Amtrak trains won’t be stopping here any time soon. That’s the word from the City of White Rock, following renewed discussions with Amtrak, the Washington State Department of Transportation and the B.C. Ministry of Transportation. According to a news release issued Wednesday morning, neither the Washington DOT nor Amtrak consider a White
Rock stop – or any new station stop along the Cascades corridor – to be an option for now. “After diligently pursuing the matter, White Rock mayor and council have recently been informed that a White Rock Amtrak stop is not a possibility at this time,” the news release states. Reasons cited include an increased journey time, increased capital costs that would be necessary to reduce it, plus customs and immigration issues, changes in funding sources for rail transportation and Washington DOT’s and Amtrak’s
current commitment to high-speed rail. The news follows the city’s attempt to revive negotiations that resulted in a 2001 memorandum of understanding with Amtrak to pursue passenger rail service for White Rock and the Semiahmoo Peninsula region. “It’s very disappointing for council and it’s very disappointing for the community,” Mayor Catherine Ferguson said. “Am I closing the door forever? No – but it’s not going to be in the foreseeable future.”

A huge tract of green space is set to be paved for development, causing the city’s environmental watchdog to call for an immediate halt to the plan. Contacted this week, Statistics Canada communications manager Peter Liang said such an approach does not represent policy nor training of canvassers. He urged Charles to call a census help line to report the incident.
“We deal with complaints of this nature very promptly,” he said. “This is very serious.” But the issue has also raised the fact – unknown to Charles until now – that reserve residents are treated differently in the census than many other Canadians. This year, a majority of Canadian households (60 per cent) were contacted by letter offering either a paper or online option for filling out Canada Census 2011, while some 20 per cent of households were mailed a see page 4

However, Surrey’s two border crossings add strength to the Surrey economy, and the annual Surrey Economic Summits have served to give Surrey an even higher profile in some respects than its Ontario counterpart. Mayor Dianne Watts is finishing her second term as Surrey’s mayor. In Mississauga, Hazel McCallion has been mayor since 1978, and often wins unopposed. Watts has started to build that type of hold on power in Surrey, but it is unlikely she is planning to be mayor for 33 years. Transportation issues are important in Mississauga, as they are here. While GO trains provide good commuter service to and from downtown Toronto, the bus service is operated within the city. This gives Mississauga more control over transit, but on my visit there, I didn’t see too many city buses. Most people are dependent on their cars, as they are here. Mississauga has developed as a very important city in Ontario, In fact, it is larger than many U.S. cities that front on the Great Lakes, including Detroit, Cleveland and Buffalo. Its diverse population and strategic location mean it will continue to grow, and likely provide a disproportionate share of jobs in the Greater Toronto Area. Surrey’s future may be quite similar. In one of his first acts as a Canadian citizen, Mostafa Sabeti knocked somebody out. Did it in record time, as a matter of fact. But before anyone alerts the authorities, know that it was all nice and legal – encouraged, even. Sabeti, 30, was competing at World Kickboxing Association Canadian National Championships in Montreal, where he won a gold medal in the 90-kg full-contact division and set a national record by knocking out an opponent just 18 seconds into the match. All this after being sworn in as a Canadian citizen just a week before. “We did very well, for first time,” Sabeti told Peace Arch News Monday. The whole whirlwind experience was the
culmination of more than eight years of stress and struggle for Sabeti and his wife, Solmaz, who came to Canada four years ago from Iran, after applying to immigrate here more than four years before that. Sabeti’s performance in Montreal earlier this month was enough to impress Team Canada coaches, who invited him to join his new country’s national squad immediately. “I have my Canada jacket, my (gym) bag, and I signed my invitation – I am ready to go,” Sabeti said. “I cannot explain it in words, what this means. I am just very, very excited.” Sabeti is a former world champion kickboxer, whose Iranian passport had caused him to miss out on several fighting opportunities; Iran is near the bottom of the Henley Visa Restriction Index, which ranks countries based on its citizens’ freedom to travel.

But keen members of the White Rock Amateur Radio Club were out at Centennial Park last weekend to demonstrate they, too, can play their role in emergency communications. Ralph Webb, a director of the club, said the team arrived on site at 10 a.m. and by 11 a.m., official local start time of the event, had a portable radio set up and ready to contact hundreds of other participating clubs across North America. The competition is a test of groups’ readiness to broadcast through a 24-hour period in the heavy radio traffic of a real-life emergency. Increases reported in several areas, including marijuana production
‘Proactive work’ boosts White Rock crime stats Tracy Holmes Staff Reporter
Crime is on the rise in White Rock, according to statistics in the detachment’s latest annual report. But officials say graphs showing jumps last year in everything from impaired driving offences to crimes against individuals are more a reflection of increased efforts to tackle the problems than an increase in the problems themselves. “Whenever you make something a priority, typically you do more proactive work and you will get more charges,” Staff Sgt. Lesli Roseberry said this week. “If you see the graphs, we’re just way down, compared to neighbouring jurisdictions.” According to the report – which was presented to the city’s mayor and council in a closed meeting earlier this month – White Rock saw increases in its overall crime rate,
property crime, crimes against individuals, break-and-enters, impaired driving and marijuana production offences. One graph shows the latter has been on the rise since 2007. Roseberry said she couldn’t comment on statistics from prior to her 2009 arrival in White Rock, but noted that tackling drug issues was one of the detachment’s priorities last year, along with impaired driving and property crime. She credits a dip in the overall number of drug-offence files largely to the creation last year of a two-man plainclothes unit dedicated to the city’s more serious crimes. In all, the detachment’s 22 officers responded to 6,961 calls in 2010. Of those, 1,437 involved Criminal Code offences ranging from sex assaults (9) and violence in relationships (30) to property crimes (995) and assault with a weapon/bodily harm (22).
Roseberry would not break down the nature of the sex assaults, but described the number reported in White Rock as “very, very low.” Such incidents can range from a complaint that was determined unfounded to one involving a husband and wife – both of which would not be brought to the public’s attention. Occurrences in which there is no threat to public safety or public assistance is not required are not made public, she said. “These are general statistics to give people an idea of what goes on in the community.” Roseberry said a statistic of more concern to her is the number of ‘dropped 911 calls’ her officers responded to last year – 1,048 in all. While the majority ended up being an unintentional dial, the calls can’t be ignored, she said. “That takes up a lot of police time. But you don’t want to take the chance that… you weren’t there to help someone,” she said.
It’s an issue that also concerns Mayor Catherine Ferguson. She appealed to citizens to take more care to ensure their phone keypads are locked when not in use. “I don’t know if people realize that when those calls are made, the RCMP have to go and check them out,” she said. “That’s a lot of resources.” Regarding marijuana production, Ferguson believes a bylaw – much like that in place in Surrey – that enables the city to work with BC Hydro and fire crews to identify grow-ops would go a long way to reduce the problem. She hopes such a bylaw will be before council in the fall. Ferguson commended efforts by Roseberry to increase police presence uptown and on the waterfront. Overall, she and Roseberry said they are pleased with the picture the annual report paints of policing in the waterfront city.

But remaining households are being counted through more traditional canvasser operations, Liang said. “For residents on reserves… respondents are contacted directly by an enumerator and the questionnaire is completed at the dwelling, generally by interview,” he said. “This takes place in northern and remote areas and on reserves, Indian settlements, Indian Government Districts and terres réservées.” Liang said the methods used for collecting census information from different demographic groups in Canada are determined by what has proven successful in previous counts. For instance, the 2006 census was the first that offered an online option, and this year the online census was offered to those that had shown the greatest response. “On reserves, (enumeration) is
the methodology that has worked best from past experience.” Liang noted, however, that reserve residents also have the online option, but added that since the information collected is vital to their communities, follow-up visits are conducted. Charles – who noted Friday’s visit was her first contact with Statistics Canada about the current census – said that wasn’t the message she received from the enumerator. The woman told her the questionnaire would take 20 minutes, and said they could fill it out together on Charles’s porch. “I said that now wouldn’t be a good time and asked why I couldn’t fill it out online, like I’d heard about on the radio,” Charles said. “She said that because I lived on the reserve, I didn’t have that option and I had do it with her. I told her I thought that was discriminatory. That’s when she said, ‘if you don’t fill it
out with me, I will call the police and they’ll be coming here and you’ll be issued a fine of $1,000.’” Liang said that if that was the information Charles had been given, it was “completely wrong.” He emphasized that while, by law, everyone must complete the census, imposing penalties is not part of its mandate. “Only after every reasonable attempt has been made to collect census information would we consider referring a case to the Public Prosecution Service of Canada, and it would be up to them to decide what they wanted to do.” Charles told Peace Arch News that – while she intends to follow up the incident with a complaint to Statistics Canada – she is more than willing to comply with a reasonable request for information from them. “I don’t have a problem with having to fill out the census.”

And we’d like to mitigate that damage to save more forest.” That forest, Schultze said, is about the size of Redwood Park. The committee passed a motion to request an audience with council as soon as possible, but at the following meeting, were directed to staff and the citizens advisory committee. In a letter to council Monday, Schultze expressed umbrage.
“On behalf of the members of the city’s Environmental Advisory Committee, we would like to express our surprise, disappointment and frustration with council’s recent decision to not hear a delegation from our committee regarding the EMS and the Grandview (NCP4) developments,” Schulze writes.
Mayor Dianne Watts said Tuesday that the group has not been declined an audience with council, it’s just that now is not the time. Staff is currently engaging in public consultation, she said. “So, this is a time when any and all concerns are to be brought forward to staff,” Watts said.

Eco committee must be heard
S
urrey is dangerously close to sending an unfortunate message to its environmental watchdog – again. The city’s 12-member environmental advisory committee (EAC), which advises council on ecological issues, has been through significant change over the last decade. In 2004, the EAC had huge talent on board, including Dr. Roy Strang and Dr. Tom Godwin. Then, the issue of the day was tree loss. Over the span of five years, the city had issued 50,000 permits to cut down trees of significance. At the time, Godwin said he had asked council “umpteen” times to hire a consultant, with an eye for preserving trees before construction begins. It was a novel idea, largely ignored. In addition, the committee asked council to hold off on developing Campbell Heights, an immense business park built in 2003. The development ended up being a huge black eye for the city, with the David Suzuki Foundation calling it one of the worst examples of salmon habitat destruction in B.C. Godwin resigned, leaving in his wake a stinging rebuke: “Although we are supposed to be advisory to council, we are completely ignored, and our suggestions fall on deaf ears.” The next committee included former civic planner Rosemary Zelinka, whose demands to see the city’s Environmentally Sensitive Areas Plan were refused. After pushing hard enough, the committee was able to view it only behind closed doors. Zelinka was later terminated from her volunteer position. The subsequent committee was a shadow of its former self. Its only recommendation over a twoyear period was a call for council to define the committee’s role. By fall 2008, the city miraculously did create a powerful new committee, instrumental in helping draft Surrey’s pesticide bylaw and reporting extensively on recycling and the Ecosystem Management Study. Last month, a Neighbourhood Concept Plan for Grandview Heights calling for development of environmentally sensitive areas landed with the committee. It caused significant alarm and prompted an immediate request to halt the plan. The committee wanted an audience with council. Instead, they were referred to staff and a citizens advisory committee. The EAC wrote to council this week expressing its “surprise, disappointment and frustration.” Mayor Dianne Watts says the committee will be heard, just not yet. History has shown to do otherwise comes at a tremendous cost. The EAC should not only be heard, but its advice followed. To do less would send the message that protecting the environment is not a priority.

I was on a mission. Having just passed the officers, I made a left-hand turn onto 172 Street and got back onto Highway 10 and headed west. When I reached 168 Street, I made a right, driving north, where I took a truck turnaround just north on 168 and eventually found myself southbound at the intersection of 168 and Highway 10. Finally, the light turned green, and I moved into the intersection. All my questions would soon be answered. Fortunately, no one was driving north, so I slowly made the left turn westbound towards the police – right into the net. Almost instantly, an officer wearing a bright green reflective vest jumped out from behind one of the parked SUVs and directed me to the curb. “Do you realize you just made an illegal left-hand turn?” he asked. Dumbfounded, and having missed any signage, I tried to explain that it was actually me who wanted to talk to him, to get to the bottom of this longstanding mystery. He clearly wasn’t buying my story. After a few minutes he was back at my window with a ticket for $121. Apparently, there is a sign on the traffic light – a small one – prohibiting left turns during the morning and afternoon rush hours. All this time I had wondered. Now my wallet knew the answer. Pummy Kaur’s Canada 2011 Census saga – her stalled attempt to obtain a copy of the long form – brings to mind the interesting event that occurred as my wife and I completed the basic form online, basic because we couldn’t locate any routing for the long. The final instruction was actually a comment box, in which we duly wrote that we thought we should have been given the option of completing the long form. Seconds – and I mean seconds – after we submitted the comment, up on our screen appeared the first page of the remaining census, the long form, which of course took us an additional few minutes to complete, but which significantly reduced our negative feelings toward Statistics Canada! Tax truth is in the numbers Editor: Re: They convinced us to say ‘yes,’ June 15. It just came to my attention that the ads we are hearing on the proHST side are not truthful. We are all being deceived on many points in the ad campaigns to convince us to keep the HST, but the one that heads the list for me
is that their so-called promise to drop the HST to 10 per cent won’t happen until 2014. Check out their own website – www.hstinbc.ca. A lot can happen between now and then. Letter-writer Randy Elliston says in his letter regarding HST: “Your $6,000 in HST means you had to spend $50,000. $50,000 x 12% = $6,000 of HST. If HST is reduced to 10 per cent then $50,000 x 10% = $5,000, a savings of $1,000, not $120…” However, Elliston forgot to point out that if you spent $50,000 prior to HST, chances are pretty darned good that the entire $50,000 was not subject to PST. I will be generous and say $30,000 was subject to the old PST: $30,000 x 6% = $1,800; $50,000 x 5%(GST) = $2500; $1,800 + $2,500 = $4,300. Therefore, Mr. Elliston, using your calculations, the old GST/PST would mean you pay $4,300 – $700 less. Don’t forget, the 10 per cent does not come into effect for three years,
if at all! One of the great features of the HST was that savings would be passed on to the consumer, who is after all, paying the additional tax. Have you noticed if anything has been reduced? I will be voting ‘yes’ and keeping my $700. Yet Fletcher’s views are part of a healthy public debate on the use of scarce taxpayer dollars, and his defence of the HST is laudable on strictly economic grounds. Opponents to the HST worry about the social cost of shifting more of the tax burden away from businesses and onto individuals and families. Other countries like New Zealand, Australia, Hong Kong and Bangladesh already have plastic money in circulation, which has been used by these countries with more convenience. People find those plastic bills are just like regular ones in common financial function, but are more durable and attractive.
On the international economic market, the Canadian dollar is recognized as one of the most reliable currencies to be found, gladly exchangeable anywhere, so security features should be complicated. Bank of Canada last issued the $1 bill in 1973 and $2 bill was last printed in 1986. With those days gone by, launching the polymer bill will mean the end of the paper-bill era. Hydro looks for big bang theory BC Hydro is examining its options for equipment powering the Metro Vancouver pump station on White Rock’s West Beach, following two similar malfunctions in less than a month. Circuits blew in the same underground junction box on June 5 and 22. The most recent incident – reported around 8 p.m. – was so loud, some area residents wondered if the station might blow up. What caused the equipment to fail is unknown, company spokesperson Simi Heer said last week. But since it happened twice,
improvements may be warranted, she said. “Typically, a failure on a piece of equipment is unique and doesn’t prompt an engineering response,� Heer said by email. “Because there was a second malfunction of a similar piece of equipment (age, model, same environment, etc.) our team is looking into it to see if any improvements can be made.� Fire Chief Phil Lemire had told Peace Arch News the blown breakers are loud, but not a cause for alarm. Foreign investors make up a tiny share of the Lower Mainland real estate market but tend to buy much more expensive homes. Those are the latest conclusions of researchers at Urban Futures who found just 0.4 per cent of all homes sold in the region in 2010 were bought by owners with a foreign mailing address. “We’re dealing with pretty small numbers here,” Urban Futures economist Ryan Berlin said last week, adding the proportion rises to 0.7 per cent when just condos and apartments are considered. Realtors have anecdotally reported an influx of foreign buyers from mainland China and there’s been growing debate on whether the phenomenon is driving housing prices up and hurting home affordability. Bank of Canada governor Mark Carney recently said an influx of Asian wealth is leading to some “extreme” valuations in Vancouver’s housing market. Berlin simply doesn’t see the evidence. “There’s very little hard data out there that shows foreign investors are indeed having a significant impact on our real estate markets,” he said. Urban Futures found a total of 195 sales out of 55,512 in the Lower Main-
land last year were to foreign investors. That doesn’t count foreign buyers who use a local lawyer or building manager to receive mail or immigrants who are buying and living here part-time. But even doubling or tripling the number of foreign investor sales to account for those cases still leaves insignificant numbers, he said. Foreign buyers have a greater appetite for more expensive homes, according to Berlin’s calculations. The foreign investors who bought in 2010 paid on average twice as much for a condo as other buyers. They paid 60 per cent more on average for detached houses. A report this spring by Landcor Data Corp. had also linked a large proportion of luxury home sales in recent years to buyers from mainland China. Landcor found that activity is concentrated in a few areas, particularly Vancouver’s west side, the North Shore, Richmond and South Surrey. Berlin said Metro Vancouver residents shouldn’t be spooked by the average real estate prices, which are deceptive as they are skewed by the most expensive properties. The region’s average price for a detached home hit $810,000 in 2010, but if you exclude the priciest 20 per cent that went for as much as $17.5 million, Berlin notes, the average price for the rest of the market is $591,000.

hen Lauren Teichrob visits Vimy Ridge in the next few days, she will be one step closer to piecing together the life of a Canadian soldier whose story has eluded her for more than a year. The South Surrey teacher will be travelling to the memorial with a Historica-Dominion Institute program, which sends teachers from across the country to First and Second World War sites in France and Belgium that have historical significance to Canada. All of the approximately 20 teachers going on the trip will be researching a soldier from one of the world wars. The assignment is through Library and Archives Canada’s Lest We Forget Project, which releases the military files of soldiers who died on duty to those interested in learning more about the people who gave their lives for the country. Teichrob – who teaches Grade 8 and 11 social studies at White Rock Christian Academy – had her senior class take part in the project earlier this year. Each student was given a soldier’s military documents, and wrote a paper on what they learned about that person through the materials and additional research. Teichrob said the process taught the students useful research skills that extend beyond Google searches, and made the war efforts more relatable to a generation far removed from the events. “I’m a big believer in tangible, experiential learning for kids,” she said. “As they found out more about their soldier, it gained more meaning for them.” Now, Teichrob is doing the project herself. She was matched with Pte. John Wesley McMullen, a soldier in the 18th Battalion who was just 22 when he died at Vimy Ridge on April 9, 1917. Teichrob had little else to go on from the primary documents she received, which included McMullen’s attestation paper and will. However, in what she called a “fateful” occurrence, Teichrob came across an online auction during her research that was releasing medals belonging to McMullen. “They were put on auction at the exact time I was beginning to do this,” she said, noting the auctioneer was unable to disclose where they had come from. Teichrob now has McMullen’s cap and collar badges; a Commonwealth medal; a

When at Vimy Ridge, she plans to visit the mass grave he was buried in, Zivy Crater, and make an etching of McMullen’s memorial to show her students. “When I come back and I have this to show the kids, it’s going to make (the war) so much more tangible and human, rather than facts and numbers that are sad, but don’t otherwise have meaning.” This won’t be the first time Teichrob adds her own personal experiences to her curriculum. In May, she participated in a program that brought teachers from all over B.C. to Victoria for four days to tour the legislature,
meet MLAs, watch a question period and learn more about the government process. Teichrob participated so she could better teach the subject to her students. “I felt this was an area I wanted to improve in,” Teichrob said, noting she will present the topic differently in the future because of what she learned through the experience. “I think I got it in a new way I didn’t have, just in terms of vision and my own understanding of how government works. “You have to have an appreciation of it in order for it to come to life.” And, when Teichrob’s 13-day tour of war sites in France and Belgium wraps up, she plans to extend her trip to Auschwitz and Oskar Schindler’s factory in Poland and Hitler’s ‘Eagles Nest’ retreat in Austria. “I’m trying to go to the places I teach,” she
said. “I absolutely love the course but I think I will be a more effective teacher to share these experiences with the kids.” Teichrob – who leaves July 2 – said one of the most surreal experiences will still be to stand at McMullen’s grave. “It’s going to be… I’m not sure what it’s going to be like to stand there.” She plans to frame the etching she takes of his memorial with his medals, and continue searching for more about his life. Teichrob said she would love to find a picture of the soldier, as well as to track down any family members. She is currently working with a genealogist with the hopes of doing just that. “I hope he does have living relatives and there can be a further story that comes from this.”

A snapshot of history A group of local boy Scouts are planning to mark Canada’s birthday by recreating a little piece of history. Members of the 10th White Rock Scout Group will gather in the newly completed breezeway at the renovated White Rock Museum and Archives at 10 a.m. Friday, for a photo reminiscent of one taken of several pioneer families on Dominion Day (July 1), 1921.
The recreation is to coincide with the Canada Day sneak peak at the museum’s revitalized digs, which have been restored to the 1913 trainstation design. Much like the original photo, Friday’s shoot will also include a local politician. Surrey-White Rock MLA Gordon Hogg will take a spot in the group’s back row.

Abbotsford honours former mayor White Rock Mayor Catherine Ferguson had reason to miss her own city’s council meeting June 27. She was in Abbotsford, attending a ceremony in which her father, former mayor of that city, George Ferguson, was honoured with the Order of Abbotsford. George Ferguson was among seven individuals presented with the award at the Matsqui Centennial Auditorium. It recognizes “outstanding community leaders… who have served with the greatest distinction and excelled in

news release Catherine Ferguson was just seven years old when she worked on her father’s first election campaign. He began his political career in 1969, as an alderman. He was elected mayor in 1972, and held the office for most of the next 40 years before retiring in December 2008 – the same year his daughter was elected mayor of White Rock. “Throughout the years, he represented the people of Abbotsford; and his dedication and support to the community is unparalleled,” the award states.

Rotary surprises benefactor with award Alex Browne

hen Peace Arch News publisher Linda Klitch arrived at Semiahmoo House Saturday, she thought it was to accept an award for community involvement on behalf of the paper’s parent company, Black Press. Little did she suspect she was among the guests of honour, chosen as this year’s Paul Harris Fellowship members by the Semiahmoo Rotary Club of White Rock. While not a member of the club, Klitch was presented the award in recognition of her outstanding service to the community. Stunned to be a recipient, she told assembled members at the club’s dinner how grateful she was for all the organizations and individuals that play an important role in helping people. “One can never do enough,” she said. Also honoured at the dinner were several longtime club members, including the late Terry Parr, whose posthumous award for his years of hard work in the club was accepted by his wife, Carol. Other recipients were Nita Hollick, for her focus on youth, including chairing the club’s annual golf tournaments; and club secretary Stuart Kirkpatrick, recognizing all his work behind the scenes. The fellowship (named for the man who founded Rotary International in 1905) is an honour bestowed mainly on Rotary members who have demonstrated a high level of selfless involvement in making a contribution to the community. But each year the club honours someone else in the community who has met the same high standard. Such recognition has been earned many times over by Klitch, said member Stewart Peddemors, who delivered the speech hon-

On her behalf, and for each other fellowship recipient, the club will donate $1,000 to the Paul Harris Foundation, Peddemors said. “It always comes back to the community in the form of special projects,” he added. In his remarks, Peddemors recalled his and
other Rotarians’ first encounter with Klitch in 2000. “I first met this red-haired fireball who had just rolled into town on a warm spring night. rey White Rock Chamber of Commerce, the White Rock and South Surrey Foundation and Vintage Affair, and the Peace Arch Hospital Foundation are only a few of many examples of her support and leadership in the community, Peddemors said. “Through her position at the Peace Arch News she was able to support many organizations, so that they can do their good work. “Over a number of years it gets to the point where you really build up a high level of trust.” Together with Black Press chief operating officer Rick O’Connor and Klitch’s husband, Dave, Peddemors cooked up the cover story that had her leave her stepson’s engagement party early to attend the Rotary event with Dave. “It’s always a closely held secret,” said Peddemors of the fellowship, which is “the highest award Rotary can give.” “Not only is it a surprise for the individual, but the recognition is important enough that you want to make a statement with it. “I was a recipient five or six years ago, and I had no inkling when I arrived at the dinner. All of a sudden a friend of mine got up and started talking, and I realized he was talking about me.”

Riot review underway Former Vancouver Olympic boss John Furlong and former Nova Scotia deputy attorney general Doug Keefe have been appointed co-chairs of a review into the Stanley Cup riot. The B.C. government ordered the review after the June 15 final game of the NHL playoffs turned into an ugly scene of vandalism and looting. Keefe is a veteran of investigations in Nova Scotia, including those for the 1992 Westray Mine explosion that killed 26 workers and the crash of a Swissair jetliner in 1998 that killed 229 people. Furlong chaired Vancouver’s 2010 Olympic bid committee and went on to serve as president of the Olympic organization. The review team is to report to the province and city of Vancouver by Aug. 31. It will look at the lessons of the 1994 Stanley Cup riot, and the plans by the Vancouver Police to prepare for the 2011 event.

MLA quits after arrest Peace River North MLA Pat Pimm has resigned as a parliamentary secretary for natural gas development and quit the BC Liberal caucus after being arrested in a domestic dispute at his home Sunday night. Pimm was released Monday after spending the night in a holding cell in Fort St. John, the BC Liberal party said in a statement Monday. Pimm issued the following statement: “Last night, I was involved in a dispute with my wife, that led to police involvement, and I was held in custody overnight. I have decided to take a leave from caucus and resign my parliamentary secretary post effective immediately. It’s time for me to work on family and personal issues.” Pimm was elected to the B.C. legislature in 2009, after serving on Fort St. John city council for 12 years. He was appointed parliamentary secretary by Premier Clark. -Black Press

Surrey senior named top star Crescent Gardens Retirement Community was overflowing with talent earlier this month, as close to a dozen competitors took part in the fifth annual Senior Star event. Surrey’s Terry Kirstein, 79, walked away with top honours June 16, for his rendition of the Nat King Cole classic tune Mona Lisa. Kirstein, who
describes music as a way to “make people relaxed, happy and content,” now has a chance to compete at Senior Star finals in Toronto this fall. Runners up at the regional competition, hosted by Chartwell Seniors Housing, included Dan Minor – who placed second at the national competition last year – and Dorothy Perkins.

Films honoured Filmmakers from Earl Marriott Secondary won the top prize at this year’s Surrey Film Festival which wound up Friday (June 24) at Surrey Arts Centre. Washing Machine, created by Marriott students Blake Davey, Julia Thrift, Josh Glen, Ben Avery, Ben Button and Brayden Hall was named best of the festival, as well as best experimental film. Another Marriott entry, Ken, created by Brett McCrady and Ben Avery, was judged best short film in the high school category. Grand prize sponsor Robert Dominick, president of Lightyear Digital, presented the winning team with a trophy and $500 cash. In other awards, the
best short film in the post-secondary category was Mandriod by SFU student Dylan Innes. Best public service announcement went to Enver Creek Secondary’s Keith Grant for A Choice; best music/sports video was awarded to Fleetwood Park Secondary’s Stuart Brookes for Lunch Time Loop. Best animation was Odday by Yale Secondary’s Nikki Segovia; while best screenplay honours went to Dear Emma, by Fraser Heights’ Jane Wong, Daniel An and Victoria Stevens. The hosts from Semi Weightlifting Club were the class of last weekend’s SeaFest competition, finishing first in the overall team standings. Semi’s ‘A’ team collected 880 points, which was 277 better than the second-place finishers, Capilano Weightlifting Club, from North Vancouver. The Surrey Lions rounded out the podium, finishing in bronze-medal position. “It went really well – we had some great performances,” said Semi coach, and meet organizer, Dieter Stamm. In total, 58 lifters – ranging in age from teenagers to masters division athletes – from 14 different clubs took part in the meet, which was
held over two days at Semiahmoo Secondary last weekend. Semi Weightlifting Club’s Christine Girard – an Olympian and one of Canada’s top lifters – won gold in her division and was named the meet’s top female lifter, while Michael Chiang, from the Simon Fraser University-based Ultimate Weightlifting Club, was named the top male lifter.
New members needed The Semi Weightlifting Club is currently seeking new members, especially those in high school. “We don’t have many junior members, and we’d like to get more – both boys and girls,” Stamm said. Starting July 9, the Lower Mainland will be treated to nine days of home runs, close tags and rally caps, as the 2011 Scotiabank Canadian Open Fastpitch International Championship welcomes women softball stars from British Columbia and the globe. The championship runs until July 17 and will take place at three diamonds in Surrey. Softball City will be the premier destination, and games will also be played at Sunnyside Park and Cloverdale Athletic Park. The Canadian Open is one of the top three women’s fastpitch events in the world for 2011, and will feature more than 400 ball games, 1,300 athletes and 80 teams from around the world. “This event is important to the game on so many levels,” said Softball Canada president Kevin Quinn. “To all the players, through all the divisions, it is a chance to measure yourself against the best at your level of competition in a fun, professionally organized tournament. Lifetime memories are made here.” There will be three divisions of play – Women’s, Futures (U19) and Showcase (U16) – and all the International and Women’s Elite games will be held at Softball City in South Surrey. Joining Team Canada in the Women’s International division will be top-ranked and 2010 ISF Women’s World Champion Team USA, Japan, Venezuela and Australia. In the Women’s Elite

Passed away at Peace Arch Hospital in White Rock BC on June 26, 2011 after a lengthy illness. Hedy was born September 19, 1933 in Hepburn, Saskatchewan to John and Elisabeth Penz. She is lovingly remembered by her husband of 54 years, Hans, her son Richard (Virginia), daughters Karen (Peter), Judy (Herb), 3 grandchildren Melanie (Mike), Michael (Julia), Jason and her sister Johanna. With great devotion, she nurtured both her family and her garden. Special thanks to all our loved ones who helped us through this difficult time. Her memorial service will be held at Valley View Funeral Home, 14660 - 72 Ave. Surrey BC at 2:00 pm on Sunday, July 3, 2011.

DICK, Barney Born in 1921 in Hastings Ontario, gently passed away on June 25, 2011, at 90 years young. She passed away peacefully with her family by her side. A great friend to many, Barney will be missed and forever loved by her family and friends. In 1940, Barney graduated from nursing school. She worked as a nurse for a short period of time, and then worked as a Stewardess on TCA (Trans Canada Airlines) for a number of years. She is predeceased by her loving husband Bob and brothers Pat and George. Lovingly remembered by her sisters Mary and Ann, and her children, son Jim, daughter Robbi and son-in-law Glenn, daughter Patti and son-in-law Paul, daughter Debbie, and granddaughters Amy and Sarah. Barney was a loving, caring woman devoted to her daughter Debbie, family and many friends. She will be greatly missed, but we take comfort knowing Mom and Dad are finally together again. The family would like to thank Dr. Elizabeth Cant and the staff at Peace Arch Hospice for their excellent care and exceptional kindness during her time in their care. Family and friends will gather for a private celebration of her life. In lieu of flowers, donations to Semiahmoo House Society would be greatly appreciated.

President lauds federal government for new policies
CHBA ‘extremely pleased’ with budget The Canadian Home Builders’ Association is praising the federal government for its newest budget. The “budget provides a responsible transition from stimulus spending towards creating the conditions that will renew private sector demand and job creation,” says CHBA President Vince Laberege. The new budget, tabled on June 6, includes several measures that will benefit the homebuilding industry, including support for the EnerGuide Rating System and green initiatives in home building such as CHBA’s R-2000 program, which builds homes to strict energy-efficient requirements, indoor air quality and environmental responsibility. “We are extremely pleased that (Finance Minister Jim) Flaherty has chosen to
maintain momentum among homeowners for improving the energy performance of their homes,” says Laberege. “This is an important and practical initiative that can rejuvenate our existing housing stock, reduce energy bills and reduce greenhouse gas emissions.” He also lauded the government for its commitment to municipal infrastructure investment, saying “governments must recognize that infrastructure can no longer be financed through the mortgages of new home buyers.” The CHBA also announced that it plans to work with the government to ensure that policies will support housing affordability and choice, saying in a statement, “This is particularly true with respect to the HST/GST as it applies to new homes and renovations.”

lifestyles Kwantlen recognizes Ike Barber and Bikkar Lalli
Honorary degrees granted Kwantlen Polytechnic University awarded Dr. Irving (Ike) K. Barber, one of B.C.’s most prominent entrepreneurs, and Dr. Bikkar Singh Lalli, a prominent figure in the South Asian community, with honorary doctors of laws at the 2011 convocation ceremony held on its Surrey campus. Barber was born in Alberta in 1923. He dropped out of school in Grade 11, but because of his service in the Second World War, he was given the opportunity to continue his education. Barber graduated at the age of 27 with a bachelor of science degree in forestry from UBC in 1950. He credits this second chance at education as his starting point for the success he has enjoyed both personally and professionally, and the experience that has motivated him to become an ardent supporter of education. Barber spent all his working life in the forest resource industry, working with B.C.’s communities and its people. In 1978, at the age of 55, he founded Slocan Forest Products Ltd. and under his stewardship of over 20 years, Slocan grew to be a dominant public forest products company in Canada. He is also a recipient of the Order of B.C., an officer of the Order of Canada, and

Being too small to assist with farm work, and to comply with a new government rule to enroll at least one child from the family in school, his grandfather suggested that Bikkar be sent to school. Lalli received his master’s degree in mathematics from Punjab University and, while his wife and three young children remained in India, he completed a Ph.D. in mathematics at UBC.
