Homeowner Briefing for Village Creek’s May Board Meeting The May HOA Board Meeting was held on May 10, 2021, via virtual meeting dial in, (346) 284-7799, or via online meeting link. A quorum was met with the following Board members present: Ty Thomas, President; Brian Martin, Vice President; Cynthia Moody, Treasurer; and Eddy Kharrazi, Member At Large. The April 12, 2021, meeting minutes were unanimously approved. In the Executive Meeting past due accounts and deed restriction violations were discussed. There were no actions taken for delinquent or deed restriction violations. There were several ratifications of actions in between meetings. The Board voted on irrigation repairs in the amount of $1,853.00, pool card reader for $2,020.00/$78.00 monthly, Constellation Energy two-year agreement, pool ozone UV $1,389.00, and splash pad valve/suction/filter tops $5,104.00. The Board presented the April 30, 2021, financial report to the homeowners that were present. Pam Hummel reviewed the balance sheet and income statement. As of April 30, 2021, the Association has a 95% collection rate for the 2021 assessments. Total Cash $737,705.35 Total Reserve Funds $237,746.91 Total Assessment Receivables $35,429.09 Total Assets $1,063,777.21 New business matters discussed were: 1) There were no attorney actions to vote on from the Executive Session. 2) The Board asked Pam Hummel to verify the invoice and work done on the basketball goal lock. 3) The Board discussed the bridge repair bid and asked for more bids. The Board also asked to have the bridge roped off with caution tape. 4) A homeowner, Rhonda Salveski, made a presentation to the Board regarding a pickleball court. 5) A homeowner, Sandra Zak, made a presentation to the Board regarding a butterfly garden. 6) The Board discussed the lack of service from Sticks Tree Service about an approved estimate. Cynthia Moody made a motion to allow Sticks to perform the work by Wednesday. The motion was seconded by Brian Martin. 7) The Board discussed procuring bids from security camera companies. The Board decided to continue looking into options. 8)The Board discussed a fining policy. It was suggested that a workshop be held to discuss the framework for the fines. 9)The Board discussed the installation of the pool card reader. Pam Hummel is to follow up with the vendor to confirm install dates. 10) A motion was made by Eddy Kharrazi to accept the Land Crafters contract for an additional 18 months to lock in the current rate and to shift the contract renewal process to winter season rather than summer season. Cynthia Moody seconded the motion. The Board voted unanimously to accept the contract. 11) The Board was presented with two bids for new 911 phone service at the pool. The Board voted unanimously to accept the bid. The Homeowner Forum had 11 homeowners in attendance. Sherry asked if the bridge could be roped off until repairs are made. Sherry also stated that she sees issues with the teenagers if a pickleball court is used in the basketball court. She suggests putting in a separate court for pickleball. Sherry stated that her neighbors do not like the idea of a fining policy. She would like to see the minutes from February 2020 amended to reflect the removal of the Pool and Landscape committees. Rhonda asked about getting cameras with license plate readers and decals for resident’s vehicles. She voiced a concern about non-residents at events. Donald asked about the need for the landscape committee and wanted to know who was responsible for the landscaping as there are many ant piles around Village Creek. Chris would like to buy a piece of the reserve near his home to expand his yard. Byron was concerned about grass not being cut at Robins Crest near the bridge that is in the HC Flood Control jurisdiction. With no further business to discuss, the meeting was adjourned at 8:20 p.m.

Resident Spotlight: Sandra Zak We have lived in Village Creek for an amazing 20 years. When we were much younger it was particularly important that we found and lived in a family-oriented community, child friendly with lots of amenities and activities. I must say that we have enjoyed the friendship of good neighbors, our pool, walking trails, fishing in the lake, biking, rollerblading, and playing in the park and basketball immensely. Although we have slowed down a bit now that our children are grown, graduated from college, and have families of their own, we are still enjoying all these wonderful things as we now have grandchildren and look forward to their visits and doing the same things with them. As you may know, I have been a gardening enthusiast for many years and have always taken an interest in helping to save our Monarchs from becoming an endangered species especially being that they are our state insect and need all the help we can give them. The Gulf Coast is one of the largest flyways of our Monarchs and our HOA Board has approved our conservation and recovery gardens, which are located at Lake Vista and the lake. Our gardens are all voluntary, from plant donations to planting and maintaining the gardens. We have also started a Butterfly Gardening Club, and everyone is welcome to join. We hope that you will take a vested interest in saving our State of Texas insect the Monarch Butterfly and help with making our gardens a success.

The Voice Butterfly Garden As you may know, our Texas State insect The Monarch Butterfly, is quickly becoming an endangered species for various reasons, and we have some exciting news. The Gulf Coast is one of the largest flyways of the Monarch in their migration to and from Mexico each year. Our HOA Board has approved our Monarch Conservation and Recovery Garden(s). We have begun revitalizing a community garden located at Lake Vista near the lake and will continue with more once the first gardens have been successfully planted. These quality garden(s) will be in various green space zones within our community, utilizing existing irrigation and flower beds. Our gardens will be voluntarily installed and maintained. Donations of plants, materials, and gift cards from our local nurseries, as well as by our friends and

neighbors will be greatly appreciated in hopes that you will take a vested interest in the recovery of our state insect, the Monarch Butterfly. We will also be starting a butterfly club in cooperation with our HOA, and everyone is welcome. All the plants that we will be installing are quality full sun low maintenance shrubs and perennials and require only 1-2 inches of water per week once established. We have put together a plant and material need lists for your consideration of donations and have attached it to this email as well as a zone map of our garden(s) and participating plant nurseries. The Voice Social Committee Update The Social Committee is busy this summer! With the pool opening and our Independence Day celebration, we have been having fun and enjoying seeing everyone at the pool house. We are looking forward to the Backto-School celebrations in August and the National Night Out in October. We continue to sponsor Food Truck Fridays. Safety & Security Committee Update The police report for Village Creek had 34 calls, primarily for neighborhood and vacation checks. As more and more people begin to travel again, setting up a vacation check can be easily organized by filling out an online vacation request form at https://www. constablepct4.com/vacation-watch-request.html.

Media Committee Update The Media Committee needs the neighborhood’s help with cover pictures for The Voice newsletters. We welcome you to submit a picture of you and your family or friends out in Village Creek. To submit a picture for the cover, please email it to vcmedia@villagecreek.us.
