Upper Princeton area storage buildings could offer future cannabis use JOANNE LAYH Peachland council has unanimously approved a conditional development permit for a couple of storage buildings that may contribute to a possible cannabis business in the future. At their last regular meeting, Peachland council approved a Comprehensive (Form and Character) Development Permit allowing for the construction of two additional industrial buildings at 5440 McDougald Road. The property is located in the Upper Princeton neighbourhood, and is the first industrial zoned property past the public works yard. Darin Schaal, director of planning and development services, said both proposed buildings are prefabricated structures 5,000 square feet in size and will be used for the purposes of storage. The form and character is essentially the same as the existing building and consistent with the Official Community Plan (OCP) guidelines for industrial sites, Schaal said, adding the OCP policies support the further development of industrial land to enhance economic viability and vitality. mit will be withheld pending the satisfaction of the following conditions: • Interior Health approval for the on-site sewage disposal system; • Confirmation that a covenant has been modified to address the increased water storage requirements; • Confirmation that a BC Hydro statutory right of way has been registered on title; • Security in the amount of $11,746 (125 per cent of the cost estimate) for planting and hydroseeding of the berm abutting McDou-
gald Road and Princeton Avenue; and • That the above conditions must be satisfied and the development permit issued within six months. The required planting will include 14 Douglas fir and ponderosa pine trees along the berm. There is one existing building on the property that has been constructed but has not yet received final occupancy, Schaal said. “I fully support the development of this particular area,” Councillor Terry Condon said. “But I just wonder why given
some of the struggles we’ve had with this, with the first buildings that have gone up so far, why we don’t simply say ‘once you’ve done those four things come and talk to us about a comprehensive development permit’ and not do anything until they have fulfilled the undertakings that they’ve already got?” Councillor Pam Cunningham said she would love to see this area developed where there’s job creation. “I’m curious if there is another vision,” Coun. Cunningham said. “This
person already has one 5,000 square foot building for storage, now he’s adding 10 more thousand feet of storage with two other buildings. That’s an awful lot of storage. I don’t know what this guy’s storing but it’s a lot of stuff. It would be nice to see that develop one day into something that would create jobs in the area…I have a feeling there must be another angle because no one needs that much storage, I don’t think.” Schaal said the developer has communicated in the past quite regularly about how much
opportunity there is and how often he is approached from people who are interested in cannabis related businesses. “The applicant I’m sure would be keen to pursuit those, but we will need to work through some of those supporting bylaw amendments,” Schaal said. At the same meeting Peachland council gave first, second and third reading to a business licence bylaw that addresses some regulatory issues related to cannabis operations in the municipality.

Mayor responds to concerns about goose droppings Goose droppings have been a problem in our community, and throughout the valley, for some time. Over the years the District of Peachland has tried many things, including addling eggs, having dogs chase them, a sonic burst instrument to deter them, public education on not feeding them, and others. Before my time on council there was even an attempt at culling them, which did not go over well with the community. Everything seems to work -- short term --, including an angry looking, mock-dog figure that was set up at various locations at waterfront parks where the geese congregate, which eventually ended up more as tourist stops for photos, than scaring away the geese. There has been an active Okanagan Valley Goose Management program for the last 14 years. You can find out more about by going to www.okanagangooseplan.com. We know this is a problem, and parks staff do clean
up as much of the poop as possible, but it is a continuous task. And the COVID-19 health pandemic this year has reduced or interfered with staffing levels in various departments, including parks. The public also needs to be aware that even feeding the geese one time can result in them hanging around. Not to mention, fuel their droppings. I was surprised to learn that the district does not have a bylaw that prohibits feeding the geese, so this is something we need to look into. I believe West Kelowna does, so this is something we will be discussing at our Tuesday, July 14 council meeting. I can assure you that the district continues to explore ways to deter the geese, and are equally unhappy with their droppings. Stay safe, stay healthy. Mayor Cindy Fortin
Next blood donation event happens on August 26 On behalf of Canadian Blood Services, we would like to thank the District of Peachland for opening its facility on July 1 to host our mobile donation event on Canada Day. The district opened its doors for us during the COVID-19 pandemic while remaining closed to other activities. Woman crashes into A&W after hitting gas instead of the brake JOANNE LAYH Last Friday’s lunch hour rush at A&W produced more action than the restaurant was anticipating, when a 2012 Toyota Camry crashed into the building. While it may appear someone took a very literal interpretation to the “Drive Thru” sign, according to RCMP Cpl Jocelyn Noseworthy, driver error is believed to be the cause of the collision. “Some lady hit the gas instead of the brake and came through my dining room,” A&W store manager Terry Gliege told the View. “It did a lot of damage.” The accident happened just after 12:30 p.m. The driver, a woman in her 80s, was uninjured. Cpl Noseworthy said one staff member at the business reported to suffer “a very minor injury”, although Gliege said as far as he knows there were no injuries.

Five-storey mixed use building proposed for Beach Avenue neighbourhood JOANNE LAYH A rezoning application for four properties in the Beach Avenue neighbourhood to allow for the construction of a five-storey mixed use building received first and second readings at Peachland’s last regular council meeting. The application proposes to change the zoning of 4189 13th Street, 4178 and 4186 Lake Avenue, and 4183 San Clemente Avenue from Single Detached Residential (R1) to Mixed Use (CR1). The proposed five-storey mixed use development is envisioned to be comprised of approximately 36 residential units above three main floor commercial units and a parking garage. “The rezoning application is consistent with the Official Community Plan,” said Darin Schaal, director of planning and development services. “The OCP land use designation for the parcel is Mixed Use.” In his report to council Schaal said areas designated as Mixed Use, such as the Beach Avenue neighbourhood,

Moreover, infill development, which makes more effi-
cient use of municipal infrastructure, is more sustainable and cost effective and reducesdevelopment pressure at the urban fringes,” Schaal said. The recommendation to give the rezoning application first and second readings was met with unanimous council support. “I think it’s an ex-
cellent addition to that area, and is what we envisioned for that area,” Councillor Patrick Van Minsel said, adding that the developer, who was the builder of the Gateway building, has a proven track record in the community. “It will be no surprise that I will be supportive of this,” Van Minsel said. Councillor Mike Kent
said the proposal was conceptually a very good addition to one of Peachland’s hub locations. Councillor Terry Condon supported the recommendation but expressed concerns about the scale of the building in proportion to the width of the sidewalk. “One of the reasons that the Gateway building succeeds and
succeeds as well as it does is because the frontage area for public use is such a large patio kind of area,” Coun. Condon said. Councillor Keith Fielding also expressed a desire for greater setbacks. “I support the project. It’s consistent with the OCP and I think it’s in the right place for a building of that size, but I would certainly be very reluctant to support something that had zero setbacks,” Coun. Fielding said. Schaal said a Comprehensive Development Permit to address the form and character and landscaping components of the proposal may be brought to council for consideration concurrently with adoption of the rezoning. Council directed staff to schedule a public hearing to receive community input on the proposed land use change. Mayor Fortin said there has already been some discussion about how to hold a public hearing if we are still in “social distancing mode”, but didn’t elablorate on specifics.

The first week kicked off with three local quilters who will bring children’s quilts, hats, bags, and a variety of fabric items to show and sell. CENTRAL OKANAGAN CHAPTER Federation of Canadian Artists
The Federation of Canadian Artists (FCA) is a registered charity founded in 1941 by professional Canadian working artists, including Group of Seven luminaries Lawren Harris, Arthur Lismer, and A.Y. Jackson. The first FCA National executive council was led by Andre Bieler with Lawren Harris as the B.C. region’s first chairman. Other notable founding members included Emily Carr and the Honorable Mark Kearley. Seventy-nine years later, the FCA continues to operate as a registered charity with over 2,800 members and 14 chapters throughout Canada. The mission of the FCA is to advance the knowledge and appreciation of art and culture to all Canadians. They offer education, exhibition and communication in the visual arts, and support and promote emerging artists. The FCA is dedicated to raising artistic standards by stimulating artists to greater heights of knowledge and achievement. The Central Okanagan chapter of the Federation of Canadian Artists (FCACOC) is based in Kelowna and currently has 175 members, mainly from the Okanagan Valley. For the past six years COC members have organized the OASIS Okanagan Art Show & Inspiration Symposium. This year, due to COVID-19, the symposium was cancelled but organizers forged ahead with art show portion of OASIS. The seventh annual OASIS Okanagan Art Show is a juried, FCA regional exhibition, showcasing some of the best art from the Okanagan Valley and the Thompson, Nicola, Shuswap areas. A jury panel of three senior FCA artists, accepted 215 paintings (out of 332 entries) into the show, which can be viewed in the COC’s Online Gallery at centralokanaganfca.com. Of the 215, the top 75 artworks have been selected for display in the beautiful Peachland Art Gallery. This quality exhibition, artfully presented by PAG gallery manager Janet Hornseth and her team, is available for viewing from now until August 23. Art patrons should not miss this rare opportunity to view artworks from 45 of the region’s top artists all in one gallery.

Willy dedicated his life to helping others, serving his community with the fire department, and as an ambulance paramedic and water mechanic.
