Homeowner Briefing for August's HOA Meeting The August HOA Board meeting was held on August 9, 2021, via virtual meeting dial in and via online meeting link. A quorum was met with the following board members present: Ty Thomas, President; Brian Martin, Vice President; Cynthia Moody, Treasurer; and Eddy Kharrazi, Director At Large. The June 14, 2021, meeting minutes were unanimously approved. There were four ratifications of actions between meetings. The Board voted on a splash pad pump, irrigation repairs for $3619.30, leveling concrete sidewalks for $1357.21, and clearing the plumbing in the women’s restroom. The Board presented the July 31, 2021, financial report to the homeowners that were present. Pam Hummel reviewed the balance sheet and income statement. As of July 31, 2021, the Association has a 96.8% collection rate for 2021 assessments. Total Cash $655,614.67 Total Reserve Funds $237,836.78 Total Assessment Receivables $17,609.89 for 2021 assessments Total Assets $951,664.31. New business matters discussed were: • There were no attorney actions to vote on from the Executive Session. • Pam Hummel reported that Tuttle Construction was still waiting for the materials to arrive to complete the bridge repair. • Pam Hummel present one bid for power washing the white fences. The board voted to table this topic for more bids. • A bid was presented for pool fence repairs, pergola repairs and painting and bench repairs and painting. A motion was made, seconded, and carried to accept the pergola repairs $3,860.00 and bench repairs $2,000.00. The board asked for more bids for the pool fence repairs. • The board discussed having two phones for 911 use and installing Comcast as the provider. This topic was tabled until the September meeting. • The task list that was provided in the board packet was reviewed. • The board discussed using a task list program for board use. Director Thomas will research the programs and report back to the board. A motion was made, seconded, and carried to allow Director Thomas to spend a minimal amount to research the programs. • Director Thomas spoke to the board about contacting the MUD for assistance and advisement on the lake erosion. Director Thomas stated that he would reach out to a few MUD contacts for assistance. • Director Moody stated that the dead palm tree at the pool has not been removed. Resident Spotlight: Steven Winters

The Voice

After High School in 1969, I enrolled in college for Electrical Engineering only to have my student deferment (and hundreds of other students) cancelled following an anti-war demonstration that got out of hand. Yes, the Draft Board could do that. So, I was off to the Army and Southeast Asia for a few years along with time in Germany, Korea, and other equally foreign locations like Fort Bragg, N.C. Twelve years of that was enough for me, so I switched over to being a civilian contractor for another 11+ years, basically doing the same things, stuff the Government couldn’t do, didn’t want to do, or didn’t want to get caught doing. This took me all over the place again and finally in 1994 it looked like peace was finally here, so I switched again, this time to the wholesale electric power industry and after 26 years I finally decided to hang my tool belt up and retire. Well, that lasted all of 15 months, and I was off again this time as the Chief Engineer of PhoneSense™ a telecommunications auditing and Master Agency where I am today. I have been a resident of Village Creek for 5 years and the Chairman of the Architectural Review Committee for two and a half years. My hobbies are riding my recumbent bike(s), Ham Radio and restoring vintage electronic equipment.

The Voice Architecture Review Committee Update

First, we want to share our new name: The Events Committee. That name more correctly describes what we do-we plan events for Village Creek! (Events Planners of the World: Unite! If you are an events planner, or want to be, let us know. We are always looking for residents to join us.) We were excited to see everyone at the End of Summer/Back to School party in August! I want to thank everyone for their participation and help in making this event a success. We haven’t decided if the kiddos or the adults had the most fun¸ but we are thrilled that both groups enjoyed the event. As we look forward to fall (and cooler temps), we are planning a few events, and, of course, a big, wonderful End of Year party. -The Events Committee Lupe Green, Hailey Piowaty, Rhonda Salveski and Peggy Barriga

Over the past several months we have seen a HUGE increase in the number of residents installing alternate power sources at their homes. Generators has been a hot topic since ERCOT dropped the ball in early February, so this is no real surprise. It has been a while since we talked about generators, so I thought I’d give it some time this month. The installation of a backup generator while not specifically called out in the Village Creek Guidelines falls in the same category as Pool Equipment. The unit must not be installed within any easement and must be screened from view from the street. This is only the generator unit that has to be screened, piping for Natural Gas and electric distribution to your meter may be installed along the lower wall of the house and painted a neutral color to hide or camouflage its appearance. When you do install a generator unit, be mindful of your neighbors. While there may be enough space to install the unit on the side of your house, give some thought to the noise it will make when it is running. This falls under the nuisance section of the guidelines, especially if it happens to be right next to your neighbor’s bedroom. Whether replacing a fence, installing a generator, or changing the landscaping of your yard, it’s a good to consult your neighbors and consider how it may affect them. It’s always harder and more costly to make corrections later. If you have any questions or just want to talk your project over with someone before you put in the paperwork, give me a call. The Voice The Safety Community is actively working on getting our damaged and leaning street signs repaired or fixed. Residents’ help would be greatly appreciated if they know of any that I might have missed. As Halloween is around the corner, we ask that everyone stay safe on our streets and walkers be aware of cars and drivers be aware of the little monsters, princesses and witches that come out that night. Y’all be safe. The Safety Committee is really in need of assistance. While walking around the neighborhood, I am frequently asked by many, “Where’s Pepper?” Unfortunately, I have to answer that she is no longer with us. My husband walked Pepper, our black Lab, through the neighborhood every morning and evening. She loved the walks and especially being able to greet all the people and dogs that she would pass. If my husband couldn’t walk her, I did. She loved everyone and everyone knew her. One day in January 2008, I listened to a message on my phone from my husband saying that he was bringing home a dog. It surprised me because I had no idea what to expect. When he arrived, I was shocked to see a large black Lab who ran right into the house and immediately broke a bottle of wine with her wagging tail. After cleaning up the floor, he began to tell me her sad story. She was a 7-month-old Lab who was found the night before by a lady who worked with my husband. She was walking in her neighborhood, and Pepper ran up to her. It was cold and drizzling so she took her back to her house where she had two Labs. She started putting up signs, and a lady with a little boy stopped their car to tell her that it was their dog. She told the lady to follow her, but the lady said that she couldn’t because her husband had taken Pepper from the house and dropped her off. He finally told her where he had taken Pepper but said that he would get rid of her permanently if they brought her back. The owner just wanted to make sure that she was found by someone. Continued from Page 5 She told her that he had gotten angry because Pepper had broken a toy. To this day I am still shocked that someone could be so cruel and leave a young puppy on the street, but I guess people do this more than we want to know. It was surprising that someone would abandon a registered puppy instead of bringing her to a shelter. Oh, well, their loss was our treasure. We at least had a little history finding out that her name was Pepper which we didn’t change and that she was born in May 2007. We loved Pepper from the first day. She was a puppy, so we went through her chewing a couple of windowsills and tearing up paper, but otherwise, she was great. She loved sitting outside watching all the kids play ball in the street. Whenever she was out, there was always someone coming to pet her which she dearly loved. I don’t remember her ever growling at anyone or any dog. She was so gentle. Her favorite food was bread, and we had to make sure that we remembered to shut the pantry door because she would sneak the bread when we weren’t home. We always brought an extra piece of French bread from Panera’s home as she recognized the bags. In 2018 she developed a lump on her front leg which kept growing. It grew quite rapidly and was diagnosed as inoperable cancer. In January 2019, she had her front leg removed which was quite traumatic for all of us. She amazingly learned to walk (hop) with three legs, but just didn’t seem happy. She wanted to just lay outside and watch everything. The cancer returned the following year. In July 2020, she passed and took a part of our heart with her. We will always miss our wonderful Pepper.
