Lakeway’s 4 of July Celebration! SU BMI TTE D BY S HE LLY A NS BA CH Spring is in the air, and Lakeway’s 4th of July Celebration is just around the corner. This year’s 40th annual celebration will be bigger and better than ever, with something for everyone, including your four-legged friends. The parade will kick off Saturday, July 4th at 8:30 a.m. at the Live Oak Driving Range on Lakeway Drive, and continue down Lakeway Drive ending at Cross Creek Drive, adjacent to the Lakeway Activity Center. The theme this year is Preserving Our Freedom, which begs us to reflect on all the freedoms we enjoy, and many we take for granted. We are guaranteed these freedoms thanks to the brave men and women who have served in our Armed Forces from the Revolutionary War to the current war in Afghanistan—especially those who have given their lives for our country. Therefore, it is only fitting that we pause to honor and celebrate those who made the ultimate sacrifice defending our freedoms. Leading the parade is Lakeway’s own Grand Marshal Brigadier General Richard T. Drury, USAF, (Ret.). Learn more about Brig. Gen. Drury in June’s Lakeway Voice, The Lake Travis View, Joe Bain’s Blog, and others. The phenomenal line up of parade participants this year includes the 36th Infantry Division Band, (a division of the United States Army and the Texas Army National Guard); a flyover of four Vintage WWII aircraft, flying three passes, with the last one in missing-man formation. The flyover will begin at 8:50 a.m. over Village Square, right after the Honor Guard passes. We are also proud to have the Lake Travis High School Band, the Lake Travis Cavalettes, the Wells Fargo Stagecoach, the Lake Travis Fiddlers, a performing group from Concordia University, Lakeway Dignitaries (including Mayor Joe Bain and his wife Nancy, former Mayor David DeOme and his wife Linda), City Council members, and Linda and Todd Buikema as Lady Liberty and Uncle Sam, in addition to a local America-loving clown and lots of other surprises. Margaret Meyers will serve as head judge of the parade entries, including patriotically decorated floats, bands, golf carts, walkers and vehicles. Any 6

amplified sounds from entries should be patriotic in nature. The festivities don’t stop there! The Pageantry of Flags follows the parade at 10:30 a.m. at the Lakeway Activity Center on Cross Creek, where Bill Dickson will be Master of Ceremonies and Grand Marshal Brig. Gen. Richard T. Drury, will give the keynote address. A free continental breakfast of coffee, donuts and juice will be offered to all before the pageant begins. Entertainment will be provided by the 36th Infantry Division Band, the Lake Travis Fiddlers, and our own Lakeway Wildflowers singing a few of your favorite patriotic songs. Additionally, Margaret Meyers will present winners of the parade entries according to categories, and winners will be presented with an award ribbon. For this special day, the Lakeway Swim Center will be open from noon to 6 p.m. Cost of admittance will be $3 per person all day. The City of Lakeway’s 4th of July parade would not be possible without the cooperation of numerous resident volunteers, the dedicated support of local businesses, pilots of the WWII Vintage Aircrafts, Public Works and Police Departments, as well as the hard work of the Parks and Recreation Department, including the 4th of July Committee, chaired by Andra Dearing. And, there’s still time to join the fun of being a parade participant. Organize your family, friends or classmates to ride or walk the parade route. No extravagant props are needed; just creatively reflect the parade theme with signs, colorful and patriotic attire, and lots of spirit and pride in the freedom of America. LOHMANN’S FORD CHAPTER NSDAR PRESENTS FLAG CERTIFICATE Sue Wright

One of the basic principles upon which the National Society of the Daughters of the American Revolution was founded one hundred years ago, was patriotism, and what better evidence of patriotism is there but to honor our country’s flag. Shortly after its formation in 1894, the National Society created a Flag Committee, with its principal objectives then, and as they remain today, to keep the flag flying, to protect it continuously under all conditions, and to educate citizens regarding its correct usage. In keeping with these objectives-- one of which is to present certificates to individuals and groups who display correct flag usage--the Lohmann’s Ford Chapter NSDAR selects an area resident to receive the certificate. A recent recipient of the certificate was Lakeway resident of 36 years, Mary Conley, who lives at 1413 Lakeway Drive. Conley has a specific reason for honoring the flag. She served 23 years in the Navy Nurse Corp during and after the Viet Nam War era. She remarked that during her service years the flag was a symbol of the country that she was representing, whether it was in the Continental United States or in foreign countries. “Flying our flag every day represents my love of country,” Conley added. Lakeway Big Band Bash Enjoy an evening with one of the best big bands in Central Texas and a large air conditioned dance floor at the next Big Band Bash from 8-10 p.m. July 13 at Lakeway Activity Center, 105 Cross Creek. Spend the evening with friends on the dance floor or at tables available for aperitifs and appetizers — all without the hassle of reservations. Kent Dugan’s 17-piece orchestra, The Republic of Texas Band, features Lakeway singers David Cummings and Lisa Clark. This band consistently appeals to dancers of many generations. Expect to hear a wide variety of favorite tunes, mostly from the Sinatra era, with fresh arrangements. The event is free, but donations to the band are encouraged. Guests may bring their own refreshments because none are provided. Reservations are not required, and doors open at 7:30 p.m. Lakeway Arts Committee sponsors the Lakeway Big Band Bash on the second Monday of each month. “This has become a very special event in Lakeway,” said Fred Newton, Lakeway Arts Committee chairman. “I believe it is the best dance in Central Texas.” For information, call Lakeway Activity Center at 512-261-1010.

Around Lakeway TxDOT Launches RM 620 Study The Texas Department of Transpor tation ( TxDOT ) recently launched a feasibility 1 study at www.620study.com 2 to analyze transportation issues along an 18.8-mile segment of 4 3 RM 620 from SH 71 to US 183. The 12- to 18-month study 5 is a stakeholder-focused process SH 71 incorporating input from 6 neighborhoods, businesses, property owners, commuters, bicyclists, pedestrians, and others who use RM 620. The process involves four main steps: • Identify – Engage stakeholders in identifying problems and defining goals for improvements; • Evaluate – Form stakeholder working groups to evaluate potential solutions; • Refine – Refine potential solutions, disseminate them to stakeholders, and solicit feedback; and, • Present – Present study results and identify next steps. The goal of the study is to identify potential improvements that will maximize safety and mobility while balancing competing stakeholder interests. TxDOT will be working with local communities and residents to determine the need and feasibility for proposed improvements to serve existing and future growth. The information gathered from the community will help shape proposals for appropriate improvements. “It is critical that TxDOT hear from Lakeway residents and businesses as well as other stakeholders in western Travis County,” Lakeway Mayor Joe Bain said. “Without our input, TxDOT’s efforts may not attain our goals.” According to TxDOT, Travis County’s rapid growth has placed increased demand on this already congested highway. The Hill Country terrain, limited route alternatives, constrained rights of way and environmental sensitivity will challenge potential solutions. RM 620 provides primary access to the southern Lake Travis area of Travis County and the southernmost tip of Williamson County. Through most of its length, RM 620 functions as both a local thoroughfare and commuter highway. In many cases, it is the sole access to subdivisions, businesses and schools. It is also the primary access route to Lake Travis-area recreation facilities. The roadway runs 23.2-miles from SH 71 in Bee Cave to Interstate 35 in Round Rock and has major intersections with SH 71, RM 2222, US 183, SH 45 and I-35. Federal Flood Assistance Approved for Lakeway Residents, Businesses Lakeway and Travis County residents and business owners who received storm damage during the Memorial Day weekend are eligible for federal assistance, according to the Federal Emergency Management Agency (FEMA). The county is working with local, state and federal officials to provide recovery services. "We encourage Lakeway residents and business owners whose property suffered storm damage during the Memorial Day weekend to determine if they qualify for federal aid and apply for relief," Lakeway City Manager Steve Jones said. The federal disaster declaration has been expanded to include individual assistance for 20 more counties as a result of the severe storms, tornadoes, straight-line winds and flooding that began May 4, according to FEMA and the Texas Division of Emergency Management. The 20 Texas counties newly designated for individual assistance are: Bastrop, Blanco, Caldwell, Denton, Eastland, Fort Bend, Gaines, Guadalupe, Henderson, Hidalgo, Johnson, Milam, Montague, Navarro, Rusk, Smith, Travis, Wichita, Williamson and Wise. For flood recovery updates, go to traviscountytx.gov/ MemorialDayFlood. People whose property received storm damage in Travis, Hays and Williamson Counties may register for FEMA assistance online at DisasterAssistance.gov or via smartphone or web-enabled device at m.fema.gov. Applicants may also call 800-621-3362 or (TTY) 1-800-462-7585 from 6 a.m. to 9 p.m. daily. Flood survivors statewide may call and report their damage to give the state and FEMA a better idea of the assistance that is needed in undesignated counties. Assistance for eligible survivors can include grants for temporary housing and home repairs, and for other serious disaster-related needs, such as medical and dental expenses or funeral and burial costs. Long-term, low-interest disaster loans from the U.S. Small Business Administration (SBA) may also be available to cover losses not fully compensated by insurance or other recoveries. These loans do not duplicate benefits of other agencies or organizations. Eligible survivors should register with FEMA even if they have insurance. FEMA cannot duplicate insurance payments, but underinsured applicants may receive help after their insurance claims have been settled. According to FEMA, residents and business owners should apply right away with SBA as part of the overall federal disaster recovery process, and not wait for insurance claims to settle. Registering with FEMA is required for federal aid, even if the person has registered with another disaster-relief organization such as the American Red Cross, or local community or church organization. Around Lakeway LAKEWAY POLICE INVESTIGATING NEW WAVE OF SCAMS

The Lakeway Police Department is investigating several new cases involving a recurring telephone and email scam. Victims are contacted via phone call or email and told they have a warrant for their arrest due to missing jury duty, have won a prize or a family member has been arrested. The suspects may identify themselves as an employee of the Travis County Sheriff’s Office or another police agency. In all cases, the suspects convince the victim to purchase a

“netSpend” Card, Green Dot Money Pak Reload Prepaid Card, Western Union, Money Gram or wire money to another bank account and then call them back with the processing number on back of the card. The theft is often complete at that point, however in some cases the suspect calls back and asks for additional funds. Lakeway detectives are finding very little evidence to track the suspects. Phone numbers, website, email addresses and other accounts are all disabled or disconnected after short periods of time, making these cases very difficult to investigate and prosecute. “Government agencies will never insist you make a payment over the phone or with a prepaid card,” Lakeway Police Chief Todd Radford said. “A credible business should not ask for a prepaid card either. If someone asks for one, you should hang up, block the number from your phone and call 911 to make a report.” Anyone who has information or who is a victim of this scam should call Lakeway Police Department at 512-314-7590.

3’s a crowd wITh Josh sTIvERs

When considering possible savings and investment options there are three basis characteristics to take into consideration. These 3 primary components are Liquidity, Safety, and Growth. The quintessential perfect investment provides for complete access to funds (liquidity) while providing higher than average returns (growth) with absolutely no risk of loss of capital (safety). In case you haven’t heard....this investment does not exist. In most cases, it is necessary to pick from two of the three characteristics. Let’s look at a couple of examples. A savings account at the bank guarantees your deposit and offers complete liquidity. The trade-off is banks are currently offering extremely low interest on your savings. If someone would like to make higher interest, they can place their money into a certificate of deposit (CD). Depending on how long they are willing to commit, the interest guarantee will increase with the length of the commitment. Put another way, the longer they are willing to forego liquidity on their money, the higher interest they will receive. In this example, you have to give up liquidity to achieve more return and still maintain absolute safety. Another example would be a common stock in a publicly traded company. Due to the efficiency of our stock market, it is possible to sell the stock at any time….Liquidity. There is also the possibility of investment gains if the company does well. The problem is there is no guarantee of the company’s performance. Therefore we give up safety in order to achieve both liquidity and potential for returns. Most investors looking for more safety than common stocks and more growth potential than bank CDs have traditionally employed the use of bonds. Bonds pay a higher dividend than current interest rates and are guaranteed by the issuing company. Though the underlying price of the bond may fluctuate, if held to maturity the bondholder will receive their original

investment back. Bonds are not as liquid as stocks and savings accounts. The conundrum for us today is our stock market is continuing to reach all-time highs, interest rates have remained at all-time lows since 2008, and bond values have inflated to very high levels as well. Investors are faced with a difficult task of choosing where to invest their money to achieve a balanced approach. Low interest rates have forces many traditionally conservative investors to take on more risk in order to achieve higher returns than safe assets are currently paying. Many investors would like to take profits from their high flying stocks, but are faced with the question of where to invest these profits. We are in very unique times. Now more than ever, investors must properly weigh the balance of liquidity, safety, and growth in their portfolio. Managing expectations and time horizons are some of the best ways to start this process. By properly assessing what you need your money to do for you over the next 1, 3, 5, and 10 years, you can begin to build a plan that will allow you to spread your investments across appropriate asset classes. Through a proper allocation across non-correlated asset classes, it is possible to balance out your current portfolio without giving up the potential for long term growth. While we all want the market to continue reaching new highs, we still have to plan appropriately for the event things may head the other direction. ARTS SCHOLARSHIPS AWARDED TO LAKE TRAVIS STUDENTS

Spicewood Arts Society in its ongoing commitment to supporting the artistic endeavors of the residents in our community has chosen 3 seniors at Lake Travis High School to receive its Fine Arts Scholarships. The presentations were made on May 26, 2015 during the school’s Senior Awards Ceremony. The recipients, selected from a group of students who plan on continuing their education in an arts- related field, will each receive $1500. Applicants were judged on academics as well as on participation in extra- curricular activities, involvement in community service, financial need, and on honors or awards received during high school. As part of the application process, students were also asked to write an essay discussing their career goals in the performing, visual, or literary arts. All 3 of those chosen to receive Fine Arts Scholarships exemplify the ideals of what the society hopes to promote and Spicewood Arts Society is pleased to support them in their post-secondary educational pursuits. This year’s recipients are Brooke Hiller who will be pursuing a career in dance, Emma Highland who is aspiring to be a journalist, and Mason Johnston who will continue his education in music. Funds for the scholarships are made available through the generosity of the community as it supports the series of performances that Spicewood Arts Society presents each season. The society hopes to expand the scholarship program in the near future. CICADAS (egg laying structure). Eggs hatch after about 6 weeks and small nymphs drop to the ground where they burrow into the soil. Nymphs feed on sap of tree roots with their piercing-sucking mouthparts. After becoming fully developed, nymphs emerge from the ground at night and climb onto nearby objects such as tree trunk, plants, fences, etc. Adult cicadas emerge from the last nymphal stage leaving behind the exuviae (cast skin). Adults can live 5-6 weeks. Male cicadas are well known for their “song”. They rest on a tree and produce a whining sound to attract females. The sound is produced by two vibrating membranes on the side of the abdomen. Females do not “sing”. Adults feed on juices from tender twigs, but usually do not cause lasting harm to the plant from feeding. Color may also vary depending upon species, but many are brown or green. All cicadas have bulging eyes and, on adults, wings that are held roof-like over the body. The wings are semi-transparent with thick wing veins. The majority of their life cycle is spent underground. Cicadas have 2-5 year life cycles and appear in Texas in mid to late summer. Females insert egg clusters into branches of trees using their saw-like ovipositor
