Homeowner Briefing for September’s HOA Meeting The September HOA Board meeting was held on September 13, 2021, via virtual dial in and online meeting link. The following board members were present: Ty Thomas, President; Cynthia Moody, Treasurer; Chimeria Gonzalez, Secretary; and Eddy Kharrazi, Director At Large. The August 9, 2021, meeting minutes were unanimously approved. There were three ratifications of actions between meetings. The Board voted on adding lake inspections to Crest’s duties for $100 per month, removing/trimming trees on Empress Cove for $975, and the use and cost of a task list service for $240 annually. The Board presented the August 31, 2021, financial report to the homeowners that were present. Pam Hummel reviewed the balance sheet and income statement. As of August 31, 2021, the Association has a 97% collection rate for 2021 assessments. Total Cash $567,590.44 Total Reserve Funds $237,867.07 Total Assessment Receivables $17,459.89 for 2021 assessments Total Assets $882,935.69 Committee reports were given. Hailey Piowaty for the Events Committee reported that National Night Out will be on October 5, 2021. The Fall Garage Sale will be on October 16, 2021. The Board voted to have the garage sale on Saturday only. Safety Committee reported that all the stop signs that have been reported as leaning have been reported and should be maintained soon. New business matters discussed were: • A motion was made to accept a payment agreement on account #2910602001. The motion was seconded and carried. • Pam Hummel reported that Tuttle Construction was still waiting for the materials to arrive to complete the bridge repair. (The bridge has since been completed.) • Pam Hummel presented two bids for power washing the white fences. A motion was made, seconded, and carried to accept a bid from Precision Pressure Washing in the amount of $550.00. • The Board was presented with an irrigation estimate from the community landscaper, Land Crafters. The Board asked for bids from other landscapers/irrigation companies. This item was tabled for more bids. • The Board discussed having two phones for 911 use and installing Comcast as the provider. This was tabled to find other vendors to get bids from. • The Board discussed the issues that the pool company is having with lack of lifeguards to serve the pool for the last weekend of the season. A motion was made, seconded, and carried to deny the pool company’s request to close the pool early for the season. • The Board reviewed the task list that was provided in the Board packet. The Board asked to have the incomplete tasks added to the agenda and the minutes each month. • The Board discussed the inspection item list for the Community Manager and expectations. • The Board asked that homes with dead palm trees/fronds will need to start receiving letters.

The Homeowner Forum had two residents in attendance. The following are outstanding items to be discussed: Precision Pressure Washing begin date, bids for irrigation, pool phones/Wi-Fi, palm tree stump at pool, fine policy, fence stain colors, paint mushroom at splash pad, tree removal bids, lake erosion, sign replacement at splash pad, and red button at splash pad. The open session adjourned at 8:56 p.m.

Holiday Decorating Contest Start pulling those decorating boxes out of the attic and from storage! The annual holiday decorating contest will be held again soon. The decorating categories are: Best Overall House, Most Festive, Most Traditional, Kid’s Choice, and Best Animated House. Five Honorable Mentions will be awarded. The winners will receive lots of oohs and ahhs, a temporary yard sign stating their category win, and a modest gift certificate. In all categories, a house that won the previous year can win again. The Categories Best Overall - This home should have trim on the roof line, sidewalks, and yard edge and have lights around the trees. Yard

decorations are a plus but not necessary. This home will give you a WOW factor as you drive by it. Single color themes or tasteful multi-colors are also a plus where you can tell that the resident made considerable effort to design a pattern and really make it look nice. Most Festive – This home should really load up on the lights, blow up figures, yard ornaments, etc. When you look at it you should think that this house is “over the top.” Most Traditional – This home should have an elegant theme that is clean and neat, not cluttered. It should have a consistent color theme such as white, red, or green or combination of the three. Homes that trim the top roof line, outline sidewalks and yard edge will be given more consideration. Best Animated – This home will use animation and technology to provide an updated version of any one of the themes. Kid’s Choice – The Committee will locate a few houses which are decorated with a theme or decorations that would appeal to children. It can portray any of the other categories. Honorable Mention – So many residents in Village Creek spend their time and money decorating their houses. Many of them deserve recognition for the effort they make beautifying their neighborhood during this season. Architectural Review Committee Update Since I really don’t have a topic for this month, I thought it might be a suitable time to discuss a few things several people have asked me about lately. Tree Removal: Yes, we still have a minimum number of trees you need to maintain in your front yard. Yes, it was reduced from 3 to 2 for those homes on smaller lots, but that doesn’t mean it’s time to play Paul Bunyan. If you need to remove a tree, and there are a number of reasons why you would need to remove a tree, you still need to file an Exterior Modification Request and get ARC approval BEFORE proceeding. It's easy to do, the e-form is found on Crest-Management.com and all you need is a picture of your property (Google Earth will do) and show which trees are leaving and which are staying. While we are on the tree topic, remember the County Tree Massacre that occurred a couple of years back on the east side of Lake Vista? Well, it’s going to happen again if we don’t take action and keep our trees trimmed. County height requirements are 14 feet above the streets as measured from the curb and 8 feet above sidewalks. Yes, those trees next to the road are your responsibility to keep trimmed. If the County does the trimming its going to be brutal, because they don’t want to come back for 5 to 10 years. Events Committee Update The National Night Party, held on October 5th at the pool house, was a success, thanks to the efforts of the fantastic committee, which includes Hailey and Michael Piowaty and their children, Josh and Rebecca, Lupe Green and her spouse Bill Green, and Rhonda Salveski. We enjoyed hot dogs and buns which HEB kindly provided. Fun was added to the occasion by Harris County Constables Pct. 4 deputies, arranged by Sgt. Ernie Gonzales. They kindly provided us with fun handouts for the children and lots of informational brochures. It was so nice to meet them all. Every event requires assistance, and we want to thank the following for their time and assistance: • Sandy Zak for pre-cooking and wrapping hotdogs. An immense help! • Jennifer Kharrazi for general help setting up, assisting residents, and cleaning up. • Paulette Morison and the Boomers for always supporting our events en masse. • Pete Miller for photographing the event. • All the residents and wonderful kiddos who attended. • Our board for their support. We have several events and a few more food trucks planned. The Voice Safety & Security Committee Update As more of us are traveling, especially during the holidays, having someone check on your home while you are away is a good practice. Precinct 4 Constable’s Office offers vacation checks as a service to the community. A vacation check can easily be organized by filling out an online vacation request form at https://www.constablepct4. com/vacation-watch-request.html. To help protect your home while you are on vacation, below is a security checklist to help deter burglars from targeting your house. Inside the House • Set timers on interior lights. This goes a long way in deterring burglars, who often look for crimes of opportunity. Don't allow your house to appear as if no one is home. • Power surges. You never know when a power surge may occur, so be prepared. Disconnect the computer, TV, stereo, and other electronics, or make sure they are plugged safely into a surge protector. • Don't make or socialize status updates. Never broadcast your location on social media. Even if you think that it is only your friends or colleagues viewing your online profiles, it is safest not to leave any sort of opening for a possible burglar. • Alert your alarm company. If you have an automatic security system in place, call your representative, letting them know you will be away from home for an extended period of time.

• Secure valuables. If you don't already have your jewelry or other valuables in a safe deposit box, now might be the time to do so. Doing this also ensures that you don't leave out anything valuable in plain sight that a burglar might be able to see from a window. • Set the HVAC. Set a programmable thermostat to lower your heat or air conditioning usage and remember to change the thermostat's battery. • Check doors and windows. It might seem obvious but doublecheck just to be sure. Lock all doors and windows. Outside the House • Arrange for lawn care. Have your landscaping tended to by a friendly neighbor or local service. • Stop newspapers and mail. Stop mail and newspaper deliveries or have them regularly picked up by a neighbor. • Don't leave spare keys outdoors. Collect any hidden spare keys from around the exterior of your home. Remember, burglars know the most popular hiding places, like beneath mats and in potted plants. • Lock the garage. Even if there is no entrance to your house from the garage, there is still a chance for numerous things to be stolen. Secure the door and any entrances to the garage.
