Owners of the private property that accommodates Turner Park are hoping to turn the property into a new neighbourhood. However, before District of Peachland council can make that a reality by rezoning the property, the owners have begun reaching out to the public. Planners would like to use the 8.6 acre parcel to build 34 units as small lot residential houses, duplexes and three-plexes. They have also proposed to devote around a quarter of the land as park, trail and open space. “I would encourage them to leave 25 per cent as park space,” said Mayor Cindy Fortin. “But we can’t tell them what to do. We can’t hold the
land hostage until they do what we say.” The district has been leasing the property from the developers to use it as park space, paying them the annual value of municipal taxes ($5,700) for use of Turner. Fortin said she hasn’t taken a position yet, but if the proposed neighbourhood proves to be in sync with the official community plan, she wouldn’t want to discourage development. “It would be really unfair for us to say to somebody, ‘you can’t build on your own land.’” Developers held an open house on Dec. 8 to present the preliminary designs and concept to the public. About 80 people made their way through the Little School Hour during a three-hour window, when staff from CTQ Consultants were on hand to answer questions. Continued on Page 3 . . .

Beyond the worries of lost park space, concerns were raised over how the value of nearby properties could be affected; having the sports box relocated somewhere far away; and traffic congestion within the area. Hilda Koen, who lives on Jackson Crescent and runs a bed and breakfast out of her home, was at the open house from start to finish. One of her biggest concerns is that the new buildings might obstruct her property’s view of the lake. “The proposed townhouses on that slope would pretty much wipe out my view and take away an hour of sunlight,” she said, adding that privacy would likely also be lost. She believes that would be compounded by two to three years of constant dust, heavy machinery and noise. “It would pretty much kill my business,” she said. However, Koen believes there is a compromise. “As long as they’re built back far enough on the slope … so I don’t lose my privacy,” she said. Ten-year-old James Fulton was at the open house with his mom Michelle, and they both feel the same way – they don’t want the property developed. They’re both avid users of the park and James first learned to ride his bike there. Michelle wants Turner Park to keep being
used as a place where kids have Nerf gun fights, fly model airplane, kites and go skating and tobogganing in the winter time. Another bed and breakfast owner keeping an eye on the issue is 73-year old Ahmed Glodjo, who operates A Day’s Dream on Jackson Crescent. Glodjo is glad to be participating in the process while the proposal is still fluid, “but it is very sad the district cannot keep this property as is, as a park and potential recreational area.” Once park space is gone there is almost no chance of getting it back, he said. If it does get developed, then Peachland will be losing green space as a means to accommodate a greater number of recreational users. “If we develop more, we will need more parks and sports fields,” Glodjo said. “The best solu-
tion is for district to buy it and make it recreational area. If they have to increase taxes we’ll pay our taxes.” Also at the open house was Joy Carvello, a realtor from West Kelowna, who sees things more from the developer’s perspective, though she recognized her opinion wasn’t popular. “It’s private land and the owners have a right to develop,” she said. “They’re being responsible by going through this process.” After analyzing public feedback, developers will decide whether their proposal needs fine-tuning before presenting it to council. “A lot more has to transpire before we even consider rezoning it,” Fortin said. “But as much as it’s a beloved park in the community it doesn’t belong to us.”
If it goes ahead, the new development will offer several new homes at reasonably affordable prices, “and we need homes for young families to get started,” Fortin said. “It’s a bit of a dilemma.” Ed Grifone, senior consultant with CTQ, said the public did a very good job articulating the issues at the open house. He said developers are aware that many members of the public feel a strong attachment to the park and that his team anticipated the issues that were brought up. However, he said a few of the concerns brought forward were ill informed. “Some people will tell you first and foremost what’s on their chests before they will read all the info and details,” he said. “Some people went right to drawing of plan and didn’t read info. You have to read
all of the information to get whole plan in context.” Addressing concerns about an increased traffic flow, Grifone said it’s possible the district will require developers to undergo a traffic impact study. “We always realize traffic is a concern when people see one new unit let alone 30,” he said. Grifone said the next step is for developers to analyze the surveys that were submitted at the open house, as well as all other input, and decide if the proposal should be tweaked or not before presenting it to council.

In the evolution of our tools, natural selection should have eradicated crappy Christmas tree stands from existence a long time ago. There’s no way of using one without feeling like a clumsy infomercial actor and they’re still being sold at every department store. A need for good Christmas tree stands has existed longer than anybody can remember, yet factories are still producing these rinky dink plastic stands with screws that strip from their plastic threads under the slightest resistance. They struggle to properly stand a can of soup. The engineers who designed them couldn’t have been up against any sort of quality standards. It’s hard to believe that these terrible products are being designed so feebly by accident. It’s more likely that big corporations sabotage the cheapest version of their products in order to upsell the masses. People who buy

CRAPPY CHRISTMAS TREE stand owner Vanessa Hoskins wonders if her tree will ever stand up straight again.
Christmas tree stands, no matter how affordable, should not have to lean their tree against a wall. Those of us who always cheap out and buy they most basic models deserve a little more respect. We shouldn’t have to augment our Christmas tree stands with duct tape and bags of rocks just because it costs less than $50. Surely the tool and die maker
knows how to rejig the plastic casting machine to make sure it produces Christmas tree stands that actually serve their purpose. Big corporations are one of the reasons we have nice things, but their insatiable thirst for profit leads to this kind of slimy, albeit legal, practice. I’ve regretfully had imperfect products published in print, but
I don’t make purposefully make errors in an effort drive fed-up readers towards a premium news service. It’s a clever tactic to deter consumers from buying a company’s less-profitable items, but consumers should stop supporting big businesses that don’t make an honest effort. Dan Walton Editor
West Kelowna suffers from not having a vibrant downtown core. Westbank has the potential to be that. City Hall recognized this when deciding where best to relocate their operating centre. The City Hall initiative did not pass but the benefits of the location still hold true. The problem is Highway 97. It severs most of West Kelowna; Westbank suffers the most. The province is planning to improve key bottlenecks at the Boucherie Road intersection and possibly the Westlake Road one. This will likely shift congestion and compound the problem in Westbank. What to do? I propose a bold move. Tunnel directly under Westbank. The geography makes it possible because downtown Westbank sits on a hill. Geography, such as steep hills and ravines, work against other possible alternatives to a Highway 97 bypass. The tunnel could be combined with an improvement of the Powers Creek riparian zone. Currently the creek passes under Highway 97 through a galvanized steel pipe disrupting the continuity of this unique riparian habitat. Yes this will cost lots of bucks. I estimate $11.5 billion. That’s roughly 1/3 the cost of the bridge to replace the George Massey Tunnel in Delta. The benefits would be ginormous for West Kelowna and the Okanagan. We would get the downtown core we have been wanting for so many years. Air pollution would be reduced because flow through traffic would not be impeded by Westbank’s notorious stop lights. I see the Westbank Tunnel as a prudent investment in West Kelowna’s future. Where will we be 20 years from now if we simply let Highway 97 expand and take over our community? Steve Burke West Kelowna

RCMP raid two alleged drug houses in West Kelonwa DAN WALTON EDITOR

Guns, bricks of cash and kilograms of heavy drugs – suspected to be a mix of fentanyl, heroin, meth and cocaine – were seized from two West Kelowna properties resulting in seven arrests on Nov. 30. “We strongly believe these arrests will have a notable effect on the immediate availability of illicit drugs in the Central Okanagan,” said Corporal Jesse O’Donaghey, spokesperson for the Kelowna Regional RCMP. “Police believe that this seizure represents at least 342,000 individual doses on the street.” Police had been investigating the alleged drug operation for two months leading up to the seizure, as they had a lead that a West Kelowna property was supplying drug dealers and drug houses primarily in Kelowna. The two warrants were issued for properties on Smid Road and Old Ferry Road. The Kelowna RCMP Street Enforcement Unit was assisted by RCMP Police Dog Services, the Kelowna RCMP Downtown Enforcement Unit and the West Kelowna RCMP in the bust. Those arrested, six
men and a woman, are all believed to be connected to the operation. “RCMP have gathered intelligence which suggests that a significant amount of the illicit drugs that were being sold on the downtown streets of Kelowna, were being supplied directly by the West Kelowna drug operation,” says Sergeant Alex Lynch, head of the Kelowna RCMP Street Enforcement Unit. “It was the dedicated work by many of our officers, who utilized a number of investigative techniques available to them to bring this investigation to a successful conclusion.” In total, the count was 1.32 kilograms of suspected fentanyl-laced heroin; 2.1 kilograms of suspected methamphetamine; 10 ounces of suspected cocaine as well as some other suspected drugs. More than $100,000 in Canadian currency, unrestricted firearms and thousands of dollars worth of suspected stolen property. “Terry Weninger (44) and Robert Colbon (59) of West Kelowna, along with Darcy Lenko (52) of Penticton, each appeared in Court and have since been remanded in custody,” the RCMP reported. “Each have been formally charged with multiple counts of possession of a controlled substance for the purpose of
trafficking.” “Lance Wust (42) of Kelowna has been charged with possession of a controlled substance. He was later released by the Courts on strict conditions. The remaining individuals arrested, a 52-year-old West Kelowna man, a 22-year-old Vernon man and an 18-year-old Kelowna woman
Alleged mail thieves busted by bait A man and woman have been arrested and charged after they were found with a cache of mail believed to be stolen from mailboxes in Peachland. Police located the suspects by tracing a trackable piece of bait mail to their location. At 2:51 a.m. on Dec. 12, West Kelowna RCMP were notified that mail had allegedly been stolen out of the box in the 3800 block of Dryden Road in Peachland. When investigators discovered that bait mail had been taken with all the rest, Canada Post inspectors and the RCMP were directed towards the Shell gas station in the 2500 block of Dobbin Road in West Kelowna. Two occupants inside a red 2002 Oldsmobile Alero were taken into custody without incident. Arrested was a 42-year-old man and a 37-yearold woman from Merritt. One of which was breaching court-imposed conditions. They were expected to be in court on Dec. 12. Along with the allegedly stolen mail and bait mail, police also found items in the car they believe were used as break in tools. “RCMP and Postal Inspectors are continuing to work together to deliver the recovered mail to its intended destinations and rightful owners,” said Cpl. Jesse O’Donaghey with the Kelowna Regional RCMP. “Amongst the items seized by investigators, police recovered a cellular phone, gift cards and Canadian Passports.” Anyone with any more info is asked to call the West Kelowna RCMP at 250-768-2880.

Everyone is very excited as preparations for the 3rd Annual Community Christmas Dinner are underway. The Peachland Wellness Centre (PWC) is hosting the FREE Community Christmas Dinner on Christmas Day! As in past years the dinner will be held at the Peachland Legion who partner
with the PWC and allow for the no alcohol, all age, community event. SANTA CLAUS will make a special appearance and hand out gifts for all children. Thanks to many area restaurants who will be cooking up a storm. All who attend will go home with full bellies, great memories and a smile upon their face. VIEW STAFF There needs to be better enforcement against marijuana-impaired driving and people under 18 shouldn’t have access to it, the federal government was advised on the road to legalization, among 80 recommendations that came with a report from the Cannabis Task Force earlier this week. “Our foremost concerns are about keeping cannabis out of the hands of children and youth, curb-
ing drug-impaired driving and addressing any implications that legalization may have for our continued efforts to end gun and gang violence on our streets, which is largely driven by the illicit drug trade,” said Minister of Public Safety and Solicitor General Mike Morris. “The illegal market for cannabis that exists today has abetted criminal organizations while also saddling many young Canadians with the stigma and ramifications
of a criminal record for possession.” Morris said the “responsible regulatory framework” outlined in the report should be approached with caution. “Canada has an unprecedented opportunity to pioneer national cannabis legalization while better protecting people under 18, road users, those who consume cannabis for medical and other reasons, and other people from the potential implications of that broadened access.”

Holiday traditions are important in every family, regardless of religion or how you choose to observe the holiday season. They provide meaningful and cherished lifelong memories and more so, an opportunity to spend quality time together. Family traditions can be as simple as you make them; they can be a Christmas Eve family game night by the fire, preparing a holiday meal as a family, saying grace or even a Sunday spent together helping others at the
neighborhood food bank or soup kitchen. A strong family finds that opportunities for quality time emerge from quantity time: The more time you spend together, the better chance you have of sharing quality experiences. Eating meals together, talking about the events of the day, sharing joys and defeats, doing household chores together and spending some evenings popping corn and watching movies are examples of shared activities. Some families even schedule one evening every week for special family activities. Doing things a child or spouse wants to do also sends a strong message of love. It’s a good idea to identify the things family members want to do together. Children will not forget meaningful one-on-one time.

The winter that solidified the surface of Lake Okanagan
4th Annual Tree of Memories Honour a loved one this holiday season at the District of Peachland Cemetery, where a Tree of Memories will be available for visitors to place an ornament in remembrance of their loved ones. The holidays are a time of reflection and celebration. Placing an ornament on a Tree of Memories can help bring some peace to friends and family during this special time of year. Visitors can place an ornament on the tree between now and Friday, January 6 2017 from 8 a.m. to 5 p.m.

No History? Know history - as you follow the strange tales of the little town of Peachland in the weekly ‘Know it All - About Peachland’. As a tribute to a century of stories a few are included in this weekly spot. The winter of 19491950 was very cold. It caused a lot of damage to sensitive soft tree fruits like peaches. Did you know the Okanagan Lake Froze solid from side to side and end to end? At first the ice was almost clear with no snow on it. Cars and a ski equipped sightseeing airplane were great attractions on the ice in front of town. Anyone that had skates was out on the lake enjoying this rare experience. It was a real ice-breaking problem for the
Kelowna Ferry and the tugboats with barges. You could drive a car to Rattlesnake Island and back. Some people were seen chasing coyotes on the lake with their motorcycles.
And circumstance allowed an airplane on skis made a landing in Peachland and offered $5 rides. But while there were benefits to the extreme cold, peaches trees were wiped out and apricots took a big hit.

Ornaments will be removed by Public Works Staff after January 9th. Those who wish to retrieve their ornaments can do so by contacting the Cemetery Office at (250) 767-2108 before January 29th, 2015. Any unclaimed ornaments may be donated for charitable use. The District of Peachland Cemetery is located on Vernon Avenue, off Princeton Avenue.

TUESDAY’S PROGRAMMING AT the Boys and Girls Club was a little less crowded than usual as many of the youngsters were busy preparing for the Christmas Concert that night at Peachland Elementary School. Friday, Dec. 2 marked the third annual Christmas Light Up, a fun, free family event offered by the District of Peachland, and the Peachland Boys and Girls Club was very excited to help kick off the festive season! From 5 to 6 p.m. the Club hosted the Pre-Parade children’s party where activities included themed crafts such as Jingle Bell sticks, starlight lanterns, face painting, and an energetic sing along with Papa Thom. At 6 p.m. the Christmas Glow-Parade began and children and families eagerly followed Santa and Mrs. Claus on a fire truck along Beach Avenue to Heritage Park. At the park more exciting festivities took place including the much anticipated count down and light up. Heritage Park was bustling with holiday cheer, entertainment, hot refreshments, a bouncy castle, face painting, Canadian Tire Jumpstart game booth and a family photo booth for everyone to enjoy. The Okanagan Boys and Girls Clubs value being a part of every community that we serve.

Belonging and engagement at both a community and Club level is a common feature in all Club programming. We strive to do this by promoting respectful environments, modeling the value of being actively involved, and providing opportunities for leadership and empowerment for children and youth to support and influence their Club and community. Along with being involved in community events and highlighting a youth as the Club Member of the Month, we have started ‘Leader of the Day’ in our After School program. Each day a different child has the opportunity to choose and lead a special activity for the other members. This strengthens peer relationships, helps to develop positive self-image, and provides a sense of leadership and belonging. After implementing this throughout November, we notice that children are eagerly anticipating ‘their’ day and enjoy sharing their favourite activities with the other children who in turn are learning to be a respectful and supportive audience. With the holidays only a few short weeks away, the staff at the Club are busy planning fun activities for kids and teens during Winter Break. We will be offering a variety of programs to keep kids busy from Dec. 21 – Dec. 31 including full day programs for 6-12 year olds as well as drop-in recreation programs and outtrips. Legion follows tradition of dishing out tens of thousands of dollars to local organizations VIEW STAFF The Royal Peachland Legion Branch 69 celebrates its 90th birthday on Dec. 23. And for the past several decades, members have been granting huge amounts of money towards charities and non-profits with locally based organizations taking priority. Each year there is an average of $20,000 distributed. The Legion uses a criteria to weight the donations on a case-by-case basis. This years recipients were the Peachland Boxing Club; Canadian Cancer Society; Heart and Stroke Foundation; Peachland Citizens Patrol; Peachland Community Policing; Kelowna General Hospital Foundation; Peachland Food Bank; Juvenile Diabetes Research Foundation;Peachland Variety Singers; Canadian National Institute for the

“Best concert ever” at 50+ Activity Centre SUSAN VAN NOORTWYK
PEACHLAND 50 + ACTIVITY CENTRE What a fabulous weekend we had at the Peachland 50+ Activity Centre. It started Friday night with the Christmas Potluck. The Centre was beautifully decorated and the tables set with a holiday flare. There was plenty of turkey and ham for everyone and the attendees brought so many traditional treats. We had home-made cranberry sauce and mustard, cabbage rolls, ambrosia salads, Christmas cookies, and trifle pudding as well as all the mashed potatoes, stuffing, vegetables, an array of salads, pies, and puddings, chocolate cake, and holiday jello. No one went away hungry. Following dinner and door prizes Wendy Rodocker entertained us with many old familiar tunes that had, I am sure, everyone tapping their toes. There was lots of dancing. It really was a fun evening enjoyed by almost 100 people. Then came Sunday and the Peachland Variety Singers presented their Christmas concert entitled “Our Favourites” to an enthusiastic audience of over
100. The choir sang 12 songs under the direction of Phyllis Papineau, all chosen by the choir members themselves. They were accompanied by Margaret Martin on piano, Gwynn Ketel on flute, Richard Papineau on trumpet, and Ellen Coleman on maracas. The performance also included 4 “Treasures”: A Long Line of Love, guitar and vocals by Ron Heichert, The World is Mine a recital by Michele Cain, Little Toy Train sung by “Santa’s Helpers, and then Syd Kendrick singing I Believe. What talent we have in Peachland!! The concert ended with You Raise Me Up by Josh Groban and Hallelujah by Leonard Cohen, both very moving. The songs were all presented beautifully and quite a few people declared this their “best concert ever”. Following the concert the audience enjoyed a sing-a-long with traditional Christmas carols and then a time of treats and fellowship. It was a lovely way to spend a pre-Christmas Sunday afternoon. VIEW STAFF The BC Medical Foundation will be topping up the Dustin Klassan Medical Fund by $5,000 once it hits the $10,000 millstone. As of press deadline, the Gofundme page was at $7,848. “It was absolutely amazing to hear about and it will most definitely allow Dustin to continue along his medical journey,” said Dustin’s wife Kayla. “We are extremely grateful for our community’s kindness with helping us in many different ways and to the BC Hospitality Foundation for their willingness to help.” Dustin was diagnosed in March with a rare form of bone cancer and has been treating it with costly but effective natural remedies. The BCHF said he is eligible for funds because Kayla has worked in the hospitality industry for 17 years. “Supporting Dustin is humbling and a privilege,” said Alan Sacks, the executive director of the BC Hospitality Foundation. “The BCHF is very pleased to be able to assist Dustin and his family in their battle to overcome Dustin’s Cancer. The fact that we are helping Dustin and others facing a financial crisis related to a medical condition emphasizes the need for a Foundation like the BCHF. Unfortunately there are many working or with close family working in the hospitality industry that require a financial safety net.
