If you have not already done so, please register your pool card on opening day. Prior to obtaining your sticker, please contact accounts services at Spectrum at 210-494-0659 if you feel you are not current with your dues. You will not be eligible to receive a sticker if you have a balance. Please bring with you the completed attached registration form(s). If you happen to have a renter residing in your home, please be sure to complete the attached renter form and have it notarized. These will need to be present at the time of registration. WILDHORSE Dog Barking Nuisance

Dear Wildhorse Residents: Several residents have recently complained to the Wildhorse Homeowner’s Association Board of Directors about dogs barking excessively, which clearly constitutes an annoying nuisance. The Board, however, has no authority to enforce laws dealing with animal nuisances. So, who should residents contact to resolve their complaints? If the barking appears to be directly related to mistreatment of the dog or dogs in question, call the Bexar County Sheriff’s Department at (210) 335-6000 to report animal cruelty. Under Chapter 42.09 of the Texas Penal Code, a person commits the offense of animal cruelty if he or she, among other things, intentionally or knowingly tortures an animal, fails unreasonably to provide necessary food, care, or shelter for an animal in the person’s custody, or transports or confines an animal in a cruel manner. If law enforcement investigates and has reason to believe a criminal charge is or may be warranted, it may impound the subject animal(s) and arrest the person suspected of cruelty or may remove the animal(s) pending further investigation. Either way, the problem may end there. Obviously, however, most situations probably don’t involve animal cruelty. In normal circumstances, a homeowner facing annoying dog barking may call 3-1-1, which is the City of San Antonio call center phone number, to report the problem; the city has contracted with Animal Care Services to investigate reports of animal nuisances and enforce the ordinances addressing these violations throughout Bexar County. Pursuant to the General

Complaint-Driven Code Inspection Process, available online at http://www. sanantonio.gov/ces/Training.aspx, when a complaint is made an officer is dispatched to investigate the complaint and issue a notice in person to the person alleged to be in violation. If that person is not available, notice will be sent by mail. After the expiration of a date by which the offender is to have corrected the situation, a second inspection is conducted to check the status. If the violations have been removed, the case is closed. If not, the officer may file a criminal complaint in the Municipal Court. As a practical matter, the Process summarized above may require considerably more effort than indicated. In fact, the customer service representative I spoke with at 3-1-1 acknowledged that complaints are rarely investigated after the initial complaint and further stated that the most effective way to solve the problem is to make numerous complaints (i.e., the squeaky wheel gets the grease) and document your efforts. Finally, there is a more direct approach to handling the nuisance of persistent dog barking. Section 5 of the City of San Antonio Code Ordinances offers a homeowner the option of filing a complaint by affidavit with the Municipal Court. This approach will result in the dog owner being summoned to court to address the allegations and, therefore, may require the testimony of the complaining resident if the alleged violator fights the charge(s) against him or her. Bexar County Citizens & Cellular on Patrol General Summary

On March 3, 2012, Bexar County Citizens gathered to inform themselves and be part of an organization that allows citizens to take action and help prevent criminal activity. COP program involves three unique features: 1. Members of neighborhood groups receive free training from the Bexar County Sheriff’s Office. 2. Graduates patrol their own neighborhoods using their cell phones for quick emergency and non-emergency assistance. 3. Funds to support the program (ID cards, logo shirts, etc.) are donated by local businesses and non-profit organizations.” *Citizens on Patrol refers to the fundraising part of the program. *Cellular on Patrol refers to the graduates who patrol their neighborhoods using their cell phones for emergencies and nonemergencies. The Neighborhood Watch Program is also geared to involve citizens but within a specific neighborhood and to share periodic communication with our neighbors and volunteer block captains in order to leverage more awareness within our Wildhorse Neighborhood. The Sheriff’s Office is also recruiting for the Explorer Program, which is designed for young adults wanting to be part of the crime prevention and law enforcement family. WILDHORSE Damage and Dumping in Wildhorse Spectrum Association Management

If I witness illegal dumping in Wildhorse, to whom do I call to report the incident? Please contact Bexar County Public Works at 210-335-6700. If you see illegally dumped material or a spill in a stream, creek or river, call the San Antonio River Authority’s environmental investigator at (210) 302-3609 to report it. Sadly, recent dumping has been reported in our wonderful neighborhood. Not only is this unsightly but dangerous to our community and environment. From small/dangerous items such as candy wrappers, paper, drug paraphernalia, tree limbs and mulch; to large items such as recliners, couches, mattresses, shopping carts and more. I am sure this saddens you to hear however; it is even worse to see. This is being done primarily in drainage ditches with a heavy focus on the area behind the Lilly Valley area. While this seems to be the main area of focus, litter has been found throughout the neighborhood behind a few homes appearing as though it were tossed over the fence with not a care in the world. It may be easy to turn a blind eye and walk away, but please know that the time taken to do something about this has unspoken value. The removal of the trash also comes with a price. If it falls on County property, then the county is responsible for the disposal of the trash. If the trash is on association’s property, then it is the HOA’s responsibility to clean it up which means that it is your dues which will be used to pay for the cleanup as opposed to making improvements.

You can assist in fixing these problems by recycling or properly disposing of garbage, especially hazardous household wastes, tires, furniture and large appliances. You can also help your local government to stop illegal dumping by reporting illegal dumpers and dumpsites. When it comes to recycling or disposing of electronics, household hazardous waste, brush, appliances or tires, you have options. The City of San Antonio and Bexar County offer free programs that can help you recycle or dispose of waste properly. We ask that you assist in preserving what we have and help make this a place you would like your children to raise their children. Our

main goal is to improve the look of Wildhorse with a constant shift of upward beautification not a constant reminder of how we should be maintaining our investments. In addition to the dumping, our land is also being damaged by the use of 4-wheelers in the spill ways and in the open by a few of the retention ponds. What may not be considered is the cost associated with this action. When these vehicles are used on our property, they damage the irrigation and effects how the land lays for mowing. It increases difficulty for the landscapers to use the type of equipment they have when there are large divots and tracks in their path. As a result the landscapers are refusing to mow these areas to avoid potential damage to their equipment and further damage to the grass. Over time, it will affect the look of the area negatively.

SAWS Update Year-Round watering restrictions (listed below) are in effect when the Edwards Aquifer level is above 660 feet mean sea level at the monitored well. These rules continue until there is an announcement in the newspaper that Stage One is in effect. • Landscape watering with an irrigation system or sprinkler is permitted any day of the week between 8 p.m. and 10 a.m. • Hand watering with a hand-held hose, drip irrigation or bucket is permitted any time of day. • Washing impervious cover such as parking lots, driveways, streets or sidewalks is permitted without runoff to avoid water waste. • Water waste is prohibited at all times. Allowing water to run off into a gutter, ditch, or drain or failing to repair a controllable leak is considered water waste. • Residential, commercial, industrial and agricultural Edwards Aquifer water users should use common sense and best practices to avoid water waste. • Noncommercial washing of vehicles and mobile equipment (such as washing vehicles at a residence) is permitted any time. Use of an automatic shut-off nozzle or a bucket of 5 gallons or less is recommended to prevent water waste. • The use of commercial vehicle wash facilities is permitted any day.
