This is all part of the creative process that Boykin, a 16-year veteran of the Alvin Ailey American Dance Theater, uses to refresh in.ter.pret, the dance she created 9 years ago for the Dallas Black Dance Theatre. Boykin watches the dancers closely as they move. "I love to refresh my works and make them original for the members of a specific company," explained Hope Boykin. "I watch the way a dancer moves even while stretching and may see a motion I can incorporate while refreshing the dance.

During the interview Hope is standing, but in constant motion herself. She is swaying, stretching, moving to her own beat, while answering questions. "The fact that Ms. Williams likes this piece so much that she has given me the opportunity to come back and restage it for her Director's Choice program is a huge honor," said Boykin. "I loved the way the company performed it the first time, but now the current dancers can make this piece their own." Then Hope Boykin turns on the music. It is a classic Tchaikovsky score. The dancers move keeping her sound language in their mind while they dance the in.ter.pret moves that now flow to Tchaikovsky. Hope describes her piece as lighthearted, quick, fun, and whimsical with expansive fullmovement. "I use classical music all the time to create new contemporary dance works," explained Boykin. "I love to see my work come alive!" in.ter.pret is part of the Director's Choice series that opens the 39th season for the Dallas Black Dance Theatre. Director's Choice will be held November 6-8, 2015 in the Dee and Charles Wyly Theatre located at 2400 Flora Street, Dallas, Texas 75201. The Friday and Saturday performances start at 7:30 p.m. The Sunday matinee starts at 2:30 p.m.

Local small businesses get over $1 Billion in SBA Loans

FORT WORTH-The U.S. Small Business Administration’s Dallas/Fort Worth District Office announced that lending in the district’s 72 counties reached over $1 billion for the first time in the history of the office in fiscal year 2015, which ran from October 1st to September 30th. This new record in lending put $1.046 billion in the hands of 1,982 entrepreneurs and small business owners to expand their businesses and create jobs. This represents an increase of 18.7% in dollars and 18.3% in number of loans over the same period last fiscal year. Of the 166 lending institutions in the district, Wells Fargo was the top lender in dollars by providing over $65.3 million in SBA loans. Compass Bank was the top lender in units by providing 307 loans to small businesses. “We are still celebrating this tremendous success that the Dallas/ Fort Worth market has achieved” said SBA’s South Central Regional Administrator Yolanda Garcia Olivarez. “More than $1 billion was guaranteed by the SBA to 1,982 local small businesses. This is something that speaks volumes to products the SBA provides and the great partners we have supporting our mission such as the North Texas Association of Government Guaranteed Lenders (NTAGGL). Once again we have reached record numbers that will benefit more than the small retailer or construction firm but also the DFW economy as a whole, that

consists of 72 counties.” In fiscal year 2014, SBA loans totaled $881.1 million with 1,675 loans and in 2013, SBA loans totaled $813 million with 1,522 loans in the DFW district. “This is a huge achievement that not only helps the almost two thousand small businesses served but it also helps our communities where those business are located by providing jobs and overall economic growth” said Herbert Austin, SBA’s DFW District Director. “We could not have reached this milestone without the strong support of our lenders and the hard work done by SBA’s resource partners such as Service Corp of Retired Executives (SCORE) and the Small Business Development Centers (SBDCs).” SCORE and SBDCs provide free counseling and consulting to prospective and current small businesses on how to start and grow a business. Both can help with developing a business plan,

conducting market research, identifying small business financing, and other services. For more information, regarding SBA, SCORE, and SBDCs visit www.sba.gov. Nationally, FY2015 performance results for SBA’s 7(a) program showed impressive gains over FY2014, with 63,000 loans totaling $23.6 billion; an increase of 22 percent in number of loans and 23 percent for total dollars. This level of program activity demonstrates that access to capital through conventional sources remains a challenge for small businesses. The 504 program saw a slight decline in the number of loans, from 5,885 in FY 2014 to 5,787 in FY2015, but this reduction was offset by a larger dollar amount in FY2015 ($4.3 billion) compared with $4.2 billion in FY2014. The SBA will continue to waive fees that borrowers pay on loans of $150,000 and less.

The player posted to Instagram Monday night, describing an incident during which he was locked out of Schwanke-Kasten, a Whitefish Bay jewelry store, then approached by police. “This was one of the the most degrading and racially prejudice things I’ve ever experienced in life and wouldn’t wish this on anyone,” wrote Henson. He said employees at SchwankeKasten locked the doors of the building, then walked into the back. Then, Henson said, two officers arrived and questioned him. The post quickly went viral. Track legend shares redemptive story OAK PARK — When a federal prison door to her cell slammed closed behind Marion Jones to start a six-month sentence in March 2008 for obstruction of justice, the former track and field star clearly realized the magnitude of her poor decisions. Her punishment for lying to investigators about her knowledge of a scheme to cash in on millions of stolen or forged checks involving the father of her first child and denying use of performance-enhancing drugs was now a reality Ms. Jones learned to embrace. “It was an eye-opening experience for me,” Ms. Jones told The OBSERVER during her visit to Sacramento High School this week. “But it was also a blessing because it forced me, literally, to slow down to see what was important in my life. It’s not the big house, fancy cars, and not your name in big lights. It’s really what you can do for other people,” she added. Ms. Jones shared her soul as a special guest for IndiviZible’s Speakers Series. The event was held at Sac High for the students, organizers said. Sacramento Mayor Johnson led the discussion, a conversation Ms. Jones was comfortable with and was allowed to speak freely, which she did while showing her signature smile. Ms. Jones was the darling of track and field in the late 1990s to the mid-2000s. She won five medals in the 2000 Sydney Olympics, three gold and two bronze medals. But her use of performance-enhancing drugs and later jail time put a dark cloud over those feats and other performances. During her six months of incarceration, she spent 49 days in solitary confinement for fighting another inmate, an incident she highlights in her memoir, “On The Right Track.” She also learned who were her actual friends during a time she called, “dark days” and “tough years.” “I was able to see who really loved me and who are my true friends,” Ms. Jones said. “When you’re making a lot of money … everybody is your friend. When you have to send an email to 500 people who you think are friends, a day before you fly to New York to plead guilty, and then get 30 responses is humbling.”

Still faced with 400 hours of community service, the prison door eventually swung open for Ms. Jones. She was free to leave, but had to earn a living away from the track due to a lifetime ban from the sport. For a brief time, she played for the Tulsa Shock of the WNBA. Ms. Jones now spends her valuable time with her husband and three kids in Austin, Texas. But leaving that prison cell, her home for about 180 days, Ms. Jones said, was a frightening experience. “There was uncertainty when I left. I was scared and there was fear,” Ms. Jones explained to The OBSERVER. “But while I was there for the six months, or five months, I was able to reconnect with my faith. I realized that God had my back and He had been with me all along. God knew my story way before I was born; He knew I would make poor choices; He knew where I wound up at; and He knew at the end I would come out smiling. There was fear when I left prison, but I felt that things were going to be OK,” Ms. Jones stated. Ms. Jones participated in her first 5k run the day before her 40th birthday on Oct. 12, yet she has “no desire,” to compete again, citing “I’m a sprinter, not a runner.” She also makes speaking engagements around the world, though she can’t shake the question of the “mistake.” “It’s difficult for me to talk about it. I meet people from all over the world invite me to come

talk about my mistake and it’s tough,” she told a packed audience at Sac High. “It’s a challenge. Yeah, they’ll get what they want. They’ll hear about the mistake. But they’ll get a lot of times what they don’t expect and that is that I have this resilient spirit.” Larry D. Craig-Arriba attended the IndiviZible meeting to her Ms. Jones speak. Craig-Arriba was Ms. Jones’ personal body guard for nearly two years. He is now a life-coach counselor contracted with the Sacramento County Probation Department. Craig-Arriba was quite frank about Ms. Jones’ discussion. “She was great,” he said, “… But as far as the investigation with the feds … they really had no type of evidence whatsoever against her. If she had not come forward, she never would had to do the time in my opinion. But other than that she was great (during the discussion). She’s just a great person.” Before the talk between her and Mayor Johnson ended, Ms. Jones left a message for the young people in the audience, which was related to track and field, but she has always stood by in everything she was involved with. Ms. Jones was 9 years old when she, her brother, mother, and stepfather attended a parade that celebrated the 1984 Olympics in Los Angeles. Despite someone always telling her what she couldn’t do, that experience and watching the games on television is where she started thinking large and how big she wanted to be in life. At that time, the athletes were crossing the finishing line first, “there was something special about their celebration and exuberance,” she said. Ms. Jones wanted that exact experience. It originated from there, winning gold medals, she said. “I started to dream big. It just became the norm for me: people telling me you can’t do it. Well, that means nothing to me,” Ms. Jones said. “I spend a lot of my time traveling around the world talking about my experiences, but encouraging young people, ‘don’t limit your dreams.’ People are going to tell you, ‘No, no, that’s too big.’ It’s never too big. It’s never too big.”

Or just a Negro? Was he a sharecropper? A preacher? Were his children waiting up for him? And who are we to just lie there and do nothing. No matter what he did, the mob was the criminal. But the law did nothing. Just left us wondering, "Why?"

My opponent says nothing that erodes the rule of law can be moral. But there is no rule of law in the Jim Crow south. Not when Negroes are denied housing. Turned away from schools, hospitals. What has she done to attract the aggregation of such a swift and swelling swarm of violence? Why such a verdict from a lawman who spent just seconds more than the 12 seconds spent by the cop who shot Tamir Rice? And what of this little defenseless black child? Was she a loner? Were her parents heaving with hatred for her plight? Did she even have a family?

Meanwhile, America was left to wonder why? The self-righteous say that the rules of the classroom must be strictly enforced. While others say that when you have armed police, there are no rules and very few rights; just laws. Schools aren’t the place for laws other than those laws that apply to the sciences. We appreciate and understand “The Law,” but an unjust law is no law at all and an unjust lawman is the architect of anarchy. Malcolm X said; "Be peaceful, be courteous, obey the law, respect everyone; but if someone puts his hand on you, send him to the cemetery." Somebody ought to be glad that we never choose the latter. It's been roughly 80 years since the 14 year old future Civil Rights leader James Farmer spoke his word. Unquestionably, much has changed, most notably the election of a Black President. But for the unnamed man who was lynched and for this still unnamed little black girl, the resolve and result of racism is never a point of debate. Injustice lingers on and we do nothing.

No wonder Paul continues by saying, “That is why, for Christ’s sake I delight in weaknesses, in insults, in hardships, in persecutions, in difficulties. For when I am weak, then I am strong.” By itself, you might wonder how Paul comes up with this conclusion. But when taken in the context of the entire passage, isn’t it true that out of many impossible situations and circumstances, God rescued you? How many testimonies do you need to hear before you give God the praise He deserves? Or is it that you can testify on your own about frailties that have become strengths to be relied upon and give you wisdom to share? All I’m saying is stop fighting yourself. Stop denying your insecurities. Accept them and give them too, over to the Lord. Then step back and watch God do His thing with your life. He’ll do things you never could. Then watch Him revel in those who see His divine work through you. It’s that let go and let God thing again. Paul just reminds us that even on your worst day, it’s not about you. If you just remember it’s all about Him; not your good, your bad and your ugly. May God bless and keep you always.

House Highway Reauthorization Bill Washington, DC - T he House of Representatives voted 363-64 to approve a $325 billion long-term surface transportation reauthorization bill that will authorize highway, transit, and transportation safety programs for an additional six years. The measure provides for three years of funding, first identified in the Senate-passed DRIVE Act. Due to her leadership in crafting and getting the bill passed through the Transportation & Infrastructure Committee, Congresswoman Johnson was named a Democratic Conferee to the Highway Bill Conference Committee. Congresswoman Johnson shepherded an important amendment through contentious debate. Her amendment fought to preserve budgetary authority for the critical Transportation Infrastructure Finance and Innovation Act (TIFIA) program. The TIFIA program was first authorized by Congress in 1998 to fill a critical gap in financing for large-scale transportation projects. Since that time, the U.S. Department of Transportation has provided low-interest credit assistance to state and local governments in order to help finance projects of regional and national significance. Current law directs the Department of Transportation to redistribute uncommitted budget authority for TIFIA to states for use by their formula programs. The Department of Transportation redistributed approximately $640 million of budget authority for TIFIA as recently as April of this year. This reduced capacity for projects would have serious consequences. Texas has more than one billion dollars in potential projects that will utilize TIFIA. The Congresswoman’s amendment eliminated the redistribution clause to protect what has proven to be an invaluable financing tool for state and local governments. “I applaud passage of the long-term surface transportation reauthorization bill. While this legislation is not perfect, it represents an important bipartisan step to provide the certainty and confidence that states and local transit agencies need to properly plan and implement local transportation projects,” said Congresswoman Johnson.

Deceitful Politicians Want Media to Ignore their Lies By George E. Curry George Curry Media Columnist

Politicians and would-be politicians running for president can't have it both ways: They can't filibuster while refusing to answer direct questions during televised debates and then complain about not having enough time to talk. Judging by the blatant lies they told during the recent CNBC debate, they should have far less time to talk. But politicians being politicians, they know how to play to the crowd while droning on and on with their carefully-crafted talking points that are as stale as last week's fish dinner. New Jersey Gov. Chris Christie and Senator Ted Cruz of Texas - who were also standing near the end of the stage in the recent CNBC debate, as I am sure Donald Trump noticed inflamed the Republican audience by attacking the journalists for their selection of questions. If these presidential wannabes want to play in the big leagues, they should understand that they don't get to determine which questions are asked of them. Granted, some of the questions were tertiary, such as the one about whether fantasy football should be regulated, but at least early in the debate, the panel did a good job keeping the candidates in check and not letting them shout "answers" at will. John Harwood in particular did a masterful job not letting it become a runaway train. For dramatic effect, some candidates looked directly at the camera while lying through their teeth. Here are some of the biggest whoopers on a night of many whoppers, according to FactCheck.org: Former Hewlett-Packard CEO Carly Florina: It is the height of hypocrisy for Mrs. Clinton to talk about being the first woman president, when every single policy she espouses, and every single policy of President Obama has been demonstrably bad for women.

Ninety-two percent of the jobs lost during Barack Obama's first term belonged to women. It is the height of hypocrisy for Florina to be such a brazen liar. FactCheck.org stated, "And looking at the full four years of Obama's first term, both men and women gained jobs. According to the Bureau of Labor Statistics, women gained 416,000 jobs in Obama's first term (about 32 percent of the overall job gains)." And the growth continued in Obama's second term. Ted Cruz made a similar claim: "Under Barack Obama and the big government economy, the median wage for women has dropped $733." FactCheck.org: "Actually, the most recent breakdown from the Bureau of Labor Statistics of median usual weekly earnings of full-time wage and salary workers shows that for women the figure was $728 in the three months ending Sept. 30, up from $647 in the last three months of 2008, just before Obama first took office. That's an increase of $81 per week." Donald Trump: "I am the only person in either campaign that's selffunding. I'm putting up 100 percent of my own money." Not true, according to FactCheck.org: "Trump has spent about $1.9 million of his own money running for president, according to his October quarterly report to the Federal Election Commission. That includes a $1.8 million loan to his campaign, as well as in-kind contributions of nearly $104,000. But his campaign has spent more than $5.5 million to date, and the majority of that has come from campaign donors." Dr. Ben Carson denied any involvement with Mannatech, a controversial nutritional supplement company. Ben Carson: "I didn't have an involvement with them. That is total propaganda, and this is what happens in our society. Total propaganda.I did a couple of speeches for them. I do

speeches for other people. They were paid speeches. It is absolutely absurd to say that I had any kind of a relationship with them.Do I take the product? Yes. I think it's Deceitful a good product." The charges are more than "propaganda." The researchers state, "He admits to giving paid speeches for the company, but reports by the Wall Street Journal and the National Review have pointed out other connections as well going back at least a decade. For example, he participated in shooting several videos with or about the company; though the Wall Street Journal reported that Mannatech has removed those videos from its website, at least one video remains on YouTube as of this writing in which Carson touts the company's work and products." There was also this exchange: J o h n H a r w o o d : " T h e Ta x Foundation, which was alluded to earlier, scored your tax plan and concluded that you give nearly twice as much of a gain in after-tax income to the top 1 percent as to people in the middle of the income scale. Since you're the champion of Americans living paycheck-to-paycheck, don't you have that backward?" Marco Rubio: "No, that's - you're wrong. In fact, the largest after-tax gains is for the people at the lower end of the tax spectrum under my plan..." But that wasn't the point. The question was about the middle class and on that score, FactCheck.org stated, "...That is what the Tax Foundation found." The Dearth of Black Media Ownership Blackonomics By James Clingman via George Curry Media

In war, one of the first things the enemy does is destroy his adversary's ability to communicate within its ranks. Chaos likely ensues if a fighting force cannot communicate internally. Individual soldiers end up doing their own thing, left to their own devices; they make decisions based on their individual situations and in their individual interests. This allows the enemy to come in and pick them off one by one, using false information and propaganda (Tokyo Rose), instilling fear of being captured or killed, or by making the individual feel abandoned and left with no hope of victory. If the ability to communicate is maintained within a fighting force, it strengthens the group and provides confidence, assurance, and cohesion. Considering our penchant for soundbites, 140-character chirps, and listening to great speeches but not analyzing them and taking appropriate action, communication among Black folks has largely been reduced to little more than noise. And it's getting worse. Black newspapers used to be our main communication organ, but as the demand for electronic access to news has increased, newspapers have nearly become obsolete in some circles. Books were also a great source of communication because they contain so much knowledge written by scholars, historians, educators, and activists; but now we are so intellectually lazy that books have become passĂŠ and just something to brag about having on our bookshelves. Now we rely on Twitter and Face Book for our news.

Newspapers, radio, Internet, and television are the four dominant means of communications today. Black people still own a few hundred newspapers, many of which are struggling from week to week because Black folks do not subscribe nor do Black businesses buy ads to any large degree. Black ownership of radio stations has drastically decreased in the past 20 years. Aside from a couple of great Black-owned Internet wire services, "Black oriented" sites are not Black-owned; and two of the three longstanding Black magazines, Essence and Ebony, have been reduced to fashion and entertainment, leaving Black Enterprise to carry the load of informing Black folks on economic issues. (I don't mean to overlook other Black periodicals; I know they are out there getting the word out as best they can.) Now let's look at television. According to an article in TV News Check, June 27, 2014, written by Doug Halonen, "Whites owned 1,070 full-power commercial TV stations in 2013, up 14% from the 935 they owned in 2011. Racial minorities owned 41 of the U.S.'s 1,386 fullpower commercial TV stations in 2013, up 32% from the thirty-one they owned in 2011 - but only nine of those stations were owned by African Americans during 2013, down 18% from the eleven they owned two years previously, according to a study of station ownership released by the FCC..." The FCC report also found that "Asians owned nineteen full-power TV stations in 2013, up 73% from the eleven they owned in 2011. Hispanics or Latinos owned fortytwo full power TV stations in 2013, up 8% from the thirty-nine they owned in 2011." I guess I could end this article right here, but without application, knowledge and information are without effect. The obvious point here is the necessity for Black people to own more communications outlets in order to control and disseminate

pertinent information to Black people. How? Establish syndicates that could purchase more outlets; form an alliance of affluent and conscious Blacks to purchase communications outlets and produce programs to empower rather than dumb-down Black people. Increase support of Black-owned media and their advertisers by Black consumers; leverage the support of Black readers, listeners, and viewers of Black media by insisting on more than just mind-numbing idiotic portrayals of Black folks. These simple tactics could strengthen our lines of communications. Accessibility, accountability, and acceptability are essential elements to a strong and relevant media presence within Black society. Our current position in that game is untenable and tenuous at best. In light of the fact that we have the financial wherewithal, collectively and individually, to purchase and support media outlets, it is intriguing how we seem to have settled for much less than we need. Most of us understand and even admit we are in a war, behind enemy lines, and fighting for respect and empowerment. That being the case, why are we content with having our lines of communication controlled by others? If we are reluctant to acquire more conscious media outlets, the least we can do is hold those who purport to be "Black media" accountable by refusing to accept the trashy caricatures of Black people and the negative portrayals of Black life that bombard us every day. Without control of communications an army is severely handicapped. We had better get rid of our negative channels of communications, shore up the positive ones, and create more of our own. When the Founders wrote the Constitution, Blacks were considered three-fifths human. In a compromise at the constitutional convention, the Constitution was written to allow slave states to count each slave as three-fifths of a person for the purposes of the census and for elections. Slaves couldn't vote, but they could increase the population and thus the representation of slave states. We've come a long way since then. The Civil War - the most brutal in the nation's history ended slavery. The Civil Rights Movement ended segregation and gave African Americans the right to vote. But we still have a long way to go. It used to be said that Blacks carried twice the burden of Whites. Unemployment rates among African Americans are generally twice those of Whites. Poverty is nearly three times that of Whites. Homeownership is about 60 percent that of Whites. In critical ways, African Americans rank even lower. The typical African-American household, for example, has about 1/10 the wealth of the typical White household, a disparity that has tripled over the past decade. Now a study by the New York Times documents what we know to be true: Driving while black is dangerous. African Americans are significantly more likely to be pulled over while driving for

traffic violations than whites. When pulled over, they are twice as likely to be searched, even though police are far more likely to find drugs and weapons in the searches of Whites than Blacks. In Chicago, Blacks are five times more likely to be searched when stopped than White drivers, even though the police are less likely to find contraband when searching them. Part of the reason, police argue, is that African Americans are more likely to live in impoverished neighborhoods. As the Washington Post reported, poor African Americans are 10 times more likely to live in high poverty census tracts than poor Whites. In Chicago, about 35 percent of poor African Americans live in poor neighborhoods while about 4 percent of Whites do. Housing discrimination, zoning patterns, redlining by banks, public housing construction all combine to pen poor African Americans in poor neighborhoods. And then the police are assigned to patrol aggressively in what quickly become "high-crime districts." This is a recipe for tension, suspicion and violence. And as distrust rises, crimes go unsolved

This is the "whereas": whereas racial disparity is clear and destructive. The real question is the "therefore": therefore we will act. Too often the complaint ends with the whereas and little or no attention and resources are devoted to the therefore.Therefore we need reform of our criminal injustice system. Better monitoring and training of police, who should live in the neighborhoods that they patrol. But police reform is not s u f f i c i e n t . We n e e d a transformation of housing policy to spread low-cost housing across metropolitan areas. We need aggressive enforcement of laws against redlining, a crackdown on banks and auto companies that target African Americans for the highest rate and trickiest loans. We need real investment to put people to work, to provide public transport that can take them to where the jobs are, and to give children a fair start from the beginning. President Barack Obama is in Chicago this week at a gathering of police chiefs. It is important to keep pushing for police and criminal justice reforms, but the "therefore" must go far beyond. It is time to convene a National Commission on Race and Poverty to go beyond reporting on the whereas and start detailing the therefores. Jesse L.
