The Obama Administration Updates its Vision Special to the NNPA from The Westside Gazette

“We’ve come a long way in the fight against AIDS, and we can’t let up now,� said President Obama. In 2010 President Barack Obama made history by releasing the first National HIV/AIDS Strategy to provide a blueprint for the U.S. response to the HIV/AIDS epidemic. Now, five years later, the White House has released an update to the strategy, taking special care to address the unique needs of the Black community. Several transformative events have occurred since the strategy was first released in 2010, such as the implementation of the Affordable Care Act and the introduction of pre-exposure prophylaxis. The National HIV/AIDS Strategy for the United States: Updated to 2020 builds upon that foundation. “We’ve come a long way in the fight against AIDS, and we can’t let up now,� said President Obama when he released the strategy. The president went on to say that the updated strategy “focuses on making sure every American, no matter who you are, where you live or how much money you’ve got, can get access to life-extending care.� The updated strategy was launched in July at an event at Morehouse School of Medicine in Atlanta. Key throughout the document is the notion that certain populations bear a disproportionate HIV burden. Black Americans accounted for 45 percent of HIV diagnoses in 2013; Whites accounted for 27 percent of diagnoses. Sixty-five percent of diagnoses resulted from male-to-male sexual contact. Fifty-one percent of those diagnosed live in the South. In 2010, the rate of new HIV infections among Black women was 20 times that of white women, according to the Centers for Disease Control and Prevention. times, calling on federal agencies to allocate funding to the communities that are affected by HIV the most, including Black MSM, hetero-sexual Black men and women, and Black transgender women. In addition to recognizing that there are social determinants that can play a role in higher HIV rates in the Black community, such as housing, education and employment, the strategy advocates for more efforts to test new healthcare servicedelivery models in different settings. Stigma also plays a role, so the updated strategy promotes confronting it while enforcing civil rights laws and helping states protect PLWHs from violence and discrimination associated with their HIV status. The strategy has four key areas of critical focus over the next five years: Widespread testing and linkage to care, Keeping PLWHA in care, Universal viral suppression, and Full access to comprehensive PrEP services Ten indicators, among the following, will be used to mark progress and ensure that the strategy is doing what it sets out to do: The percentage of PLWHA who know their serostatus will be at least 90 percent. The number of new diagnoses will be reduced by at least 25 percent. The rate of new diagnoses among gay and bisexual men, young Black MSM, Black women and people who live in the South will be reduced by at least 15 percent. Assessing the Strategy’s Promise Although it’s important to have a national plan for addressing the HIV/AIDS epidemic, it is even more crucial that the plan be effective. Many HIV/AIDS activists voiced optimism that the strategy will address the unique needs of the Black community.

GP&L Receives National Communications Award

Garland Power & Light's (GP&L) communications team was recently honored with a national award presented by the American Public Power Association (APPA). The GP&L 2014 Annual Report received an Award of Merit in the Print Category of the 2015 Excellence in Public Power Communications awards, presented at the APPA Customer Connections Conference in October.

“When you look at the cur-rent epidemic, it’s Black,� says Barbara Joseph, chair of the National Black Women’s HIV/ AIDS Network Inc., based in Houston. “As a Black woman who has lived with this disease for over 30 years, I know that we cannot continue to nod and wink about what’s going on in our communities. It’s time we focus our collective will on combating this epidemic.� Vanessa Smith, executive director of South Side Help Center in Chicago, agrees, saying, “We’re dealing with unprecedented health disparities in regards to HIV/AIDS in African American communities.� The updated strategy and other federal-government efforts “speak to the need to provide treatment and education to African Americans,� she says. Some HIV/AIDS advocates have also lauded the updated strategy for addressing concerns that were not adequately addressed in the original document. “This new version of the strategy corrects a number of the missions pointed out in our gender audit of the initial version of the strategy,� says Naina Khanna, executive director of Positive Women’s Network USA, based in Oakland, Calif. Khanna was referring to a report the organization produced that found that the original strategy failed to do enough to address the needs of women living with and affected by HIV. In a blog post about the updated strategy, Douglas M. Brooks, director of the Office of National AIDS Policy, wrote that “community organizations from around the country have expressed steadfast support of the updated Strategy.� He also expressed the administration’s willingness to partner with the community to make it work, writing, “We look forward to working with stake-holders across sectors and around the country to implement the updated Strategy and achieve its 2020 goals.� Tamara E. Politicians and would-be politicians running for president can’t have it both ways: They can’t filibuster while refusing to answer direct questions during televised debates and then complain about not having enough time to talk. Judging by the blatant lies they told during the recent CNBC debate, they should have far less time to talk. But politicians being politicians, they know how to play to the crowd while droning on and on with their carefully-crafted talking points that are as stale as last week’s fish dinner.  New Jersey Gov. Chris Christie and Senator Ted Cruz of Texas - who were also standing near the end of the stage in the recent CNBC debate, as I am sure Donald Trump noticed - inflamed the Republican audience by attacking the journalists for their selection of questions. If these presidential wannabes want to play in the big leagues, they should understand that they don’t get to determine which questions are asked of them.  Granted, some of the questions were tertiary, such as the one about whether fantasy football should be regulated, but at least early in the debate, the panel did a good job keeping the candidates in check and not letting them shout “answersâ€? at will.  John Harwood in particular did a masterful job not letting it become a runaway train.  For dramatic effect, some

candidates looked directly at the camera while lying through their teeth. Here are some of the biggest whoopers on a night of many whoppers, according to FactCheck.org:  Former Hewlett-Packard CEO Carly Florina: It is the height of hypocrisy for Mrs. Clinton to talk about being the first woman president, when every single policy she espouses, and every single policy of President Obama has been demonstrably bad for women. Ninety-two percent of the jobs lost during Barack Obama’s first term belonged to women.  It is the height of hypocrisy for Florina to be such a brazen liar.  FactCheck.org stated, “And looking at the full four years of Obama’s first term, both men and women gained jobs. According to the Bureau of Labor Statistics, women gained 416,000 jobs in Obama’s first term (about 32 percent of the overall job gains).�  And the growth continued in Obama’s second term.  Ted Cruz made a similar claim: “Under Barack Obama and the big government economy, the median wage for women has dropped $733.�  FactCheck.org: “Actually, the most recent breakdown from the Bureau of Labor Statistics of median usual weekly earnings of full-time wage and salary workers shows

My memory will not dispose the day my friends at Skyline High School found out that I loved the movie “Blazing Saddles.” My White friends snickered, but never commented. My Black friends protested vociferously; “They kept calling Sheriff Bart a N*gg@r!!” My first response was that the word was used in historical context. (kinda like Django) My second retort was that Richard Pryor, my hero, wrote much of it. And finally, and to this day I love hearing White folks say exactly what it is that they mean. I’d rather pal around with an overt racist than to be best friends with an uncommitted “progressive.” That’s why I always like to read Peggy Noonan, columnist at the

Wall Street Journal. Steve M. over at the publication called “Crooks and Liars” stuck a particularly piercing pin in her hot air balloon last week. “Peggy Noonan looks at Donald Trump’s continued dominance of the Republican presidential race and finds a culprit: Barack Obama.” (Begin Noonan quote from the WSJ) “The only thing I feel certain of is how we got here. There are many reasons why we’re at this moment, but the essential political one is this: Mr. Obama lowered the bar. He was a literal unknown,

(Steve M. continues)”Oh, right -- prior to Obama, we never elected a president who was unknown and obscure (Carter), or inexperienced (Lincoln), or youthfully charismatic (Kennedy, Clinton), did we?” Steve M. gets a thumbs up for his transparency, but he too

avoided what Noonan lacked the nerve to say. President Obama in her circles is a N*gg@r. It’s that one unfiltered sentiment that has driven White folks crazy for eight years. Not all Whites, just that Group of Nabisco’s finest Saltines. That last cadre of the Confederacy who believe that White privilege is for White people, not mulattos, quadroons, octoroons or Obamas. While penning this missive, I happened upon that scene in Mel Brooks’ “Blazing Saddles” where the newly appointed Sheriff, Black Bart, rides into town. Smiling brightly, Bart was intent upon announcing his comeuppance. As he saunters into the desert village, he is met with leering eyes of disgust, disbelief and a few drawn pistols. Black Bart is mounted on a beautiful steed and donning a garnished gold western ensemble that would make the Lone Ranger reconsider his digs. The lily white town of Rock Ridge goes from pink flesh tones to various versions

of blue. Sheriff Bart is almost ambivalent of his standing until the next day as he happily strolls by a little old grandma who looks like Peggy Noonan in prairie garb and a headdress. Bart declares that it is a “Wonderful morning” to which she replies; “Up yours N*gg@r!!! When this movie was released in 1974, some 41 years ago, neither Brooks nor Pryor could have imagined that Barack Obama would become the 44th POTUS. Nothing in our culture would indicate that America would coalesce around a man of color for what is arguably the highest post in the world. Brooks et al could not have predicted that so much of White America would remain so openly and violently racist. The treatment of Black Bart was intended to be a ruse and a parody on race relations in the 1970’s. Who knew that racism would be so pervasive and so pointed in 2015? Thanks to Ms. Noonan for playing the Trump card…The race card that always wins runs the

DA brings attention to mental illness By Cheryl Smith Mental health is an issue that many people don’t like to talk about although according to the Substance Abuse and Mental Health Services Administration, about 42.5 million adults in the U.S. have been diagnosed with some form of mental illness. That’s 1 in 5 diagnosed. What about those who are without medical attention? .How people deal with mental illness varies depending on the diagnosis, money available for treatment, health insurance, support and yes, even culture is a factor. The stigma attached to mental health illness is what keeps many from seeking help. While more and more attention is focused on certain areas, you still have those who won’t get help because they don’t want to be labeled “crazy.” Recently Dallas County District Attorney Susan Hawk, the former judge and prosecutor, candidly discussed her diagnosis and treatment for depression. “If I had waited one more week, I wouldn’t be here today,” she said, adding that the nine-week program helped her get healthy. “I needed help. I couldn’t do it on my own.” When news of DA Hawk’s entrance into a treatment facility made headlines,

immediately there were calls for her resignation. Those calls are still coming. “I am amazed at the stigma surrounding this,” she said. “People are asking me to step down and that infuriates me.” On the flip side, however, she said she has received a lot of support via emails, calls and people coming up to her and sharing their stories about dealing with an issue that many would rather not talk about. And she doesn’t mind talking. “When I got well, there was no question that I would address it (depression). I wasn’t going to be ashamed.” When she walked into the room, she appeared upbeat. She had a smile on her face as she greeted the room of journalists. To comment further on her appearance adds credence to the stigma because just like with many mental illnesses, looks can be deceiving and are not necessarily a gauge for determining a person’s mental well-being. After all, many didn’t know the thoughts

the District Attorney was having as she went about her day-to-day duties managing in a County known around the world for some major foul-ups. While there were some signs that she was dealing with issues, very few knew the demons she was fighting within. Admittedly, she considered death. In fact, in her state of depression she said the thought of death was “soothing.” She was not in a good place at all. But after those nine weeks, where she found herself initially for a period of time not allowed to communicate with the outside world and then spending five-to-six hours a day in treatment, she says she no longer has those thoughts about dying. “We don’t all walk around wanting to kill ourselves,” she said. ”Here I was with one of the most important jobs in Dallas County and I was seriously depressed.” She continued, “I know what it is like to be in a black hole with a blanket over me.” In order to keep her job, more importantly to keep living, she took that all important step to seek help. No more self medicating with drugs, she realizes she needed help.

That help put her in a place, she said, where she has a brighter outlook on life and although she will be taking medication for the rest of her life and sees a psychologist twice a week, she knows she did the right thing. Going through therapy, she said, “Makes me more qualified to serve. I take the lessons that I’ve learned and apply them to my job. If I thought for one second I couldn’t do the job, I would step down.” Doing her job is exactly what’s on the minds of many of the citizens of Dallas County. And for the district attorney, that’s a good thing. Sure she’s aware of the many stories circulating about her health and her performance in this first year of her tenure, after an intense race to unseat the County’s first African American district attorney. If her illness were of a physical nature, she and some of her supporters believe she would have been able to rebound from the treatment with nary a grumble. That, however, has not been the case, but to her staff’s credit, she said, her office didn’t skip a beat while she was on medical leave. She said she wants to assure citizens that while she was out the office functioned as it should and that justice was served. She said she also plans to release a report

North Lake College experts offer winter tips North Texans normally don’t experience the long, harsh and snowy winters that people in Minnesota or Maine enjoy. Coats and sweaters don’t even come out of storage until late October or even November. But that doesn’t mean residents should neglect winterizing their homes, which could keep them warm and leave a little extra money in their pockets. Older homes, and even some newer ones, lack sufficient or appropriate insulation to keep the warm air in and the cold air out. Stand next to an old window in the middle of January, when the cold wind blows through the DallasFort Worth Metroplex – it feels like an air conditioning unit is putting out chilly air, just like it’s August. This air infiltration can cost homeowners and renters a lot of cash, but experts say some of that loss can be prevented or minimized. Mike Cooley, dean of construction management and technology at North Lake College, said that area homeowners can follow some common sense, moneysaving steps which will help them keep their homes warm during North Texas winters. “Heat loss in a home occurs primarily through the roof,” Cooley said. “It’s important to check the insulation in the ceilings because blown-in insulation settles after a few years, and it needs to be replenished to prevent heat loss.” Blown-in insulation is typically the pink, loose, fiberglass material that often is seen in attics and between floors and walls. Cooley said newer materials and technologies, such as foaming insulation, work even better to insulate a house

than the blown-in material. The polyurethane foam is sprayed in, expands and fills in crevices and cracks, which creates a tighter seal around the house. Older windows can be very drafty, and they often allow too much cold air to seep into a home, too. Brandon Morton, sustainability coordinator at North Lake, said window sills and seams should be caulked to prevent the air infiltration that sometimes makes those windows feel like fans. For people who are inclined to spend extra money for long-term savings, Cooley said double- or even triplepaned windows work best. For additional savings, Cooley recommended using Low-E film on windows, which decreases heat loss in the winter and reduces heat gain in the summer. He added that nitrogen-filled windows are even better. “The best way to save money on heating is by adjusting your temperature points to the most tolerable and comfortable levels,” said Morton, adding, “It can be easier to phase your temperature change over time as you get used to the new indoor temperature.” He said people might be surprised at how comfortable they are once they get used to the new temperature. If possible, the heater should be turned off when no one is home, he added. Cooley said the heating system should be checked to make sure air filters are good and clean, so it can operate efficiently. Additionally, thermostats should be operating properly and at the correct temperature. “Even if you’re just a couple of degrees off, that can make a big difference,” he added. Cooley said homeowners should replace old

thermostats with new, programmable ones, adding that they pay for themselves over time. While lighting up a fireplace, whether it’s gas or wood, can make a room look warm and cozy, the flames don’t generate enough radiant heat to warm up a room because the heat simply goes up and out of the chimney, Cooley said. More importantly, closing the damper when a fireplace is not in use is very important. “The [HVAC] system changes the air in a room four to five times per hour. That’s how the system is set up. If the damper is not closed, warm air escapes, which doubles the room air changes, so you’re heating twice as much air. It is a very significant loss of heat,” Cooley said. In addition to applying weather seals around doors, Cooley said dog doors should be covered at least temporarily because air infiltration can occur. He advised letting Fido go in and out of the regular door to save money. Houses with pier-and-beam foundations have crawlspaces under the floors that need to be insulated. “The perimeter of that crawlspace needs to be closed so that you don’t have any draft coming through there,” Cooley said, adding that air often infiltrates through exterior light switches and electrical outlets because the wiring and electrical boxes around them impede the installation of insulation inside the walls; they also should be insulated and caulked. Morton added that gaps in the exterior walls should be sealed with inexpensive foam filler to better insulate the house.

Carter High opens to rave reviews

Coleman “I never try to defend their actions, but did the punishment fit the crime,” Carter High movie director Arthur Muham-mad answers and asks a room full of journalists this summer at an exclusive screening during the National Association of Black Journalists (NABJ) convention in Minneapolis, Minnesota. With stars Charles S. Dutton and Vivica A. Fox portraying Carter High School coach Freddie James and his wife during a tumultuous season in 1988, the movie endears audiences to the rise and fall, and fall again of the football team from Dallas. A team of standouts on the field become locked out of a system of celebrated state champions. The movie details play by play the triumphs and disappointments they face as they earn honors and have them taken away multiple times. Often detailed as a thuggish team in popular mainstream shows, Muhammad was encouraged to tell the story from a different point of view. “Can you not portray me and my boys the way Friday Night Lights portrayed me and my boys,” Muhammad said he was asked by Coach James. Executive Producer and former NFL player Greg Ellis felt compelled to get the right story to viewers. “It’s important to educate people while you’re entertaining them,” he said. From lavish hot tub signing day scenes to moments where team members are constantly worshiped by a community, Carter High holds nothing back.

It shares the good, the bad, the uncomfortable and the ugly, including crime sprees committed by players that rocked the same community. Check the movie out for a different view than what you may become accustomed to. Also incorporated in the movie are flashbacks from live footage, which is quite emotional at times and will take you on an emotional roller coaster as you laugh, become moved to tears, and yes, you might even get angry. The momentum definitely picks up as the movie progresses.

Telling the truth. Producing a film about black football players who got in trouble seems like it wouldn’t be hard to get done. Perhaps if it was about the trouble alone. Telling their stories, sharing their dreams and daily lives of normalcy and happiness is a different story. Muhammad said he had the Carter High script for 11 years, however ran into many obstacles to get it made. He chose to go the independent route. “That how I got past structural racism,” he said. The movie was filmed primarily in Dallas

and involved the community. The day filming concluded was a pivotal day for one real-life team member who was the recipient of a 25-year sentence during those days. “The day we wrapped this movie was the day Keith Campbell was off parole,” Muhammad said. Carter High is a history lesson, righting the wrongs of how many may recall the facts. Being born and raised in the Dallas-Fort Worth area and a high school student during the late eighties, I recall the constant news reports surrounding the crimes and arrests.

Change gonna come Spiritually Speaking by James A. Washington In the midst of imminent change in my life I ran across this and am sharing again. Most of us would agree with the concept that the one sure thing that we know about life is change. The comparison to a roller coaster seems appropriate, a frightening one at that. Life is full of twists and turns and inevitable ups and downs with people coming and going and emotions frayed at the proverbial last nerve because of it. Life takes your plans and destroys them in favor of its own. It’s enough to make anyone skeptical about life’s purpose. We question everything we hold dear. As Christians, we know free will is supposed to have something to do with what happens to us as we each choose or don’t choose, decide or don’t decide. Our fate is wrapped in the outcome of each. We often find ourselves caught up in quagmires of discontent due to situations we created by simply making the wrong choices. That’s why I find the subject of change in scripture so fascinating. “In paths they have not known, I will guide them.” Isaiah 42:16 clearly indicates that when you attempt or are forced to changed your life, seek God, because divine help will be needed. It’s a spiritual requirement. Oftentimes in the bible, whenever someone begins to accept Christ, challenges await. Fear is prevalent and faith gets tested. I mean walking by faith and not by sight is unnatural in the natural world. It just is. This kind of change in your spiritual life is supposed to fortify everything in your supernatural existence. Joshua 1:9 lets us know that from the moment we begin to consciously expand our awareness of God, we must take Him everywhere we go or, risk losing ourselves to our own devices, much like the Israelites in the desert. “Be not dismayed, for the Lord thy God is with you wherever you go.” The easiest thing to fall prey to in this life it appears is all of the stuff, the temptations, the tragedies that will surely come our way every day, particularly as Christians. We live in a materialistic world framed in 30 second sound bites, news of instant wealth and the constant pursuit of more. Fantasy and

instant gratification are but a click away. If you have no spiritual fallback position, you will get caught up in defining yourself by how much you have, what you can buy and what pleasures you can exploit. And don’t forget to buy a gun to protect it all from those who have no qualm about taking it from you. Under these circumstances life can make you feel inadequate and anxious as it constantly challenges you and changes your outlook about it. More, you see, is never enough. Now this spiritual awareness that I mentioned gives perspective to all of this change and disruption. The bible promises peace and peace of mind. “My presence shall go with you and give you rest.” Exodus 33:14. The understanding of eternal existence, of the spiritual side of man should allow you to put into perspective the contradictions and absurdities in this life. I am constantly amazed at how little I really need in life as I grow older, compared with what I thought I needed when I was younger. Focusing on God actually brings clarity to the soul and subsequently order to life’s chaos. Peace of mind abounds in the hearts of those who know and seek the truth. Purpose is simplified and life’s changes and challenges become easier to navigate. In this context free will merely acts as confirmation of the obvious. “Whatever is born of God overcomes the world.” 1 John 5:4. May God bless and keep you always.

It’s not what I say, but what I do.” DA Hawk said she had a vision that she laid out to the voters. All she wants is for them to give her an “opportunity to follow through.” The former judge of the 291st Criminal District Court is no stranger to mental health issues. She knows the challenges that those diagnosed and undiagnosed have because she previously ran a mental health diversion program. Her vision is still the same and rather than ignore the mentally ill, she says her office focuses on a mental health track and she will continue to speak out about mental health issues because she wants to give a voice to the issue, to remove the stigma and encourage others to seek help, while also identifying resources for sufferers. This was also her focus long before she became district attorney or was diagnosed.

Now some would say, forget the “help” and get about the business of prosecuting offenders and locking up the criminals. According to Ms. Hawk, she has always been transparent about her desire to not only prosecute, but work to keep crimes from being committed. Even during her days on the bench, as Judge Hawk, she said her judicial philosophy was to look at the big picture, to make plea offers, not plea bargains and to make sure the sentence fit the crime. She also realizes that her critics are lined up and challenging her on some of the very issues she touted, like transparency and honesty. Fortunately, she says, she is better equipped to deal with those issues as well as those of her very demanding job. When you consider the suicide rates, as well as the crime rates associated with the mentally ill, Ms. Hawk said she has arrived at a point in life that too many have yet to or never ever realize. She has faced seemingly insurmountable odds, climbed up from the darkest of places and understands that she has “a life worth living.”
