A bylaw ammendment for a new zone that will allow the construction of a four-storey mixed-use building on Beach Ave. was met with mostly opposition during a public hearing on the matter Tuesday night. The owner / developer of the property – at 4316 Beach Ave, wants to replace the existing 1960s-era home with a building that would have two or three commercial units on the ground floor, and five residential units terraced above that. But first, the property needs to be rezoned. The rezoning bylaw for the property has already been given first and second reading by council. The developer held an open house last summer on the proposed project. Seven people showed up for that meeting. About 75 people were at Tuesday’s public hearing, the last opportunity for Peachlanders to weigh in on the bylaw, which will change the property from an R1 residential zoning to a CR2, which is a new zone that would be applied to that property only. The surrounding area is designated as mixed use, according to the OCP (Official Community Plan). The CR2 zone allows for a 16m building height, with the proposed building being set further forward on the lot. Most of those who spoke at the public hearing spoke against the idea, listing height of the proposed building, its fit in the neighbourhood, and worries about setting a precedent for future development. Jon Harling lives two doors down from the house in question. “The fact that you can proceed, does not mean that you should. I respectfully disagree with the mayor that this CR2 zone will be better and healthier for our neighbourhood.” Council will consider third reading of the bylaw during an upcoming meeting.

Ground breaks on water treatment plant in Peachland

Construction of the new water treatment plant has begun. According to information released by the District of Peachland late last week, the site – located just below the public works yard in Peachland, is currently being prepped for the reservoir and for the plant itself. Over the next three months, the contractor (Maple Reinders) expects the treatment plant to start taking shape. Walls will be erected, buried piping will be installed, and the reservoir will be close to completion. While all this is going on, design of the Trepanier water system interconnect will also be underway. Once completed, water will be taken from Peachland Lake and transmitted to the water treatment plant site, where it will undergo flocculation (a process where solid particles and contaminants are separated from liquid), clarification and UV and chlorine disinfection. The water then goes to the reservoir, before the treated water is distributed to homes. Construction is expected to wrap up in November of 2020. Further refining of the system will be required once it’s up and running, a process that will take place starting in January, 2021. The $24-million project is about $5 million more than originally expected, councillors heard back in December. Director of Operations Joe Mitchell explained that four years have passed since the parameters and budget of the project were determined, and construction and equipment costs have since increased. Spring has sprung, you’ve probably put away your winter gear, and the sun is shining a little more. Sounds like a perfect weekend to stick around town and check out what’s blooming. Take a look at the ladies here. Each one of them is with a local group who will be participating in Peachland’s official spring welcome on April 6. A few names were tossed around, but basically, it’s a springtime extravaganza with everything from the Rubber Ducky Race, an opening at the art gallery, a fashion show, a classical music concert, and even a cleanup of Beach Ave and up Princeton. “We’re all coming together in diversity, with music, art, fashion and food,” explains Darlene Romanko. She’s wearing a few hats this Saturday, as a master gardener and facilitator of Peachland’s community garden, she’s also in charge of Seedy Saturday. For those of you uninitiated to this movement, so-called “seedy” events take place every spring as a way of connecting gardeners (and aspiring ones, too) so they can swap seeds, all in the name of educating the public on the importance of seed saving and environmentally friendly gardening practices. If you want some advice, a story behind a cool heritage or open-pollinated variety, head over to the community centre. The event is hosted by the Peachland Wellness Centre and takes place from 10 a.m to 2 p.m. at the community centre. Admission is by donation. Over at Trepanier Creek by Beach Ave., the annual Rubber Ducky Race starts at 11 a.m. (tickets and ducks are still available at the Peachland Visitor Centre, Peachland Pharmacy and Bosley’s). There’s cash prizes for the fastest ducks, which will be dropped off the bridge and fished out of the water before they reach the lake. There’s cash prizes, and it’s always a fun event, with all the money raised going to BEEPS – the Bat Education and Ecological Protection Society. At noon, head over to the art gallery in the Peachland Visitor Centre to catch the opening of an interesting new art exhibit. What Is That? will feature a group of three artists who will ask viewers to reflect on the abstract art on display and form their own interpretations. Fine art photographer Lynn Stevens, whose work has an abstract feel, will also challenge viewers on what the medium actually is. The opening reception wraps up at 3 p.m., and the artwork will be on display at the gallery until May 12. There’s also a string ensemble concert at the gallery starting at 4:30 p.m., followed by dinner at the Gasthaus. Tickets for that event are already sold out. If fashion is your thing, make sure you stop by the United Church (4421 4St.) between 1-3, where you’ll find a fashion show, featuring clothing and accessories from their newly-reopened Bargain Bin. “It’s our first-ever show and we’ll also have a special guest,” says Esther Jones of the church’s auxiliary group.

If that’s not enough to keep you busy, consider starting your day a little earlier and taking part in a town cleanup. It’s all part of the Regional District of Central Okanagan’s kickoff to Community Clean-Up Month. “Community clean-up projects have a longstanding tradition in our region,” says Rae Stewart, the RDCO’s waste reduction facilitator. She says volunteers will gather at 9:45 a.m. on Saturday up Princeton, at the former compost site. Please wear good footwear, and bring your own gloves, rakes and shovels. For those wanting to clean up along the lake, Summit Yoga BC is hosting a cleanup starting at 1 p.m., meeting first at Bliss Bakery. A yoga class at Harbour House Yoga here in Peachland will follow. The class is free, but you’re encouraged to sign up first. Check out the Summit Yoga BC Facebook page for details. And to wrap up this busy Peachland weekend, on Sunday, the Variety Singers are celebrating 45 years of singing at the 50+ Centre. It all starts at 2 p.m., and will feature old favourites, and even ukulele and accordion additions. Admission is by donation, and refreshments will be served afterwards. Whew! Glad I could fit this all on one page. Consider this your one-stop shop for what’s fun this weekend in Peachland. Get out there!

New Learning Lab to the digital rescue Dear Editor, For over twenty years, I have been wanting to digitize my old VHS tapes. They were starting to deteriorate and I was worried that I would lose these momentos of my children growing up. Then I heard of the Westside Learning Lab that the Okanagan Regional Library had built in West Kelowna. I decided to check it out and my first time, I was able to digitize my son’s lacrosse game and my other son’s high school concert which were on

VHS tapes. After returning home, I played the videotape I had just digitized for my wife. Part way through, the VCR destroyed the VHS tape. If I hadn’t visited the Learning Lab, that memory would have been lost. While I was there, I noticed that they had a lot of other services. I could digitize old slides and photos, cassettes, vinyl records, as well they had library books to take out. They also have workshops for 3D printing, audio stories, card making, and personalized

mugs. As well, I could learn about computer technology with courses on computer basics, power point, and Microsoft Word. There are also courses on visual arts. Do we need a carbon tax? Dear Editor, I would like our politicians to explain their premise as to how they are going to stop climate change. The earth’s atmosphere is 78% nitrogen, 21% oxygen, and 0.9% argon. These total 99%. Carbon makes up 0.039% of the atmosphere. Canada was emitting 2% of the world’s carbon emissions when Chretien was Prime Minister. It dropped

to 1.5% in the last ten years; a 25% decrease without any carbon taxes. 1.5% of 0.039% is 0.000585%. If Canada stops all carbon emissions, including everyone stopping breathing, we could drop the world’s carbon percentage by less than 1/1000th of one percent. University seeks participants for new hearing study. Connect Hearing, in conjunction with Professor Mark Fenske at the University of Guelph, are seeking participants who are over 50 years of age, have never worn hearing aids and have not had a hearing test in the last 24 months, for a hearing study that investigates factors that can influence better hearing. Study Parameters Hearing problems typically result from damage to the ear and researchers have spent decades trying to understand the biology behind hearing loss. Of particular interest to Professor Fenske and his researchers is identifying how we listen. There is a current theory that divides people into two “listening groups”. People in the first group need to put more effort into their listening, while members in the second group “lock on” and aren’t easily distracted. Paradoxically, it’s the people in the first group who will look for a solution to their hearing loss sooner than the second group, even though the level of hearing loss could be very similar. The researchers will particularly examine listening in a range of situations, from one-on-one, to group conversations, watching

She said the budget proposes a one time top-up of $2.2 billion through the federal Gas Tax Fund that will double the government’s commitment to municipalities. “The announcement of a significant increase in the Gas Tax Fund is exciting news for Peachland. As with many smaller communities, we struggle with the cost of infrastructure related projects. It’s a different kind of block watch – this one involves bats. BEEPS, the Bat Education and Ecological Protection Society is asking Peachlanders to keep an eye out for our winged friends. They want to know where and when bats are spotted so they can track migration patterns. “Stats on the number of bats returning annually to familiar locations are an indicator of healthy bat colonies,” says BEEPS president Darlene Hartford. She says landowners can even provide bats a safe habitat by installing bat houses and conducting personal bat counts to determine if bats return to their area each year. “Landowner stats are included in the BC Community Bat Program’s Bat Watch which helps biologists determine the size and health of colonies throughout British Columbia,” Hartford says. If you want to be part of BEEPS’ official neighbourhood watch, they ask you to record when and where you see the first bat of the year in your neighbourhood, and when the last one is sighted in the same area in the fall. Email your findings to peachlandbats@gmail.com, or phone the visitor centre at (250) 767-2455. The program will be developed by BEEPS summer students. Recently, BEEPS’ director Rachel Truant and last year’s summer student, Anthony Boyko went into the schoolhouse attic to strategically place plastic for the collection of early season guano. Guano collected from the attic immediately after the arrival of the first schoolhouse bats, is tested for White Nose Syndrome (WNS) and rabies. These results determine if the schoolhouse colony has been affected by the WNS fungus or other diseases during winter hibernation. Because the WNS fungus survives in cold temperatures, affected bats would show signs of a white powder on their muzzle and wing and ear tips in early spring only. BEEPS has a big event coming up. The Bat Matters: Chiroptera Conference is April 12 and 13. The conference will have bat experts sharing info on their programs, while learning more about the home our local bats have in the historic school house, AKA the Peachland Visitor Centre.

In a town where octogenarians are prevalent, 45 might seem young, but for an organization in Peachland, that’s old. The Peachland Variety Singers are celebrating 45 years of entertaining dating back to the mid 70’s. They were first known as the Peachland Variety Performers where they would put on skits, readings, dancing as well as singing. When the senior centre was opened in 1976, the group moved into the new facility, changed their name and concentrated on choral singing. Over the years, the PVS continued the “variety” by adding Treasures to their programs. Big blue frogs, canoes

and even a bicycle could be seen on the small stage. Joan Menzies was famous for putting together small ensembles with names like the Sexy Sextet. In 2007, choir members started attending Senior Chorfest, a gathering of older singers from around the province. These two day workshops introduced challenging music to the 200-230 singers. In 2009, Peachland hosted the Chorfest as part of our Centennial Celebrations put together by Chris Scowen and his committee. It was the first time a small community had taken on such a mammoth event as a Chorfest and prompted Harrison Hot Springs to host the next one. For

the first time, the Senior Chorfest is to be held in Kelowna with the Gala Concert on April 12. For their concert on April 7, the Peachland Variety Singers have chosen most of their music from previous Chorfests. As well, the treasures include an accordion solo and ukulele ensemble. The Concert, SING OUT-45 years of singing, will be held in the 50 Plus Activity Centre at 2 pm. Admission is by donation and refreshments made by the choir are served after. Spring has begun in Peachland and all those wonderful gardens are just waiting to burst forth with this year’s crop of flowers and greenery. The Peachland Fall Fair is only 155 days away, so it’s time to start making your list of flowers you want to enter. There are some changes in the flower section, so be sure to pick up the new Fall Fair booklet after May 1st. In Peachland, you can obtain your copy from the visitor centre, Peachland Museum, the community centre, Peachland Pharmacy, Ace Hardware, and the library. In West Kelowna, booklets can be picked up at the library, visitor centre, Home Hardware, Bylands Nursery, Dogwood Nursery and Buckerfields. This is the 100th anniversary for the Peachland Fall Fair and we look forward to seeing some heritage blooms entered. Many flowers have been around for a century, such as poppies, roses, snapdragons, foxgloves, cosmos, holly hocks, dahlias and lavender, so give some thought to planting and nurturing some of these beauties in your garden. This Saturday, April 6 is Seedy Saturday at the community centre from 10 a.m. to 2 p.m., where you can pick up some heritage seeds to help get you started. When entering flowers, put them in a single vase or container, and no potted flowers unless specified. Flowers must be fresh and uniform so be sure to remove any ragged or bug-nibbled petals. Pay attention to the underside of the flowers and the foliage also. In the Fall Fair booklet under “Suggestions for Exhibitors” there are several points to assist you in entering the best blooms possible. Flower entries can be brought to the community centre on Friday, Sept. 6 between 5:30 p.m. and 8 p.m., or on Saturday, Sept. 7 between 7:30 a.m. and 8:30 a.m. Double check that your entry is in the appropriate category as published in the Fall Fair booklet. All the Fall Fair volunteers look forward to seeing you at this year’s 100th Fall Fair celebration on Sept. 7 and 8 in the community centre. Boys and Girls Club has plans for an Egg-citing Easter The countdown is on for our egg-citing annual Easter Egg Hunt! On Saturday, April 20th from 11-12:30 pm, the Okanagan Boys and Girls Club will be hopping with spring themed crafts, a bouncy castle from Par-t-Perfect, face painting, and a visit from the Easter Bunny! The cost is $5/child (ages 3 and up) and registration is required by April 17th so we can be sure to have enough supplies for this fun event. Call 250-7672515 to register. Volunteer help is always appreciated; if you are interested in assisting in decorating, hiding eggs, or helping children with crafts, please contact the Club. Is your 3 or 4 year old child eager to start school? At Peachland Preschool, children are encouraged to explore, learn, and grow in a stimulating and fun environment. They are given the opportunity to develop and practice social and language skills, cooperative play, independent thinking and self-awareness. Programs are developmentally appropriate and introduce children to new activities such as songs and interactive stories at circle time, group games in the gym or outside, and art techniques at the craft tables. Located within Peachland Elementary School, students at Peachland preschool become familiar with the school which helps them feel comfortable as they transition into

kindergarten with their preschool classmates. We are holding an open house Tuesday, April 16th from 122pm where families can explore the classroom, meet the teacher, and complete registration for September classes. To register to attend the open house or for more information about preschool contact the Club at 250-768-3049. Do you know of a teen who claims that there is nothing to do? Thursday nights from 4-7pm are just for youth grades 8+! They can come down to the Club and participate in a variety of activities or just hang out with friends. We have computers, a TV & Playstation, music, ping pong, air hockey, fooseball, an awesome pool table, snacks, and fantastic staff! Teens can get homework help, and can even gain leadership and volunteer experience. The Boys and Girls Clubs of Canada also offers amazing grade 10 and 12 scholarship opportunities for youth who are actively engaged in Club programs. Here’s our Club Member of the Month! Since starting at the Okanagan Boys and Girls Club in last Fall, Karter has taken part in our After School, full day camp, and Recreation programs and made lots of friends! Kids at the Club describe Karter as helpful, compassionate, always smiling, and a really good friend. He always greets staff with a smile and an energetic wave. He joins in all activities and enjoys playing games outside, especially tag. Karter also likes playing on the computer and is excellent at racing games! He is very inquisitive, curious, and interested in learning about others and new things. He likes telling stories and jokes and can always make us laugh. The staff at the Okanagan Boys and Girls Club are so proud to recognize and celebrate Karter as the Club Member of the Month!

Wellness Centre a great place to volunteer Every week I look forward to getting the Peachland View to see what is going on in this beautiful town we live in. A few weeks back, there was an advertisement on the front page at the very top looking for volunteers for the Peachland Wellness Centre. Volunteering has always been important to me, but over the last 5 years, my career was so demanding of my time that it just wasn’t something I was able to do. One position was for Sunday breakfast (which cut into my sleep time, so that was a NO), and the other was for Administration Support (this stuff I can do in my sleep, so it was a YES!!). I immediately sent an email and the follow-up was fast. I completed an application, a few other forms, and was invited for an interview. Seeing how busy this place is first hand has made me even more impressed with how quickly I was brought into the fold. Not only did I feel I could contribute in many ways to the PWC, but I also feel very passionate about the services they offer and have seen first hand what valuable and necessary services it provides to our community. I also wanted a chance to meet new people and become part of something special in the community. The intake process was very thorough, and I immediately felt like I was a part of the team. Most important, this is a place where new ideas and suggestions are welcome. I look forward to my Monday morning for the first time in a very long time and can’t wait to learn even more and contribute in any way that I can. The Peachland Wellness Centre can be a place for you to volunteer as stated by one of the most recent volunteers. The Peachland Wellness Centre wishes to thank all the Volunteers for their overwhelming support and contribution to PWC and our Community. Newton Robert Jun 13, 1942 - Mar 18, 2019 It is with much sadness that we announce the passing of Robert (Bob) Newton, age 76, from Granisle BC. Robert passed away in the Prince George hospital at 3:05 pm on March 18, 2019, his family by his side. Robert was born in Vancouver BC, but was raised in Peachland BC by The Neils from a very early age. A place he called home, grew roots, got married and raised his family until 1990, when they moved to Granisle BC. Husband to Rosalind, Father to Carol and Charles, Grandfather to Azra, Brother to Rosemarie and Kaye. He was a kind and gentle man, he touched so many lives, his circle of family and friends extensive. He had a passion for the outdoors: hunting and snowmobiling, but most definitely fishing. He escaped whenever possible to do so, making friends along the way. There will be A Celebration of Life held on June 17, 2019 in Granisle BC, following the Granisle Father’s Day Fishing Derby (June 15/16), an event he was a part of for many years. The family asks that in lieu of flowers, please make a donation to the Canadian Cancer society. Albas: Read the federal budget’s fine print Most critics have labelled this budget as an ‘election year goodies’ budget that targets certain voting demographics that the Liberals hope will translate to votes in the October election. My concern with this budget is somewhat different. As you may have heard, household debt levels here in Canada are at an all-time high. Household debt as a percentage of gross income in 2016 was 166%. In January of 2019 that has now increased to 176%. Why do I mention that in the context of this budget? The new “Canada Training Benefit” on the surface sounds like a good program encouraging job skills retraining. However when you read the fine print only $250 is available per year up to a career maximum of $5,000. The challenge that I am already hearing is the majority of training programs cost well in excess of that amount. Many skills training programs are literally thousands of dollars or more. For many workers to benefit from this $250 training credit it will mean borrowing thousands and increasing household debt. Similarly, to access the credit of $5,000 towards the purchase of a new electric car for most would mean borrowing up to the maximum for the program amount of $45,000. This again results in more household debt for anyone borrowing for a new vehicle purchase. A similar situation is created with the new home

buyers program. Rather than eliminate the GST on affordable new housing (as has been done with the PST provincially), this budget only offers more options that encourage borrowing. Borrowing $10,000 more from your RRSP, up to maximum of $35,000, is an option that few new home buyers can access. The new first time home buyers incentive on the surface sounds helpful. The program can help provide between 5-10% of the down payment towards a maximum CMHC insurable mortgage up to $480,000, not counting the total down payment. The challenge with this program is also in the fine print. The maximum $480,000 mortgage value is also based on the programs maximum allowable household income level of $120,000 annually. In a community where the average household income is $70,000, the maximum value under this program is set at 4 times the income, meaning a CMHC insurable mortgage limit of just $280,000. A significant difference. These are just a few examples that all point towards increased household debt in order to access the benefits of these programs that ironically are themselves being offered by a $19.8 billion deficit budget. -Dan Albas, MP for Central Okanagan-Similkameen, Nicola
