Details of Ponderosa/Pincushion MDA revealed By Joanne Layh

After a lengthy collaborative process between the developer (Treegroup Development Corp.), the District of Peachland and their consultants, the Ponderosa/Pincushion Master Development Agreement (MDA) was finally presented to District Council at the most recent Committee of the Whole meeting. Representatives of Treegroup were in attendance to offer their commitment and witness this significant step forward in what would be the most extensive development in Peachland’s history. Mayor Fielding spoke positively about the way in which the project has progressed. “It is a very well negotiated agree-

ment. I think there is much in this for Peachland,” he said adding, “The agreement itself provides a really useful template for future negotiations for significant developments, as well.” The proposed MDA is “the key feature that will move the development forward,” Director of Planning and Development Services Dave Smith said before summarizing some of the key elements of the plan. The proposed MDA includes: • A village centre containing a maximum of 5,000 square metres of commercial and retail space, tourist accommodation and 1050 residential units; • A vineyard/winery including 70 residential

units; • An alpine development including 120 residential units; • Multiple family development including 700 residential units; • Single family development including 100 residential units; • A golf course and club house, including 60 residential units; • Parks and trails; • A restaurant, spa and other uses commonly associated with a hotel or other recreational development developed on the lands and accessory parking, buildings and structures; and • Notwithstanding the numbers of residential units contained above, the numbers may be changed as long as the maximum number of market units

will not exceed 2100, plus 210 units of affordable housing units. In his presentation to council, Planning and Development Consultant Jag Dhillon stated that through the proposed MDA, the developer has offered to fully develop and dedicate or otherwise provide for perpetual public use the following amenities: • An amphitheatre; • A village square; • A trail head park; • A 4.1 hectare (10.2 acres) of land as dedicated public parkland; and • A trail system connecting to exiting trails around the subject property. Additionally, the developer has also offered to provide or pay: • $470,000 cash-in-lieu

as compensation for the non-required 1.19 hectare (2.94 acre) land for the swimming pool that was previously contemplated; • 1.785 hectare (4.41 acre) linear park along the road to be dedicated as public road; • 0.13 hectare (1/3 acre) of land for a Satellite Fire Equipment Storage Facility in close proximity to the golf course maintenance facility; • A cash contribution of $1,350 per residential unit developed in the property to an Amenity Reserve Fund established by the district for the general purpose of upgrading the community facilities. The contribution is payable at the time of issuance of a building permit for multiple family residential units or as a con-

dition of the subdivision approval of single family residential lots; and • A cash contribution of $250 per residential unit at the time of occupancy permit for multiple residential housing and at the subdivision approval for single detached housing for Fire Protection Reserve Fund. How exactly people will access the development is still unclear. Information pertaining to a third access to Highway 97 has been referred to the Ministry of Transportation and Infrastructure (MOTI) for their consideration and consent. A public hearing will likely be delayed until such a response is received from MOTI.

Westside Landfill to close, sort of By Joanne Layh

The Westside Landfi ll’s active life is coming to an end, but that doesn’t mean they’re closing the doors. Beginning in June or July of this year, materials will no longer be buried at the Westside Landfi ll. Instead, they’ll be hauled to the Glenmore Landfi ll in Kelowna. However, the waste disposal and recycling centre will remain open, though the changes will have some service and cost impacts to Peachland and other Westside communities. “All of the services that we’re offering at the Westside Landfi ll will continue to be offered after we actually close the landfi ll,” RDCO communications coordinator Bruce Smith said at the

April 12th open house in Peachland. “People will continue to be able to drop off their garbage, their yard waste, their fridges, their tires, the same materials that they can take there now.” In addition to the existing tipping fees, a new parcel tax in the amount of $25.33 has been established for Westside communities, including Peachland. Smith said that in the past, the landfi ll costs had been subsidized by revenues from commercial materials that had been disposed of there and without those revenues, a parcel tax will be needed help offset the operating costs, transportation costs and the tipping fees that will have to be paid at the Glenmore Landfi ll. When the landfi ll

winds down, the waste disposal centre will be open Friday, Saturday, Sunday and Monday, while the recycling centre will remain open 7 days a week. The Peachland open house was the fi rst of five being held in April. If you missed out on the communications event, two more are scheduled: * Tuesday, April 20 in West Kelowna at District of West Kelowna Community Portable, Mt. Boucherie Municipal Facility, 2760 Cameron Road; and * Thursday, April 22 at Wilson Landing Fire Hall, 2396 Westside Road. A fi nal closure plan still needs the consideration of the Regional Board and approval of the Ministry of Environment.

The Peachland Recreation Department will be hosting the annual Peachland Half Marathon Run on April 25. The half marathon’s course is quite scenic as well as challenging. Starting at the community centre, the race follows Beach Avenue all the way to Buchanan Road. At Buchanan, runners will turn right and follow the road up until they meet

Highway 97. For those of you following at home, you will notice that a fair bit of the course is uphill. At the highway competitors then turn right on to Robinson Place and follow it to the end. The racers then turn around at the end of Robinson and travel the entire length of Buchanan to the south end. From Buchanan runners will backtrack the route down Beach Avenue until 14th Avenue. At 14th Avenue

the runners turn right until they reach Lake Avenue. From there the runners make another right at San Clemente and then another left back on to 14th Avenue. Councillor Condon agreed. “It has been tried elsewhere, specifically in the Lower Mainland, and seems to be working quite well. I agree with my colleague that it will give us some enforcement capability that we don’t have now,” he said. The agreement is expected to involve a partnership between the Cities of Kelowna, Vernon and Penticton, the Districts of West Kelowna,

Lake Country, Peachland and Summerland, the Town of Oliver and the Regional District of the Okanagan Similkameen. While the central registry will be located in Kelowna, it might be said that the system was “made in Peachland” as a result of several years of planning by Chief Administrative Officer Elsie Lemke. Preparations for the new system are now underway, with a ‘go live date’ for the system targeted for September of this year.

This week the District of Peachland entered into a joint agreement with 8 other jurisdictions, bringing the communities a step further towards implementing a new Southern Interior Bylaw Notice Dispute Adjudication system. The new bylaw system will enhance the Municipal Ticketing system, which depends heavily on voluntary compliance and fine payments. The new system adjudicates any disputes more locally, making costly court proceedings unnecessary in many cases. The step-by-step process will involve: • Notice periods; • Screening through a designated screening officer; and • An adjudication hearing with an appointed adjudicator (if the process goes that far). “I like this, I think it’s a step in right direction whereby we’ll actually put some meat into our

Peachland enters into new joint bylaw enforcement agreement

If you’re travelling between Peachland and Summerland on Highway 97, expect delays during the next week. Between April 19 and 23 from 8 a.m. to 4:30 p.m., high-level scaling

tests will be conducted. Motorists should expect delays, as there will be continuous 19-minute road closures during the testing period. Construction crews will clear the traffic after the closure, and then begin another, if needed.

A spokesperson for the project says that if all goes well next week, then for the following 3 weeks (during drilling operations) only intermittent 19-minute closures will be required. No closures are planned for evenings or weekends.

On behalf of the Canadian Cancer Society, Peachland Unit, I would like to thank everyone in Peachland for all your support in our first Daffodil Pin campaign. It was a tremendous success and it couldn’t have happened without the help of the businesses who allowed us to put our donation boxes in their stores. Also, thanks to all the people of Peachland who got their yellow daffodil pin and wore it on April 9. We also had a successful live daffodil sale on Saturday, March 29, with the help of Bliss Bakery and Peachland Pharmacy. I would like to extend a special thank you to the volunteers who helped make it possible: Jean Saul, Katie Hollingworth, Sophie Reid, Megan Goodban, Shelagh Winter, Brian Sarsons and Ernie Sarsons. I also want to say a very special thank you to the teachers and students at Peachland Elementary School. Even though the Peachland Lions Club made a donation so each student could have a pin, these wonderful kids and teachers took up a collection and in three days raised $137.60. It is so impressive to see the community getting involved in such a worthwhile cause. Thanks to Mr. White and his great team of teachers. It makes you proud to live in Peachland. Thank you to everyone.

Dear Editor, In January 2010 as well as in January 2009 I had the pleasure of driving students to and from Peachland Elementary to the Kelowna Curling Club for their curling lessons. Being both the school bus driver and a member of the Peachland Curling Club, I was asked to help out with the lessons. It was a great experience watching the children get excited about curling instead of video games or TV. A girl in the sixth grade told me she didn’t want to go but her mom made her. Afterwards she said she was glad she did. She had a blast and improved immensely in the three lessons. In March, the Peachland Curling Club put on a fun bonspiel in Summerland Linda Sarsons, and about 60 people from 14 to 70 had Peachland a great time. Many, including my wife, were there to experience curling for their first time. I have heard of many who are interested in curling in Peachland and they expect to pay their own way without subsidy. I am encouraging positive minded people to come out and vote yes to the up and coming referendum. The

thought of us losing the government grant (which will go to some other community’s project) to build a great multipurpose facility for a paltry 9 cents a day per average household is appalling to me. Any major civic project in every town and city comes from grants and tax dollars. These buildings and projects contribute to a sense of community, a place where we can gather as groups. I recall opposition to the building of many parts of Peachland that we now take for granted such as the community center, the shopping mall and the Gateway. There was even resistance when I first started the Peachland World of Wheels and now look at what it brings into this town. The community center, our safe harbour and Swim Bay were all built by tax dollars. One great thing about living in Peachland is how people come together for the good of all and I hope those who support the project get out and express that with your vote. Sincerely, Allan Wiebe

Vote yes for the kids The 2010 Peachland Elementary School Curling Clinic was successfully completed on January 28, 2010. This clinic was funded and organized by the Peachland Elementary School as part of their physical activity program. They once again requested the Peachland Curling Club to provide instructors. It was held at the Kelowna Curling Club with the students being bussed in from Peachland. There were 90 students who participated and each had 3 1-hour on ice sessions. This year, all students had a mini-game the last session. Eddy Kyjanka was the coordinator of this activity and he recruited and organized the instructors from members of the Peachland Curling Club. The 12 instructors who donated their time to work with the students were: Ed Kyjanka, Gary Geiger, Wanda Wachal, Richard Wachal, Fred Resler, Marilyn Resler, Stella Wowk, Al Wiebe, George Young, Bill Boos, Trudy Boos and Pat Eldridge. This structured volunteerism resulted in excess of 100 hours of community service hours directed at nonrelated youth. That is quite an accomplishment.

What an excellent opportunity of the youth of our community to interact and establish a positive relationship with some more experienced members of the community! There is always room for more instructors/helpers for next year’s clinics. There was very positive feedback from the students. A common theme was that they were disappointed that their 3 sessions went by so quickly. They wanted to be able to do this once a week rather than once a year. The group photo of the clinic’s students and coaches that was run in the View’s front page in the February 5 edition is reminiscent of the old pictures of pioneer community builders. Maybe one day these photos will be on display in Peachland Museum. Water Use Restriction Amendment

2010 Financial Plan & Bylaws Council gave First, Second and Third Readings to Financial Plan Bylaw No.1943, 2010, Tax Rates Bylaw No. 1945 and 2010 Parcel Tax Bylaw No. 1950. The 2010 Financial Plan focused on keeping the average residential tax rate increase at 2%, and the Water Parcel Tax Levy at $25.00. and Multi-Use Facility.

Council gave First and Second Readings to Water Restriction Amendment Bylaw No. 1932. This amendment ensures that all customers can be regulated if needed in times of low water availability. The Agricultural customers would only be regulated once critical levels are reached in the reservoir. The amendment Bylaw also reduces the hours for property irrigation by one hour as part of Schedule A Outdoor Water Use Restriction Stages.

Southern Interior Bylaw Dispute Adjudication Council passed a resolution authorizing the Mayor and Corporate Officer to execute an agreement for the Southern Interior Bylaw Notice Dispute Adjudication Registry. The new adjudication system creates a simple, fair and cost ef-

Business Trade Expo a success By Rob Campbell

The second annual Business 2 Consumer Trade Expo has come to a very successful conclusion. The Chamber of Commerce sponsored event was held at the Peachland Community Centre and was a sell out. This included a full house of exhibitors inside as well as a full house outside. There were exhibits from a wide range of business types, with visiting businesses from West Kelowna and Penticton. The big draw was the ATV Teeter Totter contest. Inside we had many interesting, eye catching and interactive displays for all our visitors. Over the twoday event, there were approximately 600 to 700 visitors through our doors. On behalf of the Chamber of Commerce, I would like to thank all those who participated in this year’s show and hope it was of great benefit to your businesses. Please plan to attend next year’s show, as it will be bigger and better! I would also like to take this opportunity to thank the many volunteers and Chamber board members who spent countless hours organizing and running our show. In particular, I

would like to thank Denise Krahn (a new board member) for all her work and effort to make this show happen. It could not have come together without her. Along with Denise, I wanted to thank Janis Marsden who worked closely with Denise. Janis also manned the Chamber booth and displayed and sold all the new shirts and hats for the upcoming World of Wheels car show. I would also like to thank Moe and Sointu Martin for looking after the doors, finances, prizes and general trouble-shooting and Karen LeBlanc for working with our exhibitors. Thanks as well to Harry and Sandra Ferguson for managing the kitchen Friday night and providing dinner to all our exhibitors. After the show was an intense clean up of the entire community centre. Again, I thank Karen and Don Leblanc, Wendy and Brian Laresser and their sons, Denise Krahn and daughter, Janis Marsden, Moe Martin and Lynn from our Visitors Centre. It takes a large group of people to put a show like this together and more and more, we are having volunteers step forward to assist. Thank you all again.

11th Annual Arts and Culture Week - April 18-24 With a reinvigorated arts council, Peachland artists have been gearing up to celebrate an exciting week of local arts and culture. Along with hundreds of other arts councils and schools across BC, Peachland will be participating in this weeklong celebration of the arts. Now in its 11th year, Arts and Culture Week was developed as an opportunity to turn the spotlight on the vital contribution that arts and

culture make in learning and in life. Below is a selection of ways that you can get involved in Arts and Culture Week right here in Peachland: L’ art de la Vigne (Vine Art) Drawing Workshop at Working Horse Winery April 17: 3 p.m. - 5 p.m. Come and relax and improve your drawing skills in a beautiful, creative and convivial environment. The Peachland Arts Club will join with the public and the Volksport Club on an informative walk that will offer an interpretive component from the artists. Success by 6 – Peachland Rotary Gala promises a fantastic helping to get your evening By Darcy Nybo with a white wine mush- items include and over- men in ties, women in child ready for school room sauce, potatoes, night stay for two at the dresses or suits. The Bridge Youth and Family Services, based in Kelowna, organises programs for parents, youths and young children. Each week, Jennifer Scott operates a program for the Bridge at the Peachland Community Centre that is designed to bring parents and children together. Scott’s program, “Peachland Creative Play,” runs in the gym on Wednesdays between 11 a.m. – 1 p.m. and in the banquet room on Fridays between 9:30 a.m. - 11:30 a.m. The program is free and no pre-registration is required. For more information call The Bridge at 250-763-0456, extension 203. Scott gets very capable assistance from Heather Yeats in looking after the children. The weekly program is open to parents and children up to six years of age. The program is designed to help children develop their physical, emotional and social skills during the crucial development years, as well as to prepare them for kindergarten. However, the program also offers a benefit to parents. Every stage of being a parent brings its own challenges, but new mothers often look for a chance to discuss issues they face. The weekly program at the Peachland Community Centre offers that chance. It is a chance to ask about your child’s behaviour, and a

chance to make friends with fellow parents and share experiences. When a child starts school in kindergarten, it can be a traumatic experience. At that age, there are often enormous differences in the level of emotional maturity between children. The Bridge works with other organisations to provide help to bridge the gap (excuse the pun), so young children are ready for school. Last Friday was a special date for the program; it was “Success by 6” day. “Success by 6” is a United Way initiative. It is estimated that 25% of children are not ready for school, when they start kindergarten. The Success by 6 initiative is an attempt to solve that problem. There is also a new project called Sandbox, which brings together several programs in the Okanagan under one umbrella. The Sandbox development allows agencies in seven neighbourhoods to collaborate and provide improved programming. To celebrate Success by 6, Mayor Keith Fielding was on hand to make a speech and give a toast. Our school trustee, Moira Baxter, and Councillor Terry Condon were also in attendance. The mayor used the opportunity to wear his chain of office and give a toast to young children. They are our future, he said. In keeping with the event, the toast was not with champagne, but with milk and cookies.

Tickets are selling fast for the seventh annual Starlight Fantasy Gala hosted by the Peachland Rotary Club to be held May 1st at the Peachland Community Centre. And it’s no wonder considering all the great goodies they have lined up this year. Chris Southin, Chair of the Rotary Gala for 2010 is excited about the event. “The big thing this year,” says Southin, “is that although it is primarily a fundraiser, we are going to do the auctions earlier so people can start dancing sooner and enjoy themselves longer.” This year, Happy Hour and the Silent Auction start at 5:30 p.m., giving attendees plenty of time to acquaint themselves with some of the items up for bid. Southin is pleased with the variety of items in the silent portion of the auction. “We have Windows 7, Wii Sports, cases of wine, fitness passes and even tree removal service, which is really great considering what we are going through with the Pine Beetle.” At 6:30 p.m. guests will be treated to a scrumptious dinner provided by Yellow Rose Catering. “The menu looks great,” says Southin. “The main course is Chicken Cordon Bleu

asparagus spears and buttered whole kernel corn. For dessert we will be serving New York Cheesecake.” Each table of eight will be supplied with a bottle of red wine from St. Hubertus and a bottle of white from Greata Ranch. Once dinner is complete, at approximately 7:30 p.m., the live auction will begin. “We have twelve live auction items,” explains Southin, “and each one is great. Some of the items up for bid are very unique, like the two week stay at a B & B in Panama. There are also two tickets for a Michael Buble concert in Vancouver on August 20 th, an afternoon of sailing on Okanagan Lake which includes lunch and dinner and a half day ATV tour for four.” Other live auction

Food For the Soul Running from/to God Two cars careen around a mountain road, tires screeching, one in hot pursuit, and the other desperate to get away. You decide to surf channels. Two horses gallop over the plains, leaping ravines, ducking from bullets or arrows. One rider’s life depends on getting away. The other is driven to catch him. Switch channels again. A thief runs, police chase, they leap walls, and then dodge pedestrians and bullets. Switch channels. Two space ships… Switch channels. A man and a woman… Switch channels. An

animated rabbit and a roadrunner… The high-speed chase seems to be an integral part of every television, movie and popular book plot. (In the case of television, it’s also a handy devise for filling time until the next commercial break.) Pursue and conquer. Flee and escape. It’s always been part of the human experience. Which end of the chase do we identify with? Maybe both. Maybe the chase scene is really part of our inner plot; the one each of us is living. Could it be that a thrilling chase is being staged right now

on the terrain of your own soul? Look over your shoulder. There He is, with unhurrying chase and unperturbed pace, relentlessly after us. Francis Thompson wrote those words. He pictured the pursuing God as the “Hound of Heaven,” who patiently dogs my footsteps as I “flee Him down the nights and down the days...down the arches of the years . . . down the labyrinthine ways of my own mind.” We dodge His bullets, we wriggle out of His lariat, we “kick against the pricks,” as the apostle

Paul put it, we leap the walls of his commandments in a foolish bid for a freedom that turns out to be slavery. We evade the love that the Bible tells us, “Came to seek and save that which was lost.” When we let down our pride and our guard, He captures us. In His net at last, panting, we are at least relieved to find that surrender means our death penalty is waived. As we relax, we find the net is more like a safe harbour, or a green pasture, or a place called home. But still we run. Even after we are safely brought into His fold, we

We flirt with the corners and cliffs of worldliness rather than follow His track. We look for shortcuts. We hide in side-roads of busyness and trivia. We squeal in panic to avoid His loving tag and His gentle designation, “You’re it.” This sounds confusing. Am I the chaser or the chased? The flip side of the hot-pursuit scene seems equally true. We run, but we also chase. Can’t you see us cast as pursuers, intent on capturing some Holy Bandit who has unsettled us, convicted us and made off with our house-of-card version of peace? Have we not felt, like Augustine, a restlessness that has no answer but Him? We flee but we also hunt. We are beggars, scavenging for bread. We’re pirates on a treasure quest. We’re private investigators, searching for clues to His where-

abouts. We groan with Job, “Oh that I knew where I might find Him!” In that kind of despair He woos us with a whisper, “You will seek me and find me, when you search for me with all your heart.” Maybe the hunt is never truly over, even after we can say with assurance that we have found the Lord. David cried long after he was a believer, “My soul follows hard after Thee.” In his book of the same title, A.W. Tozer speaks of The Pursuit of God as an experience for the Christian. “The heavenly birth . . . is not an end but an inception, for now begins the glorious pursuit.” So the chase is on again - this time with all the right kinds of risks, high excitement and dramatic challenge. “Where we stop no man has ever yet discovered, for there is in the awful and mysterious depths of the Triune God neither limit nor end” (Tozer). The high-speed chase is written into our script. We are the pursued; we are the pursuer; turn and turn about. No commercials, please. I’ve got to see this!

Youth News: Pink Shirt Day – Bullying Stops Here By Ana Frias

This week the Okanagan Boys and Girls Clubs joined in the Provincial and National movement of celebrating Pink Shirt Day – Bullying Stops Here. April 14 was “Pink Shirt Day” which originated in Nova Scotia where two young men stood up to bullying in their high school. A student was being bullied and harassed even more when he showed up at school wearing a pink shirt. In support, these two young men went to a discount store and purchased 50 pink shirts. They enlisted fellow students to wear the pink shirts and show support to the student who was being bullied. The Pink Shirt Day was launched from this incident and has since made its way across Canada. This year’s Pink Shirt Day offered an opportunity to increase public awareness in the Okanagan and demonstrate that we are all a part of the solution and won’t tolerate bullying any longer. The Peachland Boys and Girls Club participated in activities focusing on raising personal awareness of bullying and gaining skills to encourage empathy. In addition,

a poster contest was put on with the theme of “Bullying Stops With Me.” The posters and information about bullying will be on display for the public at the Community Centre. What is Bullying? Bullying is a form of abuse at the hands of peers that can take different forms at different ages. Bullying is defined as repeated aggression in which there is an imbalance of power between the child who bullies and the child who is victimized (Juvonen & Graham, 2001; Olweus, 1991; Pepler & Craig, 2000). Bullying can take on many forms including: • Physical bullying - Hitting, kicking, shoving, spitting, beating up, stealing, or damaging property; • Verbal bullying - Namecalling, mocking, hurtful teasing, humiliating or threatening someone, racist or sexist comments; • Social bullying - Excluding others from the group, gossiping or spreading rumours, setting others up to look foolish and damaging friendships; and • Cyber bullying - Using email, cell phones, text messages, and internet sites to threaten, harass, embarrass, socially exclude, or damage reputa-

tions and friendships. Since bullying is often hidden or covert, here are some signs to look for: • Afraid to go to school or participate in other activities; • Appear anxious or fearful; • Low self-esteem and makes negative comments; • Complain of feeling unwell; • Has lower interest in activities and performance; • Lose things, need money, report being hungry; • Injuries, bruising, damaged clothing or articles; • Appear unhappy, irritable; • Trouble sleeping, nightmares; and • Threats to hurt themselves or others. Signs That Your Child or Youth May Be Bullying Others: • Aggressive with parents, siblings, pets, and friends; • Low concern for others’ feelings; • Bossy and manipulative behaviour; • Unexplained objects or money; • Secretive about possessions and activities; • Holds a positive view of aggression; • Easily frustrated and quick to anger;

• Does not recognize impact of his/her behaviour; • Has friends who bully and are aggressive; and • Has trouble standing up to peer pressure. Despite what some may think, bullying is not harmless or “kids just being kids.” Children and youth who experience bullying have increased risk of depression, anxiety, suicide, low self-esteem, behavioural issues, and health concerns. Children and youth who bully are also impacted, with increased risk of relationship and behavioural issues that can impact them well into adulthood. What We Can Do The most important thing we can do, as members of the community, is to lead by example. If we model respectful and empathic behaviours and positive conflict resolution strategies in our relationships, then our children and youth are more likely to adopt similar behaviours in their own relationships. Another thing we can do is to acknowledge positive behaviours when we see them. Children and youth love praise and the more we praise good behaviours, the more they will happen.
