Homeowner Briefing for Village Creek’s April Board Meeting The April HOA Board Meeting was held on April 12, 2021 virtually via dial in and an online meeting link. All board members were present: Ty Thomas, President; Brian Martin, Vice President; Cynthia Moody, Treasurer; Chimeria Gonzalez, Secretary; and Eddy Kharrazi, Director At Large. The March 8, 2021 meeting minutes were unanimously approved. Past due accounts and deed restriction violations were discussed in the Executive Meeting. There were no actions taken for delinquent assessments or deed restriction violations. The board ratified an action taken between meetings. The board voted on the installation of an AED at the pool for the lifeguards to use per the new pool laws. The cost for the AED and installation was $1,600.00. The constable’s report was provided in the board packet, but not read. The board presented the March 31, 2021 financial report to the homeowners present. Pam Hummel reviewed the balance sheet and income statement. As of March 31, 2021, the Association has a 91% collection rate for 2021 assessments. Total Cash $738,487.05 Total Reserve Funds $237,687.33 Total Assessment Receivables $53,144.15 Total Assets $1,085,957.92 New business matters discussed were: 1) A motion was made, seconded, and approved to file suit on two accounts for delinquent assessments. 2) The board asked Pam Hummel to verify the invoice and work done on the basketball goal lock. 3) The board discussed the request from the school district to trim trees on Ginger Ridge that are hitting the school buses. The board asked Pam Hummel to confirm that tree trimming is in the contract with Land Crafters. 4) The board discussed a bid for leveling the sand in the parks and green spaces from Land Crafters in the amount of $600. A motion was made, carried, and approved to accept the bid. 5) The board requested that Pam Hummel follow up with Sticks to see when they will be removing the trees per the approved bid from the March 2021 meeting. The board also requested that a tree surgeon look at the trees that have been deemed as beetle infested by other landscapers. 6) The board discussed the need for a new pool gate vendor as the current vendor is no longer in business. The Homeowner Forum had four homeowners in attendance. A homeowner asked about adding speedbumps to the road connecting the subdivision to the new construction. Director Martin stated that while speedbumps could not be added, the board is installing signage on the walking paths to remind visitors that they are entering Village Creek. Another homeowner asked why committees were not allowed to speak with vendors and she would like to have the 2021 minutes amended to reflect that certain committees were disbanded via board vote. The Voice Resident Spotlight on Candidates Running for Our HOA Board In July, our management company, Crest Management, will hold elections for two HOA Board of Directors positions. Both directors currently holding the positions are planning to run for re-election. At the time of this printing, no other residents have come forth with an intent to run for a position on the board. Candidates for the HOA Board of Directors Ty Thomas I have been a Village Creek resident since 2005. I am currently serving as board president, and I am running for re-election. Key achievements during my first threeyear term of office: - Moved HOA meeting location, lower cost and two-minute drive instead of 20. - Replaced HOA management company, saving money, improving service. - Replaced pool management company, saving money, improving service. - Replaced landscape company, saving money, improving service.

- Replaced law firm and collection agent, saving money, improving service. - Setup new HOA website and contact forms at villagecreek.us. - Implemented secure online HOA voting system for resident convenience. - Implemented online surveys to gather feedback from residents. - Implemented email notification system via MailChimp. - Established a Media committee to improve online, digital, and printed publications. - Numerous ongoing projects to repair and/or improve facilities and amenities. Future goals, if re-elected: - Upgrade events and amenities as prioritized in recent online survey. - Make HOA more organized with better issue tracking software. - Keep HOA meetings as convenient and efficient as possible. - Improve education and compliance regarding HOA guidelines. - Help Village Creek as it transitions from a “new” neighborhood.

The Voice Continued from Page 3 Chimeria Gonzalez During my short time on the board, I have come to appreciate what the HOA does for our community. I am grateful for the opportunity given to me. I have learned so much from our residents by either being available at our events or by taking time while walking and listening to the residents. I started off with the Social Committee and want to continue to be their liaison and push for more activities and events for all ages within the community. When meeting with vendors, I believe in balancing value and cost. I consider the cost and the quality of work. I stayed in constant contact with our landscapers and assisted with getting our entrance looking more attractive. We still have more work to be done as we move forward with beautifying our neighborhood. I also want to create a support group for our veterans in the community. I am hoping to work with the Social Committee to help direct those interested to the FB group for veterans to connect, stay up to date with veteran news and advice as well as creating a support system. As always if you see me around the lake or neighborhood, please come say hi! With elections coming up I am hoping to stay and continue to be a voice for the neighborhood.

Safety and Security Committee Update We would like to remind residents to lock their car doors and not to leave valuables in plain view. In the last month, two cars were broken into and one vehicle was stolen in our subdivision. Burglary of a motor vehicle is most often a crime of opportunity. According to the Houston Police Department, a vehicle is broken into every two and a half minutes in Texas. Reduce your chance of being a victim by making sure your car doors are locked and by removing valuables from inside the car.

The Voice Architectural Review Committee Update The OTHER category -or- None of the above apply. Several homeowners have asked me “You said that anything that can be seen from the street requires EMR approval before starting. But what I want to do is not on the list? So, I just go ahead and do it, right?” No, I am afraid that will get you a violation letter and then you will have to file an after-the-fact EMR and possibly have to undo the change. Instead, you need to use the ‘OTHER’ category and provide as much detail as you can so the application can be properly handled by the Architectural Review Committee. As an example, let us say you want to remove the solar panels from your roof, they are old, not working and just need to be gone. There is not a category for removal of solar panels, so the OTHER category is the correct choice. Then you would fill out the start date, end date, who is doing the work and their contact information. In the Application Details box, enter as much detail as you can about the project. Using our Solar Removal example, I would enter “Remove all existing solar panels and mounting hardware as well as cabling from the South-west face of the roof. Cap and seal all holes and repair any damaged shingles matching color and style of existing roof.” Then as my two required attachments I would use a picture of the solar array being removed and the contractor’s statement performing the job. Now if this is a Remove & Replace, then you can just use the Solar Installation category and state in the description that you are replacing the existing array. The Social Committee enjoyed seeing our residents at the Spring Fling and wish to thank everyone for their attendance and our many volunteers for their help. Going forward, we have been busy planning and looking forward to the warmer months’ activities.
