Dean’s Message The last year has been one of growth and accomplishment for the College, as evidenced by the trend data we share in the following pages. While the trends are instructive and encouraging, they do not fully capture the excitement and more intangible results of discovering and putting knowledge to work on behalf of our students and other constituents, both near and far. This year also marked the completion of an ambitious strategic plan that maps out five signature endeavors that will define us as a College in the future. It was refreshing for the faculty and staff to step back from the day-to-day operations of the College and to think hard about our future. The vision we developed is compelling, and you will be seeing results in the years to come. One of the truly remarkable features of our community is the ability and inclination of the faculty to be simultaneously engaged in conducting cutting-edge research and the delivery of high-quality instruction. We take our research mission quite seriously and work hard so that it complements the efforts we make to prepare teachers, administrators, counselors, psychologists, and other professionals within the field. Our community also includes dedicated alumni and friends who not only create scholarships and faculty fellowships, but also volunteer on boards and councils, where their involvement is greatly appreciated. And of course, the College community includes students, whose dedication and inspiring excitement about education help renew our own passion about our field.

The College owes a great deal of gratitude to all these community members. The letters of gratitude included in this report were written by some of our students to the creators of their endowed scholarships. They tell personal stories of struggle, hard work, and success. The students express a heartfelt gratitude that mirrors the gratitude of the College for everyone who has contributed to the College’s overall success. With each new accomplishment, the College sets new goals and faces new challenges. The economic downturn has led to tighter budgets, and this creates understandable frustration. At the same time, we must come into compliance with new and quite demanding state regulations for teacher and administrator preparation. Our professional preparation programs must evolve and change to incorporate innovations in education, while still aligning with state certification requirements. And as the Baby Boomer generation ages, we face a growing number of retirements from both our faculty and staff. We will meet these challenges thanks to the talent and dedication of our faculty and staff. We made a near-record number of outstanding new faculty appointments during the past year, and we are well positioned to build on our successes. I am especially excited about the creation of the new Center for the Applied Educational and Developmental Sciences (CAEDS) that was specified in our strategic plan. CAEDS is a partnership between the College of Education and the Children, Youth, and Families Consortium. The Center will assist faculty members in their efforts to assemble interdisciplinary teams, navigate funding opportunities, strengthen methodological designs, and take advantage of technical support at Penn State. So I invite you to read on about the considerable achievements of the College. These successes arise only because of the contributions of our faculty, staff, students, alumni, and friends, and for that I particularly want to express my gratitude here. Thank you for all you do. You can take great pride in what we are accomplishing together as a College.

Each year, the College of Education distributes over $500,000 in privately endowed scholarships. Here we share with you some of the many heartfelt letters the students write to the donors of those scholarships. In these letters, our students reflect on their experiences getting to Penn State and express both their heartfelt gratitude and their dedication to completing their degrees, regardless of the challenges they may face. We thank both our students and our generous donors for sharing with the College. Dear Mr. Larson, I am writing to you as one of the 2008-2009 Burdett E. Larson Graduate Fellowship recipients. It is truly an honor to receive this scholarship once again. As a graduate student, I can assure you that as I approach the dissertation phase of my studies at Penn State, I continue to share your obvious commitment to education, and I am sincerely thankful for your support. I am entering what hopes to be my final year as a graduate student in Curriculum and Instruction, with a special option area in Educational Leadership. Prior to my studies at Penn State, I worked as a high school English teacher in New Orleans for seven years. In the wake of Hurricane Katrina, New Orleans has the opportunity to build a new world class, truly inclusive public school system. Such a system may serve as a model for the many struggling urban districts across the United States. In the months ahead, I hope to chronicle New Orleans as a case of urban school reform. My hope is that in some way, however great or small, my research will add to the literature of school reform, providing alternate models of what is taking place in our nation’s public schools. Mr. Larson, your gift could not have come at a better time. People like you, who are committed to our nation’s education system, give graduate students hope and the extra push we sometimes need to continue. Sincerest regards, Dawn La Fargue Dear Mr. Niebel, I was recently informed that I have been awarded the Doris M. Niebel Scholarship for the 2008–2009 academic year. I want to thank you for the financial assistance. I am a returning adult student with two young children and little financial support. Your scholarship will help ease the burden of my financial commitments. Although it is difficult to be both a full time student and a single mother, it is also very rewarding. I always strive to do my best and set a good example for my children. I know my hard work will pay off, as I will be working in education, striving to make a difference in the lives of children, while fulfilling my lifelong goal. Next year, I will be enrolled in Penn State’s Professional Development School. I will be completing a year-long internship, working at Radio Park Elementary School, while continuing my course work at Penn State. I am looking forward to working in the classroom and learning from real life experiences. My long-term goal is to continue my studies in special education. I am hoping to teach while taking continuing education classes. With the increasing cost of education and difficult financial times, I am extremely grateful for your assistance. Dear Mr. and Mrs. Leonhard and Jeanne, From my first experience with the College of Education almost four years ago, I knew that Penn State was the university for me and through your generous scholarship, it is possible for me to remain here. There are so many opportunities available, and I am so thankful to be given the chance to take advantage of them. Penn State has truly made a lasting and positive impact on my entire family, especially my siblings. In the fall, my younger sister will be attending Penn State’s Berks campus and the “Jeanne Leonhard Scholars in Education Scholarship” is making it easier for my parents to not only continue to support me in my endeavors but provide for my sister’s as well. Throughout my time so far at Penn State I have been involved in many activities. I am currently the Outreach Chair for the Future Educators Association-Multicultural Education Student Association (FEA-MESA) and help to plan all the activities involving prospective high school students. I also help to plan and run the annual FEA State Conference here on campus that hosts high school FEA chapters from around the state. For the second year now I have also been the Registration Chair for the Cycle-thon fundraiser for the College of Education. The Cycle-thon is a 13-mile bike ride through State College that raises money for the Summer College Opportunity Program in Education (SCOPE). These activities are all important to me and provide the chance for me to give back to the college that has already done so much! Back in the summer of 2004, I saw how incredible the Penn State community was as a SCOPE student. I spent 5 weeks living on campus, taking classes, earning college credit and learning more about the field of education. I learned a lot about how to get into college, how to succeed once I’m there, and all of the opportunities in the field of education but I learned the most about myself. I started to discover who I really was as an individual and as a student, and I also began to develop my future career plans. This summer I have the amazing opportunity to be one of the resident counselors for SCOPE, the very program that showed me how amazing Penn State is and all of the possibilities that lie within a Penn State degree. I hope to pass on my love of the College of Education to this year’s SCOPE students and instill in them the desire to pursue an academic career here at Penn State. It is because of the generosity of donors like you that many of us get to experience the true Penn State community with its warmth, excitement and desire to pass on a desire to learn. Dear Mr. and Mrs. Gall, When I received the notification that I was selected to receive the Blake and Linda Gall Trustee Scholarship in the College of Education I was ecstatic. At the time I had filled out the scholarship application, I did not think I had a real chance of being selected. I thought for sure that at this great campus full of bright, intelligent students there was someone more deserving than me. I must admit that when I first came to this university, I felt unsure of myself. I was not sure that a working class kid like myself would be able to fit in, compete with, and work alongside all the great people I have met here at Penn State. Your generous scholarship made me feel that I deserve to be here, and for that I thank you. Since I was young, my mother and I have been working hard to save for college. After all these years of hard work and saving, I was confronted with the obstacle of paying for my fifth year of college without financial aid. All of my and my mother’s hard work and savings appeared to be coming up short. I felt that my fifth year was going to be a burden on my mother whom I see sacrificing her own good for mine everyday. It is hard to explain my need to take this fifth year; after all, I never failed a class. The only explanation I can give is that I was bitten by the learning bug at an early age. My family instilled the importance of education, and I continue to love learning, especially at the university level. Thanks to your contribution, I am able to not only finish my degree in Social Studies Education, but also complete minors in Geography, History, and Political Science. Thanks to your donation, I will be able to complete my college career and move into my professional career more financially secure. Although I do worry a bit about my future financial stability, it is no longer my primary concern. While my friends and classmates move into careers in the business and financial worlds, I am prepared to be a public servant. I view public school teachers as public servants just as politicians and police officers. It is our duty as public servants to make personal sacrifices for the greater public good. I feel that I owe the public education system my time and energy in exchange for everything it has given me. Hopefully I can give the gift of education to my students as you have given it to me. Alumni Award Winners The College of Education is pleased to honor the following alumni award winners.
Penn State Alumni Association: Alumni Fellow Award This award is the most prestigious award given by the Penn State Alumni Association. Since 1973, the Alumni Fellow Award has been given to select alumni who, as leaders in their professional fields, are nominated by an academic college and accept an invitation from the president of the University to return to campus to share their expertise with students, faculty, and administrators.
Gerald E. Gipp ’71 M.Ed., ’74 Ph.D.
Gipp has an extensive background in the field of American Indian education and federal policy development. Early on, he served as a school administrator, teacher, and athletic coach in the K–12 public school systems on several reservations. Gipp later served as the executive director for the Intra-Departmental Council on Native American Affairs within the U.S. Department of Health and Human Services. He was the first American Indian appointed as the deputy assistant secretary for the Office of Indian Education, within the then newlycreated U.S. Department of Education, and the first to serve as president of Haskell Indian Nations University in Kansas, where he remained for nearly nine years. At Penn State, he was a faculty member in the Graduate School, the first person to earn a Ph.D. from the American Indian Leadership Program in the College of Education, and its first director. Gipp spent six years as program director at the National Science Foundation, Division of Educational System Reform, Directorate for Education and Human Resources in Arlington, Va., before joining the American Indian Higher Education Consortium. He led the non-profit organization to support the work of the nation’s 36 Tribal Colleges and Universities, which serve 30,000 students from over 250 federally recognized tribes. He recently retired as the executive director.
College of Education Alumni Society Board Awards Excellence in Education Award Stephen Bagnato ’75 M.S., ’77 D.Ed. This award is the highest honor bestowed upon a College of Education alumnus. Selections are made on the basis of significant contributions to the field of education.
Leadership & Service Award Richard Lamberski ’72 M.S., ’80 Ph.D.
This award recognizes those alumni who have distinguished themselves in their chosen profession, in or out of the field of education. Selections are made on the basis of leadership and service within a career, a community, or to society in general.
Outstanding Teaching Award Beverly Glickman Gallagher ’78 B.S.
This award recognizes the classroom teacher. Selections are made on the basis of overall excellence in teaching methodologies, knowledge of the subject matter, and the ability to inspire students.
Outstanding New Graduate Award Katie Ryan ’06 B.S.
This award, first given in 1995, recognizes recent graduates who have distinguished themselves in their new careers. Selections are made on the basis of the individual’s advancement and excellence in a new job, in or out of the field of education.

Scenario One Mr. Robert Nittany has some extra cash with which to make his intended gift of $10,000. He’s also reviewing the performance of his stock. One stock in particular, purchased several years ago for $2,000, is now worth $10,000. With the current volatility of the market, he would like to minimize his capital gains tax. His financial advisor tells him that, instead of contributing $10,000 in cash to Penn State, he can give the $10,000 worth of stock to his alma mater. He’ll receive a charitable deduction based on the $10,000 amount and he’ll also eliminate the capital gains tax he would otherwise pay on the $8,000 appreciation value. Robert can now use his $10,000 in extra cash to buy replacement shares of his stock. That way, he will be in a better situation if he decides to sell the stock at a later time, whether the value goes up or down. If it increases, he has added to his cost basis and his capital gains tax won’t be so hefty. And if the value decreases, he will be able to declare a loss that could offset other gains.

Here are two scenarios that might resemble your own:

Mrs. Blue is retired, and she owns some highly appreciated stock now worth $100,000 (with a cost basis of $30,000). She’s displeased with the 2 percent dividend she receives from it, but selling it to reinvest in stock that produces more income for her would result in a capital gains tax of $10,500 (15 percent of the $70,000 gain) — which would leave her with only $89,500 to reinvest. Fortunately, Mrs. Blue has heard about charitable remainder trusts. She contacts the Office of Gift Planning and finds out that if she places her $100,000 of stock in a trust to benefit Penn State, she can arrange for the trust to pay her a 6 percent income for the rest of her life. The tax advantages are good because she receives an income tax deduction the year she creates the trust and the trust is a tax-exempt entity and can buy and sell stock without losing part of its value to capital gains tax. More importantly for Mrs. Blue, she will receive a stable income that is three times what she was getting and her funds will someday make a difference in the lives of others through her charitable gift.

Funding Students
With tuition and education expenses rising, students and their families are incurring more debt than ever before. Figures from the University’s Office of Student Financial Aid show that undergraduate students graduating from the College of Education have an average loan debt of $25,000. “Student loans are the fastest-growing form of financial aid nationally,” said Donald E. Heller, professor of education and director of the Center for the Study of Higher Education in the College. “Penn State students are also very dependent on loans for financing their educations, and this raises concerns about whether loan debt will dissuade students from entering lower-paying professions, such as teaching.” The chart represents the amount of privately endowed College of Education scholarships awarded to both graduate and undergraduate students. While we have seen moderate growth in scholarship support over the last ten years, we anticipate the turmoil of the market may affect these numbers in the future.

In addition to covering tuition and fees, scholarship support helps students study abroad, complete dissertation research, and purchase technology and equipment. Without financial support, many students would have to take on additional jobs or incur higher debt burdens. And for some, college would not be a reality.

Research Support The College of Education continues to draw record amounts of research funding. In 2007–2008, the College was awarded more than $19 million, surpassing the records set in the previous two years.

The trend is continuing into the 2008–2009 academic year. The College has secured a number of sizable research projects that will support several different populations. Here are some of the newest grants: l A $1.6 million project, funded by the National Institutes of Mental Health over the next five years, seeks to identify patterns of interaction between parents and preschool children and how these patterns relate to children’s skills to regulate their emotion and behavior.

l A four-year, $800,000 grant from the Office of Special Education and Rehabilitative Services, an arm of the U.S. Department of Education, supports graduate study in special education leading to certification, with emphasis on infants and young children with disabilities and their families. l A grant exceeding $960,000 for a new fellowship program allows American Indian and Alaska Native students to earn a master’s degree in Educational Leadership with principalship certification. Outreach and Distance Education The College of Education continues to extend its outreach to a wide spectrum of learners—ranging from attorneys to elementary school students. Two College-sponsored conferences focus on important societal topics. The National Autism Conference helps educators, administrators, health professionals, and families develop effective educational programs for students with autism spectrum disorders. The Pennsylvania State University Law and Education Institute, first held in June 2008, gives school administrators, educators, and attorneys a better understanding of legal issues that surround education so they can feel more confident in their actions. We have also been working to improve educational opportunities at Isaac A. Sheppard Elementary School, located in a tough Philadelphia neighborhood. This partnership, called The Urban Teaching Collaborative, includes an initiative to engage parents and children in school activities by equipping the students’ homes with computers that provide a direct link to the classroom. The College co-sponsors a unique crosscultural and educational seminar that gives undergraduate and graduate students a look at the worldview of a large aboriginal North American group. Held on the reservations of the indigenous Ojibwe people in northern Minnesota, this outreach program, titled “Exploring Indigenous Ways of Knowing among the Anishinaabeg,” received the 2008 Rose Duhon-Sells Program Award from the National Multicultural Education Association. Participation in online learning continues to grow. Educators can now pursue five master’s degree programs and nine certification programs through Penn State’s World Campus. In 2007–2008, College of Education students earned more than 8,500 credit hours online, up from about 6,700 the previous year. This sharp increase reflects the steady upward trend that began more than a decade ago.
