Hampton Roads takes its name from the area’s first royal governor, the earl of southhampton, and the nautical term “road” which means safe harbor. For over 400 years, Hampton Roads has referred to the place where the James, nansemond and elizabeth Rivers pour into the mouth of the chesapeake Bay forming the world’s largest natural harbor. today, it is a name that also depicts a close-knit group of virginia communities that share a rich heritage going back to colonial times and an equally rich vision for the 21st century. since 1983, the U.s. office of Management and Budget has considered Hampton Roads as one Metropolitan statistical area (Msa). today, it has grown to become the country’s 37th largest metro area just ahead of nashville with 1.7 million people and the 9th largest in the southeastern United states. Unlike many metropolitan areas, Hampton Roads’ population nucleus is not confined to one central city, but is spread among several growing cities and counties of significant size. therefore, Hampton Roads has come to refer not only to the harbor but the entire surrounding area. the greater Hampton Roads of today is comprised of seventeen communities—ten cities, one town and six counties. of the locales to the north of the James River, the cities of newport news, Hampton, Poquoson and williamsburg and the counties of York and James city are referred to as the “Peninsula,” while gloucester is known as the “Middle Peninsula.” the communities on the other side of the river—the cities of chesapeake, Franklin, norfolk, Portsmouth, suffolk and virginia Beach, the town of smithfield, and the counties of isle of wight, southampton and surry—comprise an area called the “southside.”

Fort Monroe national Monument is the site of the first landing of africans in english north america in 1619. From new buildings to new grants to new partnerships, from housing to technology to business, newport news is proof that incredible things happen despite the uncertainties of a global pandemic.
2020 was a year of resilience for the city, thanks to the strong relationships and visions of the individuals, organizations, businesses and the city who are all committed to making big, exciting things happen here in newport news. the city and newport news economic Development authority (eDa) established a grant program to support local small businesses impacted by the pandemic. the coviD-19 small Business Resiliency grant provided one-time financial assistance to eligible for-profit businesses in newport news, in amounts not to exceed $5,000. grant funding was awarded on a first-come, firstserved basis. Following the success of the coviD-19 small Business Resiliency grant program, the eDa established two new grants — the Back to Business grant (up to $5,000) and the grow Your eBusiness grant (up to $2,500) — to provide ongoing support to eligible for-profit small businesses in newport news affected by coviD-19. the U.s. Department of commerce, through its economic Development administration, awarded $1.5 million in caRes act Recovery assistance grant funding for small businesses in newport news and Hampton. the award was a portion of the $13.9 million in grants to capitalize revolving loan funds for small businesses across virginia. the purpose of the caRes act Recovery assistance grant is to alleviate sudden and severe economic dislocation caused by coviD-19; to provide permanent resources to support economic resiliency and to further the long-term economic adjustment objectives of the two cities. liebherr completed a multi-year project in 2020, investing $45 million in
