Alpha Merit Group awards scholarships This year the Alpha Merit Group is proud to present seven young men at its annual Beautillion. Some of these young men have been a part of the Alpha Merit group since they were in the seventh grade. Each of them are committed to furthering their education after high school and the Alpha Merit Group is committed to seeing that each of these young men are awarded scholarships for their efforts in school and with the Alpha Merit Program. These young men have competed all year for the scholarships that will be awarded. As part of their competition they chose to write an essay on the “How Do You Plan to Give Back to Your Community or on “How Does the Media’s Portrayal of Black Males Affect You.This year’s Beautillion will be held April 30th at the Hilton Garden Inn located at Market Center in Dallas, TX. The key note speaker will be Dallas Deputy Mayor Pro-Tem Erik Wilson. The theme of this year’s event is “Motivating Young Men for Leadership, Service & Excellence. In 1964 Brother Earnest Wallace a teacher with DISD had a vision where he would seek out high school African American males who were the brightest and boldest among their peers and prepare them for leadership roles and higher education. These young men help form the basis of the Alpha Merit Group. With the cooperation of the Dallas school district, Brother Wallace began a program that consisted of counseling, guidance and scholarship assistance. To further enhance development, it set up a Non-Profit Education Corporation for promotion of activities and receiving of contributions for further development. This was the birth of the Alpha Merit Group Committee, Inc. It was noted that the success of the Alpha Merit Group Program was also the basis for the recommendation to the Board of Directors of Alpha Phi Alpha Fraternity, Inc. for the setting up of the Alpha Phi Alpha Education Foundation in 1965.

The importance of the vote TO BE EQUAL By Marc H. Morial President and CEO National Urban League
via George Curry Media
“No right is more precious in a free country than that of having a voice in the election of those who make the laws under which, as good citizens, we must live. Other rights, even the most basic, are illusory if the right to vote is undermined.” - The Supreme Court of the United States, Wesberry v. Sanders, 1964
In 2013, the Supreme Court stripped the Voting Rights Act of its power to stop states from creating and enforcing laws that would prevent eligible voters from exercising their constitutional right to vote. Under the dark shadow of the newly crippled law, our nation celebrated the 50th year anniversary of the passage of the Voting Rights Act in 2015. In 2016, our nation will observe its first presidential election since the court effectively paved the way for states to usher in new, legal obstacles to the polls that would largely affect low-income people, the elderly, people with disabilities, students and communities of color. Preclearance-which laid at the very heart of the VRArequired states with a history of discriminatory, race-based voter suppression to have any amendments in their voting laws “precleared” by the Justice Department. The Supreme Court, in all its wisdom, decided the preclearance provision was the stuff of a bygone era of racial injustice in American history. The court could not have been more flawed in its thinking. Since then, states have been hard at work introducing and passing countless laws that do what the VRA was created to stop: the calculated denial of the vote to targeted classes of Americans. In our first election since Barack Obama became the first African American to be elected this nation’s president, 17 new states-from Texas to Rhode Island-will have new voting restrictions in place. While it is true that the days of poll taxes, literacy tests and grandfather clauses exist in the pages of our history books. The old strategy of voter suppression is not sitting somewhere collecting dust on a shelf. Voter suppression is alive and well and dressed in a new suit of modern tactics, with states passing laws strict voter ID laws, cutting back on early voting, denying ex-felons the right to vote and even closing polling places in communities of color. In all, 22 states have new restrictive voting requirements in effect since the 2010 midterm election, according to the Brennan Center for Justice. That sobering number represents nearly half our nation’s states. It also represents hundreds of thousands, perhaps even millions, of eligible voters being denied their protected right to a vote. We should not accept this current state of affairs as the last word on voting rights in our democracy. We certainly cannot rely on a change of heart from states bent on denying this fundamental right to its residents. We cannot allow political parties to hijack elections for shortterm political gain while they undermine a basic pillar of our democracy in the long-term. We need action, and we need action from our elected officials. When the Supreme Court stripped the preclearance provision from the VRA, it challenged Congress to create new legislationan updated set of protections that would help guarantee our right to vote and repair much of the damage caused by the Supreme Court’s 2013 ruling. The National Urban League will continue to work in coalition with the civil rights community and press members of Congress to restore the VRA. If we don’t stand for everyone’s right to vote-we stand to lose it and lose what makes living in this country special, and in many cases, unique. Millions of Americans should never have to fear barriers at the ballot box. Let’s #RestoretheVRA.

A Forgotten Piece of History: Childhood Home of Late White House Correspondent Payne
By Erick Johnson Chicago Crusader via George Curry Media
CHICAGO - The roof is coming apart. The creaky wooden porch is aging with growing cracks. And the navy blue paint that once adorned the steps is peeling away. Nearly 100 years ago, this two-story white Chicago's West Englewood neighborhood on the city's South Side became the home of Ethel L. Payne. As a Black journalist, Payne broke racial barriers as a White House correspondent at a time when few Black newspapers had a bureau in the nation's capital. During her illustrious career with the Chicago Defender, Payne grilled five U.S. presidents and met Britain's Queen Elizabeth, the Queen Mother. By the time she died in 1991 at 79, Payne had traveled the world, won numerous awards and earned the title, the "The First Lady of the Black Press." Not many people know that Payne was raised in Chicago's West Englewood neighborhood, located on the city's South Side, where many famous Blacks who made their mark in American history grew up. The house Payne lived in is a forgotten relic of her past. For 123 years, it has stood in the 6200 block of Throop Street. Time and neglect have beset Payne's childhood home as crime and shootings continue to force resident to leave the neighborhood. It's where Blacks who were fortunate enough to afford a home in the area worked hard to live the American dream after fleeing racism in the South. But what was once a symbol of pride, Payne's childhood home is now a piece of history that's crumbling. It's decaying frame represents the struggle to preserve the legacy of America's Black trailblazers. Payne was born in Chicago in 1911. Her parents came from Memphis, Tenn. and were among a few Blacks who lived in the city before the population in the "Black Belt" exploded during the great Migration years later. Payne's father, William A. Payne, worked in the union Stockyards before he secured a job as a Pullman Porter. Payne's mother, Bessie, a Latin scholar from Indiana, was a housewife. Ethel was the second youngest of six children. She had four sisters and one brother. By the time they settled into Englewood, the neighborhood had become integrated, but racism was still rampant in other areas of the city. The Paynes lived in various homes in Englewood until they purchased a wooden house that was built in1893. It still sits among a row of small, four-room houses on Throop Street. The Payne family was among several people who lived on a street that was known as "the row." Across the street, the family attended Greater St. John AME Church, the oldest Black church in Englewood. In her neighborhood, Payne and her siblings was fortunate to attend schools that were better equipped and had a large White student population. She walked to Copernicus Elementary School (now Anna R.Langford Community Academy) just three blocks down the street. When she didn't have enough money for the streetcar, Payne walked to Lindblom Math and Science Academy (It was then called Robert Lindblom Technical High), a massive, neoclassical building at 6130 S.Wolcott Ave. All of these buildings remain beacons in the community, but Payne's home is fading into history. Payne's childhood home is 700-square feet. According to property records, it has two bedrooms and one bathroom. In comparing the house to an old photo of a very young Payne standing in front of it with her brother, one can see that the front porch was enclosed to enlarge the living room. The median home value for homes in Englewood is $75,600, according to zillow.com. Property records show that Payne's childhood home property is not up for sale and the home appeared occupied during a recent visit by a reporter from the Chicago Crusader. The reporter knocked on the door several times, but no one responded. On the outside, the house is in need of repairs. Years of rust cover the iron railings on the porch. Chunks of concrete have been chipped off the porch steps. The shingles on the roof appear loose and unsecured. The house sits between two other old homes that are in better shape. Their polished exteriors seem to have been renovated in recent years. Overall, the block where Payne played on the street has decaying homes and empty lots where garbage litters the over grown grass. Over the years, Chicago's Department of Cultural Affairs and Special Events have placed crimson-colored markers in front of homes where prominent Blacks have stayed. There's one on Vincennes Avenue where Nat King Cole once lived. There are also ones marking the homes of gospel singer Mahalia Jackson, Aviator Bessie Coleman, Journalist Ida B.Wells and Harold Washington, Chicago's first Black mayor. But there is no marker in front of Payne's childhood home.Tourists or history buffs are unlikely to visit the area. Among Chicago's neighborhoods, Englewood continues to have one of the highest rates of violent crimes. On March 31, a man was shot and stabbed in the area. On the same day, two men were shot in Englewood. On March 30, a 20-year-old man was shot in the stomach. Chicago's famous Bronzeville neighorhood traditionally has drawn the most attention from Chicago's most prominent Black historians. Because of scarce resources to preserve relics located outside the "Black Belt," there is little hope to preserve Payne's childhood home in Englewood as an important relic to her legacy. It's a concern that historians agree needs to be addressed.

WASHINGTON, D.C. – Congressional Black Caucus Chairman G. K. Butterfield (NC-01) and Rep. Maxine Waters (CA-43), Ranking Member of the House Financial Services Committee made the following statement after Treasury Secretary Jacob Lew announced plans to replace President Andrew Jackson with Harriet Tubman on the $20 bill: “It brings me great joy to learn that the United States will honor abolitionist Harriet Tubman by placing her image on the $20 bill,” said Chairman Butterfield. “An African American woman, former slave, freedom fighter, and leader for women’s rights, Ms. Tubman was a true visionary who is most deserving of this recognition. Ms. Tubman was dedicated to improving the lives of all Americans until her death in 1913. Her legacy continues to impact all Americans to this day and will live on for generations to come. “Furthermore, the $5 and $10 bills will also feature new historic images that remind us of the activists

They made strides towards voting rights and more freedom for Americans. Brave leaders such as Lucretia Mott, Sojourner Truth, and Alice Paul are symbols of our democracy that deserve much needed recognition amongst many others.” “I applaud the Treasury Department’s decision to feature Harriet Tubman on the $20 bill, women’s suffrage leaders including Sojourner Truth on the $10 bill, and civil rights leaders including Martin Luther King Jr. and Marian Anderson on the $5 bill,” said Rep. Maxine Waters. “These depictions on our nation’s currency are long overdue and will show the world the remarkable progress our country has made on the road to equality. The Secretary’s decision recognizes the important contributions of women and people of color to our society. I look forward to the circulation of these bills so that we can all feel the weight of history in our hands.”

MALVEAUX: Just imagine - that Corey Lewandowski was Black! nor that he has taken the “wuss role by suggesting the reporter, who was attempting to get his attention, had “touched him (and that maybe he should press charges). It is entirely consistent with his other campaign behavior. He has suggested that his supporters should “riot if he does not get the Republican nomination. His amazing incivility adds to the vaudevillian atmosphere of this bizarre campaign. How different would it be if Corey Lewandowski were Black?
LAST WORD
By Dr. Julianne Malveaux Dr. Malveaux is an author, economist, lecturer, activist and President Emerita of Bennett College for Women.
It is probably not especially politically correct to bring more race matters into the debacle that is also known as the Donald Trump quest for the Presidency. He has called out and targeted racial and ethnic groups, as well as targeted individual women because of their appearance (or more, but we won’t go there). He has supported basic thuggery, offering to pay the legal fees for a man who sucker-punched an African American protester, and egging on others who beat up a protester. The latest goes from the amusing to the amazing. Although there is a video showing his campaign manager, Corey Lewandowski putting his hands on former Beibart reporter Michelle Fields, he and Trump have said that eyes can lie. Even in the face of video evidence, he denied touching Fields. He and Trump tried to dismiss her as “delusional, essentially “blaming the victim. Imagine that Corey Lewandowski were an African American man. Imagine that he nearly knocked down a white woman reporter. Can you hear the outrage? Can you hear the demands? Were Lewandowski African American, would he have been caricatured as a hoodlum or thug, pandering to the stereotypes? Or would Mr. Trump have had Black Lewandowski’s back as firmly? I am not surprised that Mr. Trump has condoned Lewandowski’s violence,
A black man could not have put his hand on a white woman with impunity. If he did, he probably would not have had to wait more than a week to be charged for his transgression. He might have apologized, whether he were asked to do so or not, both from civility and from cultural conditioning. Trump and Lewandowski assumed that Michelle Fields, a white woman, could be thrown under the bus by two powerful white men who called her a liar, delusional, and any other slur they could get away with. A black man would not have had the luxury – he would have had to rush into rapid CYA (cover your hind parts) mode. Those women who are supporting Trump need to be well aware of his propensity to disregard and disrespect women. Loyalty notwithstanding, Lewandowski’s untoward behavior deserves some reaction – maybe not a firing, but some form of suspension, or something that suggests that a “hands on campaign need not be literally hands on, or that the “ground game that
Lewandowski is often praised for does not mean that he should knock reporters down to the ground. Those African Americans (and there are a few), who are supporting Donald Trump need to ask themselves what the reaction would be if Corey Lewandowski were Black. Would Trump be as supportive? Would others? And just for the record, who are the senior African Americans on the Trump team? Just asking. Not complaining if there aren’t any. I am of the generation that used to play “what if all the time. Knowing, but determined to imagine and speculate, what would happen if you flip the script. What if McKinney, Texas police corporal, the white Eric Casebolt had pulled a blonde white girl by the hair instead of pulling the braids of the black Dajerra Becton? Or, what if a black officer, not Casebolt, had pulled a white girl by her blonde locks? The very muted outrage that we heard when Becton was assaulted would have turned into a crescendo had a black police officer had the temerity to assault a white teen. Similarly, if a car full of black plainclothes NYPD police officers had chosen to hassle a white mailman because he hollered at them, would there have been the same arrest and cover-up that has taken place in the white police officers in Crown Heights arrested Glen Grays and forced him to abandon his mail truck?
JACKSON: Revive U.S. Commission on Civil Rights Speaking Truth to Power By Jesse L. Jackson, Sr. President RainbowPUSH Coalition
This country has made remarkable progress on civil rights over our history. We’ve moved from slavery to segregation to equal rights under the law. AfricanAmericans have gained the right to vote, the right to equal employment opportunity. Open racism has become increasingly unacceptable. Gays and lesbians have progressed toward equal rights. Same-sex marriage is increasingly accepted in law and in practice. Yet, in the past years we’ve been presented with inescapable evidence of continuing systemic discrimination. Ferguson and many other abuses sparked the Black Lives Matter movement that exposed the systemic and too often deadly bias of our criminal justice system. Liberals and conservatives alike have criticized mass incarceration of nonviolent offenders, disproportionately people of color.
GARLAND
JOURNAL Established 2002
The wealth gap between the races has increased dramatically, as African-Americans and Latinos were disproportionately targeted and victimized by the systemic fraud that led to the financial collapse. Muslim communities have come under brutal assault from political candidates looking to scare up votes. As we’ve already seen in Arizona and Wisconsin, voting rights have come under the worst attack since the days of Jim Crow. Governors across the country have refused to expand Medicaid, passing up on billions in federal money, with people of color disproportionately the victims. We need to revive a powerful, independent Civil Rights Commission to act as an independent watchdog, not partisan, to report on these and other fundamental civil rights concerns and make recommendations to the Congress and the president. The U.S. Civil Rights Commission was created in 1957 under Republican President Dwight D. Eisenhower to provide a powerful, independent monitor of civil rights. Ike’s committee that recommended its formation concluded: “In a democratic

society, the systematic, critical review of social needs and public policy is a fundamental necessity. This is especially true of a field like civil rights, where the problems are enduring and range widely (and where) ... a temporary, sporadic approach can never finally solve these problems. The Civil Rights Commission’s early reports on voting rights and school integration had powerful effect. It played a major role in helping to define what became the Americans with Disabilities Act in 1990. In 2000, it released a powerful report on police practices and civil rights in America. The commission still exists but it has been weakened dramatically. Under Ronald Reagan, its budget was cut. Under George W. Bush, it became a partisan battleground, with conservatives seeking to turn it into a vehicle against affirmative action. It was stunningly absent from the debate on reauthorization of the Voting Rights Act in 2006. Now it is a shell of its former self. Its recent reports - on police relations, school bullying and immigration detention - have received little attention. Its staff has been

cut by more than half from its 1996 level. Its authorization has expired; it exists on annual appropriations that have slowly starved it of funds. Progress on civil rights has always been contested. But leaders of both parties even in the 1950s and 1960s realized that a powerful, respected, objective monitor on civil rights could make a significant contribution in helping the country’s leaders and its people understand the challenges we faced and recommend reforms to address them. Now we are deprived of that powerful voice. Everything seems reduced to partisan argument. Even where there is consensus, there is no authoritative, independent voice able to challenge both Congress and the president when needed. America is a remarkably diverse nation. Diversity can be our strength. Handled badly, it can rip nations apart, as we’ve seen in the impoverished, isolated and resentful immigrant communities in France and Belgium. It is time to revive an authoritative Civil Rights Commission. Jesse L. Jackson, Sr. is founder and president of the Chicagobased Rainbow PUSH Coalition. HALL: “Confirmation” Confirmed!
Just after church, a beautiful young woman approached me. Now let me say parenthetically that all women are beautiful. Some more strikingly apparent and obvious than others, but all women are beautiful. Anyway, this gorgeous woman rushed to tell me how much she appreciated my piece on Bernie Sanders last week. She said she liked it because I gave some historical context. No matter how grand or grandular you fancy yourself as a writer, it’s good to be confirmed. Confirmation is what you work to achieve, second only to being understood. I walked away realizing how much of American history goes unrehearsed. How one-sided it usually is. Two hours later I was emotionally embedded in the HBO special “Confirmed,” which historically reconstitutes the confounding confirmation of Supreme Court Injustice, Clarence Thomas. This travesty took place amid the public annihilation of another beautiful young woman, Anita Hill. Thomas’ confirmation proceedings were almost as captivating as the O. J. Simpson trial. It was a passioninfused kangaroo court whose menu

featured sex, race, with a side order of official oppression. But in the end, the victims’ attorneys failed; they couldn’t lay a “glove” on O.J. and likewise Thomas left with a Coke and a smile. Puns intended!! The highly-charged Anita Hill v. GOP test of wills bore the markings of a landmark Supreme Court case without an official verdict. Rosa Parks started the Civil Rights movement by sitting down, but Anita Hill changed the way America prosecutes sexual harassment by standing up. She stood up against “Uncle Thomas” and his ilk who had been accustomed to objectifying, obstructing and overtly violating women and their rights in the workplace.
And for those of you who do not get why many voters claim feminism as their reason for voting for Hillary Clinton… Now you know. Sexism is as pervasive as racism; it’s harder to prove and often taken lightly. Women of every class, hue and physical make-up face harassment while making as much as 30% less than their male counterparts. “The Atlantic” recalled that Ms. Hill has continued to suffer for her bravery far past the 1991 showdown. “In 2010, it emerged that Thomas’s wife, Ginni, called and left her a voicemail asking her (Ms. Hill) to finally “consider an apology sometime and some full explanation of why you did what you did with my husband.” Ms. Hill wisely sidestepped the offer. But Ginni Thomas has someone else to play phone tag with, based on a New York Post article on April 17th. “A former girlfriend of controversial Supreme Court Justice Clarence Thomas

has claimed she had threesomes with him and some of his female colleagues. Retired federal prosecutor Lillian McEwen, who is now 70, dated Thomas for seven years before he married. She told Inside Edition that the Supreme Court Justice -- whose nomination in 1991 was plagued by allegations that he sexually harassed his assistant -- had threesomes with her and other women. “We had a relationship that included threesomes,” Ms. McEwen said. “He recruited women that he worked with for participation in those threesomes,” she added. The alleged threesomes took place before he joined the Supreme Court. Although Anita Hill passed a lie detector test, this testimony could have helped. Injustice Clearance Thomas was eventually confirmed by the Senate, but his service to the court has always been bastardized and marginalized because of his alleged mistreatment of Anita Hill. It is an accepted fact that Thomas was an illprepared, hand-picked token at best. My mama says, “God don’t like ugly and he ain’t too keen on cute.” Thomas’
CURRY: ‘Bill O’Racist’ at it Again TRUTH TO POWER

I have written about Bill O’Reilly, a/k/a “Bill O’Racist,” in the past and his proclivity to distort the facts when discussing African Americans. Well, he’s at it again. On one of his recent shows on Fox News, he asked, “Don’t you think most African-Americans know there are super predators among their ethnic group? Don’t they know it?” Earlier in the year, he said, “Well, Sanders says he is a straight talker but not, not on this issue. Here’s the truth. African-Americans make up 13 percent of the total population in the U.S.A. but commit 37 percent of all murders. And 90 percent of black murder victims are killed by other blacks. You will never ever hear either Bernie Sanders or Hillary Clinton say that. Republican candidates will not likely point it out either because it’s politically incorrect. It’s much easier to decry racism than actually address the root causes of violent crime which are a corrosive culture and collapse of the traditional family.” For the record, every racial and ethnic group has predators among its ranks, just as they have members who are positive
forces. In his rush to blame everything on “corrosive culture” and “collapse of the traditional family”among African Americans, Bill O’Racist conveniently ignores some basic facts. He should have learned last November from Donald Trump’s re-tweeting an erroneous post that claimed that 81 percent of Whites are killed by Blacks. Not only was that fiction, the supposedly source for the figure --”Crime Statistics Bureau - San Francisco” - did not exist. As fact checkers pointed out at the time, only 15 percent of Whites are killed by Blacks. “Trump cast blacks as the primary killers of whites, but the exact opposite is true. By overwhelming percentages, whites tend to kill other whites. Similarly, blacks tend to kill other blacks. These trends have been observed for decades,” Politifact observed. Indeed, FBI stats show that few homicides are committed outside an assailant’s race. In fact, 8 percent of Blacks are killed by Whites and 90 percent of African Americans are killed by other African Americans. According to the FBI, 82 percent of Whites are killed by other Whites. Clearly, there is no “corrosive culture” factor among African Americans at play here. A report titled, “Black Homicide Victimization in the United States: An Analysis of 2013 Homicide Data” by the Washington, D.C.-based Violence Policy
Center, provides further insight into Black homicides. The typical Black homicide victim was 31 years old; 7 percent were younger than 18 years old and 2 percent were 65 years old or older. Most - 87 percent - were male and 13 percent were female. The report notes that 84 percent of all Black victims (4,960 out of 5,891) were killed with guns. Of those, 73 percent were killed with handguns. Significantly, 72 percent (2,002 out of 2,766) of Black victims were killed by someone they knew. Only 764 were killed by strangers. Moreover, 51 percent of the homicides grew out of an argument between the victim and the assailant. Approximately 15 percent were reported to be gangrelated. Instead of dwelling on Bill O’Reilly’s ignorant diatribe, the stats should point us in a different direction if we want to reduce homicides in Black America. First there is the larger issue of gun control. “Blacks in the United States are disproportionately affected by homicide. For the year 2013, blacks represented 13 percent of the nation’s population, yet accounted for 50 percent of all homicide victims,” the Violence Policy Center report stated. “... For black victims of homicide, like all victims of homicide, guns - usually handguns - are far and away the numberone murder tool. Successful efforts to reduce America’s black homicide toll, like America’s homicide toll as a whole,
must put a focus on reducing access and exposure to firearms.” Equally important, we most focus on young Black males. That’s not to say we should ignore Black females - we shouldn’t - but 87 percent of Black homicide victims are male. No other group is close. “The homicide rate for black male victims was 30.59 per 100,000. In comparison, the overall rate for male homicide victims was 6.87 per 100,000. For white male homicide victims it was 3.71 per 100,000. The homicide rate for female black victims was 4.36 per 100,000. In comparison, the overall rate for female homicide victims was 1.72 per 100,000. For white female homicide victims it was 1.39 per 100,000,” according to the report. Finally, we must discard the stereotype that most homicides are a result of random violence. As the figures show, 72 percent of Black victims were killed by someone they knew. And just more than half of those deaths began with an argument. With 15 percent of the deaths attributed to gangs, they also cannot be ignored. Teaching Black men to successfully resolve conflict nonviolently has to be a top priority, if we are going to be successful. And this must start early in the life of boys. There are many reasons to be concerned about homicide in Black America. But Bill O’Racist and other right-wing nuts totally miss the point.

LORRAINE HOOD-JACK
is just what Duncanville needs!
Boasting a population of nearly 40,000 residents, according to 2013 records and the 2010 Census, Duncanville is part of the Best Southwest area, which includes Cedar Hill DeSoto and Lancaster. The best has to get better, and can, says some of the supporters of Lorraine Hood-Jack, who is on the May 7, 2016 ballot for Duncanville City Council District 4. No stranger to the area, the proud University of Texas at Austin graduate with a Bachelor of Arts Degree in Government wants to bring her leadership, organizational, managerial and strategic thinking skills to the Duncanville City Council. Touting a lifelong commitment to service, as well as her love of and support for her community, Ms. Hood-Jack, who also holds a Master of Public Administration Degree from Portland State University says she has volunteered for over 30 years, while amassing a very impressive portfolio in corporate America. “I am at a season in my life where I have the time to put both education and volunteer experience to positive use through serving a community that can only benefit from the diversity of that foundation,” said the Leadership Southwest alum. One issue that has been a source of contention for some voters, is having a representative who is accessible and responsive. According to records shared at political forums and on the Duncanville website up to January 2016, Ms. Hood-Jack’s opponent, who is the incumbent, has been late or absent for 30 of 71 meetings since taking office on July 1, 2014. Ms. Hood-Jack is retired and a bestselling author. Why seek public office? Many who know her know she is a servant leader, giving of herself, her resources and her experiences. “I have the skill, the expertise, the talent and training, and most importantly the TIME to be the most involved and effective advocate for District 4,” say Ms. Hood-Jack, to those inquiring minds. In response to a question for the Dallas Voter Guide 2016, she talked about her plans for Duncanville. “I would improve the corridor on highway 67 between Dallas and Cedar Hill to attract consumers to those businesses who reside on
either side of 67,” said Ms. HoodJack. “I would actively participate in expanding and drawing new business to the city and I would champion a strategic plan that would set measurable goals for capital improvements that need to be addressed and completed.” Ms. Hood-Jack also addressed economic development, street maintenance, payday loans, crime, poverty, challenges and obstacles. Always optimistic, Ms. Hood-Jack refers to Duncanville as “a best kept secret with untapped potential.” “There are areas that can be improved; there are communities that can be revitalized and there are people who can be sources... that can make Duncanville the ‘City of Champions’ that we hold it up to be,” she noted. During a recent Monday Night Politics forum at the African American Museum in Dallas, candidates talked about the future of Duncanville and responded to questions from citizens who were not pleased about the number of abandoned buildings that at one time housed businesses. Ms. Hood-Jack said that there are commercial areas that should be identified and marketed to businesses. “We have multiple commercial sites that are sitting empty and a few of those have the potential to be rehabilitated to bring major new business to this community.” The former senior investigator for the Civil Rights Division of the Oregon Bureau of Labor has been actively involved in numerous organ-izations and at various levels, locally, nationally and internationally, in-cluding: Portland Trailblazers Boys & Girls Club Advisory Board; Portland Rose Festival Foundation Executive Board Member; City of Duncanville Chairman-Multicultural Commission, Vice-President Daniel Farms HOA; Past President, Alpha Kappa Alpha Sorority, Inc., Zeta Sigma Omega; Chapter, Past President-Portland Chapter of The Links, Incorporated; Member Trinity (Dallas) Chapter of The Links, Inc., Chairman-Strategic Planning; member Omicron Mu Omega Chapter and past International Member Alpha Kappa Alpha Sorority Inc. City Council Members serve two-year terms, expiring on staggered years. The mayor, district two member, and district four member expire on even-numbered years. THEIR RELATONSHIP IS SPECIAL because they have opposite personalities, that mesh together to form a loving bond. The secret without question is God. ADVICE: 1. Keep God first. 2. Mr. David & Mrs. Tenna Kirk – 20 years HOW THEY MET: We were neighbors and would speak and chat occasionally. During good times or bad times, when others left or failed them, they could always depend on each other. They don’t really think there is a secret to staying together, but trust and communication is a big key. They tell each other how they really feel with words only Favorite Quote: “I got you”
Mr. Ned & Mrs. Bertric Armstrong CHILDREN: They have 4 children; 1 daughter and 3 sons; and 15 foster children THEY MET at a gas station THEIR RELATIONSHIP IS SPECIAL because of their faith in God ADVICE: Compromising, Consideration and Communication are the key for Closeness. Keep the romance sizzling til “death do you part”!
Mr. Russell & Mrs. Cheryl Williamson – 24 years YOUR FIRST THOUGHT WHEN YOU RECEIVED NOTIFICATION: Being nominated took us to a place of quiet reflection and gratitude for God keeping us as a couple. HOW THEY MET: We met in Durham, NC while out separately with friends. I thought he would be a great catch for my friend, I told her that she should introduce herself to him. Interestingly enough she was the stand in bride at our wedding rehearsal. “We have stayed together through many storms because of our
belief in God, and the knowledge that God honors the marriage. We also believe in forgiveness, and showing one another grace through the worst of times is a true reflection of our love for God.” ADVICE: “Keep God at the center of your marriage. You should be one another’s best friends. Don’t keep secrets from one another.”

Mr. Leslie & Mrs. Cozette Johnson – 49 years CHILDREN: Delecia 47, Quindalyn 45, Leslie Jr. 29 THEY MET in elementary school at age 7, Leslie saw Cozette from across the portables. In the 4th grade Cozette’s family moved from South Dallas to Oak Cliff, and shortly after Leslie’s family did too, and Cozette was the first face he saw when he walked into his new classroom. ADVICE: Be genuinely in love with each other, have patience with each other, and marriage is what you make it, be willing to stick through it and it will work.
Mr. Ricardo & Mrs. Isha Miller -16 years THEY MET: Giving his testimony at church of his street gang life and how God transformed him to work with children, she was completely smitten. Yes I love Jesus, but in that moment, the man in the red jacket in from The Bahamas caught my eye and I knew he was the one I wanted. I was singing in a Gospel Group and we were on to share that night. He heard us sing and He invited our singing group of 23 to the Bahamas to host a concert for children. THEIR RELATIONSHIP IS SPECIAL because after 16 years, 4 miscarriages, humble beginnings of him being an immigrant who worked odd jobs to make ends meet and holding our lives together through working as partners in ministry it was quite sobering. Knowing our story, both from single parent homes, him a child of a mother of 5 doing it alone and me a child whose family was ravished by the tragic kidnapping and murder of my mother...the fact that we overcome such odds everyday, I find encouragement.

DIVORCED AND FREE! Ask Alma
Alma Gill’s newsroom experience spans over 25 years, including various roles at USA Today, Newsday and the Washington Post. Email questions to: alwaysaskalma@yahoo.com. Follow her on Facebook at “Ask Alma” and twitter @almaaskalma.
Hi Alma. I’m divorcing my husband of 24 years. (The ink is just about dry) We have been apart for the last 3 years. I’m new to dating again. I’ve been with my new guy for 2 years. We met on eHarmony. He’s amazing inside & out and I love him. I’m 47. My guy is 46. He is divorced. He has been divorced for 2.5 years. He was apart from his ex for 3 years before the divorce was final. So he’s been single for 5.5 years. I believe in marriage and I do want to get married again. How long should I date him? What’s enough time to give a man to pop the question? – Elizabeth Hi Elizabeth – You’re not quite free! Until the ink dries you’re still legally married, pretty woman. TBT you have yet to
join the squad of single sisterhood and trust me when I say, there are huge differences between each stage of marriage, separation and divorce. All three phases has its own umbrella of uncertainties. Like me, you married young. You’ve spent a large part of your life with one fella, exercising the commonality of compromise. This explains your comfort in cohabitation, longing for togetherness, and an extended view for two. Ain’t nothing wrong with that – but wait, for goodness sake and let’s pull up for a minute to reevaluate. What if you take more time to center and focus on you? Figure out your likes and dislikes independently, without the consideration of another. Have you taken a vacation alone? Sign up for a class you’ve always
wanted to try or learn a new language. Use this time to be good to yourself. Your first marriage ended in divorce, that doesn’t mean you’re lacking, unlovable or incomplete. Okay, you’ve met a new guy, that’s cool. Allow him to come to the conclusion of marriage on his own, not meet a demand or ultimatum. I understand it’s been two years, but there’s no set limit to how long a great relationship should last before marriage, that’s a personal choice. You and I both know that marriage doesn’t make a relationship better nor does it complete who you are as a woman. You’ve had 25 years of practicing to be a good wife, live and love yourself unmarried for a few more years to come. You said dating’s still new to you, and if that’s the case, this isn’t the time to remarry. If and or when that time rolls around, you won’t need to Ask Alma, you and he will know, that you know that you know. And oh what a joy it will be!
Rebuilding Your Flood-Damaged Home As a result of the severe storms, tornadoes, and flooding that occurred March 7-29, 2016, the state and FEMA are working to provide technical assistance to Texas communities about flood insurance and rebuilding issues. BEFORE Starting Repairs after ANY Damage to Your Home or Business, Contact Your Local Building Official and/or Floodplain Manager · Learn about National Flood Insurance Program regulations regarding substantial damage and improvement BEFORE starting to make repairs. · Ask for a Substantial Damage Determination from your local building official or floodplain manager. They will provide specific details regarding local ordinance requirements which will help you decide the best options for rebuilding. · Local Floodplain Management requirements for new construction will apply to substantial improvements. The building must be brought into compliance with the National Flood Insurance Program (NFIP). This may include elevating the building, relocating the building to an area outside of the highrisk flood zone, or demolishing the building and rebuilding in compliance. · Learn specific re-building requirements for your community. Building Permits - Necessary after Any Natural Disaster · Consult local building officials for information and permits when considering new construction or repairs on property affected by recent flooding, tornados/high winds, fire, winter storms, and/or earthquake. · Obtaining building permits for homes or businesses located within a high-risk flood area is especially important, as additional permits may be required, such as a development permit, land use permit or zoning permit, depending on the property location.
· Local governments cannot reduce or ignore the floodplain requirements for building or repairs no matter what the cause of the damage. · Repair projects must meet community building codes and flood-damage prevention ordinances. · Residents are required to start construction and repair only after they have received permits from their local building department. Whether or not your community participates in the National Flood Insurance Program is a local decision. To participate in the program, communities establish and enforce standards to meet the minimum NFIP standards. The local standards are applied uniformly to all structures within their jurisdiction. For additional information on the NFIP program and flood insurance, see www.floodsmart.gov/floodsmart/. Substantial Damage Determinations · According to National Flood Insurance Program (NFIP) standards, if a structure – not including land value – has sustained damage by any source that is 50 percent or more of the pre-disaster market value, it is considered to be substantially damaged. · In Texas, local officials may request the Federal Emergency Management Agency provide technical assistance to collect information about damage to structures from the severe storms, tornadoes, and flooding that occurred March 7- 29, 2016. From that information, local officials make a substantial damage determination based on their own local ordinances. · If your local officials have determined a residential structure in a special flood hazard area has been substantially damaged by any source, the owner generally has three options: o Elevate the building to the base flood elevation or a height determined by local officials if higher than base flood elevation; o Relocate the structure outside the floodplain; or o Demolish the structure. Non-residential structures may be made compliant by “floodproofing.” For guidance on floodproofing, see www.fema. gov/national-flood-insurance-program-2/floodproofing.

SPIRITUALITY
www. G A R L A N D J O U R N A L . com
There’s a Reason Life Happens I subscribe to a personal theory that our suffering is an integral part of God’s plan to ready us for the struggle of spreading the good news of Jesus Christ. Suffering in some ways is a prerequisite for strengthening one’s spiritual muscle. I look at Christ’s time in the desert as a toughening or cleansing that readied Him for the task ahead. Given my perspective I offer to you that for me it is difficult to respect the opinion of someone who has led the so called “charmed life” or, someone who was born with the proverbial silver spoon in a cavity free mouth. It’s hard, if not impossible, to listen to someone talk with certainty about things they’ve never seen or places they’ve never been. My belief is that God teaches in a manner few of us will ever truly understand. I honestly believe that when He chooses you, when it’s your time, He has a unique way of communicating who’s really in charge. And, if the truth be told, it ain’t us. When God is talking to you, you eventually come to know it. Take notes on this. “No discipline seems pleasant at the time, but (rather) painful. Later on, however, it produces a harvest of righteousness and peace for those who have been trained by it.” Hebrews 12:11.
As far as I’m concerned, we’re all in training, believe it or not,
Spiritually Speaking by James A. Washington
to fight in God’s war. Whether being forged in a fiery furnace or stuck in a tailspin of perceived despair and hopelessness, each one of us is being battle tested in anticipation that one day, we will be called to arms. This struggle, these experiences, they bring about wisdom; a spiritual wisdom from a spiritual perspective that I believe must be shared. It must be. Otherwise, God keeps you in a perpetual classroom where life constantly gives you a new place to go to the bathroom. You haven’t learned anything, so life keeps kicking your…well, you get the picture. When you finally realize the One trying to tell you something is God, then a wondrous thing begins to happen. You listen more intently and learn more eagerly. Like the child who discovers walking leads to the joy of running, or the baby who discovers his own hand, the possibilities seem endless. The mind says ‘tell me
more.’ The spirit says ‘Thank you Jesus.’ At that very moment, it is my belief that God let’s us know we’re able to withstand, overcome, rise above and win the battle of carrying the message of salvation. Christ is savior. At that moment, we also move from being in the classroom to being on the battlefield where Satan keeps score. You remember those days back in school when you actually studied and were prepared for the test? Confidence oozed from you. When God has been the lesson planner, the study partner, the instructor, it doesn’t matter how much Satan wants it to be a Net Flix Night. “Blessed is the man who perseveres under trial, because when he has stood the test, he will receive the crown of life that God has promised to those who love Him.” James 1:12. Our job then is to recognize and represent; recognize the hell we’re going through is not without purpose. The most important message of the day is to understand who (Jesus) has suffered the most and why. “It is your Father’s good pleasure to give you the Kingdom.” Luke 12:32. May God bless and keep you always.

under-served young men, entitled An Affair for Him. The conference is designed for students 12-18 years of age. The theme for this year's event is "The Dream is Possible". This free event will be held on Saturday, April 30, 2016 from 8:00 am-4:00 pm at the University of North Texas at Dallas, 7300 University Hills Blvd. Dallas, TX 75241. There will be approximately 50-75 young men attending the event.
GSU president visits Metroplex "If we're going to compete we have to have things to offer to students so they can make Grambling their first choice," University President Dr. Willie D. Larkin told the crowd that gathered in support of Grambling State University (GSU), recently. This particular event was four hours away from campus. Although stretched many miles, the Innovation, Entrepreneurship & Sustainability Reception at the Federal Reserve Bank of Dallas was held to strengthen ties for student success. "We're here because we want to be collaborative with you," Interim Vice President of Advancement, Research & Development Otto O. Meyers, III said. The audience consisted of business leaders and concerned GSU alumni who wanted to know ways to help the well-known Historically Black Colleges and Universities (HBCU) institution. "I need you to communicate with your fellow graduates, I need you to get behind the new president and support him," Larkin said. His comments were poignant. His message was clear. As the fourth GSU president in the past 10 years, Larkin spoke to the heart of giving dollars. "People have to trust you. They have to trust the

process," he said. "You have to be transparent." Although many GSU alumni networks are successfully raising money, it does little to benefit the school. "A lot of chapters raise money, but they keep it in the chapter," Larkin said. "If you keep it in chapter we can't count it towards money raised." Larkin shared that creative ideas are coming forward and stressed the importance of providing cutting-edge opportunities to meet societal demands. He stated that more than 1900 students have been accepted for the upcoming school year and spoke on the need to, "close the deal." "5500 students gives a great cushion to work with," he added. Larkin entertained many more questions, with answers proving his dedication to transparency. "When I first came to GSU, my promise was do no harm," Larkin said, emphasizing his desire to "keep to that promise." From academics to athletics to conditions of campus facilities, the audience was well-informed with a commitment from Larkin to address the issues. Larkin feels what GSU can accomplish requires the help of others.
The conference will include presentations by businessmen, medical professionals, educators, law enforcement professionals and sports professionals from around the metroplex. Presenters will provide workshops and skills development, focusing on the Continental Societies five-point programmatic thrust: Health, Education, Employment, Recreation and Arts & Humanities. Some of the presenters are Senator
Royce West, Dr. Jelani Ingram, and Skye Dawson (Detroit Pistons). According to Rita C. White, event coordinator, An Affair for Him has been a positive forum for the distribution of information to young men in the community. The Continentals are committed to this project and its success. We believe the information provided will aid these students in choosing and developing goals for the future.

Ask Pam Question: I often get this question from Medicare beneficiaries on whether they should sign up for Obama Care insurance through the Federal Marketplace Exchange even though they’ve turned age 65, eligible and {or will be} receiving Medicare? Answer: Under Title 1 of the Affordable Care Act aka Obama Care - Americans without insurance coverage are able to choose the insurance coverage that works best for them in a new open, competitive insurance market – the same insurance market that every member of Congress is required to use for their insurance. The insurance exchange will pool buying power and give Americans new affordable choices of private insurance plans that have to compete for their business based on cost and quality.
If you have a Marketplace health plan, you can keep it until your Medicare coverage starts. Then, you can cancel the Marketplace plan without penalty. You have the option of keeping your Marketplace plan – but I don’t recommend doing this because if you’ve been getting premium tax credits or other savings on your health plan that you’ve bought through the Marketplace, these savings will end once your Medicare Part A coverage starts. So you’d have to pay full price for the Marketplace plan. If you believe your situation is unique or complex – or just need more information, I recommend consulting with a Licensed/Certified Health Agent. 2016 ACA /Federal Marketplace Exchange Open Enrollment period: P A M E L A J. ALPHA BEAUTILLION PREPARES YOUNG MEN FOR SUCCESS FROM PAGE 1
David Brown
Erick Hamilton
The Committee, through promotion, developed an information brochure, secured contributing sponsors and presented 57 initial students at a luncheon attended by 300 persons and awarded $1,000 in scholarships and grants. Thus began the Alpha Merit Group activities. Over the past 50 years Alpha Merit Group has mentored and counseled over 1,000 young male students, awarded over $100,000.00 in scholarships and grants. Over the years the focus of Alpha Merit remains imbedded in the principle
Diego Jones
of counseling, guidance and scholarship. However, we now recognize that program can be and must be beneficial not only to the brightest but to those who struggle in the class room and are challenged by their peers who do not see education as a means to a better lively hood. Today the Alpha Merit Group serves approximately 55 male students who attend secondary schools throughout the community. These young men come from all walks of life and though some excel in their schools, there are others who
Ben Jailoh
find it more of a challenge to remain focus. The Committee has three main programs in progress to assist these young men. Each program component has activities related to that component: Study Resource & Guidance: its activities include: testing, orientation, and interviews from compilation of data; special referrals for tutoring; seminars twice a month; special orientation and sessions on national testing; individual problems related to different subject matter; cooperative activities with other

group with similar activities; parent/ child partnership development. Counseling, Career OrientationScholarship-School Selection: Activities include listings developed for quality part time employment as well as discussions and preparation for seeking part-time employment; special information on colleges including an annual college fair where over 30 colleges and universities are represented; annual Beautillion where seniors compete for scholarship awards; scholarship awards banquet recognition;

assistance in securing additional scholarships. Leadership Development: Activities include high profile speakers such as local attorneys, judges, Police officers to discuss the pitfalls of being a followers rather than a leader; professional such as engineers, doctors, government employees to focus on careers and the importance of hard work and great study habits to maintain the grades necessary to get in to the right school; field trips; special career seminars, monthly parent meetings
and joint special educational projects. Reginald Bibb, Chairman of the Alpha Merit Group, Committee, Inc. said that “a young mind saved is worth a lifetime of giving” The Alpha Merit Group is governed by a Board of Directors and under the auspices of the Alpha Sigma Lambda Chapter of Alpha Phi Alphas Fraternity, Inc.
