He also served as the Chief Information Officer, Asia at Millennium Capital Management (HK).

He served as the regional Head of IT managing a team of 22 staff serving 200+ users over 10 offices. Prior to his appointment, the region had 3 IT staff, 50+ users in 3 offices.

On the education front, Paul Kwan earned B.Sc, Computer Engineering from Queen's University in 1987, M.A.Sc Computer Engineering from the University of Toronto in 1990, Professional Engineer, Peo (Canada) in 1992, The Canadian Securities Course (including CPH) 1995.
