WHAT’S HAPPENING IN AND AROUND OUR NEIGHBORHOOD Karen Calvert, HOA Communications I don’t know about you, but I am really looking forward to Fall! Not just because of the cooler weather, but I am looking forward to being able to get back outside to take care of the lawn, bushes, and especially seeing our neighbors outside again. Speaking of our lawns, are you wondering when to fertilize this Fall? According to Texas A&M’s AgriLife Extension Services, September and October are good months to take care of our lawns that have suffered from the summer heat. They recommend the final late-season nitrogen application be applied by October 15th which is 6 weeks before the average first Fall frost in our area. Have you walked the trails in our neighborhood? With the weather getting cooler, you might want to check them out! One trail, named Twin Creeks Historic Park, is a beautiful trail with a river, waterfall, and an historic house. It is about 1.3 miles long, and runs between Twin Creeks and Bella Vista somewhat paralleling FM 2769. Entrances to the trail can be difficult to find. You can access the trail from FM2769 by walking around the gate by the golf maintenance building or find the path at Izoro Bend and Farleigh. This path goes down between houses and will lead to the Indian caves (to the right) or to the river and historic house (on the left). The other trail, the Reserve Trail, is one that our community completed last year in the back of the neighborhood. It is approximately 1 mile long and can be accessed off of the Grand Oaks Loop roundabout. In case you missed the “State of the Club Report” emailed from Bryant Early, General

Manager Twin Creeks Country Club, you will want to know that the Club kept our Annual Dues Increase, which became effective August 1st, to a minimum. The dues increase is only for Social and Golf members. Community members will not see an increase. (As an FYI, a copy of the complete email has been included on a later page in this newsletter.) You may recall from the June newsletter that every 5 – 7 years (or more), the City of Cedar Park considers capital improvement projects through the issuance of general obligation bonds. As part of the process for developing the Bond Package, the Cedar Park City Council appointed a 15-member Bond Advisory Task Force and we are honored that both Ross Burns and Tom Moody served on this committee. The Task Force was charged with reviewing and prioritizing improvements to help the City of Cedar Park manage the rapid population growth and resulting demand for the city’s services and infrastructure. This included improvements for our fire and police departments, parks and recreational facilities, and roadways and streets around the City. The Task Force recently submitted Bond Package proposals for the City to consider and, as a result, the City Council will be calling for a bond election on November 3, 2015 asking voters to consider 4 propositions. It’s important to note that the proposed Bond Package can be supported within the City’s current tax rate assuming current economic conditions. Here’s a summary of the 4 propositions that we, as voters, will be asked to consider to help support (Continued on Page 3)

TWIN CREEKS NEIGHBORHOOD WATCH NEWS… Brian and Shannon Tweedt, Neighborhood Watch Co-Chairpersons

Cedar Park Police responded to 79 calls for the month of July. Here’s how they breakdown: • 13 calls were for reports varying from Criminal Mischief to Burglary. • The rest of the calls were for traffic stops and the setting off of alarm systems. CRIME TIP Over the weekend of August 8th, Cedar Park Police conducted an initiative to see just how many Cedar Park residents are getting it right when it comes to hiding belongings left in the car. They noticed many of you are taking the time to protect yourselves either by concealing valuables or taking them along with you (that preventative measure proves that you are awesome)! Officers also snapped a few photos of those who haven’t quite realized that a car can be broken into in less than two minutes… Remember: Thieves Love To Window Shop! NATIONAL NIGHT OUT On Tuesday evening, October 6th, neighborhoods and businesses are invited to join forces with thousands of communities for “National Night Out 2015”. National Night Out is dedicated to heightening crime and drug prevention awareness, generating support for and participating in local anti-crime efforts, strengthening neighborhood spirit, and sending a message to criminals letting them know Cedar Park neighborhoods are organized and fighting back. Join us in celebrating police and community partnerships! From 6:30 PM to 9:30 PM, residents all over the country will be locking their doors, turning on outside lights and spending the evening outside with neighbors and police. Many neighborhoods throughout Cedar Park will be hosting a variety of special events such as block parties, cookouts, parades, visits from police, flashlight walks, neighborhood and town spirit contests, youth activities, and anti-crime rallies. Please see your Block Captain for details or to help plan an event for your street. BLOCK CAPTAIN POSITIONS STILL NEEDED We are still in need of Block Captains for a handful of streets. Included in this proposition are improvements to Anderson Mill Rd. Prop 2: Public Safety: this proposition will provide funding for public safety facilities for police and fire protection. The construction of a new fire station for north central/northeast portions of the City is included in this proposition. Prop 3: Public Library: this proposition will provide funding for construction, renovation or other costs related to the Public Library, including additional program space, classrooms and conference rooms, new technology and capacity for more materials. Prop 4: Parks and Recreation: this proposition will provide funding for park projects such as the development of Lakeline Park property, additional trails and bike facilities, and developing park amenities. For additional information on these propositions, please visit www. cedarparkbond.com We recently received notification from Travis County Emergency Services indicating that on July 28th Travis County issued its first burn ban of 2015. Here’s a synopsis the notice: The Travis County Commissioners Court voted to ban outdoor burning in the unincorporated areas of the County for the first time in 2015. The last burn ban in the County ended in September 2014. Although the burn ban is scheduled to expire on August 26, the dates of the ban are reviewed weekly by the County Judge, Commissioners Court or Fire Marshall and may be extended. As part of the ban, we are being reminded to: • not throw cigarettes out of vehicle windows. • make sure machinery and vehicles are properly maintained to avoid creating sparks that cause fires. • ensure when we are barbecuing that the fire is within a closeable container or a container with a lid and to always have water nearby in case the fire spreads. • Call 911 immediately if a fire gets out of control If you have any questions about the burn ban, please call the Fire Marshal’s Office at (512) 854-4621, or contact your local fire department. Additional information regarding this ban can be found

at www. traviscountytx.gov/fire-marshal. Finally, you may have noticed that construction has started on the new convenience store at Anderson Mill Rd. and Dies Ranch Rd. The Twin Creeks HOA spent time to extract a number of developmental and operational restrictions and enhancements that should benefit our neighborhood. This agreement lets the city annex the property and provide water to the development, in lieu of a water tank and well. A SPOTLIGHT ON DCCRs (Declaration of Covenants, Conditions & Restrictions) Each month we will put the spotlight on a new DCCR (or group of DCCRs). All DCCRs can be located on the Goodwintx.com site under Governing Documents within the Twin Creeks neighborhood. This month the spotlight is on DCCRs under 2.03 Landscaping. For anyone planning to re-landscape or change their drainage/ irrigation systems, this one’s for you! DCCR 2.03 (d) states: “Any proposed modification to the landscaping on a Lot, including any berming, irrigation systems, landscape subsurface drainage systems, paving, nonstructural retaining walls, and introduced vegetation, must comply with plans approved by the Architectural Control Committee. Landscaping in accordance with the approved plans must be installed within ten days after an Owner obtains its certificate of occupancy or commences occupancy of the residence on the Lot. Extensions to this time limit may be granted by the Architectural Control Committee for up to 30 additional days on a case-by-case basis.” Wondering about Antennas, Satellite Dishes and Solar Systems? This new and improved Club website not only allows each of you to access a "Members Only" section that enables you to make reservations for dining and upcoming Member events, but it has provided us numerous opportunities for personalized and improved communication. It also allows Golf Members to make online tee times saving our Members valuable time. Other small but impactful improvements have also taken place. The improvements include repainting the "Kiddie Pool" and its water features, as well as the Sunset Terrace off the main Clubhouse. And within the next few days, we will begin sanding and refinishing the floor of the exercise, or aerobics room, in the Family Activity Center. But there is no greater investment that we make year in and year out than our commitment to Twin Creek's crown jewel, our championship golf course. We are committed to maintaining the beautiful, well-groomed, fun to play course that is indeed, Twin Creeks.

MEMBERSHIP

As we look toward the future and we work together to grow our club, there is no better way to do this than to allow your peers the opportunity to experience the Club for themselves. Therefore, I am pleased to announce that we will be hosting our annual Fall Open

House on Sunday, September 20th! Much more information will be shared over the next two weeks, but I encourage you to invite everyone you know to join us for this day of golf, family fun and delicious food! This will be a wonderful opportunity to showcase our Club. In addition to the traditional poolside games, food and entertainment, we are hosting a fun, 9-Hole Golf Scramble, as well as golf and tennis clinics for you and your Guests! The afternoon will culminate with a complimentary buffet, and prizes will be awarded. Your participation, and your Member Referrals, are the keys to our success for this event - and for continuing to grow our Membership! As part of our upcoming Fall Open House, any New Member who you refer prior to then will be eligible to join the Club as a Full Golf Member for only $6,500 and they will also enjoy the benefit of not having their Dues become effective until October 1st. Additionally, for your help in referring them, and as a thank you for your support, this referral program will provide you with a month of COMPLIMENTARY DUES for every New Golf Member that you refer who joins our Club! We will also be providing you with credit of one month of Social Dues for every New Social Member who you refer! OPERATIONS

Training has been a primary focus of our management team over the past year, and per the feedback and the many comments I receive on an ongoing basis, it is obvious that we are garnering positive results. However, we are also aware that there is always room for improvement in all facets of our operations, and to better gauge our priorities, this winter we will once again be sending out a comprehensive Member Survey to each of you. I would personally appreciate it if you take the time to provide your input when you receive this survey, and in return I will ensure that I provide a comprehensive overview of your comments, concerns, highlights and priorities as we move forward into 2016. Your feedback is our roadmap for success, and as we continue to grow Twin Creeks, it is our desire to serve you and your Guests as we dedicate ourselves to meeting and exceeding your expectations. While we have been successful in growing our Membership, for us to maintain our standards and continue to improve our operations we need to recognize the reality of ever-increasing costs. Utilities, insurance, food staples, fertilizers and chemicals, as well as employee wages, continue to rise faster than our current growth. We have implemented several aggressive initiatives to help control these core costs, however we cannot overcome the increasing costs of our health insurance, or the ongoing increases to our utility bills.

Despite this, I'm pleased to announce that this year we are able to keep our Annual Dues Increase to a minimum. This increase will become effective tomorrow, August 1st and will be reflected in your monthly statement.

FUTURE

I'm truly excited about the future of Twin Creeks, and as I noted earlier while there is always room for improvement, we have come a long way in the past seven years since I began my tenure here as your General Manager. To be part of something this special, and to be able to have formed so many relationships is something that every person in my role strives for. I am truly honored to be a part of our Twin Creeks journey, and I want to again reiterate that our many successes have only been possible due to your ongoing support of our Club.
