Dean’s Message After the stock market plunge and bank closures at the end of 2008, we all started 2009 with some trepidation as to what the new year would bring. The year certainly brought its challenges, but the College has seen some great successes in spite of those challenges. We are particularly pleased to announce that we will be able to provide increased levels of support for graduate students. We have worked with the Penn State Graduate School to create the Dean’s Graduate Assistantships for Engaged Scholarship and Research in Education, which will support highly qualified doctoral students in any of the College’s graduate programs. These awards will be available for students beginning in fall of 2010 and will significantly enhance our ability to attract and retain the top graduate student talent in the nation and beyond. We have also announced a new opportunity for our teacher preparation students to spend a portion of their student teaching experience in an international setting. In this new program, our students will spend roughly two-thirds of the semester in one of our cooperating school districts and then complete their student teaching experience in a foreign classroom. The program gives students a unique opportunity to develop their pedagogical skills under close supervision and at the same time have first-hand experiences with different cultures, educational philosophies, and teaching styles. The College also welcomed a new cohort of excellent faculty and staff to our community in 2009. Each of these individuals will enhance the already recognized quality of the programs they join. One of the byproducts of the financial turmoil in higher education is the opportunity to make outstanding hires, and we have risen to the challenge. The College has also responded to fiscal challenges by taking a long, hard look at our organizational
structure to determine if there are ways to economize by combining positions or through other organizational changes. We were able to restructure the Dean’s Office in the College to eliminate an associate dean position. The resulting savings are being directed to the enhancement of our academic programs. We have also trimmed back some staff positions, and I am proud to say that we have realized these savings without having to resort to layoffs. We are blessed with highly skilled and very dedicated staff members, and we know from long experience that everything works better when we pull together as members of a team. While the market value of our endowment has declined as a consequence of the economic turmoil, we continue to have a strong financial base, and I am grateful for the careful way in which the University invests these funds. The decline in the market underscores the importance of doing everything we can to provide scholarship support for our students, and I am proud of the progress we are making with our fundraising campaign, “For the Future: The Campaign for Penn State Students.” We are more than halfway toward our goal with less than half of the campaign complete, and the University recently asked us to consider raising our goal. We will set an ambitious but realistic goal knowing that we can count on our many alumni and friends to make a special effort to support the College in all that we do. Please accept my thanks for your interest, and I hope you will consider increasing your commitment. There has never been a more important time to strengthen education in America, and you can take pride in what the College is accomplishing. Measuring Impact The College of Education The Penn State College of Education serves approximately 2,800 undergraduate and 1,200 graduate students each year. The College prepares administrators, counselors, psychologists, and researchers, as well as K-12 teachers in 21 different specialty areas. All of the College of Education graduate programs that are ranked by U.S. News & World Report appear at least in the top 20, with seven programs in the top 10. The College is known nationally for its education research and outreach, housing such centers as the Center for the Study of Higher Education, the Center for Science and the Schools, the Mid-Atlantic Center for Mathematics Teaching and Learning, and the Regional Education Laboratory Mid-Atlantic. Because of our size, we are able to impact education and human services fields in a number of ways. There are many successes to report. Some are impressive because of the number of individuals reached. Others are just as important because they have made improvement in the life of a single individual.
New Teachers In the 2008–09 academic year, the Penn State College of Education issued 658 Pennsylvania teaching certificates.
Teaching Pennsylvania Over the course of an academic year, the College places approximately 540 student teachers in classrooms throughout Pennsylvania. These student teachers have an average of 23 students in their classrooms, meaning that an estimated 12,420 students in Pennsylvania are taught each year by a College of Education teacher education student.

School Leadership In the last 10 years, the College of Education has endorsed 953 Pennsylvania Administrative I certificates (principals and superintendents).
Mentoring K-12 Students The Penn State Educational Partnership Program (PEPP) operates in partnership with schools in McKeesport, Reading, and Philadelphia. Through PEPP, Penn State students work in after-school tutoring and mentoring programs with K-12 students. Since its implementation in 1989–90, PEPP has served over 2,450 student participants statewide. Of the 81.3 percent of PEPP participants who have successfully graduated from high school, 85.7 percent have gone on to attend an institution of higher education.
Career and Technical Education The College is home to the Professional Personnel Development Center for Career and Technical Education, which develops that segment of Pennsylvania’s workforce who will prepare the rest of the Commonwealth’s workforce with the skills needed by business. Through the Center’s programs, participants may earn state teacher certification and become eligible to teach technical career programs in career and technical schools in Pennsylvania. In 2008, the Center was recognized by the Pennsylvania Department of Education for “30 years of service to the field of career and technical education.”
Preparing Students for Higher Education The Summer College Opportunity Program in Education (SCOPE) is a rigorous four-week summer residential program providing academic enrichment and college preparation opportunities to underrepresented and first-generation students. The program is organized to address areas including academic and study skills, financial aid, leadership, community service, cultural affirmation, and career and personal development. Of the students who participated in the SCOPE program from 2002 to 2007, 82 percent enrolled in or graduated from baccalaureate degree programs; 26 percent enrolled in or graduated from education/human services baccalaureate programs; 27 percent enrolled in or graduated from Penn State; and 13 percent enrolled in or graduated from Penn State’s College of Education.
New Student Employment A poll of undergraduate students who graduated between December 2006 and August 2007 showed that 88 percent of those seeking employment were employed within three months of graduation.

Faculty Endowments Benefit Everyone Tippeconnic Named Batschelet Chaired Professor John W. Tippeconnic, professor of educational leadership, has been appointed the Batschelet Chaired Professor of Educational Administration in Penn State’s College of Education. His five-year term began Dec. 1, 2009. A member of the Comanche Tribe, Tippeconnic is director of the American Indian Leadership Program (AILP) and co-director of the Center for the Study of Leadership in American Indian Education (CSLAIE), both housed in the College. The AILP is the nation’s longest continuously operating educational leadership program for American Indians and Alaska Natives (see sidebar). CSLAIE conducts research and outreach that helps inform the public and improve the education of American Indians and Alaska Natives at the local, state, tribal, national, and international levels. “It is an honor to serve the Educational Leadership Program and the College of Education as Batschelet Chair,” says Tippeconnic. “I look forward to working with my colleagues to promote scholarly research, teaching, and service during these times of opportunities and challenges facing our schools and communities. Effective educational leadership is essential to meet the needs of an increasingly diverse society.” “The Eberly Faculty Fellowship has been invaluable to my scholarly efforts at Penn State. The fellowship has enabled me to not only extend my own research in new and exciting directions but also significantly enhance the training of several exceptional doctoral candidates in the School Psychology program. Tippeconnic holds a doctorate in educational administration. He has served at the Bureau of Indian Affairs as director of the Office of Indian Educations Programs and also as director of the Office of Indian Education with the U.S. Department of Education. He serves on various boards, including the Gates Millennium Scholars Research Advisory Committee, Comanche Nation College, and until recently the American Association of Higher Education. In 1997, he was honored as the Indian Educator of the Year by the National Indian Education Association. “Preparing high-quality teachers requires a strong partnership between public schools and higher education in order to create and sustain a program that truly blends theory and practice. The Hermanowicz Professorship allows me to support this synthesis of theory and practice in multiple ways. For example, it provides an opportunity for veteran K–12 teachers who take on the role of teacher educators to attend national conferences and disseminate their work, helping them to recognize that they’re part of the national conversation and not just serving a local interest.” — James Nolan, Henry J. excellence through contributions to instruction, research, and public service to support the field of educational administration. The Batschelet Chair is one of five faculty endowments in the College of Education. The others are the Kenneth B. Waterbury Chair in Secondary Education, held by Richard A. Duschl; the Henry J. Hermanowicz Professorship in Education, held by James F. Nolan; the Gilbert and Donna Kahn Professorship in Education in Recognition of David H. Monk and Graham B. Spanier, held by Carla M. Zembal-Saul; and the Harry and Marion Royer Eberly Faculty Fellowship in Education, held by James C. DiPerna. “Science studies and science education have an interfacing connection, and my vision as Waterbury Chair is to build a research focus strengthening that connection. Science studies draw from the philosophy, history, sociology, and scholarship of science as a way to improve science education and the public’s understandings of science communications. Science education and communication can be viewed as a set of cognitive and social activities to improve science literacy. My long-term goal is to make Penn State a destination for learning sciences and science studies applications to education.” — Richard Duschl , Waterbury Chaired Professor in Secondary Education
American Indian Leadership Program Celebrates 40 Years The American Indian Leadership Program (AILP) in the Penn State College of Education is celebrating its 40th anniversary during the 2009–10 academic year. AILP is the nation’s oldest continuously operating educational leadership program for American Indians and Alaska Natives. Since the program was founded in 1970, more than 220 American Indian and Alaska Native students have earned master’s and doctoral degrees from the program and have gone on to pursue leadership positions at the local, tribal, state, and national levels. Under the leadership of John Tippeconnic, professor of educational leadership, and Susan Faircloth, associate professor of educational leadership, the AILP is continuing this tradition of excellence. With the start of this academic year, the AILP has welcomed ten American Indian/ Alaska Native graduate Fellows who are pursuing master’s degrees in educational leadership while earning their principal certification. The fellowships to support these new graduate students are part of a $960,000 grant from the Office of Indian Education, an office of the U.S. Department of Education. To commemorate this important anniversary, the program has planned a variety of events in collaboration with a number of offices in the College and across the University. Past events included an art exhibit, “Tradition is My Life: Education is My Future,” featuring winning entries from an annual contest sponsored by the Office of Indian Education, U.S. Department of Education. Other events included presentations on the Penn State campus and a reception at the National Indian Education Association last October. The program also hosted a Leadership Forum on Indian Education last November. The celebration will continue in Spring 2010 with a number of events.

Advancement Update Early Career Professorships Benefit Both Faculty and Students As part of For the Future: The Campaign for Penn State Students, Penn State has introduced Early Career Professorships, a new endowment that supports faculty in the critical first decade of their academic careers. Early Career Professorships build powerful, enduring connections between the worlds of research and students. The endowment allows young faculty to direct their initial energies to the classroom and establish a commitment to teaching. It also provides seed money for rising academic stars to conduct innovative new research projects, and it offers early recognition of outstanding accomplishments and a belief in potential. To encourage the creation of these endowments, the university has created the Faculty Endowment Challenge, a matching program in which donors can leverage a 1:2 match from the University for gifts that create new Early Career Professorships. “A faculty member with an endowment has a base level of recurring support that is typically used to attract and retain top graduate students,” says College of Education Dean David H. Monk. “The students work closely with their faculty mentor and become directly involved in cutting-edge research. The students being supported in turn become part of the next generation of scholars and carry their Penn State training with them throughout their careers.” In the intensely competitive market for top faculty, Early Career Professorships offer the kind of support that has become the standard at institutions nationwide, allowing Penn State to recruit and retain the very best faculty members. “The professors we seek to hire recognize the value of having a recurring source of support for their work,” Monk adds. “They welcome the opportunity to support their students and typically use their endowment support to leverage additional grant support from external sources.”

Through these Early Career Professorships, donors can bolster the impact of their support for faculty by participating in the Faculty Endowment Challenge. Endowing a professorship at Penn State normally requires a minimum commitment of $500,000, but under the Faculty Endowment Challenge donors may establish new Early Career Professorships with a commitment of $334,000 (equivalent to approximately two-thirds of the minimum level required). Penn State, then, will commit
the remaining one-third of the necessary funds (approximately $166,000) from a $5 million pool of unrestricted endowment resources. “These endowments are powerful engines for building outstanding academic programs,” Monk says, “and the new Faculty Endowment Challenge is an exciting way to jump-start the process.”

Supporting Students New Opportunities to Student Teach Overseas The College of Education has developed a new enriching student teaching experience that creates the opportunity for students to divide their student teaching between here and abroad. The ShortTerm Overseas Student Teaching program allows College of Education teacher education students
to travel overseas for seven or eight weeks after a ten-week Pennsylvania student teaching placement. Students can choose from a diverse array of 15 participating locations, including Wales, Japan, Kenya, and Ecuador. Students in the program are placed in public schools in their host nations as student teachers where they interact with teachers, administrators, children, and community members. The program provides students with unique intercultural teaching and community experiences, giving them a broader understanding of the world in which we live. The in-depth exposure to other ways of life and schooling facilitates professional growth through acquisition of new and different teaching methods, ideas, and philosophies. The first students will travel abroad for their student teaching in the 2010–11 academic year.

Innovation Studio Helps Faculty Enhance Classroom Experience Preparation of education students for a future of technology-rich classrooms begins with faculty literacy in new media and technology. Instructors must continually employ research-based teaching practices that take advantage of emerging digital tools. To help faculty integrate technologies into their research, teaching, and outreach, the College of Education will soon unveil a novel resource—the Innovation Studio. The Innovation Studio will be a space for faculty who are looking to engage with powerful new tools such as digital video, Web 2.0 tools, and mobile and ubiquitous computing. “It will be a space for faculty to have conversations about their pedagogy and how technology could support their innovative practices,” says Innovation Studio Director Scott McDonald, assistant professor of science education. “The conversation will be about the pedagogy first, not about the technology.”
The process would begin from the standpoint of the faculty member’s needs and goals for his or her students, rather than with specific tools from the Innovation Studio. “First we want to find out what the faculty member is doing and what he or she is trying to achieve,” explains McDonald, “and then we’ll work toward a technological solution that supports the pedagogical objective.” Typically, says McDonald, efforts to support coursework with technology are a collaboration of two factions: a content expert and a technology expert. Having a content–technology–pedagogy triumvirate, rather than a two-way content–technology arrangement, pushes the conversation deeper into the goals the faculty have for their students. The Innovation Studio has the potential to become a hotbed of research and design around the use of technology in higher education pedagogy and serve as a context for faculty and doctoral students to do research on this topic.
Additional Funding Now Available for Graduate Students In a time of financial uncertainty for higher education and educational endeavors in general, the Penn State College of Education, in partnership with the Penn State Graduate School, is creating a new program of support for our most competitive doctoral students in the field of education. The Dean’s Graduate Assistantships for Engaged Scholarship and Research in Education will support highly qualified doctoral students in any of the College’s full complement of graduate programs. The College is able to create this new funding thanks to its ongoing commitment to continuing
professional development, gains in internal efficiency, and increases in external funding. Up to seven assistantships are available for graduate students who will begin their studies in 2010. Additional students will be brought into the program each year for the next four years, allowing for up to 28 students to benefit from the program at any time. The program will provide two years of financial support to highly qualified graduate students, with the expectation of two more years of support through external research grants.

University Alumni Awards Penn State Alumni Association: Alumni Fellow Award
2009 Renaissance Fund Honoree
This award is the most prestigious award given by the Penn State Alumni Association. Since 1973, the Alumni Fellow Award has been given to select alumni who, as leaders in their professional fields, are nominated by an academic college and accept an invitation from the president of the University to return to campus to share their expertise with students, faculty, and administrators
Each year, the Renaissance Fund honors an individual or couple who, through a lifetime of service, has contributed greatly to the Penn State and State College communities. In its selection process, the fund’s board of directors seeks to recognize individuals who have deep roots in the Centre Region, close relationships with civic and University leaders, and a commitment to philanthropy.
Andrea Lee, IHM, ’75 M.Ed., ’80 Ph.D. Since 1998, Lee has served as president of St. Catherine University, which serves more than 5,200 students on campuses in St. Paul and Minneapolis, is home to the nation’s largest baccalaureate college for women and Minnesota’s only private institution offering associate, baccalaureate, master’s and doctoral degrees Lee has led St. Catherine University through the execution of a highly successful strategic agenda, resulting in ten consecutive years of record enrollment, dramatically increased fundraising, and the construction of a new student center, learning commons, and award-winning residence halls. Her leadership is hallmarked by substantial increases in the college’s financial assets, visibility, and community engagement, especially through its Henrietta Schmoll School of Health. Twin Cities Business recognized Lee’s innovative leadership in naming the Schmoll School of Health as 2009 Healthcare Hero. Lee serves on the Minnesota Private College Council and Catholic Community Foundation Boards locally, as well as the Association of Catholic Colleges and Universities and Catholic Health Initiatives at the national level. She has also served as national chairperson for the Religious Network for Equality for Women. She was founding president of a nonprofit low-income senior housing corporation.
Patricia L. Best ‘89 D.Ed. Best has been named Penn State’s 2009 Renaissance Fund honoree. She retired in 2009 as superintendent of schools in the State College Area School District after three decades of service to the school district and the community. Best has been involved with and held leadership positions in many community and educational organizations, including Leadership Centre County and the Chamber of Business and Industry of Centre County, where she served as board chair from 2006 to 2008. In 2006, she was elected state president of the Pennsylvania Association of School Administrators. Additionally, she has been a key supporter of partnerships between the school district and Penn State’s College of Education. Two nationally recognized partnerships are the Professional Development School initiative, which pairs district teachers with Penn State student interns, and the LifeLink PSU program, a transition program for high school special-needs students. She has also served as president of the Penn State Chapter of Phi Delta Kappa, an education honorary society, and is a member of the boards of Penn State Outreach, the Center for the Performing Arts, and the College of Education Alumni Society, from which she received the Alumni Leadership and Service Award.
Lee is an accomplished liturgical musician, playing flute and piano in several groups. She is a member of the Sisters, Servants of the Immaculate Heart of Mary, Monroe, Michigan, and the adoptive mother of a son from Haiti.

College of Education Alumni Society Awards Excellence in Education Award Louis Daneilson ’76 Ph.D. Danielson is a managing director at the American Institutes for Research. Until 2008, he was director of the Research to Practice Division of the Office of Special Education Programs in the U.S. Department of Education.
Outstanding Teaching Award George Daka ’97 B.S. Daka teaches a ninth-grade gifted class, as well as advanced placement United States history classes and AP European history classes at Bensalem High School. He is a member of the National Council for Social Studies and is an elected board member of the United Nations Association of Greater Philadelphia.
Leadership and Service Award Andrew Dinniman ’78 D.Ed. Dinniman represents Pennsylvania’s 19th District in the Pennsylvania Senate, where he is a member of several committees and serves as minority chair on the Education Committee. Prior to serving in the legislature, he served as a Chester County Commissioner for more than 14 years.
