The Home Rule Board approved the city of Milton’s proposed ordinances despite officials being able to specifically specify what projects would benefit from the additional revenue. Prior to the state approval, Attorney Scott McClure, who assisted Huntington with its home rule application, answered questions from the residents as well as summarized the proposed ordinances at a public
hearing on Nov. 25. One of the first questions posed concerned the types of projects that would be completed with the additional revenue generated. The city’s application states the tax collection is estimated to be $254,481.57 for a net increase of $179,117.82. “It’s probably premature to say how were going to spend whatever might be available but I think the idea is we’re going to look at our infrastructure, our streets, our sidewalks and certainly address public
safety,” McClure said. “The mayor will have to decide how the money is spent. “Possibly adding one police officer might be something if the resources are available. Cold weather and dangerous road conditions didn’t stop thousands of people from driving into Cabell County last week to celebrate retailers’ favorite holiday, Black Friday. From the Barboursville Mall to locally owned shops in Milton, stores were bursting with buyers looking for the next great deal.
“This is our third stop,” said Anita Hardy, who drove to Target in Merrit’s Creek from Gallipolis, Ohio. “We started around 9 a.m. We were trying to get away from the rush.” Hardy said she made the 40mile trek to look for deals and she was not disappointed. “They’re really good,” she said. “It’s hard because there’s not much left because there’s never much in stock. There were
still a few things I ended up finding that I wasn’t looking for.” As Hardy shopped around through the crowd in Target, shoppers at the nearby A.C. Moore were elbow to elbow as they used Black Friday coupons to save on Christmas decorations, craft items and more. “Our store has usually done well on Black Friday and our See Shopping, Page 6
Hunters across West Virginia are having trouble bagging their yearly bucks, and Cabell County is no exception. Several check-in stations are reporting lower than usual numbers, with weather and abundant food sources being a chief complaint. “Right now, actually we’re pretty well down from last year,” said Tammy Austin from T&M Guns and Pawn in Culloden. “We’re about two-thirds down from last year.” After an entire week of the season, Austin said the store had only checked in about 200 deer, a number lower than the average, which often peaks over 600. “Usually the first day we take in 200,” she said. “We only took in 50 deer the first day.” Rob Sylvester, the district biologist for district three of the Department of Natural Resources, said a slow first day is a sign of a slow hunting season. “The first three days of our deer
firearm buck season is where the majority of the deer get harvested,” he said. “I think it’s primarily because everybody is excited about deer hunting the first day so there’s more hunters in the woods. If we don’t harvest our deer in those first three days, then we don’t really pick up the harvest that much in the next week.” Kenny Adkins, of Real Deal Gun and Pawn in Salt Rock, said the problem is that hunters can’t find the deer. “There are no bucks,” he said. “I took off all week and I just saw two little tiny ones. It’s been bad.” This, Sylvester said, is most likely due to the abundance of food throughout the woods this year. He said the DNR’s mast index, an index of hard nuts, apples, berries and other wildlife food, had huge numbers this season. “This year’s index was one of the highest we’ve had,” he said. “That means there’s a lot of food. Milton Mayor Tom Canterbury said he could not determine that yet. “We have a projection – yes, but how much actual money? No,” Canterbury said. “As far as hiring another police officer or infrastructure, I’m sure that some of the money will be designated for that. But my main concern is streets, sidewalks and public safety.” The residents liked the idea of additional law enforcement. “If they’re going to put in another police officer, I’m all for that,” one resident said after the meeting. “If they’re going to put in sidewalks where they are needed, that’s great. Anything that’s going to improve Milton, I’m all for. “And 1 percent is not going to break me. I just like a little bit more information. For me, infrastructure and law enforcement is just a little bit on the vague side. I like specifics.” McClure explained to residents at the public hearing the three items that are a part of the home rule package. “The one is the municipal sales and use tax, the other item is the sale of public property without auction and the other item is the reduction of the B&O taxes as required by home rule law,” he said. According to Milton’s home rule application, the proposed B&O reductions consist of:
* Eliminating the tax on mineral products such as coal, sand and gravel. * Eliminating the tax on natural gas extraction. * Eliminating the tax on limestone, sandstone, timber and other natural resources. * Eliminating the amusement tax. * Reducing the tax on retail sales from 0.27 percent to 0.24 percent. * Reducing the tax on contracting services from one percent to one-half percent. * Reducing the tax on business services form 0.3 percent to 0.15 percent. The city’s home rule application states the B&O reductions would equate to $75,363.75 which McClure said would hopefully be refunded by the implementation of the sales and use tax. “As it relates to the sales and use tax, I think we make an assumption and hopefully we’re right, that there will be a certain amount of windfall or a little bit extra money over what we reduced B&O taxes,” McClure said. “At least that’s the way we’ve laid it out. But we’ve taken a bit of a conservative approach on that.” The city’s application states the tax collection is estimated to be $254,481.57 for a net increase of $179,117.82. However, McClure said, the city is hoping for larger numbers. “We predicted pretty conservative numbers,” McClure said. “We understand that pharmaceutical medicines, car sales, gasoline, items like that are not subject to
sales and use tax. So we can’t propose any money to come in from that. “You have to do an analysis of what sales in Milton are subject to it and what are not. Grocery at the grocery store is not subject to the sales tax but a taco at Taco Bell is subject to the sales tax. We might come in more than $175,000. It might be $250,000, it might be more than that.” McClure said the tax does not add anything new to customers already existing tax burden. “It’s only a tax on the exact same thing that the state tax department already taxes you at 6 percent,” he said. “In the city of Milton, it will be 1 percent more.” McClure said the proposed ordinances in the home rule application will also remove the auction requirement for the sale of municipal property. He said while dilapidated structure removal is not included in the ordinance, it is possible to add it in the future. “We did not specifically write a dilapidated structure ordinance but we can do that in the future if we would like,” he said. “We can come back later and introduce and ordinance if it be the pleasure of the council and the mayor. Once you’re in the program, you’re in.” Now that the Home Rule Board approved the ordinances, the council will read them twice in general meetings. In order to begin taxation on July 1, this process will need to be complete by mid-January, McClure said.

I really do have all the intentions of getting everything done on daily tasks and then some more but I really come short of the goal, but at least I have one. Do we really get everything done daily that we should get accomplished? Most of us want to get caught up on our housework, which is never-ending and is day after day chores. I would really like to get caught up on organization
which again I fall short. Cleaning is another area we seem to never get caught up on and so we kind of put it off. A coworker of mine said her mother used to clean baseboards on a regular basis. What a woman! I would rather look up and see the cobwebs and sweep them away. Other things we need to keep up daily is our Bible reading. How is the challenge I gave last December going for you? How about that letter to a friend or relative that is going through a tough time? How about just calling them and giving some words of encouragement? It seems the

Adams, of Nettie, and the late Elvyn Serena Adams, of Richwood. He was preceded in death by his daughter, Jennifer Bernice Adams; two brothers, Ernie Adams, of Baltimore, Md. and John V. Adams, of Zionsville, Pa.; and one sister, Harriet Adams Swearingen, of Richwood. He is survived by his wife of 46 years, Frances Meckes Adams; son, Will Adams, of Huntington; daughter, Mary Adams, of Milton; granddaughter, Thailei Paige Bruton, of Milton; two sisters, Margaret Adams Kelly (Bill), of Barboursville, and Mary Teet Adams Dotson (Bob), of Richwood; one brother, Jim Adams, of Richwood; loyal friend and former student, Tom Dalton; and several cousins, nieces and nephews that he loved dearly. Bill graduated with the Richwood High School Class of 1958. He played football, baseball and was on the wrestling team. In 2008, he was inducted into the Richwood High School Athletic Hall of Fame. He graduated from Glenville State College in 1965. While there, he played on the 1958 undefeated football team. He graduated with his masters degree from Marshall University in Education Administration. Bill taught and coached at Hannan High School and Milton High School. While at Milton High School, he coached the 1987 State Championship Softball Team. He was later named State Softball Coach of the year in 1987. Also he was Assistant Principle and Athletic Director at MHS and later became Assistant Principle at Cabell Midland High School. He retired from there in 1996. Funeral services were conducted Dec. 1 at Wallace Funeral Home, Milton by Pastor Mike Phillips. Entombment was in Forest Memorial Park, Milton.

His is survived by a daughter, Mrs. Donna Browning Gregory and her husband, Daniel, of Knoxville, Tenn.; a son, Mr. Rickey L. Browning and his wife, Cynthia, of Myrtle Beach, S.C.; and a brother, Raymond “Ray” Browning and his wife, Margie, of Huntington. He was also a loving grandfather to four surviving grandchildren, Mark Browning and his wife, Janet, Chrissey Davis Stephens and husband, Joey, Wendy Davis Bilek and Laura Browning Rohrer and husband, Michael; as well as fifteen great-grandchildren. Funeral services were held Saturday, Nov. 29 at Chapman’s Mortuary, the Reverend Ken Toler officiated. Interment was in Ridgelawn Cemetery.

A.C. Moore always has a great Christmas record. “We’re one of the top stores in our company just in décor sales,” he said. “It’s very, very important.” Walking through A.C. Moore, it was impossible to walk more than five minutes without an employee offering to help find something. Ryan’s secret to this level of customer service? Employee happiness. “We feed them,” Ryan said with a laugh. “We catered Tudor’s this morning. We went to Kroger and got meat trays and sandwich trays. We bring them drinks. Any employee is happy if we give them food so we make sure we do that. We make sure they get their breaks – we don’t want to keep them up there too long. And we’re constantly switching out cashiers.” Retailers weren’t the only ones profiting on Black Friday. Barbie Norris, owner of Barbie’s Formals in Milton, could only describe the day as “hectic.” “It was more so than we expected,” she said. “We had a sale. Some of our dresses were on sale for $99 and were buy one and get the second one for half off. We sold some of those right when we opened because some came just for that.” Norris said she had a steady stream of customers all day, the alterations hook filling up as more and more ladies were fitted throughout the day. “We usually do more of the winter formals for the winter formals that are in December but they’ve started doing prom, too,” she said.

“Especially with the sale.” While Norris met some new faces Friday, she was also visited by girls she has been fitting since they first began high school. “We love our repeat customers,” she said. “That always makes us feel good- like we’re doing something right.” Repeat customers are essential in business, something the Santa hat wearing ladies at the Barboursville Goodwill know well. “Our customers here are amazing,” said Amanda Clagg, a key holder at the Barboursville store. “They really are. People come in everyday and it’s nice to see them everyday.” Goodwill ran a huge Black Friday sale, many of their brand new items marked down to over 50 percent off. “We’ve been doing pretty good,” Clagg said. “We’ve been putting a lot of things out the door and selling a lot of Christmas things.” Although Goodwill has a reputation of selling hand-me-downs, or “upcycled” items, Clagg said customers are surprised to find just how much new stuff is available. She said Goodwill receives donations from chain stores which are then distributed throughout their stores in the area. “The benefit of people coming here is that we get new items in but it’s half off what you would pay in a regular store,” she said. “So it’s save, save, save. And that’s what it is all about these days.” More importantly, however, Clagg said those that benefit from low prices at Goodwill are also helping their community, making a full circle of Christmas spirit right in time for the holidays. “It helps the community,” she said. “Anybody that puts money in here is putting money back into the community. Goodwill does so much for everybody around here. They get people up on their feet.”

High winds ripped across the state on the first day of the season, hurting what would normally be high numbers. “The weather – that’s a lot,” said Steve Lambert of Lambert’s Grocery in Lesage. “Nobody’s seeing anything. It’s a little slow so far.” He said his station only had about 42 the first day and had checked in about 129 deer by the end of the first week. This is less than half what he usually sees. “The weather conditions, particularly this year, were not good,” Sylvester said. “It probably held down numbers across the state. High winds or a lot of wind really curbs wildlife movement. They’ll go lay down somewhere and be
very cautious.” Last year, Sylvester said there were about 150,000 deer killed during the season, a 14 percent increase from the previous year. “This year might be down a little bit but it will balance itself out,” he said. “We look at it as a whole. We don’t look at it as one individual year or one individual county.” Sylvester said hunting regulations depend on the previous years’ results, allowing the DNR to adjust how many are killed each year. This, he said, is a part of a statewide plan to ensure the harvest will be there for years to come. “Our ultimate goal is to make sure our harvest is sustainable for years,” he said. “We want to decrease deer numbers in areas that we need to decrease them and conserve them where they need to be conserved.
