SWAMP (Solid Waste Area Management Project) was officially established in 1996. Waste from the City of Winkler, the City of Morden and the RM of Stanley is collected and disposed of at SWAMP.
The City of Winkler, City of Morden and the RM of Stanley all operated their own landfills prior to 1996. In the late 80’s and early 90’s, the three municipalities recognized that to meet the Provincial environmental laws, they would need to find a solution together.
There were many aspects to take into consideration while planning. At that time, people saw landfills as dumps and no one wanted to have a dump around their property. This concern was brought forward at public meetings.
Another aspect that needed to be considered was the soil type. The site had to avoid the Winkler Aquifer and landfills could not be located close to streams / rivers / water supplies or recharge areas. It took time to locate the best site that could accommodate all the governing criteria and local concerns.
It was evident that local officials and the public sector needed to educate themselves on proper waste management. Landfill sites needed equipment and trained operators. This cost was new to the municipalities, they had minimal budgets in place for their individual landfills. The financial investment was huge at that time, but all three municipalities were committed to find a solution.

The project became one of the longest visionary projects for the three municipalities. A board was created which included 2 members of each of the 3 councils, the CAO of the RM of Stanley and the Winkler Public Works Director.
The concept of picking up all the waste and delivering it to a shared site was new. Dutifully, a site was chosen, engineered and constructed to become the first Class 1 licensed landfill site in Rural Manitoba.
Today, SWAMP’s expanded services include residential, commercial and industrial waste, pesticides and chemical containers, tires, contaminated soil and concrete pieces. They also have several recycling programs in place for items like mattresses / box springs, fridges / freezers and electronics.
They are very excited to celebrate their 25th anniversary. This regional approach is definitely something to celebrate as we all benefit from this joint effort. Everyone is welcome to come and join them on July 20th from 4 – 6 pm to celebrate their anniversary. There will be prizes, coffee and snacks as well as site tours
