Second homicide within a week in South Surrey

Victim alerted son before slaying Tracy Holmes Staff Reporter

A 51-year-old man is dead following the second targeted homicide in South Surrey within a week. According to a man who identified himself as the victim’s son, he knew someone was after him. Police were called to a rural property at 311 172 St. at approximately 1:50 a.m. Saturday, after a man responding to a distress call from his father discovered him suffering from “significant and severe

injuries.” When officers arrived, the critically injured victim, identified as Donald Robert Reid, was lying in the driveway. Reid received emergency medical treatment, but died in hospital shortly after. Late Saturday afternoon, Reid’s son told a Peace Arch News photographer that his father had called him around 1 a.m. and indicated people were coming for him. The son rushed to the scene to find

his father lying wounded in the driveway. He called 911 and tried to resuscitate him, he said. Before he could say more, the son was driven from the scene in the front seat of an unmarked police car. Several evidence bags could be seen in the vehicle’s back seat. The Integrated Homicide Investigation Team, Surrey RCMP’s Serious Crimes Unit and the Lower Mainland District Forensic Identification Section are investigating. Police taped off two blocks of the

Jurors in the three-day inquest announced their determination late Thursday afternoon, after mulling evidence from 21 subpoenaed witnesses who described everything from the bizarre behaviour that first prompted a neighbour’s call to police that June 17, to the violent struggle that preceded Stitt’s collapse and death. One of the challenges in that is the majority of paramedics are not certified to sedate patients.

While Hall said education is “the most important thing we can do at this point,” she stopped short of recommending such training be mandatory for first-responders. The junior Stitt also spoke to the court Thursday. He told the jury he had understood his father had stopped using drugs, although he did drink “a fair bit.” He last saw his father about two months before he died. The pair had made plans to live and work together while his father’s girlfriend visited family in Hong Kong for two months. There were no signs his father was having see page 4

An Ocean Park merchant is fed up with vandalism in his neighbourhood after three rocks were thrown through his windows. “They’re three huge rocks – boulders,” said Joe Bubyn, owner of Christopher’s Gift Gallery. “They’re about three pounds each... it wasn’t just a joke – they were meaning to do serious damage, (considering) the size of the rocks.” Police were called to Bubyn’s store, 12894 16 Ave., at about 7:40 a.m. May 15, after someone spotted the damage. It is believed the culprits struck overnight. They broke two windows, and shattered the glass front door – causing damage Bubyn estimated at about $3,000. But it could’ve been much worse, he said. “If the rocks had hit at a slightly different angle, they would’ve broken a different (pane) of glass, and I’ve got about $2,000 in glass merchandise behind that window,” he said. “We’re having a bit of an issue here.”

B.C.’s highest court has struck down Surrey’s grow-op program, saying it infringes the right to unreasonable search and seizure. Surrey fire Chief Len Garis says that while the ruling will add some time to the process in order to obtain an administrative warrant, the program will continue. Surrey embarked on the Electrical Fire and Safety Initiative in 2004, and has dramatically decreased the number of marijuana grow operations in the city. Under the system, municipal teams – including fire, bylaws and police – visit homes where BC Hydro reports higherthan-normal power consumption. The occupants get a warning notice that they have 72 hours to allow an inspection. Most of the time, grow operators have packed up and left by the time inspectors arrive. In Arkinstall vs. City of Surrey in 2008, a B.C. Supreme Court Judge ruled Surrey could continue the program without police, using municipal teams to spot the errant wiring. But the B.C. Court of Appeal ruled last week that the program violates the basic Charter rights of residents even to allow a municipal inspector into the home. “There is a ‘hierarchy of places’, atop of which is the home. Importantly for our purposes, the hierarchy decreases in the level of expected privacy as one moves from the home to the perimeter space around the home, to commercial space, to private cars, to schools, and then, at the bottom, to prisons,” Chief Justice Lance Finch writes, adding Surrey’s searches are extremely invasive. “They involve walking through the entire residence, searching electrical panels, and very involved searches of attic spaces, and crawl spaces.” Finch notes in his finding that while law allows local inspectors to examine electrical wiring, in this case “they infringe the appellants’ rights under s. 8 of the Charter of Rights and Freedoms.” The finding was unanimous among the five Appeal Court justices. While details haven’t been completely flushed out, Garis believes the teams will now simply apply for administrative warrants, then post notices that they’ll execute that search order in 72 hours. In all, he believes the city will have a better system as a result.

She had known him for about 10 years. Fong described Stitt as “a nice man” who had a good relationship with her own son. In response to questions, Fong said she had never seen Stitt aggressive toward anyone, nor had she heard him make religious statements to strangers. The court had heard earlier of how Stitt was shouting incoherent statements and religious rhetoric the night police were called. Outside court, before the verdict, the junior Stitt said he would like to see an increase in the number of paramedics who are trained to sedate patients. He also said police dispatchers should be better trained, noting one witness told him the 911 operator he spoke to on the night in question said several times that the scenario being described “didn’t make sense.” That point was not heard by the jury. Stitt said the inquest did bring him relief, answering questions he’d had surrounding his dad’s death. “All this actually cleared up a lot of stuff,” he said. “Just knowing what happened is nice.” Stitt added he has “no hard feelings” towards anyone, a point he made sure Const. Jayne Stewart understood. Stewart was the officer caught in the violent struggle with the elder Stitt outside his Crescent Road home. In recounting the dramatic series of events, an emotional Stewart told of futile efforts to calm the increasingly aggressive Stitt. The junior Stitt said he wanted Stewart to know he is OK with her actions.

The cutbacks are again part of the Surrey School District’s attempt to mitigate a $12.3-million budget shortfall for the 2010-11 school year. The Surrey Teachers’ Association (STA) says in total, Surrey will lose eight teacher-librarians as the specialist teachers are reassigned to the classroom. “We know students who are passionate about reading are more likely to succeed in school, and regular modeling of reading strategies and exposure to inspirational fiction and riveting nonfiction are essential to igniting that passion,” Moffatt said. Moffatt said teacher-librarians play a critical role in developing critical-thinking skills. “Students must be able to identify what is relevant and factual when presented with the large volume of information available in print and on the Internet.” At a time when the provincial government’s goal is to make B.C. the most literate jurisdiction in North America, such cuts don’t make sense, said Moffatt.

Inquest result an opportunity lost urors at last week’s inquest into the 2008 death of South Surrey resident David James Stitt made no recommendations for preventing similar deaths in the future. And while there is certainly no demand that a jury present suggestions – be they changes to policy, training standards, police systems or the like – it’s unfortunate nothing could be taken from the three days of evidence heard. Police, firefighters, medical experts, a neighbour, a witness and those close to Stitt – 21 witnesses in all – gave evidence at the Burnaby court. Along the way, jury members had several questions, including: why a lone female officer responded to the call; the number of patrol cars assigned to police a district the size of South Surrey; if fully equipped first-aid kits were standard in police cars (after hearing how two police officers could not locate air masks in their vehicles’ kits); how long it took first responders to arrive at the scene; and more. They heard from Const. Jayne Stewart and Cpl. Dwayne Croll of how Stewart’s appeals for help over the police radio were silenced by discussion on another file, and how there was no way to override that less-significant discussion; and, how only paramedics staffing a few Advanced Life Support ambulance units are qualified to sedate patients. They also heard – from both an officer and a doctor – how sedating patients with excited delirium as early as possible in the medical crisis may be key to them surviving it. An expert even commented on both the importance and lack of education in recognizing the signs of excited delirium. And yet, there were no recommendations. A coroner’s inquest is by definition a factfinding exercise. It is also, whenever possible, an opportunity to make recommendations to improve public safety and prevent death in similar circumstances. Could Stitt’s death have been prevented? It is impossible to know. Can a similar tragedy be avoided? That too, cannot be answered with certainty. But surely there are things that could be learned from his death, things that could be done to better the odds for the next person affected by excited delirium, or for the next officer responding to a report of a disturbance. If no one speaks up when an opportunity such as this presents itself, one could argue the only certainty for the future is other inquests into similar deaths.

People love it. The state is currently using it to consider legalizing and taxing marijuana. Oh yes, and California is broke. Governor Arnold Schwarzennegger is among those who say the state is handcuffed by spending and tax rules imposed by voter referenda. One of its more notorious efforts was Proposition 13, which ended an upward spiral of property taxes by slashing them 57 per cent. The government of Orange County, one of the richest places in the world, declared bankruptcy in 1994. Back here in B.C., you may have heard that some national chain stores have had a bit of difficulty with the PST exemptions that have been attached in recent years. Stores have inadvertently charged PST for things like fire extinguishers, and remitted it to Victoria. Also gone are exemptions for over-thecounter medications, adult-sized clothes for bigger kids, caulking and insulation. B.C. residents can manage without these political sops, the main result of retaining provincial authority over sales taxes. I refer to the letter from Al Renflesh concerning the “rumble strip” on 16 Avenue from Anderson to Best streets and have to agree with the views expressed. This work is an absolute atrocity, and whoever carried it out should be thoroughly ashamed of the quality of the work. I am not sure who carried this out but assume it was work contracted by the City of White Rock – but may be Surrey – in any event payment should never have been made for this shoddy work until it was completed properly. I see drivers constantly switching lanes to avoid the uneven trench which is a dangerous practice in this high-traffic area. It would be beneficial if your investigative reporters could look into this and see what, if anything, can be done to correct this situation. Larry A. Nothing ever stays the same Editor: Re: Community feel still lives on, May 14 letters. Yet another White Rock business – Shoppers Drug Mart – is about to head for the Surrey side of the street, and I am sure others will follow suit. Letter-writer Alison M. Smith seems to be a well-meaning person with a positive attitude, however, let’s get real. In this day and age, when it comes to business, “loyal and supportive” don’t go very far. Businesses are drawn to the new areas where there is new construction. Two years ago it was South Point; this year it’s Grandview Corners; who knows where it will be next? But I hardly think it will come back to White Rock. People enjoy going to the new areas where they will find new shops. It’s an adventure for them. White Rock is such a small community, with not many businesses, part of them on the waterfront being seasonal. Rather than creating new businesses, it seems to be losing them. And then there is the same old problem of how do we get more money into the city coffers, will we charge more for parking or raise the taxes, what else can they do to keep up with rising costs? Too bad White Rock and South Surrey couldn’t hook up. Why not? People who live in South Surrey like to claim they live in White Rock, they don’t want to be associated with the big city of Surrey. Seriously, wouldn’t it be better if the boundary would be a little further east – like King George

Not all in our city treated equally e-mail: An open letter to White Rock council. Equality of all citizens is a primary principle of democracy. The City of White Rock’s new tree bylaw creates two unequal classes of citizens, some who can cut, prune and top trees at will, and others who need to get permission to do any of this. Can you imagine a bylaw that mandates garbage pickup on one side of the street but not on the other, or maybe one side of the street needs to have a building permit and the other side can build anything they want without having to get a permit or consult with the city? The council has recently commissioned two studies at some expense to the taxpayers, the Integrated Storm Water Management Plan and the Community Climate Action Plan. Both plans strongly suggest a larger tree canopy would greatly enhance the effectiveness of both these plans. It would seem to be a great waste of the taxpayers’ money to not only ignore this advice, but to act in direct opposition to that advice.

We should be enhancing the tree canopy not diminishing it. There are many cities in Canada with plans to greatly increase tree canopies to help with both storm-water management and greenhouse gases. Our city council has a mandate to create bylaws that strengthen and build community. I believe that a fair tree bylaw should be city-wide incorporating all our trees and all our citizens. Students in Surrey will again get a twoweek spring break next year. Board of education members voted unanimously Thursday to support the change to the school calendar. It’s estimated cutting the additional five days from the coming school year will save Surrey between $600,000 and $800,000. Spring break 2011 will now go from March 21 to April 1,

with students returning to class April 4. During the current school year, spring break was not only extended, but an extra non-instructional day was added after the Nov. 11 Remembrance Day holiday, resulting in a six-day reduction and a savings of about $1 million. The board’s decision to extend spring break in 2011 followed a 30-day consultation period with parents and staff.

Enforcement increased South Surrey RCMP is ramping up enforcement as part of summertime efforts to curb crime in and around the Peninsula’s parks, beaches and school grounds. Part of the police crime-reduction strategy for the area, the parks patrol will tackle such issues as public liquor consumption, drunkenness and bonfires. Officers will have zero tolerance for bylaw, Motor Vehicle Act and Criminal Code infractions, said Const. Kenn Meglic. As well, with warm weather an increasingly regular occurrence, and outdoor activities on the rise, South Surrey RCMP are reminding residents thieves don’t take the sum-

mer off. Garages are a key focus of the crime prevention advisory, Meglic said, noting “a good percentage” of break-ins occur through unlocked or even open garage doors. As the door connecting the garage to the house is typically the most insecure door in the home, Meglic said, it should never be left unlocked. Meglic also advised against leaving garage-door openers or valuables visible inside vehicles, and encouraged residents to lock their vehicles even when they are parked in a garage. Loewen said she loves all of them, but there is one in particular who stands out. Fourteen-year-old Palmo took on a motherly role for the rest of the kids, who looked up to her. “It must have been so hard for her because she was so alone; there’s no one else her

age,” Loewen said. “I connected with her, because I felt she needed someone older. As a child, to see her doing that, it was pretty amazing.” While Loewen left an emotional mark on Joybells through her interaction with the children, she also left a physical one, in the form of four murals she painted in each of the dormitories. see page 12

Fundraiser to benefit orphanage from page 11 It’s been five months since she returned to the Lower Mainland, and Loewen still thinks of the orphanage often. She hopes to return to India, but isn’t sure for how long. “Part of me thinks maybe that’s where I’m meant to be, part of me thinks I should just go back for a visit.� Whatever the case, she is continuing to support the orphanage with a fundraising party June 6 at the Marine Drive restaurant where she works, Deluxe, which is donating food for the event. Proceeds will directly benefit Joybells, Loewen said, noting it costs $50 a month to care for one child, and that doesn’t cover school supplies. She also hopes the money will help with a number of projects at the site, such as the construction of a pipeline between the orphanage and the property where water was struck; implementing solar panels to introduce an alternative energy source and remedy constant power shortages; and erecting a new building for classrooms, so the floor they are currently on can be used to separate the boys’ and girls’

White Rock council has approved its list of grants to local organizations that applied for aid for 2010, totalling $25,880. Highest individual grant is $4,000, which goes to the Community of Lights Events Society, which will organize the 2010 Spirit of the Sea Festival. Next highest is two grants of $2,000, to the Semiahmoo Family Place Association and the White Rock/ Surrey Come Share Society. A grant of $1,750 will go to the White Rock Players Club. The club had asked for a grant of $20,000, but grants-in-aid subcommittee chair Coun. Al Camp-

bell said the city “essentially gave them the same as last year.” Grants of $1,500 go to the South Fraser Women’s Services Society - Women’s Place, the White Rock South Surrey Stroke Recovery Branch, the White Rock Farmers’ market and the RCAC 2812 Seaforth Highlanders cadets. Receiving grants of $1,000 each are the Semiahmoo House Society, Christmas on the Peninsula and the Peninsula Arts Foundation. Grants of $750 go to Atira Women’s Resource Society, Sehmiahoo Penisula Marine Rescue Society, the White Rock and District Community Arts Council and the Crescent Beach Pipe Band.

HMS Pinafore One of the all-time favourites of the Savoy repertoire, HMS Pinafore, continues its voyage to May 29, in a production by the Fraser Valley Gilbert & Sullivan Society at Surrey Arts Centre’s Studio Theatre, 13750 88 Ave. Sir W.S. Gilbert and Sir Arthur Sullivan’s 1878 satirical dig at what was then perceived as a de-natured and overly bureaucratic Royal Navy, is typically loaded with impish humour and soaring melody, all of which will be in evidence in the hands of producers Cathy Wilmot and Arne Larsen and director Rick Harmon, with musical direction by Vashti Fairbairn and choreographer Carol Seitz. Close-knit, family atmosphere at Concord from page 19 “We have a big board in the kitchen and we keep track of all our residents’ dislikes,” Mackintosh says, adding that even if a resident is feeling like eating something different on any given day, they have options. “They can go right into the kitchen and talk to the chef – everything is very customized.” It is because Concord isn’t a huge retirement residence that convinced Anna Hayes to move here nearly three years ago, when her health began to decline and she found she couldn’t keep up with house and yard work. “The reason I came here is because it’s not too big, it’s really home-like. You know everybody,” Hayes explained from her spacious, sunny apartment on the second floor.

While Hayes did visit other retirement communities in the area, she felt apprehensive about their large size, in comparison to Concord’s close-knit, friendly atmosphere. “To me, what I didn’t like about them is they were too big – three or four floors high, with big long hallways,” she said. “But here, it’s more like a big family house.” Hayes enjoys doing puzzles in the activity room as well as knitting and other crafts, and also takes part in shopping trips and drives of interest aboard Concord’s very own bus. “The bus driver even takes people to the bank and waits while they’re cashing their cheques,” she adds. Plenty of ways to enjoy warm weather while staying safe Many people look forward to the warm weather, particularly senior citizens. Spending time outdoors can be healthy and refreshing, but seniors exposed to too much sun and heat could be at risk medically. Safety is of utmost concern during the warm weather. Here are some precautions to follow:

• Move slowly: Rushing around in hot weather can cause body temperature to rise more quickly and make you even hotter. Slow down when it is warm and do plenty of relaxing. • Know the ambient temperature indoors: The heat inside can quickly rise. Keep curtains and blinds drawn to reduce the amount of heat from the sun.

If you have an air conditioner or fan, turn it on to cool down the house if the temperature is creeping above 85 F. • Drink plenty of fluids: Beverages such as water, fruit juices, decaffeinated teas and the like can keep you hydrated and in top form. Avoid alcoholic beverages, soft drinks and caffeinated products. • Plan outdoor activities during cooler

elebrating the depth and diversity of Canadian seniors and proving that talent never slows down, Senior Star is back with regional competitions taking place next month. Presented by Chartwell Senior Housing, the fourth annual singing and musical instrument competition highlights the confidence, spirit and talent of participants who relish the opportunity to share their gift for entertainment. Held across Canada in seniors centres, churches, theatres and residences, the competition is open to anyone who is 65 and over and a Canadian resident. Last year’s regional winner, South Surrey resident Dan Minor, went on to claim second place at the national competition, which took place at the Fairmont Royal York Hotel in Toronto. The top prize in 2009 went to Jeanne Rodrique of Kamloops. The local regional showdown is set to take place at White Rock Baptist Church, 1657 140 St., on Wednesday, June 16 at 7 p.m. At regionals, contestants are given a maximum of five minutes to sing a song, play an instrument or do both, and their performance is videotaped. Musical accompaniment is provided to singing contestants, if required. A panel of three judges, made up

Historic honour Danielle Lawrie keeps making history. One day after breaking the Pac-10 record with her seventh conference pitcher of the week award, Lawrie, a resident of Langley, became the first player to ever be named the USA Softball national player of the week three times in one season. The senior pitcher for the University of Washington Huskies, Lawrie went 3-0 last week to help her team clinch its first Pac-10 title since 2000. She fired two shutouts in her three starts, including her fourth no-hitter of the season. Altogether, Lawrie, a former White Rock Renegade, allowed just one run and six hits and she struck out at least 10 batters in each game. Lawrie helped the Huskies win the national championship last year, earning MVP honours. She also represented Canada at the 2008 Summer Olympics in Beijing.

Every year the Festival brings the transformational magic of the Arts into the lives of Surrey’s children, enriching their minds and spirits. This year, young minds will be exposed to the ‘Passport to Possibilities’ through imaginative play and exploration. The festival features a high calibre array of national and international performances and some of BC’s finest performers. Children will participate in interactive arts activities like Storytelling, Circus Arts, Clay Arts, Dance and Music at the Surrey Arts Centre and Bear Creek Park. There will be also be a Community Spirit Stage where Surrey’s emerging talents will be highlighted.
