Malaysia’s ranking on Bribe Players Index improves although not in top 10

MALAYSIA’S ranking on Transparency International’s Bribe Players Index (BPI) may have improved but its ranking of 15th out of 28 countries is still a cause for concern. This is the opinion of Transparency International Malaysia president Datuk Paul Low, who lamented that the country has yet to break into the top 10 “cleaner” nations list. Announcing the rankings yesterday, he said Malaysia scored 7.6 out of 10 points along with Hong Kong, South Africa and Italy. The top countries are the Netherlands and Switzerland, which scored 8.8. The lowest are China with 6.5 and Russia with 6.1. The least corrupted nation would be one whose score is closest to 10. The BPI is a ranking system which rates which major trading countries have companies with a tendency to pay bribes when doing business abroad as opposed to the Corruption Perception Index (CPI) which ranks countries with the most corruptible officials. “Malaysia seems to always hover just

He said it was imperative that the government implement a legal system to make companies accountable for bribe-paying instead of merely prosecuting individuals. Low said the UK Anti-Bribery Act was such that if an employee paid a bribe, even the board of directors were held responsible unless they were able to prove they had reasonably put anti-corruption measures in their companies. “In Malaysia, we mostly prosecute the individual. But the individual may have actually done it with the blessings of the people at the top. And, of course, when this happen, the top level will just let him fall and pretend ignorance and apologise and the company itself isn’t prosecuted,” he said. “There is a need to ensure that if employees engaged in bribery, the company and the board of directors should also be liable.”

Low also pointed out that the sectors most prone to bribery and corruption were the construction, public works and the defence sector. It is the fourth time that Malaysia had been listed in Transparency International’s BPI. Its previous BPI scores were 3.9 in 1999, 4.3 in 2002 and 5.6 in 2006. Malaysia did not qualify in 2008 as it was not considered an important trading nation. Meanwhile, Federation of Public Listed Companies Malaysia president Tan Sri Megat Najmuddin Megat Khas described Malaysia’s new ranking as a “tremendous improvement”. He said even though many local public listed companies had “relatively good governance”, it was still a struggle to curb greed and avarice. “However, the Astro/Maxis’ bosses alleged breaches of the corruption law in India do not help our image internationally. There are also so many Malaysians in jail overseas for a variety of crimes like drug trafficking, credit card cloning, bribery, people smuggling and the like. And what do we do about it?” he said.

SEPUTEH MP Teresa Kok (pic) urged the Tourism Ministry yesterday not to make excuses in their choice to engage in direct bookings as opposed to open tenders for paid advertisement contracts. She was referring to Tourism Minister Datuk Seri Dr Ng Yen Yen's justifications on the ministry's shortcomings highlighted in the 2010 AuditorGeneral's (AG) Report. The report stated that 72 per cent of advertisement contracts by the ministry were via direct negotiations with providers rather than through open tenders. It also said these contracts were completed without the approval of the Finance Ministry. Kok refuted Dr Ng's claims that direct contracts were secured to avoid intermediaries who charged a 15 per cent commission. "This seems like a very weak argument. It's common knowledge that through a competitive open tender process, media agencies would offer high competitive prices and cater to proposals to match the market rate," she said at

Deal will not violate anti-trust laws, says Rafidah THE share swap between Malaysian Airline System Bhd (MAS) and AirAsia Bhd will not result in monopolistic practices between the two carriers. AirAsia X Bhd chairman Tan Sri Rafidah Aziz said the deal would not result in any behaviour that violates antitrust laws. "We (AirAsia and MAS) are guided by strict anti-trust laws overseas and in Malaysia when competition laws come into force next year. We'll not be able to do anything that violates any anti-trust laws," she told a media briefing on the MalaysiaEurope Forum's Roundtable yesterday. The Malaysian Competition Commission is reviewing the possible impact of the MASAirAsia collaboration on the local market, and advise both airlines on possible areas. Rafidah said the collaboration may result in cost-cutting for both airlines and benefit passengers and customers as they could offer better services. She said the MAS management must continuously hold dialogues with all levels of its workforce through its unions. "This is to explain what’s happening and what’s going to happen, particularly to employees, and the areas of cost-saving which translates into benefits," she said.

A majority of the land owners had protested against the proposed Kampung Baru Corporation Bill since it was tabled for the first reading in Parliament last December. The Bill would have given the Federal government immunity

from legal proceedings with regards to developing the area. Following protests from the residents, the Federal Territories and Urban Wellbeing Ministry held briefings in June on amendments to the proposed law. The Bill was amended to include more participation from the landowners. The amendments a ls o removed the power of the corporation to acquire land and retained MAS as the administration body of the 111-yearold settlement. The amended Bill was tabled, debated and passed in Parliament last month.

State to explain private land ownership scheme MANY Selangor residents are confused over the State government's Private Land Ownership scheme, Selangor Menteri Besar Tan Sri Abdul Khalid Ibrahim said yesterday. "Although the Selangor government introduced the scheme for the welfare of its people, many have failed to understand the policy's goals, principles and target group," he said at a Press conference after a state executive council meeting.

He said briefing sessions would be held to explain the details of the policy to the public. The Selangor government had implemented the policy on June 1 to encourage property owners to pay their dues to the State. Under the scheme, property owners can apply to renew their land leases for up to 99 years for a nominal premium of RM1,000. The condition is that the owner or beneficiary can

only sell the property after paying the full premium based on the market value at the point of sale. To encourage people to pay the premium in full, property owners will be given a 30 per cent discount on the land premium. MCA Selangor had criticised the scheme as a political ploy, saying property owners were charged exorbitant land premiums under the new scheme. Said Abdul Khalid: "We

would be honoured if parties who do not understand the scheme, including MCA Selangor, could attend the briefing to hear and understand the policy." He also said the Selangor government was willing to hold a debate on the policy and leave it to the people to make judgments. "It is unfair to debate without providing explanations to groups that do not understand the scheme," he said. Abdul Khalid said the State

government was flexible with the policy and property owners who were comfortable with the previous payment method could stick to it. "We are not forcing property owners to choose the new scheme. The choice is in their hands according to their financial ability," he said. However, he said people were responding positively, with "a few thousand" having chosen to renew their leases according to the policy.

Traders offered new location TRADERS who had been operating at the Klang Bus Terminal, also known as Klang Bus Stand, will be moved to new premises in front of the Central Market LRT station nearby. Deputy Federal Territories and Urban Well-being Minister Datuk M. Saravanan, who visited the site yesterday, said the traders could operate rent-free at the new site for the first six months. The bus terminal, opened more than 40 years ago, is being demolished to make way for the proposed MRT project. "The ministry will hold discussions with Syarikat Prasarana Negara Berhad (Prasarana) on the next course of action as the MRT project is only expected to be completed in 2016," Saravanan said. He said the government would ensure the welfare of the 13 traders, who had been operating at the terminal for more than 10 years, would be taken care off.

Pahang police cripple Nippon Gang PAHANG police believe they have crippled the "Nippon" Gang involved in robberies and car-theft cases in Bera, Maran, Kuantan, Rompin and Temerloh with the arrest of four of its members. Temerloh police chief ACP Mohd Nor Mansor said the four men, aged between 28 and 40, who were also drug addicts, were believed to be involved in at least 16 robberies, house break-ins and car-theft cases reported over the past few months. The four were arrested in two raids in Kampung Machang Gelap Chenor, Maran, and in Felda Purun, Bera on Oct 15. Police retrieved three cars, a sports utility vehicle (SUV) and a motorcycle, all believed to be stolen, from the suspects.

Website to warn of floods THE Department of Irrigation and Drainage (DID) has put up a website to alert the public of impending floods. The PublicInfoBanjir website provide information and issues early warning of floods in high-risk areas, said Deputy Natural Resources and Environment Minister Tan Sri Joseph Kurup in Malacca yesterday. It is to enable people to make preparations early before the floods strike, he told a news conference. DID directorgeneral Datuk Ahmad Husaini Sulaiman said the information on the website was live and would be updated regularly. "Cameras have been installed in highrisk areas to capture the situation on the ground," he said. The service is also available on Facebook and Twitter.

Ensuring quality childcare PARENTS should send their children to childcare centres registered with the Social Welfare Department to ensure quality care. Social Welfare Department directorgeneral Hadzir Md Zain said about 600 childcare centres nationwide had registered with the department while more than 1,100 others were awaiting certification. IT was a day to remember for 60 police officers at the Bukit Aman Narcotics Criminal Investigation Department when they were promoted yesterday morning. The ceremony was witnessed by the department's director, Datuk Noor Rashid Ibrahim, who praised his men for their hard work and sacrificed to achieve more. Of the 60 promoted, 50 went

from lance-corporals to corporals. The rest were sergeant-majors promoted to sub-inspectors. "Those promoted got salary increments and other benefits according to their rankings and job scopes," said Noor Rashid. "Hopefully, this will motivate the officers to achieve higher positions by contributing effectively to the force."

THE two teenage robbers featured in a YouTube video slashing a shopkeeper and his family in Bandar Mahkota Cheras on Oct 25 have at least five such criminal activities under their belt. They were arrested on Monday after a man reported he was also robbed by them. Police believe they have an accomplice still at large. Initial investigations suggest the trio not only targeted small businesses like sundry shops but was also involved in street crimes such as wayside robberies around Kajang. District police chief ACP Ab Rashid Ab Wahab described the teenagers in the video, aged 15 and 17, as "opportunists" who struck whenever the chance arose. “Both were arrested at Bandar Damai Perdana on Monday after police received a report from a

However, the shopkeeper and his family retaliated and attacked them with a stick kept under the counter. After an exchange of blows, the youths fled empty-handed. The incident happened on Deepavali Day. The clip took thousands of hits on YouTube and Facebook, with the public expressing outrage over the nature of the attack.

Daring double heist by leaping robber

A ROBBER has caught the police's eyes as he is believed to be involved in two bank heists on Tuesday with a motorcycleriding partner. The suspect, in full-faced helmet and armed with a handgun, jumped over the counters of both Affin Bank in Pudu and CIMB Bank in Taman Connaught, Cheras.

The only difference is that he walked in alone in the second robbery. Cheras district police chief ACP Mohan Singh Tara Singh said that in the first incident at Affin Bank in Fraser Business Park, Jalan Metro Pudu, the robber entered the premises about 11am and leapt over the counter.

behind the bank. The robber walked calmly into the bank branch at about 3.45pm, jumped over the counter and forced the clerk to fill up a bag with RM25,000 while pointing the gun to her head in the presence of customers and the bank staff. A guard was in the bank's ATM annex at the time.

The robber then walked out to escape with his accomplice from the back alley. The incident was over in five minutes. No shot was fired and no one was hurt in both heists. Police are viewing CCTV footages from both banks to glean more details on the robbers.

Carnival to raise funds for free tuition centres

Council's rat baiting exercise

A MAJOR rat eradication exercise will be launched by Universiti Sains Malaysia a n d t h e S u b a n g Ja y a Municipal Council (MPSJ) at the SS15 business district in December. It is the first salvo in a long-term attempt to curb the alarming increase of rats in the municipality. The pilot project will be spearheaded by USM’s school of biological sciences dean, Prof Abu Hassan Ahmad and MPSJ’s health department director Dr Roslan Mohamed Hussin. Subang Jaya assemblyman Hannah Yeoh funded the first phase of this research, which involves rat baiting, with a RM5,000 pledge. Abu Hassan said killing many rats in the first wave was one way of tackling rat infestation in any area. "Our aim is to reduce and wipe out the population with continuous baiting in the affected areas," he said. “We will start by placing high quantities of bait and continue this with more bait until we can see a reduction in the consumption of the bait by the rats."

The programme will take three months. A quick assessment will be made to identify the “hot spots” based on public complaints and this is where the major concentration of baiting will be done. Abu Hassan said rats which consumed the bait would be dead within one to two days depending on the toxicity of the product used. “Once we start baiting, we need the cooperation of everyone, be it MPSJ or the business community, to quickly remove the dead rats," he said. “We also need to focus on the sanitation of the area. People need to clean up their own premises of food waste and ensure their garbage disposal is done properly." Abu Hassan said the rat population normally boomed when there was easy access to food sources. He said it was important for the council to strictly enforce sanitation practices in restaurants and food outlets if it wanted to seriously tackle rat infestation.

THE Selangor government can be approached to consider a request by SS19 low-cost flat owners to redevelop the area to replace the present tworoom units. Subang Jaya assemblyman Hannah Yeoh said although the flats had not been identified for redevelopment, the idea could be explored if the unit owners wanted it. She was responding to a point brought up by a resident during a Town Hall meeting with flat dwellers last month. A suggestion was made to redevelop the blocks of two-room units into three rooms, at par with the current low-cost schemes. Among ot he r issu e s raised were the rat problem, poor workmanship of newly-resurfaced courts at the playground, a request to set up stalls near the flats, and overcrowding of foreigners renting units there. Subang Jaya Municipal councillor Dr K.M. Loi, said the council's health department would be called in to assess the rat infestation and act on it. On stalls for traders, he said: "Depending on the suitability of the site, the council can consider requests to set up small stalls for flat-dwellers to trade. "Identify the spot and consult us. We will help you. "If you know of any units being overcrowded, for example if a unit has 24 occupants, report them to MPSJ. These are mainly being rented to foreigners working on shifts and they take turns to sleep." On the pedestrian bridge along Persiaran Tujuan being unsuitable for the disabled and senior citizens because it is too steep and not disabled-friendly, Yeoh said residents should use the traffic light crossing at the SS19/6-Persiaran Tujuan intersection. "Please use the pedestrian crossing. We will look into the timing of the traffic lights at the intersection," she said.

Back to square one Taman Bunga Raya folks upset over 'rebirth' of razed roadside food stalls

A MONTH after being demolished in July, food hawkers have returned to haunt'Taman Bunga Raya in Setapak. Residents are now saddled with a repeat of problems that earlier plagued them for over a decade — boisterous night-time patrons and traffic snarls. City Hall tore down the 22 stalls along Jalan Melinja 2 on July 5 in a joint operation with the Immigration Department, Tenaga Nasional Berhad and People’s Volunteer Corps or Rela, involving 140 personnel. The local authority came down on the stall operators for operating illegally and setting up structures without permission. A BLOODIED body caused a fright in an Austrian motorway rest area recently, before police raised it again from the dead. Passers-by alerted the authorities at dawn that a body covered in blood lay in a rest area off the Tauern motorway near Salzburg. As it turned out, the "zombie" was just a drunken young man in a Halloween costume and his face covered in fake blood, sleeping it off in his car, police said in a statement. THE offices of a French satirical newspaper that published a special Arab Spring edition with the Prophet Muhammad on the cover as "guest editor" were destroyed in a suspected firebomb attack yesterday. The attack came after Charlie Hebdo renamed the weekly newspaper Charia (Sharia) Hebdo for the occasion and featured a front-page cartoon of the prophet saying: "100 lashes if you don't die of laughter!" The newspaper's website also appeared to have been hacked,

with its regular home page replaced with a photo of the Grand Mosque in Mecca and a message reading: "No God but Allah". The web site was later unavailable. French officials were quick to denounce the attack and offer support to the newspaper. "Freedom of expression is an inalienable right in our democracy and all attacks on the freedom of the Press must be condemned with the greatest firmness. No cause can justify such an act of violence," Prime Minister Francois Fillon said in

Aid ships in new bid to run Gaza blockade

TWO ships carrying medical aid and activists have set sail from Turkey in a new bid to to break Israel's blockade of the Gaza Strip, pro-Palestinian activists said yesterday. A statement issued by the Freedom Waves group said the mini-flotilla made up of one Irish ship and one Canadian ship had left Fethiye on Turkey's south coast yesterday afternoon and planned to arrive in Gaza tomorrow.

The group said two boats, the Canadian Tahrir and the Irish Saoirse, were carrying 27 people, including journalists and crew members, along with US$30,000 (RM93,975) worth of medicines. GOOGLE has put price on Google Maps. The BBC reports from Jan 1, heavy users of the Google Maps API service will be slugged. Charges will kick in when websites exceed a limit of more than 25,000 map "hits" a day, reports news.com.au. The change is aimed at travel firms and real estate agents, which use Google Maps to show customers a view of locations they are interested in. Google says the limit "will only affect 0.35 per cent of users". The BBC said Google is expected to charge US$4 (RM12) every 1,000 views over the limit.

Ban makes surprise visit UN leader Ban Ki-moon arrived yesterday in Libya for a surprise visit, an airport official said, his first since the uprising that ousted Muammar Gaddafi. Earlier UN spokesman Martin Nesirky said Ban would spend one day in Tripoli to meet officials in the National Transitional Council who ousted Gaddafi and representatives of civic group. FILMMAKER James Cameron on Friday unveiled the first scenes from his new 3D version of the mega-blockbuster hit Titanic, the second biggest earner in film history, ahead of its release in April next year. Cameron and producer Jon Landau showed 18 minutes of film in the huge screening room at Paramount Studios — the only major motion picture studio left in old Hollywood. “This is a film that many people have seen, obviously, sometimes multiple times, but there is a whole generation of people who haven’t seen it in theatres,” Cameron said. “I love the 3D, I think it’s spectacular. If I had had 3D cameras at the time, if there had been 3D theatres at the time, I would certainly have shot the film in 3D.” Titanic, which starred Leonardo DiCaprio and Kate Winslet as starcrossed lovers aboard the ill-fated passenger steamship that struck an iceberg in the North Atlantic and sank in 1912 — was first released in 1997. The film earned more than US$1.8 billion (RM5.6 billion) worldwide and 11 Oscars including Best Picture and a Best Director statuette for Cameron. It remained the highest-grossing

film of all time until Cameron’s Avatar shattered the record with more than US$2.8 billion (RM8.7 billion) in worldwide receipts. “I do believe there is an array of 10 or 20 movies — think of the best movies of all times — that should be converted in 3D, but it has to be done right,” Cameron said. “I firmly believe that 3D is an enhancement even for just normal, narrative scenes, not necessarily the action scenes,” he said. “That feeling that you’re right there, actually with characters, enhances the emotional interaction between the audience and the film.” He, however, admitted that Titanic for him would only become a film in 2.99D as opposed to the one originally-filmed in 3D. to put you in the frontline and into the characters’ shoes. This isn’t much of a horror movie with spirits from the netherworld lurking behind corners but more of a psychologicalthriller where Pang “scares” his audiences with their own fear. When it comes to style, Pang has his own way to please horror fans. The movie steers away from the traditional opening, begins with a rather odd set up, where Lee’s character is relating a bedtime story through a seemingly torn piece of paper. As the story unravels from that single unfinished narration, the movie then takes its time to unveil some of the mysteries and odd cases related to each other. While the plot is refreshing and exciting, the script is its downside. It isn’t one of the better-written, in fact, it’s quite laughable, especially when the characters say out loud the obvious.

Westwood wrested the No 1 crown from Tiger Woods on Oct 31, 2010, ending the American legend's 281-week run at the head of the rankings. A week later, he lost the HSBC Champions by one shot to Italy's Francesco Molinari in a thrilling finish and said yesterday he was out to complete unfinished business. "I became the world No 1 at this time last year and I played like the world No 1 in the tournament. Unfortunately, Francesco played a little bit better," Westwood said yesterday. The 27-year-old Benin international arrived at St a d iu m of L i g ht f rom French club Paris St Germain in January, with a reputation for being able to play through the middle or on either flank, and his ability to switch roles has already been put to good use by Sunderland. Sessegnon has lined up in a wide midfield role, in the hole behind a lone striker and up front himself, and has started all 11 of the club's games to date this season. Chelsea hit out at their fans for chanting Ferdinand in draw against Genk CHELSEA condemned the chanting of their own fans about Anton Ferdinand which marred their 1-1 draw against Genk in a Group E match at Cristal Arena yesterday. T he Blu e s supp or te rs repeatedly chanted about Queens Park Rangers defender Ferdinand in response to the John Terry racism inquiry. The chants came shortly after the Metropolitan Police launched a formal investigation into allegations Terry racially abused Ferdinand during the west London derby recently, something denied by the Chelsea captain. "The chanting was wholly inappropriate and we don't condone it," said a club spokesman. Manager Andre Villas-Boas insisted he had not heard the chanting, which was at its loudest shortly before and after half-time. "I was concentrating on the game," he said. Terry did not feature in the

game as Villas-Boas opted to rest his skipper and recall David Luiz in the heart of defence. After Ramires opened the scoring, Luiz surprisingly took on penalty duties and duly saw his spot-kick saved by Laszlo Koteles. Villas-Boas insisted Luiz had not broken ranks. However, the Argentina international is not thinking about the all-time record held by Cesar Rodriguez. Messi came into the match on 199 goals and reached his double century as he converted a penalty midway through the first-half before scoring a fine second just before the break. Cesc Fabregas added another and Messi rounded off the scoring right at the end with his second successive hattrick to make it 202 goals in Barca colours, and 22 already this season. "I am happy with the game, the result and to have got the 200 goals, but more than anything because of the result," Messi told TVE. British MPs call for World Cup bids investigation BRITISH lawmakers called for an independent investigation into the bidding for the 2018 and 2022 World Cups despite a “whistleblower” retracting allegations that Qatar paid bribes to Fifa members. The culture, media and sport (CMS) committee said Fifa’s reforms announced last month were “encouraging” but football’s world body still needed a full inquiry into allegations of past misconduct. Fifa member Mohamed Bin Hammam’s activities in football after he was banned for life for bribery while running for Fifa president in May. Bin Hammam played a key role in Qatar’s success in winning the 2022 World Cup bid in December, but the bid denies any suggestion of wrongdoing. The CMS report states: “The committee notes that Fifa have received an apparent retraction of the original allegations related to Qatar’s 2022 World Cup bid. “While it welcomes the withdrawal of the allega-

tions made by the whistleblower, the committee is still concerned that no apparent effort was made by Fifa to investigate these allegations when they were put to it, and that other allegations, specifically those made by ex-England 2018 chairman Lord Triesman in evidence to the committee, remain.” In relation to the Bin Hammam ban, it adds: “Our concern is that the governance failings revealed by this incident are symptomatic of a wider governance failure within Fifa, and we stand by our recommendation that Fifa
