FREEZE MANAGEMENT IN LOE

We are pleased to report that LOE avoided any serious damages from the frigid weather and extended power failure we all recently experienced. The preparation and assistance from our vendors and Gary Fehsenfeld resulted in: • The Clubhouse incurred no damage after shutting off and draining water lines for a week. • The pumps & associated equipment for our 10 floating fountains, the clubhouse fountain and 5 waterfalls incurred no damage. • Our exposed swimming pool pumps were also turned off and drained when power was unavailable to avoid auto restart when frozen. • There was minimal damage to a plastic part that was easy to replace. • All of our fragile color plants, Ginger and Philodendron were covered throughout the freeze. While we still lost the blooms and foliage, we believe that most all of these plants will recover. • A large percentage of our other landscaping plants have sustained damage to their foliage, but we are hopeful that most will eventually fully recover over time. We also have several large areas with new sod which are expected to recover as well. • Unfortunately, one of our two big irrigation pumps had to be shut down due to a damaged filter. In the meantime, our second irrigation pump is fully capable of irrigating all LOE common areas. Gulf Coast Pumps responded immediately to our call for help and has ordered the needed part. • The tennis courts and both playgrounds did not suffer any damage. • Another challenge during the freeze & power failure was the need to temporarily suspend the Gate Guard and Patrol activities for the safety of the Securitas staff due to icy roads, and no power at the Guard House. Nothing at the guard house was damaged and full operations were restored as soon as safely possible. • We would also like to thank MUD 341 for an excellent job supplying LOE safe drinkable water at normal high pressure throughout the freeze and ensuring continual operation of the lift station. The City of Houston and several other MUDs were not so fortunate with their water supply. It’s been especially rewarding to see how much LOE neighbors have helped each other through these very trying times. Thanks to all our vendors (LakePro, Sweetwater Pools, Silversand, and Gulf Coast Pumps) who assisted in preparing before the freeze and recovering from the freeze! Copyright © 2021 Peel, Inc.

LOE Amenity Update

Following the recent directive from Governor Abbot, the LOE Board has set the following guidelines for use of our amenities: Pool and Lanai - Masks recommended, please maintain social distancing Gym - The gym will open on Wednesday, March 10. The maximum capacity is 3 people at a time. Social distancing and masks are recommended. Please plan to self-sanitize as facilities are not cleaned daily. The opening hours of the gym are as follows: Tuesday and Friday from 6:00 pm - 10:00 pm All other days of the week from 5:00 am - 10:00 pm Flex Room - The Flex Room will also open on Wednesday, March 10 with the same schedule as the gym. The maximum capacity is 7 people and masks are required. Social distancing is recommended. Clubhouse - available for rental and events. Masks required - maximum capacity 50% Usage of all LOE amenities are at your own risk. Please be aware that the rooms and gym equipment are not sanitized or cleaned on a daily basis. These guidelines are subject to change.

Swim Team Registration The Lakes on Eldridge Swim Team registration for 2021 is now open through to Friday April 2nd. The Swim Team is open for all swimmers aged 4 through to 18 and swim season commences Monday April 26th through to Friday June 18th. The goal is to provide opportunities for growth, training, and lots of fun! It is a great way to strengthen our community through meeting families in the neighborhood. Deedon Restriction Violations Lakes Eldridge

Have you received a friendly reminder for something that needs to be corrected at your home or noticed a neighbor’s home that might not appear to comply with the community standards? Lakes on Eldridge is a deed restricted community and therefore certain standards and approvals are required. FirstService Residential, the Property Management company conducts weekly inspections. If a violation is found there is a notification process to remind homeowners of the governing rules such as trash containers should not be visible from the street, maintaining landscaping, and cleaning sidewalks and driveways. First Notice – states violation with reasonable time to comply - no fee to resident Second Notice – reiterates violation with a short extension to comply - no fee to resident 209 Letter – Last notice to correct the violation - $37.19 fee to resident and this letter states that your account could be turned over to the LOE attorney for further action. All legal fees incurred will be the responsibility of the homeowner. Our hope is that residents will comply after receiving the First Notice by the compliance date. If you cannot comply or need additional time, it is best to reach out to FirstService Compliance department at compliance. mos@fsresidential.com for further clarification and to avoid fees. Don't just ignore the letters. Information on all the LOE rules and regulations can be found on the LOE website: lakesoneldridge.nabrnetwork.com. under the Resources tab at the Governing Documents for what is required of all homeowners/residents in the community. Neighborhood Notices Brick Wall Maintenance Following the freeze, please consider clearing away old foliage from the brick walls and trim any low hanging tree branches. Any new plantings should be approximately two feet away from the brick wall to allow for regular inspection and maintenance of the walls.

Pet Owners Please remember to pick up after your pets especially when on common areas. Help keep LOE beautiful!

Reminder to complete an ACC application for any external changes or updates to your home or landscaping. See the LOE website for more information. SWANS It is still mating season! Please remember to keep your distance and do not try to attract or antagonize the swans or go near their nests. Swans are wildlife and will protect their families!

Maintenance/Project Lakes Eldridge Highlights for on March 2021 Maintenance/Project Highlights •

Replaced both Visitor and Resident gates at our main Eldridge entrance. The gates look the same, but incorporate several design enhancements to extend the life and reliability. Restored operation for a few of our 9 gate cameras. All that was needed was some reprogramming and a new ATT modem at Ginger Pond which ATT provided. Installed new Volleyball net.

Safety Reminder

Please be aware that as warm weather returns and the days get longer that more people and pets will be outside. Walkers, cyclists, and drivers should all obey traffic signs. Be aware that we all are sharing the roads and don’t want a moment of inattentiveness or speed to turn tragic. Remind all household drivers as well as your service providers and guests to stop at the stop signs and watch for pedestrians, pets and wildlife. Help keep LOE safe!

County MUD 341 Maintenance and Freeze Report Lakes onHarris Eldridge MUD 341 is committed to providing reliable and cost effective services to our customers. The recent freeze affirmed our successful planning and ongoing maintenance efforts. None of our customers were required to boil water and no customer lost water availability or sewer service during the freeze unlike most of the residents of Houston. One thing we learned from this storm is that cellular phone and internet service are not always reliable. The most reliable communication service was text messaging. If you did not get our text notifications during the storm, we strongly urge you to sign up for text alerts at www.hcmud341.org. The MUD will utilize text alerts to provide timely communications including life-safety measures such as boil water notices and service outages. Email alerts can also be requested. In early March, MUD 341 completed a program to clean a portion our underground street drainage pipes. We identified the areas to be cleaned by camera inspection of the interior of the pipes. Over the next 5 years we will have inspected and cleaned all the street drainage system in our District. Many pipes had water bottles and trash which can impede water flow from streets during rain events. We appreciate your support and cooperation to prevent trash from entering into the pipes through street drainage openings. MUD 341 is also doing extensive maintenance at our water plant. We are cleaning and recoating 2 of our water tanks that provide water inventory storage in the event water service is lost from both West Harris County Regional Water Authority (as happened during the freeze) and our well (which performed perfectly during the freeze). In addition to assisting us ensure quality drinking water is distributed throughout the District, our water tanks also supplement water sources during peak usage times. This maintenance is an important step to maintain reliability. Our water plant has generators and significant fuel available to keep the plant

operational during power outages. During the freeze we were able to assist Lakes on Eldridge North’s MUD when they lost their generators. Prior to the freeze we added a temporary generator to our sewage lift station that ensures sewage can reach the sewage treatment plant. We have also approved a permanent generator at this location as added insurance in the event of future power outages. We on the board of directors of MUD 341 are all residents of Lakes on Eldridge and we are proud to provide essential services to our community and commercial customers.
