Central Okanagan teachers and support staff to return to work March 30 BY PEACHLAND VIEW Central Okanagan Board of Education teachers and support staff will be back to work on March 30, Board Chairperson and Trustee Moyra Baxter told parents and guardians in a letter sent out last Friday. March 30 would have been the date of school opening after spring break. While students will remain at home until further notice, in the week after spring break school communities will begin planning to implement programs for offsite learning and to determine what services they will offer at schools, Baxter said. “As you are aware, the Ministry of Education, on the direction of the Provincial Health Officer, ordered all in-class instruction suspended until further notice.
As a school district, we are determining how this will work so that students will have opportunities for continued learning,” Baxter said. The board’s senior staff members spent this past week working to adapt to these unprecedented circumstances by planning for school building safety and hygiene, for continued learning opportunities for our students, and how they might care for the children of their frontline workers. “We are also considering how we can support our most vulnerable students, who rely on the school system for many supports including meal programs,” Baxter said. “This health crisis reveals how essential public schools are to communities. From feeding students to facilitating public health measures, our work extends well beyond classrooms.” Baxter said the board will communicate their strategies as soon as they can.
Province conducting wildfire risk reduction work in Log Chute Rd area BY PEACHLAND VIEW Residents in the south end of town may notice some small pile burning in the Chute Lake area, as well as the intermittent closure of some trails off Log Chute Road while the Ministry of Forest, Lands, Natural Resources Operations and Rural Development conducts work in the area. The province is currently carrying out a wildfire risk reduction, ecosystem restoration and habitat enhancement project in the Log Chute Road area that includes a

hand treatment consisting of understory thinning, pruning residual trees, and cleaning up the fine fuels on crown land in the treatment area. The hand treatment is scheduled to continue until March 31 and includes small pile burning as per the Open Burning Smoke Control Regulations. “It is the intent of the project to reduce the wildfire risk around residences and private land in the Log Chute Road and Thorne Road areas while enhancing ungulate habitat and restoring ecosystems to a more natural state,” Jonathan Murkin, land and resource coordinator, said.
New bus service from Peachland to Penticton starting in September JOANNE LAYH The Route 70 bus makes its way from Kelowna to Penticton and back several times a day, passing through Peachland but never stopping. That’s about to change come September, when Peachland will have at least one stop (maybe two) daily in each direction. The Route 70 bus is part of the Regional District of the Okanagan Similkameen (RDOS) bus system. It will cost the District of Peachland approximately $16,100 annually to enter into the agreement with the RDOS, and the fare each way for users will be $5. Beginning in September, Peachland could
have one pick-up/drop off location on Beach Avenue near the intersection of Princeton Avenue and Highway 97 and another pickup/drop off location on 13th Street. The proposed southbound departure times are approximately 8:07 a.m. and 2:35 p.m. with return buses arriving back in Peachland at 9:52 a.m. and 4:22 p.m. Peachland council approved the agreement at last Tuesday’s council meeting, with all but Councillor Terry Condon voting in favour. Coun. Condon said he was in favour of the service but disappointed with what they had been able to achieve with respect to the timetable. Councillor Mike Kent was absent from the meeting.

The District of Peachland will begin the spring street sweeping program starting the week of March 30, 2020. Residents are reminded to help ensure sweeping is effective and efficient by keeping roadways clear of parked vehicles and any other obstructions. Residents are also asked to ensure their household recycling and waste loads are secure to help keep streets clear of debris. Sweeping is anticipated to take approximately 1-2 weeks to complete. The District of Peachland appreciates residents’ cooperation during the 2020 Street Sweeping Program.

District, RDCO and school playgrounds closed until further notice

BY PEACHLAND VIEW In order to help ‘flatten the curve’ and reduce the potential spread of the COVID-19 virus, the RDCO, District of Peachland and Central Okanagan Public Schools have all made the decision to close playgrounds until further notice. The RDCO was first to announce the closure of its playgrounds on March 20. The regional district announced the move is in accordance with the province’s chief medical health officer’s directives that playgrounds are not suitable environments for social distancing and make it difficult to curb the spread of the virus. It was also noted that play structures and equipment are very hard to sanitize and keep clean. “The action is not taken lightly, especially since many parents are looking for opportunities to have their children outside and active,” Bruce Smith, communications and intergovernmental affairs officer said. On Monday the District of Peachland announced its decision to close all playgrounds.
Director of community services Cheryl Wiebe said the municipality is also asking the public not to use public benches, picnic tables and other hardscape surfaces as it is not effective for the district to disinfect these surfaces for public protection. These measures follow the district’s decision last week to close municipal facilities to the public and suspend all recreation services. Wiebe said COVID-19 is a health emergency and the district is following the daily recommendations from the BC Ministry of Health and the BC Centre for Disease Control, noting that response to this virus is fluid and information is changing daily. The municipality is offering residents the following advice: • Maintaining social distancing – 2m separation; • Do not gather in groups outside of your household members; • Washing/disinfecting your hands frequently; • Limiting “touch” activities like Frisbee or ball; and • Staying home if you are sick. I would like to acknowledge and say thank you to our local grocer! Yesterday I picked up an on-line grocery order from our very own local IGA. It was very simple to follow along under igabc.com - you simply chose Peachland, then pick the items you need. An email will be sent to let you know the availability of products, or to make changes, then, depending on your time slot, you pull up at the store, call 250-767-9110 and ask for Rick or Angie and after verifying who you are they bring your order out and place it into your car. Splash park is great, the location not so much So a water park or splash park has been approved. That’s a good thing. Sad it took so long for a small group of adults to come to that decision. It’s years overdue and I hope those wet toddlers don’t grow up having to make such a world altering decision. But in the park? What “park” do we have left? Isn’t there enough stuff there already? How much grass are you going to cover with concrete anyway? Three, or perhaps even four, versions of a kids play area is fine. It’s a park. But now it seems to be jammed with just about everything one can think of. And why would anyone put another public attraction in half of a city block where parking is reduced near to nil every summer day of the week? But hey! Why not send a bunch of little kids to play on the busiest street in town? To say nothing about the fact that this newest attraction is destined for the centre of what few businesses we do have. Want to swim and paddle with your kids? Go where there are other kids swimming. Go where the park is safely fenced off. Go where drivers are already well aware of the well marked crossing. Go where there is a concession specifically catering to swimming kids. And adults too I expect. Better still, tear up that poorly accessible parking lot across from Swim Bay and make it something to look at. A little greenery, a little water and a bunch of kids would look good there and add much to the flavour of that schoolhouse that we all paid for. David Winter, Peachland

Commandeer the hotels and convert them into hospitals if needed Why spend time and money to build hospitals from scratch? If there are hotels that are closed because of the pandemic, why can they not be commandeered, stripped of the non-hospital requirements and then be kitted out as temporary hospitals? A portion of the hotel area could be designated storage for these non hospital essential items, thus saving removal and storage costs as well. After the pandemic, it would be cheaper to sanitize and redecorate the hotel than it would be to build, furnish and then decommission a hospital. Speed is of the essence and this is a viable option in my opinion, so long as we don’t commandeer the Trump tower. Heather Yeats, West Kelowna
Heritage Park is already overcrowded with farmers’ market and events My opinion regarding the splash park for Heritage Park is as follows. The actual users of the splash park do not pay the taxes. The park space is limited and with farmers’ market and other events, it’s overcrowded. These water parks are unhealthy and expensive to maintain. There is already a beautiful Swim Bay with many extras and lifeguard supervision. I challenge the municipality to do a public referendum or a poll. I would prefer to see funds spent on a wheelchair/access ramp for seniors at the Peachland School on the southeast entrance. The elevator is not acceptable. We have a greater than average senior population and the existing stairs are very dangerous. Every public building in Peachland has a conventional wheelchair access except the school. Amazing benefits to seniors having pets Pets bring much joy to the lives they touch. So it should come as no surprise that the 2019-2020 National Pet Owners Survey, which was conducted by the American Pet Products Association, found that about 85 million families in the United States own a pet. In Canada, 7.5 million households are home to companion animals, states the PetBacker blog. Pets offer companionship and unconditional love. While they are fitting for any family, seniors may find that having a pet is especially beneficial. The organization A Place for Mom, which helps match families with senior living residences, says pets provide a comfort system that produces measurable health results. Caring for pets and being around them can produce a chemical chain reaction in the brain that may help to lower stress hormones while also increasing production of the feel-good hormone serotonin. This is not the only health benefit pets may provide. A recent study from the Mayo Clinic, which looked at 1,800 people between the ages of 25 and 64 who had healthy hearts, found that almost half owned a dog. Having a dog was likely to spur heart-healthy behaviours, like exercising with the pet, eating well and having ideal blood sugar levels. Pets also provide emotional support and companionship that can help seniors — including those who may be divorced or widowed — feel more secure and happy. The National Poll on Healthy Aging found that, among respondents who had pets, 88 per cent said their pets helped them enjoy life, and 86 per cent said their pets

made them feel loved. Seniors considering getting a pet can explore the many benefits to doing so. • Reduce pain: A 2012 study published in Pain Magazine found therapy dogs provided “significant reduction in pain and emotional distress for chronic pain patients.”; • Feeling of purpose: Caring for an animal not only stimulates physical activity, but it also can give seniors a reason to get up and go, which equates to a feeling of purpose.; • Altered focus: Having a pet can help seniors focus on something other than physical or mental health issues and preoccupations about loss or aging, according to New York-based psychologist Penny B. Donnenfeld.; • Increased physical activity: Pets require care, and that interaction can get seniors moving more than if they didn’t have a pet.; • Improved health: Ongoing research from Harvard Medical School has found dog owners have lower blood pressure, healthier cholesterol levels and lower risk of heart disease than those who don’t own a dog.; and • Stick to routine: Caring for pets helps seniors maintain a routine. Having structure after retirement can be important to ward off risk of depression. Staying on top of feeding, grooming and other pet needs also can help prevent cognitive decline. Pets bring many benefits to their owners’ lives, and they may be the perfect remedy for seniors looking for a friend and purpose.

Mountain, very close to one another on the trail. I know it’s hard to stay indoors, especially now that spring has sprung, but we are all in this together and what you decide to do could affect others. This is really a small ask to do your part in reducing the community spread of COVID-19. Other people’s health may be contingent on you doing the right thing. I have also heard that some of our young people are also continuing to congregate in small groups, and I urge parents to have a talk with their children about the importance of social distancing right now. I realize that for a teenager that can be unthinkable, but face-time via phones or computers should be the only way to socialize right now. So far, young people affected by the virus has been minimal, but even that is changing now. The District of Peachland is taking stringent internal measures to address this virus, such as strict hand washing and cleaning, social distancing, arranging for as many staff members as possible to work from home, and closing the district office, except for urgent in-person business that must be arranged by appointment only. All District buildings have been closed to the public. At the same time, we do need to keep the district op-
erating. We are doing so with the least amount of contact and closeness of people possible. Committees of Council have been cancelled, and on Tuesday we eliminated the morning Committee of the Whole (COTW) council meeting. Instead, we held only one Regular Council Meeting in the evening. As chair, I must be there in-person, but we encouraged council members to participate by teleconference. Council chambers was closed to the public, but we did live-stream our meeting as always, so that the public could watch. Council meetings are also archived on our website for those who can’t catch the webcast live. The district has received some mixed reactions to the closure of playgrounds, but we just can’t stress enough how careful we all must be at this time. Playgrounds are very tactile places and the virus can survive on surfaces for a significant amount of time. We don’t want our children to be at risk, or bring it home to their parents and grandparents. We just want to keep everyone safe. Thank you to all the local businesses and organizations, such as the IGA and Peachland Wellness Centre (PWC), who are doing their part. The IGA is offering “seniors only” shopping days,
and the Wellness Centre is offering a valuable service to those people who are unable to get out and get groceries and other needed supplies. According to the Wellness Centre website (peachlandwellnesscentre. ca): “Transportation will include grocery shopping or trips for grocery shopping. PWC is compiling a list of individuals able to drive participants, pick up groceries and deliver or grocery shop and deliver. We are also compiling a list of those who may be in need of assistance with this. If you are able to help or in need of help, please call PWC Monday to Friday between 9 a.m. and 3 p.m.” While people come first and are our main priority, we all recognize the huge economic strain this situation is having on our local businesses. For those of us who can afford to, let’s make a special personal pledge to patronize as many local businesses as possible once this crisis has passed. If you have school age children in the Central Okanagan Schools District (formerly School District #23) and want to know about closures and other information, you can go to sd23. bc.ca. On a final note today… It’s times like these when we are put to the test that greatly defines our character and strength, both as individuals and as a community. I know it’s a scary time, but we will come out the other side. There’s a fine line between keeping the public informed and not wanting to instill panic, which will help no one and can have an effect on rational thinking. But we do need to take this seriously. I have absolutely no doubt we will pass this test will flying colours, and will be looking back at this time with reflection. Normalcy will return. Stay healthy and please continue to do your part. JOANNE LAYH Gael O’Neil and Richard Kwartek go south every October and normally don’t return until the third week of April, but these are different times. The couple typically winter in California, a state that has been more proactive on the coronavirus situation compared to other states south of the border, but as concern about the spread of COVID-19 has grown, they decided B.C. would be a better place to be positioned during the pandemic. “As the news got worse and worse and worse we decided to up the ante and we got in our car,” O’Neil told the View. “We were in a real dilemma because we headed out and were in mid-California. Are we better off turning around?’ We felt we were definitely better off here in Peachland because it’s a smaller population with much smaller exposure.” From Palm Springs, California back to Peachland would normally be a three-day drive for the couple, but hearing that the border could be closing soon, they managed to make the trip in just two days. O’Neil says they arrived at the Osoyoos border around 8 p.m. on March 19 and describes their experience returning to Canada and being processed by the border agent as excellent. “He didn’t care about us being over on the wine. It was all about, ‘You’re not coughing, correct? You’re not having trouble breathing, correct? And you’re not sneezing, correct?’” O’Neil said, adding the agent confirmed they knew what they had to do and provided them with literature about quarantining themselves. “We assured him we’ve already basically been in lock down in our home in Palm Springs already for 10 days and we certainly are taking this seriously and will be quarantined in our home in Peachland for the full 14 days, so he said, ‘great’,” O’Neil said. “It was amazing.” O’Neil said as Canadians being positioned in the U.S. what they heard coming from Canada from the prime minister was very good information and they felt well-informed and instilled with confidence, but she thinks it’s important other snowbirds are hearing the message to self-quarantine upon return.
Under normal circumstances the couple leave a set of keys with a neighbour who stocks their kitchen with a few days worth of groceries before they return home. This year, they asked the neighbour to pick up more and were happy to arrive back in Peachland with a good supply waiting for them at home. O’Neil says she is keeping busy with household chores, cleaning and reading and after the 14-day quarantine she expects they will still pretty much continue with that situation and only go out when 100 per cent absolutely necessary. The couple want to support Peachland and West Kelowna restaurants and they plan to keep ordering home delivery to help keep them in business. In Peachland both Basil Leaf and Peachland Sushi were offering delivery as of press time.
