THE key evidence which could have pinpointed the cause of the explosion at the Empire Shopping Gallery on Sept 28 is believed to have been wiped out in the blast. The Energy Commission of Malaysia said such was the devastation caused by the blast that it is facing an arduous task in trying to determine the origin of the explosion. It’s not easy to put the puzzle together,” he said after officiating at a gas safety workshop organised by the Malaysian Association for Shopping and Highrise Complex Management here last week. Yusni said the commission was trying its best to gather more concrete evidence and it would “take some time” to conclude its investigations.

“Information from witnesses is also not giving us a proper insight into the explosion,” he told The Malay Mail. He said the commission had three months to wrap up the investigations. The explosion damaged 40 shops at the lower ground and ground floors of the year-old building. It was so strong it blew out windows and wooden panels. Four people were hurt — two Nepalese security guards and a couple. One of the guards suffered a broken leg after being trapped under debris.

Selangor Fire and Rescue Department assistant director Mohd Sani Harul had reportedly said fire investigators had narrowed down the origin of the blast to five food outlets on the lower ground, between LG32 to LG36. It was reported the shopping mall would re-open its doors by mid-November. THE Energy Commission of Malaysia is drafting an additional requirement to strengthen the gas safety guidelines for shopping complexes. Its gas safety and supply department director, Ahmad Nornadzmi Dzulkarnain, said the commission was looking at proposing a mandatory requirement for malls to hire competent persons to conduct routine checks on the gas system. "Currently, shopping complexes rely on outsourced licensed maintenance teams to check the gas system," he said after attending a gas safety workshop last week. The maintenance team are hired from licensed gas contractors or gas supplier Gas Malaysia Berhad. "We want the management of shopping complexes to be more involved at the

Procedures followed, says Tourism Ministry

THE Tourism Ministry has denied allegations it did not follow the Finance Ministry's procedures in the procurement of its advertising projects which led the ministry to overspent to a tune of RM270 million. Its secretary-general, Datuk Dr Ong Hong Peng (pic), said in a statement yesterday the ministry was taking the Auditor-General's Report seriously and had taken steps to improve its money management method. "All payments are based on completed works and attached with the bills and other supporting documents as per the Finance Ministry's requirement," he said. Dr Ong explained there were two methods of procurement for advertising practised by the Tourism Promotion B oard (TPB) — open tenders and direct bookings. Ambiga wants TV3 to correct description of 'Sexualiti Merdeka' BERSIH 2.0 chairman Datuk Ambiga Sreenevasan has threatened to sue TV3 if it does not retract its labelling of the annual sexual rights Seksualiti Merdeka festival as pesta seks bebas (free sex festival). Ambiga, a former Bar Council president, said the media was unfair in misleading the public on the true nature of the event and has demanded they correct their description of the event. Sexualiti Merdeka 2011, scheduled for tomorrow at the Annexe Gallery at Kuala Lumpur Central market, has been halted after police declared it unlawful. "It has been played up in a terrible manner. The way TV3 reported it, they are basically lying to the public about what Seksualiti Merdeka is all about," Ambiga said. "If they do not correct it, they will be hearing from our lawyers." Speaking at the Tenaganita headquarters in Jalan Gasing where she and others met with Brickfields police to assist in police investigation into the event, she added: “The way certain media reported this event will only make the situation worse for the same people we are trying to protect. THE move by the National Higher Education Fund Corporation (PTPTN) to stop giving loans for expenses of university students has not been finalised, its chairman Datuk Ismail Mohamed Said. He said this would be among proposals to be submitted to the government in view of the large annual amount of allocation given to students to pursue higher learning either in or outside the country. "This is also to ease the financial burden by the corporation because many do not repay their loans. Study loans, however, will continue," he told Bernama. The PTPTN board of directors decided on Oct 31 to submit a proposal to stop loans for expenses from 2013 to minimise the burden borne by the corporation. Ismail said a final decision would be made by the government. "If the government is not agreeable to it, the loans will continue," he said. Ismail, who is also the Kuala Krau MP, said that until now, a total of 1.87 million students had received PTPTN loans amounting to RM41.60 billion. He said that next year, some 2.5 million more students were expected to apply for the loans. Borrowers have repaid only RM3.74 billion up to September out of RM6.2 billion of projected repayment.

Using DNA to combat trafficking of children

THE global trafficking of children for illicit adoption, prostitution, forced labour or recruitment of minors as child soldiers is a serious problem of international concern. According to the United Nations Office on Drug and Crime's (UNODC) website www.unodc.org, an estimated 1.2 million children are trafficked each year, with children being 20 per cent of the human trafficking victims. Since understanding law enforcement alone cannot combat this crime, a scientist from Spain's University of

Granada suggested in 2004 a unique programme to combat human trafficking by using DNA. Programme for Kids Identification (DNA-Prokids) seeks to come up with worldwide DNA registries made up of parents with missing or abducted children, homeless children found living on the streets or in shelters, and children found in orphanages or illegal adoption centres. DNA-Prokids (www.dnaprokids.org) aims to identify such missing children, to reunite abducted and homeless

children with their parents, and provide law enforcement agencies a scientific method to help combat child trafficking. "The goal was to not limit the scope of research to domestic crimes but to spread results worldwide with the aim of boosting the international fight against human trafficking," the DNA-Prokids website said. DNA-Prokids has several objectives to combat child trafficking. The first is to promote international and systematic collaboration, thus creating

a worldwide database with genetic information. The second is to study and apply improvements to enable police and judicial systems to fight human trafficking effectively. The third and fourth objectives are to analyse and suggest a common legislative framework and solve social communication problems that hamper the effective fight against human trafficking. There are eight countries with existing memorandums of understanding with DNAProkids. They are Brazil,

Guatemala, Indonesia, Mexico, Nepal, the Philippines, Sri Lanka and Thailand. Malaysia and eight other countries are in the process of signing a memorandum with DNA-Prokids. "They include boys and

"Thes e children of ten come to the attention of public authorities at some stage when we need to be aware and take opportunities to intervene and strengthen the protective environment around children."

Caned over bedwetting incident Mara student claims he was struck by warden although he was not responsible

A FORM ONE student of the Mara Junior Science College (MRSM) here claimed he was caned by a school warden for allegedly wetting his bed. For not owning up to soiling his mattress, the 13-year-old was struck three times with a tape-wrapped rattan cane. The boy had returned from preparatory classes on Tuesday night and claimed to have found his mattress smelling of urine. But he said he was too tired and slept on it anyway. "After I woke up the next morning, around 6.20am, I secretly switched the mattress with that of another student whom I suspected was the one responsible," he told The Malay Mail. He said he suspected the other student as he had a bedwetting reputation. That day after school, when told by a student the warden wanted to see him, the boy went to the warden's room on the third floor. His father, Hadzme Mohd Jaafar, 54, said: "The warden asked my son if he had soiled the mattress. My son denied it." He, however, admitted to switching the mattress. They went to the boy's room, which was on the same floor, and upon opening the door, the warden allegedly struck the boy on the head with a cane. Noticing the boy's room-

THREE men, posing as temple priests, robbed a senior citizen of a car, valuables and cash totalling about RM40,000 at his house near the Shah Alam National Botanical Gardens yesterday. They had asked the 60-yearold victim to give them some leaves from a tree in his garden, purportedly for a religious ceremony.

Shah Alam police chief Asst Comm Zahedi Ayob said the trio, one armed with a machete, entered the house and held up the man, his wife and their son. He said the robbers took a TV set, laptop, gold items and cash before escaping in the victim's Proton Waja. The incident happened about 10.30am.

Remains on newborn found at dumpsite THE body of a fully-formed baby boy, with its placenta still intact, was found by five Indonesian workers clearing a dumpsite in Jalan 4/6, Pandan Perdana here yesterday. Ampang Jaya police chief ACP Amiruddin Jamaluddin said the body, wrapped in a blue towel, was found by the

workers of a garbage disposal company about 5.30am. "We spoke to residents but no one knows who the baby belonged to," he said. Police urged those with information to contact them. The body was sent to the Ampang Hospital for postmortem.

DEEP in concentration, eyes focused on the chess board, she makes her move but upon realising her mistake, groans loudly and jumps on the sofa, curls her legs beneath her and hides her face in her hands. While not the usual reaction one expects from a chess player, her sudden loss of composure is not surprising — Puteri Rabiatul Adawiyah Mat Zaki is only four years old. She is the youngest person to be chosen to represent Malaysia in an international chess competition by the Malaysian Chess Association. If financial assistance is forthcoming, she will compete at the 7th Asian Schools Chess Championship in New Delhi, India, from Dec 16 to 23. However, her taking part is uncertain as her family is looking for individual or corporate sponsors to raise the RM9,000 she needs since the association is not able to allocate funds. "Secondary or primary school students as young as eight have been selected before but this is the first time Malaysia is competing in the under-fives,” her mother, Raja Noraizah Raja Mahmood, told The Malay Mail at the Selangor State Development Corporation (PKNS) building here. Raja Noraizah said Puteri Rabiatul could recognise chess pieces since she was just one. “I once asked her ‘which one is the knight?’ and she picked up the right piece. She had a pacifier in her mouth at the time," she said. “We didn’t expect her to be able to play chess at such a young age. She does not merely play the game but strategises, knowing if a piece is safe or if it can be taken." Puteri Rabiatul usually plays chess with her mother or trains at the Az-Zahrah Multi-Intelligence Academy (AMPAC Centre) in Bandar Baru Bangi or the Haris Bakar Group of Companies at the PKNS building here. Funds for parking lots needed in Subang Jaya SUBANG JAYA assemblyman Hannah Yeoh has urged the Selangor government to allocate more funds to build parking lots and pave damaged roads in areas under the Subang Jaya Municipal Council (MPSJ). She said she had used her allocation to build parking bays and repair potholes and had submitted a proposal to the State government on the projects and was awaiting approval. "Funds are never enough. It takes millions just to improve parking and road conditions," she said during a visit to the SS18 business district last week. The projects are divided into Zone 1 and Zone 2.

Owner claims service centre ignores car problem, auto company negotiating repair fee AN engineer is unhappy an automobile company did not heed his suspicions that something was not right with his car. LEE KOK BOON first complained to the Toyota service centre in Section 19, Petaling Jaya, about his underpowered nine-year-old Camry in March. "I found it unusual that, at 3,000 revolutions per minute, my car could only achieve a speed of 80km per hour instead of 100kph," says the 54-year-old consultant engineer from Bandar Utama, who is a Toyota merit customer. "I have also never pushed it too hard since I bought it." LEE says he suspects an internal damage as the 2002 model only has a mileage of 180,000km and is serviced regularly. "I brought it to the service centre in March but after test-driving it, the personnel there told me nothing

was wrong. They told me to bring it back for its scheduled servicing in July." He claims the car started experiencing more problems by May. "I suspected it was all due to progressive damage to my auto transmission clutch plate. "When I brought it back, the service centre confirmed this. I also had to pay RM100 to leave it there for the day." After conducting a diagnosis, he says the Toyota centre requests more than RM33,000 in servicing fees. "I felt this was unnecessary, as I already suspected something was wrong with the car from March. "If they had taken action back then, I would not have ended up paying so much. They offered me a 40 per cent discount, which I refused. "Although I had the oil changed in January, they said the auto transmission had been used up for many years, hence, the damage."

LEE says even if they charged RM10,000 before it got worse, it would have been too much, adding he refused to pay and insisted Toyota should cover most of the charges, as he claims he has been ill-advised. As a result, he has not been able to use his car to go to work since May. "I have been using my wife's car all this while, as she sustained an injury after our holiday in China in August. "She will be returning to office in a month's time. By then, we will not have sufficient transport to get the both of us to work on time." LEE feels he should not be held responsible for the service centre's "error in judgment". ● TOYOTA media relations officer Dita Puspawathy tells Hotline they are negotiating the car's repair fees with the complainant. "We hope to reach an amicable decision with LEE

and hope to offer a more acceptable discount." She says since Toyota is a loyalty brand, they are keen to retain him as a merit customer. Dita explains the initial repair cost is inevitable as the warranty for such cars usually expire after about three years. "We have been keeping in touch with him and are presently working out a solution." When contacted, LEE says he is upset with the company's attitude. "I have not had my car for the past five months now." He says even after his initial attempts to contact them since he left his car there, Toyota failed to respond. "I feel they have misled me by telling me to come back for its next due servicing." LEE says he has lodged a complaint with the Consumer Claims Tribunal last week.

CITY HALL must take stern action against these stall operators for violating the law and regulations. They are a nuisance to the public who cannot park there because they block the parking space with their tables and chairs, which is not only illegal but morally wrong. "We have sent troops to pacify the warring clans. At least eight people have been killed on both sides since the fighting erupted," Lucero said. A Thai court recently ordered the military to stop classifying transgender people known as kathoeys or “ladyboys” as “having a permanent mental disorder". The "Braised rice noodle with assorted seafood" is quite bland, but that shouldn't be confused with tasteless. It is not too oily either and goes easy on the tummy after the earlier course. To balance the heavy meal, try the "Sweetened yam paste". Not entirely toothachingly sweet, the yam paste is smooth in texture and sprinkled generously with ginko nuts and pumpkin. Slightly drizzled in a syrupy sauce and shaved orange zest, the restaurant has reinvented the traditional dessert for the better. Zulfadli to the fore KLRC player bangs world junior gong

HANDS-OFF BA of Malaysia (BAM). KLRC shuttler Zulfadli Zulkilfi (pic) inked his name in history books for the second time when he became the first Malaysian to win the boys' singles World Junior Championship title in Taiwan on Sunday. In June, he was the first Malaysian to win the Asian junior title in India. Most national shuttlers are groomed by BAM but Zulfadli defied the odds and shed KLRC's image as being a club for hasbeens. In fact, Zulfadli could be the next big thing in the international scene. He defeated last year's champion, Danish lad Viktor Axelsen 21-18, 9-21, 21-19 in the boys' singles final. Joining Zulfadli at the top of the podium are BAM players Nelson Heg Wei Keat and Teo Ee Yi, who beat Asian junior champions Huang Po-jui and Lin Chia-yu 21-17, 21-17 in the

boys' doubles final. The other BAM national players had earlier bagged the team event in the meet. The nation seems to have a preference over singles players as evident in the unconditional interest over world No 1 Lee Chong Wei. It is hoped that Zulfadli's achievement would attract many. However, past records has shown that Malaysians generally

tend to do well at age-group and junior competitions but fizzle out when they graduate to the senior level. "We will learn from our past to make sure new players will be properly groomed. The natural progression will see good junior players graduate into the backup squads," said BAM generalmanager Kenny Goh. The girls' doubles pair of Lee Meng Yean and Chow Mei Kuan could be roped into the backup squad despite being able to contest in the World Junior meet next year. Meng Yean-Mei Kuan have shown much maturity on the court, with many anticipating the duo to step into the shoes of Wong Pei Tty and Chin Eei Hui. Asked if BAM plans to call Zulfadli to join their stable, Kenny said: "It is entirely up to Zulfadli. Our system has always allowed him to be part of us." There have been instances in the past where BAM were forced to call up independent

players to represent the nation in major tournaments. This includes Wong Choong Hann who turned independent but played in the Thomas Cup in Kuala Lumpur last year. BAM secretary Ng Chin Chai, currently enjoying his vacation abroad, believes this batch of junior players are talented. "Sonia Cheah Su Ya was the decisive factor in the team final. She was well trained and exposed over the last three years," said Chin Chai. "Wei Keat and Ee Yi are also talented. Zulfadli is the most talented and well trained by his father and supported by KLRC." Chin Chai said BAM's "open attitude made it easier for Zulfadli to develop". "The juniors' success are due to the planning, hard work and funding contributed by BAM, State BAs, Bukit Jalil Sports School, the National Sports Council, the National Sports Institute, officials, coaches and parents," he said.

Nishikori wins praise despite Federer defeat

JAPAN'S rising tennis star Kei Nishikori climbed the ATP rankings yesterday after a good run that ended with his final defeat to Roger Federer, generating wide acclaim from the national media. "Reaching the world's top 10 and Grand Slam victories seemed so distant for Japanese players. But he is stepping closer," the mass-circulated Yomiuri Shimbun said about Japan's highest ranked men's player. Nishikori moved from 32nd to 24th in the world rankings,

even after succumbing to a 6-1, 6-3 loss at the hands of Federer in Sunday's Swiss Indoors final, according to ATP. Wildcard Nishikori won praise from Japanese media for his performance. The 21-yearold also beat an injured world No 1 Novak Djokovic and top 10 ranked Tomas Berdych on his way to the final. "His achievement of not losing to anyone other than 'King Federer' is proof that Nishikori clearly can count himself in competition with the world's top players," the Yomiuri said.

US-based Nishikori was once a practice partner with Federer, who said he was delighted with Nishikori's progress. Nishikori has suffered a string of injuries, but many in the Japanese media said the Swiss tour allowed him to showcase his true potential. Milan miss charismatic Cassano, says Abate

AC Milan defender Ignazio Abate revealed he and his teammates were thinking of Antonio Cassano prior to their 4-0 home win over Catania on Sunday. Cassano suffered an ischemic stroke on the flight back to Milan after the Rossoneri's 3-2 league win at Roma on Oct 29 and underwent a minor heart surgery last week. The Italy international striker is recovering and is expected to regain full fitness between four to six months, but Abate admits even on Sunday they could not shake him off their mind as they dedicated the win to their compatriot. "As far as Antonio goes, we really had no idea what it was and we dedicate this win to him," said Abate on Milan's website. "The manager knew it was on our mind and he spoke to us before we took to the pitch and calmed us down a bit. They were strange days, we were all nervous. "Antonio is a great player but more than that a great person, always happy and smiling, exuberant, always ready with a joke. He's a class act and when you miss someone like that in the changing room, you feel it. We're all waiting on him." Milan are now third in the standings with 20 points from 10 matches — a point behind joint leaders Udinese and Lazio. Milan manager Massimiliano Allegri picked out his team's effort as a subject for analysis after their win over Catania. A Zlatan Ibrahimovic penalty, goals from Robinho and Gianluca Zambrotta, and an own goal from Francesco Lodi saw the champions emerge easy winners at San Siro. Allegri likes the look of his side who are still missing the influence of Cassano. "The team played a good game and they did well technically too as it was not an easy fixture for us," Allegri told Sky Sport Italia. Real winger poised to be out for a month due to injured hamstring REAL MADRID manager Jose Mourinho received some disturbing news on the injury front in their 7-1 thrashing of Osasuna at Santiago Bernabeu on Sunday as in-form winger Angel di Maria suffered a hamstring problem in the match and could be sidelined for up to a month. CHELSEA’S seasoned midfielder Frank Lampard admitted being dropped earlier this season has given him extra motivation. Lampard’s sixth goal of the season steered the Blues to a hard-earned 1-0 away win over fighting Blackburn last Saturday to end a run of two successive Premier League defeats. The 33-year-old’s future at Stamford Bridge was the subject of speculation earlier this season after he lost his place in manager Andre VillasBoas’ starting line-up. Lampard, however, battled back to win his spot back in the side and he is happy to silence his critics. “Being out of the team spurred me on,” said Lampard. “People talk the minute you’re taken out of the team. Barca president wants fewer clubs in La Liga

SPAIN’S La Liga has too many clubs and should shed four of them, Barcelona soccer president Sandro Rosell (pic) said yesterday. “Our league has too many clubs,” Rosell said during a debate at the International Football Arena conference. “We have 20 and we should go down to 18, then to 16. This will mean that all the clubs will be more competitive and we can reduce players’ salaries.” Describing Spanish football as facing a huge financial problem, Rosell added that he was opposed to foreign ownership of the country’s

clubs and warned that some clubs could disappear. Rosell said Spain would have to change the system of distributing television money under which the lion’s share goes to Barcelona and Real Madrid, putting them at an advantage over their rivals. “It is the only league where TV rights are negotiated individually. But some time in the next three or four or five years, we have to put it all in one pot and make the distribution the way it is in Serie A and the Premier League,” he said. “This is something Barcelona and Real Madrid are talk-

ing to other clubs about; we have to listen to the demands of the other 18 clubs. The Spanish league is the second most popular (in Europe) but we are facing huge problems financially. “(At) Barcelona, Real Madrid, Athletic Bilbao, Osasuna, the situation is not good but it is under control. “As for the other 16 teams, some are in a very bad position and I don’t think they will come back; maybe next year they will go to the second or third division or disappear.” Rosell added: “The most important thing is to reduce the number of clubs and put fi-
