Cicada Killer Wasps DON'T PANIC!

Large wasps flying low over the lawn can be a common, and sometimes frightening, sight at this time of year. Things can get alarming when those wasps become territorial and fly around your head until you leave the area. These wasps are usually accompanied by holes in the yard or flower beds that are surrounded by small piles of dirt. The wasps are cicada killers and aren’t anything to panic over. Cicada killers are about 1 ½ inches long with a reddish-brown head and Cicada killer wasp thorax and an abdomen that is black with yellow markings. Wings have a rusty tinge. The males can be aggressive and buzz near people, but males are unable to sting. Females are capable of stinging but are rarely aggressive towards humans or animals. Females dig burrows in the ground and use these burrows as nesting areas. Females sting and paralyze cicadas, take them back to the burrow and then lay an egg upon it. When the egg

Hole created by a cicada killer hatches, the larvae feed upon the cicada provided. Cicada killers usually do not warrant any control methods. They are actually beneficial insects that help to reduce populations of cicadas. If you feel that you must do something to manage them, you can sprinkle insecticidal dust around the opening of the burrow.

Regional System SendsNotification Alerts During Emergencies System Sends Alerts During Emergencies More than 10,000 people across Central Texas have registered with the Capital Area Council of Government's (CAPCOG) newly updated Regional Notification System. Friends, neighbors and relatives are encouraged to join today. The free service, previously called the Emergency Notification System, can alert participants if a large emergency or major incident happens in their area or a loved one’s area across Bastrop, Blanco, Burnet, Caldwell, Fayette, Hays, Lee, Llano, Travis and Williamson counties. It has been used to warn people during a flood; to instruct residents during an ongoing law enforcement SWAT operation; and, in the 2011 Labor Day wildfire outbreak, to contact more than 9,000 residences and businesses in Bastrop, Travis, Fayette, Caldwell, Hays and Burnet counties. Register your cellphone, landline, email address or pager to get alerts by voice call, email or text. Registration takes about 15 minutes, and you can register online at http://wireless.capcog. org or by phone at 866-484-3264 (a toll-free number).

Regional Notification System Frequently Asked Questions What is the CAPCOG Regional Notification System?

The CAPCOG Regional Notification System, formerly the “Emergency Notification System”, is a Web-based tool available to participating public safety and other governmental organizations in the 10-county CAPCOG region to notify personnel or residents regarding timesensitive information that might affect them. The CAPCOG region includes Bastrop, Blanco, Burnet, Caldwell, Fayette, Hays, Lee, Llano, Travis, and Williamson counties. Notifications can be received in a variety of ways, including cell, home and work phones and by text messaging and email. The messages delivered to call recipients may include incident-specific information, recommended protective actions, or directives, to name a few. Why might I be contacted by the Regional Notification System?

The RNS system uses the 9-1-1 database, a commercial GIS database and the citizen registry to notify residents in the 10-county area in situations where property or human life is in jeopardy. Public safety officials will contact those residents associated with a phone number in the emergency-affected area. Each jurisdiction or organization may

use the system–but not the 9-1-1 database– to make non-emergency notifications also but will not make such notifications between 7 p.m. and 8 a.m. Will my contact information be kept confidential if I register it on the CAPCOG RNS Registry?

Yes, only authorized public safety personnel can access the information to make a notification message. No phone numbers are provided to the public. How do I register my contact information to get notifications?

The public may register their information through a Web-based application by following the instructions provided at wireless.capcog.org. Why should I register?

Your landline telephone number is already registered on the Regional Notification System for emergency use. In addition, if you self-register, you can provide your local government agencies with the information needed to make notifications in multiple ways, thus increasing the likelihood that residents and businesses are notified, especially in emergency situations. It also helps us serve the growing number of people using cellphones as their primary contact method.

Highland Park West Balcones Area Should I wait for an emergency notification before I evacuate or take shelter?

If you are aware of a situation occurring in your area, do not wait for a call if you do not feel safe. Take action as you see fit, depending on the emergency. Should I call 9-1-1 when I get an emergency notification?

You should call 9-1-1 only if you believe the situation requires a response by public safety personnel to protect life or property. If you receive an emergency notification regarding a situation in your area and you or those around you don’t need assistance, you should follow the instructions contained in the message and monitor local news media outlets for additional information. If a notification is sent out, is it guaranteed I will receive it if I register?

When the notification is activated, the system will make several attempts to reach registered numbers. However, depending on the emergency, phone systems–both landline and cell–may be inundated with calls, and your provider may not be able to deliver the message. We do not assume legal responsibility for technical difficulties that may result in notification failures. I have five family members in my household, and each has a cellphone. Can I register all of their phone numbers at the same location?

Yes, individuals can register as many numbers as desired–four at one time–at the same location. You would simply do a new registration to add additional phone numbers. Also, individuals may register each phone number at different locations. For example, you can do a new registration for your home, business and school addresses separately with the same phone numbers for each location. Will I still get emergency notification if I don’t register?

If you don’t register, you will still receive emergency notification on your traditional landline home and business phones, but nowhere else. These notifications may take longer, depending on call volume. What do I do if my house does not show correctly on the map when I try to register?

If it is not correct please send an email to tech@firstcall.net, describing the difference. Please include your name, address – including city, state and ZIP code– and a phone number. You can still register before sending this email, and they will correct the address points on the map from their end.

Neighborhood Preservation Update By Donna Edgar HPWBANA's by-laws call out a committee concerned with zoning issues. For the past several years there has not been an active group addressing this area. In light of the recent accelerated rate of demo and rebuild activities in our neighborhoods, and several residents bringing their concerns about these to the board, we are reconstituting the zoning committee, also known as the Neighborhood Preservation Committee. After much deliberation, the neighborhood association board has passed a policy to address these concerns. Its scope is: (1) education and information dissemination of plat restrictions to potential property purchasers prior to their purchasing property in the hope that this will motivate them to comply, and (2) letters to developers who apply for building permits which violate the existing plat and deed restrictions. If you would like to volunteer, contact one of the four board members who are leading this effort: Donna Edgar (donna. edgar@sbcglobal.net), Piet Sybesma (psybesma@austin.rr.com), Jason Lindenschmidt (jason@lindendwell.com) and Dawn Lewis (dawnlew@sbcglobal.net). Beat the Heat with a Tomato-Watermelon Salad September can be just plain hot. In fact, it's almost too hot to cook. I often find myself searching the Internet for stovefree dishes, and one of my favorites for the summer season is a watermelon tomato feta salad. This salad is both savory and sweet and a delicious way to beat the summer heat. It's also simple and quick to assemble, and the presentation is beautiful, making it the perfect dish to serve at your next summer party!

(from Epicurious.com) Ingredients: 8 cups 1 1/4-inch chunks seedless watermelon (about 6 pounds) 3 pounds ripe tomatoes (preferably heirloom) in assorted colors, cored, cut into 1 1/4-inch chunks (about 6 cups) 1 teaspoon (or more) fleur de sel or coarse kosher salt 5 tablespoons extra-virgin olive oil, divided 1 1/2 tablespoons red wine vinegar 3 tablespoons chopped assorted fresh herbs (such as dill, basil, and mint) 6 cups fresh arugula leaves or small watercress sprigs 1 cup crumbled feta cheese (about 5 ounces) 1/2 cup sliced almonds, lightly toasted Preparation: Combine melon and tomatoes in large bowl. Sprinkle with 1 teaspoon fleur de sel and toss to blend; let stand 15 minutes. Add 4 tablespoons oil, vinegar, and herbs to melon mixture. Season to taste with pepper and more salt, if desired. Toss arugula in medium bowl with remaining 1 tablespoon oil. Divide arugula among plates. Top with melon salad; sprinkle with feta cheese and toasted almonds and serve. 10
