Thanksgiving in North America had originated from a mix of European and Native traditions. Typically in Europe, festivals were held before and after the harvest cycles to give thanks for a good harvest and to rejoice together after much hard work with the rest of the community. At the time, Native Americans had also celebrated the end of a harvest season. When Europeans first arrived to the Americas, they brought with them their own harvest festival traditions from Europe, celebrating their safe voyage, peace and good harvest. The modern Thanksgiving holiday tradition traces its origins to a 1621 celebration at Plymouth in present-day Massachusetts. There is also evidence for an earlier harvest celebration on the continent by Spanish explorers in Florida during 1565, as well as thanksgiving feasts in the Virginia Colony. The tradition continued by civil leaders to celebrate good harvests. Thanksgiving in the United States was observed on various dates throughout history. The dates of Thanksgiving in the era of the Founding Fathers until the time of Lincoln had been decided by each state. The first Thanksgiving celebrated on the same date by all states

was in 1863 by presidential proclamation. Since the final Thursday in November had become the customary date of Thanksgiving in most states, President Abraham Lincoln in an effort to foster a sense of American unity between the Northern and Southern states, proclaimed the date to be the final Thursday in November. It was not until December, 1941 that the unified date changed to the fourth Thursday in November by federal legislation. The HOA Board and Staff wish all of the membership families a safe, joyful and thankful holiday. BONFIRE The Annual Dominion Bonfire event is scheduled for November 20, 2011 from 5PM to 8PM at the Pecan Gove near Dominion Village. This is always a fun get-together to meet other Dominion resident families and enjoy the good food. No reservations are necessary and please contact the HOA office if you need more information. Dominion residents will soon be receiving a letter explaining the new QuickPass security system being installed at all three entry gates to The Dominion. Please carefully review the contents of this letter. This new system was installed after a very deliberate study by your HOA’s Board and staff. The present system is not meeting the clearly expressed security concerns of our residents. The new system will eliminate the use of “hand held” transmitters which has allowed access without assuring the entrant was cleared to enter. The transmitters will be replaced with a windshield sticker transponder that will not operate if removed from the windshield. Further, with the cooperation of the residents by properly inputting visitor data, the new system will create a more efficient and speedy entry for visitors and vendors. Another feature of the new QuickPass system will be lights signaling when an entering vehicle may proceed through the gate. This is designed to prevent tailgating and a series of cameras will record entering vehicles and these recordings will be used to resolve issues related to gate arm accidents. There will be a fee of $35.00 charged for each new window sticker transponder. The current transmitters are $40.00 each. In addition, after the first year, there will be a yearly activation fee of $15.00

per sticker. These charges will be solely used to recover the cost, installation and maintenance of this new, state of–the art system. It is critical that all residents provide the information needed for the new visitor management system. This can be done from a computer or by visiting the HOA office. We believe you will find the database input for your residence to be easy to do. If you have any questions about this new system, please contact the HOA office. DUMPING The Dominion neighborhood and umbrella covenants require that vacant lots be kept in a neat and orderly condition. Accordingly, it is the responsibility of the lot owner to maintain their property in the proper condition. It appears that there are several instances of dumping of construction materials on vacant lots. Some of these instances are illegal and without the owner’s permission and other cases are approved by the owner but still may be in violation of the Dominion covenants. All members of the HOA are encouraged to report to the HOA office or Security in out-of-office hours any material dumping that they may witness. The HOA will be taking a more aggressive role in enforcing our covenants in this matter. LANDSCAPE/IRRIGATION The Landscape Task Force and Development Committee have (Continued on Page 6)

THE OUTLOOK The Dominion News- (Continued from Page 5) made a final contractor selection for the irrigation work in Test Sites 1 to 5 as well as the landscape refurbishment for Test Site 1. Work will commence in the next several weeks. As you will recall from earlier Newsletters, this effort will provide critical information for the planning process to perform a complete infrastructure change of the irrigation equipment with a common management control system and refurbishment of all common area landscaping where needed. The Landscape Task Force is also actively involved in selecting a vendor to inventory all of the large common area trees for damage assessment from the existing drought. The committee will receive an arborist assessment on pruning, hand watering and treatment in order to save our trees. The Task Force is also reviewing the selection choices for winter annuals for the main and north entrances. Finally, the Task Force has redesigned plantings for beds throughout the Dominion which historically were planted with flowers bi-annually. These beds have remained empty during SAWS water restrictions this summer. Once these restrictions are lifted the Task Force plans to install low water perennial plants in these beds. The Landscape Task Force would also ask homeowners to help influence some of our PUD neighbors to improve/refurbish their landscape. Commercial space such as the Keller Williams Sales Pavilion, Dominion Country Club along Dominion Drive, Chase

Bank and CVS are just some of our neighbors that we are encouraging to increase their landscape plantings and maintenance. FIRE HYDRANT FLOW PROJECT Good news!! All of the Right of Entry forms that were sent to approximately 17 homeowners have been signed to give SAWS permission to enter their property in order to perform surveying tasks in order to validate the design that SAWS is working on to relieve the fire hydrant flow rate issue is certain areas of the Dominion. The HOA will continue to work with SAWS on this project and monitor their progress. The next step will be finalization of the remediation design by SAWS that will be reviewed with the HOA and any affected property owners. Unfortunately, work on this does take time and we are not expecting to see anything from SAWS until early next year. DEVELOPMENT COMMITTEE The Development Committee is seeking a Dominion resident who is a professional engineer to volunteer their time and become a member of the committee. ALAMO HEIGHTS STUDENT WINS BRONZE AT THE NORTH AMERICAN CUP

Farrah Lee-Elabd, age 13, won the Bronze Medal in the Youth 14 Women’s Epee category at the 2011 North American Cup fencing competition which took place at the Austin Convention Center this Veterans Day weekend. The North American Cup is one of the largest and most prestigious fencing competitions in North America with more than 2,000 Olympic and Junior World Championship Team hopefuls competing over the span of four days. On Sunday, November 13th, Farrah competed against 65 of the best fencers in the USA and Canada. She took the bronze medal and earned a national rating (C2011). Farrah is an 8th grader and honor student at the Alamo Heights Junior School and has been in the Spanish Immersion Program for the past seven years. She enjoys fencing and has been competing nationally and internationally for more than four years. Earlier this year, Farrah won the Silver medal at the Pan American Youth Championships in Ixtapa, Mexico fencing for Team USA. Farrah belongs to the Olympian Fencing Club (http://www.OlympianFencingClub. com) in San Antonio, Texas where she trains with some of the best fencers in the country. Farrah is coached by Velizar Iliev, a US Olympian and three-time World Champion.

Cover Up Those Bald Spots By Brad Wier With a forecast for continuing drought and watering restrictions, the cooler weather is the perfect time to revive the scorched, bald areas in your lawn. In fact, converting bare spots in your yard to shrubs or beds will save water and make for a more attractive landscape next summer. But you needn’t break your back or budget to do so. Here are a few tips to get you started: • Use a garden hose to create an outline of bed areas that frame turf and walking areas. Simplicity is best. • Accent borders with rock or with formal edging materials. • Work zone by zone if you have sprinklers. SAWS offers rebates for capping or converting high-flow sprayers and rotors. • Line mulched areas with porous landscape fabric or thick layers of newspaper or cardboard to help discourage weeds. • Cover with two to three inches of cedar mulch, which can be refreshed as needed. Eventually, xeric plants can be established while any returning grass is brought under control. Permanently removing grass isn’t always easy. St. Augustine can be removed with a sharp shovel, but Bermudagrass requires persistence and chemical treatment during the growing season.
