Brothers face 20 charges
Surrey ridings divided over HST

Two brothers from Abbotsford have been arrested by Surrey RCMP and face an estimated 20 charges for property-crime offences in the Lower Mainland. Darwin Dorozan, 36, and Dane Dorozan, 35, were arrested Aug. 15 following a residential break-in at the South Surrey home of Sharon Symes, owner of Porter’s Bistro Coffee & Tea House in Langley. The brothers were arrested shortly after $20,000 worth of property was stolen. At the time, Symes and her husband were told two suspects were being tracked by the Surrey RCMP Property Crime Target Team. (See story page 9) Some of the stolen goods – which included flat-screen televisions and jewelry – were dumped out the windows of a fleeing van. Both Dorozans have been charged with single counts of breaking and entering to commit an indictable offence. The younger Dorozan was released on bail two days after his arrest, pending trial, while the other will have a bail hearing on Sept. 7. Surrey RCMP said Monday the Dorozans are believed to be responsible for other residential breakand-enters in Langley, Surrey, White Rock and New Westminster. “This arrest will hopefully bring some relief to those in our community who have been victimized,” said Cpl. Drew Grainger. Anyone with information is asked to contact Surrey RCMP at 604-599-0502 or Crime Stoppers at 1-800-222-TIPS.

The stage is set for dismantling B.C.’s harmonized sales tax, following its rejection by a majority of voters in referendum results released Friday. The HST was rejected by 54.73 per cent of eligible voters, Elections BC reported. The government has promised to abide by a simple majority of voters. White Rock Fight HST campaigner Aart Looye said the result makes worthwhile all the hard work put in by committee members on both the original petition against the tax and the subsequent referendum. “We spent literally thousands of hours trying to put the cause through,” Looye said. “And sometimes, we felt like David against Goliath.” But while the vote went narrowly in favour of the HST in White Rock and South Surrey, Looye said he regards the overall referendum result as a confirmation that people do have a voice in the political process. “We’ve shown that people do have an input into what goes on inside the province, and that, in itself, is a wonderful exercise,” he said. Voting by constituency shows a split mainly along party lines. The strongest vote against the HST was more than 75 per cent in NDP-held Surrey-Green Timbers and more than 72 per cent in SurreyNewton and Vancouver-Kingsway, home constituency of NDP leader Adrian Dix. While two local Liberal strongholds – Surrey-White Rock, and Finance Minister Kevin Falcon’s home constituency of Surrey-Cloverdale voted narrowly in favour of keeping the tax, a third, Surrey-Panorama, voted 53.3 per cent for scrapping it. Surrey-Panorama MLA Stephanie Cadieux said Monday she was not surprised by her constituency’s results. “I think we had a good feel for how the public felt about the HST, and it’s in line see page 4

As the sun lowered at Surrey’s Holland Park Thursday, hundreds of residents turned up to remember Jack Layton at a candlelight vigil. People started gathering around 7:30 p.m., joining a long line to pen their condolences, said Peter Leblanc, constituency assistant for Surrey-North MP Jasbir Sandhu, noting four books were filled with words of encouragement for the family of Canada’s fallen NDP leader, who died Aug. 22 after a battle with cancer. “It was a very diverse group, said Leblanc. Around 8:15, 10-yearold singer JJ Cepeda, who hails from Surrey’s Filipino community, led the crowd in a stirring rendition of O Canada. Local singer/songwriter Carolyn Smith also performed, singing Angel by Sarah McLachlan. Surrey MLAs Sue Hammell, Jagrup Brar, Harry Bains and Bruce Ralston were on hand to pay their respects. Sandhu spoke about his special moments with Layton. “On Monday, I had to explain to my young son, who met Jack many times and loved him, that Jack had passed away, Sandhu said. “He asked me, ‘Who will fix Ottawa now?’

Attendees of a candlelight vigil write messages on a photo of NDP leader Jack Layton, who died Aug. 22. Layton often reached out to youth – encouraging them to get involved in their communities. “Young people have been a great source of inspiration for me. I have met and talked with so many of you about your dreams, your frustrations, and your ideas for change, Layton said, in his final letter to Canadians. Thursday’s vigil ended after 45 minutes with a moment of silence. Leblanc noted a lot of people in Surrey had been talking about a local memorial for Layton following his death. Within two days – through the power of social media – the event had been organized. “We called the (City of Surrey) and asked to use Holland Park, and they said this is the type of thing an

urban park is meant for, Leblanc said. Sandhu left early the next morning for Toronto, where he was to attend Layton’s funeral at Roy Thomson Hall Saturday. “The NDP is my other family – and when you lose the head of a family you do have to grieve together, Sandhu said by phone from Toronto late Friday afternoon. He spoke about Layton’s love for Surrey and how the rising star in federal politics had visited the area a dozen times since 2006. “(Layton) knew Surrey was a place where (the NDP) could pick up a seat or two, said Sandu. “There are working-class people with families here. Jack is the type of politician that reached across different spectrums.

Residents campaign for school funding Tricia Leslie Staff Reporter
As the start of the school year approaches, a group of concerned Surrey residents are hoping to highlight the need for new schools in the rapidly expanding city. Overcrowding is extremely serious at Surrey schools and there has been a lack of capital funding since 2005, said Linda Stromberg, a member of an ad-hoc committee formed in March to address the issue. “The new Adams Road school in Cloverdale opened in January of this year, and two portables have been added,” Stromberg told Peace Arch News Friday.
“Our kids are our future and our education system is not a place where we should be economizing.” Stromberg – who serves on the ad-hoc committee with representatives from the city, business community, teachers union, CUPE, district parent advisory councils and students – noted it will take up to five years and $273 million to build the schools Surrey needs today. And, she added, before construction of those schools is complete, the city’s school population will grow by 4,000 to 5,000 students. While Stromberg has heard an announce-

Parachute tragedy claims life of Capt. Cal McKibbon
Firefighters gather to honour comrade Tracy Holmes Staff Reporter
Less than two hours after welcoming a departed comrade home as his remains were brought back to Canada Friday, hundreds of firefighters packed a South Surrey funeral centre to pay tribute to “Our Cal” – Capt. Calvin Brook McKibbon. Addressing a standing-room-only crowd, firefighter Terry Hunt remembered a man who was passionate about life, his family, his job and the outdoors. “For 26 years, he made an impression on everybody he worked with,” Hunt said. McKibbon died Aug. 18, after his parachute failed to deploy while skydiving near Seattle, Wash. He was 51. Pausing at times to regain his composure, Hunt roused a knowing chuckle from attendees when he said there were many stories about his friend – but only some he could repeat to a crowd; like how McKibbon would don nightvision goggles to run “reconnaissance missions” to help clamp down on marijuana grow operations. At the time, McKibbon was working with the department’s Electrical Fire Inspection team, an initiative aimed at reducing the impact of the grow-ops on the community. Then there were the times McKibbon would head to corn fields to practise his shooting skills. He was an expert marksman, Hunt said, recalling a time the pair both hit their mark three times in a row. That was the day McKibbon had suggested Hunt get his own gun.

“I think it was his way of telling me we need to hang out more together,” Hunt said. “I wish I could.” Chief Len Garis lauded McKibbon’s commitment, then got a laugh when he noted the father of four’s preference for wearing white socks. It was against department protocol, but McKibbon persisted, Garis said. On Friday, many firefighters – including some who emailed their support from the World Police and Fire Games in New York – were wearing white socks. Known as someone who wanted to try everything, he would want those who loved him to celebrate his life, said Rev. Bruce Rushton. “Because inside was a little boy who wanted to try so many different things,” Rushton said. “He brought joy and laughter to the lives of others and he was so proud to be a Surrey firefighter.” McKibbon, who had homes in South Surrey and Lynden, Wash., joined the fire department
Aug. 6, 1985 and worked as a suppression firefighter for the majority of his career. Prior to joining the fire department, McKibbon was a Surrey RCMP officer, stationed in Cloverdale. Firefighters from the Lower Mainland and across the U.S. border lined Pacific Highway Friday to pay tribute as McKibbon’s remains were brought back to Canada in a small procession of motorcycles, a fire truck and four cars. Later, McKibbon’s longime friend, Surrey battalion Chief Lorne West, remembered him as someone who wasn’t afraid to take chances. “He was never afraid of anything,” West said. “He wasn’t stupid about risk, but he wasn’t uncomfortable with it.” McKibbon was “well-known and wellregarded,” West added. “He’s probably had a falling out with more friends than most people ever have friends. I’ve never met a guy who made friends so fast.”
A new transit shuttle will carry students and staff between the three Surrey and Langley campuses of Kwantlen Polytechnic University. The university and its student association partnered to bring in the inter-campus shuttle to fill-in gaps in TransLink bus service, which students previously lampooned by staging a campusto-campus race where a cyclist and runner beat a student on a bus. The new shuttle – contracted not to TransLink but a private firm – is being paid for through Kwantlen’s new Multi-Pass, which is a variation on the standard $30-a-month U-Pass at all other Metro Vancouver universities. Students at Kwantlen balked at paying $30 for unlimited access on TransLink’s system, saying the service wasn’t useful enough, especially in Surrey and Langley. They instead voted to pay extra – $40 a month – for the customized pass that includes U-Pass access but also finances the inter-campus shuttle, along with discounts on gym memberships and a grocerydelivery service. “We’ve been able to make a vast improvement in service between those campuses in terms of frequency and travel time over what TransLink is currently offering,” said Nathan Griffiths, media co-ordinator at the Kwantlen Student Association. The shuttle will initially run between the Newton, Cloverdale and Langley campuses, but won’t go to the Richmond campus, which Griffiths said wouldn’t be cost-effective at this point. Another pass benefit gives each student 23 free minutes per month on the Car2Go car-sharing service. Car2Go cars will now be based at the four Kwantlen campuses and Griffiths said students – or anyone – will be able to sign up for the service and use them. “We’re building overlapping systems of transportation between the campuses so if somebody misses the bus they can hop on Car2Go and still get to class on time,” Griffiths said.

Princess Party brings in more than $10,000
Wednesday, September 7, 2pm - 5pm At the Rotary Clubhouse at South Surrey Athletic Park. BBQ Hot Dogs and Pop will be served.
Royal turnout for fundraiser Peninsula princesses helped raise more than $10,000 for charity this weekend. White Rock’s second annual Princess Party brought out 187plus little girls who enjoyed a day of magic and miracles. Girls between the ages of two and 11 dressed in their best princess gowns, wore tiaras and delighted in face-painting,
magic-wand making and crown creating. About three dozen volunteers helped out at Saturday’s event at Star of the Sea Hall, with local merchants contributing more than 50 raffle prizes. “I held the vision to raise $10,000, and we did it – $10,200, actually,” event organizer and local grandmother Myra Merkal
said. “It was fabulous to achieve, but we have a long way to go.” All money raised go to the White Rock Firefighters Charity Association’s efforts to create a destination park that will be accessible to people with disabilities and can be utilized by children and adults alike. – Brett Bonderud

HST results bad for Liberals he rejection of the HST was decisive – more decisive than many expected. While few gave the controversial tax much of a chance, many expected it would be a close vote – with the tax losing by three or four per cent, perhaps. Instead, the HST lost by almost 10 per cent. One of the most interesting things to consider is the geographical distribution of the “yes” and “no” votes. Many BC Liberal ridings soundly rejected the HST – notably in Richmond, Maple Ridge, most Vancouver Island Liberal ridings, Penticton, Boundary-Similkameen and KamloopsNorth Thompson. Closer to home, Labour Minister Stephanie Cadieux's own riding, Surrey-Panorama, voted 53.3 per cent to scrap the HST. In other words, support for the HST was weak, even among Liberals. This does not bode well for the party in the next provincial election. Any siphoning of support to a resurgent BC Conservative Party, or a decision by former Liberal supporters to stay home, will badly hurt the party. The BC Liberal party chose Christy Clark as their new leader, in part because she had not been part of the government that brought in the HST. Thus far, she hasn’t seemed able to attract disenchanted Liberals back to the fold, and the referendum results are proof positive of that. It is highly unlikely Clark will call an election this year, as has been rumoured for months. No premier is willingly going to call an election they should expect to lose. Under the fixed election date law, an election isn’t supposed to be held until May 2013. This will give Clark time to try to repair the major damage to her ship. NDP leader Adrian Dix was jubilant about the referendum results. Not only was the HST handily rejected in every single NDP riding, but many ridings he identifies as possible swing ridings either rejected the HST or approved it by very narrow margins. Dix will also be encouraging John Cummins every chance he gets, because the more viable the Conservatives are as an option for dissatisfied Liberal voters, the better the chances are for the NDP to win the next election. However, Dix and the NDP must put forward sound tax policies. Given that the HST produces more revenue than the old system, how will the NDP replace that revenue? Or is it prepared to cut services and freeze public-sector wages?

167 responding Author Mark Steyn talks about this problem in relation to the troubles in Europe. He refers to the “Government Party,” which is the ever-growing public sector, and the “Dependency Party,” which is everyone on pensions and welfare. When those two “parties” constitute a majority, they can force the government to satisfy their demands without regard to economic reality. This is what has happened in Greece. It is very close to happening in other European countries, and today B.C. is a step closer to it. When the verdict came in on the HST referendum, Finance Minister Kevin Falcon talked about going around to consult the public on how to reinstate the provincial sales tax. He vowed that B.C. will somehow still balance its budget in two years, and seemed to leave the door open to some minor modifications of the sales tax system. Premier Christy Clark quickly shut that door. It would be “disrespectful” to do anything other than bring back the postwar PST in all its rustic beauty, with the little boutique exemptions like bicycles and Toyota Priuses that have been attached by politicians over the years. Self-employed business people can now look forward to collecting and remitting two separate taxes again. There will be a cost to this “people’s victory.” It will involve reducing public services, raising taxes or both. Speeders be warned Editor: I would like to remind drivers to slow down. Our quiet street along Blackburn Avenue in White Rock seems to attract speeders and careless drivers on a road that is home to many young children and animals. We lost our first cat, Indy, on Aug. 15, 2010, right in front of our house. On Aug. 24, 2011, we lost our second cat, Bentley, also right in front of our house. The lady who hit Indy went door-to-door to find the owner to apologize for her actions, and also dropped off a rose plant/card to our doorstep. It took the anger out of grieving for our beloved family cat, as we know accidents can happen. Our second cat, 10-month old Bentley, was left in his own pool of blood all over the road for our two young boys to see. That driver was silent and heartless and did not stop. Our boys wanted to know why that person did not stop to say “sorry.” If that driver travels down our street again, he/she will no doubt see all the chalk warnings that say “slow down” and “speed kills” and “RIP” to our two family cats that we mourn and loved. We want the community to know to slow down on our street, and that next time take responsibility for your actions if you speed and injure or kill a family pet. We feel this message is important so that no child is injured or hurt on our street and no more pets killed. Leslie McDougall & family, White Rock
Frequent accidents Editor: Re: Residents call Stayte of emergency, Aug. 23. On Friday and Saturday of last week, I witness two incidents of drivers running the stop sign at Stayte Road and Pacific/10 Avenue. One resulted in a near accident, the other not so lucky. While walking home from the beach with my two dogs on Friday afternoon, I saw a young man run the stop sign heading eastbound on Pacific. A woman driving southbound on Stayte had to swerve radically to avoid the oncoming car and ended up on the sidewalk. Thankfully, she missed colliding with the other driver by mere inches and – double thankfully – she also missed me and my dogs on the sidewalk by about 10 feet. Everyone was shaken by the experience, apologies were made and sighs of relief were expressed that no one was harmed. The very next evening, while my husband and I were enjoying a glass of wine in our backyard, the sound of a speeding car, screeching tires, broken glass and a horn blaring quickly jarred us out of our bliss. I told my husband to dial 911 and
ran out the door in my bare feet towards the accident. There, at the corner of Stayte and Pacific was a serious two-car collision with an SUV flipped upside-down teetering on a fire hydrant. Fellow neighbours and witnesses helped the best they could until the White Rock and Surrey fire departments arrived to tend to the injured. The fact that accidents happen frequently at this corner – see Five taken to hospital in White Rock crash, May 17 Peace Arch News – is disturbing enough, but witnessing two incidents in two days seems sadly serendipitous. It is a cautionary tale, a strong message that changes are needed in the form of calming circles and traffic lights to make our quiet beachside community a whole lot safer and potentially save lives. Please join me in writing both the cities of Surrey and White Rock with your concerns about the intersection at Stayte Road and Pacific/10 Avenue. Julie Thorsen, Surrey
Familiar surroundings Editor: Re: Dog owner seeks missing pets, Aug. 16. I sincerely hope David Birch has located and reunited with his two lost dogs by now. (Editor’s note: They were still missing at PAN press time.) His misfortune motivates me to share a simple, effective idea based on a true experience that may help others whose pets go missing: Mazie, a four-year-old mastiff, was a well-loved family pet whose owner once made the mistake of thinking she would enjoy accompanying him on a day of hunting. He did not stop to think that hunting dogs must be trained up from puppies to become used to the perils of the forest – not the least of which is a man who would kill animals for sport – and to become used to the report of guns. So it was at his first shot that early morning the terrified Mazie took
off into the forest. After a day of calling and searching, Mazie’s owner regretfully left the scene to tell his family their wonderful dog was lost. After a wild night of thunder, lightning and rain, the man returned to that place in the damp forest where Mazie had gone missing. He placed her bed, toys and bowls of food and water in the shelter of the nearest tree. More hours of calling and searching failed to turn up a Olive, Sammy trace of the dog. still missing. Returning in late afternoon, the man was astounded at what he saw. There was Mazie sleeping in her own bed, her stuffed bear tucked safely under her chin. I would see it as a public service if the SPCA ran bulletins advising what to do if any pet goes missing and include this idea of making an unfamiliar “point of departure” familiar for a missing animal. Letter writers offer differing opinions on the sounds of train whistles as they pass through Semiahmoo Peninsula.
Music to some, noise to others
Editor: Re: Train whistles will continue, Aug. 23. Instead of complaining about the trains that pass through White Rock, citizens should be celebrating their presence and capitalizing on this resource. Having recently moved here from Vancouver Island, where trains are as scarce as benevolent bankers, I am thrilled to see and hear steel wheels on steel rails. In other parts of North America, railway towns take advantage of their location to draw rail fans from all over the world. Some have constructed special viewing platforms alongside the track – White Rock already has a three-kilometre viewing platform. Wise homeowners offer bed-and-breakfast accommodation to visitors. Here’s one description from a recent issue of Trains Magazine: “Watch trains from the sitting room, front porch, back or side deck… kick back and enjoy the view.” The homes stacked above Marine Drive are custom-designed for such a use. Some towns and cities stage railway festivals – with up to 16 trains a day, White Rock is ideally poised for this type of event. As for the roar of steel wheels on steel rails and the melodic train whistles, I enjoy hearing them at all times of the day, for they let me know that even while I’m sleeping others are awake and carrying on North America’s business. Robert Ramsay, White Rock
Q Re: Not quiet on the western front, Aug. 16 letters; Noise rules differ for us, Aug. 23 letters. I was disappointed to read in the letter written by D. Barros about the apparently uncaring city hall response. Yes, BNSF owns the land, but with ownership comes responsibility not only to their needs but to the effect on their neighbours. I would have expected more support and attention from our city officials. We too are disturbed and annoyed about being awakened every two hours or less during the night and early hours of the morning with the louder-thannecessary train whistles. It is hard to believe that someone is on the tracks in the middle of the night. Being constantly affected by the loud whistles each night causes loss of sleep and stress. It is a well-known fact that sleep deprivation seriously affects people’s well-being. Hopefully city hall officials care about their citizens health and take steps to address their taxpayers concerns and not just ignore them. If BSNF wants to be a good corporate citizen, I would expect some effort being made to address these concerns. For example, tooting of horns is old technology. Surely it can be replaced by something else that is significantly less disturbing and still addresses the safety concerns. Patricia E. Millar, White Rock

news New RCMP district commander in South Surrey
Gibbons takes reins There’s a new district commander in town. Sgt. Dan Gibbons took the helm of the South Surrey RCMP office in July. He replaces Staff Sgt. Scott Campbell, who left to lead the Mounties’ District 1 office in Whalley. Before coming to the Peninsula, Gibbons was second-in-command of the Whalley office. The current post is not his first stint in South Surrey. Gibbons was head of a patrol here in 2009-2010; he was also stationed here for a time in the ’80s. Other posts over the years have included Richmond and Vancouver. Gibbons said he plans to stay the course established by Campbell during his two-year tenure, which Campbell said was guided largely by the community itself. “A lot of what we do here is based on what people have asked for,” Campbell said in his last interview as South Surrey’s top cop, noting feedback he’s received has been generally positive.

South Surrey woman shaken up after nearly being hit by car
Close call for café owner Dan Ferguson Black Press
Sharon Symes had just put her hand on the front door handle of Porter’s Bistro Coffee & Tea House to check the lock, when she saw the car across the street coming straight for her. Her bad week was about to get worse. Symes and 15-yearold daughter Sydney had gone to the Langley bistro after hours last Tuesday to restock supplies because they’d been busy dealing with the after-effects of a break-in at their South Surrey home Aug. 15, in which two professional thieves had removed about $20,000 worth of property. The bad guys didn’t get far. They dumped some of the stolen goods during a police chase, throwing items out the windows of their van. Restocking supplies at the Langley bistro was disrupted as a result, so mother and daughter went in after hours to get caught up. When they finished around 7 p.m., Symes checked the front door to make sure it was locked from the inside. They’d planned to then exit through a side door of the historic Murrayville building at the Five Corners intersection of 216 Street and 48 Avenue. As Symes checked the door, a young woman driving a grey Honda Civic hopped the curb and lost control in the nearby roundabout. Symes yelled at her daughter to run and shoved her out of the way of the oncoming car. Everything seemed to be happening in slow motion, she recalled, like one of those nightmares where you move like molasses.

Sharon Symes surveys the damage to her café. She expected the Civic would come through the door and she was waiting to feel the impact of the car.
“I thought I was going to die,” she said. “I thought that there’d be a chalk mark on the floor.”

Instead, the Honda skidded into the wall beside the door. The force of the impact covered the interior with glass and debris and sent a heavy metal antique cash register flying, knocking several pieces off. Police and fire crews arrived to find no one had been hurt. The young driver of the Civic called her father to come and get her, and Symes arranged to have the entrance boarded up. Symes was talking to her husband by phone in between dealing with insurance and building repair issues, as she prepared to reopen the next day. He told her their nice new car had just broken down. Trouble, it is said, comes in threes. “That’s our third,” she told him.

Refurbished park to reopen Saturday
Groups pitch in for bike track Gord Goble
uild it and they will come. Or in this case, rebuild it. When the South Surrey Bike Park launched in 1999, it stoked the fire of every trailriding, dirt-encrusted, off-road cyclist in the district. Yet much like the facility itself, that passion eroded over the next decade. Seems jumps and trails and even a cool concept tend to fade away without a ton of hard work and a decent chunk of change. By the time 2010 rolled around, the park – particularly its dirt-jumping component – had lost some of its
former glory. But as of this weekend, that is about to change. And it took a convergence of events to make it happen. First, from the wilds of Whistler came a rider by the name of Cory Derpak. Born and raised in a region where mountain-bike season pauses only for ski season, Derpak had chosen the Semiahmoo Peninsula as a new base for his excavation business, ESP Enterprises. But once a rider always a rider, and Derpak – a decorated veteran of both the dirt-jumping and "slopestyle" pro circuits – soon made his way to the park. Like others before him, he was not blown away. However, unlike many, Derpak was ready to dig in. Literally. A guy with earth-moving equipment and an intimate knowledge of jump tracks can do that. Derpak approached Peninsula Cycles, where he found a sympathetic ear in sales manager Simon Quinn-Sears. Well-known in local cycling circles, QuinnSears had seen the scene tail off and was equally ready to right the ship. Meanwhile across town, changes were afoot at SORCE (Surrey OffRoad Cycling Enthusiasts). A volunteer organization catering to the interest of the local biking fraternity, SORCE had long been an advocate for better biking amenities on the Peninsula.

Winnie Chen, representative at Summit House at Morgan Crossing, tends to the condo development’s new community garden, which allows residents to grow their own flowers and vegetables.
Community garden launched A new community garden has sprouted up among the flowers and outdoor patios that currently populate nearly 45,000 square feet of space at the Summit House at Morgan Crossing development. Earlier this summer, a “village green” was installed, where
condo residents can grow their own food and flowers. In addition, the outdoor space also includes a barbecue area, greenhouse and numerous flower gardens. “We’ve seen the success of this feature in certain condo developments in Vancouver,” said
Cam Good, president of TheKey. com, the real estate firm now selling units at Summit House. “(Summit House) decided to prioritize outdoor living for its residents, providing the first community garden in a condo development in the South Surrey area.”
TAKE NOTICE THAT pursuant to sections 24 and 26 of the Community Charter, S.B.C. 2003, c. 26 as amended, the City of Surrey (the “City”) hereby gives notice of its intention to provide assistance and of a proposed property disposition under a partnering agreement between the City and the Surrey City Development Corporation (the “Development Corporation”) dated April 30, 2007 (the “Agreement”). AND THAT the Agreement as approved by Council is part of a strategy to maximize the financial returns through development and provide an annual revenue stream to the City from the City’s wholly owned Development Corporation. The form of assistance is the transfer of lands more particularly described below (the “Lands”) from the City to the Development Corporation, valued at $2,844,000, in exchange for cash. The Lands are more particularly described as follows: 65,756 square foot Portion of Parcel Identifier 012-387-002 South Half Lot 5 Section 15 Township 8 New Westminster District Plan 1809 (19407 – 68 Avenue) 23,089 square foot Portion of Parcel Identifier 027-133-753 Lot 128 Section 15 Township 8 New Westminster District Plan BCP31093 (19501 – 68 Avenue) Parcel Identifier 028-468-899 That Part of Section 15 Township 8 New Westminster District shown on Plan BCP47382 (Former Road Allowance) As shown on the Subdivision Plan extract included as part of this notice, containing 2.37 acres AND THAT the Agreement and any relevant background documentation may be inspected at the City Hall, Office of the City Clerk, 14245 – 56th Avenue, Surrey, BC, Monday through Friday (except statutory holidays) between 8:30 a.m. and 4:30 p.m.

The many benefits of lifelong learning
C
hildren and teens around the Semiahmoo Peninsula are busy getting ready to head back to the classrooms for another year of school next week. But while young ones get ready to bid summer vacation farewell, seniors around the community may be looking for an opportunity to further their education as well. It’s known as ‘lifelong learning’, and it’s the process of keeping your mind and body engaged no matter what your age, but actively pursuing knowledge and experience. For many seniors in White Rock and South Surrey, it’s been decades since they’ve stepped foot inside a classroom, at least in the role of pupil, and not parent, grandparent or teacher. However, the benefits of lifelong learning for those in their golden years are plentiful – and the opportunities on the Peninsula are wide-ranging and easily accessible. Registering for a course of any kind – whether it be learning a new language, brushing up on creative writing skills or see page 17

Help prevent dementia with healthy lifestyle choices Many people are apprehensive about getting older because of the fear of losing their faculties. People may worry that dementia could rob them of precious memories and make daily living more difficult. Many factors can contribute to the onset of dementia, and recent research notes those factors include heart disease, strokes and other health conditions that affect the circulatory system. But other seemingly harmless conditions can play a role, too.
Maintaining a healthy lifestyle could help seniors fend off dementia. Researchers in Canada studied data on more than 7,000 survey participants who answered questions of overall health. While circulatory diseases did correlate highly to dementia onset, researchers discovered additional conditions – including arthritis, sinus infections, incontinence, and poor hearing – also played a role. The correlation between circulatory issues and brain function may be obvious, but researchers aren’t exactly sure why

The World Alzheimer Report states that more than 35 million people around the world are living with Alzheimer’s disease and other types of dementia. But adults might be able to prevent or delay its onset. Placing a greater emphasis on overall health may help. Here are ways to do just that. * Seniors can participate in low-impact exercises that promote muscle strength and flexibility. Keep your brain in shape by learning new things from page 15 tapping into your artistic side with a painting class – is a great opportunity to break out of the mundane routine that some seniors find themselves in, especially after retirement. You’ll meet new friends as well as expand the horizons of your knowledge; educational pursuits can also be beneficial to your health. According to the Alzheimer Society of B.C., actively keeping your brain in good shape helps you to stay mentally sharp as you age, and research is starting to show that taking steps to keep your brain healthy may reduce the risk of developing Alzheimer’s or other related forms of dementia in the future. In fact, a study conducted at the University of California Los Angeles in 2006 revealed that simple lifestyle changes – including mental exercises – helped some people show increased brain efficiency after just 14 days. And here on the Semiahmoo Peninsula, where so much of the population is truly young at heart, there are plenty of opportunities to step outside the box and try something new. Both White Rock Leisure Services and Surrey Leisure Services offer a multitude of adult education and recreation programs, including cooking, photography, floral design, language, gardening, writing, art and theatre, to

Learning to use a computer can be overwhelming for some seniors, however there are plenty of classes available in White Rock and South Surrey that teach basic skills. name just a few. Fall Leisure Services Guides are now available online and at local community centres and are full of exciting programs from which to choose. Also offered in White Rock is an
important – and free – workshop for aging drivers who want to ensure their safety, and the safety of those around them, is front of mind when behind the wheel. The Mature Drivers Workshops run Oct. 3, Nov. 22 or Dec. 9 and will
help participants to asses their driving skills and habits, as well as update knowledge of their vehicles’ safety features and road regulations. One area where there is no shortage of education options for seniors on the Peninsula is the wonderful (and sometimes confusing) world of computers. White Rock offers several different computer classes, taught at Kent Street Activity Centre by volunteer instructors. Even if you are brand-new to the world of computers, there are classes available that start with the very basic fundamentals. Once you’re comfortable navigating through your computer’s systems and programs, you can explore additional classes, including Understanding Email, Word Processing, Internet Browsing and Making CDs of your Favourite Music. Surrey Leisure Services even offers a Social Networking Class – held at Semiahmoo Library – where you can learn the ins and outs of Facebook, Twitter and YouTube and how easy it can be to share information and stay in touch with others. No matter what your interests, or previous educational experiences, enrolling in a class or program this fall is a first step towards a healthier, happier and more enriched life for people of all ages.

Endless summer fun Summer’s still here and the time is right for block parties in the street. And that’s just what Cressey Development Group did earlier this month at the new Summerfield housing development on 2 Avenue and 172 Street in South Surrey.
Summerfield residents young and old enjoyed the Aug. 13 block party and all its activities, which included mini golf, face painting, carnival games, a Memphis Blues barbecue, a petting zoo and an obstacle course.

Eagles hit the ice
Evan Seal photos
Hockey players hoping for a spot on the Surrey Eagles took to the ice last week for training camp at South Surrey Arena, where head coach Matt Erhart (top right) had a chance to test out their skills both in practice drills and scrimmages.
Though the B.C. Hockey League’s regular season doesn’t begin until late next month, the Surrey Eagles kicked off its training camp last week at South Surrey Arena. The players – split up into two teams – took to the ice for morning practice sessions, followed by daily scrimmages in the afternoon. The Eagles had 38 prospective players in camp, less than in past years. “We have a lot of returning players, especially at forward, plus we brought in a few players, too, so there aren’t as many spots (up for grabs) as maybe there have been some other years,” said Eagles coach Matt Erhart. “So we just figured we keep the numbers down a little bit.” Following camp last week, the Eagles played their first exhibition game of the year Friday in Coquitlam, against the division-rival Express, followed by a home tilt against the Express Sunday. In Friday's game, the Eagles were heavily outplayed in their own end, defeated by the Express by a score of 5-1. Back on home ice at the South Surrey Arena, the Eagles had a stronger effort Sunday afternoon, but came up short against Coquitlam, who won the game 4-2. The Eagles' next exhibition game is set for Sept. 9 at South Surrey Arena against the Chilliwack Chiefs.

Young golfers shine Dozens of Bantam golfers took to the links at South Surrey's Nico Wynd Golf Course last week to take a swing at the provincial title. Hosted by British Columbia Golf, the BC Bantam Championships featured 30 boys and 12 girls aged 13 and under, competing for the top spot in the province. A.J. Ewart of Coquitlam fired identical rounds of 2-under-par 68 to claim the B.C. Bantam Boys title Friday. Ewart,12, who began the final found Friday tied for second place, finished at 4-under 136. "Every time I missed a green, I managed to get it up and down," Ewart said after the two-day tournament wrapped up. "My shots from the fairway weren't great, but I putted very well." Henry Lee, another Coquitlam product, carded rounds of 72-67 (139) to finish in a three-way tie with Vancouver’s Sy Lovan (68-71-139) and Burnaby’s Alex Francois (67-72-139). In the Bantam girls championship, it was Victoria’s Naomi Ko taking first overall in South Surrey with rounds of 70 and 71 to finish with a score of one-over 141 – 11 strokes better than her closest competitor. "I just tried to keep calm all day," Ko, 13, said. "When I hit into the trees, I just thought to punch it out to two putt and a bogey would be fine. I didn't put pressure on myself." Second place in the girls division went to Coquitlam's Shania Remandaban, who finished plus-12; Shirin Anjarwalla, of Nanaimo, followed close behind in third place with a score of plus-13. Surrey golfer Taylor Patrick, whose home course is Morgan Creek, finished in a tie for 13th place, after shooting rounds of 79 and 77, which left him plus-16. Daniel Sun, also from Surrey, ended the tournament plus-17 and in 15th place . In the girls group, Surrey's Ashley Omidi and Hannah Lee finished sixth and seventh, respectively.

Floyd Stanley won two gold medals in tennis.
Senior strikes gold Floyd Stanley is golden when it comes to tennis. After playing 68 tennis games one day and 72 games the next at the recent BC Senior Games, he was feeling the effort, he said. “I’m pretty sore, the spry senior admitted last week. “But it was a great tournament. They did it so well. It was very well-organized. The BC Senior Games were held in Trail, Castlegar and Nelson Aug. 16-20; Stanley competed in the 69-to 74-year-old age group in singles and in mixed doubles. Tennis players can only enter two events, he noted, and he won gold in both (with partner Mavis McLean in doubles). “It felt good to come out on top, he said. Two grandsons live in Nelson, he added, so it was a huge bonus to be able to see them and spend time with family. “That made it special. My grandsons (aged two and five) were there with me at the medal ceremony, said Stanley. “They’ll remember that for the rest of their lives. – Tricia Leslie
