Governor Tomblin orders U.S. and State Flags Lowered for Peace Officers Memorial Day To honor all fallen and disabled law enforcement officers CHARLESTON, WV - In keeping with the presidential proclamation, Gov. Earl Ray Tomblin today ordered all U.S. and State flags displayed at state facilities be lowered to half-staff the entire day of Wednesday, May 15, Peace Officers Memorial Day. "This week, we come together as a state and nation, to reflect upon the legacy of our law enforcement officers," Gov. Tomblin said. "We pay tribute to the men and women who laid down their lives to

protect our families and honor those who braved the line of fire and were injured. We are forever grateful for their selfless service." Peace Officers Memorial Day is held annually on May 15 in honor of federal, state, and local law enforcement officers who have fallen or been disabled in the line of duty. It is held in conjunction with Police Week, which is observed May 12 through May 18, 2013.

Honoring our Nation’s Promises to its Veterans On Memorial Day, many in the Mountain State and across our Nation spend time in somber poses – remembering those who have given their lives in behalf of our country and in the name of protecting our freedom and democracy. West Virginians proudly fly their flags and solemnly visit cemeteries, war monuments, and battlefields, laying wreaths in memory of family and friends lost in past and present wars. We honor their

patriotism and final sacrifices by supporting our troops serving around the world, as well as those who have returned home. In Congress, I have always strived to ensure that our vet-

erans know the heartfelt appreciation we hold for them and their service. I am therefore very concerned about the backlog of disability claims at the U.S. Department of Veterans Affairs ( VA).

Currently, there is a backlog of almost 850,000 claims, forcing veterans to wait, on average, up to 305 days for their benefits to be processed. It is SEE VETERANS ON PAGE 7

Buffalo HS FFA Students Hill "Taters" with Hank Members of the Buffalo High School FFA chapter "hilled-up" their one-acre potato patch this week with help from Hank, an 1800 lb. Belgian x Percheron crossbred work horse. Hank's owner is Billy Whittington Jr., a Buffalo resident and mentor to the newly formed Buffalo High School (BHS) FFA Chapter. Whittington, along with his wife Brenda, father Billy Whittington Sr., and Don Casto (Billy's father-in-law) are all involved. They are helping Danielle Grant, the FFA Chapter Advisor teach her students how to plant, manage and harvest potatoes for the school cafeteria (see photo 1.). The students are participating in the WV Farm to School program (WVF2S), funded by the USDA and WV Board of Education. When the 45 students planted the potatoes with theWhittingtons a month ago, Billy Whittington Sr. told the students how he first planted potatoes in 1954 as a 7th grade member of the Buffalo FFA (see photo 2)! The Putnam County FFA Chapters were disbanded in the 60's but last fall the Buffalo Chapter was reinstated. With help from the community and under Ms. Grant's leadership, the students have won numerous awards and even placed second in the veterinary science module at the FFA

CHARLESTON – The West Virginia University Mountaineer Baseball Team has been good for its first season in the Big 12 Conference. I talked to WVU Left Fielder and Designated Hitter Matt Frazer and Rookie WVU Head Coach Randy Mazey at Appalachian Power Park in Charleston before a recent WVU vs. TCU game. Frazer, who is from Alum Creek, is one of the reasons WVU is doing so well. “Matt Frazer is a really good player. He’s big, he’s strong and hits a lot of homeruns,”

said Mazey. Frazer, who is currently a redshirt Junior, earned Big 12 Player of the Week two weeks ago for his play during a series-win over number 10 ranked Oklahoma. “It was pretty cool, obviously the first year in the Big 12, for me to get an award like that means a lot,” says Frazer. Mazey also commented about Frazer’s big week. “It was really important because it is nice to have players get recognized when they do good things.” Frazer batted .556 (5-for-9) with three runs, four doubles, three RBIs and three walks in four games. Mazey got drafted by my favorite baseball team, the Baltimore Orioles, after graduating from United High School in Johnstown, Pa. Frazer. He went to Nitro High School and decided not to sign with the Kansas City Royals when he was drafted after graduating, but went to college instead. Frazer told me why he made this decision. “There were a lot of factors that went into me not signing

Christian interviewing Matt Frazer at Power Park.

with the Royals, but I am glad I came to college. I’ve got to meet a lot of people, it’s been a great experience and hopefully it will work out for me in the long run," he said. Coming up for West Virginia

Matt Frazer up at bat against TCU. is the Big 12 Baseball Tournament. On coaching his Mountaineers, Mazey says,” We coach them to have fun, no matter what you are doing, to have fun when you are on the baseball field, to work hard, do really well in school and don’t worry about the process.” For the West Virginia native it feels good playing nearby, Frazer told me. “It’s awesome I get to come and play in front of the home crowd, being from here (Charleston area) makes it even better. Having all the fans come and see us is great.” Through 50 games this season, Frazer is batting .259, with six home runs and 12 doubles, 23 runs scored and 36 runs batted in. For Putnam County little leaguers, Frazer recommends, “Never give up, always work as hard as you can and if you want to do something, believe in yourself, you can always do it.” For updates on the Mountaineers and its trip to the Big 12 Baseball Tournament, go to www.wvusports.com.

WeeklyDevotional By Mary Jane “MEMORIAL DAY” Thought for the week: Greater love hath no man than this that a man lay down his life for his friends. John 15; 13 (KJV) Decoration Day is the day set aside for people to go visit their loved ones gravesite, and remember them by placing flowers on their graves. In earlier days, you picked what fresh flowers you had blooming in your yard, or you made flowers from what was called crepe paper. Some people were very creative at this - after making the flower and attaching a stem, it was dipped in wax to stiffen, this was before the silk, and plastic flowers were created. It was a day families and friends gathered. Most of the day was spent at the cemeteries, having picnic lunch, and meet-

ing with friends and family. It originated after the Civil War, to commemorate the Union and Confederate soldiers, who had died in the war. Then it was extended to honor all Americans, who gave their life in wars, becoming a national holiday in 1971, to be observed as Memorial Day on the last Monday of May, marking the beginning of the summer season. Now, it runs into a three day weekend, of various parades, and family holiday activities. Our President gives a speech, while placing a wreath at the tomb of the Unknown Soldier in Washington, D.C., the biggest car race in the nation –The Indianapolis 500 runs every Memorial Day. For none of us liveth to him-

self and no man dieth to himself - Romans 13:7 While all across this country, at every small and large cemetery, the Military Corp present a ceremony, saluting those who have passed, usually, with one person playing the bugle instrument to a song called “TAPS” which is always a quiet, solemn and sad song - there are five verses to this song, but one verse is all that is played. The words are: Day is done, gone the sun, from the hills, from the lakes, from the skies, all is well, safely rest, God is nigh. Taps was originally played at night in the military branches, to remind those in the bunkers, time for lights out. A day of honor, set aside to remember and think, of all our loved ones, who have gone on. Psalm 33:12 - Blessed is the nation whose God is the Lord; and the people whom he hath chosen for his own inheritance. Prayer: God, our Father, May we always honor you. Amen.

Velma’s View By Velma Kitchens George Jones George Jones passed away last week and his funeral service was today. We were saddened by this as I have known George Jones all my life. I remember when I was young; the radio station was always on a country music station. I listened to George Jones, Tammy Wynette, Buck Owens, Loretta Lynn, Conway Twitty, Barbara Mandrell, Donna Fargo, Jean Shepard, Jeannie Pruitt, Gene Watson, Larry Gatlin, Kris Kristofferson, Willie Nelson, Johnny Cash, June Carter, Bill Anderson, Dottie West, Kenny Rogers, Merle Haggard, Bobby Bare, Mel Tillis, Hank Locklin, Ray Price, Waylon Jennings, Dolly Parton, Reba, Connie Smith, Don Williams, Marty Robbins, and a host of other old timers. Now country is yelling and screaming and dancing and jerking and shaking and carrying on and not so country sounding. I don’t listen to country music now, but growing up I listened every day and learned a lot. I would listen to WSM in Nashville and the Grand Ole Opry. I had to wait until all the other little stations went off the air to hear the big stations - but I loved listening in. I learned a lot about the lives of the old time country people and how they worked really hard and enjoyed being allowed to sing. Most of the old timers were not stuck up like some of the new fangled people are. And I forgot to mention Roger Miller. He was so funny and talented. George Jones is and was the greatest country music legend of all time… anyone in country music would say the same.

Saluting Our Veterans and The Honor Flight Network I am filled with so much pride every time I meet our military veterans. They remind us just how patriotic West Virginia is. We are a state of people with courage, nobility and valor. This past week, I met with 31 veterans from West Virginia, representing three generations of warriors, who came to the nation’s capital to see the memorials that commemorate their sacrifice and courage. I am so deeply grateful to these special Americans who helped keep this nation free and made the world safer for liberty-loving people across our country and beyond our borders. I also am grateful to the Honor Flight Network, which arranges for World War II, Korea and Vietnam veterans from all over Amer-

ica to visit the memorials in Washington – free of any cost to the veterans. In West Virginia, the driving forces behind the Honor Flight Network are the Denver Foundation and Little Buddy Radio in Princeton. They have arranged three Honor Flights for West Virginia veterans so far, and I look forward to many more. The veterans I met this week ranged in age from 63 to 94. And while their step has slowed, their

spirit is keen, their pride is undiminished, and their patriotism is unbridled. These brave West Virginians served this great country in a wide variety of ways – as a B-24 pilot over Italy in World War II; in a heavy mortar company at “Heartbreak Ridge” in Korea; as a helicopter door gunner in Vietnam. They stitched up wounds in hospitals; they assembled bombs; they inspected combat aircraft; they operated radios and radars;

they cooked; and they built roads through jungles and bridges over rivers. They won the Bronze Star, the Soldier’s Medal, the Purple Heart and Presidential Citations. Some were lieutenants, some sergeants, some corporals. Some served abroad, some stateside. But every one of them answered this country’s call in its time of need. These heroic West Virginians came to Washington to tour our beautiful Capitol, the World War II Memorial, the Korean War Memorial and the Vietnam War Memorial. But this tour included a special “Flags of Our Heroes” ceremony to honor World War II veterans who passed away before they could visit the memorial commemorating their service. Sadly, we are losing World War II

veterans at the rate of approximately 800 per day – members of what we have come to recognize, and rightly so, as the “Greatest Generation.” This generation of Americans was united by a common purpose and by common values – duty, honor, courage, service, integrity, love of family and country. And their triumph over tyranny will be remembered forever. This Memorial Day, when we honor all of America’s fallen warriors, let us offer a special salute to the “Greatest Generation” of warriors who inspire us still with the physical and moral courage that made them heroes. May it ever be so, and may God always bless the United States of America and all the men and women who keep Her free.

After Multiple Accidents, County Receives Good News By Justin Waybright justin@theputnamstandard.com

WINFIELD - During the past week firefighters, law enforcement officials and EMS crews have racked up long hours in response to two major accidents in Putnam County. At Tuesday’s commission meeting, Frank Chapman, the county’s emergency services director gave commissioners some good news. “The county will get five voice-

activated sirens,” he said. “This will help in preparedness.” The new system is funded by a Homeland Security grant. The money will go toward installing sirens in Eleanor, Winfield, Poca, Teays Valley and Hurricane. Commissioner Steve Andes, a fireboard member seemed pleased with the effort to be proactive. He learned Tuesday that many first responders had worked more than 12 hoursstraight, cleaning up Monday’s accident at the Black Betsy Air Gas facility.

“These guys and gals put out a tremendous amount of time they deserve a pat on the back,” Andes said. “They are out there to serve the county, and when they come together, they do an excellent job.” The new sirens should be up and running by the end of June, Chapman said. Commissioners also learned of a potential drop in flood insurance fees for county residents. Sandy Mellert, planning director for Putnam County said rates could decrease by 10%.

“In order to get these discounts, we must follow the program that demonstrates we meet standards and above,” she said. “We exceed the standards, so our first step is a letter of intent or interest.” Commissioners seemed on board with signing one. “So, there is no downside?” asked Commissioner President Joe Haynes. “No, this is totally upside,” answered Mellert. Andes made a motion to sign the letter. The commission ap-

proved. “We’re ahead of what this requires,” said Andes. “This shows that Sandy and the people in planning have done a good job.” In other news, the Putnam County Development Authority has narrowed 25 applicants down to four or five potential hires to fill former director Gary Walton’s position. Commissioner Andy Skidmore, a member of the PCDA board said the finalists will be interviewed and narrowed once more.

Pin-Up Day in the works for Poca By Justin Waybright justin@theputnamstandard.com

POCA - The Ladies of Libertease organization is working with the town to honor pin-ups and veterans with a Pin-Up Icon Day. During the May 13 town meeting, Christina Cruikshank, president and co-owner of the non-profit organization spoke to council members about the famous Betty Grable and Marilyn Monroe pin-up posters that graced the lockers of many World War II soldiers. Cruikshank and

her ladies are striving to keep that part of history alive. “These women reminded men of what they were fighting for,” the military wife explained. “We encourage this, embrace it and want to show appreciation for them - our veterans and active military.” During the past six months, Ladies of Liber-tease has raised more than $600 for troops and veterans. In March, the Ladies of Liber-tease held a pageant, raising $400 for the Wounded Warrior project. Monday evening, Cruikshank urged town leaders to adopt June

1, Marilyn Monroe’s birthday, as Pin-Up Icon Day. “During our annual Heritage Day we do a tribute to veterans, and you could probably get a booth that day,” said Mayor Jim Caruthers. “You need to send us a draft of your resolution for the event.” Caruthers continued, “We’d have to make a motion to pass it, but we don’t see an issue with that - we will try and support your cause.” Councilmember Larry Echols seemed on board. “I appreciate what you’re doing,” he said.

Councilmember William “Wimpy” Jones agreed. “Thank you for your support of the veterans,” he added. In other discussions, councilmember Veronica “Dale” Parkins expressed her concern with a local cemetery in town. “There’s a lot of abuse there and people are accidently running over head stones,” she explained. “Maybe we can put up some sort of barrier.” Echols agreed. “I’d like to see some sort of barrier there,” he said. “It’s in complete disarray.” Caruthers also expressed con-

cern. The mayor suggested action on it after the school year ends. The council agreed to address the problem in the most cost-efficient way possible. Recently, Poca received a $700 grant from Waste Management for a town-wide cleanup. The town added $300 to it, bringing the total effort to $1,000. The town of Poca holds council meetings 7:30 p.m. on the second and fourth Monday of every month unless otherwise announced. In lieu of Memorial Day, the town will meet Tuesday May 28.

Bureau. The Farming Heritage award will be presented to a family that has strived to maintain its rural lifestyle by contributing to the community, acting as role mod-

els, dedicating time to efficient agricultural production, and maintaining the upkeep of their farm through generations. The winning family will be treated to an award ceremony

during the State Fair on August 15, an award luncheon, overnight accommodations, free admission, preferred parking, and a Natural Stone Sign award with the family's name that may be displayed indoors or outdoors. A photo and brief biography of the winners will also be displayed in the Gus R. Douglass Annex during the Fair. "The Farming Heritage Award honors an agricultural family, and their multi-generation contributions to their community and to West Virginia. The official state seal, featuring a farmer, is the logo of the award program," said Karen Lilly, Administrative Assistant, State Fair of West Virginia.

Entry forms may be completed by family members or by someone who wants to nominate a family for consideration. Judging will be conducted by an independent panel of judges. All entries must be in the State Fair office by 4:30 p.m. on Monday, June 3. The Putnam Standard VETERANS FROM PAGE 1 outrageous that the men and women who have served and sacrificed in defense of our Nation are threatened by financial ruin and even death while waiting for their claims to be acted on. I have consistently supported and voted in favor of additional resources for the VA to reduce the backlog. I am encouraged by the VA’s increased focus and its recent announcement that it would require employees to work overtime as part of a renewed effort to get ahead of the problem. Still, in part, because the number of new claims continues to increase as our service members return home, and, in part, because claims submitted are more complex than ever before, the backlog continues to be a serious, ongoing problem. In order to help expedite the filing and adjudication of

claims for our veterans, I have advocated increased funding and cosponsored legislation that would enable and require the VA to develop a better system of electronic measurements to track the backlog of claims, expedite disability examinations, and facilitate information sharing. Most recently, I have urged passage of legislation that would require the VA to provide a course of action for each VA Regional Office with claims pending an average of 200 days or more. With more funding must come increased accountability. I also have cosponsored legislation that would require the VA to develop a system of electronic measurements to better track the backlog in order to quickly identify shortfalls and potential solutions. Also, because lengthy wait times for a medical disability examination at a VA Medical

Center is a common hurdle a veteran faces in filing for disability and adjudicating a claim, I have supported legislation that would extend the VA’s authority to contract with private facilities to expedite disability examinations. I know that our VA employees in West Virginia care deeply about our veterans – especially since many of them are veterans themselves – and that they are on the front lines of confronting this crisis. I want to ensure that the VA and the Department of Defense provide them with the necessary guidance and support they need to help. That is why I cosponsored legislation that would require the Department of Defense to provide certified, complete, and electronic service treatment records within 21 days of military discharge or release. Our wounded warriors deserve to have their claims

processed accurately and expediently; not doing so unnecessarily prolongs the physical and mental suffering of those who have already sacrificed so much. I will ardently continue to seek ways to address the claims backlog. As a nation, we rightly thank our veterans by helping to ensure access to affordable health care, educational and job opportunities, and other benefits and services which I proudly support. On Memorial Day, as we strive to articulate what their service means to our country, let us begin by ensuring that we honor our promises to them, and remembering our world is safer and the ideals of democracy and freedom endure thanks to their service. U.S. Rep. Nick Rahall (D-WV ) represents West Virginia’s 3rd District

Manchin Welcomes West Virginia Veterans to Washington West Virginia’s third “Always Free Honor Flight” brings 31 veterans of World War II, Korean and Vietnam Wars to D.C. Manchin hosts a welcome reception for veterans to honor their service WASHINGTON, D.C. – U.S. Senator Joe Manchin (DW.Va.) proudly welcomed 31 veterans from West Virginia to the nation’s capital for the state’s third “Always Free Honor Flight” in less than a year. The veterans visited the capital free of cost to see the memorials built in their honor. Eleven served in World War II, one in World War II and Korea, 10 in Korea, one in Korea and Vietnam, four in Vietnam, and two in all three wars. Two other veterans served as escorts for the group, along with three high school ROTC cadets. “It is such an honor to welcome these brave servicemen to Washington today,” Senator Manchin said. “West Virginia is one of the most patriotic states in this great nation, and we will continue to honor the growing number of veterans and active duty members who have served our great country with valor and distinction. Showing our appreciation to the men and women who have served this nation is something we should do each and every day. But today is a special day for us to pay tribute to those who have made the ultimate sacrifice for our great nation.”

The Honor Flight Network is a nationwide effort to ensure veterans have the opportunity to visit Washington, D.C. to see the monuments that were built to honor their service. The veterans will tour the Capitol, the World War II Memorial, the Korean War Memorial and the Viet-

nam War Memorial. The “Always Free Honor Flight” was established in West Virginia thanks to the Denver Foundation and Little Buddy Radio, located in Princeton. These nonprofit organizations were founded by Bob Denver – who played Gilligan on “Gilligan’s Island”

– and his wife Dreama, a West Virginia native. Senator Manchin hosted a reception in the United States Capitol to welcome the 31 veterans and their escorts to D.C. He thanked the guardians, ROTC cadets and organizers who accompanied the veterans on their flight,

including Dreama Denver, President of the Denver Foundation, Charlie Richardson, General Manager of Little Buddy Radio and Pam Coulbourne, “Always Free Honor Flight” coordinator. The veterans also met with other members of West Virginia’s Congressional Delegation. In addition to the welcome reception, Senator Manchin provided each veteran and guest with a Congressional Record Statement that was submitted into the record to recognize the veterans’ trip to D.C. In part, Senator Manchin wrote in the Congressional Record Statement: “I am filled with so much pride every time I meet our military veterans who come to the nation’s capital to visit the memorials built to honor them and to commemorate the wars in which they served so courageously. “Today, 31 veterans from West Virginia, representing three generations of warriors, are here to see the memorials that commemorate their sacrifice and valor and for a special ceremony honoring World War II veterans. “And on the occasion of their visit, I want to express my deepest gratitude to these special men who helped keep America free and made the world safer for liberty-loving people across our country and beyond our borders.”

A lot has changed in 150 years

David Payne Sr. Column by David Payne Sr. davidpayne@theputnamstandard.com

A lot has changed since West Virginia became a state 150 years ago. The change, however, started much earlier. The animals the first explorers and settlers saw and killed in West Virginia seem almost unbelievable today. Wolves roamed our mountains.

Bison, mountain lions and elk were also prominent. By the time West Virginia became a state in 1863, all of these animals had been wiped out. Only within the last 30 years has the coyote moved in to serve the predator role left vacant by the wolf. It's hard to imagine West Virginia's scenic beauty without its iconic wildlife, such as whitetailed deer and turkey. Many of the state's majestic creatures have been gone so long, they live on only in the names of places – Wolf Island on the Elk River, Buffalo in Putnam County, Elkview in Kanawha County, the Elk River, etc. Just a couple of centuries ago, people would likely have had just as much difficulty imagining the land that has become our state without its largest animals - the bison and elk. The last recorded bison killed was in 1825 near Valley Head in Randolph County, but the bison was long-gone from its primary range in the Ohio and Kanawha valleys long before that.

Our most reliable and detailed account of the bison extirpation in West Virginia comes from an unexpected source – George Washington. Washington traveled in the Ohio Valley during a 1770 trip and left us a detailed diary of what he saw and like an investigative reporter, he asked questions from everyone he met. While camping at the mouth of Lee Creek in Wood County – I think this would have been on Dexter and Cyril Graham's farm in Belleville – Washington ran into an old war buddy, an Indian with whom he served during the French and Indian War. As they talked about old times, they dined on the Indian's bison meat. Washington's diary indicates that the bison had just recently disappeared from the Ohio Valley. He notes old bison trails, but he saw no bison on the Ohio River on a round trip from present-day Pittsburgh to Point Pleasant. Indians frequently told him of places where herds of bison used to be. He didn't en-

Outdoor Roundup The West Virginia Division of Natural Resources recently stocked more than 10,000 catchable-size channel catfish in waters throughout the state. Stocked waters include: Anawalt Lake, (McDowell) Barboursville Lake (Cabell), Berwind Lake (McDowell), Cacapon State Park Lake (Morgan), Cedar Creek State Park Lake (Gilmer), Chief Logan State Park Lake (Logan), Conaway Run Lake (Tyler), Edwards Run Pond (Hampshire), Fort Ashby Lake (Mineral), French Creek Pond (Upshur), Handley Pond (Pocahontas), Hurricane Lake (Putnam), Indian Rock Lake (Nicholas), Krodel Lake (Mason), Laurel Lake (Mingo), Little Beaver State Park Lake (Raleigh), Mason Lake (Monongalia), Mountwood Lake (Wood), North Bend State Park Pond (Ritchie), Pendleton Lake (Tucker), Pipestem State Park Lake (Summers), Poorhouse Pond (Berkeley), Teter Creek Lake (Barbour), Tomlinson Run State Park Lake (Hancock), Turkey Run Lake ( Jackson), Wallback Lake (Clay), Watoga State Park Lake (Pocahontas), and Wirt County Farm Pond (Wirt). Among those are 400 tagged channel catfish stocked into five state park lakes, including: Cacapon State Park Lake, Cedar

Creek State Park Lake, Chief Logan State Park Lake, Pipestem State Park Lake, and Tomlinson Run State Park Lake. Anglers who catch a tagged fish are asked to return the tag or the tag number along with information on the date of capture, if the fish was kept or released, and the name and address of the angler to WVDNR, 2311 Ohio Ave, Parkersburg, WV 26101. Anglers also can call in the information (304-420-4550) or provide the information via email to dnrfishtags@wv.gov. There is usually a free gift for mailing back the tag. I think years ago, there was a hat. My son caught one of these catfish a few years back at Mountwood Park Lake and he got a pair of line clippers. I have never caught a single tagged fish in my life, but my son wound up with two tags one summer. A few weeks after he caught that tagged fish, we were canoeing at Mountwood and saw a dead catfish floating along and said “Hey Dad, let's go check out that dead catfish to see if it has a tag in it!” I explained to him that tagged fish were rare, I'd been fishing for 30 years and never caught one, etc. But, we paddled over to the dead catfish. Naturally, it had a tag in it. The West Virginia Division of Natural Resources needs help in

locating whip-poor-wills. If you see or hear whip-poorwills in West Virginia between May 10 and July 31, please email DNR Wildlife Resources Section biologist Rich Bailey at richard.s.bailey@wv.gov. Include the date and location, being very specific; where you saw or heard the bird; your name and phone number; and whether you saw or heard the bird. The whip-poor-will is a gray, black and brown bird with a black throat. It is well-camouflaged and is easier to hear than see. Its namesake song is a loud, rhythmic “whip-poor-will” which it sings repeatedly at night. “Recent Breeding Bird Survey data indicate significant population declines of this bird in nearby states, and your observations will enable us to get a better sense of their population status in West Virginia,” Bailey said. The DNR is also interested in discovering locations of barn owls and bald eagle nests. Please email Bailey if you see or hear either of these species with the same information as for the whip-poor-will. Barn owls have a distinctive white, heartshaped face and a variety of unique calls including clicks, hisses, grunts and screams.

counter any bison himself until he traveled several miles up the Kanawha River (Indians told him bison could still be found there). He and his party shot several of them for food. The bison was the first to go, elk and wolves suffered similar fates – although they would inhabit the state for another century. Recently, however, the elk have returned thanks to wanders from Kentucky's elk-reintroduction efforts near the West Virginia border. So have the canine predators, with what is believed to be a natural migration of coyotes to fill the void left by the extirpated wolf. Game animals started seeing protection in the late 19th Century, not long after statehood. In 1897, what is now the Division of Natural Resources' Law Enforcement Section was established to enforce game laws. It's one of the nation's oldest statewide police agencies. In the early 1900s, the agency that would become the Division of Natural Resources worked to

restore the deer and turkey populations. Its employees trapped these animals in the Eastern Panhandle and released them throughout the state where the populations had been eliminated. The first official West Virginia hunting season was in 1923, and limited to the eastern part of the state. A total of 60 bucks were harvested statewide, 34 of which were bagged in Pocahontas County. The next deer season was in 1927 and about 160 deer were harvested. Early records are spotty and no harvest records have survived for many of the years in the 1920s and 1930s, although in some of those years, all seasons were closed. Could you imagine a deer season with only 160 deer harvested statewide? A lot has changed in 150 years. Contact David Payne at davidpayne@theputnamstandard.com .

A Car Show to Remember By Justin Waybright justin@theputnamstandard.com

HURRICANE - Thunder roared over Wal-Mart's parking lot Saturday, but it was not from the storm. The exhaust of restored muscle cars pounded the pavement. Chrome sparkled and paint reflected a scene of yesteryear during Wal-Mart's 3rd Annual Children's Miracle Network Hospital's Benefit Car Show. David Kesling, local Wal-Mart market manager stood in front of his black 1969 Mustang Coup. "Wal-Mart has designated this event to help Morgantown's goal to raise money for the hospital," he said. "It's heart-wrenching to hear some of their stories." Kesling built his pristine pony with help from his brother Robert. "It was a lot of work, but it feels good to see it here now," said Robert.
