Nominees Sought for MNA Steering Committee The Mueller Neighborhood Association is governed by a Steering Committee whose members are elected by the general membership in annual elections. New members will be elected in November 2021, and residents are invited to stand for election. The Steering Committee is the principal governing and policyrecommending body of the association. It consists of no more than 13 and no fewer than nine members. The committee coordinates the activities of various subcommittees and meets monthly and hosts a general meeting once a month. Chair Marta White says the committee is ”… seeking neighbors interested in supporting the Mueller community by running for the Steering Committee. Mueller: One of the FastestGrowing Areas in Austin By Lila Valencia

The 2020 Census data are out and findings reveal incredible growth in our neighborhood. In the 2010 Census, Mueller was part of census tract 3.06 and had a population of 2,697. A census tract is a census geographic area containing between 1,200 and 8,000 residents and an ideal size of 4,000. When the population in a census tract exceeds these thresholds, the census tract is split. As a result of the 2020 Census, the Mueller neighborhood is now made up of two census tracts, 3.08 and 3.09. Tract 3.09 contains “old Mueller,” with a northern boundary along 51st Street, an eastern boundary of Berkman Drive, southern boundary of Manor Road, and a western boundary following Airport Boulevard to the northwest greenway and out to I-H35. Census tract 3.09, enumerated at 5,602 people, has more than twice the population of census tract 3.06. Census tract 3.08 contains “new Mueller” and has a western boundary of Berkman Drive, northern boundary of E. 51st Street, and eastern and southern boundaries along Manor Road. In 2020, the population of this still burgeoning area of the neighborhood was 2,698 residents. Census tracts 3.08 and 3.09 combined have a total population of 8,300. Growth in Mueller is in the context of strong growth in Austin and the metro region. The Austin metro area was the fastest growing metro in the country every year this decade, and only three other U.S. cities, New York, Houston, and Fort Worth, added more population than the city of Austin between 2010 and 2020. Austin's population grew by 171,465 individuals at a rate of nearly 22 percent to a total of 961,855. Mueller is among the fastest growing areas in the city. The Mueller population expanded by 5,603 from a population of 2,697 in 2010 to 8,300 in 2020, growing at a rate of 207 percent or more than tripling in size. Although our neighborhood makes up less than 1 percent (0.8%) of the total city population, the Mueller neighborhood contributed over 3 percent of the total growth this decade. Other areas of fast growth in the city include the Domain, parts of west campus around the University of Texas, northwest parts of Austin such as Lakeline and Avery Ranch, and some outlying parts of the city towards Pflugerville, Manor, and Buda. Along with population growth, Mueller experienced a big increase in housing. Between 2010 and 2020, more than 2,700 housing units were added to the neighborhood, for a total of 4,137 housing units. Population growth between 2010 and 2020 brought some demographic shifts to our neighborhood. Growth in Mueller extended across all race and ethnicity groups. However, at a time when the nation, state, and city are becoming increasingly diverse, Mueller is becoming less diverse. Growth in Mueller was driven by the non-Hispanic White population, and they make up the largest race/ethnicity group at 4,701 and make up the majority at nearly 57 percent of the total population. The Hispanic population is the next largest race/ethnicity group at 1,590. Despite this growth, the Hispanic population experienced a decline in its share of the neighborhood total from 31 percent in 2010 to 19 percent in 2020. The Asian population is the third largest race/ethnicity group at 956 and makes up a little over 11 percent of the neighborhood population. The African American population grew to 520 but also declined in its share of the neighborhood total from 7 percent to 6 percent. The multiracial or population identifying with two or more races is the next largest race/ethnicity group consisting of 469 and making up over 5 percent of the neighborhood population. The population that self-identified by another race, American Indian & Alaska Native, or native Hawaiian & other Pacific Islander each make up less than 1 percent of the neighborhood population. We see a similar pattern when we look at the child population, or those under 18 years of age. Growth among children was driven by the nonHispanic white, multi-racial, and Asian populations. The Black population contributed just over 5 percent of the growth in the child population. Latino children contributed less than 10 percent of the total growth and their share declined from nearly 47 percent in 2010 to nearly 23 percent in 2020. Findings from these data will be used to redraw boundaries for districts at the congressional, state, and local levels, including city council and school board of trustee districts. These data will also be used to allocate over $1.5 trillion in federal funding for programs focused on affordable housing, health clinics, head start and after school programs, parks, and transportation planning and construction. AHFC Seeks Community Input on 3515 Manor Road Development By Marta White

The Austin Housing Finance Corporation (AHFC) is repositioning a recently and soon-to-be acquired approximately three-acre property located at the corner of Manor Road and E.M. Franklin Avenue in Central East Austin for the development of affordable housing. AHFC is conducting three online community meetings to provide information on these developments to interested residents and explore community ideas regarding the development of the sites. Proposed Development Priorities Provide mixed-income family-friendly housing with deep affordability including: •

Join the Mueller Neighborhood Association (MNA)

The MNA is an all-volunteer, non-profit, non-partisan organization that advocates for the Mueller neighborhood and focuses on building community. Playing a vital role in representing the interests of the neighborhood, the MNA strives for diversity and inclusion of all members of our community, residents and visitors alike. Joining the MNA is a good way to find out what is happening in our community. Becoming involved in the MNA is a wonderful way to meet your neighbors. The MNA website (muellerneighborhood.org) is an excellent tool to learn about our neighborhood and how to connect with your neighbors. The website answers many questions – MNA vs POA, tips for new neighbors, membership and contact information, FAQs about pools, parks, parking, landscaping, and more. There are many opportunities to become involved. Check the MNA website for descriptions of committees and their roles such as Block Captains, Neighborhood Engagement & Inclusion, Transportation & Urban Planning, Front Porch Flyer, Finance, Online Communication & Technology, Community Space Initiative, Schools, Local Business, Neighborhood Transition Planning, Aging & Neighborhood, Climate Change & Zero Waste, Social Activities, to name a few. The activities of the committees are many and varied. For example, the Transportation and Urban Planning committee keeps the neighborhood informed about building and road projects in Austin. The Neighborhood Engagement and Inclusion committee’s Equity Team has started a book club. The Climate Change committee and the Zero Waste leader help keep us updated with recycling and environmental issues. Social activities include Fall Fest, Egg Scramble, and Fourth of July Parade. Annual dues are $5 per resident 18 years or older. Your dues help pay for neighborhood events, operating costs, and MNA grants.
