Those with even number addresses may water outdoors on Saturday and Tuesday while those with odd addresses may only irrigate outside on Sunday and Wednesday. The hours for automated and manual outdoor irrigation are also regulated under the RDCO Water Systems Regulations Bylaw. Customers with automated sprinklers should only water between midnight and 6 a.m. on their designated day, while those with manual outdoor irrigation must restrict their watering to between 6 a.m. and 11 a.m. and 6 p.m. and midnight on their respective irrigation day. “If you don’t need to water gardens and lawns on your allotted day and time period, please don’t waste water,” RDCO communications officer Bruce Smith says. “By following the outdoor watering restrictions, residents will help ensure that system reservoirs are replenished and there’s an adequate water supply for everyone.” The Star Place water system services approximately eight active connections and eight parcels in the service area and is located on Star Place off of Trepanier Road, approximately 3 km north of Peachland, within the Central Okanagan West Electoral Area. It is one of six community water systems the regional district maintains and operates. In total, the RDCO serves just over 1,000 properties in the Central Okanagan East and Central Okanagan West Electoral Areas. On September 16 regional district water customers will move back to stage one restrictions, allowing customers to water outdoors on alternating days based on their odd or even street address number. Unless otherwise noted, stage one restrictions will stay in place until June 15 of the following year. Mountain Man Mike’s bus service adding Peachland Petro-Canada stop this summer JOANNE LAYH Kaslo-based eco-friendly bus company Mountain Man Mike’s has received approval from the Passenger Transportation Board to operate an intercity scheduled bus from Kelowna to Osoyoos. On June 11 Mountain Man Mike’s announced its fleet of buses, which reportedly run on recycled restaurant frying oil, would begin servicing the Highway 97 corridor from Kelowna to Osoyoos sometime this summer. Unlike BC Transit’s Route 70 service, which links Kelowna and Penticton but skips over Peachland, the privately operated bus service will make a stop in Peachland at the Petro-Canada station, conveniently located in the same parking lot as BC Transit’s IGA stop. “We’re very small community based,” said owner Mike Hathaway. “If you look at our stop list, we go to something like 38 different communities. If there’s a community of any size and we’re passing through, we put a stop there. That’s just what we do.” Hathaway says the service will give Peachlanders access to Vancouver and Calgary and onto Lethbridge. “We’re taking it one step at a time. We originally started with just the Vancouver run and then Alberta was

an extension and this is another extension,” Hathaway said, adding he’s encouraged by a flood of passenger requests in the last month or so. The Highway 97 run will connect to their two pre-existing bus systems offering service to and from Vancouver, Osoyoos, Kelowna, Nelson, Cranbrook, Lethbridge, Calgary and 38 small towns in between. The schedule has yet to be released, but booking for the route between Osoyoos to Kelowna will be available July 31, with the new bus service along Highway 97 expected to begin sometime in August. The service between Kelowna and Osoyoos will operate Wednesday, Thursday, Saturday and Sunday. On Wednesdays and Saturdays the bus will travel from Kelowna to the Osoyoos Husky station with a transfer option to connect with another bus continuing on to Vancouver via Princeton. On Thursdays and Sundays there will be an option to connect with the eastbound route. Due to the COVID-19 pandemic, the bus company temporarily paused its service to Calgary, but the service is scheduled to relaunch on July 2. For more information visit https://mountainmanmikes.ca.

Where will all the money come from? Dear editor, The scary part about Trudeau’s gun ban is not that he took our guns, it is that he could – and did, and anybody who believes he is done, is dreaming in technicolour. We should also be reminded of his ambition for that seat on the UN Security Council, and his preoccupation with a global no-borders society. Earlier this year he appointed former Conservative Prime Minister Joe Clark as special envoy to go to Africa to canvas third world dictators for votes. The COVID virus opened the doors for him to abandon the long-standing tradition of debating issues in the Parliament, and instead deliver his daily prepared statements with no challenges. The opposition parties gave him an unbelievable six-month free rein to do almost anything he wanted, and he has been busy stuffing money into almost everybody’s pockets ever since. A minority government would normally translate into opposition parties being able to control the activities of the governing party, but our colonial ballot consistently awards the seats in the House of Commons disproportionally to the popular vote, and opposition MPs have become spectators. With spending out of control, we are now looking at our national debt reaching a trillion dollars, prompting the question, where will all that money come from? Unemployment will be extremely high for a long time, and a million unemployed taxpayers are going to put incredible demands on our federal treasury but - have no fear. During 2013 the Cyprus government scooped about half of almost everything bank depositors had on deposit in excess of 100,000 euros. About three years later hundreds of thousands of Greeks lost a lot of their hardearned savings as the Greek government seizes about 500,000 bank accounts and scooped about 1.6 billion euros. Trudeau’s radical departure from established traditions opens the door for speculation about the security of the tax-free status of our tax-free saving accounts. Anybody who believes he would not stoop to such tactics should be reminded that he took our guns, no research, no debate, no warnings, and absolutely no defensible reason, and he will be desperate, because those budgets will never balance themselves. Peachland Watershed Protection Alliance opposed to New Brenda site To the Honorable Bruce Ralston Minister of Energy, Mines & Petroleum, Re: Opposition to the mining exploration application for Tenure #1049752, “New Brenda” site in the Peachland Watersheds The Peachland Watershed Protection Alliance (PWPA) is writing to voice our strong objection to the Flow Metals Corporation application for mining exploration in the Peachland watershed. The District of Peachland has formally voiced their objection to this application. They have also asked the Province that an updated comprehensive watershed assessment be prepared by industry should the Flow Metals application receive approval from the Province. The PWPA endorses the district’s objection but is opposed to the multi-use system of our watershed and for that reason opposes conditions that would facilitate additional exploration or mining. Once fully protected from all industrial activity, the Peachland watershed is now the poster child for the failure of the multi-use system for watersheds, which places legislative priority on resource extraction over the protection of source water quality and quantity of flow. We are host to numerous logging efforts with up to 40 per cent of forest cover having been clear cut with more cut blocks approved to be harvested. The prevalence of legacy forestry roads – for which no one is held legally responsible to maintain or rehabilitate - exceed by up to three times the density noted in government guidelines. Our water reservoirs are hosts to provincial campsites and boating is unrestricted. Range cattle licenses exist giving cattle access to the creeks feeding our water source. And finally, the existing Brenda Mine and tailings ponds permanently removed over four square kilometres of forest cover in the Peachland and Trepanier watersheds – both of which are the source of Peachland’s drinking water. The multi-use system is a failure because each of these activities is approved in a silo without the necessary scientific data and fundamental knowledge of the cumulative effects logging, mining, recreation, highway building, and cattle ranging have had together on the health of the watershed. Approval of more mining exploration or new mines without this understanding is flawed and puts the residents of Peachland at risk. Peachland has experienced consecutive years of devastating floods, slides closing Highway 97 caused by sudden changes in groundwater and neighbourhoods placed on evacuation alerts due to wildfire. Increased fires, floods and slides are all symptoms of an ecosystem in distress. The provincial government experts we have consulted have advised us to gain a better understanding of the cumulative effects and impacts of the industries in our watershed. They have also advised us that while the activity may be meeting legal requirements, there is insufficient legislative protection for source water, and a lack of science and expertise to understand their cumulative impacts. In our words, if the province continues to approve more mining in our watershed, they are doing so blindly. We are a community of 5,000 whose citizens bear a 20-year tax levy to pay for a new $26 million water treatment plant that cannot guarantee it can supply clean water under the same events we have recently experienced in the watershed. Forest cover is the best insurance against flooding – we cannot accept new mines permanently removing multiple square kilometres from the forest increasing the risk – not to mention the additional risk from tailings ponds and more road networks. Our District of Peachland has no jurisdiction over activity in the Peachland and Trepanier watersheds and yet they must supply clean drinking water from the watershed to its residents. They must pay to repair flood and slide damaged infrastructure and put off other

much needed public works as a result. Not to mention that our community’s tourist dependent economy was severely impacted by these events. All of this - we emphasize – are problems stemming from the poor health of our watersheds. The PWPA strongly endorses the Mayor’s letter of June 26, 2019 to Minister Doug Donaldson in which a request that a comprehensive/complete watershed assessment be conducted so that the cumulative impacts on water quantity, quality and flow can be thoroughly examined. It is our position that a Cumulative Effects Assessment (CEA) of all industrial, commercial, agricultural and recreation activities in the Peachland Watershed be prepared regardless and in advance of any consideration or approval of any additional activities in our watershed. Further: • The PWPA believes the assessment should be carried out by an independent consultant and not one tied to industry to avoid a real or perceived conflict of interest; • The PWPA asks that the Cumulative Effects Assessment include Flood Frequency Distribution analysis (as detailed in the Journal of the Association of Professional Engineers and Geoscientists of BC, May / June 2012, “Forests and Flood Risks”). This controlled experimental design methodology is widely used by climatologists and is the one supported by the International Panel on Climate Change (IPCC). Key to Peachland, it provides a prediction of the frequency and magnitude of anticipated flood events resulting from changes in the watershed which a chronological pairing experimental methodology has been shown to underestimate. While this may be a forestry concern it applies to mining activity where forest cover is removed from the watershed as a result; and • The PWPA asks for a mineral, petroleum and coal reserve within the Peachland and Trepanier watersheds as recommended in the 2010 Watershed Assessment Report for Drinking Water Source Protection, Peachland Creek and Trepanier Creek, Golder Associates. Finally, we would like to confirm that our comments apply to all mining applications within the Peachland and Trepanier Watersheds inclusive but not limited to applications by Flow Metals, Troubadour (Amarillo Claims 1 and 2) and Bitterroot Resources. Peachland to celebrate Canada Day with pop up mini concerts

Gift cards will be handed out in each neighbourhood for best decorated house and best dressed JOANNE LAYH While the usual Canada Day festivities have been cancelled this year due to the pandemic, Peachland will still put on a celebration July 1 by way of a quasi-parade that will drive through various neighbourhoods, stopping along the way for a series of pop up mini concerts. The scaled down festivities will be presented by the Peachland Chamber of Commerce in partnership with the district and event sponsor VantageOne Credit Union. Director of community services Cheryl Wiebe told the View the municipality is collaborating with the chamber to see how they can be creative and make Canada Day still happen in 2020. “We don’t have a route or anything yet, but we’ll spend about four to five hours driving through various neighbourhoods with music playing, so it will be kind of like the parade component that will be missed this year, coupled with a pop up locations where we’ll have a couple songs played in the neighbourhood and then we’ll move along to the next location,” Wiebe said. Blues Brothers Too will provide the musical entertainment. Peachland Recreation will lead the procession, followed by the fire truck, the musicians, the Peachland Chamber of Commerce and the bylaw officer. The procession will drive slowly along a yet-to-be-determined route so many residents will be able to enjoy the driveby even if they choose not to go to a pop up location. The event will begin at 4 p.m. and continue until approximately 9 p.m. “While we are driving we are going to go through as many neighbourhoods as we can very slowly, maybe 20 an hour or 15 an hour, so people can watch us pass by, and we’re going to hand out some candy, flags, gift cards and those kinds of things,” Peachland Chamber of Commerce volunteer Patrick Van Minsel said. Residents are being reminded that social distancing rules still apply, as do restrictions on mass gatherings. Spectators are asked to keep their distance and to en-

Especially for the smaller youth this will be something to look at on Canada Day because nothing’s happening. On Beach Avenue nothing is going to happen, no fireworks, nothing. Canada Day was cancelled, all festivities, but we thought, ‘how can we do it safe?’” Residents are encouraged to decorate their home and dress in Canada Day themed attire for a chance to win local gift cards, which will be handed out in each neighbourhood for best decorated house and best dressed. While the pop up locations have yet to be finalized, Van Minsel said about 17 spots have been identified and from those options they will be narrowed down to eight. “I’m looking forward to it. I think it’s going to be a fun day,” Van Minsel said. “We ask people to adhere to

the guidelines and just sit out on their lawn and enjoy it.” In addition to the pop up mini concerts, Peachland Recreation also plans to host some virtual activities, including a family scavenger hunt and a virtual beach run. People can participate in the beach run for free or by donation to the Peachland Food Bank. Participants choose the distance they wish to run, complete the route, and submit their time online. Details are available at peachland.ca. Lifeguards will be on duty at Swim Bay for their first day of full service operation on Canada Day, so residents can also celebrate the holiday with a trip to the beach, where there will likely be some Freezie and swag giveaways for kids. Maple Springs Bible Camp offers day camp programs for locals

JOANNE LAYH Like just about any organization, Maple Springs Bible Camp has been profoundly impacted by COVID-19, but despite the challenges presented by

the pandemic, camp director Mark Wilson and his staff are still determined to carry out their programming as best they can in these unusual times. Their spring break

camp was only one day in when the provincial rule restricting gatherings to groups of 50 or less came into effect. Prior to the pandemic, the camp was normally hosting groups of around 65 campers, in

addition to staff, as well as participants in their leader in training program that was running concurrently with the regular camp programming. “We ended it after one night, which was really disappointing, although we were still glad we could have those kids out for a day,” Wilson told the View. “We’ve been following all the announcements and working with the camps association and unfortunately the rule so far is it has to be only day camps.” Wilson says despite COVID-19, they really want to offer an amazing week of camp to kids and families in Peachland. “We know we can provide a fun, relational and safe experience at camp,” Wilson said. On July 2 - 5 a short leadership training camp will be offered for teens,

in addition to other week long day camp programs offered throughout the summer. Kids can arrive as early as 8 a.m. and stay as late as 6:30 p.m., except on the last night of camp programs, when the time will be extended so kids can enjoy a campfire experience together. “Our year-round team has been working hard to get camp ready for a COVID-safe program, and we are going to be offering day camps every week of the summer,” Wilson said. “We have also done a lot of small facility improvements and clean-up and camp is more beautiful and fun than ever.” Wilson says the camp is also hoping to offer five family drive-in movies on Friday nights this summer, which will be provided by donation to give families a little fun option and to

function as a fundraiser. Most likely the films will be Disney titles or similar family-friendly selections that everyone can watch, Wilson says. “We are still experimenting with our drive-in for now,” Wilson said. “We are hoping to offer drivein movie nights with popcorn to campers and families in Peachland.” The drive-in movie nights will take place around 8 or 8:30 p.m. on dates yet to be determined. “We want to do a testrun and see what we can handle before we get more specific with the invitation,” Wilson said. Residents can boost monarch butterfly populations by planting milkweed

MARION HALL The monarch butterfly is also known as the “milkweed butterfly” because milkweed is the only plant monarch larvae can eat. The female butterfly lays little yellow eggs on the underside of milkweed leaves. The eggs develop in about two weeks; their colour turning from yellow to light grey. Once the larvae or caterpillars hatch they begin eating the plant’s leaves, flowers and sometimes seed pods. The larvae have yellow, black and off-white rings. The insect completes all of its growing in this stage, which takes nine to 14 days under normal summer temperatures. Once grown, the larvae attach themselves to a twig. Hanging upside down by their tail they shed their outer skin and transform into a pupa or chrysalis in a matter of hours. The pupa resembles a waxy, jade-coloured vase adorned with golden spots. After about two weeks the adult butterfly emerges and takes a couple of hours to dry its wings before taking its first flight. The adult male monarch is bright orange with a black pheromone scent patch in the middle of the hind wing. The female is dull orange or brown with more noticeable scaled black veins. Adults survive largely on nectar produced from fall wildflowers. The monarch is of-

ten confused with the more common swallowtail butterfly. The swallowtail has large, colourful wings but they are likely to be yellow in colour compared to the orange colour of the wings of the monarch. The Okanagan is the northern limit of where the monarch can be found, as they migrate south over vast distances; most going as far as Mexico. The monarch butterfly population is dwindling because of the disappearing milkweed. You can help these butterflies by taking a small portion of a back corner of your yard to plant milkweed. The butterfly bush will also attract other butterflies to your garden. Before you know it you will be hosting new generations of beautiful monarch butterflies. LOCAL JOURNALISM INITIATIVE The Government of Canada announced new funding to support the Indigenous tourism industry through the COVID-19 pandemic. Minister of Indigenous Services Marc Miller announced the $133 million on June 11 in an emailed statement. The money will go towards Indigenous businesses hit hard by COVID-19 restrictions. “The Indigenous tourism sector is particularly vulnerable to economic effects of COVID-19,” read the statement, stating that $16 million of the new funding will go to the Indigenous tourism industry as a stimulus development fund administered by the Indigenous Tourism Association of Canada. The Indigenous tourism sector grew 23 per cent between 2014 and 2017, valued at roughly $1.7 billion. The tourism sector, Indigenous and otherwise, has been disproportionately hit during the COVID-19 pandemic. The new announcement comes as part of Canada’s COVID-19 economic response plan, adding to the previous funding for Indigenous businesses. There are roughly 30,000 small and medium sized Indigenous businesses in Canada that provide revenue for community services and are a source of meaningful employment for many Indigenous people. “While our top priority remains the health and safety of individuals, I want to acknowledge the great challenges Indigenous businesses and economies have faced as a result of the COVID-19 pandemic,” said Minister of Indigenous Services Marc Miller. “Indigenous businesses are the driving force of many local economies. With this additional support, Indigenous communities and businesses will have the flexibility they need to respond to their unique economic needs through this difficult time.” The remaining $117 million of funding announced today will go to small and medium sized Indigenous businesses that are not eligible for existing support.
