Letter from the Chair
Taylor Youngblood, our Chair, found it necessary to step down from the MNA Steering Committee, so I have agreed to serve as Chair until the end of the year. I would not be able to do this without the support of the rest of our steering committee. We are so fortunate to have such talented and hardworking neighbors serving our neighborhood. Our Mueller Neighborhood Association general meetings will continue to meet virtually to keep everyone safe. We look forward to the day we can all meet in person again. Please make plans to attend meetings to hear updates about the encampment site, Cap Metro/ project Connect update , and other neighborhood news. Stay Safe everyone! Marta White

I'm one of the people who volunteers to serve on the Mueller Neighborhood Association (MNA) Steering Committee. I'm pleased to be associated with such a fine group of people. I love this neighborhood. It's hard to imagine living anywhere else. I appreciate the robust discussions that have come up in this group regarding the encampment proposal on Manor Road and the recent change in leadership for this very same Facebook group. When the encampment proposal arrived, the MNA had an existing Transportation and Urban Planning Committee and an Equity Team. Hence, it was natural for them to look at the encampment issue. When the originators of this Facebook group decided to move on, they looked to the MNA as a logical successor to monitor the group, and the steering committee looked to the Equity Team to deal with the nitty gritty details involved in transitioning responsibility for the group. Neither committee came out of nowhere: both were existing and working on issues before these other neighborhood questions arose. I'm writing this today to pitch getting involved as a volunteer with the neighborhood association. Perhaps policy for housing the homeless or policy for managing a neighborhood Facebook group are not your thing. Perhaps, instead, you are interested in neighbors meeting and getting to know their neighbors, or helping put on events such as the Egg Scramble, the Neighborhood Yard Sale, the 4th of July Parade, or the Fall Festival. Whichever area peaks your interest, the MNA is powered entirely by volunteers. I'm hoping that some of you reading this will step forward and find a place that matches your style. Finding time to volunteer can be really tough for people who are working and/or raising kids. We have one-time volunteer opportunities such as putting up signs or passing out fliers to your neighbors, as well as regular, time-limited volunteer opportunities for about an hour a month, electronically or in person. Regardless of how much or how little time you can offer, we could definitely use your help. At the August 10th Mueller Commission meeting, staff shared information that the City and Austin Independent School District (AISD) have reached an agreement that will allow construction to start on the northeast middle school. Negotiations continue to find a full solution for the land transfer, though the fall semester of 2023 will likely be the earliest possible opening date. In 2004, the City and Catellus signed the Mueller Master Developer Agreement providing ten acres at no cost for a school site at Mueller. However, new legislation on the conveyance of land ownership between governmental entities like the City & AISD was passed in 2011, apparently without grandfathering existing agreements. An August 11th Austin Business Journal item announced renewed interest by the Teacher Retirement System (TRS) of Texas in moving from their downtown location to Mueller at 1900 Aldrich Street in the heart of Mueller’s business district. No longer looking at the Berkman & 51st Street block, TRS wants to purchase the nearly completed Shorenstein Building and a yet-to-come adjacent building directly across Aldrich from BD Riley’s for $300M± to consolidate its 500 employees at one location. Deferred maintenance on their Red River building is estimated to cost up to $75M, but the location’s proximity to the Capitol might bring an estimated $100M. Currently, Mueller parks are open for recreational use, but masking and social distancing are strongly recommended. Due to the current public health situation, all Mueller event approvals will follow the City of Austin’s event guidelines for Fall 2021. Note that all event dates are subject to last minute cancellations if warranted by a change in public health status. The Robert Mueller Municipal Airport Plan Implementation Advisory Commission will meet on Tuesday, September 14, 2021 at 6PM. Texas Open Meeting Act exemptions allowing virtual meetings during the pandemic are set to expire on September 1st, but may be renewed by the Governor. More information closer to the meeting date should be available at austintexas.gov/rmmapiac. 4
