two-tiered zones and welcomingly hued décor. Nearly every night (plus lunchtime special at only B.285) a culinary promotion offers value for money
events with the buffets/BBQ’s costing only B.395. Monday night is “Two for One” night. Tuesday night a Mexican BBQ fiesta presents a profusion of all-you-can-eat dishes, and on Friday night, it’s “Happy Friday” with over 40 dishes presented BBQ buffet style. Tuesdays and Thursdays are for cocktail fans as this promotion offers a “two for one” invitation from their regular cocktail list. The a la carte menu contains creative gourmet dishes devised by their associated chef, the prizewinning Norwegian Dennis Sawstrom from the famous double Michelinstarred restaurant Bagatelle in Norway. Seasonally Dennis visits, reviews the menu and creatively puts his personal twist on the NS&G’s menu. One such dish is the original Chicken Ballotine which his team of chefs specially created and served for a prestigious Nobel Prize dinner in Sweden. Service is something Andy takes very seriously indeed and training sessions are held weekly, past performance appraised and where appropriate bonuses are given. Certainly on the night we dined the service was exemplary, both friendly and proficient.
For wine drinkers the wine wall offers some excellent labels plus there is the added enticement of a selection of excellent Belgian beers and ciders. A complimentary cocktail kicked off the evening and for appetizers we chose the gambas aioli (B.255) and the toast Skagen (a classic Swedish dish created by a Swedish restaurateur, Tore Wretman, just after the Second World War and named after a fishing port in Denmark). It is an elegant combination of prawns and other ingredients presented on a round of toast with a fanfare sprig of dill on the top. More from the starter menu offers shrimp cocktail (B.285), chef’s signature spring rolls or beef nachos sombreros topped with jalapenos, tomato, onion and cheese accompanied by salsa and sour cream. Kebabs are big generous affairs (chicken, beef or pork fillet), marinated in lemongrass and served with béarnaise sauce, aioli and barbeque sauce with masses of coleslaw, and French fries. These are a much ordered item as are the house burgers, Texas hot spareribs and sizzling beef fajitas. The Scandinavian influence is evidenced
by the traditional Swedish meatballs (B.375) and “elephant ear” (thinly sliced beef with herb butter and red wine gravy served with French fries) and that famous dish served to the Nobel Prize winners, Chicken Ballotine (B.465). Mick plumped for a wiener schnitzel while I couldn’t resist ordering the planked salmon steak with duchess potatoes. Both were cooked to precision the schnitzel accompanied by a separate rather addictive anchovy and cocktail emulsion and a robust red wine gravy. My huge piece of succulent salmon was escorted by fancy browned ribbons of duchess potatoes which really taste great due to all that butter and cream before being browned in the oven. For all meat lovers everywhere – the New Zealand steaks come with their estimable pedigrees and are the top sellers here especially the planked steak. We saw a constant stream of these wooden planks exiting the kitchen. Two sizes, 150 grams and 200 grams offer a weighty choice while the other beef attractions range from Texas steak, beef béarnaise, New York Steak, garlic steak to the piece de resistance of the restaurant, tournedos a la News, served with duck liver sauce, dill sautéed cucumber and baked potato. Do not leave without trying one of their desserts. We tried the “lemon tarte Marco Pierre White” recommended by the chef. From the first spoonful we were sold. It zings, it sings with its sweet, sharp “sunshine” taste and when your palate gets to the subtle sugar crunch – well it’s just heavenly. Meringue Suisse, chocolate terrine with strawberry coulis and chocolate
Rock Lobster Thermidor INGREDIENTS
COOKING METHOD
2 whole rock lobsters (about 200 g),
Cut the rock lobster in half and carefully take the meat out, save one shell for the lobster meat later. Melt butter in the pan; add garlic, onion and mushroom, sauté until soft. Add the rock lobster meat and pour in white wine, let it reduce and then add cream. After cooking the lobster about 70 percent, take it out of the pan and put it back in the shell that you saved. Continue making the sauce by adding parmesan cheese, mustard, salt and pepper. Wait until the sauce thickens then take it off the heat, add the yolk and quickly mix it in to prevent lumps. Pour the sauce over the lobster that is already in the shell and the cheddar cheese over the top. Bake for 7-8 minutes or until golden brown. Garnish with chopped parsley and paprika powder.

Be sure to make a reservation this is one exceedingly popular event! In summing up it is clear that Anders knows his customers and knows how to please them. Liver spots, excessive pigmentation and other skin blemishes!
by Thonglor Clinic
With age, our skin accumulates dark pigments, and these show as brownish patches on the hands and the face--not to forget the cranium of bald men. Lentigines, also known as sun spots, age spots or liver spots, are harmless, flat, brown discolorations of the skin which usually occur on the back of the hands, neck and face of people older than 40. These spots, more than anything else, give away a person’s age. We frequently call these ‘liver spots’ (nothing really to do with your liver function!) These unsightly patches can be removed with the help of the Perfect Laser Dual Yellow. Other conditions that appear with age are those small blood vessels that creep up on the side of the nose or on the cheeks. This condition is called telangiectasia. These small capillaries can also be eliminated with the use of Perfect Laser Dual Yellow. Very small spidery varicose veins are treated the same way. A careful examination is needed for these as larger varicose veins require a different treatment and will not respond to Perfect Laser treatment. In people with dark-pigmented skin there also is the insidious appearance of melasma, usually on the cheeks of those who suffered severe acne when young. Long-term sun exposure also leads to these melanin deposits. Melasma is a difficult condition to completely eliminate. Repeated treatments, usually five, are required. Results will vary with each patient depending on the amount of pigmentation present.
Using the laser without the need for surgical excision can also eliminate small skin tags. Other forms of skin growth--like freckles, moles and nevus--may require two or three treatments due to the depth where the pigments are located in the skin. Safe and showing results immediately, this procedure does not have any down time. You can resume your normal activities immediately after the treatment. A local anesthetic cream is applied to minimize discomfort during the treatment. Some very dark lesions may require a second treatment two to three weeks after the initial one. Perfect Laser is specially calibrated to attack red or brown pigments with bursts of light. The normal skin is not damaged during the process. The laser scans the surface of the skin and the wavelength touches only these dark pigments. For skin rejuvenation, treatments can be repeated monthly, but for dark pigmentation a two to three-week interval is all that is needed. The dermatologist will consult with you to establish a program tailored to your skin problems. Each individual has different needs and careful attention is assured. Why look in the mirror and see the same blemish day after day when all it needs is a short treatment? Then you can be more pleased with your reflection in the mirror. Laser treatments can be combined with fillers and Botox but may need to be spaced so not to interfere with each form of treatment. The dermatologist will advise

Thailand Property Awards unveil this year’s finalists Awards organizer Ensign Media has announced the shortlist for the ninth annual Thailand Property Awards. The independent and experienced panel of judges made its final decision after a thorough nomination, entry and judging process, which saw them narrow down more than 200 entries to just 58 shortlisted winners. “The Thailand Property Awards has gone from strength to strength every year and 2014 has been no different,” said Sunchai Nuengsit, chairman of the judges’ panel. “The quality of the entries again led to some serious debate among the judges, but we feel that the shortlist represents the best in Thai real estate from the last 12 months.” “Although Thailand and its economy have faced uncertain times over the last year, this hasn’t affected the quality of this year’s entries,” said Terry Blackburn, CEO of organizer Ensign Media. “It’s also great to see a strong showing from the recently added Khao Yai and Hua Hin categories, as well as from the established
destinations such as Phuket and the Eastern Seaboard. I believe this goes to show that the awards continue to be a benchmark for the industry throughout Thailand.” In addition to the development awards, the judging panel also chose projects that display some of the best architecture and design in the country. The Real Estate Personality of the Year award, which is chosen by the editors of Property Report Magazine, will this year be presented to Toss Chirathivat, CEO of Central Group. All the final Winners and Highly Commended companies and developments will be announced and presented with Thailand Property Awards 2014 trophies and certificates at the Gala Dinner, to be held at the Conrad Bangkok Hotel on September 11, 2014. The winners from each category will be automatically entered for the region’s most prestigious real estate event, the Southeast Asia Property Awards 2014, which will be held in Singapore at the Shangri-La Hotel on October 16, 2014.

Thailand Property Awards 2014 Great winners of the past! The Thailand Property Awards 2014 judge’s scoring for Best Condominium, Villa and Commercial Developments throughout the Kingdom of Thailand are in, and the finalists have been posted nationwide. Next week, Thursday, September 11 to be exact, at the Conrad Bangkok Hotel, we will all know who are the very finest developments and developers in the Kingdom of Thailand. While we are waiting to see the ‘best of the best’ this year, I thought that it might be interesting to take a look into the past and revisit some of the great Eastern Seaboard winners. You might find it interesting to note that the regional (Bangkok, Eastern Seaboard, Hua Hin, Koh Samui, Phuket, Khao Yai and Chiang Mai) awards did not exist as recently as 2007--the first year of the Thailand Property Awards. In fact, that first year there were only 13 awards, all of which were national and all went to Bangkok, Phuket and Koh Samui. It was not until the following year (2008) that regional awards were established for the Eastern Seaboard, Hua Hin, Phuket, and Koh Samui, and more recently Khao Yai and Chiang Mai. Yes, the Thailand Property Awards event has grown a lot and over the past six years the Eastern Seaboard has made its mark on the very popular awards event and in a very big way. That first year that we had the Eastern Seaboard awards category Raimon Land’s Northpoint Condominium won the luxury condominium category and Jate Sopitpongstorn accepted the Best Villa Eastern Seaboard award for Horseshoe Point’s The Residence. The Eastern
Seaboard’s first entry year got us off to a great start with two impressive developments. The year 2009 proved to be another great year for the Eastern Seaboard with the Daika Estate Co. Ltd. and their very successful Sanctuary Wong Amat Condominium winning the Best Luxury Condominium award and the Eastern Seaboard’s Best Villa Development award and Thailand’s Green Development award going once again to the Horseshoe Point Co., Ltd. for their equally successful villa development The Village at Horseshoe Point. The year 2010 was probably the most memorable and most successful year to date with the gala dinner awards presentation starting off with Northpoint Condominium again winning the Best Luxury Condo award, and what has yet to happen again anywhere in Thailand was the Horseshoe Point’s unforgettable ‘triple crown’ win. By the end of the event, Jate Sopitpongstorn had already walked up onto the center stage three times to pick up Horseshoe Point’s Best Villa Development Eastern Seaboard award, Thailand’s Green Development award and the illusive Thailand’s Best Villa Development award. Now that was a fantastic evening and that was the night that the entire Kingdom of Thailand knew that the Eastern Seaboard was not only a major contender for the Thailand residential real estate industry but a ‘very close’ second behind Bangkok having our own Horseshoe Point having just won the triple crown-- especially the Best Villa Development Thailand award. Yes, as of 2010 the Eastern

Seaboard was on its way and in a very big way as the only award that we hadn’t won was for Thailand’s Best Luxury Condo, but then came the Eastern Seaboard’s luxury high-rise condominiums. The year 2011 brought us the Tropical Dream Condo as Best Luxury Condominium and yet another Thailand Property
Thailand’s Green Development award and the Thailand’s Best Villa Development. The year 2012 brought forth two of the Eastern Seaboard’s most established and successful luxury property developers: the Siam Royal View Group and Rony Fineman’s Nova Group. That evening the Best Villa Development Eastern
Awards’ record of five awards going to one development; that had not been seen before or since. It was accomplished by Koh Kood-based Six Senses Sonevakiri. By the end of the evening, Six Senses’ Benjawan Sudhikam had picked up an astonishing five trophies including Eastern Seaboard’s Best Villa Development, Best Residential Architectural Design, Best Residential Interior Design,
Seaboard award went to Siam Royal View’s Marina Villas on Koh Chang, with a very proud and deserving Roland Steiner accepting the award followed by Rony Fineman and Kobi Elbaz who happily picked up the Best Luxury Condominium Eastern Seaboard award for The Cliff Condominium. Following the Northpoint Condo a few years earlier it was now very clear to the rest

He has written regularly for many of the area’s leading newspapers and magazines
of Thailand that the Eastern Seaboard was on the march building luxury high rise condominiums that were of world-class architectural design. Last year was no different as the first Eastern Seaboard award went to Silk Road Place for their charming and very well executed village of modern family-friendly homes and gardens. Next up on the center stage was Winston Gale on behalf of himself and co-developer partner Rony Fineman and the Nova Group. Yes, two years in a row the Nova Group was picking up the Best Luxury Condominium Eastern Seaboard award for our area’s next best of the best luxury condominiums The Palm Wongamat Beach. Next week’s gala dinner will be another exciting event as we have two exceptional battles for the coveted Thailand Property Awards 2014 trophy. First is our own Silverlake Vineyards and Winery going toe-to-toe against the highlyawarded Khao Yai development Tuscana Valley competing for the Thailand’s Best Landscape Architectural Design award. And the main event is going to be watching two Eastern Seaboard former partners going head-to-head as Rony Fineman’s Nova Group finalists The Palm Wongamat Beach Condominium and Amari Residences vie for the Best Luxury Condominium Eastern Seaboard trophy against Kobi Elbaz and his Centara Avenue Residences & Suites and Waterfront Suites & Residences. Yes, watch out Bangkok as the Eastern Seaboard is after that Best Luxury Condominium Thailand trophy and one of these days...it is going to happen!

Let’s Dance in Pattaya with Arsen Kishishian
Your chance to become a new star too! by Barry Kenyon
What is the latest venture in Pattaya where you can find love, passion and challenge all mixed together? You are right first time. It’s the Let’s Dance studio on Thepprasit Road, not far from the Thappraya Road traffic lights. This essentially Latin dance school is for both adults and children of any standard, junior or advanced, even beginners. You don’t have to have a partner to join in the fun and excitement as you make new friends and learn new skills.
p
attaya has never seen anything like this. What makes it so special is the co-founder who has received acclaim all over the world with championship titles from Australia, Japan and the UK. He is the notably talented Arsen Kishishian who explained on the opening night just a few weeks ago, “Dance has been my life. I have spent decades learning, performing, teaching and mastering my craft. Dancing has the ability to provide joy, inspire people, create communities and change lives. I have travelled the world, learnt from many legends and met many people.” Arsen was born in the Ukraine in 1981 and comes from a sporting family. His father was a professional basketball player and encouraged his son to take up the activity too. In 1991 the family, in the trauma of the collapse of the Soviet Union, immigrated to Australia and settled in Melbourne. Around the age of 18, Arsen showed serious interest in dance with the encouragement of his mother. But his big break came in 2001 when he met and teamed up with Alarna Donovan and began a successful round of international competitions. It’s fair to say he has never looked back since. So how did Pattaya come into the picture? Still in his 20s, Arsen visited the resort in the company of friends in 2010 for a vacation. Several visits later, and
after familiarizing himself with the resort and its attractions, he concluded that there was a gap in the amenities and facilities offered in Thailand’s most popular beach resort: no professionally-run dance school! The premises to renovate were found in Thepprasit Road and, hey presto, that gap in the market was fixed. “We have only just started,” says Arsen, “but the school is already expanding with both farang and Thais of all ages from kindergarten up.” The main emphasis is on Latino style dance types: rumba, cha-cha, salsa, Zumba, Pilates, yoga and jive. The professional and approachable tutors in both group classes and private tuition work under Arsen’s guidance. A professional dance studio like this offers much more than teaching you to dance. Among the plans now are social nights and dance parties (to practice and polish your skills), medals (certificates of competence signed by a qualified examiner), and student and staff outings. It is even possible for a couple contemplating marriage to learn their own personalized dance routine to impress family and friends on the actual wedding day. In more senses than one, to quote the Let’s Dance brochure, “You can become a new star!” The agenda never stops growing. Pole dance, for example, is a form of performance art historically associated with strip clubs, combining dance and
aerobics centered around a vertical pole. These days, pole dancing is increasingly being promoted as a non-sexual form of dance and aerobics requiring strength, flexibility and endurance. It is a new form of exercise which can be used as both an aerobic and anaerobic workout. Upper body and core strength are required to attain proficiency after rigorous training. Let’s Dance plans to begin pole dancing lessons in the future. It is simply one example of the diversification of contemporary dance away from the formal routines of yesteryear. So far, Let’s Dance is proving popular with kids who learn all manner of social and interactive skills as well as improving their dancing and with a selection of Thais and Pattaya expats who include several Brits and

Russians. Many are particularly interested in freestyling which means you will be able at social events to ask anyone to dance and to either lead or follow in any dance without the need for set routines. As one student Susana says, “Do it right from the start and dance correctly from your first step.” Pattaya is now an international tourist center with a wide variety of attractions. These include zoos, parks, five-star malls, international restaurants, leisure pursuits aimed at family and kids, innumerable sporting attractions and regular international music and activity events sponsored by City Hall. Let’s Dance is a further example of the successful entrepreneurialism which is a particularly strong theme in Pattaya today. The studio is set to become another First in the resort’s growing list of resources and attractions. It’s fun with a purpose, a formula which breeds success.

Marriage in Thailand What is betrothal? Betrothal is an engagement or a mutual promise or contract for a future marriage. A betrothal takes effect only when the man and the woman have completed their 17th year of age. However, if a minor will conclude a betrothal, the consent of any of the following is required: 1. Parents, if both the father and mother are still alive; 2. Parent, in case the father or mother died, or is in condition of being unable to give consent, or is under the circumstances wherein the minor is unable to ask for such consent; 3. Adopter, if the minor is adopted; 4.Guardian, in case there is no person giving consent under (1), (2) and (3), or such person is deprived of parental power. Betrothal is not valid until the man gives the property called “khongman,” which shall be the property of the woman after the betrothal has taken place. Is a marriage dowry (sinsod) still a part of Thai custom? Marriage dowry is still an integral part of modern Thai marriage customs and is considered absolutely normal. Traditionally, the groom will be expected to pay a dowry or sinsod to the family, to compensate them in exchange of the hands of their daughter and to demonstrate that the groom is financially capable of taking care of and supporting their daughter. What happens to the dowries if either party breaches the betrothal agreement? After the betrothal has taken place, if either party commits a breach of the betrothal agreement, such party shall be liable to make compensation. If the woman commits a breach of the betrothal agreement or where there is an essential event happening to the betrothed woman that makes the marriage to the woman unsuitable, the man is entitled to renounce the betrothal agreement and the woman shall return the khongman to the man. In the case where there is an essential event happening to the betrothed man that makes marriage unsuitable, the woman is entitled to renounce the betrothal agreement and the khongman need not be returned to the man. If the marriage does not take place caused mainly by the woman, or on account of any circumstances that makes the woman responsible for making the marriage unsuitable for the man, or for making the man unable to marry that woman, the man may claim the return of the sinsod. Compensation may be claimed as follows: 1. for injury caused to the body or reputation of the man or woman; 2. for appropriate expenses or debt incurred in good faith by the betrothed, his or her parents, or a person acting in the capacity of his or her parents in preparation for the marriage; 3. for the damage suffered by the man or woman through having taken appropriate measures affecting his or her property or other affairs relating to his or her
occupation or earning in expectation of the marriage. In a case where the woman is entitled to the compensation, the court may decide that the khongman which has become her property is the whole or a part of compensation she will receive, or the court may order payment of compensation without regard to the khongman that has become the property of the woman. What are the conditions for entering into a betrothal and marriage agreement? 1. Both parties must be at least 17 years of age. A court order would otherwise be needed. 2. Neither party is insane. 3. The parties are not blood relatives by direct ascendant or descendant line 4. Both do not have the same adoptive parents. 5. Neither party has a spouse at the time of the marriage. If the woman is a widow or is divorced, the marriage can only take place after expiry of 310 days from her husband's death or termination of the marriage. The exceptions are when: 1. A child was born during this time; 2. The divorced couple are remarrying; 3. There is a court order allowing the woman to marry; 4. There is a certificate from a doctor in a Thai hospital affirming that the woman is not pregnant. What are the legal requirements for getting married in Thailand? Documents required from foreign nationals marrying another foreign national or a Thai citizen are: • Passport, including copies of entry visa • Original and certified translation of authenticated affirmation of freedom to marry • Original death certificate or original divorce certificate (if either party has been married before) together with its certified Thai translation Documents required from Thai nationals at the local district office are: • Citizen identification card • House registration document

There is an enormous amount of historical evidence surrounding the economic cycles of both markets and the macro (national) economics of individual countries. We have seen the slowing of the so-called ‘world engine’ of China with levels of growth down to their stated minimum requirement of around the 7 to 7.5 percent per annum necessary to sustain a colossal population’s demand for jobs and thus avoid potential social unrest. China’s average wage increased last year by almost 50 percent and the currency continues to strengthen; that coupled with often a 120-day lead time from order to delivery of goods in Europe, for example, is taking the icing off the cake. This same ‘pricing themselves out of the market’ has happened over centuries as the prosperity increases in particular economies, the unit labor costs increase and the once cheap haven for manufacturers becomes much less competitive. If you couple that with the current trend in the US, the UK and parts of continental Europe to bring manufacturing home, where possible, you have the beginnings of a shift. With the habitual inequalities in this world there will, seemingly, always be somewhere the economic powerhouses can have their products manufactured at rock bottom labor rates and business being what it is, multinationals will have no compunction in moving operations to the latest cheap hotspot, while also using favorable tax regimes as bases, a fact that has resulted in much publicized criticism of many global players. With the rear end of the financial crisis and somewhat unsteady growth statistics still making the markets nervous, the lessons we can take from this ballet that has been played out since time immemorial is that national economies always have downturns, from the British Empire to the American version and now the Chinese rocket. No one would be foolhardy enough to write China off economically; however, the neverending meteoric growth of individual countries is unsustainable. The fact is that, in China’s case, there may be a new burgeoning middle class; nonetheless, they still have well over one billion people in poverty. As is often the case in the economically developing countries, there’s only a relatively small percentage of the overall population that sees significant benefit from the country’s success, at a macro level, certainly in the earlier stages of development. The cyclical nature of specific country’s economies brings knock-on effects in their markets which, in turn, have similar effects on other global markets and so we go on. The recent glaring example of this has been the immense volatility in equities over recent years, following the crisis starting in 2006, which was in full swing by 2008. This has, of course, been exacerbated by the seemingly ever-increasing conflicts in the world, as well as the very recent insecurity in Europe created by the uncertainty surrounding Russia’s annexation of Crimea and its broader intentions in Ukraine. These wildly swinging fortunes should remind us of ‘Economics 101’, ‘Supply and Demand’. When I first studied economics at my grammar school, they gave me a ‘Hanson’ textbook and on near enough the first page ‘Supply & Demand’ was covered. Why have we forgotten this basic truism? We have studied the available options for investors over many years and there are, in fact, more than a few examples of funds whose sphere of activity is based in a sector where demand far exceeds supply and surprise, surprise, they have been able to maintain consistently decent results throughout the whole financial malaise of the last five to seven years and can attribute more than a little of their success to Mr Hanson’s first lesson. Tips & Advice
What Our
Readers Say
Too many billboards
I realize that we live in a world dominated by advertising, but I feel the number of huge, ugly signposts is getting quite out of hand. I have always enjoyed some time on Jomtien Beach, but now the view has been completely destroyed by a huge hoarding erected over the 7-Eleven convenience store. Surely it is not necessary to have these terrible billboards covering every inch of spare ground in Pattaya. I might also add that there are an unbelievable number of temporary adverts hammered into lampposts and stuck on walls, promoting every conceivable service such as wonderful house for rent, the merits of this or that restaurant or even a nearby lawyer’s office which also offers a laundry if you are that way inclined. Not to mention the huge video screens in front of motorists along several of our main roads. I have visited many countries in the world but I have never seen so many really unsightly advertising methods as here in Pattaya. (Kevin Lane)
Three cheers for the General
I have recently returned to Thailand after being away for four months. I am bound to say what an improvement I have found this time. There are no bombings or street riots in Bangkok and the political situation appears calm. People generally seem happier and the economy seems to be growing again. I am no great fan of military coups, but it is difficult to avoid the conclusion that this one was necessary. Before May 22, the country was sliding into chaos. It is amazing how the National Council for Peace and Order have found and destroyed so many war weapons which had apparently been hidden during the time of the previous government. Nothing had been done then. As regards Pattaya, I am pleased that some attempt is at last being made to end the Jet Ski scams and to sort out the motorbike taxi mafias. Now that General Prayuth has been appointed prime minister, I wish him all the best for his tenure of office. He is certainly the best person for the job, but only time will show what he can achieve in the short period of about a year before the country is returned to the traditional politicians. Of course, it’s the latter which got the country into such a mess in the first place. (Leonard Stansfield) Q: What is the main reason for rejection? A: The biggest single problem is the passport photos, for example the photo being taken too near the subject. The white or grey area on the photo should be at least 25 percent of the total area of the print.
RENEWING A UK PASSPORT Q: Can I renew my British passport well ahead of its expiry date even though it is not full? A: Yes, as long as you pay the published fees every time, there is no problem. Q: Can I submit an application by post? A: No. You can visit Trendy House in Bangkok (the office for this purpose) in person or a representative can attend with all the documentation on your behalf. This is particularly useful if you are incapacitated. Your representative can also collect the passport on your behalf, but it cannot be sent to you by mail. Q: What documents are required? A: Color copies of every page of your passport, including blanks, two color passport photos, proof from a British government source (or similar) that you are living at your address in Thailand. Most people provide a letter from the Inland Revenue or their pension provider. The detailed list of documents is available on the British Embassy website. The site also has the application form to download.
Q: Can I pay for the passport by cash? A: No, only by credit card and using the form which is provided on the embassy website. However you can use somebody else’s credit card (with their permission) if you personally don’t have one. Q: How long do I have to wait? A: There are two sorts of delay. To get an appointment at Trendy House it’s necessary to apply by email. The waiting time is currently about three weeks. There is then a further waiting period of about two months before you can expect the passport to arrive from UK at Trendy House. Q: Can I find out about the progress of the application? A: Not by contacting Trendy House. There is a published enquiry number in UK. These details, again, are on the British Embassy website. Q: Does every country have the same system? A: No. In some countries you can apply by post direct to UK. The different rules for Thailand are because, in the past, so many applications had some problem. There are also many more applications here than, say, in Cambodia or the Philippines.
Snap Judgment Elephants and Jet Skis We seem to have heard it all before: Jet Ski scams are just awful but the Thai authorities are taking action. The Pattaya Jet Ski scams, in which tourists are forced to pay exorbitant money for damage they never caused in the first place, have been attracting public attention ever since YouTube started publishing bad experiences of tourists several years ago. City Hall on several occasions has promised to order licensing for Jet Ski operators and to demand collective insurance for any accidental damage which does occur. Some Bangkokbased embassies have posted warnings online while others have complained, directly or indirectly, to the Thai government. In Phuket, several meetings were held involving the honorary consuls as an awareness-raising gesture. Now the Tourism Authority of Thailand has teamed up with the Department of Tourism to crackdown on the abuses and to enforce proper health and safety standards. At any rate that is what they say after the National Council for Peace and Order (NCPO) issued a command to clean up ugly scams on the beaches. The Jet Ski Rental Service Standards, coming into force this month, require that operators have at least a threemonth authorized business license linked to a legally-valid insurance policy. Other provisions require that certified supervisors with first aid training must be present during operating hours. Not to mention the requirement to display clearly service fees as well as terms and conditions. This has been promised before, but without implementation so far as can be ascertained. To encourage participation, those rental outlets which comply with the new standards of efficiency and fair play will be awarded a “Merry Elephant” logo by the Department of Tourism which will prove that they are a trusted agency. One problem here is that most tourists won’t know the difference between a Jet Ski agency with the logo and the next one down the beach without it. Another worry is that fake logos could prove a very attractive alternative to any lazy operators. The regulations appear to fall short of penalizing agencies which don’t cooperate in the new venture. It’s optimistically assumed nobody will use their services. Other requirements now coming in demand that renters wear a standard safety vest at all times and even pass a personal assessment test before being allowed in the water. It is true that several accidents in Pattaya bay have been caused by tourists not knowing the basics of the craft and colliding with other vessels or even, on occasion, luckless swimmers in the water. That is precisely why many insurance policies for holidaymakers exclude cover for “hazardous” sports which can include Jet Skis, parasailing and high cc-engine motorbikes. It is encouraging that the all-powerful NCPO has got involved this time around but, as is well known, they have a full plate of issues to handle apart from tourist rip-offs. As regards Pattaya, the best way forward will be a comprehensive advertising campaign to publicize the new requirements. City Hall is certainly able effectively to promote upcoming international sporting and music events and can always rely on the local media to assist them in promoting Pattaya City. Let us hope that the new regulations are fully enforced and that the complaints of physical harassment and rip-off charges become a thing of the past. It is common knowledge that international tourism has declined in Thailand in the last few months, with the singular exception of the booming Chinese market. There may be many reasons for that shortfall – foreign perceptions of a military coup, the cancellation of many foreign insurance policies during martial law or simply that Europeans, Americans and others are discovering the delights of Cambodia and Vietnam. Nonetheless, the Jet Ski scandals have done great damage to tourist perceptions of Pattaya and other resorts. It is certainly time for resolute action.

Hunter, Ken & Turtle too good at Burapha by Peter Blackburn It was time to take advantage of the terrific Sports Day rate at the classy Burapha Golf Course and we had 31 golfers signed up to make the short journey. As we assembled at The Growling Swan prior to departure we handed out hearty welcomes to Dave Neal from Birmingham back with us for a few weeks along with his girlfriend Thientong Charoenrung taking a break from caddy duties at Laem Chabang, Bob Cross from Melbourne, Stephen Newton here for some R & R from his work in Singapore, and Niall Stuart returning for a break from his work in Laos. Sadly it was time to say goodbye to Ernie Picken who will soon be off back to Melbourne and Aaron Shorten who will shortly be returning to Brisbane. Everyone was on time which enabled our three minivans to depart the GS a couple of minutes early at 8:28 am and we headed off up number 7 and were at the course just 30 minutes later. It appeared to be not too busy and after checking in we presented ourselves to the starter who surprisingly offered us the choice of A and B or C and D so having played C and D the last couple of times we opted for the other combination and were able to get our first four ball away off A1 20 minutes ahead of schedule at 9:40 am. It was very overcast, in fact looked like threatening rain, but of course we were as ever optimistic and proceeded while enjoying the golf course which was as usual in terrific shape with lush fairways and beautifully prepared greens. We breezed round the first nine in just on two hours and the skies were starting to look menacing after a couple of holes on B nine and sure enough the heavens opened while we
were on the B4 fairway and for about 10 minutes we had the lot – thunder, lightning, strong wind and very heavy rain – but after 10 minutes it was all over and we were able to carry on as if nothing had happened. The course had not been at all affected by the mini storm and we pushed on and completed a very enjoyable round in four hours and five minutes. We had three divisions – Division A for handicaps 0 to 15, Division B for golfers on handicaps of 16 to 25 and Division C for handicaps of 26 and over with four places in each division. There were also rewards for nearest the pin on the par threes and longest first putts on the A9 and B9 greens. The winner in A Division was Mike “Hunter” Gosden who had 41 points and John Davis came second with 39 points. In third place was Martin “Toddy” Todd who scored 37 points and “Buffalo” Bill Steinman was fourth with 35 points. Ken Graham won the B Division with 39 points, two points ahead of Bob Akapita in second place and Alain “Inspector Clouseau” Taddei came third with 35 points with Dave Neal claiming fourth spot with 32 points. With two players on 34 points a count back was required to decide the winner in C Division and it was Andrew “Turtle” Allen (20 point back nine) who got the “chocolates” from Gary Monley (19 point back nine) in second place. Tony Campbell came third with 32 points and Gary Williams was fourth with 31 points. Results for Burapha: Division A – 0 to 15 1st – Mike Gosden (13) 41 points 2nd – John Davis (14) - 39 points 3rd – Martin Todd (8) - 37 points
The Growling Swan NAGA Award, (awarded to the golfer who has the worst score on the day and discreetly their score is not made public) was won by the returning
Niall Stuart and he accepted the award like the good sport that he is and wore the cap for quite some time afterwards. Andrew then kindly paraded Deefa the Dog and of course collected many donations for the needy in Pattaya from our generous Growling Swan Golfers. It was then back to the bar for several beers and plenty of chatter as we relaxed after another great day out. Growling Swan Golf, the home of friendly golf in Pattaya, welcomes golfers of any persuasion – low and high handicappers alike, female golfers and beginners. We generally play Mondays and Thursdays, meeting at The Growling Swan in Soi Chaiyapoon at 8 a.m. with transport departing at 8:30 a.m. For bookings or more information please contact Peter on 080 635 1386 or email to petermalcolmblackburn@gmail. com We also play bowls out of The Growling Swan every Wednesday and Sunday. Sunday is lawn bowls and Wednesday is indoor bowls. All are welcome and for anyone that is interested. The transport leaves The Growling Swan at 10 a.m. on each of those mornings. is not up to its previous standard for me, however I must say they have introduced a ‘Salads for Golfers’ of various types. I have to say that as I always need to keep my blood sugar low, this is a fine addition, and several of our group had this salad meal and enjoyed it. It has to be said that very few of the courses had meals for diabetes and as most of the expats are not young and more. I do think the courses should provide this type of food before telling golfers they cannot bring food on the course. Back at Bert’s it was soon time for the results. In the A
Flight, 0 to 18, the scores were good. The winner was Maurice Roberts with 36 points ahead of Max Scott in second on countback. In third was Dick Warberg with 35 points. In the B Flight the winner was ‘Buckers’ or Graham Buckingham, take your pick, with 36 points ahead of Daryl Evans in second with 34 points. In third was Dave Richardson with 32 points. Near pin awards were collected by Don Carmody, Doug Maiko and Daryl Evans. By the time the results were declared Daryl was probably getting on the plane.

Green Valley (Stableford) Always on the list when we book, this course is one of the best if you just want a good day out on a first-class course. I must say of all the courses at this outlet I think this is the best. So it was no surprise that we had a full turnout to go there. It is a nice and easy drive up to the complex and in many ways a nice change from going to all the other courses, as you head for Rayong, although I suppose you could throw in Rayong Country Club, but in my opinion good as Rayong Country Club is, it is not in the same class as Green Valley. The only problem with Green Valley is that you have to book well ahead of time to get a start time you want; just lately we have done well. So we were at the start on time as one does usually at Green Valley, and on this day I sent off a 4 ball with Daryl Evans leading it as he had to get away as he had a flight to catch so we went second. Now I do not think our 4 ball was slow as we got around in four hours, give or take a couple
of minutes, so Daryl must have been in a hurry to catch his flight, as we did not see his dust. Wow. This course really is a pleasure to play, it is what I call a clean course, you know where the fairway is and your line of sight and play is very easy to see. But get off line and it will hurt you. It is also one of the courses that many of us played when we first came here. I remember clumping down the hill in spikes as we did then, and playing the first downhill with lemongrass on both sides. It was a fine course then and despite changes it is now, although I am not too sure about some of the changes. As I said, soon around it had been a pleasure to play, as it was in fine condition with the fairways well grassed and the greens fast as usual. The changing rooms here are fine and I do like the showers. What is more the weighing scales are a pound or two under so fine with me. I have always collected the cards in the German restaurant as I lived in Germany for many years and it is my favorite type of food. However the German food

Local Sports Bunker Boys at The Ranch Mountain Shadow G.C. (Stableford) Yet another holiday today, and our group of 17 golfers arrived at the Mountain Shadow course to find the car park almost completely full. The management’s policy here of charging normal weekday prices on public holidays is certainly paying off for them, and it can only be hoped that other courses see the light and follow their lead. We were able to tee off only a few minutes later than our scheduled time in bright sunny conditions, but the lack of rain recently is beginning to show its effects, with the lakes down at a very low level and the fairways dry and hard. The pace of play was slow due to the crowded course, and a far cry from recent competitions when we’ve played on courses which were virtually empty. One annoying thing here is that the starter regularly allows groups to squeeze in on the 10th tee, between groups which have already completed nine holes, and this happened again today and is guaranteed to further slow down the pace of play on the inward nine. Tony Robbins continued his run of steady form to take first place on a countback ahead of newcomer Arne Jorgenson, with Mashi Kaneta taking third
place. Ken Young completed the podium positions beating the unlucky Gerry Cooney also on a countback. We welcomed back Raleigh Gosney at the start of his annual leave, and he duly made his presence felt by taking a near pin prize (and missing a four foot putt for birdie) but then making amends on the next par three by sinking an enormous putt for the two. Results: 1st Tony Robbins (hcp. 13) 35 points 2nd Arne Jorgenson (hcp. 10) 35 points 3rd Mashi Kaneta (hcp. 13) 32 points 4th Ken Young (hcp. 26) 30 points Near Pins: Colin Greig, Mashi Kaneta, Raleigh Gosney and Steve Durey Green Valley G.C. (Stableford) Our scheduled tee time today was 30 minutes later than normal at 11:30 a.m., but when we arrived on the tee at 10:45 a.m. there was no one in sight, and we were able to get away immediately. The weather was bright and sunny with a light breeze keeping the temperature reasonable, and the course was once again in good shape, so
everything was in place for another great day’s golf. Our three groups tee’d off on the difficult opening hole (surely the rearranged course layout is a step backwards) and the round progressed smoothly without any holdups getting everyone back in the clubhouse in around four hours. Surprisingly given the conditions, the scores were moderate with the majority of the scores between 30 and 32 points, and only Raleigh Gosney came close to playing to his handicap with 35 points to take first place. Tony Robbins and Steve Durey both came home with 32 points, with Tony taking second place on the countback. Geoff Parker and Peter Habgood were playing in the same group and Geoff hit a near perfect tee shot on the par three 13th hole which bounced twice on the green before clipping the pin and coming to rest 4 feet from the hole. Peter then followed up by skimming his tee shot all along the fairway and up onto the green coming to rest 6 inches inside Geoff’s ball to take the near pin prize! Results: 1st Raleigh Gosney (hcp. 17) 35 points 2nd Tony Robbins (hcp. 13) 32 points
PAP 20th Season Final Results Here are the results of one of the most anticipated seasons of Pinoy Affiliation in Pattaya’s (PAP) basketball league – Philippines (Gwapings) taking down the
strong Thailand Giants (Penguin) in an intense game. It was an early run by Team Gwapings with their fast and furious guard duo, Dondon and
Jeff, resulting to a 12-4 lead. Thai Team Penguin adjusted their defense and anticipated the duo’s fast break plays stopping them in the 1st quarter. But with
by Geoff Parker 3rd Steve Durey (hcp. 20) 32 points Only three near pins were hit: Peter Habgood and Arne Jorgenson (2) Pattavia G.C. (Stableford) Just three groups of golfers set off for the journey to Pattavia under threatening skies, and the rain duly arrived as we reached the 7 motorway, however when we arrived at the course there’d been no rain, and conditions were once again almost perfect, if a little humid. Registration was completed efficiently and it must be said that the combined price of 850 baht for green fee and caddy represents probably the best value for money golf in the Pattaya area at the moment. The course continues to improve with each visit, although the greens as always were grainy and tricky to read. We did experience a 10-minute shower of rain as the final group reached the 9th hole, but it moved away quickly and barely affected the course or the greens. Mashi Kaneta produced the best performance of the day to comfortably take the top place 3 points clear of Les Burns who made a very rare (but very welcome) visit to the podium in second place. Raleigh Gosney continued his good form
to take third place despite a near disastrous blob on the 18th hole. After the game we enjoyed a snack in the new clubhouse restaurant where the owners are providing Chang Export beer at 55 baht (small) and 80 baht (large) which is almost half the price charged at some of the courses in the area – certainly a good value for money day all round. Results: 1st Mashi Kaneta (hcp. 13) 38 points 2nd Les Burns (hcp. 32) 35 points 3rd Raleigh Gosney (hcp. 17) 33 points Only three near pins were hit: Ken Young, Lee Butler and Mashi Kaneta

by Nap Tumanguil Gwapings point guard and finals MVP Noel successively hitting a three-pointer and a baseline move by Kirsten, Gwapings kept their lead leaving Penguin with a double-digit deficit at the end of 2nd quarter. Unfortunately, Team Gwapings slowed down in the beginning of 3rd quarter with their bench players on the court giving hope to the Thai team to be back in the game. But the determined Team Gwapings quickly regained themselves from their mistakes with the help of their inside players Ian, Carding and Kirsten who battled for offensive rebounds and put-backs to gave them a fivepoint lead in the later 4th quarter and eventually held their lead and ended the game 66-55. Congratulations to all the

Our Community Dressage Competition for Special Needs Riders at Horseshoe Point Pattaya by Sandra Cooper
Many disabled people benefit from riding, some from the therapy it gives, others by actually learning to ride. The benefits can be enormous and wide-ranging. They include improvements to balance, coordination, muscle tone, concentration, cooperation and behavior. The riders may benefit from the necessary discipline, respond to requests, overcome fears, learn trust and interact socially with their helpers and their peers, developing an increase in confidence and self-esteem. Dressage tests consist of a series of circles, turns and transitions. For a person with limited physical ability, has mastered the basic skills of halt, walk and steering, dressage provides a continuing challenge and the opportunity to compete against others. Riding for the Disabled standards range from Walk Tests where the rider maybe led, and have a sidewalker. As they progress they remove the sidewalker and can ride independently in a Walk/Trot
Test. As riders progress to riding independently off the lead rope they can have a caller telling them which letter in the arena to go to and what shape to perform. Later the rider will develop skills to remember the test, and complete it on their own. It takes many hours, months and sometimes years to train some special needs riders to compete at a given level. We held three classes, off the lead rope which is independent riding, long lead rope which has a leader, and for the cerebral palsy riders leader and sidewalkers. The
Walk Test lasts for eight minutes consisting of some 10-meter circles which must be ridden correctly in shape and size. The Walk/Trot Test moves the rider up to another level where some sitting or rising trot will be performed from certain dressage letters. Marks are out of 10 per movement within the dressage test. These tests encourage memory, following instructions, coordination, basic riding skills and a huge feeling of achievement. Each of our 18 riders is awarded a rosette for competing and a medal
is awarded to the rider with the most marks in each category. We would like to thank our sponsors EA Aviation Co Ltd, Horseshoe Point and our volunteer Vanita for the wonderful cupcakes for the lunch party. Thank you also to all our volunteers who give their time for this foundation. We are always looking for new reliable volunteers. If you would like to find out more about volunteering either on a Tuesday or Thursday morning 10 a.m. to 12 noon please contact Sandra on 086 848 3684.
Pattaya Sports Club and friends combine for a happy ending by William Macey A family has occupied the same plot for 60 years going back two or three generations. Parents, grandparents and their families have grown up here and the home had been handed down to later generations. There were also a number of houses on the site occupied by Thai families with a
similar story. But now there is a problem. The site is situated directly opposite the new Colosseum in Thepprasit Road with many tourists visiting to witness the latest Pattaya attraction. The land owner could be forgiven for being able to see future possibilities with the
development of the site and has told everyone to relocate. This particular family however has some problems of its own. The son has HIV. The daughter, being autistic, has to be taken to Father Ray Center for Children with Special Needs every day. The father is virtually blind and is unable to work while the mother is an aged motorbike taxi driver. They have no money and nowhere to live. They were reluctant to move even when the owner demolished the houses around them and gave them final notice to leave or their living area will be knocked down. The area, even located along Thepprasit, is within Nongprue Municipality and a cry for help to the municipality office did not go unnoticed. Fortunately, the Father Ray Children’s Home in Nongprue have a plot of land, just within 100 meters, occupied by an elderly man and his wife who are employed to grow organic vegetables for the children. As the planting job is
becoming too much for the elderly couple, Father Ray Children’s Home has agreed to let Nongprue Municipality build a small house on the site for the family from Thepprasit, which solves many problems. The husband, even with his disability, could help take care of the vegetables as could the son. So much more can be achieved when various charity groups combine their efforts, and this exercise is no exception, for many groups were so concerned that they got together to accumulate sufficient funds to build a small, brick house suitable for four people. Those involved in this project included Pattaya Sports Club, Lions Club of Pattaya, YWCA, Nongprue Municipality Office and Father Ray Foundation. A local builder was asked to construct the home which he did with due diligence. Nongprue municipal mayor Mai Chaiyanit presented the family their new home and you can see the smile on everyone’s face, appreciative that this project has gone according to plan.
Pattaya Sports Club, Jesters and YWCA help children to see things clearly by William Macey At a conference held in London, attendees expressed grave concerns about the everincreasing number of children of all ages (particularly those under 12 years old) that need glasses to see at long and short distances. The blame was laid firmly at the door of smartphones, tablets and computer games and the time spent staring at the small screen. Many schoolchildren are unaware that they might need glasses as they struggle to read the board or even read a textbook clearly. The same situation also happens to children in Thailand
but with other problems that their families are facing they can no longer afford to go to an optician. As a result these students fall behind academically, consider leaving school, and fail to return to complete their education. Outside the classroom, you can only imagine the problems that these children are facing when they are unable to read a signpost or see oncoming traffic clearly to cross the road. Nittaya of YWCA was aware of this problem many years ago and decided to do something about it. She joined forces with an American man who was in the Air
Force at that time, Dave Anderson, who was collecting glasses from his colleagues, bringing them to Thailand to have lenses made for selected children to help them with their studies. The situation has changed since then for YWCA, which now has been joined by Pattaya Sports Club, Jesters and an optician in Naklua. The teachers select the students that show signs of vision problems. They receive a free eye test while PSC and Jesters donate funds for prescription glasses of students who cannot afford it. Strong plastic, brightly colored glasses add to the
excitement. The boys are reluctant to have the pink frames and opt for the more conservative black or dark blue while the girls are delighted to have pink, green and yellow frames. We went to Pattaya City Schools No. 5 and No. 9 where nearly 250 children have their eyes checked and 207 needed glasses. We all had a sense of achievement and were rewarded with broad grins when the children used the glasses for the first time and realized that everything now was clear and how much they had been affected by their less than perfect eyesight.

Youth Focus Rights and responsibilities in the classroom
by Anthony Lawrence Kelly, Mooltripakdee International School
There are many tiring aspects of classroom teaching. Aside from the daily grind of meetings and assessments, we have the small matter of successfully managing groups of typically 10 to 30 children, while still striving to achieve what we like to call ‘learning objectives’.
From experience, I’ve learned that disease prevention is preferable to symptom management, thus I would like to briefly discuss some simple ideas and techniques to help us to avert misdirection and chaos in our classrooms. However, first I would like to take a trip back in time, many moons ago.
Once upon a time there was a young boy and a rather robust, may I say in the kindest way, battle axe of a primary school teacher named aptly Mrs. Marshall, a wonderful ‘no nonsense’ lady was she, with ample bosom and half lens glasses assisting her stern yet kind eyes. The boy was a real pain, you know the type, pulling girls’ pony tails, carefully placing drawing pins on other children’s seats and rubbing his hands together with gleeful anticipation as they crouched to sit down as well as stealing equipment and hiding it while desperately trying to maintain a ‘dead pan’ expression while victims searched for their missing items. One would be right in thinking this child was a mischievous rapscallion. The kind of child that, along with a couple of scamp-like partners in crime, immediately doubled, nay tripled the time Mrs. Marshall had to spend dealing
with nonsense. Mrs. Marshall was, however, a wise old lady and she had learned that, over her many years of teaching, sanctions alone were insufficient to re-model the behavior of the most bothersome rascals. Often, it is true that ‘badly behaved’ pupils feel disconnected from their classroom environment. Mrs. Marshall was all too aware of this, so she gave these children some classroom jobs, most memorably the responsibility of reading the daily temperature as a reward for good work; soon every child wanted to be the ‘temperature monitor’. Behaviorist theories of positive have been around for a long time, broadly speaking they state that human behavior is modified accordingly relative to stimuli in their external environment, more specifically positive or negative reinforcement. Here are some strategies that one could use in the classroom to keep children busy and/or motivated.
(1) Rewards (certificates/ badges reflecting effort and/or achievement in school; team points; can play educational games online for one period while others work in their books; taking the register in the morning; sit with a friend). (2) Responsibilities (classroom equipment monitor; line leader; date monitor; deciding who may go for break first based on desk tidiness and
classroom conduct for that morning). (3) Choices (selecting the end of term movie; first choice of games/toys during golden time). Finally, for those students who have strict parents, the ‘phone call home’ can be one of the most terrifying moments of one’s school days, however, this need not be so. The phone call home is typically assumed as a negatively motivated action,
but this premise need not be true. Parents love nothing more than to have beautiful words spoken of their children and children seek comfort, approval and rewards from their parents, so to phone home and tell a parent how super their child has been this week, or this term, can do wonders for guiding a child towards being a positive role model in school. Have a safe and productive year!

Pets are nothing short of great until you come home to find that your new puppy or kitten has made yet another mess on the floor or, worse yet, on your new Persian rug. What to do? It is important to remove the pet urine from your floor quickly, before it dries. Urine contains chemicals that are difficult to remove, in addition to being stinky. If the area contains any solid matter, remove it first to avoid pushing it down into the carpet or floor. Then apply a thick padding of white paper towels and blot--do not rub--to remove as much of the urine as possible. Follow up by spraying the area with a solution of warm water mixed with white vinegar (50/50 ratio)
Cats for You in Pattaya
Cats for You is a great and much needed service in our area, but Paul and Sandra point out that adopting a cat or kitten is a longterm commitment with costs such as feeding and veterinary fees. Many adopters find it’s a good idea to adopt two animals so that they can enjoy each others’ company as well as yours. Contact Paul and Sandra on 0852875004 or look at their useful website http://cats4youinpattaya.webs.com/
Ginny
in a spray bottle. Spray onto the soiled area lightly and blot dry. This will neutralize the area. Then make another solution using baking soda (1/4 cup) with the vinegar and warm water spray. Spray onto the area or blot on with towel. This will help remove the pet stain that has been sitting for too long. After it is all dry, sprinkle baking soda over the area. Allow it to sit over night, then vacuum up in the morning. This will insure that odor has been removed as well. Do not use ammonia on urine stains; it smells too much like urine, which may encourage your pet to urinate in the same spot.
This lovely ginger girl came to us with a tummy full of kittens all of which have now gone to new homes. Ginny likes to stay indoors so would make an ideal pet for someone living in an apartment; she is a quiet and friendly cat who just loves lots of cuddles.
Vincent
This fine ginger boy had a very bad time a few months ago. He survived being hit by a car but had a broken jaw and sadly lost an eye. He also has the FELV virus which means that he cannot mix with other cats. However, he is a most friendly and loving cat and is expected to live a long and normal life with regular checkups.
Graham
This very cute and fluffy grey kitten is one of four born at the Pattaya Today offices. By the time you read this article all should be old enough to go to new homes. They are litter trained and eat solid food, why not choose a pair to come and play with you?

Mollie & Alfie
Cat Corner Tip by Dr. RJ Peters to Pattaya’s cat lovers
Cats are known to be finicky, but it’s not always about their food. They may choose not to eat or drink if the bowls aren’t right, either. What can go wrong with a bowl? Most of the time, it’s about keeping it clean. It’s important to wash their bowls every day to prevent any buildup of residue, as that can interfere with the desirable scent of their meal. Cats will not eat spoiled food, as many dogs will, so we must wash their bowls daily, preferably in a way that disinfects them. Plastic bowls are especially susceptible to harboring bacteria and repellent odors because they are porous. This is why stainless steel or glass bowls are more hygienic. A cat might also shun a bowl if it’s in the wrong location. They like privacy, or at least some assurance that they may eat without being harassed, interrupted or bothered. Dr. Peters is the author of three informative and entertaining books about household pets: Our Amazing Cats, and Our Amazing Cats Vol.
As you can see in the photo, Alfie’s mom Mollie has now just been neutered. She is a devoted mom and would love to find a new home where she can live together with her young lad. This sleepy pair in the photo actually spends most of their time playing together.
Going to the Dogs... We give dogs time we can spare, space we can spare and love we can spare. And in return, dogs give us their all. It's the best deal man has ever made. --M. Acklam
